Sunnier Days The local sales surtax that voters approved in 2018 is making fresh community investments possible today. By Cathy Chestnut
C
ollier County’s economy was humming like a well-oiled engine before the novel coronavirus pandemic stomped the brakes. This, of course, has played out around the world. Locally, however, significant projects designed to enrich the quality of life in the greater Naples area are rising—or soon will be—while providing crucial jobs. Funding for 18 projects is secure because Collier voters approved a one-cent sales surtax to ensure funding for road widening and bridge replacements, facility upgrades, and additional community priorities. The tax, which went into effect in January 2019, is expected to generate $490 million over seven years. Some of the earmarked projects include:
• Big Corkscrew Island Regional Park • Veterans Administration nursing home • A new mental health facility • Career and technical training center • Workforce, senior, and veteran housing Some are in the initial planning stages while others are on the drawing board or
underway. Work has begun on Big Corkscrew Island Regional Park, which was long delayed due to a lack of funding. The extra tax will now cover $40 million of the project, explains Collier County Deputy Manager Nick Casalanguida. “It’s going to be another gorgeous regional park with lakes, trails, pools, and multipurpose fields,” he says. The park will cover 48 acres near the Collier County Fairgrounds and serve the fast-growing eastern area of the county that attracts young families. The pot of money being amassed by the one-cent tax is critical, Casalanguida notes, because the county’s budget finally recovered in 2019 from the last economic recession during the housing downtown in 2008. That means it has been next-toimpossible to keep up with an average 2 percent population growth each year since. From recreation to safe roads to workforce housing, “it’s our obligation to provide those facilities,” says Casalanguida. “Schools, crime, and quality of life—when people move to a new community, they look at these three things. We’re checking all the boxes to create a world-class community.”
PARADISE COAST SPORTS COMPLEX These projects don’t even include the new $66 million Paradise Coast Sports Complex, which will be available for use to local residents during the week and draw outof-town sports teams and tournaments on weekends. Design and construction were funded with city bonds before the tax referendum was placed on the ballot. The first phase—featuring four turf fields, a great lawn, concessions, and fitness pavilion—opened in July. The 180-acre complex will be built out in four phases, ultimately including 19 fields, a wakeboarding lake, 5,000-seat stadium, and a 30-foot-high projection screen. “It’s one of the largest complexes in the United States,” says Casalanguida, who scouted top sports facilities to research amenities. New parks and expansions were needed, he notes, to alleviate the demand at current facilities, which were boasting a utilization rate of more than 90 percent. “We see this all as contributing to quality of place,” says Greater Naples Chamber President/CEO Michael Dalby. “Allowing these amenities to move forward, addressing issues in community, and accelerating the ability to take care of our citizens, it’s going to help everyone. Citizens saw the surtax as a way to address needs in a relatively painless way. When you add it together, it has a really big impact.”

Hindsight is 20/20 A look back at the financial forces that influenced 2020’s real estate rally By Judy Martel
T
he news about residential real estate in 2020 was both good and bad. First, the good news: Ultra-low mortgage rates brought buyers out in droves. The bad news? There wasn’t enough inventory to satisfy demand. “In general, the numbers in Florida are following the same trend across the entire country,” says Brad O’Connor, chief economist at Florida Realtors. “Except for a brief dip in March, when some owners took their homes off the market at the outbreak of the pandemic, we’ve seen an enormous demand largely because of record-low interest rates on 30-year mortgages.” Mid-year, 30-year fixed mortgage rates dropped below 3 percent, marking the lowest level since Freddie Mac began keeping track in 1971. But factors working against homebuilders hampered new inventory. The ongoing trade difficulties with China coupled with Canadian tariffs on lumber wreaked havoc on the supply and prices of building materials, O’Connor explains. “We definitely had some wild and crazy stuff going on. At one point, lumber prices were triple what they had been earlier in the year.” The skilled construction labor workforce is also slightly down from where it should be. Subsequently, developers have been building larger, more expensive homes that promise higher profits. That locks out millennial and first-time buyers and increases the demand across the state— and especially in Southwest and South Florida—for affordable housing. The pandemic played a role in housing’s performance, though not as major as analysts might have predicted at the outset. In what O’Connor
notes is being called the “March phenomenon,” sellers who weren’t in a hurry to unload their homes pulled them off the market, increasing the dearth in inventory. In April, listings started trickling back and steadily rose each month, though still short of the supply needed. Across the state, single-family homes priced above $300,000 have been selling the fastest compared with last year, with those priced above $1 million enjoying the greatest increases. “It’s not unusual coming out of a recession, because the stock market is among the first major economic indices to recover and it has rebounded pretty nicely since the drastic decline in March,” O’Connor says. The so-called “wealth effect” kicks in, when investors see the gains in their stock portfolio and subsequently feel richer. Some wealthy people are also reassessing the distribution of their assets and putting more money in real estate, O’Connor adds. “We saw the same thing after the Great Recession in 2009.” Realtors across Florida have reported a pandemic-fueled demand in housing from
Northerners seeking to escape congested cities and move into larger homes with home offices and plenty of space for kids. It makes sense, says O’Connor, who also points out that actual numbers to support buyer migration typically come from the IRS or Census data and lag by a year or two. Whether more people will have the ability to work from a home office depends somewhat on the progression of the pandemic, leaving some buyers with a wait-and-see attitude. “Lots of companies don’t have their postCOVID plans in place, so employees won’t know if they will continue to have the option to work from home.” The success of the coming year will be most strongly influenced by a continuation of the low interest rates and the post-pandemic economic situation, but O’Connor says the trend over the past few years of not building enough to meet demand likely won’t be reversed any time soon. “With increased demand, especially for single-family homes, and increasing population, we need more new listings than usual.”

Bruce Barone Jr. spent an influential part of his education overseas: high school in Bermuda and a master’s thesis in Venice, Italy. Barone manages the marketing, events, and public affairs of more than 200 businesses along the iconic Fifth Avenue South. He enjoys thinking creatively and looks at the big picture, especially the pandemic-related business impacts. He has been involved in the community for the past 18 years, while raising two sons with his wife, Lauren.
Since 2013, Eileen Connolly-Keesler has overseen the Community Foundation of Collier County’s mission, to address community needs by providing leadership and coordination through grantmaking and fund development. The Community Foundation manages more than 750 funds and collaborates with hundreds of nonprofits. In the past seven years, assets have risen from $64 million to $229 million under Connolly-Keesler’s guidance. She was a member of the University of Wisconsin Board of Regents.

Michael Dalby brings more than 25 years of Chamber of Commerce leadership to his role for Greater Naples, which includes serving as president of both the Leadership Collier Foundation and Partnership for Collier’s Future Economy. Dalby leads an 11-person staff serving 1,200 members with business connections, public policy engagement, economic growth resources, and leadership development services. The Texas native is a veteran of the U.S. Air Force.
Vann R. Ellison’s life’s work “has been focused on the hurting” since he was 22. Since 2003, he has led St. Matthew’s House, a nonprofit organization whose mission is to provide faith-based, free-market solutions to poverty and addiction. Under Ellison’s leadership, St. Matthew’s House has grown from a humble soup kitchen and shelter to one of the foremost direct social service organizations in Southwest Florida. He lives in East Naples with his wife, Lisa, and has four sons.

Mary Beth Geier is responsible for the Richard M. Schulze Family Foundation’s Southwest Florida areas of interest in grantmaking and community initiatives: human and social services, education, including college and early learning scholarship awards, and health and medicine. Prior to joining the foundation, Geier was the assistant principal of a parochial school in north central Florida. She serves on several local boards, including Champions For Learning; Florida Gulf Coast University Foundation; and the Greater Naples Chamber of Commerce.
Maria Jimenez-Lara has been the CEO of Naples Children & Education Foundation (NCEF) since 2015. She previously served as director of foundation services and grants director for NCEF, responsible for overseeing the charitable grant process in conjunction with the Grant Committee. Jimenez-Lara’s commitment to safeguarding the community’s most vulnerable is a natural fit with NCEF’s mission to support charitable programs that improve the physical, emotional, and educational lives of underprivileged and at-risk children in Collier County. Ordained in the United Methodist Church, Rev. Lisa Lefkow serves Cornerstone United Methodist Church as well as Habitat for Humanity. In ministry since 1980, she has led mission teams into impoverished areas. Habitat for Humanity of Collier County is one of the oldest and largest-producing affiliates in the United States and has been rated No. 1 nationally for community and housing development. More than 2,300 local families have purchased Habitat Collier homes through the past 42 years.
Linda Oberhaus got her start as a lifelong advocate for vulnerable populations as a peer counselor in high school. For more than 30 years, she has worked in social justice and increasing civility in the public discourse, while ensuring every community member has a voice at the table. She has furthered her education with courses at Harvard Business School and the FBI Citizen’s Academy. Her work has led to her becoming a certified auxiliary deputy with the Collier County Sheriff ’s Office so that she can directly assist victims of abuse and human trafficking.
EDUCATION: Centenary College of Louisiana, United Theological Seminary LESSON LEARNED: After a serious accident while he was in Washington, D.C. and I was in Miami, my husband was on life-support. I wasn’t sure I’d see him again and had to “let him go.” It was the most important lesson I’ve learned: never to take a single moment for granted and to remember that I am not in charge. BUCKET LIST: After celebrating the weddings of our two children last year, we look forward to welcoming our first grandbabies. A certified fundraising executive, Steven L. Sanderson has led the organization since 2012. Since then, the United Way has grown from $1.9 million to more than $6.1 million in revenue. He has built the information and referral helpline, Collier 211, and established Volunteer Collier. His team has secured local, state, federal, and international funding, and revamped the United Way’s funding review process. Sanderson is a member of the United Way of Florida Board of Directors.
Since 2003, Jack Wert has led Collier County’s efforts to improve and promote tourism—one of the top three local industries that adds hundreds of millions of dollars into the economy and supports thousands of jobs annually. Visitorship has reached two million each year, and the CVB’s promotional efforts have grown to encompass areas such as sports, wellness, arts, and culture. Wert’s love of Naples and “interest in sharing it with travelers from all over the world” fuels his career.

Ellin Goetz has seen many changes since becoming a landscape architect in Florida in 1986. She has sought to balance growth and sustainability, which has led to projects such as the award-winning restoration of Mina Edison’s 1927 Moonlight Garden, innovative designs at the Naples Botanical Garden, and the visitor entry at the Naples Zoo. She brings an appreciation for native plants to all of her work. She is vice chair of the Everglades Foundation.
Since launching the Garden District in downtown Naples in 2004, Rufino Hernandez has garnered a loyal legion of high-end clients for his creative floral designs for large events and intimate residential interiors. Hernandez also co-owns and runs Golden Gate Nursery, which his Cuba-born parents established, with his brother, Jorge. Garden District provides stunning displays for multimillion-dollar events, the likes of Swarovski, Royal Bank of Scotland, and March of Dimes.

Matthew Kragh worked under the guidance of Chicago-based architect Helmut Jahn before relocating to Naples in 1997. Kragh launched his firm in 2009; today it has offices in Naples and Palm Beach, as well as South Carolina, North Carolina, and Colorado. The firm donated its services for Naples Dog Park, Norris Center, and Baker Park. He’s served on many boards and earned several awards, including the American Institute of Architects’ Firm of the Year and President’s Award.

Clive Lubner began guiding the nearly 100-year-old furnishings chain Robb & Stucky in 1981, transforming the firm with $2 million in revenue into a retail giant with $350 million in annual revenues by the time of the Great Recession. He launched Clive Daniel Home in 2011 with his son, Daniel. Today, there are two Clive Daniel Home retail operations in Naples and Boca Raton, and the company remains a visionary leader in interior design and furnishings.
Daniel Lubner was born in South Africa and his family immigrated to Southwest Florida when he was 4 years old. He is the fourth generation of a family with roots in furniture making and retail sales. Lubner began his career in advertising and entered the furniture retail/design industry a few years later. Lubner aggressively pushes advertising and business development boundaries and has completed projects on five continents.

He is the creator of Furniture for the Cure, a sophisticated furniture line that artistically incorporates the breast cancer ribbon.
Ben Riley oversees all company finances, administrative operations, management information system, and work-flow processes at Thomas Riley Artisans’ Guild. Riley graduated cum laude with a degree in manufacturing engineering. Luca Di Falco started in the restaurant business at the age of 15 while working at his brother’s restaurant in Sicily and studying hospitality. Tim Herman was born and raised in Connecticut and began his management career in New York City. He is a graduate of Choice Center Leadership and Rapport Leadership International. Herman and his wife have two daughters as well as a horse named Rockette. Working in exclusive hotels in the Washington, D.C. area, he found his passion and opened Orchard Market, a Persian café in 1987. Seduced by the subtropics, he relocated to Naples and opened Bha! Bha! Persian Bistro in Naples in 1997. He has been invited twice to participate in the Noruz Feast (Persian New Year) by the James Beard Foundation.
Tony Ridgway’s passion for cooking hasn’t faded since revolutionizing the Naples restaurant scene almost 50 years ago. A fixture in Old Naples since 1971, he founded Chef ’s Garden, Naples’s first gourmet restaurant. He has opened many others, including the eponymous, well-established Ridgway Bar & Grill on Third Street South. Ridgway recalls making his first apple pie at the age of 8 and continues sharing his culinary knowledge through teaching cooks and his book Kitchen Privileges.

Henry B. Watkins III, a Naples native whose family moved to the town in the mid 1940s, remembers when Naples was a small town. The third generation to attend Hamilton College in upstate New York, Watkins began his career in banking in New York City. He was a top-producing banker at Manufacturers Hanover, Wells Fargo, and CitiBank before returning to Naples in 1991. Watkins managed his family’s investments, and is actively involved in negotiating the sale of the family’s business, the historic Naples Beach Hotel. Closing is expected in mid-2021.
Mike Watkins grew up in the family business started by his grandfather, Henry Watkins Sr., in 1946. He started working for the company in the late 1960s, and earned a master’s degree in hospitality administration. He returned to become general manager in 1987, before being named president in 1996. While carrying on the hotel’s legendary hospitality, Watkins has inherited the family’s focus on giving back to the community, for which he has received the region’s most prestigious honors.

Through three decades, Bingham has consistently given back to the community by supporting innumerable nonprofits. William Boyajian is a third-generation jeweler in a family business that started in New York City in 1913 and established a presence in Naples in 1968. Boyajian grew up in Naples, graduated as a gemologist from the Gemological Institute of America when he was 18, and continued studies in art and design in California. He opened Port Royal Jewelers in 1992. He is a long-time community supporter and participates in mission trips to Central America.

Fleming is extensively involved in the community, coordinating dozens of fundraisers annually in partnership with Waterside Shops and local charities. She serves on several area boards and is a strong advocate for people with intellectual disabilities.
Marissa Collections was launched by husband-and-wife team Burt and Marissa Hartington in 1975 as a storefront boutique featuring hand-selected clothing, jewelry, accessories, and shoes. Marissa personally styled each client, and the boutique became an instant success. The 10,000-square-foot Third Street South shop receives accolades by national and international fashion publications, designers, and clients. Marissa remains the creative force, while Burt anchors the business end of the operation. Their son, Jay, helms marketing, jewelry, and menswear.

Michael Wynn grew up around the family’s Naples business, Wynn’s Family Market, founded by his grandfather, Don Wynn. Timothy D. Wynn was born into the family business and has overseen changes into the niche gourmet market that have allowed Wynn’s Family Market to thrive in a competitive landscape. After becoming president in 1987, Wynn was one of the youngest grocery presidents in the industry. Wynn implemented changes such as a catering business, home delivery, greater personal service, unique items, a distinctive wine department, and a kitchen that makes carryout meals from scratch. FIRST JOB: Burning boxes behind the grocery store. I had to stand on a milk crate and hang on the handle of the door to shut the furnace. Growing up in a medical family, Leslie Lascheid chose a career of business and law before supporting her parents in establishing the Neighborhood Health Clinic in 1999. Having a gravely ill child heightened her empathy for patients. “I genuinely understand the confusion and discomfort of trying to manage health care,” she says. Carol A. O’Callaghan has practiced primarily in family law, joining Legal Aid Service of Collier County in 2005. She has spent much of her career advocating for victims of crime or domestic violence in court. Christopher P. Ice was named president of Ave Maria University on January 1, 2020. His first year has been one of major challenges with the onset of COVID-19, the move of his family from Kansas to Florida, and the death of his wife of 32 years. Nonetheless, Ice effectively led the only Catholic university in Southwest Florida to open its campus in the fall with its second-highest enrollment in history. Prior to Ave Maria University, Ice was the CEO for Catholic Charities of Kansas City-St. Joseph, following a 28-year career in commercial insurance and higher education.
The fourth president of Florida Gulf Coast University, Mike Martin arrived in 2017 from the Colorado State University System, where he served as chancellor emeritus, senior fellow, and chancellor. Prior, he was chancellor of Louisiana State University; president of New Mexico State University; vice president for agriculture and natural resources at University of Florida; and vice president for agricultural policy at University of Minnesota. He also served 15 years on the Oregon State University faculty.

While in his 30s, John Meyer was an automotive technician when he returned to college and began teaching automotive technology. He was bitten by the education bug and went on to earn his doctorate before turning 50. With more than 20 years of public and private education experience, Meyer was named president of Hodges in 2017. He has introduced new workforce-credentialed programs, launched a rebranding program, and spearheaded the new health sciences building. Kamela Patton is guiding Collier County Public Schools (CCPS) through the COVID-19 pandemic. When Florida school campuses closed in March 2020, CCPS was one of the first counties in the state to teach with a virtual learning model and later reopened campuses with multiple instructional options. These circumstances accelerated implementation of Collier Connect, providing every student in prekindergarten through 12th grade with a district-issued laptop or iPad. Under her direction, CCPS has improved its district ranking to tie for fifth in the state, while improving the graduation rate to 91.9 percent—up 19.4 percentage points since 2011.
Immokalee native Noemi Y. Perez began working for The Immokalee Foundation in 2008 after earning her bachelor’s degree. She was promoted to executive director in 2018, and CEO in 2019. Perez is a member of the Immokalee Chamber of Commerce, Immokalee Technical College Advisory Board, and Greater Naples Chamber of Commerce Leadership Collier Foundation Alumni Association. In September 2017, CCPS opened 28 shelters in 29 hours for Hurricane Irma and ultimately sheltered 17,000 community members despite originally having supplies and training for 10 shelters.

Collaborating on Workforce Housing When philanthropy partners on public projects, it’s a win-win strategy. By Cathy Chestnut
A
ffordable workforce housing for essential personnel in Collier County is taking shape, thanks to a public-private partnership between the county and local foundations. There are almost 43,000 local households with insufficient incomes that put them “below the survival threshold” and facing “constantly rising costs and rarely rising wages,” according to the United Way of Collier and the Keys. For a family of four, that income is $75,204; for a single person, it’s $26,496. “Of our state’s top 20 professions, none actually pays a livable average wage for residents of Collier,” the United Way reports. Issues surrounding the high cost of housing were identified in the 2017 Collier County Community Needs and Assets Assessment. This spurred the Community Foundation of Collier County and Moorings Park Foundation to partner with the county to convert the defunct Gold-
en Gate Golf Course into housing that is financially in reach for teachers, law enforcement, first responders, and health-care personnel. The county purchased the 167-acre site through the new Workforce Housing Land Trust and has approved the Rural Neighborhoods affordable housing nonprofit to develop the 350- to 450unit complex, with 10 percent of the units devoted to limited-income seniors and veterans. It will also include a public 12-hole golf course and BigShots driving range. The Community Foundation and Moorings Park Foundation are contributing $10 million toward the project to defray costs so that rents won’t exceed 30 percent of residents’ income. “The price points wouldn’t have been as affordable without those charitable dollars,” says Collier County Deputy Manager Nick Casalanguida. This public-private partnership for essential workforce housing is the first of its kind in Florida, says Community Foundation of Collier Coun-

force housing is the first of its kind in Florida. “It could be a model for the state,” she says. “Nothing like this has been done.” This innovative initiative is just one example of the Community Foundation acting as a conduit between private donor dollars and public needs. The organization provided the grant for the Naples, Marco Island, Everglades Convention & Visitors Bureau’s Arts and Culture Study, as well as a mental health needs assessment. It also coordinated the Blair Foundation’s $500,000, threeyear grant to the City of Naples to reforest public spaces with thousands of canopy trees after 2,000 were destroyed during Hurricane Irma in 2017. More recently, it paid for 1,000 COVID-19 testing kits to be immediately dispatched to Immokalee agricultural workers in March. Whereas government procurement and approval processes tend to “move slower,” says Connolly-Keesler, the Community Foundation was able to respond to the urgent need at a rapid pace. “Within 15 minutes, we had the tests ordered. They arrived within a few days so they could start to disperse them.” Connolly-Keesler understands that government coffers have struggled since the housing downturn of 2008, so additional aid is critical to expedite projects or tackle ones that might not happen at all. At the same time, philanthropists want to ensure their dollars are being spent wisely. “They don’t want to just hand a check over; they don’t always trust government. But they see things that can make the community better, and we can make that happen. Government has to think differently about how to get projects done that aren’t just basic services.”
Both Connolly-Keesler and Casalanguida hope the essential workforce housing project will lead the way to more housing solutions supported with charitable dollars. The county planned to close on an even larger site (967 acres) for income-restricted housing by the end of 2020. “Projects are always better when we put our heads together,” says Casalanguida.
