LETTER FROM THE EDITOR The Letter from the Editor is always my last thing done in the entire creative design process because it is a time for me to unwind and reflect on the magazine. With six total issues of The Circuit produced every year, each theme brings its own set of learning experiences, obstacles, and rewards. A special annual edition, the Visitor & Relocation Guide brings the reward of seeing countless hours, collaboration, creativity, and cups of coffee come together into one resource that will help thousands of families plan the trip of a lifetime, or parents choose the perfect school for their child’s future, or couples find a special place to say “I Do.” What is most rewarding, however, is that this place featured in the next 112 pages is my home. My entire life, I’ve been blessed to grow up in a place with the most breathtaking sunsets, the perfect weather, a community that values education and a growing economy, and hospitality that makes you want to stay a little while longer. Though I love seeing other parts of the world and experiencing culture outside of the Panhandle, there is nothing quite like this community. As you flip through the pages of this magazine, you will learn all about what sets Bay County apart from anywhere else—but, take my word that this place is something you must experience for yourself. I hope that you find this issue to be helpful in planning your next vacation, or, better yet, your next home. We have an entire community ready to welcome you with open arms.

FISHING Panama City Beach—The World's Best Fishing Compass by Jim Wilson
When you stand on the sand on Panama City Beach, you are standing in the middle of one of the world’s great fishing compasses. To the south is the Gulf of Mexico with hundreds of artificial reefs and a number of permanent residents. Among them are our most sought after species, including red snapper, trigger fish, amberjack, and vermillion snapper. A large population of pelagic fish come annually starting in the spring, including Spanish mackerel, king mackerel, mahi-mahi (dolphin fish), cobia, and black fin tuna. We also get visited by sailfish and tarpon, and, when spring arrives, you can enjoy excellent fishing for pompano from the beach itself. To the east and west are East Bay, West Bay, and St. Andrews Bay, all of which hold a year-round population of red fish, speckled trout, flounder, and sheepshead. To the north are a collection of bayous and lakes that offer excellent fishing for bream, largemouth bass, catfish, and crappie. There are a number of ways to get into the gulf to fish. With a charter boat fleet of over 50 boats, a fleet of “head boats” that take large groups of anglers at once, and more, you have many options to choose from to enjoy half-day or full-day trips. All bait and tackle is furnished, and most provide food and drink as well. No fishing license is required if you’re fishing with one of the charter or party boats; however, if you are 18-years or older and launching your own boat to fish, you must have a saltwater fishing license, whether you are a Florida resident or not. If you don’t have a boat and don’t want the expense of a charter, we also have excellent fishing off of one of our two piers—the Russell-Fields Pier, also known as the “City Pier,” and the M.B. Miller Pier, also known as the “County Pier.” There are tackle shops at each pier where tackle can be rented by the day and bait can be purchased. If you are interested in fresh water, the Florida Wildlife Commission operates a location at the Fitzhugh Carter Tract just north of Panama City, with programs that provide a unique opportunity for anglers of all ages to fish for bream, shellcrackers, crappie, and bass in cypress and sand-bottomed ponds that are characteristic to this region of Florida (you can keep any species except the bass). Boats are located on the lakes for use free of charge, lifejackets and paddles are provided, and no fishing license is needed. To reserve a boat, you can call (850) 773-2631. When all is said and done, the only way to catch a fish is to grab your rod butts and drop your lines!

HEAD OVER TO SHELL ISLAND Escape to Shell Island and experience the natural beauty of Florida, where sand dunes, miles of pristine white sand, pine hammocks, and relaxation await you.
A vacation to Panama City Beach would not be complete without a trip over to Shell Island, a seven-mile long undeveloped barrier that's positioned right between the Gulf of Mexico and St. Andrews Bay. The island is divided and protected between the ownership of St. Andrews State Park and Tyndall Air Force Base, and, although it has an island appearance, it is technically a peninsula. With no distractions such as vendors, restrooms, or shelters, you can truly soak in the raw beauty of the island. Not to mention, you will be running on Island Time, where your worries will float away as you escape the busyness of everyday life. Whether you are going for a full day or a few hours, be sure to go prepared with plenty of snacks, water, sun protection, floats, and a camera to capture the sites you will encounter. It is the perfect home for deer, nesting shorebirds, and all manner of coastal creatures, including ghost crabs and endangered species such as Choctawhatchee Beach Mice, piping plovers, snowy plovers, and loggerhead and green sea turtles. Just a short boat ride away, you can access the island by a pontoon or jet-ski rental, or by one of our many tour boats that shuttle passengers to Shell Island. During peak summer season, shuttles run 7 days a week; however, off-season schedules vary, so be sure to call ahead and check. As the base entered its fiftieth year, Tyndall underwent reorganization in response to the DOD effort to streamline defense management. Headquarters First Air Force moved from Langley Air Force Base, Virginia, to Tyndall, and the 325th Fighter Wing became the installation host. Tyndall AFB was selected as the center for training the Air Force’s newest F-22 Raptor and received its first aircraft in 2004. The 43rd Fighter Squadron provides training for new, pipeline students and pilots transitioning from other airframes. As Tyndall’s newest mission ramped up, its “bread and butter” mission, training F-15 pilots, began a gradual phase out. In 2012, the base switched from Air Education and Training Command to Air Combat Command. Keeping the training role for the F-22 pilots, the mission of a deployable combat-coded squadron of F-22s was added. In late 2013, the 95th was reactivated and the first of 24 additional F-22s began arriving in early 2014. In November 2017, the U.S. Air Force announced its selection of Tyndall AFB as the home to a new wing of MQ-9 Reapers. Tyndall was selected as Base Y, which means it will be home to a full Reaper wing, with launch, recovery, mission control, maintenance, and operations support elements. This selection will increase Tyndall's workforce by more than a third, which will bring a tremendous boost to our region and increase our footprint as a community. Based on current projections, airmen are expected to begin arriving at the new location as early as 2020, with the first aircraft expected to arrive two years later.
