It is pretty fitting that my first issue of The Circuit would be the
Dining and Entertainment issue, as I’m a big fan of both. I was
born and raised in Bay County and was happy to come back home after graduating college. With that being said, I know a thing or two about where to find good food (and maybe a cocktail or two) in our area—so when someone asks me for a
suggestion on where to dine, I always respond with, “What are you in the mood for?,” because I could go on and on for hours with my favorite places.

A MESSAGE FROM THE CHAIRMAN |
DAVE TREPANIER
What an amazing ride it has been! I never would have thought that when my wife Stacy and I moved here 12 years ago from Southern California that I would end up the Chairman of the Panama City Beach Chamber of Commerce. What an honor and a privilege to be associated with so many great business owners and leaders of our great community. When we moved here I really didn’t know what I was going to do. I had an idea for a restaurant but had no restaurant background. I spent 15 years in the music business, yet there wasn’t much of a music scene here. What I did know was I fell in love with this beach and everything about it! Stacy grew up here, but this was a big change for me, leaving family and friends in California. My brother-in-law, Jeff Burnham, introduced me to some of the best people in this town, some of which became my best friends. I will be forever thankful for those introductions. With the support of Stacy’s father, Wes Burnham, and his partner Roy Centanni, Stacy and I built Firefly. Our crazy idea for a fine dining restaurant in a strip mall worked out ok! The next crazy idea was six years ago when we decided to bring a country music festival to Panama City Beach. Rendy Lovelady, Mark Sheldon and myself went to local government leaders and our Tourist Development Council and asked them for their support to help fund the first event. Because of their guts and faith in us, Pepsi Gulf Coast Jam has become one of the Top 10 Country Music Festivals in the
country according to Billboard Magazine. I bring this up because none of this is possible without the support of our local businesses. We all need to help each other, because we are all in this together. My mission as the Chairman is to help raise the tide for all businesses of Bay County. We need to showcase that we are a year round destination so we can keep our cash registers ringing year round! My mission as the Chairman is to help raise the tide for all businesses of Bay County. Chamber President Kristopher McLane and his staff have done an amazing job and work incredibly hard on building membership, and more importantly creating value for your membership, so many thanks to Kristopher and his staff! I also want to thank Past-Chairman Ryan Davis and our board members for dedicating their time and ideas to make our Chamber the best it can be. MarketFest is an exciting new event coming to Panama City Beach. This family-friendly event will showcase around one-hundred amazing merchants and artists, delicious food trucks and vendors, and live music and entertainment all weekend. MarketFest will be held at the beautiful Laketown Wharf Resort Events Center on April 12-15.
Children from 4 months to 5th grade can attend Kids Church that meets during each morning service. Once a quarter, they have Kids Fun Night for ages 1 year to 5th grade. Their desire is to partner with parents in leading children into a relationship with God. God’s Word can be taught with creativity and relevance in an age-appropriate way. They strive to provide not only a secure, kidfriendly atmosphere that promotes outreach and discipleship, but also a practical place for kids to have fun and make friends. Students 6th through 12th grade attend LSM (Lighthouse Student Ministries). The Rally is an event held every 2nd Wednesday night for all junior and senior high school students (grades 6th-12th) where students encounter live worship, games, awesome giveaways, and real life biblical teachings. During the rest of the month, students attend Hang Outs on Sundays. 6th through 8th grades meet on Sunday morning during their main services, and 9th through 12th grades meet on Sunday evenings at 5pm. This is where real relationships are formed and deep connections are made. It also helps develop students into strong and loving disciples. They encourage all of their students to attend a Hang Out!
The festivities will begin with a MarketFest Kick-Off Party and Panama City Beach Chamber of Commerce Ribbon Cutting Ceremony on Thursday, April 12, from 4-8pm. Enjoy happy hour, early shopping, and live music featuring Southern Sunday on the main stage. Event hours for the rest of the weekend are Friday and Saturday from 9am-5pm, and Sunday from 9am-4pm. General admission tickets are $10 for ages 12 and up. A generous portion of the proceeds from this event will be donated to local nonprofit organizations. et in scenic Aaron Bessant Park, UNwineD features premier spirits and wine from Florida to California. Paired with the area’s finest eats and live music, this
event is a highlight of the season. Last year’s event kicked off with the Southern Garden Party sponsored by Garden & Gun magazine. Two hundred guests enjoyed the music of Dread Clampitt, a cross-genre band from Grayton Beach. Master mixologist Ryan Johnson traveled all the way from Charleston, South Carolina, to serve up the signature cocktails he creates at his bar in the Dewberry Hotel. Light bites were provided by The Seabear Oyster Bar’s Patrick Stubbers, and Firefly’s Derek Langford. This year, UNwineD will be sponsored by Southern Living magazine and gets started on Friday with a new bash, Biscuits and Jam. “Biscuits and Jam will be a little more exclusive,” says Patrick Stewart, Sports Marketing & Special Event Operations Manager at Visit Panama City Beach. “We’ll have a large tent at Aaron Bessant Park that will enclose trees that will be decorated with lights. People can come and hang out with mixologists and celebrity chef Matt Moore in what will be a VIP-style event.” Cale Tyson, a burgeoning Nashville artist, will provide the jams. The singer/songwriter puts a bluesy spin on country and folk music with his soulful guitar and pitch-perfect pipes. UNwineD’s main event, the Grand Tasting, will take place beginning at 1 p.m. on Saturday. Samplings of craft brews, spirits, wines, and delectable local cuisine will be available at 36 booths. “Our big tent will still be there, but this time it’s open to everybody and we’ll have great acoustic music,” Stewart said.

Grammy award-nominated indie folk band, The Avett Brothers, rocked 2017’s event and left some big shoes to fill. This year’s headliners, St. Paul and the Broken Bones, are just the fellas for the job. This eight-member band is sweeping the South with soulful, yet symphonic tracks. Though the members of St. Paul and the Broken Bones were born in Birmingham, Alabama, their songs are a far-cry from conventional country music. The band comprises Allan Branstetter on trumpet, Al Gamble’s organ and piano solos, trombone by Chad Fisher and the unique addition of Jason Mingledorff’s flute or sax melodies. Mix them with Andrew Lee’s percussion, Browan Loller’s guitar pickin’, and powerhouse vocalist Paul Janeway, and you’ve got an impressive ensemble. Not to mention, the group has opened for the Rolling Stones and were featured in 2016’s Glastonbury Festival.

That was huge for us! I
t’s a new year and that means change is upon us. Some of that change includes saying goodbye to our outgoing Chair, Catherine Collins, and welcoming in our new Chair, Jaclyn Kocher. Jaclyn is originally from North Carolina and grew up a Special Forces Army Brat. She’s worked in Boston, Chicago, and Miami as a Cosmetologist at high-end hair salons before planting her
feet in beautiful Panama City Beach, which she says has been one of the best decisions she has made as an adult thus far. The move allowed her to not only be closer to her family who relocated here but also launch her own business, Southernista Fashionista, a business that helps women who are experiencing hair loss find wigs or toppers and customize them. Jaclyn’s real passion is making women feel beautiful and giving them their confidence back. Jaclyn says that being a part of the Panama City Beach Chamber of Commerce and HYPE has allowed many blessings to come in her pathway, taking form in both business opportunities and amazing people within our community who she has created relationships with. Our HYPE Committee is excited to have Jaclyn on board and we are looking forward to another great year in 2018 under our new leadership! HYPE hosted our annual Kickoff Social at Firefly on January 30th for the fifth year in a row. deaCamp has kicked off 2018 with a strong start and we are very excited to see what this year brings!
Gulf Coast Burger Co. hosted our first IdeaCamp, and everyone left with several takeaways—including a sugar rush from those delicious milkshakes! Kevin Elliot was our guest speaker of the evening and he talked about ways to keep realistic goals and resolutions for the New Year. As a professor at FSU Panama City, Kevin was able to bring his entire class to join us for this IdeaCamp. Throughout the night, Kevin’s students were able to network and engage with our audience. Our IdeaCamp team enjoyed it as much as them, and we hope they join us again soon! The event concluded with a “think tank” session led by Dave Balmer. Our February IdeaCamp took place at Legendary Marine with two of our favorite speakers, Brian Hilario and Jason Hedden. Brian and Jason led an Improv Workshop in which guests were able to come out of their shells and learn how Improv can help you in your everyday personal and professional life. We had a lot of fun at this IdeaCamp and an awesome turnout as well. Of course, IdeaCamp would not be possible without our sponsors. A coalition? A crew? A network? I call them Ambassadors. This group promotes member businesses and also works to improve multiple aspects of our community. We share what we call “Chamber Love,” but that is not a catch-phrase, it is a verb. Verbs describe actions and this committee is very active. In 2017, our committee participated in over 100 community events and added nearly 50 new members to the group. We worked handin-hand with the Chamber staff meeting new businesses, networking, and making new friends. What’s the best part? We get to do it again in 2018! This 14th annual event will be held in the Holley Center at FSU Panama City. They offer opportunities specifically targeted to resume-ready job seekers. Someone once told me that we have more restaurants per capita in Bay County than anywhere else in the state of Florida. That may or may not be true but I know we have a plethora of eateries ranging from casual to fine dining and I know I certainly enjoy sampling as many as I can. It makes sense then that Bay District Schools is doing its part to ensure a steady stream of ready-to-work employees for the hospitality industry and we’re doing that with our high school Career and Technical Education (CTE) culinary academies. Our academies are training young men and women for careers in the restaurant industry, while also indulging the passions of collegebound students who just like to cook! In many cases, we’re giving our students the skills they need to find part-time jobs that will help them throughout their college careers and will serve them well in real life—after all, who doesn’t want to meet someone who loves to cook? While each program is unique, all are led by passionate chefs and teachers who work hard to ensure their students have real-world opportunities to showcase their talents and chances to earn the industry certifications that will help set them apart in the workforce if they choose to use their culinary talents as a foundation for a career. J.R. Arnold High School Currently the students enrolled in the culinary program at J.R. Arnold High School can choose from six different levels of culinary curriculum designed to appeal to everyone from the casual chef to those who want to work in the restaurant industry. In 2016-2017, students earned 72 Industry Certifications through the ServSafe testing program for Food Protection Manager Certification. This year, the program hopes to increase those numbers. Arnold students won their 11th first place in the Death by Chocolate event last year and are working on what will be one of the first high school chapters of Skills USA. Bay High School The culinary programs at Bay High School boast an enrollment of 156 students (105 1st year, 27 2nd year, 19 3rd year and 5 4th year). Students earned 16 industry certifications last year and instructors are hoping to double that number this year. Bay High students are focusing their efforts on learning through outside catering and already have several large events on their resume including pre-game meals and banquets for many of BHS athletic teams, a number of alumni parties and events for several downtown businesses. A. Crawford Mosley High School Mosley’s program has approximately 100 students enrolled and many more on a waiting list. Under the direction of a new instructor, students are focusing on external catering and competitions. Recently, students have been invited to prepare refreshments for the State Attorney's Office, multiple weddings and several large area events. They catered the dedication of the Gretchen Nelson Scott Fine Arts Center by themselves and guests raved about both the presentation and the taste of the treats they
prepared. In addition to catering, students are busy prepping for their first round of Industry Certification exams. Rutherford High School The “Home of the Rams” is also the home of a culinary program that has more than 150 students enrolled. RHS students enjoy competing (they have a third place prize in Death by Chocolate) and helping area non-profit organizations like the Empty Bowl Supper fundraiser every spring. The Empty Bowl Supper is a fundraiser to raise money to combat hunger in our community. Specifically, proceeds are used to provide bus passes to the elderly and disabled who do not have personal transportation to help them get to job interviews, community resources and medical appointments. Using their culinary skills to give back to the community is an integral part of the program for Rutherford students. We continue to partner with industry experts to monitor their needs and to make sure that our students are trained, and have the experiences they need, to become productive members of tomorrow’s workforce whether or not their post-secondary plans include college, university, technical school, the military or immediate employment. Students in all of our CTE programs, not just culinary, are learning important lessons about responsibility, strong work ethics, personal finance and public speaking. In culinary, they have the added benefit of learning to make tasty treats for themselves, their neighbors and our entire community and that’s a “sweet” partnership for all of us!

We have a vast wealth of knowledge right here in our own backyard, and I am looking forward to working with them to enhance our UVS program and give our students the best education possible. This is an exciting endeavor for the College and we will continue to recruit new business and industry to relocate into our area. The future of Bay County is looking exceptionally bright and Gulf Coast State College is proud that we’re able to be a part of it!

Though 2018 has only just begun, Bay County has already accomplished several important milestones.
The score is on a scale of 1-10, with Class 1 being the best possible rating. The lower the number, the better the insurance rate. We are proud of the hard work our employees have done in reaching this achievement. The new rating will take effect May 1.
In January, Bay County Emergency Services received word that the Insurance Services Office (ISO) reduced Bay County Fire Rescue’s rating from a Class 5 to a Class 3, following a survey the organization does every five years that essentially serves as a report card for our fire department.
In other news, in January the Bay County Shooting Range surpassed the $1 million in revenue mark and has well over 50,000 visitors since it first opened in 2014. The range, a partnership between Bay County and the Florida Fish and Wildlife Conservation Commission, has expanded significantly since its start. It now features various supervised rifle and handgun ranges as well as an outstanding sporting clays course with a five stand. FWC operates the range on behalf of the county, and they continue to do a great job managing the facility. The Bay County Shooting Range is located at 10900 Steelfield Road in West Bay. The improvement could mean significant homeowner’s insurance savings for some residents in the unincorporated areas of the county, specifically those who live within 1,000 feet of a fire hydrant and within five driving miles of a fire station. The ISO survey’s focus is a threefold analysis of Emergency Services’ dispatch and communications capabilities; Bay County Utilities’ ability to provide water for fire suppression; and Fire Rescue employees’ response, training, and equipment maintenance efforts.
Finally, the county’s M.B. Miller Pier will be the site of the inaugural SandJam music festival, an adult-alternative rock festival to be held on the sand at the foot of the pier in late April.
