t’s Summertime, which means bring on the outdoor parties!

Nothing says summer like long evenings, friends gathered around

a beautifully set table and, of course, delicious food! The best part

is, you can go big or keep it small, and it will be memorable either way

with a bit of décor and a lot of hospitality. The Celebration Place has

EVERY CHILD HOME One local nonprofit has a very big goal: to see over 100,000 children in foster care in the U.S. adopted into safe, loving homes. “Every Child Home was founded out of a desire to see that number go from 100,000 all the way down to zero,” says Clay Owens, CEO of Every Child Home. Mayor Summer is here and we are anticipating a record-breaking year in terms of visitors. A pandemic-weary nation is traveling and millions will visit our beaches this year. Our numbers started increasing last fall and March was the busiest on record for Panama City Beach. Air travel is way up. The Northwest Florida Beaches International Airport recently had a record-breaking month in April with 143,000 passengers flying. The airport was also recently identified as the fourth fastest-growing airport in the country. Increased air travel is one of the factors in the increase of rental car prices, driven by a shortage of available vehicles because of the demand and shut-downs of manufacturing plants due to COVID. People are moving or buying second homes here at an incredible rate. Many of them are fleeing the COVID-19 restrictions in their home states. Baby Boomers fully vaccinated at the start of the year are among the quickest to get behind the wheel and take off, often for a permanent relocation.

Because of all this, City revenues have continued to be better than expected, with record business tax receipt collections in October, November, March, and April of this fiscal year. The City has collected 22 percent more year-to-date than predicted. The same is true for revenues at the Aquatic Center and the RussellFields City Pier. Visitors, and thus revenues, are up in both places. This is good for the City and good for our business community. People are here. They are spending money, enjoying our many amenities and making memories that will last a lifetime. Looking at national trends, the expectation is this will only increase throughout the summer. Vacation rentals are strong, and due to changes in the work environment, more people are taking working vacations or are working remotely. We are a family-friendly tourist destination. People will always come to enjoy our beautiful beaches. They will also come for our summer concerts and special events. They contribute greatly to our community. And on behalf of the City of Panama City Beach, we welcome them here!

BAY COUNTY BOARD OF COUNTY COMMISSIONERS

District 5 We’re finally starting to see some movement in our efforts to reopen East Pass, also known as “Old Pass,” with the official start of a study that will finally help us determine, once and for all, if a permanent solution is feasible. On May 20, the county held a public workshop/open house aimed at highlighting the details of a $1 million, 48-month study that will, hopefully, culminate in a plan to open up the waterway located at what is known as “Land’s End” near Crooked Island Sound. In 2001, the county reopened Old Pass on an experimental permit to see how long it would take to refill. The answer: not long. In about a year, the pass had closed back up, ending what had been a noticeable difference in the health and water clarity in the St. Andrews Bay during the time it was open. The environmental impact of reopening the waterway is the main driver in our efforts more than two decades later. While an additional means of ingress and egress for boaters would be another advantage, we anticipate seeing significant improvements in the health of

seagrasses and wildlife in the bay. This study will take around four years to complete. While that is a long time, the county will work with state and federal agencies, such as the U.S. Army Corps of Engineers, Florida Fish and Wildlife Conservation Commission, and the Florida Department of Environmental Protection, to concurrently garner the necessary permits to open the pass and keep it open, assuming the study reflects such action is even possible. The study cost of $1 million is being funded by the RESTORE Act, money that the federal government allotted in the wake of the 2010 Deepwater Horizon Oil Spill. The ongoing cost of maintaining the reopened pass remains unclear. Bay County once had a dredging program that could be reinstituted so that the work could be conducted in-house, and we will continuously look for state or federal grants that could offset costs whether we do the work ourselves or not. What has been made clear cannot happen, though, is adding rip-rap or structure to maintain the waterway. We look forward to completing this very important study and finding out once and for all if reopening Old Pass can be accomplished. We’re going to try hard.

GULF COAST STATE COLLEGE

President Every time I hear the phrase “Summertime is here!” I think back to that quintessential anthem of the season, appropriately enough named “Summer,” which came out while attending high school in a nearby Gulf Coast town. Released by the group War in June 1976, the song blared out of every car radio (FM only, of course) when school ended for the year. For the younger crowd, the potential of almost three months off from school was almost unimaginable, and for my high school friends, it was the search of a summer job for spending money and the siren of the beach that rattled our brains and held our attention. I can just close my eyes even today and hear the bongos fill the air as the lead singer belts out the refrain, “’Cause it’s summer, summertime is here. Yes, it’s summer, my time of year.” While summers in Northwest Florida always make me think of family fun, beaches, boating, and relaxing, during my youth, it was also a time for some weighty decisions – at least weighty for a teenager. Sometimes I worried about where and how much to work, and other times the issues were related to family vacations or summer romances.

are doing the same as well. However, there is a new variable to add to the decision-making process - a new scholarship program at your local college called the Gulf Coast Guarantee. The GC Guarantee is a “first dollar in” type of scholarship, and other forms of financial aid can be stacked on top of it. The scholarship program is currently only open to those graduating from a public or private high school and those completing their home school requirements or earning a GED during the spring or summer of 2021. This year, the scholarship is valued at $700 a semester over the next two years ($2,800 in total). While no special application is required, and it doesn’t matter what your college major is in, students will have to enroll and attend credit courses at Gulf Coast full-time each semester to have the funds deposited in their college account. For more information, please look to the college’s website at www.gulfcoast.edu/guarantee. Sometimes summertime decisions are tough to make and have great consequences. Thanks to the community-minded members of the Gulf Coast State College Foundation, hopefully for many of our children, one of this summer’s decisions will be a little bit easier.

As I got older, the discussions and decisions made around the family dinner table seemed to become more future-oriented, and the stakes always seemed to get that much greater. When I stepped away from my high school campus for the last time with “Summer” already playing in my head, I can clearly remember that my first thought as I climbed into a hand-medown Ford Pinto and drove away from high school for the last time was “At last!” followed shortly by the gut-churning thought “Now what?” To enter the world of work, join the military, or head off to college for some sort of academic or occupational training were all options explored and discussed over several months. But now that my post-senior summer had arrived, instead of the balmy breezes on my face referred to in the song, what I really felt were the winds of change at my back. I remember it as a time to make decisions, figure out the pros and cons of each option before me, and determine how to pay for anything that didn’t pay me. While many things have changed since then, some things haven’t. I encouraged and supported my own children as they struggled with these same types of options and choices in their time, and I am sure the parents of graduating high school seniors today WWW.PCBEACH.ORG 63

And in the middle of so many challenges, our students and employees worked collaboratively to accomplish some amazing things.

Did you know that our high school students recovered 329.5 credits this spring? That’s also a record and that incredible number enabled students to graduate, to be promoted, to stay on grade level with their peers, and to continue to have hope. This achievement was only possible because our employees developed relationships with these students and believed in them even when our young people might not have believed in themselves.

Did you know that overall we have fewer students in the district than before as a result of Hurricane Michael, BUT we have more students who are English Language Learners and students with special needs than we’ve ever had? Did you know that 504 units (like credits in high school) were recovered this spring by our middle school students? That’s a massive number of recovered units and that’s because our team cared enough to follow up with students, to convince them not to give up, and to encourage them to work harder.

VISIT PANAMA CITY BEACH

President & CEO As a strong spring season comes to a close in Panama City Beach, the destination looks forward to a busy, action-packed summer for its visitors and their families. Spring was proven to be successful, as the destination saw a 37.6 percent increase year to date and a record-breaking boost for the months of March and April due to a combination of targeted digital marketing campaigns, strong events, and an increase in development throughout the beach. Panama City Beach has seen growth within the non-summer months and continues to develop into a year-round destination for families to enjoy throughout the year. Drawing visitation with the spring and summer months is the framework for a year-round destination; however, the heart and soul of the tourism economy are the summer months, providing over 3.08 billion dollars of total economic impact to our area.

With the summer season in full gear, we focus on the most significant season for travelers to visit the beach. Last year, we welcomed over 18 million visitors to our sugar-white sand and turquoise green waters and saw over 2.04 billion dollars in visitor spending. It comes as no surprise that summer marks the busiest season in Panama City Beach, and the destination expects the same for 2021. Within the 92 days of summer, visitors spend on average $6.6 million per day in Panama City Beach businesses, including hotels, restaurants, shops, and other entertainment throughout the beach. This type of activity directly feeds back into the local economy, keeping our friends, family, and neighbors at work by providing income to thousands of Bay County residents. With tourism impacting each corner of the community, the summer months serve as the benchmark for our economy. Panama City Beach is excited to continue to welcome its visitors for days filled with sunshine at the Real.FUN.Beach.

Dean In May, the Florida State University Board of Trustees unanimously selected Richard McCullough, Vice Provost for Research at Harvard University, to serve as the university’s 16th president, succeeding President John Thrasher when he retires at the end of June. President Thrasher has led the university through a successful $10 million campaign into the top 20 of all public universities and preeminent status. He has also been a tremendous supporter of FSU Panama City, and we are extremely grateful for all he has done for our campus. I am excited about the future of Florida State University and look forward to working with Dr. McCullough as we continue to grow here at FSU Panama City. At FSU PC, we are always working for ways to better serve the community. This fall, we will welcome students back with a brand new on-campus residential housing complex, new programs, and new initiatives to expand educational opportunities. Seminole Landing at FSU PC, which will open in August, will offer oncampus housing exclusively for full-time undergraduate and graduate students at FSU Panama City and Gulf Coast State College. Through

a public and private partnership with FSU, Zimmer Development Company, and Asset Living, this new housing option will enhance the FSU PC mission and promise and furthers academic accessibility at FSU PC. Also new this fall, we will start offering classes for our new bachelor’s degree program in public health as well as the new master’s degree program in organizational management & communication. The public health program will focus on policy, practice, and methods of public health. The organizational management & communication program will focus on advancing knowledge and experience in integral communication and behavior-based approaches for leading and managing any organization, business, or group of people. Looking to the future, I am excited to say that the Board of Triumph Gulf Coast provided initial approval for an $11.5 million request to fund FSU PC’s ASCENT Project. The project has three key components, which include creating an interdisciplinary cybersecurity hub and degree program in cybersecurity, establishing an office of professional engagement and learning, and expanding K-12 and teacher certification programs. Moving forward on this type of initiative will expand FSU PC’s ability to meet cybersecurity educational and workforce needs in northwest Florida. CAREERSOURCE GULF COAST

Executive Director Employment discussions this time of year typically relate to jobs within our tourism-based industries. This year is a bit different, however, as we have witnessed an ever-growing need for labor across several industries. Our tourism season is also going better than expected, as families visit to get some much-needed time to relax on our beaches after over a year of stress and seclusion. The COVID-19 pandemic has impacted us greatly, and the nature of employment and the way individuals think about employment have been altered in numerous ways. Many workers who had never experienced a layoff/furlough found themselves in this position with little notice. Others chose to remove themselves from the workforce for safety and health concerns. Some individuals took the opportunity to change careers, making a leap they may have otherwise been hesitant to try. Recently, changes have been made to Florida Reemployment Assistance (RA) benefits to counterbalance the growing number of jobs going unfilled across the state. Federally funded benefits will no longer be available past June, returning the amount of RA benefits to $275 per week for 19 weeks.

The change in the labor force has stirred a renewed interest from employers in the hiring and training teenaged/young adult and specialized populations, such as disabled individuals and those in need of a second chance. Creating opportunities for these populations gives a chance for often underserved individuals to develop vital skills that help them become “work ready” and later achieve self-sufficiency, as well as meet a critical need during a significant labor shortage. As we move forward, we can expect a continued need for reskilling and upskilling within the workforce. Employers are now both willing and enthusiastic about offering on-the-job training to help meet this need. Locally, we are fortunate that our post-secondary institutions offer several scholarships to support training. These scholarships are in addition to the financial support we at CareerSource provide eligible individuals, making earning a trade or degree a little-to-nocost option for individuals. We are not only discussing our tourism industries this summer season, but we are forward-thinking for a resurgence of individuals entering the workforce and developing a stronger talent pipeline than we had before.
