LETTER FROM THE EDITOR It has been an exceptionally
long and unpredictable past few months due to the novel
Coronavirus (COVID-19). We
have all faced new challenges. Some of which we thought
we would never have to experience.
Unfortunately,
some businesses were forced
to close, many people were
laid off, and we all had a
chance to witness "The Great Toilet Paper Shortage of 2020". Now, everything is pretty much open, and it is finally summertime! The sun is shining, businesses are thriving, and our beaches are in full swing once again.
Living in this paradise I call home, I am very fortunate that Panama City Beach is open during our summer months.
We have so many thrilling outdoor activities to experience
from pontoon rentals and dolphin cruises to fishing charters and parasailing.
If you are looking for some
indoor fun, bring the family to an arcade or check out one of the museums. Or, try something completely new and
get lost in one of our escape rooms, or learn how to throw

MESSAGE FROM THE CHAIRMAN Summer is here, the beach is “mostly” open for business, and we are all still blessed to live in Paradise! While 2020 has been far from normal, the one constant is the citizens of Northwest Florida continuing to shine in the face of great adversity. Our non-profits, businesses, clubs, and wonderful Chamber Members continue to amaze all of us with their ability to make Panama City Beach the premier destination in the panhandle. The growth in our area is unbelievable and new homes, apartments, restaurants, and entertainment venues are popping up every day. Tyndall Air Force Base has received the money to rebuild what will be one of the most advanced military installations in the country. Naval Support Activity continues to be an integral part of our community so when you hear those booms from time to time just remember that is the sound of freedom. If you ever get the chance to tour either one of these facilities, I highly recommend it! Summertime in Panama City Beach is the best. You can spend the day at the beach, on the boat at Shell Island, at the waterpark, or if
it's raining or too hot you can enjoy one of our many indoor amusements. The always popular Red Snapper season opened June 1st for federally permitted boats and June 11th for recreational fisherman, Scallop season opens August 17th, and don’t forget to chase the redfish, trout, and flounder this fall. There is ALWAYS a way to enjoy the outdoors in this area. A special thanks goes out to all of our first responders, doctors, nurses, teachers, local leaders, and numerous others that stepped forward to protect our most vulnerable these last few months. Our front-line workers kept us all safe while our teachers took on the daunting task of distance learning almost overnight. Job well done to all of you! As we roll on through 2020 and what looks to be a booming summer on Panama City Beach, I encourage all of you to get involved with the chamber. Your membership dues are an investment into your business, not an expense. I look forward to seeing you all out and about! Stay Safe!
Matt Griffitts, 2020 Chairman of the Board Sugar Sands Insurance
M E S S A G E F R O M T H E P R E S I D E N T/C E O Summer is finally here and that means our community will see a huge influx of visitors and the economy soars. However, this is going to be a very unique summer where we must be cautious and deal with a lot of unknowns. The most important thing to all of us at the Panama City Beach Chamber of Commerce is that our members and their families continue to stay safe during these unprecedented times. As most of our community was on the road to recovery from Hurricane Michael, COVID-19 is now the next obstacle to overcome. Thankfully, Governor DeSantis and our local officials have allowed us to reopen businesses and restart our economy—a tough but crucial decision to make. During the shutdown, our Chamber team was working remotely every day and then offering in-person appointments to help the membership in any way possible. When acceptable, we were right back in the office working. I’m happy to report the Panama City Beach Chamber and our lobby is fully open to the public. Our team will continue to follow CDC guidelines and utilize our COVID-19 plan for everyone’s safety.
Some of the incorporated projects and changes at the Chamber due to COVID-19 include: • Implemented a virtual IdeaCamp Facebook Live every week featuring different members on professional development and business growth topics. This has been a great way to stay connected with the membership! • Actively polling the membership on reopening/closing the beaches and providing the data to our local officials • The Coronavirus Resource article on PCBeach.org has received almost 450,000 pageviews. We rank #1 on Google when searching “Coronavirus Panama City Beach” or “Coronavirus Panama City” which is great for members, visitors, and residents to utilize our Chamber as a resource. • Developed the first area-wide restaurant guide to display which establishments offered curbside, to-go, or if they were closed. • Created an “Open for Business” flyer for members to display to the public about COVID-19 safety practices and health reminders We are continuing to assess appropriate times to host Chamber events. The Annual Chamber Golf Classic in August is already sold out and our Annual Women’s Symposium has been tentatively scheduled for October 9. Smaller events will be starting soon so please stay connected with us via social media, PCBeach.org or your Beach Buzz e-newsletter. Thank you to all our members for their continued support through these tough times. Have a safe, fun, and prosperous summer!

THE CIRCUIT July/August 2020
After leading the command through Category 5 Hurricane Michael and the rebuilding process, and now through the COVID-19 pandemic, Peters will retire without the fanfare typically afforded a Navy leader after more than three decades in service to the nation. “It has been an honor to serve this command as their leader during these great times of change. I cannot express enough how proud I am of the people within this organization,” said Peters. “They have stepped up to the plate at every opportunity while maintaining strength during all of the adversity. I am proud to have been able to support during times such as these.” Back assumes command after serving most recently as the bridge system integration program manager at Program Executive Office, Ships. A surface warfare officer acquisition professional, Back has held a variety of operational and acquisition assignments and is the former commanding officer of USS Independence (LCS 2) “Gold Crew.” He has also served as division officer, operations officer, department head and executive officer roles while aboard USS Constellation (CV 64), USS Pinckney (DDG 91), USS Cowpens (CG 63), and USS George Philip (FFG 12). Ashore, Back served at the Naval Surface Warfare Officers School as an air defense, operations and naval tactical planning instructor. He spent a year as a brigade electronic warfare officer with the 213th Area Support Group (Army National Guard) in Balad, Iraq. His first acquisition tour was as the principal assistant program manager for Aegis Fleet Support (PEO IWS IFR). A native of Livermore, California, Back is a 1995 graduate of Stanford University (NROTC Program) with a Bachelor of Arts degree in English. Back also has a Master of Science degree in Modeling, Virtual Environments, and Simulations from the Naval Postgraduate School. Back said, “I am honored to assume command of NSWC PCD, and I will continue the outstanding efforts of Capt. Peters with this organization. I am looking forward to working with the talented and dedicated Panama City team.”

of safe housing and so beach schools saw an increase in enrollment. At press time, all beach elementary schools were operating within 90 percent of their capacity and two are actually at or over capacity. Husfelt said Walsingham was immediately on board with the concept of the school. “I don’t think I even finished my sentence, asking him if he would be the namesake of the school before he said yes,” Husfelt said. “The Walsingham family has played such an integral role in the development of the beach so it’s awesome to be able to name this school after Gary.” Walsingham said he was honored to be asked to support the new beach school. “It was a complete surprise,” he said, “But the beach has been an important part of my life and I have always tried to help it prosper in any way that I can. Good schools are critical to the success of a community and he’s pleased to be able to support another great educational facility on the beach." The school is being built on property donated by the St. Joe Foundation on Chip Seal Parkway on Panama City Beach and will be opened first as a K-2 school with additional grades being added each year until it reaches K-5 enrollment. But there are BIG plans as well for the future, according to Husfelt. “With an eye towards continued growth at the beach we wanted to make sure we were truly building a school for the future,” Husfelt said. “So this design will allow us, if the School Board determines there’s a need in the future, to add the additional grades needed to make this a K-8 school.” Parents, he said, love the K-8 model at Breakfast Point Academy (also on the beach) and he believes that’s a good model to rep-

As we enter the dog days of summer, you can’t help but crave splashing into the refreshing waters of Panama City Beach. Sinking your toes into the soft, warm sand and enjoying the fresh, salty aroma of the Gulf breeze are a couple of my favorite beach luxuries. But let’s face it, not every aspect of your beach trip can be as glorious. Sand can wind up on and inside everything, littles ones decide they need a nap immediately after you set up your area, and getting stung by a jellyfish is never a fun time. No need to fret! I decided to throw together this list of beach hacks, tips, and tricks so you can have a more pleasurable time next visit. Become a professional beachgoer by incorporating a few of these brilliant tips for a hassle-free, more enjoyable experience on the sugary white sands of Panama City Beach. #0
Avoid your valuables from being stolen by stashing them into an empty sunscreen bottle. You can also put your valuables inside a rolledup diaper. People will assume it's dirty and stay far away from it.
#1
Put your cellphone in a resealable plastic bag, such as a Ziplock, to keep it dry and sand-free. The touchscreen will still work through the plastic.
#2
Simply use baby powder to remove sand from your skin quickly. Baby powder removes moisture from your skin, so when you rub it over the sandy areas of your body, the sand will dry out and fall right off.
#3
Freeze your water bottles instead of bringing ice packs to keep your snacks cold and fresh. Your water will be extra cold for hours, and your snacks will stay fresh, too. For the kids, you can bring along frozen Capri Suns. Let them thaw for a bit until they are like a slushy.
#4
Use a mesh bag to carry beach toys to prevent bringing sand home with you. If you have young kids with beach toys, it pays off to purchase a mesh bag to keep them in. Just shake it out before leaving the beach and VOILA! No more bags full of beach sand!
#5
For a sand-free picnic or lounging area, lay out a fitted sheet upside down, place a heavy item in each corner such as a cooler or beach bag, and pull the corners around them. Say goodbye to crunching down on sandy food!
#6
Make a day at the beach even more fun by bringing a football, frisbee, kite, or even a game of cornhole.
#7
Bring a tent for the kids to play or rest in whenever they need a break. This is especially smart if you have little ones that need to take naps. A tent will keep them from catching too much sun and allow them to rest easier. Just make sure it is well ventilated. You might also want to bring an umbrella to place above the tent to prevent it from getting too hot inside.
#8
Come prepared to treat jellyfish stings the right way. (And no, you don't have to pee on anyone.) If you get stung by a jellyfish, pour vinegar over the sting! Jellyfish tentacles have millions of tiny lances that launch little stingers out and into your skin upon contact. They then latch on and release their venom. When vinegar or its crucial ingredient, acetic acid, is poured onto the sting, it prevents more poison from releasing. Jellyfish can sting even when they are beached, so when your kids find one and decide to get a little curious, make sure to keep them away.
#09
Did you know that the combination of lemon juice and sunlight creates natural highlights? Next time before going out in the sun, squeeze some lemon juice into your hair.
#00
Make soothing aloe vera ice cubes for quick relief to a painful sunburn. Fill an ice cube tray 3/4 full of aloe vera gel for a few hours or overnight. Some aloe vera gels have added ingredients that can disturb the freezing process, so I recommend using a 100% pure gel.
#01
You and your kids just dug a massive hole on the beach, and you couldn't be any prouder of your teamwork and accomplishment. I know digging holes on the beach are fun, (believe me), but please make sure you fill them in before you leave. When left unfilled, not only can people fall in, resulting in a serious injury, but these holes become death traps to our sea turtles.
#02
Feeding seagulls seems like it would be a great time; however, it is highly inadvisable. As soon as you feed one of these beach scavengers, they ALL see it. The next thing you know, your beach site will be overwhelmingly surrounded by seagulls flocking around you. (Side note: Cover your heads! They poop everywhere, and it takes forever to shew them away.)
#03
Want to receive text alerts when the beach flags change? You can always know Panama City Beach's flag status by texting "PCBFLAGS" to 888777 for text alerts.
I hope you found these beach tips useful for your visit to our beautiful beaches this summer. Hopefully, you will be able to add a few of these to your checklist. Stay safe out there! WWW.PCBEACH.ORG 41
CORONAVIRUS, WHAT WILL IT LOOK LIKE ON THE OTHER SIDE? by George Helmrich, MD

we all felt with the appearance of a corona virus that haled describe what we have been through. While the worst is behind us, the effects will stay with us for a while.
Prior to COVID 19, we allowed visitation to the hospital
to look much like going to the mall. There was pretty free
passage to enter, visit, and leave at your leisure. Large groups may come in support of a patient undergoing surgery. The hospital had a good cafeteria with healthy op-
tions such as a salad bar, there were vending machines for
in between times, and a water fountain if you were thirsty. Our hospital was a friendly place. We shook hands and
greeted many with hugs (as we do in the South). We met in person to have meetings and worked side by side. The
only time you were at home during the work week was if
ing annual illnesses like influenza. Can we even reduce the a silver lining to the pandemic.
Socially, I think we will learn to respect personal space. Studies tell us that 1-2 meters actually works. Masks will still be worn by some, but transmission via those without symptoms is likely rare per the WHO. COVID 19 is techni-
cally a zoonotic disease (meaning no human reservoir) and should go the way of SARS and MIRS (hopefully making a vaccine unnecessary). Even so, will deal with other infec-
tious diseases in the future… and will be better equipped to handle them next time.
ABOUT DR. HELMRICH
you were sick.
Post-COVID 19, hospitals looked very different. Visitation was significantly limited and even eliminated, in some cas-
es. Self-serve food, vending machines and water fountains
were not available. We learned to create a much bigger personal space. We learned to do more meetings virtually. Sadly, the handshakes and hugs disappeared.
I think all of us agree these changes were necessary, but how long will they last? When can we relax? What will the medical world look like in the future? All fair questions, but maybe not easy to answer.
We are in the midst of phased relaxation of many of the social restrictions, but less so within the hospital. The visi-
tation policies will be relaxed over time, but only partially. Maybe it’s better to not allow the return of the mall con-
cept. Maybe it’s a good idea to screen visitors for potential illness. Masking will likely remain as we transport and care for those with a potentially contagious illness. Health-
care workers will hopefully be better about staying out of work if they’re not feeling well. The idea of just “powering through it” should be gone.
Dr. George Helmrich is currently the Chief Medical Officer at Gulf Coast Regional Medical Center. He is a transplant from South Carolina. He spent his professional career as a clinical researcher and physician. He has written numer-
ous publications, textbooks, and professional guidelines.
He still serves on several editorial boards for professional publications.

AXE THROWING PCB
As the impact of the Coronavirus increases in the panhandle of Florida, one nonprofit is on the frontlines for veterans. 90Works, through its Supportive Services for Veteran Families, has been helping at risk Veterans become safe and stable since 2011.
We all love Panama City Beach for the most beautiful beaches and amazing weather. But what to do on a rainy day or if you just want to find something fun to do out of the sun? The answer is… Axe Throwing!
“This program is really the model every community in America should be using,” said Anthony Sawyer, Director of Outreach. “No need is ignored, but the first step is to make sure veterans have permanent housing.”
Located in the Shoppes At Edgewater, lies a wild experience waiting for you to try. Unbury the hatchet at Axe Throwing PCB and experience the thrill of throwing hatchets against wooden targets. Be competitive, score points and hit a bullseye while having a great time with family and friends.
90Works has a network of philanthropic landlords that provide affordable and safe homes for veterans and their families. Employment Specialists then assist veterans to find jobs.
Axe throwing can be a bit challenging, but it is not too challenging, it is exciting! Here is how to throw an axe:
90Works provides down payment and utility assistance and helps veterans and their families navigate the social assistance network, helping make sure they have food, transportation, and healthcare. 90Works boasts a 90% success rate for veterans who enter the program. “I’m very proud of our efforts to advocate for and connect resources to veterans in Northwest Florida,” said Cate Jordan, CEO of 90Works. “We’ll continue to successfully help those veterans who are vulnerable or in crisis become whole and thriving by becoming self-sufficient.” Unfortunately, with the onset of Coronavirus, veterans are being hit hard with job losses. This means that they’ll need additional resources to remain in their homes and put food on the table. Though 90Works will be working with veterans to access benefits from the recently passed CARES Act, there will be needs that go unmet for their families. 90Works is asking for assistance from our community to help our veterans. To make a donation and for more information, please visit www.90works.org. Contact Anthony Sawyer: asawyer@90works.org or 855-90WORKS extension 108.

Step 1: Place both hands on the axe. Firm like you're holding a baseball bat. Make sure the blade is perfectly straight. Step 2: Bring the axe back, over your head, similar to the motion of throwing a soccer ball over your head. Lean back. Step 3: Bring the axe forward in a fast motion and release with your arms extended forward. Enjoy the sound of the axe sinking into the wood. The coolest part of it is, anyone can do it, not matter your age, skill, or fitness level! Come out and experience something cool, new, and different. AXE Throwing PCB also serves beer and wine. We have 18 beers on tap, over 30 types of bottled beer, 10 different wine selections, and soft drinks. Axe Throwing PCB is open daily from 11 am – 11 pm. Book online at www.axethrowingpcb.com or give us a call at (850) 249 4790. You can find us at 525 Richard Jackson Boulevard, Panama City Beach, FL, 32407.

If you're looking for another fun, affordable vacation adventure that will surly become an new family tradition, I would love to add you to the hundreds of new clients/friends I meet and photograph in PCB each year.
The Sleep Center in Panama City, Florida is locally owned & operated, with franchise buying power to save you money. We have a massive "in-stock" inventory system that is onsite and the largest in the area that we know of, so we can provide exceptional care of your mattress needs.
I relocated to PCB 7 years ago and after researching, saw a need for professional beach photography that would be a little non traditional. I decided to offer my 25 plus years of being a professional photographer, at an affordable price, that everyone could include into their vacation budget! I wanted to see everyone create their forever vacation memories! Seven years later, my prices have stayed the same since day one. I offer 30-minute sessions for $99 and 60-minute sessions for $175. This includes unlimited, edited digital images in an online gallery with a print release. My clients love not having to select just a few of their favorite images and they love being able to print them where they choose and share them anywhere. My love for photography is a gift and it is something I love sharing here on our beautiful beaches. I hope the memories I capture for you will be handed down for generations. Beach photography sessions are whatever you want them to be – you can dress up and do formal photos or as most do, dress vacation style and have fun! And, if you’re worried about family members giving you a hard time about scheduling a session… don't! Beach sessions are fun and laid back. They will be laughing and having a good time in minutes. We will do some posed images, but we will also be running on the beach and splashing in the water. My favorite ending to the evening is when I hear people say how much fun they had, not realizing they were creating their family’s keepsakes for years to come. When you love what you do, it is fun and I strive to have everyone I am photographing to have a fun and stress-free time!
Shop Tempur-Pedic, Stearns & Foster, Sealy, and Simmons Beautyrest mattresses, along with murphy beds, adjustable bed bases, futons, headboards, bunk beds and numerous bedding accessory items. We are here to care for you. We love to educate our customers so they can best understand why there are so many types of mattresses. We will take the time to explain everything to you so you can fully understand the mattress industry and take part in finding the perfect products for your needs. Our mattress showroom displays dozens of mattresses to allow us to properly fit you and your body with the proper mattress and/or adjustable base. We are experts in the various mattress materials like Gel, Foam, Latex, Memory Foam, Tempur, Innersprings and more. We are located at 1830 W 23rd Street Panama City, FL 32405. city of panama city beach
MARK SHELDON M AY O R
As the newly elected Mayor of Panama City Beach, I wanted to take this time to say thank you for your support. It was great to see that the election this past April had the largest voter turnout in the history of Panama City Beach. I also wanted to share with you my goals for the future of our great City.
Since the election, I have called for and am working toward the establishment of several community-based committees to advise the City Council in areas of economic development, the Community Redevelopment Area (CRA), and financial management. We are currently discussing establishing a fourth group – a Citizens Advisory Board for public safety. Having the community’s voice and participation in our processes is crucial to our future.
In the beginning stages of the campaign, I was able to meet many of you. However, due to the COVID-19 pandemic, my campaign switched from door-to-door knocking to phone calling. I had some great conversations with hundreds of you and am grateful I was able to hear your voices.
While our city continues to grow, we are working on several projects to address our infrastructure shortfalls. Phase Two of Bay Parkway is underway and will be completed by the spring of 2021. This important road will help move more traffic off Panama City Beach Parkway (Back Beach Road) all year long.
As residents of this community, you let me know that you wanted several things to change on Panama City Beach. Some of these changes are already being worked on today. We have recently concluded our focus groups for the strategic plan for our future. This has always been one of my top priorities for our community. The plan will give us a roadmap for a 1-year, 5-year, and 10-year strategy. We need to have a vision for our residents, business owners, tourists, and potential businesses that are looking to our area for a location to start or expand their businesses. Everyone needs to know the direction that the city is going.
As we move forward, we will continue to engage and encourage you, our residents, and businesses, to be part of the solutions teams to help direct our City’s future.
bay economic development alliance The Coronavirus Pandemic (COVID-19) has thrown our world into disarray. The uniqueness about COVID-19 is that it is impacting all communities across the U.S. and world. Bay County businesses and organizations have not been immune to the major impacts. However, since the pandemic started impacting Florida in March, one sector of our economy has remained resilient in their operations—our industrial sector. Our industrial companies have worked diligently to ensure that they can remain functioning and ensure the safety of their workforce. To date, these companies in Bay County have been able to adjust and continue their operation in the wake of COVID-19 and meet the safety guidelines set forth by health officials. Many of our industrial companies have had to make changes to their work processes and operation, however we are fortunate that they have been able to retain their workforce and continue producing their products. The industrial sector in Bay County accounts for approximately 40% of our workforce. In total, the broad industrial base in Bay County represents approximately 30,000 employees. Industries ranging from wholesale trade, transportation, manufacturing, construction, among others, have remained quite resilient since the start of the pandemic. These companies are helping to keep our economy moving because they are able to continue operating and keep payroll flowing in Bay County. Two examples of significant employers in Bay County that have been able to continue operating, with some adjustments of course, are Trane (Lynn Haven) and Berg Pipe (Panama 54

BECCA HARDIN PRESIDENT City). Collectively, these two companies employ over 1,000 personnel in Bay County. Both Berg Pipe and Trane are well established companies in our community having been here for decades. Both Berg Pipe and Trane have made major adjustments to their operations, like most companies operating in our community. These two companies are excellent examples of the superior work our industrial companies are putting forth in Bay County to help keep our residents employed and our economy moving. Berg Pipe and Trane are not the only industrial companies having to make adjustment to remain in operation since the pandemic started. Another Bay County company that has adjusted their operation is A Converting, Inc. Located in Panama City, this company has adjusted their product output to meet the demands of face shields. This is a great example of a company shifting to meet current needs. Much like A Converting, Inc., a number of other companies in our area are adjusting their manufacturing to produce necessary healthcare equipment for our local hospitals during this time. Several Bay County companies have also donated PPE to healthcare entities and held food drives to support our community during the fight against COVID-19. We are proud of the way our industrial base has responded since the pandemic started, and we are proud to have companies like these in Bay County.

No other place in America has faced what Bay County has been through over the last year and a half. October 2018’s direct hit from Category 5 Hurricane Michael and now the coronavirus pandemic has truly been a measure of
But on a larger scale, Bay County is uniquely poised to rebound from this event.
Both events have had devastating impacts on many of our residents’ livelihoods, mental health, children’s education, and much more. But the silver lining of having gone through the third-worst hurricane to ever hit our nation is that Hurricane Michael prepared our county to respond to the COVID-19 crisis better than most.
Bay County and the City of Panama City are working together to ensure that more than $36 million in funds earmarked for affordable housing are delivered to qualifying residents.
our mettle as a community.
When other areas in Florida were trying to figure out how they were going to feed the hungry and homeless caused by the pandemic, Bay County leveraged existing relationships with feeding organizations to help deliver meals to those in need. Through Rebuild Bay County, a post-storm compilation of dozens of local nonprofit organizations, we were able to help continue to address the food, mental health, housing, and transportation needs of our most vulnerable populations. Our logistics teams, who have continued to work in recovery since the storm, allowed Bay County to be among the first of Florida’s 67 counties to enter requests to the state and start taking delivery of important personal protective equipment (PPE) – masks, gowns, hand sanitizer, and gloves – for use by hospitals and nursing homes. The Public Information Network, communicators from public and private agencies throughout the county, was equipped to continue working remotely to get important information out to the public.
gulf coast state college
Between $700 and $800 million in federal dollars is working through the state and federal governments on its way to Bay County for myriad Hurricane Michael recovery projects. We will see funding for roads, housing, stormwater, parks, and much more.
The world-renowned beauty of our beaches means demand is and will remain high. When we are ready to welcome tourists back, particularly because we are a drive-to destination, they will be ready to come. The federal government has committed to rebuilding Tyndall Air Force Base an “Installation of the Future” and providing the county an opportunity to welcome back to our community thousands of people affiliated with the base. The Bay County Commission will continue to be good stewards of our residents’ and property owners’ tax dollars. We are committed to providing quality customer service while keeping our tax rates among the very lowest in the state. Bay County will weather this storm, just as we did Hurricane Michael. Winston Churchill said, “If you’re going through hell, keep going.” Our community is strong, our community is resilient, and our community knows how to get through difficult times. We will keep going.
DR. JOHN HOLDNAK PRESIDENT
Summers in Northwest Florida always make me think of family fun, beaches, boating, swimming, fishing, and relaxing vacations. It’s also the time of year I most look forward to when a chilly winter or rainy spring just seem to be lasting a bit too long. But the price of living and playing in our version of paradise also comes with the cost of vigilance, and the beginning of summer also reminds me that it’s time to start getting my hurricane preparations in order again. As a lifelong resident of Northwest Florida, I’ve lived in a “hurricanerisk zone” all of my life, and adequate planning and preparation every year has always been a part of that. However, Hurricane Michael showed us all that you can never “over-prepare,” and even the best laid plans often have unanticipated holes in them! If you are new to the area, or even a salty veteran, let’s use what we learned from our shared experiences and build an even better set of plans, skills, and resources that we know will be necessary to survive and even thrive in case we ever have another “big one.”
Your community’s college, Gulf Coast, is here to help meet your preparation needs. We offer several levels of first aid/first responder courses to give you skills and build your confidence if faced with a medical emergency. We offer a non-credit “prepper” series of courses in which you can learn how to prepare bug-out, get-home, and stay-at-home kits to prepare for just about any eventuality. You can also take these prepper courses to learn about using water filtration equipment to make potable water, using solar energy to run your emergency equipment or even your house and car, using navigation techniques when your GPS is offline and street signs are gone, and even more. We are even offering courses that will quickly enable you to become a licensed Ham Radio operator. We’ve all learned the hard way that our “stuff” can disappear in the blink of an eye, but our knowledge and our relationships with others can endure through any calamity. Let’s all take some time this summer to revisit our plans, freshen up our skills and acquire new ones, and work with our family, friends, and colleagues to help make plans for those who can’t help themselves. Together we can face anything!

On behalf of the more than 300 FSU Panama City students who celebrated their graduation in May, I want to thank everyone who has contributed to the Seminole Emergency Relief Fund, the Seminole Exchange food pantry, and ECAP scholarship funds. Because of your generous donations, they have made it to the finish line and now can call themselves FSU alumni. As this new generation of graduates celebrates their accomplishments, FSU Panama City is working tirelessly to continue to offer a quality education to students. Through utilization of technology and online classes, FSU PC students have been able to continue pursuing their dreams while unable to attend in-person classes. Despite the changes, we have remained committed to offering the services needed to ensure their continued success. Our advisors plan future course selections with students via Zoom, our Student Government Council is live-streaming meetings, and our financial aid officer is working with students individually to help them qualify for federal, state and university aid.

Following guidelines instilled by state legislature to protect Floridians from the virus, many of our local businesses have had to modify their operations. These modifications include changing or decreasing operating hours or temporarily closing. As a result of operational changes, many businesses also had to decrease employee counts. A number of our local businesses have been struggling to protect their businesses from the long-term effects of COVID-19. This, in addition to the mass number of individuals in need of Reemployment Assistance (unemployment) benefits, prompted CareerSource Gulf Coast to shift our day-to-day operations to focus largely on assisting those struggling with the Reemployment Assistance claims filing process. Although Reemployment Assistance benefits are made available through the Department of Economic Opportunity, our staff is highly trained on the application process. In fact, 90 percent of our call volume for March, April, and May were related to these benefits. THE CIRCUIT July/August 2020
Most of the students who graduated in May were with us when Hurricane Michael wreaked havoc on the Panhandle and now graduate during a global pandemic. The faculty and staff at FSU PC are extremely proud of what our students have been able to overcome, and we have the support of our community to thank. Without you, we would not be able to provide the encouragement and resources needed to uphold the FSU PC Promise. For more information about the PC Promise or the Seminole Emergency Relief Fund, please visit pc.fsu.edu. Please join me in congratulating the newest class of Florida State graduates, and thank you very much for your role in the success of FSU Panama City.

The past few months have presented unique challenges to our area. Our last update in February displayed Bay County, along with the state of Florida and the nation, at record-low unemployment. A mere three months later, Bay County’s 2.8 percent unemployment rate rose to 12.8 percent. This 10 percent increase is the impact of COVID-19 on our area; by early June, 2.3 million Floridians had applied for Reemployment Assistance.
56
During a time when students have not only been focused on school but also on the safety and financial security of themselves and their loved ones, your gifts offer a sense of hope for the future they are striving to achieve. Ten percent of our students have applied for and received emergency relief funds to help with the cost of stable housing, emergency expenses, technology for online classes and more during the current economic uncertainty. As we move forward, we know even more may need assistance in the coming months.
As Governor DeSantis has moved to reopen our state in phases, we hope to see the unemployment rate trend downward. We are already seeing many businesses begin to hire back employees that were laid off due to COVID, as well as advertise for new staff. As businesses are able to resume operations without COVID-19 restrictions, we anticipate that our local economy will recover, our community members will find work, and our businesses will begin to generate pre-COVID-19 revenue levels. While we continue to focus on Reemployment Assistance and related needs for as long as is necessary, our services to connect employers and job seekers remain a priority. We are meeting with customers face-to-face by appointment; however, our services can also be accessed virtually. These services include resume assistance, job search assistance, and career counseling. We also encourage local employers to post job openings with us so we can help recruit and connect them with area talent. For additional information on Bay County’s workforce, we encourage you to contact us. CareerSource Gulf Coast has a knowledgeable staff ready to help you with incentive programs, recruitment, job postings and more. However you choose to connect, we are here for you! The CareerSource Gulf Coast Job Center in Panama City is open from 8 a.m. to 4:30 p.m., Monday through Friday. You can reach us via email at customerservice@careersourcegc.com or by phone at (850) 872-4340. We also have offices in Gulf and Franklin Counties. Nothing is certain in these unsettling times except uncertainty. By the time you read this, I hope that clear guidelines for opening schools in August will have been vetted by the Florida Department of Education and the Governor’s Office and that we will have a road map to follow as we bring students and teachers back into our buildings. In the meantime, we’re planning for almost all eventualities because no one really knows what August will look like in terms of guidelines from the CDC, social distancing and the spread of COVID-19. Based upon the stakeholder survey we did, about 70 percent of our parents/guardians and employees are hoping we can open school on August 11th as previously planned. Most of them support the wearing of masks as an individual choice by students and teachers. About half of the parents who responded indicated they would send their students to school in masks and about half of the employees noted they were considering wearing masks in August.
Policies addressing masks, sanitation regimes, social distancing and other topics are just a few of the items currently under discussion by our community task forces. In early May, we put together four task force committees (composed of students, educators, parents, medical experts, business owners and other stakeholders) to start working on our back-to-school plans. I asked these groups to consider what’s reasonable, feasible and possible for our school system and it’s been amazing to listen to their ideas, thoughts, concerns and suggestions. I know that, working together, we can develop protocols that keep the safety and well-being of our students and employees at the forefront while also working to re-establish “normal” in our community with students at school. But we also know that some parents will not be ready to send their children back to “brick and mortar” schools and so we’ve developed an alternative setting that will offer those students maximum flexibility balanced with much-needed structure. Working with our own virtual school, Bay Virtual, we’re encouraging parents who are not ready for their students to return to “brick and mortar” schools to enroll their students in BVS before July 15th. The 15th is important because we anticipate having to make some significant staffing shifts to accommodate any loss of “brick and mortar” students with increased virtual enrollment. Once at BVS, students will commit to a minimum of one complete semester of study but will be able to transfer back to “brick and mortar” schools at the semester break if they are ready. Likewise, students who begin at a traditional school but decide to transfer to BVS will be able to do so once during the semester but must stay at BVS to complete that semester. We believe firmly that students need to complete the semester at whichever school they choose in order to ensure a seamless transition of grades and credits.
We expect that many of our students will return to school in August in need of additional help with academics and with their mental health and we will be ready to provide those supports. Our teams are brainstorming individualized academic interventions for students in need of extra help and our mental health experts will be on site, and available, for students who require that assistance. I will never be able to adequately thank our parents, grandparents and community members for the countless hours they spent this year ensuring the academic success of their students. Likewise, I don’t have the words to appropriately express my gratitude to the teachers, support employees and administrators who went, literally, “above and beyond” to ensure our emergency distance learning plan was as successful as possible. I truly believe that we accomplished
the impossible in a very short period of time and we were able to do that because everyone worked together to ensure our students had the very best education possible. Thank you, as always, for continuing to focus on the needs of our children and for supporting Bay District Schools and our hard-working employees.

MARGO ANDERSON M AY O R
Summer days are upon us! As the state is reopening and recovering from COVID-19, more businesses have opened back up, creating lots of activities to enjoy throughout the area. There is so much to experience in Lynn Haven. Come out and have some fun in the sun this summer at one of our amazing facilities! While citizens were staying home to stay healthy during this pandemic, the City was hard at work to finish projects and renovations from damage caused by Hurricane Michael. All the City Park’s Playgrounds now have sun shades over them, offering much needed shade to patrons on hot summer days. Sun shades were also added over the dog park located at A.L. Kinsaul Park as shade is greatly needed for our furry family members too. A.L. Kinsaul Park has had many upgrades over the past year, including the re-sodded multi-purpose field, which offers the perfect place to play some football, have a picnic, etc. A disc golf course is now available that runs throughout the park. This spring, a beautiful Memorial Garden next to the playground was also completed. This Memorial Garden honors children who were lost for any reason. The Memorial Garden was designed and implemented by The Compassionate Friends, Bay County Chapter. There is a stunning fountain in the middle of the garden, a grand angel statue, lush trees, flowers, and more, making for a tranquil place for all to enjoy. Multiple renovations to Leslie Porter Park have been completed. Additional playground equipment has been added to the park’s “beach” area. Now there are two large play structures for families to enjoy at this community park in addition to access into the bay to swim and cool down. The park has brand new pavilions and restroom facilities too. There is a boat launch for boaters to utilize for recreational boating, fishing in the bay, and more. Adjacent to the park is the Fred Strickland Memorial Recreational Bridge. The bridge has gotten many updates beyond its recent name dedication, including lights that are motion activated in the evening, designated golf cart lanes, and new warning lights for boaters. The bridge features space for people to bike, walk/run, and fish. Leslie Porter Park is a great destination for families to relax and play. Another park that has gotten much needed attention and renovations is Cain Griffin Park. Cain Griffin Park is currently undergoing a complete remodel and will feature four ballfields (the ones previously at the park were torn down by Hurricane Michael), new walking trail, expanded Leon Miller Splash Pad, and updated concession stands. The park is set to be completed by November of this year. This rebuild will allow for City ran baseball leagues, other recreation leagues, and make for a great recreation destination for citizens to utilize.

THE CIRCUIT July/August 2020
The Garden Club has also undergone a complete remodel allowing for rentals from families and organizations. The Garden Club is a wonderful inside option for summer family get-togethers and celebrations such as baby showers, wedding showers, family reunions, and more. It has a beautiful wrap around deck so the space can be used inside and out. For rental information, please reach out to Evgeniya Stetsenko with the Community Services Department at estetsenko@cityoflynnhaven.com. The Lynn Haven Facility Maintenance Department is working hard to repair the Senior Center building and make it into an even better space for the Lynn Haven Senior Activity Club. The building is set to reopen later this year. In the meantime, the members of the club are keeping busy with weekly walks in Sheffield Park, bingo at the Garden Club, and other activities. Summer days are great for making family memories. We hope you and your family enjoy all that Lynn Haven has to offer.

Summer is here and we are so fortunate to live and work in such a beautiful destination. Productions have been on hold since March, but we are re-booking for the earliest shoot dates possible for all to maintain safety while on, and off, set.
picturesque mural of Panama City Beach, which features several of their antique models.
2019 was a good year for Bay County in television, and I can only predict that 2020 will catch up quickly. Here’s what happened last fiscal year. 36 productions in total, 16 tv shows, 7 commercials, 2 music videos, 4 films and 3 digital media projects. This yielded 236 days of active production, 1,326 days of work for locals, 2,508 heads in beds, and $5,997,500 in economic impact.
HGTV filmed another beautiful episode of Beachfront Bargain Hunt. Not only do they continue to film in Panama City Beach, but the reairing of shows previously filmed here are a HUGE bonus, especially during these times of “staying-home”.
January saw a big fashion shoot for Blair clothing line, which was shot at one of Panama City Beach’s upscale resorts. The World’s Most Beautiful Beach was the star, but numerous homes, amenities, walkways and retail space were also the backdrop for this production. You may have recognized some of our hometown in the new Gulf Power spot. We searched for extreme situations/locations to suit the creative requests of this commercial, and it certainly shows how much variety is in NW Florida. Thanks for hiring many locals on this one! Panama City Beach, best known for its 27 miles of sugar-white sand beaches and emerald-green waters, where the Gulf of Mexico and St. Andrew Bay converge, has officially reopened and is welcoming visitors back to the sunny destination. Panama City Beach has much to look forward to this summer, as we invite visitors and their families back to our beautiful beaches. After months indoors, we know our visitors are ready to relax, put their feet in the sand and enjoy Panama City Beach’s fresh air and wide-open spaces. We are thrilled to be open for business and look forward to welcoming guests from areas where the curve has also flattened. However, we are reminding visitors to follow the CDC guidance for social distancing and other measures to help ensure that everyone remains safe as long as COVID-19 endures. The destination has worked tirelessly to keep our residents and visitors informed and engaged over the last couple of months by implementing marketing strategies that consist of four predominately digital phases. The initial phase, Stay PCB Current, is an informative campaign that provides residents with the most recent updates provided by federal, state and local officials. This active campaign is located on our website, visitpanamacitybeach.com. Phase 2 of the strategy, #MyPCB, launched in April. Through our social media platforms residents and visitors were encouraged to share their favorite PCB memories with us by uploading pictures to their Instagram, Facebook and Twitter accounts. Participants were randomly selected in this campaign to receive PCB swag to show
our appreciation and the top winners received a personalized video created just for them! In conjunction with the beaches reopening, Visit Panama City Beach launched its new “PCB Through Our Eyes" experience. Residents can follow along Visit Panama City Beaches Instagram, Facebook, and Twitter for real-time glimpses of our beach. They can also participate by snapping a photo of themselves, posting on their social media and tagging Visit Panama City Beach. Home at the Beach, the third phase of the strategy, kicked-off the celebration of National Tourism Week on May 3rd by encouraging visitors to create their own “Home at the Beach” scenes through video and pictures. Visitors were given different Real.Fun.Beach scenarios that could be recreated at home, showcasing that sometimes all you need is some sun, an umbrella and a lot of fun! As the community has reached targets established by the public health officials and our elected leadership, Panama City Beach has slowly moved towards our “new normal.” The Beach Always Brings Us Back is a new campaign we are thrilled to launch and is a call for visitors to reunite with their paradise—Panama City Beach. To ensure the safety of our residents and visitors the destination has created and distributed infographic cards that clearly display health guidelines issued by the CDC and elected officials, rules and regulations for the Leave No Trace Ordinance, and information on how to protect our turtles.

LETTER FROM YOUR CHAMBER REP The last couple of months have produced a long list of lessons and frankly, that list is still growing. This time has reinforced strengths and exposed weaknesses. Every business has had to rethink its approach. The community has had to wrestle with tough real-life issues in a very short time! The great news is, businesses are coming back and we are #850stronger than ever!!! What better time than Summer to catch up face-to-face with contacts, colleagues, and prospects. An essential part of business success is having a strong network. Networks are a collection of friends, teammates, and acquaintances. And in all good networks, relationships are balanced. People help each other equally and genuinely care about the well-being and success of each other. Always remember, you need to give to get; networking can’t ever be one-sided. If you want help from people, you have to help them. One of the most helpful things people can do is connect you with people who are experts in what you’re trying to do. So anytime a friend or acquaintance tells me what they’re working on, I try to think about who I know that might be able to help them. In turn, they do the same for me. Regularly reach out to people in your network. Ask them what they’re up to and how you can help them. That strengthens your relationship and makes it mutually beneficial. I know how easy it can be to hesitate and hope someone guesses what you want. Sometimes you can feel uncomfortable to ask for help from someone. In order to get what you want, you have to ask for it. It’s better for the other person too because they don’t have to guess what you need and the relationship is more open. In a lot of cases, it’s the unexpected people who will really add to your network. So, build strong relationships with people in all aspects of your life. You’ve heard the term “Membership has its privileges,” and with your Beach Chamber membership, that’s certainly true. If you need a refresher course on the value of networking and how your Chamber can help you, I would love to sit down and have a chat. Here’s to connecting the dots!
