It is the largest over-water DoD training area in the continental U.S. “EGOMEX is really a crucial location for this kind of training because we can’t do this anywhere else CONUS,” Reid said. “We have such a massive training field right here in our backyard and it’s not something we can replicate or move somewhere else, it really is one-of-a-kind and the types of training we can do here is invaluable.” Units all around the country have the ability to send aircraft and their weapons here to be tested for combat effectiveness. All types of Air Force fighters such as the F-35 Lightning II, F-22 Raptor, F-16 Fighting Falcon, F-15 Eagle, and even some unmanned aircraft come to Tyndall to be tested in air combat. “This week we have a few units here that are going to be shooting down some training drones, and we’re going to be evaluating everything,” said SSgt Wilfredo Western-Ortiz, 83rd Fighter Weapons Squadron weapons evaluator. “It’s similar to a deployed scenario where they come here with all of their equipment and personnel to load up missiles, take off and fire them and see how everything goes start to finish.” The WSEP program is vital for the Air Force in maintaining combat readiness. Tyndall provides operational command and control for three fighter squadrons utilizing the range as well as exercises such as Checkered Flag and Combat Archer, leading the way for the growth and refinement of combat ready air dominance.

A TOP PRIORITY FOR 2020 Increased beach safety has become a top priority for Panama City Beach in 2020.

BY E D O F F L E Y The year 2019 brought a painful lesson to the $1.8-billion tourism industry here: Not only is the 27-mile Gulf beachfront one of the most beautiful in the country, but it also can be one of the most dangerous: twelve beachgoers drowned. In response to the tragic spike in drownings in 2019, Panama City Beach City Council late last year ordered a comprehensive overhaul of its beach safety operations with the goal of putting more responders on the beach, improving public safety awareness programs and reducing emergency response time for potential drowning incidents. As a result, a substantial number of new public safety measures will be in effect along the city’s 9.5-mile Gulf beachfront when the 2020 tourist season kicks off on April 1, officials say. The new elements include:

Pier with a roving beach patrol of five fulltime personnel with another dozen firefighters certified in open water rescue as a backup force. For the past two months, the city has been recruiting hiring seasonal lifeguards to man the force. One benefit of the newly consolidated division is that all responders – lifeguards, roving patrols, Fire Rescue units and EMS personnel now share a common communications system, further reducing response time, Couch said. * The city also plans to launch a public-private partnership with interested condominium resorts and hotels that will create seasonal manned lifeguard stations at those businesses. The city will hire, train and certify lifeguards for open water rescue, while the participating business will pay the city for all personnel and equipment costs.

* The city will enforce a new ordinance enacted last fall that provides police and fire rescue officials with the means to enforce the removal of swimmers from the water during double red flag conditions. The ordinance authorizes fire rescue personnel to levy fines and for police to arrest swimmers who fail to obey a second warning to leave the water.

“The main goal is education and prevention” of risky behavior by swimmers, says Wil Spivey, director of the newly organized Beach Safety Division in the city’s Fire Rescue Department. The concept of manned lifeguards is to intervene with swimmers before they place themselves in danger, reducing the number of emergencies through education and prevention. “Our goal is to have as few rescues as possible,” he added.

* Another ordinance passed by City Council requires each beach vendor along the shore to have two Coast Guard Class IV flotation devices available for assisting distressed swimmers.

In a presentation to City Council on February 27, Couch said his plan is to steadily expand the seasonal lifeguard staff on the beach during each of the next four years, rising from eight this year to thirty in 2024.

The One key long-term change is that for the first time, Panama City Beach plans to operate manned lifeguard stations along the sandy beach at selected commercial properties that participate in the lifeguard partnership – not just at the two municipal piers and Frank Seltzer Park. For more than two decades, the city and Bay County – each of which has about ten miles of beachfront – relied solely on the flag warning system to inform swimmers of the degree of hazard in current surf conditions. Placards at every public beach access advise beach-goers to pay attention to the colored flags flying along the beach at roughly one-mile intervals: Green flags signal safe surf conditions, yellow and single red denote moderate to serious conditions that still permit swimmers in the water, and double red flags warn that the Gulf waters are closed to swimming because of dangerous tides and rip currents. Brochures in hotel rooms and condos, public service advertisements on billboards and even banner aircraft further call attention to the warning flags. Since 2009, city and county officials have stationed seasonal lifeguards at three municipal sites along the beach – at the Russell-Fields and M.B. Miller Piers, and at the county’s Frank Seltzer Park. However, beach hotels and condominium resorts – confronted by sky-high liability insurance premiums for installing private lifeguard stations along their sections of the beach – demurred. As a result, most of the beachfront remained without manned lifeguard stations, relying solely on the warning flags to deter swimmers from danger. Bay County Sheriff’s Office beach patrols and a five-person beach rescue unit under the city Police Department provided emergency response for distressed swimmers.

What local officials learned in 2019 was that under certain conditions, this was not enough. The flag warning system and the limited response capability were twice overwhelmed by the forces of nature that can transform the placid Gulf waters into a maelstrom of pounding surf, and where dangerous rip currents can appear within a matter of minutes. In two periods of exceptionally heavy surf in mid-June and mid-July, seven of the year’s twelve fatalities occurred. With the toll rising, one national expert on beach safety warned the city last summer that manned lifeguard stations along the beachfront are the critical element of an effective beach safety program. The flag warning system by itself is insufficient, said Chris Brewster, a past president of the United States Lifesaving Association (USLA), the professional organization of professional lifeguards. “Preventing drowning is not about waiting for someone to get into distress and rescuing them, but, rather, preventing the distress in the first place,” Brewster said. “If lifeguards are not on duty, the preventive role – from warning to rescue – is lost and drowning deaths will continue to occur.” Following long-established U.S. Lifesaving Association guidelines, Spivey said his program’s top priority is to minimize the need for actual rescues by maintaining a strong presence along the beachfront: “Rove, respond and prevent.” The city is also recruiting volunteers “beach ambassadors” to help educate visitors and locals alike on the rip currents and flag warning system. Panama City Beach is preparing to institute a program this year in which the city will contract with individual condominium resorts and hotels to provide open water-qualified lifeguards along their stretches of Gulf beachfront. The lifeguard stands will operate through Labor Day. The city Fire Rescue Department’s newly formed Beach Safety Division will hire, train and certify for open water rescue seasonal lifeguards who will operate one or more manned lifeguard stations at each property. The number of stations deemed necessary will be determined by a survey and assessment taking into account the beachfront footage and the projected “density” of the daily swimmer population. For two months, Spivey and his staff have been holding invitational tryouts for people interested in working as open water rescue lifeguards. The basic requirement is that an applicant must be able to swim 500 meters (550 yards) in under 10 minutes, and run one mile in the “soft sand” in under 12 minutes. Successful applicants then take 40 hours of USLA lifeguard training and another 40 hours of medical training. The CAC's model of on-site agency collaboration improves prosecutorial outcomes and facilitates safety and recovery for victims. The CAC is an integral part of the child protection system in the Fourteenth Judicial Circuit and serves as an umbrella agency encompassing several entities: the Child Protection Team, the Trauma Therapy Treatment Team, Victim Services, Community Outreach, Healthy Start, Parents as Teachers, the Department of Children and Families, local law enforcement, and State Attorney’s Office.

I have been in public service for 20 years – four with the city, 12 with the county commission and four more as mayor. Over the years there are several things I have learned. One of the main things is, you don’t get there – you don’t get elected – if you don’t work for the people and I have enjoyed the opportunity. If I left everybody with one message it would be: “Thank you for the opportunity to represent my community for this long.” I think we’ve made some great progress over the years with the City and the County. The City is also the face of Bay County. When first elected, I felt like our face was a little dirty, so we went to washing it off and improved it. We tried to do away with the MTV image and different things we had by bringing in Pier Park and Frank Brown Park, two of the things I am most proud of, and tried to move to more family friendly businesses. It has been a process. We had to come back and revisit what we were doing in the middle 2000s to try and change some things. Things are working and Panama City Beach with its transformation, has helped Bay County be a nicer, better place to live.

Working with St. Joe to bring more family entertainment and shopping here has all been part of a 20-year plan to get us where we are today. I think we are standing on top of the mountain. We have been fortunate to make it through what I consider some pretty tough times and we popped out on the other end looking good. There have been mistakes made over the years by people with good intentions to help Panama City Beach. Through it all we have come out on top. We should be very proud of our community. There will always be a handful of people who are against everything; there’s going to be a handful of people who will accuse you of doing something wrong. I haven’t worked with anybody in this city that I thought wasn’t doing their dead-level best to make this a wonderful place to live. Thank you for the opportunity you have given me and my family and I can think of no higher honor than being picked to lead y’all. I have appreciated these 20 years. Thank you, and goodbye!

It is critical that anyone who calls Bay County home on that date make certain that they are counted. Not only will this effort give us a more accurate tally of where we stand post-storm, it will also help determine how federal dollars flow into our community every year for the next decade. Census results influence money for emergency preparedness needs, highway planning and construction, as well as grants for public transit systems, how money is allocated for schools and teachers; programs to restore wildlife, provide housing for older adults, prepare for wildfires, and much more. The Census will also determine the number of seats each state has in the U.S. House of Representatives and your political representation at all levels of government.

Nights out on the town and fine dining are all complex activities with lots of moving parts. It takes a collaborative and orchestrated effort by many, along with a bit of serendipity and skosh of good luck, to make sure that these activities are remembered as great, fun, or fabulous, rather than being recorded for posterity as frustrating, unpleasant, or even disastrous. While things like weather, traffic, and crowds certainly affect entertainment and dining experiences in a major way – they can only be accommodated for, but not controlled. This lack of control or even influence is why serendipity and luck remain involved in your “enjoyment equation.” We’ve all been rained on but still had a good time, found the preferred entree unavailable but picked something even tastier, or found a show sold out but a delightful alternative nearby – it happens often enough to know that people can and often do make the best of things, even under difficult circumstances. It’s actually the things we bring to the mix, along with a few controlled by others, that really make the difference in whether our own “equation” ends up positive or negative.

Good customer service should be a given, but sometimes isn’t. Poor signage, incorrect information, distracted or frustrated employees, and poorly maintained or unclean facilities can all severely impact our perceptions of a good time. These kinds of things, often under the control of someone nearby, should be effectively addressed as soon as discovered or experienced by a guest or customer. Businesses that understand quality and perfection aren’t static events but rather fluid operations across time are often around for a long time, while those that fail to understand it’s not just “what you do” but “how you do it” that matters a lot aren’t often around for long at all. How you react to things can also be equally impactful. A positive attitude on your part will not necessarily guarantee your experience is a good one, but a negative attitude on your part destroys your adaptability and substantially diminishes the ability of those around you to adapt, as well. Not everyone gets it right the first time, but having a good attitude (even in a bad situation) and giving someone a chance to make amends often means the difference between whether you enjoyed the overall experience or not. We can train for “customer service” and “problem solving,” but we can only teach “attitude” by example!

Bay County has been experiencing record-low unemployment, the lowest we have experienced in almost fifteen years. The December 2019 unemployment report marked our county at 2.8 percent; this is 3.1 percent lower than the reported rate from the previous year. As of late, we partly attribute our unemployment rate to Hurricane Michael and the loss of a small portion of the workforce, however as a nation we have a fifty-year low unemployment rate. We have both lost and gained employers and workers in Bay County, although it makes sense that we lost a portion of our workforce that has not been replaced, we won’t have data to support that premise until the census data is available. Local employers have been utilizing our services to recruit, train and retain employees. We have hosted a number of employerspecific hiring events at our Job Center, as well as assisted in the recruitment and screening of qualified job candidates. We recently co-hosted two large hiring events—the Annual Bay County Job Fair in February and the Career and Internship Fair in early March—with over 60 employers at both events. These opportunities are a vital opportunity for employers to connect face-to-face with area talent. We continue to see a job seekers market and employers have responded by raising wages. The Bureau of Labor Statistics (under the USDOL) reported that Bay County Florida had the third largest wage increase in the nation (9.2 %) for the second quarter of 2019 versus the second quarter of 2018. For the third quarter of 2019, Bay County was listed for having the fifth highest wage increase in the nation. While this sounds somewhat alarming on the surface, our wages have historically been lower than many other areas in the nation. The BLS also reported that Bay County has shown decreases in employment (jobs) over the past year (August, September 2018). We have averaged a job loss of between roughly 2,300 and 2,600 jobs mostly in education and health services. This is not surprising as we continue to deal with the aftermath of the hurricane and how it affected our health providers and our student population. On the bright side, we are expecting an economic boost from the reconstruction of Tyndall Airforce Base and the missions that will be housed there in the future, some of which will bring hundreds of new military families to our area. Military family members, and especially military spouses are a rich source of skilled talent which we are promoting as great folks to hire. Locally, Bay County has provided a warm welcome to military families and veterans who continue to be a strong workforce asset.

The City of Lynn Haven is making huge strides daily in rebuilding the City. Most recently, the City re-opened the Lynn Haven Garden Club, located at 307 Ohio Ave. The now completely remodeled building suffered major damage in Hurricane Michael. The Garden Club now features a redesigned exterior, new flooring, new kitchen, renovated bathrooms, and will have a screen and projector available for guests reserving the center to use. Almost all the work was completed inhouse by the Facility Maintenance Department, allowing the City to maximize cost savings, while producing a beautiful end design for the community. The Senior Center is also undergoing massive renovations and restoration and will be opening soon. Stay tuned for updates! Park renovations are also being conducted throughout the City. Leslie Porter Park renovations will be completed by the end of March 2020 and will include new playground equipment, new restroom facilities, new pavilions, and refreshed landscaping. Cain Griffin Park construction is set to be completed by end of Summer 2020. The redesigned park will feature baseball and softball fields, walking path around the fields and an expanded Splash Pad, allowing for more recreational options for Citizens. New fields will also allow the City to offer youth baseball and other league opportunities again that are not currently feasible without these types of fields.

bay economic development alliance At our Bay Economic Development Alliance February Investor’s Meeting, the Northwest Florida Beaches International Airport Executive Director, Parker McClellan, presented the ‘2019 Year in Review’ of the Airport (ECP). From an economic development perspective, ECP is a major asset that we showcase to existing companies in Bay County and to business prospects throughout the world. In addition, the Airport has also become a major asset for our local residents and our tourism industry in the Region. In comparison to the previous airport in Panama City, the final full year of operation (2009) the Airport saw approximately 312k passengers through the doors. Just ten years later, in 2019, the final passenger count for ECP Airport was nearly 1.3M. Just this past year, the ECP saw over 20% growth. The Airport has also maintained a market share versus the other airports in the Florida Panhandle of approximately 20%. As a result of this growth, the Airport Authority is completing a major terminal expansion to increase the number of airplane gates for larger aircraft, seating areas, and passenger accommodations. This project is expected to be completed by the end of June and will provide needed space for passengers and airlines especially in the

The newly renovated Leslie Porter Park will also be the location for the inaugural Music by the Bay event on Friday, April 3rd from 5:30 PM to 8:30 PM. This event will include live music from Danielle Battistini and Stainless Steel, and food trucks under the stars. Attendees can pull up by boat or bring a chair or blanket to sit on the beach to enjoy the festivities. The 2020 Spring Concert Series will run from April 10th to May 29th every Friday night in Sharon Sheffield Park from 6-8 pm. Food trucks will be available for guests to purchase food and beverage to enjoy during the shows. The full line up will be available on the City’s social media channels (Facebook, Twitter and Instagram) and website. BECCA HARDIN PRESIDENT busy summer months of travel through the Airport. Another major project that is currently underway is a new taxiway and transient aircraft parking apron for larger aircraft. This improvement allows the further development of economic development sites at the Airport. Other developments surrounding the Airport that have come about since the move include three new industrial facilities in VentureCrossings and the beginning stages of a new 142-bed hotel on the entry road of the Airport. Additionally, to assist in the major traffic flow that occurs with ingress and egress to the Airport, the Florida Department of Transportation is moving forward with substantial improvements to Hwy 388, specifically with the large roundabout coming at the entrance. To further increase the developments at the Airport, the Bay Economic Development Alliance is working closely with the Airport Authority on several economic development projects at ECP. As a result of the current improvements underway at the Airport, several economic development projects are gaining traction. These projects include various maintenance, repair, and overhaul (MRO) operations and other aviation-related facilities. In the months ahead, we look forward to pushing these projects forward and seeing how these projects can have a transformational impact at the Airport and even more success in the years ahead.

With potentially as much as $700 million in damages across the district, it’s no secret that our rebuilding process will take several years. While it will never go as quickly as I’d like, we are making progress and that’s exciting. As you probably know from your own experiences, or from friends, an intact roof is really the first place you have to go when repairing a building because everything you need to fix on the inside requires the water to stay on the outside! So, with that in mind, we’ve attacked the roofs in our district with a vengeance and I am pleased to report that we’ve currently got more than $16 million worth of projects either already completed or well underway. Roof replacements at Bay High, Haney Technical Center, Tommy Smith Elementary and Waller Elementary are all between 50 percent and 95 percent complete. The repairs and replacements at Hiland Park Elementary, Lynn Haven Elementary, Merritt Brown Middle, MKL, Rutherford High and Southport Elementary are complete. We’ve got projects in the design phase for Breakfast Point, Cedar Grove Elementary, Cherry Street Elementary, Hutchison Beach Elementary, Patronis Elementary and West Bay Elementary. Roofs for parts of A. Crawford Mosley High, New Horizons, Parker Elementary and Rosenwald are currently in the bid process. As roofs are replaced and/or repaired, the interior work can begin. We’ve got construction teams at schools throughout the county working to not only restore what we had before the storm but to

I truly believe that we will rebuild our entire district better than it was before the storm and I deeply appreciate the continued patience, support and understanding of our more than 25,000 students, more than 3,500 employees, countless family members and, really, our entire community. Hardly a day goes by that someone doesn’t thank me for opening schools as quickly as we did and for working diligently with our insurance and FEMA to get the reconstruction moving as quickly as possible. While I certainly appreciate their gratitude, I am always quick to talk about the amazing people we have in our district who have stepped up to help me lead the recovery process. Rebuilding something of this magnitude is an incredibly complex process, with many moving parts, but we’ve got a clear vision, a great team and lots of energy! What happened to us as a community is almost unbelievable but I hope you believe as much as I do that we’re #850Strong and we will always work together to do the right things for our children. I am excited about the progress we’re making and we’re all committed to seeing this through to the very end, one roof at a time if that’s what it takes, so that our children have the best educational facilities possible.

As we rebuild and improve, we’re upgrading lighting, audio-visual equipment and other infrastructure where possible to ensure that the classrooms we’re rebuilding are as close to state-of-the-art as they can be.
