LETTER FROM THE EDITOR Well, here we are! 2020 is almost over. It is astonishing to me how fast this year has flown by. It seems like it was only yesterday when people were quarantined to their homes and hoarding toilet paper, and already, we are approaching the holiday season. This has always been my favorite time of the year; I get to enjoy bonfires, jackets and cozy sweaters, football, delicious food, family gatherings, seasonal decorating, and last but not least, the joy that the holidays bring to my children's faces. I know some of you are reading this right now feeling those notorious "bah humbug" vibes. To some, 2020 may seem like a "wasted year" thanks to the pandemic, but as we head into the holiday season and are reflective of this past year, we must keep pushing forward. We should remind ourselves to embrace each and every moment we have. Despite the difficulties some of us have faced, it is these challenges that only make us stronger. Why shake off the year 2020 when you could instead capture and mold it into new strengths or strategies for a phenomenal 2021? This holiday season, we should all focus on everything that we are grateful for. Be grateful that you are still in business or have excellent health. Be grateful for your family, friends, and those that stood by your side as the sky was falling. This holiday season, we should show more love and compassion for those around us. Be nice to that rude person in the grocery store; you don't know what their current situation may be. Donate to a local charity or family in need. Giving is a universal language of the heart. When we help others, we also help ourselves become more human. Let's all make the best out of what we have. I wish you all great happiness and health this holiday season

MESSAGE FROM THE CHAIRMAN It is hard to believe that this is the final edition of The Circuit magazine for 2020. I know everyone is looking forward to new beginnings in 2021! Although this year was not at all what anyone was expecting, and we were faced with many new challenges, it was my honor to serve as the 2020 Chairman of the Board. At the beginning of 2020, we had high expectations for the year. We had to alter those expectations accordingly with each month that passed. Numerous events were cancelled, and budgets had to be modified, but the Chamber staff promptly made adjustments as needed. We are blessed with some of the most talented and enthu-

siastic staff around. They love our community, and it shows daily in their work ethic. If you know anything about my family, you know that we share a love for Panama City Beach. It has been my honor to follow after my mother, father, and brother in serving Panama City Beach and specifically the Panama City Beach Chamber of Commerce. I pray that 2021 brings each and every one of you a year full of hopefulness, happiness, and health. Merry Christmas and Happy New Year!

M E S S A G E F R O M T H E P R E S I D E N T/C E O The holiday season is officially upon us and the year 2020 is coming to an end. We can all agree that 2020 was unpredictable and full of challenges for businesses and their employees, communities, hospitals, schools, and sadly those families that lost loved ones. This is a year that most are ready to forget and move on from. However, I think it’s still important to remember that 2020 did have some positives. For me personally, my wife and I welcomed our beautiful baby boy to our family this March. For our organization, we found out how resilient our team can be during a pandemic. With the pandemic upon us, our Chamber had to think quickly and be innovative with approaches that allowed our members to connect with other businesses virtually or in small groups due to restrictions. Our large events like the Women’s Work-Life Symposium, Panama City Beach Marathon, Friday at the Beach, and some Business After Hours, unfortunately, had to be postponed or cancelled. We created virtual Ideacamps with community speakers and members to share updates and ideas with other members on Facebook live. Our team created a Restaurant Guide for our membership that listed who was still open or offering carryout/delivery options. Our Chamber answered hundreds of calls/emails a week with concerned visitors and businesses. The need was so great that we designed a COVID-19 information resource page on PCBeach.org that has received almost 750,000 pageviews. We even created a new event once our state moved into Phase 3 with our PCB Chamber Bowling Tournament.

Anything we could do to support our members, help our community, and still assist visitors, we were committed to helping. I am very proud and lucky to have my talented team and supportive Board of Directors, led by Chairman Matt Griffitts, who guided our organization through 2020. The PCB Chamber still accomplished two of our goals: 1.) Growing our Membership to nearly 1,300 members and 2.) Giving back to the community with donations: $3,750 to Haney Technical, $1,000 to the Human Society, $1,000 to Covenant Care, and $200 to the Big Brothers Big Sisters of NW Florida. Plus, our December Business After Hours/Christmas Party is a huge toy drive for the Panama City Beach Police Department and Bay County Sheriff’s Office. I want to conclude by saying thank you to all of our hard-working front-line healthcare workers, police, firefighters, EMS, and of course, our military who protect us every day. I also want to thank our proud members and community leaders who support us every year and allow us to continue our mission. We truly appreciate each and every one of you. This holiday season, let’s just reflect on the positives from the year and remember all those that protect our communities and country every day. Wishing everyone a relaxing and joyful Thanksgiving, Christmas, and Happy New Year.

Caramel Apple Cider Mimosa

Add ice to a cocktail shaker. Add the grenadine, shake vigorously, then strain into a martini glass. Repeat with the creme de cacao and vodka, using a fresh shaker and ice each time. Strain each layer slowly into the glass, letting the liquor slide down the side of the glass to create each layer. The bottom layer is grenadine. You can swap for a cherry liqueur should it so suit, or even Creme De Cassis, though its flavor is more berry than cherry. It still works. The next layer is clear Creme De Cacao, otherwise known as chocolate! Yum. And then the top layer is some green-tinted, limited edition Smirnoff Peppermint Twist Vodka!

Rim: Pour caramel into a small dish. Pour cinnamon sugar and nutmeg mixture into another small dish. Dip champagne flute into caramel to rim glass. Next, dip into spice mixture until coated. Mimosa: Pour apple cider and caramel vodka into each flute and top with your favorite bubbly. Garnish with apple slice.

The trick to layering is to pour SLOWLY. Get the first layer down to the bottom, and then slowly pour the next layer on top by letting the liquor slide down the side of the glass. Shrub: In a medium sauce pan, combine pears, honey, and water. Bring to a soft boil. Lower to medium-low heat and allow to simmer for 25 minutes. The pears will release their juices and soften. Remove from heat. Add in grated ginger. Cover pan and allow to sit for another 10-15 minutes so flavors can continue to meld together. Strain mixture with a sieve to discard pair pieces (pressing pairs into the sieve to extract their remaining juices). Add mixture back to pan along with apple cider vinegar and bring to low boil and simmer for 2-3 minutes. Remove from heat. Pour mixture into air tight container and store in fridge for up to 2 weeks. Cocktail: In a shaker, combine all of the ingredient, except champagne. Muddle the ginger for about a minute so it releases its flavor. Add ice and shake vigorously. Divide the mixture between 2 glasses. Top with champagne until glass is 3/4s of the way full. Garnish with pair slice.

Pulse the lemon juice, tahini, garlic, and salt together in a food processor or blender until it forms a paste. Add in the chickpeas, olive oil, and chipotle chiles and pulse until smooth. Add in the pumpkin puree, cumin, and smoked paprika and pulse until well-combined. Transfer the hummus to a bowl and swirl the top using the back of the spoon. Drizzle over a little additional olive oil. Sprinkle with smoked paprika and top with roasted pumpkin seeds. Serve or refrigerate until ready to serve.

Before removing from heat, taste test the sauce; if sauce is too tart, add 1 tablespoon of syrup or brown sugar until desired sweetness is reached. Remove sauce from heat and allow to cool slightly. Finely chop cranberries in a food processor. Add to a fine mesh sieve and push out any excess moisture (over the sink). Add drained pineapple and push down with a spatula to remove any excess moisture. Stir in sugar until well combined. Place sieve over a bowl, cover and place in the refrigerator. Let chill 2 hours up to overnight. Add cranberry mixture to a serving bowl. Stir in the marshmallows, followed by Mandarin oranges. Set aside. Melt the butter and allow to cool slightly. Cream the butter and sugars in the bowl of a stand mixer set to medium-high until creamy, light and fluffy, about 3 to 4 minutes. 2. Add the eggs and egg yolk one at a time, mixing well in between additions. 3. In a ramekin or small bowl dissolve the baking soda in the hot water and add to the creamed mix with the vanilla. 4. Sift the flour and salt together. Add half of the flour mix to the batter and mix then add the other half and mix. 5. Reduce the mixer speed to low and add the oats, white chocolate chips, macadamia nuts and cranberries and mix until just combined. For chunkier textured cookies, cover and refrigerate for 30 minutes up to 3 days. 6. Preheat the oven to 375°F if using unrefrigerated dough and 350°F if using refrigerated. 7. Line 2 baking sheets with parchment paper and use a cookie scoop to form balls and gently roll in the palms of your hand then place onto the cookie sheet about 2 inches apart from each other. 8. Bake one sheet of cookies at a time for 10 minutes or until just golden. Remove from oven and let cool on the cookie sheet for 3-4 minutes then move to a wire cooling rack until completely cooled. 2 medium sweet potatoes, peeled and sliced 1/4" half moons 3 medium Granny Smith apples, cored and sliced 1/4" thick 1/2 cup brown sugar 1/8 tsp salt 1 tsp ground cinnamon 1/4 teaspoon ground nutmeg 2 tsp maple extract 1 ounce corn starch 1 pound fresh cranberries

Preheat oven to 350°F. Peel sweet potatoes and cut into half-moons. ¼ inch thick. Core and slice apples ¼ inch thick. Mix dry ingredients together and, in a large bowl, toss potatoes and apples with the dry ingredients. Add cranberries as well. Spray a 9x13 baking pan with nonstick cooking spray. Pour potatoes and apples into pan, cover with tin foil. Bake at 350 for 1 hour and 15 minutes. Remove tin foil and serve.

1 16-ounce package of pork breakfast sausage • 1 32-ounce carton of chicken 2 cups of diced celery or turkey broth 2 cups of diced onion • 1 cup of milk 2 cups of diced mushrooms • 2 eggs 2 sticks of butter poultry seasoning, garlic 2 boxes of bread dumplings, thawed • powder, salt and pepper and cubed small

In a large skillet crumble your pork sausage and brown it. Halfway through cooking, add one stick of butter, celery, mushrooms, and onions. 2. Sauté until cooked well but the veggies still have some bite. 3. If you see liquid in the pan you need to cook the veggies longer, so the liquid evaporates and the stuffing doesn’t wind up soggy. 4. Season the sausage and veggies with your salt, pepper, garlic powder and poultry seasoning. Season this to your preference. We use about 2 tablespoons of poultry seasoning, 1 tablespoon of garlic powder and a couple of teaspoons of salt and pepper. 5. Add cubed bread dumplings to a casserole dish. There is no need to dry out or toast the dumplings; they are perfect just thawed and cubed. 6. Add meat and veggie mixture to the cubed dumplings and toss to combine well. 7. Pour the chicken broth over the mixture. (It will look quite soggy.) Stir to combine well. 8. Whisk eggs and milk and add to mixture. Melt last stick of butter and pour over top of stuffing. 9. Add a sprinkle of poultry seasoning, garlic powder and salt and pepper to the top before baking. 10. Bake at 375°F for about 45 minutes. You will know when it’s done when the center is firm, and the top is browned. If the top is getting too brown and the center is not set, loosely cover with foil. Brussels Sprouts with Cranberry Roasted Carrots with Candied Mostardo Pecans & Goat Cheese Yield: 8-10 servings

1 lemon 1 cup sugar 16 oz. fresh (or frozen, thawed) cranberries 1 cup pitted prunes, coarsely chopped 1 Tbsp. brandy or Armagnac ¾ tsp. kosher salt, plus more

Using a vegetable peeler, remove zest from lemon in 3"-long strips. Shave off any white pith and set zest aside. Cut any remaining white pith from lemon, then cut along sides of membranes to release segments onto a cutting board; remove seeds. Coarsely chop segments and place in a medium bowl. Pulse reserved lemon zest and sugar in a food processor until lemon zest is finely chopped, about 1 minute. Mix into lemon segments. Place cranberries and prunes in food processor (no need to wash out) and pulse until coarsely chopped; add to lemon mixture. Mix in brandy and ¾ tsp. salt. Transfer cranberry mixture to an airtight container, cover, and let sit at room temperature 12 hours. Mix mustard powder, mustard seeds, vinegar, and 1 Tbsp. oil into cranberry mixture. Place a rack in middle of oven; preheat oven to 450°F. Toss brussels sprouts and ½ cup oil on a rimmed baking sheet; season with salt and pepper. Roast until browned and tender, 25–30 minutes. Add 1 cup mostarda to brussels sprouts and toss to combine. Transfer to a platter or large bowl; drizzle with oil.

Preheat the oven to 350°F. Then line a baking sheet with foil. Place the carrots in a single layer on the baking sheet. Sprinkle with the brown sugar and evenly distribute the pats of butter. Also, sprinkle with salt, pepper, and cinnamon. Place in the oven and bake for 50-60 minutes or until the carrots are just fork tender. During baking, turn the carrots 3 or 4 times. While the carrots are roasting, prepare the candied pecans by melting the butter in a small pan on low heat. Once the butter is melted, add the maple syrup, brown sugar, and pecans. Stir about 2 minutes until the mixture thickens. Remove the candied pecans from the heat and stir in the flaked sea salt. Set aside. Once the carrots are cooked, put them in a serving dish. Sprinkle them evenly with the candied pecans and goat cheese. Finish the dish with a sprinkle of fresh thyme leaves.

Place 2 slices of sweet potato in each muffin cup. Sprinkle with 1 teaspoon of cheeses and repeat layers until you reach just above each muffin cup, ending with cheese. Carefully place the pan in the oven and tent with a piece of foil, being sure that it does not touch the top of the potatoes or the cheese will stick. Bake for 15 minutes, remove the foil and bake an additional 30 minutes or until cheese is starting to turn golden. Remove from pan and serve hot!

Get a round serving platter and place assembled skewers in the shape of a wreath. Depending on the size of your platter, you may need to do a double layer of skewers. rely on the strength of others. 2020 has stretched all of us, yet our Chamber continues to redefine IdeaCamp to bold-

ly go where no one has gone before. It has been a year of virtual growth; if you’re like me, you are excited to see

one another, shake hands, hug, laugh, and grow together. IdeaCamp meets once a month (usually the last Wednesday) in various locations throughout Bay County. The pur-

pose of these events are twofold: first, to get us thinking

about subjects from a different point of view, and second, to bring some “challenges” you may be facing to a group

of peers that may have solutions you’ve not yet thought

of. We often start the evening with a set topic – maybe

that’s dealing with different generations in the workplace,

or how technology has impacted our operations, and that is designed to get us thinking. Subjects often wander off-

topic, but that is by design. There is no standard topic or format, but there are always some great takeaways.

Every year, people ask the question: “Are you ready for the holidays?” This year, many of us might not exactly feel the holiday spirit. We might have to work to put on a festive face and to feel the joy that normally comes this time of year. It is tempting to look not toward but past the holidays when we can (hopefully) put 2020 and the Covid-19 pandemic behind us. I know that my family is ready to put this year behind us, as I am sure many of you are as well. But we cannot and should not. 2020 has been hard for all of us. No matter what you do, where you work, where you go to school, where you go to church, and so on. Everything in our lives has been impacted one way or another this year. Parents became teachers, people lost jobs, and sadly some of us lost family and friends to COVID, and we have worried about the health of our seniors and our more vulnerable population. Even our holiday celebrations were cancelled for public health and safety concerns. There is no Beach Home for the Holidays; the lighting of the Christmas tree and the New Year’s Eve Ball Drop will both be virtual this year. But just as the residents of Bay County demonstrated after Hurricane Michael, we know we are a community who perseveres. Our residents do not quit, and we would never not have Christ-

We’re just past the two-year anniversary of Hurricane Michael, and during that time, Bay County has continued to work diligently toward recovery while also facing significant new challenges such as the COVID-19 pandemic and

Despite these additional hurdles, I’m proud that the Bay County Board of County Commissioners was able to keep Bay County taxpayers’ millage rates among the lowest in the state at 4.44 mills. This was no easy feat. This summer, we were initially presented with a budget that called for an almost 22.5-percent increase in the property tax rate. But, thanks to the hard work of our staff, we managed to cut almost $6 million from that proposed budget. We have been asking our citizens to do more with less over the last couple of years, and it is important that we do the same thing when it comes to county government.

This year it may look different, and it may feel different, but we can still celebrate by coming together as family, friends, and neighbors, even if some of those gatherings are virtual. Now, more than ever, a little additional kindness is called for. I encourage everyone who can, adopt a family or a child in need this Christmas, participate in your church’s outreach program, or pay it forward by picking up the check for that guy behind you in the fastfood drive-thru. Let’s have less horn-honking and more smiles and waves. Small actions can bring huge benefits – both to the giver and the receiver. We know happiness and joy are contagious, and if we are in tune to them, they are as evident as the wag of a dog’s tail, the laughter of a child, and in the proud eyes of a father. Studies show that putting up your Christmas decorations brings joy to each person. Maybe this year we break tradition and turn those lights on a little earlier than we have in the past. Maybe we put the tree up sooner. Let’s add joy to our lives again, and do it now! As our family gathers and celebrates the holidays this year, we shall acknowledge our many blessings and realize that we have made it through an unprecedented year. And we shall feel grateful. We also deferred more than $1.6 million in non-critical facility maintenance and de-funded another 27 unfilled positions while denying staff requests for another 15 new positions. We appreciate the sacrifices everyone in our community has made over the last couple of years to get through these difficult times, and we will continue to strive to ensure that the county remains customer-service focused while also being good stewards of taxpayer dollars. The holidays often provide an opportunity for much reflection over the last year – the chance to take another look at those things that have had a major impact upon what we care about the most. This past year has definitely been one for the history books, in so many ways, and there are a few areas that warrant a bit of extra attention. For many around our community and even the world, 2020 was “the” year of health challenges and concerns! Not only have we dealt with the usual challenges that seem to come more often as we grow older, but we layered on top of that a global pandemic. It has been a tough year for us all, with difficult diagnoses and treatments for colleagues, friends, and loved ones, and the loss of a few to disease or circumstance often hard to understand and even comprehend. I will miss those that are gone now, but I will forever remember their special spark, sense of humor, quick wit, or sage advice that helped provide focus and sometimes real perspective on those things that matter most in life. While still recovering from a major hurricane, our community and those around us have had to endure additional natural and man-made calamities that have vexed us or challenged our spirit

– all while wearing a mask and practicing safe social distancing. However, we are a resilient lot – those at this college, in this community, and in this country – and we continue to rise above these circumstances by coming together to support each other physically, financially, politically, emotionally, and even spiritually. We have seen, over and over again – and 2020 is resplendent with examples both great and small – that the human spirit cannot be overcome, and that by sheer force of will, we can overcome any adversity thrown at us by mother nature or created by each other. As we close out this tumultuous year and look forward to the new opportunities and experiences that hang just over the horizon, I can pledge that Gulf Coast State College will remain this community’s college in every way. From exploring and discussing difficult topics in an honest and genuine way, to leading by example as community leaders; from developing new educational programs and career opportunities, to substantially enhancing the very way we coach, advise, and support the educational journeys of our students; from being more thankful for what we have, more caring about each other, and more deliberative and inclusive in the actions we take and decisions we make, we pledge our very best. We are Gulf Coast!

In my nearly 10 years as Director of Development at FSU Panama City, I’ve not been able to precisely summarize that “feeling” that alumni express about their experience at FSU PC. Most I talk to were non-traditional students, working and raising a family, and sometimes it took them more than four years to complete their degree. Many come from very humble backgrounds and are the first to graduate, not only college but also high school. Some participated in Student Government Council, others in clubs, and others did work-study with various departments on campus. That said, some came to class after work, did assignments after the kids went to bed, and got up early to study for an exam before rushing to the office. During my conversations with alumni, I feel a sense of quiet reverence and sincere appreciation. My colleagues and I find ourselves constantly brainstorming how to keep FSU PC alumni engaged and connected, and after meeting with one of our alumni recently, it became very clear what that connection is. This alumna, who was that working parent pursuing a degree, said it best—what I’ve been trying to put my finger on for nearly a decade—“…for me, it’s about endearment versus enthusiasm.”

I found myself with a huge smile on my face and exclaiming excitedly, “That’s it!” She went on to share that she wasn’t a “rah-rah” football fan and didn’t go around yelling, “Go ‘Noles!” For her, it was about the connections and relationships she built with her classmates and with her professors. She felt “lucky” to have been able to get a degree at Florida State “right here” in Panama City. It’s a story I’ve heard many times, but this alumna summed it up perfectly in one powerful statement—it’s about endearment. Endearment is what you feel for your family, close friends, your beloved pet, or your hometown. Endearment is the foundation of philanthropic passion. Passion drives giving, and giving to FSU Panama City provides the resources to take care of our students so that they, too, experience that same feeling of endearment. With the construction of our first residence hall, new degree and scholarship programs on the horizon, and our commitment as a campus to make good on what we refer to as the PC Promise, I hope you are proud of what we have and will continue to accomplish. The unemployment rate for Bay County continues to steadily decline each month from the escalated rates we saw in March, indicative of a recovering economy and workforce. This is a positive sign for our region and the many businesses that have been impacted by COVID-19. This is also representative of the numerous employment opportunities available for individuals in our area as many employers are looking to hire. In fact, data from August to September reports a 2.7 percent increase in job advertisements posted within our region. Some individuals have had the opportunity to return to their original places of work as businesses move into Phase III at full capacity. Others are faced with different options, including transitioning into a different career field with similar skillset requirements or gain training for something completely new. If you are interested in exploring your options, I encourage you to utilize Employ Florida, a valuable online job search tool that is free to use. Employ Florida is a comprehensive state-sponsored job board with many tools for finding, not only a career, but training opportu-

While school focuses on academics and extra-curricular activities, we cannot discount the value and importance of familial connections for our students. I remember a lot about my school days and the teachers and coaches who had an immense impact on me, but I also remember school holidays, time spent with family, and some of the simpler things in life like cooking a family-favorite recipe, watching football, or playing a board game with relatives. In our hustle and bustle and determination to “get everything done” and to make it all Pinterest worthy, I think we sometimes forget that our children just want our time and attention. They don’t care if the

Now, more than ever, our children are craving connections with their peers and with the trusted adults in their lives and we’ve got to re-

Finally, let me say that the pandemic has caused anxiety about safety for both employees and business owners. It should be safe to return to work as long as CDC guidelines are being followed. If you are concerned about safety when returning to work, be sure to ask your prospective employer if they have safety protocols in place and if they are following CDC guidelines. If you are uncomfortable with the answers to these questions, factor that information into your selection process. Remember, a job interview is a two-way street where you and the employer are making an important decision. Returning to work during the pandemic can be challenging, but as long as we are all taking the necessary steps to protect ourselves and others, it should be a safe one.

bay economic development alliance In competitiveness studies for economic development projects, a strong workforce is always one of the leading factors to win projects. A talented workforce is also necessary when a company is evaluating expansion opportunities. Most importantly, it is essential to ensure ongoing operations remain stable and successful. Throughout Bay County and all of Florida, there are strong workforce development partners who train individuals for different career paths. From skilled technical training schools to top tier universities, our institutions are training the needed workforce for companies. Specifically in Bay County, we have strong workforce partners from Florida State University-Panama City, Gulf Coast State College, Haney Technical Center, and several others. Through the collective efforts of multiple community partners, including Trane Technologies, Gulf Coast State College, Bay EDA, CareerSource Gulf Coast, among others, the Bay County Federation for Advanced Manufacturing Education (FAME) Chapter has been established. The Bay County FAME Chapter strives to ensure that our local industry can continue to recruit the talent needed to support their operations. Starting in 2008, the first FAME Chapter was established by Toyota in Kentucky to support their manufacturing operations. From there, chapters have grown to over thirty locations throughout the U.S. The FAME program is a collaboration with the existing industry in a community and the workforce partners within that community. The program recruits students that are in a transition period of their life and pairs them with a sponsoring company to com-

plete a two-year apprenticeship program. During the program, students will receive formal classroom training two days per week and work onsite at their sponsoring company three days per week. Students in the FAME program can be recent high school graduates, transitioning military members, or individuals looking to move into a new career path. The FAME program is designed to give students hands-on experience while also providing formal educational credentials. While FAME is designed to train individuals for the manufacturing sector, the program also has a formal component where students learn professional presence skills, overall manufacturing acumen, as well as formal technical capabilities. In addition to the technical capabilities, the program also teaches the necessary soft skills, which are vital to success in a career. The starting cohort of students will be recruited throughout Spring 2021 and will begin the FAME program in Fall 2021. The FAME program is a grassroots effort that is guided by the local industry of a community. For the Bay County FAME Chapter, founding companies include Trane, Berg Pipe, Merrick Industries, Eastern Shipbuilding, as well as several others. Over time, this program is designed to create a pipeline of broadly trained individuals who can transition to full-time employment upon graduation. The initial classes of students will be focused on training to become advanced maintenance technicians within these operations. Additional information about the Bay County FAME Chapter will be coming out soon.
