LETTER FROM THE EDITOR Hello Summertime, have missed you!

I

This time of the year is always my favorite because it brings back so many great memories from my childhood. Summertime meant no school, sleeping in, family gatherings and vacations. Today is a little different and not so laid back but one thing remains, I love spending my summers in Bay County! We live in paradise here! We have the beautiful beaches, lakes, creeks, waterparks, fun attractions, great places to shop, delicious food, and many other things to fill your summer days with. Some of my favorite memories were spent on the beach with my family. We would pack food, beach toys, an umbrella and stay all day. Today, the beach is still my happy place. I love being around the water – it’s the best way to unwind after a busy week. In our Chamber’s Visitors Center, a lot of visitors ask us for recommendations on what they should do while visiting Panama City Beach. We love to answer this question because it gives us the opportunity to talk about our Chamber members, and the amazing community we live in. There are always great events taking place, and fun things to do. The Beach Chamber has a lot of members that work hard, year round, to make our community a tourist destination. Whether you are taking a trip to the island, shopping at Pier Park, dining at your favorite seafood restaurant, or watching the sunset off your condo balcony, Beach Chamber members are behind your experience.

Dear sweet, precious and amazing Panama City Beach peeps, I love sharing my heart through thoughtful stories, and this is one of my favorites. I think it represents the spirit of this beautiful beach home of ours. There is the most amazing group of Rain Dancers in Australia... TRUE STORY! These aboriginal Rain-Makers ALWAYS make it rain. There was one tribe that was more successful at making it rain than the others. One of the neighboring tribes was suffering a drought and called on the successful rainmakers to help them out and make it rain. The leader of the community suffering from the drought went to the king of this group of Rain Makers and said, “Why is it that every single time you dance, it rains?” The king replied, “It’s very simple, actually. We dance until it rains.”

I just love, love, love that!!!! Did they have a special dance, or were they special inside? Did they know something we don’t know, or did those amazing Rain Dancers know the powerful lesson of hanging in there and being persistent without exception? This life thing is nothing but a game of PERSISTENCE and going the distance… even when there is no sign of something good coming. We have to believe that if we work, study, learn, grow, listen to others, and DON'T QUIT, we will meet with success.

“Without clean, dry fuel, the flying mission is not possible." A barge delivered jet fuel May 21, 2019, to Tyndall Air Force Base, Florida, getting the base back up to normal fuel delivery operations.

After Hurricane Michael, the base used trucks to deliver the fuel

temporarily since debris blocked the fuel pad from being reached

by barge. The temporary process added additional costs and took longer to complete.

“The total fuel receipt [by truck] is roughly 78,000 gallons over the eight hour period, not including set up and cleanup after comple-

tion,” said Donald Larsen, 325th Logistics Readiness Squadron fuel terminal superintendent. “In the same eight hours, we can receive more than 825,000 gallons by barge plus setup and closeout.”

This is the third time fuel has been delivered by barge since the hurri-

cane. Larsen said this reassures the wing and outside agencies about the return of normal operations to Tyndall. Without

“During the offload process, active-duty military will pull fuel samples from the vessel and the receipt line to make sure the fuel that

is received meets Technical Order specifications prior to customer use,” said Master Sgt. Angela Hearn, 325th LRS fuels management flight chief.

Hearn said the fuel receipt is vital in hosting larger aircraft and exercises at Tyndall.

After the quality check, the fuel received is stored in giant fuel tanks and dispersed between the 400 fuels facilities and then distributed to

the using organizations. The fuel tanks suffered some damage from the storm, but it is still able to support customers.

Larsen said this is important because without a reliable way to dis-

pense the lifeline of the Air Force — fuel — it would be difficult to execute Tyndall’s mission.

“All of the teams put in a tremendous amount of work to create designs,” said Ed Stewart (SES), NSWC PCD technical director. “In the end it was the X-Department who accumulated enough points to take home the trophy.” The biennial competition challenges each NSWC PCD technical department team to create and field a fully autonomous, artificially intelligent, ground-based vehicle to neutralize a dangerous battlespace. The first Director’s Cup was held in 2015 and stemmed from a desire to facilitate working relationships among new professionals. “Many years ago when I began working at the Naval Sea Combat Systems Engineering Station in Norfolk, Virginia, several of us got together and started up inter-departmental softball and basketball leagues,” said Stewart. “Friendly rivalries led to professional friendships during the off hours which led to professional collaborations during the working day. I created Director’s Cup to accomplish that same objective—to facilitate connecting our new professions across the Command; and to build relationships that will last a lifetime and lead to collaborations in real work scenarios for real, paying customers.” This year’s event scenario was a Marine Corps inspired counter sniper mission, where the vehicles explored a cluttered scene, identified enemy snipers from various non-targets in the area, and neutralized via an onboard shooting mechanism. The ammunition for each team’s neutralizer were standard Nerf balls. All vehicle tasks were autonomous with no human intervention, and the competition decided which team could field the unmanned

The Grand Lagoon Coalition (GLC) was created to coalesce the common interests of the Grand Lagoon business community and provide a platform for the revitalization and promotion of the Grand Lagoon area. The mission of the GLC is to organize a strong network of local businesses, organizations and individuals committed to building a vibrant and strong community that supports economic prosperity and better quality of life for those who live, work and play in the Grand Lagoon area.

A key initiative of the GLC is to build awareness for the unique personality of the Grand Lagoon. The stomping grounds of Gideon Thomas, the visionary who ushered in the tourism industry on the beach, the Grand Lagoon still embodies an entrepreneurial spirit and sense of adventure, evidenced by its dense and diverse collection of independent owner/operated businesses, bars and restaurants and its popularity with locals and visitors seeking a gateway to the gulf or path less traveled. GrandLagoon.com was created by the GLC to highlight the natural attributes of the Grand Lagoon and encourage visitors to explore all it has to offer. The GLC also maintains social platforms to engage visitors and encourage to share their experiences. We run social campaigns to promote our events and access to world-class fishing, diving, eco-touring and a host of other adventurous ways to spend a day (or week), as well as to share uniquely Grand Lagoon experiences, like sunset rituals, eco-adventures, signature cocktails and creative cuisine. Hurricane Insurance Expert Advice BY JOHN D LANPHER, III ESQ., THE MORGAN LAW GROUP

One of the most important recommendations The Morgan Law Group has in preparation for the upcoming storm season is to review your insurance policy's windstorm & hurricane coverage provisions. It is important to understand the difference between ordinary windstorm coverage and hurricane or named-storm coverage. Ordinarily, damage from a storm that is not recognized as a "named" storm by the state, would not trigger your hurricane deductible. However, most modern policies do not cover interior water damage resulting from any storm, unless there is clear evidence of a wind-created opening to the exterior or roof of the dwelling. A lot of the disputes we see are over what constitutes a storm or "wind-created opening" (For example, does a lifted shingle which lets water enter and cause damage count? How big does the hole have to be?) This can be a factor for damage resulting from weaker or un-named storms. However, this policy language usually doesn't affect coverage for claims from a destructive storm such as Hurricane Michael.

Another point worth mentioning is the common policy language relating to how much damage the roof must sustain to warrant full replacement. Many policies now have language that allows the insurance carriers to pay only for repairs to the roof instead of replacement, if they can show that the roof has not sustained more than 25% total damage to the surface area. It is good to be aware of what your policy says about this. Finally, managed repair programs and preferred vendors have now become commonplace in the industry. These are generally categorized by the insurance company wishing for the policy holder to utilize the services of a company the insurance carrier has in their preferred vendor network, or has an ownership interest in. Remember, only a small percentage of insurance policies have mandatory "managed repair program" language that requires participation in these programs at the carrier's choice, for hurricane and windstorm claims. You should ask your agent if your policy has mandatory opt-in language. POST-STORM ACTION: Aside from reporting your claim, there are certain things that should be done immediately after a heavy storm. Photographing the entire property in the exact condition it is in post-storm is important. This includes personal property inside the home, and your yard and fencing. Complying with all reasonable document requests and providing the insurance company prompt access to the property is also important. Finally, you should take any and all measures available to you to prevent further damage. This is true regardless of whether or not you have received funds from the insurance company. If you have the financial ability to perform temporary mitigating roof repairs after your roof sustains damage, for example, you are much better off seeking to have this expense reimbursed later on than letting rain continue to enter and cause further damage. Asking the insurance company to pay for a temporary (but necessary) roof repair in addition to permanent roof repairs, is more reasonable than asking for them to pay for additional damage created by inactivity. 42

The Panama City Beach Chamber of Commerce hosted its 10th Annual Women’s Work-Life Symposium on

Friday, May 17. Presented by Emerald Coast Hospice, the sold out event took place at Florida State University Panama City’s Holley Academic Center. At this leading women’s event on the Emerald Coast, over 300 women were given the opportunity to come together for a full day of networking, professional development, and personal growth opportunities. The day featured powerful speakers addressing topics beneficial to help women maintain a healthy worklife balance. Attendees heard three inspiring keynote speakers and attended two breakout workshops of their choice. The first keynote speaker Linda Larsen kicked off the event with her humorous yet motivating message, "Staying Right Side Up When Everything is Upside

Heather showed attendees how to master the essential techniques to building confidence and becoming their

best self. The Symposium featured a variety of beneficial breakout workshops with an abundance of different takeaway tools for personal, professional, and home life. Each attendee chose two workshops to attend. Dr. Tolliny Rankins offered everyday tools that will help attendees create a more fulfilling lifestyle. By simply applying practical information along with a positive attitude, she believes that new life can be uncovered. Fashion and Lifestyle Blogger, Brittany Sjogren discussed the business of blogging and what all it entails. Allison Smith taught attendees all about the importance and difference uses of essential oils, as well as the importance of living chemically free. Christina Korp spoke on the topic, Being a Female Executive in a “Man’s World:” Lessons on how to navigate a male-dominated culture and realize your full potential as a female leader. The final breakout workshop was an art session, where attendees created shimmer glass art with My Paint Party.

How do YOU stay relevant? Last month, IdeaCamp was held at Marine Max on Thomas Drive in Panama City Beach. This month’s topic included a panel discussion on “Staying Relevant in a Changing World,” including four Beach Chamber members working in different industries and with different backgrounds, target markets, missions and challenges. Staying relevant in business is always a priority because the business world is fluid and ever changing… but the business climate in Bay County has significantly changed since October 10, 2018. Here’s some of what our panelists shared. Kevin Elliott works works at Applied Research Associates in Panama City and is also a professor at FSU-PC. He spoke about the importance of strategic positioning to keep your business relevant, referencing the classic marketing book Positioning by Jack Trout and Al Ries. For a business to stand out in the marketplace, it must have at least one characteristic that makes it unique and defines a particular category. “Trout and Ries ask, ‘Who was the first woman to fly across the Atlantic? Earhart. Who was the second? Nobody knows,’” Elliott said. “The goal is to be first into a new position in the consumer’s mind.” Marta Rose-Thorpe, publisher of Grand Lagoon Life magazine spoke of staying relevant in the publishing industry, where many are turning to digital forms of advertising instead of print ads. “I’ve had to develop and sell more products that WORK WITH and accompany the print,” she explained. “Social media banners and electronic newsletters that contain a digital version of the magazine. I also put on a ton of private, social events so that my advertisers can meet their target clientele face-to-face and develop personal relationships.” After all, people do business with people they know, like and trust, right?

This year our organization has taken a different path, perhaps one not of our own choosing, but with the devastation of Hurricane Michael lingering over our community eight months later, there have been shifts in the way we, as individuals, live our daily lives. Our community has different needs than before the storm. At CareerSource Gulf Coast, we have shifted our focus to better meet those needs. In years past, we would be entering the summer season with a focus on our employers’ temporary/seasonal positions. Granted, these positions are currently available and employers are actively recruiting candidates, but there is an additional employment need across Bay County. Bay County, like much of the nation, has become a highlycompetitive job market for employers. There are currently more jobs than workforce available. It has been a challenge to overcome, but we continue to strategize recruitment efforts and assist our employers in overcoming those challenges.

We are taking an active focus on our area job seekers. Across our programs, we are eager to continue assisting these individuals, helping them gain the training they need to enter or reenter the workforce as confident, qualified job candidates. We are proud to say that we have been utilizing our Hurricane Michael Disaster Recovery Grant to aid our community members’ transition from unemployed to employed and thriving. Through this grant, we have seen individuals go from longterm unemployed to employed with benefits within months. We understand that over the following months and years, we will see Bay County change, evolve, and grow. We believe Bay County will emerge bigger, better, and stronger. School is out, families are free to travel, and millions of them choose Panama City Beach as the destination for their summer vacations. For us at the beach, it’s time to welcome our visitors with open arms and make a living as well.

Various summer events bring them here, from baseball tournaments to cheer camp. They plan family reunions on our beaches and come for church retreats. They are fastpitch softball players, top-notch soccer players and dance students. They are part-time residents with second homes here. They are country music fans who converge on our city for Gulf Coast Jam. And many of them will spend time utilizing and enjoying our facilities at Frank Brown Park, Russell-Fields Pier and the Dog Beach.

Many businesses have “a season” – the busiest time of year when they expect more traffic. Businesses bank on success during these busy seasons when they know more people will be in town spending money. It’s no different for the City. The fact that families continue to choose to visit Panama City Beach is a great thing for our community and the local economy. As a region, the beach depends on our summer visitors to take us all through the year. We all come together on the beach to create a value and an experience that supports the entire county. Having a successful summer season has never been more important than this year when our eastern neighbors need for the beach to have a great year. The debts and needs of the communities east of us far exceed ours because of Hurricane Michael. Taxes collected here on the beach benefit the entire county. All of Bay County depends on our tourist trade. We recognize the official summer season as starting Memorial Day weekend and ending on Labor Day weekend. It is our busiest time of year, when most of our 17 million annu60

And while they may come for a special event or tournament, they often stay to enjoy our many amenities. While here, many visitors will discover our Summer Concert Series, held every Thursday night through August 22. They will find their way to Aaron Bessant Park for these free concerts which feature musicians from across the Southeast. They come to walk our white sandy beaches and gaze upon the beautiful emerald waters of the Gulf of Mexico. They come for the fishing, boating excursions, and every outdoor water activity imaginable. Summer is the perfect time to go outdoors as a family and there are a lot of activities to take part in within Lynn Haven. From Community Parks, to Community Events there is something for everyone this summer! Cool down on the dog days of summer at one of our two amazing Splash Parks, located at A.L. Kinsaul Park and Cain Griffin Park. These parks are recently renovated and repaired from damages caused by Hurricane Michael. While at one of these amazing parks, you can also visit the affordable concession stands and grab a bite to eat or cool down even more with a Jolly Rancher Slushy. In addition to these locations to cool down, you can also enjoy the beach area at A.L. Kinsaul Park and Leslie Porter Park. Leslie Porter also features a boat ramp so that you can have some fun on the water in a boat or Jet Ski, too.

Summer is in full swing at FSU Panama City, with a new generation of students ready to learn and explore new concepts. Over the course of the summer break, our STEM Institute will welcome about 250 K-12 students during week-long summer camps to learn about engineering, coding, chemistry, physics and meteorology. In addition to our summer STEM camps, our mechanical engineering and mathematics faculty created new STEM programs using engineering equipment to develop new inventions and demonstrating how math is used in our daily lives. Our elementary education faculty created a series of Summer STEM camps for first through third graders which provide opportunities for students to explore animals and organisms in the Bay, discover principles of robotics, cook with science, decode messages with math, build community structures, and learn about changing landforms. Programs like these are vital for our region as students reinforce skills taught during the school year. The interactive experiments and lessons put complex concepts in a real-world setting to allow students to better understand them long-term. This, in turn, helps students excel academically and share their interests with other students. Over the past decade, more than 2,250 students have participated in the camps, igniting a lifelong passion for STEM subjects and continued education. The STEM Institute was created in 2007 to provide educators with

bay county board of county commissioners Now that the final draft of the Bay County Long-Term Recovery Task Force plan has been completed and the first of what we hope will be many federal appropriations has gained Congressional approval, Bay County and its municipalities begin the long process of seeking out a piece of some $19.1 billion in federal funding available to disaster-stricken areas. The Task Force, created in late 2018 by the Bay County Commission and comprised of representatives from the county, school board, and each municipality, was tasked with building a broad, ambitious, yet achievable blueprint for the future of all Bay County communities. The plan includes several hundred projects amounting to more than $6.8 billion, and work toward securing funding for the projects began in tandem with its completion. Of the first $19.1 billion passed by Congress in its June disaster bill, $3 billion was earmarked for Community Development Block Grants administered by the U.S. Department of Housing and Urban Development (HUD) – a critical piece of the recovery pie for Bay County.

It became an official Florida State University institute in 2011. The institute provides the environment and the technical expertise to infuse and to support STEM interest and learning in the region. Whether students are learning in classrooms and laboratories with state-of-the-art technology or exploring the Gulf floor with side-scan radar, the STEM Institute's focus remains on capturing student interest in STEM careers. As technology advances worldwide, understanding STEM concepts will become more important in the job market. According to the U. S. Department of Commerce, STEM occupations are growing at 17 percent, while others are growing at 9.8 percent. To keep the region’s STEM learning new and exciting, the summer camps also train teachers. After their own camp, these educators pass along their skills to students with the help of area STEM professionals. Engineers, scientists and other volunteers share their field experiences with the educators during camp activities to help enhance classroom experiences throughout the school year. We believe in promoting educational excellence through providing educators with professional skills, creating quality learning opportunities for K-12 students, cultivating regional partnerships and developing new STEM education programs. Housing shortages and high rental rates continue to burden Bay County, and federal funding that will bolter supply is necessary. Grant applications to HUD are already underway and will be combined with an overall state plan for submission to the federal government. The fruits of these efforts, however, may take several years to manifest, according to the county’s consultant, Tallahassee-based The Integrity Group. Securing the full amount of federal aid may take five to seven years, according to Gary Yates, senior partner at Integrity. But, considering Bay County’s quick turnaround time on the creation of the recovery plan, we remain optimistic that the timeline will be as expedient as possible. As earlier mentioned, the supervillain web series made several trips to Panama City Beach to film. The more they looked around, the more they were inspired for other projects. Bladeworld Entertainment continues shooting BRoll for the series, and have already cast and sought locations for the next production. The Director was WOWED by some of Bay County’s talent and had the chosen ones come to Orlando to film additional portions of the project. Once the NDA is lifted we will have names and photos to share. Beachfront Bargain Hunt has aired several of Panama City Beach’s episode, while continuing to film new ones. HGTV is such a great vehicle for marketing this whole area. They are including more community activities which range from Bear Creek Feline Sanctuary, Gulf World, mermaids at Sisters of the Sea, dolphin tours and many family adventures. Keep your HGTV alert on for new shows to air. A&Es “A Thousand Miles to the Aisle” is all but wrapped up. When this show airs, you will follow a local couple on a fascinating journey of their transformations, heartaches, and inspirations that could lead

them to the alter. With the aftermath of Hurricane Michael, and so many wedding related shops being affected, from florists to tuxedo rentals, the journey became more intense than producers could have ever predicted. Thanks to so many for helping this happen. Military Makeover, hosted by Montel Williams is planning a trip to PCB to secretly surprise a special family. This is a large scale job, and we are thrilled to have a show of this caliber in our slice of Paradise. More to tell AFTER we film. Keep a close eye out for “Finding Grace”, the faithbased film shot entirely in Bay County. This beautiful film will be taken to Cannes Film Festival, and is now named one of the top 15 films of it’s genre to be seen in 2019. Most people probably think that educators spend their summer breaks at the beach or on well-deserved vacations. While ALL employees certainly deserve a complete summer break this year, the truth is that this summer, more than any other before it, will likely be spent working and learning new skills to help us better serve our students. Many of our employees will get a chance to take a trip, to rest and recharge their own batteries, but most will spend all or part of this summer in professional development designed to further hone their skills. This summer, we’ve got employees learning new literacy curriculum, learning more about supporting the mental health needs of their students, and focusing on updating a range from skills from CPR, to the delivery of standards-based curriculum, to innovations in STEM. We also have a dedicated group of administrators and support/instructional staff member volunteers who are learning how to staff emergency shelters. Going forward, and I certainly hope we don’t need to do this for a very long time, Bay District Schools will be assuming a new leadership role in the running of our local shelters. While all of that is going on, we’ve also started a new resource phone line for parents. We know that child care, free meals and free/low-cost activities are more important than ever this summer and so we’ve put together 850-767-HELP. The helpline, staffed by off-duty teachers from 7 a.m. until 5 p.m., can provide parents with referrals, resources and information about a host of topics. One of the most popular topics already is the location of free meals for students this summer. We’re pleased to note that Chartwells is continuing the free summer meal program this year at approximately 21 sites. These sites, scattered throughout the district, serve FREE breakfast and lunch to all students under age 18. Students don’t have to sign up, they just need to show up. The sites, dates and times are listed on our Facebook page and parents can easily get the closest location to them by calling 767-HELP.

bay economic development alliance At the June Bay EDA Investors Meeting, Gulf Coast Medical Center announced that they will expand access to emergency care in Bay County with the opening of a freestanding emergency department. The freestanding emergency department will be located on HWY 231 near the intersection of Transmitter Road. Construction will start late 2019 and be completed within a year. The new, 24/7 full service freestanding emergency department will feature approximately ten emergency room beds and will be capable of caring for all ages, including pediatrics. The 12,000 squarefoot, one-story facility will front Highway 231. The freestanding ER is expected to serve more than 10,000 patients a year. The $11.5

The free dinners, available Tuesday-Sunday from 4:30-6:30 p.m., are open to ALL children AND their family members. You can check out our Facebook page for weekly menus but, trust me, everything they serve is fantastic. Throughout the summer, we will be continuing the gargantuan task of renovating and rebuilding our schools. While I’d love to tell you that all will be fixed by the time we return in August, that simply isn’t the case. Bay District Schools, like so many of you, are still working with our insurance companies, developing FEMA reimbursement packages and waiting our turn with the qualified contractors. We know that our students, parents and employees are hoping to return to completed projects in August but the sad reality is that our rebuilding will take years in some cases. That’s not to say that progress hasn’t been made and we’re so proud of all of our stakeholders who came together like never before to support us and our mission. This past year we have dealt with a myriad of new challenges, new obstacles and new needs but, somehow, we’ve managed to brainstorm solutions to all of them thanks to the most passionate, dedicated employees you’ve ever met and the kind and generous hearts of our community. I’m grateful for a few summer days myself to rest and rejuvenate but I’m equally grateful for the time, and opportunity, to continue to work on behalf of our students, employees and families to make sure our system is as strong as it can be. We are #850Strong as a community and as a school system and I couldn’t be more proud of the love, resilience and true grit our community, and our school system, has shown. That being said, we’re also concerned about the toll this recovery is taking on our students, our employees, and our entire community, and so we will continue our focus on mental health throughout the summer and I encourage all of you to take some time for self-care, whatever that looks like for you, so you can continue to be strong for those around you.
