Recently the item of how to capitalise on the Bay’s tourism potential by upgrading Happy Valley, was brought before the Human Settlements Committee to approve the final draft of the Happy Valley Local Spatial Development Framework (LSDF). According to Dean Biddulph, DA Councillor for Ward 2, the LSDF is essentially an exciting, new master plan that will define how the area in question will be developed in future. “The framework area covers a far greater area than simply Happy Valley, and the boundaries for the LSDF in fact run from Driftsands Drive in Humewood, along Strandfontein Road to Second Avenue in Summerstrand and then return along the beachfront back to Driftsands,” Biddulph explained. The framework will now be going to council for approval and thereafter the wheels can be set in motion to develop this area. At this stage it is however still uncertain what type of development will take place at Happy Valley. Die Burger earlier reported that acccording to Johan van der Westhuizen from Urban Dynamics, it was important to first complete the LSDF to ensure the correct type of development takes place in that area. A presentation that Van der Westhuizen did for the Human Settlements Committtee, indicated that Happy Valley, the old Boet Erasmus Stadium and the Army base will be part of the development. The road network from Strandfontein Road will also be upgraded to a double lane. “It is exciting as a lot of work and public participation have taken place and the final result promises to maximise the available land for mixed-use development, whilst still being aware of the need to preserve environmentally-sensitive
portions.” Biddulph believes it is “absolutely essential” to maximise the potential of this area by means of opening up additional revenue streams for the city, “whilst accommodating the need for more commercial activity and local attractions in our greater beachfront area. “This is something that simply has to be pursued if we hope to tackle the problems of job creation, tourism and more vigorous economic development in our metro,” he said.
Responding on Bay residents’ perception of their safety at Happy Valley, Biddulph said that the beachfront area attracts vast numbers of residents on a daily basis and “as an unfortunate consequence, the area also becomes viable for criminal activity.” He added that incidents would occur. “I continually engage numerous forums like the Beachfront Safety Sector Forum, Metro Safety and Security and Humewood SAPS and
there are also ongoing programmes that are constantly being implemented and refined to try to make the beachfront safer for all.” When asked what the community could do to help, Biddulph explained that residents could get involved by using the Happy Valley area more frequently, by raising their concerns and “also by lobbying the metro and other authorities to focus on the numerous challenges that face not only Happy Valley, but the greater beachfront area.”

NAF goes bigger, better NEXT week the Northern Arts Festival will be in full swing, and everyone can look forward to much more variety in entertainment. This year, the Northern Arts Festival will have its very first air show. “Due to logistics we had to think of ways to replace the fireworks display we used to have in previous years. I came up with the idea of an airshow, which is something we have never had in this area, and it is bound to be spectacular,” festival director Billy Paulson said. Another brand-new item on the programme is a kite-flying competition, which will also provide lots of enjoyment to participating families. As in the past, the Northern Arts Festival (NAF) will kick off with a gala dinner which is by invitation only. The event, which is known as the Northern Arts Bilson Gala Awards
Ceremony, is a seated dinner, followed by entertainment and dessert. Tickets for this event are R1500 per table of ten, and reservations are required. Paulson is excited about hosting the NAF for the 5th year. “The Northern Arts Festival is recognized as one of the top-rated premier outdoor events, established to highlight the unique culture of the historic Bethelsdorp. “The festival provides a positive economic impact on locally-owned independent businesses, and showcases the wealth of talent found in the Nelson Mandela Bay arts community,” he said. “This three-day weekend event draws over 80 000 festival enthusiasts as well as civic and corporate leaders from across the Eastern Cape region. Entrance to the NAF is free to the public thanks to corporate sponsorships
and grants.” Various artists will set up their stalls, showcasing paintings, sculptures, and hand-made jewellery. The traditional food court will again have something for everyone, and kids can look forward to lots of fun at the “Playland.” This year the entertainment line-up includes many local acts such as Gino Lee, ChapterThree, MCs Earl and Agemi, Lamla Nyondo, Alithia Bester, Amandla Esanda, 3Dee, Stone, Dejavu, Spectrum Dance Crew, Shaido, and dancer Carl-Lee Magnus. Acts from other parts of the country include singer Dawnay, and Freeborn - a band made up of children from Eersterust in Pretoria, ranging in age from 7-13 years. Singer Benny Koen from Cape Town, who has been described as South Africa’s very own Jim Reeves, will appear at the NAF on Sunday, September 25.

Urban Run hosted by PE CLARISSA VENTER ADVENTURERS who want to have absolute fun in the sun, exercising on a unique obstacle course, should not miss the adventure of a lifetime by not participating in Nelson Mandela Bay’s Herald Urban Run. Residents now have the chance to test their endurance during the second Urban Run in South Africa – a 12 km obstacle course, following the first “Urbanathon” in Johannesburg last year. According to Michael Zoetmulder, from Zsports, who is organizing and bringing the marathon to the Bay, this is possibly one of the events where one can have the best fun during a marathon, and experience the city’s Heritage Sites, hence “Urban Run”, along the way. “This is a huge event and having it in Port Elizabeth on the weekend we celebrate Heritage Day is a great honour. Last year the Urban Run attracted about 1 300 participants. And we hope to receive at least 1 000 entries.” Zoetmulder said 10 obstacles will have to be conquered during the route, including climbing over Fort Frederick; climbing through bus tyres; carrying tyres, sliding down a 40 m water slippery-slide and climbing over traffic barriers. “Teams of three may enter and help each other if need be. The race starts at the wellknown Donkin Reserve Monument in Central – located off Belmont Terrace. Then it will go through Govan Mbeki Avenue – which will be the only road cordoned off – eventually also finishing at the Donkin. There will be six water points with energy drinks handed out and the race is three hours’ long before cut-off time at 11am. A prize giving – where Urban Run Trophies will be won, will take place at 11.30am and there will be lucky draws.” Finish line photographs and medals will be won by the first 300 finishers. He said Nelson Mandela Bay Tourism was very excited about the race and have joined in to lend a hand. Supersport will also be filming the event and broadcasting it at the end of October. The shop, which opened in 1976, is finally closing down due to a lack of volunteers. According to Bobby Percival, who was in charge of the shop for the past 35 years, it is really sad, but nothing can be done. “On behalf of Algoa Bay Council for the Aged we thank our donors and our customers for their support and the volunteers for their very precious time.” Percival said without the donors it
would have been impossible to raise funds for the Council. She said times have changed and the fact that more women are working these days basically saw to it that there was a shortage of volunteers.

Facebook helps Framesby Watch CLARISSA VENTER THE Framesby Neighbourhood Watch is now using social networking to fight crime in its area. This Neighbourhood Watch, which was established three years ago, has recently created a page on the popular social networking site, Facebook. Their Facebook group is continuously updated to inform residents of what is happening in the area so that they can be on the lookout for criminal elements in the area. According to Danie Lategan, who established the Neighbourhood Watch together with another Framesby resident, Dirk Erasmus, said they have a committee with eight members on board to help with the administration and organisation. “Three years ago we started with only a few residents patrolling the neighbourhood. “Then we started sending out newsletters with updates and now we are informing residents via Facebook. Everyone is on Facebook these days and it is very accessible.” Lategan added that they make use of twoway radios and that security companies, like
ADT and Atlas, are also on board. “We communicate with the Kabega Park police on a daily basis because we are definitely not a vigilante group.” He added that Framesby High School are very helpful in educating the learners on dealing with situations where they might find themselves in danger. Furthermore, Chris Pieterse, who also serves on the board, said the Neighbourhood Watch has achieved great success. According to him, two burglary suspects who allegedly burgled a house in Sunridge two weeks ago, were apprehended by the police and the Neighbourhood Watch patrol. “We know our next door neighbours and it helps a lot, because we watch each other’s backs.” He said more residents in the neighbourhood can join in keeping the community safe. Receptionist at Morewag Primary robbed at gunpoint A RECEPTIONIST at Morewag Primary School in Kensington was robbed at gunpoint early on the morning of Wednesday, August 31. Just after 6.30am, the on-site caretaker unlocked the school, which is situated in Mary Boyd Avenue. He was unaware that he was being followed by an armed suspect who entered the yard. According to the Atlas Weekly Crime Newsletter, the suspect
headed straight for the reception area and threatened the receptionist at gunpoint. He demanded her handbag that contained her purse, some cash, her credit card and her cell phone. After the robbery, one of the teachers contacted the Atlas security company and reported the incident. But when Atlas and the police arrived at the scene and searched the area, there was no trace of the suspect. No injuries were reported.

Help little Hannah hear
Little Hannah Marshall.Photo: Supplied A LITTLE babygirl’s parents are leaving no stone unturned to give her the ability to hear.
On September 19 a fundraiser is being held for nine-month-old Hannah Marshall, who has severe hearing loss in both ears. The money raised will be used do take Hannah to Cape Town to see various specialists and to test her for cochlear implants. Her parents, Cathrin and Mike, are dedicated to help their baby, who is currently wearing two pink hearing aids, become an independent young girl. “Hannah was born on November 24, 2010 and appeared to be a perfect little girl. But after being at home for a month we noticed that something was wrong,” said Cathrin. “We noticed her eyes were moving differently from those of her three little friends that were born within weeks of each other, and she wasn’t focusing on anything in particular.” At just three months Hannah was diagnosed with Pendular Nystagmus, which is involuntary movement of the eyes. “With this condition comes some form of vision loss. At present we are not sure as to how much she can see, but we can safely say that Hannah can see us. It is also irreversible and she will have to learn how to control the movement as she gets older. Depending on the severity of her vision loss she might not be able to drive a car. This obviously will affect her independence when she gets older,” Cathrin explained. At six months the couple realized that something was amiss with Hannah’s hearing, and they took her to an ear, nose and throat specialist, thinking perhaps that it was just fluid blocking her ears. An Auditory Brainstem Response was done to test her hearing and the result was devastating. Hannah had severe hearing loss in both her ears. “This has been the hardest nine months of our lives, but we can say that we are doing everything in our power to give our little angel the best that we can. It doesn’t change who she is, it doesn’t make her any different, and it doesn’t change the way we love her.” The fundraising event - a comedy, dance and dinner evening with DJ Mike Marshall and comedian Craig Mischief - will be held at the Vitry Road Church Hall, Lorraine, at 7pm. The teams of France and New Zealand met in the final of the first ever Rugby World Cup, which was played at Eden Park in New Zealand. New Zealand emerged the winners (29-9).

THE desire for a competition to determine the pecking order in world rugby was realised following the International Rugby Football Board’s (IRFB) approval for an inaugural Rugby World Cup to be held in New Zealand and Australia in 1987. For this inaugural Rugby World Cup, seven of the 16 places were automatically filled by the IRFB members – New Zealand, Australia, England, Scotland, Ireland, Wales and France – with South Africa unable to compete, because of the international sports boycott due to apartheid. There wasn’t a qualification process to fill the remaining 9 spots with invitations instead sent out to Argentina, Fiji, Italy, Canada, Romania, Tonga, Japan, Zimbabwe and the USA.
1995 This World Cup was hosted by South Africa and in an epic final at Ellis Park the Springboks clinched the final 1512. Francois Pienaar was the captain.

Put on High Heels 4 Horns on Heritage Day CLARISSA VENTER SAVE our heritage: Save our rhinos. And that is exactly what the Miss Summer Heat titleholders from around the country will be doing when they participate in a fun-walk in their high heels on Heritage Day. With Heritage Day being celebrated on September 24, the Miss Summer Heat Eastern Cape 2011, together with all the other Miss Summer Heat titleholders from provinces over the country, have decided to use this day as a way of showing the public how an important part of our heritage is under threat. At the rate that rhino-poaching is happening this year, rhinos might become extinct very soon. South Africa had already lost over 260 rhinos to poaching in 2011. Rhino-

poaching figures are on the increase with 333 rhinos slaughtered in 2010 compared to 122 killed in 2009 and 83 killed in 2008. Karen Dorfling, the Eastern Cape titleholder, is currently working on the joint community project called High Heels 4 Horns. This event entails a 1 km fun-walk in high heels to raise awareness of the plight of the Rhino. The funds will be allocated to the Rhino Conservation’s Mission Rhino, a non-profit organisation in South Africa that is dedicated to preserving both the black and white African Rhino. The fun-walk will take place on Heritage Day at the Sunridge Primary School.The race starts at 9am. The walk is for all ages. Fun prizes are up for grabs for those who participate, including one for the most outrageous outfit (heels included) and there is a competition running through all provinces for the Highest Heels overall. Even those who want to take part and do not want to wear heels are welcome. They will just not qualify for any prizes. Men are also more than welcome to join in the fun. Flea markets selling their goods and foodstalls will add to the atmosphere. Raffles and lucky draws will keep the youngsters busy throughout the day. Educational talks about Wildlife conservation and live entertainment will be offered by the Diva, S’posh (Top 14 finalist in Idols 2010); who will also be the Master of Ceremonies for the day. Entries cost R65 for adults, R45 for students and R35 for scholars between the ages of six and 16 years old. The first 60 pre-registered entrants will receive a free t-shirt. This combination saw to it that a local project manager from Summerstrand, Sandra Pienaar (43), won the Wave-Ski World Championships 2011 in Europe. Pienaar, who started enjoying this water sport in her varsity years, last week said that she is still amazed at her win and that it feels like a dream come true. “I have been wave-skiing since 1987 and in 1989 I participated in the World Championships for the first time.” Pienaar, who is married to the well-known Port Elizabeth advocate, Barry Pienaar, said she never gave
up even though she had come second five times before during the World Champs. “I never give up. I think I am very blessed to be able to do this sport, because there are so many people out there who cannot participate in anything. I want to use all the talent that I received.” She added that if it were not for the support of her mother and husband, she might never have made it. “My mother and I and eleven other South Africans left for Portugal at the end of July and the competition started August 6. I am the only lady who was chosen to participate in this tough competition. Barry could not join me due to his work obligations. “In Europe this sport is very wellknown and therefore the competition is hectic.” Pienaar said the competition was
also very intimidating because there is no age group to participate in. “I competed against participants of which some were as young as 16.” But, Pienaar did not always have it easy. She had to retire for eight years due a medical condition. During her so-called retirement, she started playing golf and ended up playing for the Eastern Cape Provincial team. In 2008 she had to undergo a big colon operation, but this did not cramp her determination. She gave up golf and started wave-skiing, again. “I never give up,” she said again. “There is just no use for giving up.” Pienaar said she trains whenever the weather conditions at sea allow it. She added she also works out in the gym to keep fit. At the moment she is training for the next Iron Man competition.

Cantellé Ferreira is new Kingfisher FM Mrs PE THE new Kingfisher FM Mrs Port Elizabeth was crowned at a gala evening at the PE Opera House recently. “Selecting a top 10, thus eliminating 16 ladies, was very difficult for the judges, and selecting a winner was even more difficult,” said Juanita Smit, pageant organiser. It was the glamorous Chantellé Ferreira, however, who walked away with the title. According to Smit, the judging criteria included a spontaneous personality, confidence and compassion, style and grooming, leadership potential and good communication skills. The newly-crowned Kingfisher FM Mrs Port Elizabeth 2011 will be driving in style in a sponsored Mercedes Benz C Class from Maritime
Motors. Mrs PE and her two princesses will also be spoilt with numerous weekends away as well as study bursaries from Varsity College, Damelin, Millpark Business School and Khanyisela Training. Mrs PE 2010, Lee-Ann Speirs, a social worker at Aurora Hospital, has now qualified as a Mrs South Africa 2011 finalist, and will compete for the national title in George in November. According to Smit, this year’s Mrs Port Elizabeth contestants have worked tirelessly to build the first phase of the Imfundo Pre-School in Malabar Ext. 6, so that children who are aged 3-6 years can be in a nurturing, educational environment. Kingfisher FM Mrs PE will also have the support of Kingfisher FM during her year of reign for her fundraising projects.

“The tenant’s rights are protected in the Act, which also provides that the parties may not waive these standard provisions in the contract.” Regarding the issue of the initial deposit, says Vermaak, the Act states that a landlord is obliged to invest it in an interest-bearing account. “After paying the deposit, the tenant can request proof that it was invested with a financial institution.” The proceeds from this investment are to be repaid to the tenant at the termination of the lease, less any justifiable deductions, says Vermaak. “In this instance, our reader can approach the Rental Housing Tribunal for help.” Vermaak says the tribunal was established in terms of the Act as a specific forum for aggrieved parties to a lease agreement. “A so-called unfair practice is defined as any act or omission by a landlord or tenant in contravention of the Act, or a practice which unreasonably prejudices the rights or interests of the relevant party.” According to Vermaak, the reader also has the option of consulting an attorney who will address a demand to the landlord to provide the required information. “However, if the tenant requests a written agreement from the landlord, he or she is obliged to provide one.” A written agreement simply makes it easier for both parties to know and understand their respective positions, says Du Toit. “It would probably clarify the situation regarding improvements made to the property, such as the fitment of a satellite dish, and what happens to such improvements when the tenant’s lease ends.” Upon expiration of the lease, Du Toit says the Act states that the parties must arrange for a joint inspection of the property, which should take place within three days prior to the termination date. “This will allow them to ascertain what damage, if any, was caused while the property was occupied by the tenant.” The landlord is then allowed to rectify any damages but, says Du Toit, has to provide the tenant with receipts if requested to do so. This means that the reader can request a breakdown of the costs from her landlord, says Charlotte Vermaak from Chas Everitt in PE. Vermaak says it is simply not acceptable for the landlord to keep a portion of the deposit without a justifiable expense having been incurred.

A reader explains that she moved into a flat and was required to pay a deposit of R2 000 into the landlord’s account. Some time later, she gave notice and subsequently vacated the flat. Upon leaving, the reader was advised by the landlord that her satellite dish was not to be removed. He also informed her that he would use R500 of her deposit for repairs and painting. The landlord also kept an additional R500 without providing a reason. Ultimately, he only repaid half of the reader’s original deposit and she would like to know what she is entitled to in this regard. Rian du Toit from DTS Attorneys in Port Elizabeth says the Rental Housing Act provides the guidelines for determining what the rights and responsibilities of the parties to a lease agreement are. “The reader says she asked the landlord for a written agreement on more than one occasion, but never received it.” Du Toit says the Act confirms that a rental agreement does not have to be in writing to be considered valid.

Organisers have announced an all-star lineup of over 50 sporting icons and entertainers, who will make up the six-a-side teams doing battle in the name of fun and charity. Following the success of last year’s inaugural event in PE, Kemsley Park has been chosen as the new venue for the kick-off of the nationwide tour. Thereafter, the road show will visit Bloemfontein (October 16), Randburg (October 23), Pretoria (November 5), Durban (November 19) and Cape Town (November 26). Although the format resembled that of the Hong Kong Sixes, organiser Laurence Finn said the public could expect to see rugby, soccer and cricket World Cup icons go up against Olympic athletes and entertainers. Makhaya Ntini heads up the host of famous faces that includes fellow cricketers, Dave Callaghan, Kenny McEwan, Pieter Strydom and Rudi Bryson, who will each captain a side. Some of the most recognisable rugby names in the squad are Springbok legends, Danie Gerber, Robbie Kempson and De Wet Barry, and EP Kings players, Rory Duncan, Mzwandile Stick and Jaco van Schalkwyk. They will be joined by Olympic pole-vaulter, Okkert Brits, javelin thrower, Philip Spies and former national superbike champion, Arushen Moodley, among others. THE past weekend Algoa Offroad Club hosted their 4th event of the year at the Lloyds Brickworks Clubhouse just outside Port Elizabeth. The route turned out to be a tricky one as the attrition rate was quite high. Despite this the riders enjoyed the new route extremely. The cars started first in the morning and did three of the 30km loops. Eventually Pieter Lombard and Stephan Potgieter came out tops followed home by husband and wife pairing of Seun en Anne-marie Castelyn. These two are also in a tight battle for championship honours. The quads were next and top spot in the Open Class went to Heinrich Stapelberg. In second were Chardri Monk and third Morne Ferreira. Frans Stapelberg won the Seniors Class and was

SEBASTIAN Vettel’s double world champion status seems a mere formality after a dominant win in Italy. A more emphatic statement of intent will be hard to come by. And that at a track Red Bull was never touted for victory. The fist corner erupted in chaos as HRT’s Liuzzi arrived sideways into the first chicane. As carbon fibre rained down from the mass pileup, several drivers, including Mercedes’ Rosberg, had to retire from the Italian GP. Fernando Alonso energized the fanatical Tifosi by spectacularly snatching the lead of the race. But the euphoria would be short-lived as Vettel swept past the Ferrari, around the outside of Curva Grande, to re-take the lead of the

race. The rest of the champion-elect’s race was decidedly lonely as he scampered off into the distance towards his second victory at the famed Autodromo di Monza. It may be too early on in his career but Sebastian Vettel is already drawing comparison to the likes of Schumacher, Senna and Prost. Some may say that he hasn’t earned the right to be compared to such legendary champions and statistically speaking they would be right. It is, however, not the numeber of victories or pole positions that makes Vettel comparable but rather the manner in which he has done so. His 18th victory puts him 13th on alltime list and level with Kimi Raïkkönen. Suggestions that he is unable to race wheelto-wheel were crushed as he swept past Fernando Alonso, with two wheels on the grass, for the lead of the race. He is in possession of the best car on the grid, which certainly makes his life much easier. However, any car, no matter how good, still needs to be driven around the track and no one does it better than Vettel. You don’t see Mark Webber up there do you? Michael Schumacher proved to be the fly in Lewis Hamilton’s ointment as the McLaren driver was unable to overtake the Mercedes for several laps. Though Hamilton attempted to pass on more than one occasion, you can’t help but think that if this were 2010 he would have ‘banzai-ed’ his way past within the first two laps.
It may be a case of Hamilton being too afraid to overtake for fear of ending up in the barriers…again. Perhaps Jenson can give Lewis a few tips after he pulled off a scything move, on Schumacher, into the Ascari chicane. Schumacher eventually finished fifth to Hamilton’s fourth. While teammate Vettel strolled to his second Italian GP victory, ahead of Button and Alonso, Mark Webber further compounded his miserable season by clashing with Felipe Massa at the first chicane and ultimately bringing his race to an end in the barriers a few corners later. Third place at Monza was a valiant effort by Fernando Alonso. The fact remains, however, that the team was nowhere near contention for victory at any stage. Any realistic chance of securing the 2011 title has all but evaporated and it’s likely that the team will now shift focus to 2012. The question remains – what do Ferrari need to get back to the top? Rory Byrne was lurking around the garage this past weekend; they would do well to get him back on board. But it seems Ferrari are determined to plot a future without looking back. They may yet return to the top in 2012 but this is now and as the saying goes – you’re only as good as your last race. On that note, Sebastian Vettel’s victory in Italy means that he is perfectly placed to clinch his second driver’s crown two weeks from now in Singapore.

WELL, talk about “naelskraap”! It doesn’t get much closer than that! Eish – 17-16! One point – and to have to come from behind with just five minutes remaining. Without him last Sunday and his bold decision to go for a corner lineout, the Boks, without the resultant winning try from young Francois Hougaardt, might have had cause to look back on a black weekend of wasted opportunity. The Boks now have three days in which to work on their shortcomings before taking on the unpredictable Fijians, again in Wellington’s “Cake Tin” stadium on Saturday. It probably will be easier to take care of Fiji, but Peter de Villiers’ team must be careful not to fall into the trap of complacency, for beating the Fijians most certainly won’t be a piece of cake!

Celebrate Heritage Day with 5km fun run FAMILIES looking for something to do on Heritage Day on September 24 can participate in a 5km fun run - a brand-new event sponsored by Algoa Bus. The Algoa Bus Heritage Day event is specifically aimed as a family outing, so babies in prams, kids, the dogs, grandparents, and aunts and uncles are all welcome. The start/finish is at King’s Beach. Only 2.5km will be on Beach Road, as the route takes a dog- leg at the old Something Good
roadhouse and brings participants back on the cycle path. The start is at 7am, with prizegiving at 8:15am, which is also the cut off time. The first 600 finishers will receive a medal, with gold going to the first 10 male runners home, and gold to the first 10 females over the line. The next 100 participants will receive silver, and the balance bronze. Junior runners are encouraged to enter, with a whole category of
