Opposition accepts budget conditionally Service increases

These are among the conditions the DA are setting in order for them to support the proposed tariff hikes in the Nelson Mandela Metropolitan Municipality’s Draft Budget. The budget has to be approved before June 30 as the hikes will come into effect on July 1. According to the draft budget that has been tabled, residents will have to pay municipal increases of double the inflation rate from July. The proposed increases include 13% for sanitation, property rates and refuse removal, while electricity will increase with 11.03% (see page 2 for the full story on the new electricity tarfff structure). According to Leon De Villiers, caucus leader of the DA in the metro, they as the official opposition have no option but to accept the proposed increases as “the metro’s finances are in such a sorry state”. “But we are only willing to accept it conditionally. The municipality is spending more than they are bringing in. In the past years the metro has not succeeded in increasing their revenue and therefore the only option they have is to cut costs,” said De Villiers. One of the first conditions set by the DA is that the metro should address the theft of over R47 million in electricity (R7.8 million per month) over a six-month period from July 1 to

December 31 last year. “This huge loss was discovered in February already and to date nothing has been done to address this. They expect rate-payers to pay more for electricity but are not doing anything to curb the huge losses,” said De Villiers. Another condition the DA has set is that non-essential spending, such as the sponsorship of soccer teams, sporting events and festivals, must be eliminated. “How will the metro be able to explain to Walmer residents that they have only budgeted R500 000 for the eradication of the bucket system while they pay a team such as Maritzburg United, which is sixth from the bottom of the log, R750 000 per game that is played at the Nelson Mandela Bay stadium,” said De Villiers. According to De Villiers, the metro has committed R30 million to host the Afcon Cup. Another condition is the removal of political appointments and the replacement of non-core and non-productive employees. “We need more critical posts to be filled, such as technical support positions in the area of service delivery, and to make sure that people are employed where we critically need them. We must support our infrastructure, such as water and electricity,” said De Villiers. De Villiers said that non-productive staff, especially in the traffic department, must be made productive or replaced.

High increase for big domestic electricity consumers BETTIE GILIOMEE THE Nelson Mandela Bay Metro Municipality will from next month implement the IBT (Inclining Block Tariffs) system in charging their domestic users for electricity. This will result in people who use more electricity paying more for a kWh-unit of electricity. According to municipal spokesperson, Kupido Baron, the IBT will be implemented for domestic electricity consumers with both conventional and pre-payment meters as from 1

July 2012. Those who use only 350kWh per month will pay the existing rate, while those using around 658kWh per month will face an 11% increase. Domestic consumers using 1 000 units a month will see a 21.40% increase in their electricity bill. According to Baron, only 10% of domestic consumers in the Metro are consuming on average more than 660 kWh. “It will be more beneficial for consumers to purchase their monthly consumption instead of buying bulk electricity at a higher tariff,” said Baron.

Hobie safety initiative launched ZELDRÉ SWANEPOEL THE Hobie Beach parking area will from this week have new, authorised and accredited car guards who will keep the area safe. The area has previously been plagued by illegal car guards and car washers. This private initiative is endorsed and supported by the Metro Safety and Security and Humewood SAPS who will be assisting with law and bylaw enforcement whilst the programme is bedded in. “This is a significant step forward in dealing with the many challenges that have afflicted our number one tourist area in the metro,” said Ward 2 DA Councillor Dean Biddulph, who played a significant role in getting this initiative off the ground. “I would like to encourage the public to throw their weight behind this effort in supporting the accredited and authorised car guards that will be deployed this week. They will be very easily identifiable and wearing uniforms.” Biddulph added that clearing out the illegal car guards and car washers will not be an easy task, and urged the community to no longer allow them to watch or wash their cars. “We will really need a lot of assist-

ance in the first three or four weeks clearing out the illegals and in bedding down the initiative.” Bartho de Vries, owner of Bluewaters Café, whose clientele were also affected by verbal abuse from the previous illegal car guards, added that “this

is going to be a tough struggle, but it can be won. We need to support one another and circulate the channels of contact to report any trouble. Together we will get this implemented. I am looking forward to a better-controlled beachfront.”

Dit is die boodskap van ’n bejaarde vrou (71) van Mount Pleasant wat verlede Vrydag hier deur jongmense beroof is van twee trouringe en twee verloofringe. Sy verkies om anoniem te bly uit vrees vir viktimisering. “Elke keer wat hulle my besoek het, het ek gesê ek stel nie belang nie en hulle moet my uitlos,” sê die vrou. Die eerste keer was sowat vyf maande gelede. ’n Netjies-gekleede man het aan haar deur geklop en gesê hy en sy vriende, waarvan twee in hul motor gewag het, is van Kaapstad en hulle sukkel om werk te kry. Vir ’n inkomste het hulle glo goud gekoop en verkoop en hy het gevra om haar ringe te sien. “Ek het niks vermoed nie, want dit was netjiese, ‘oop-gesig’ kinders. Ek skat hulle so in hul vroeë twintigs,” vertel sy. Alhoewel sy hulle die eerste keer al mooi laat verstaan het sy stel nie belang nie, het hulle haar weer en weer besoek. Sy het hulle nooit in haar huis toegelaat nie en altyd by haar kamervenster met hulle gepraat. “Ek gebruik ’n loopring so

almal weet hulle kom na my kamervenster in plaas van my voordeur.” “Hy het my een keer probeer uitlok en ’n R1 000 aangebied, maar ek het hom afgelag en gesê hy moet my nie onderskat nie.” Na ’n gesoebat tydens hul vierde besoek, sowat twee weke gelede, het sy besluit om ’n paar horlosies waarop sy die vorige week in haar kaste afgekom het, te gaan haal sodat hulle daarna kan kyk. Hy het haar weer gesmeek om haar ringe te sien sodat hy dit kan weeg en die markwaarde bepaal. “Toe ek omdraai om die ringe te gaan haal, het ek gehoor iemand fluit, maar geensins iets vermoed nie. Nou besef ek dit was ’n teken aan die mede-pligtiges dat hy die ringe gaan sien.” Sy het die ringe gaan haal, dit op die vensterbank neergesit en toe sy weer sien het hy met ringe en al die hasepad gekies. “Hy het seker nie eers drie treë gegee nie, toe is hy oor die muur en weg,” vertel sy. “Ek het niks vermoed nie. Ons ou mense dink ons het kastig mensekennis, maar dan is dit nikswerd.” “Nou is my kind se erfporsie daarmee heen en ek was van plan om dit vir haar oor twee weke te gee wanneer sy hier kom kuier.” Volgens haar buurvrou ry die “goudsmouse” glo in ’n wit Corsa met ’n CY nommerplaat en het hulle al by haar ook aangedoen.

New Korsten rehab centre expands ZELDRÉ SWANEPOEL THE Survivors’ Lifeskill Centre in Korsten is expanding after an overwhelming increase in patients due to an article that appeared in the Port Elizabeth Express in May. The Survivors’ Lifeskills Centre was established by Mohamed Mayet, who also fought with addiction years ago. His method of rehabilitation is very popular as it contains a full herbal detox, with no prescribed medication. A building in Highfield Road, not far from the Survivors’ Lifeskills Centre, is now being renovated especially to accommodate female patients. The new building will provide both rehabilitation and recreation facilities for girls and women. Omar Mallick, a contractor, has donated material and workmen to renovate the building. The first Survivors’ Lifeskills Centre caters only for male patients and is run on Muslim prin-

Shakespeare’s ‘sisters’ at Collegiate TWO learners from Collegiate, Elizabeth Smith (Grade 12) and Saadiyah Mayet (Grade 10), have both proved their literary prowess and ability to think critically and write creatively by being placed in the top 50 candidates of the annual De Beer’s English Olympiad. Smith has the added distinction of being one of the top 15 candidates. This is no mean feat as this

annual English Competition, organised jointly by the Grahamstown Foundation and the South African Council for English Education, attracted a nation-wide entry of 7367 candidates from Grades 10 to 12. The theme of the examination this year was “When Urban meets Rural”, and the anthology, entitled “Small Town, Big Voice”, featured three South African poets. Phillip Barton, CEO of De Beer’s Consoli-

dated Mines who sponsors the Olympiad, had this to say about the impact of the competition: “Our country’s future success will be determined by our ability to communicate the needs, aspirations, and concerns of all of our people, both nationally and on the world stage. Pearson girls perform overseas for talent scouts they will spend the first three days of their trip in New York. Charlotte left last week Saturday for some final training with an agent in Johannesburg and Mikaela joins her this week after her Grade 11 exams. They will fly to New York on 19 June. Charlotte’s specialities are Musical Theatre and Broadway, while Mikaela’s are modelling and film. Their drama coach, Linda-Louise Swain, said “they have both proved themselves and have come out tops in various strenuous national rounds and if any two girls should crack the big time, it should be these two.”

Metro’s firstever Senior Citizen of the Year sought BETTIE GILIOMEE THE Golden Oldies Fundraising Club has joined forces with the Algoa Bay Council for the Aged, to arrange and host the first-ever Senior Citizen of the Year awards during 2012. In keeping with the main objective of Algoa Bay Council for the Aged, which is to promote active ageing, nominees must be 70 years or older and still be active in their

respective communities. These are senior citizens who make a difference in the lives of others and who go above and beyond in all spheres in their communities. According to Juanita Krauspe, one of the organisers, the main objective of Senior Citizen of the year is to honour older persons for the active role they still play in their communities. “There are many amazing older persons out there who are doing great things in their communities and not being recognized for it.

Since I have sent out the nomination form I have heard of people over the age of 70 who are still so very active that I cannot wait to meet these wonderful people,” said Krauspe. Nominees must be at least 70 years of age on 30 September 2012. Retired politicians and vice-regal officers will be considered for work undertaken in addition to their official duties. Fabric painting workshops this holiday THIS holiday, the Nelson Mandela Metropolitan Art Museum is offering everyone the chance to turn old clothing into a funky new range for their wardrobe. With a few colours and a suitable brush, fabric painting can give one’s wardrobe and home a brand-new look. It enables one to create one-ofa-kind clothes and also bring life to plain curtains, cushion covers and table cloths. The workshop will start with a tour of the exhibitions on show, which will help participants to get their creative juices flowing. They will then proceed onto painting a unique design on their chosen piece of fabric.

Harvest Christian School needs public support to fulfil their mission PE EXPRESS REPORTER DURING the June school holidays a few teachers and children from the Harvest Christian School will be going on two social upliftment outreach programmes - one in Cape Town and the other in the Bergville area in the Drakensberg Mountains. “In addition to the school’s local missions programme in PE, we believe the Lord has also called us to have a responsibility in reaching out to other parts of South Africa,” said the Mission Coordinators.

The students will be prepared and equipped to do a variety of outreach activities, such as running holiday clubs for 100 to 180 kids, assistance with church services and completion of practical work. The students are working hard in many different ways to raise their own finance for the trip, but any support - financial or material - that the public are willing to give, would be much appreciated. Although there have been Citroën station wagons in South Africa before, there has never been an SUV. The newcomer, the C4 Aircross, is a five-seater with a choice of two- or four-wheel drive with three trim and equipment levels: Attraction, Seduction and Exclusive. All models are powered by a 2-litre naturally aspirated petrol engine developing 113kW of power and 198N.m of torque. The Attraction and Seduction models are equipped with a five-speed manual transmission, while the Seduction and the range-topping Exclusive are available with a continuously variable “automatic” transmission. The intelligent 4WD on demand system is available on the range topping Exclusive model. The C4 Aircross was unveiled at the Geneva Motor Show in March, so its local debut is only months after its world premiere. In true SUV fashion this new model features a raised driving position, giving a clear view of the road, with the controls and instruments ranged aroundthedriverinanefficient,ergonomicfashion. The steering wheel houses controls for the audio system on all models, with cruise control and Bluetooth hands-free telephone operation on Seduction and Exclusive models. A multi-function onboard computer provides the driver with information regarding the current and average fuel consumption, range on remaining fuel, average speed and distance covered.

Comfort and convenience features include manual air conditioning on the Attraction, with climate control in the other variants, together with automatic switching of the headlights and windscreen wipers and rear parking sensors. Besides accommodating up to five occupants, it houses a host of storage compartments. The large glovebox is lit and chilled (by the automatic air conditioning), while the front and rear armrests have two cup holders each. A 12V socket, USB port and auxiliary audio jack are all included in the standard specification on the top two variants. The rear seat backrests are split 60:40 and can be folded flat to increase luggage space, which is already generous at 384 litres with a full size spare wheel chosen especially for local road conditions and consumer demand. There are a varying number of airbags depending on the specific model and this begins with driver and front passenger airbags for the Attraction, while the other models also get side, curtain and a driver’s knee airbag. Anti-skid ABS brakes with electronic brake force distribution (EBD) and emergency brake assist (EBA) are standard on all models, while the Exclusive also gets an electronic stability programme (ESP) with hill start assist. The Citroën Aircross range is covered by a 3year/100 000km warranty and a 5-year 100 000km service plan with the option to upgrade the warranty to 5-years/100 000km, while FreeDrive, includes the extended warranty and also incorporates a 100 000km maintenance plan.

Run, cycle to help man get treatment for cancer BETTIE GILIOMEE PEOPLE who are fit and able to cycle and run are encouraged to use their good health to help a local man in his fight against a very rare and aggressive cancer.

Spearheading this campaign to raise funds for the Michael Hoskins Giddy Fund are two local athletes, Sharon Jessop and Bev Darlow, who will on Saturday June 23 not only be running in the Heartbreak Hill 21 km race but will also afterwards do a 3-hour Spinathon at the Virgin Active in Lorraine. and if you are brave enough to support the spinathon you will receive a Tshirt,” said Bev. They aim to raise R100 000 for Michael Giddy who has Adrenal Cortical Cancer, an extremely rare cancer. According to his wife Lene Giddy, it is an incurable cancer and he needs to be seen by a specialist in Michigan, USA, who specializes in this type of cancer as local doctors are not as knowledgeable about this very rare cancer. Michael was diagnosed in November 2010 at the age of 30. He had kidney stones and the tumour was incidentally found on a CT scan. “It was a big blow to us, having three kids. Since then he has had three major surgeries, that have left him with one kidney, no spleen, part of diaphragm removed, part of a pancreas and parts of muscle removed, as well as a left adrenal gland removed,” said Lene. Mike has also undergone radiation therapy and is currently taking a chemotherapy pill, Mitotane, which is not registered in South Africa, because it is a Section 21 pill. “He is taking 14 of these pills a day. This is not covered by the medical aid. The costs are about R3500 a month,” said Lene.

“The therapeutic levels have to be tested regularly, but this can’t be done in South Africa and it must be sent to Paris, France. They have offered their services for free, but we have to pay for the courier costs of this. “Our main aim is to go to Michigan, USA. Here we would like to have a consultation with Dr Hammer. He is at the forefront of research of this cancer. Although there is no cure, he would be able to work out a proper treatment plan and improve quality of life due to the numerous side-effects of the chemotherapy pill,” said Lene. “We have used so much of our resources already. We have had wonderful support from family and friends. And his parents have helped us financially a lot. Family has gotten us through since the diagnosis. We need to leave as soon as possible and we are aiming at leaving in the June/July school holidays,” said Lene. Kobus Wiese at dinner for young Karateka to go to World Champs SOUTH African rugby legend Kobus Wiese will be the guest of honour at a fundraising dinner for a local brother and sister who have been chosen to compete in World Karate Championships in Brazil. Hamilton in seventh heaven NATALIE LE CLUE IT’s never been an easy sport to predict but Formula 1 has, for the most part, run to some sort of pattern. In 2012 there are no patterns and no rules as the record-breaking run continues with winner number seven. The majestic Gilles Villeneuve circuit set in the St Lawrence Seaway has for many years been

famed for throwing up unexpected results. At this 43rd edition it wasn’t a safety car or inclement weather that turned the tables but rather the familiarly volatile Pirelli tyres. Whatever the protagonist was, it ensured that the magical start to 2012 continued with yet another, a seventh, different winner in the first seven races of the season. The Canadian GP looked for all money as if it would be a procession as Sebastian Vettel easily led away from his 32nd pole position. Lewis Hamilton and Fernando Alonso seemed just able to

Grosjean’s outstanding performance further underlines his determination to make the most of his second chance in Formula 1. After starting fifteenth, managing a one-stop strategy and out-performing both Ferrari’s in his Sauber, it seems Checo is determined to make Luca eat his words. While Vettel eventually managed fourth, ahead of Alonso (5th), Nico Rosberg (6th) set fastest laps to fend off Mark Webber (7th) and Kimi Raikkonen (8th). In the other Sauber, Kamui Kobayashi finished ahead of Felipe Massa who took the final point on offer after recovering from an early spin. Jenson Button’s mysterious lack of pace relegated him to 16th place, a lap down. There were surprisingly few retirements but somehow Michael Schumacher again drew the short end of the stick. The Mercedes driver joined the retirement list after his DRS failed and stuck open. Lewis Hamilton delivered a perfectly balanced drive – mature, on the edge, but in total control. He could have passed Fernando Alonso earlier than he did, and twelve months ago he would have sent one up the inside of the Ferrari and hoped for the best; but the impetuous, hot-headed Hamilton was nowhere to be seen. Instead a patient, mega-fast Lewis Hamilton bided his time and took his opportunities the moment they were presented. Welcome back Lewis!

The glory was shortlived, however, and as Alonso and Vettel’s tyres started giving up, Hamilton easily slashed the gap to both. By some two seconds a lap he demolished the gap and quickly swept past the pair of them (Vettel on lap 62 and Alonso on lap 65) and back into the lead of the race. COLLEGIATE girls are certainly coming to the fore on the sports field. Matric pupil Jamie-Leigh Michau has been selected for the South African Schools’ Tennis team and will be winging her way to Scotland to participate in a tournament during the July school holidays. Grade Eleven pupil Ashleigh Schepers, who is part of the South African Schools u/19 squash team, jetted off to Malaysia on Thursday May 24 . Fellow Matric pupil Toni Marks is training hard with the South African u/21 hockey squad who are hoping to participate in the World Youth Games in India in February 2013. Apart from girls on the courts and the fields, Collegiate is also proud of grade 8 pupil Cayla Stuthard who has been selected for the South African National Junior Protea Karate team. The team will be travelling to Teresina in Brazil during July to participate in the WUKO World Karate Championships.

Kyle Cunningham (9) has been named his school’s hero, as part of Pick n Pay’s Schools Club campaign whereby schools nominate a learner who inspires his peers and teachers. Kyle was born with a disabili ty where he has only one hand, but it hasn’t stopped him from becoming an outstand ing cricket player. He is an allrounder and also the vicecaptain of the U9 team. Don’t damn Hougaard, please MICHAEL SHAFTO SPRINGBOK coach Heyneke Meyer looked as if he’d swallowed his tonsils. The anguished cry as the camera’s focus switched to him in the coach’s cubicle at Durban’s Kings Park seemed to confirm it! The cause, shortly after the halftime break, was what some experts saw as a rash, youthfully exuberant decision by Francois Hougaard to “tap-and-go” a penalty awarded to the Boks, close in and bang in front of England’s posts, just minutes into the second half. Meyer was clearly exasperated. Yet the supposedly undisciplined decision so nearly produced what would have been an easily convertible try. The score at that stage was 6-6 – and could have been 13-6. Meyer will have to learn to live with those kinds of decisions – note not “mistakes”. The coach, by his own admission, has empowered his players “to express themselves”, and this is what Hougaard had in mind: a converted try would have given the Boks nice breathing space at a crucial time on the clock. Please let’s not hear: “Fourie (Du Preez) would never have done that!” And talking of scrumhalves – was the 20-minute cameo from Ruaan Pienaar not thought-provoking? His time in Ireland seems to have transformed the former Sharks player into an even smoother performer than be-

fore. Now for Ellis Park, where they drink lots of Coca-Cola, apparently. Jokes aside, this threematch affair against England could be hotting up to a contest of high drama. In truth the 22-17 scoreline flattered the men in white. Its closeness was aided and abetted by a strangely off-day with the boot by Morne Steyn. Usually he’d have slotted the two missed conversions blindfolded. The try at the death by Ben Foden, after the fulltime hooter, caught the South Africans napping and gave England’s efforts a more respectable look than the 10-point margin moments earlier. But don’t get the wrong idea. This England team is no pushover. To make that mistake – though the perfectionist in Meyer’s coaching makeup is most unlikely to allow it – would be dangerous. Making the first Springbok try, with an incisive outside jink, and the ball then swinging back infield for Morne Steyn to score; then crossing himself for the team’s second try, capped a busy day for new captain Jean de Villiers. With the possible exception of mercurial Bryan Habana, De Villiers undoubtedly was the test’s most effective three-quarter. On a day when most things worked, another telling plus for the new coach was the solid work of new-boy locks Eben Estebeth and Juandre Kruger, and flanker Marcell Coetzee. Man of the Match, Willem Alberts – as Meyer seemed always to know he would be despite some raised eye-

brows – was, no not “awesome”, simply superb. There aren’t likely to be any changes, except perhaps Pat Lambie at fullback, but it is strange how opinions differ. One critic among the TV experts called Pierre Spies subdued and not very effective. Nick Mallett, who was himself a No 8, and captained and later coached the Boks, thought he did “an excellent job”. Just shows: You can’t please all of the people all of the time!

Walk in high heels to save the rhino IT’s time again for men and women, young and old, fit and not-so-fit to dust off their high heels for a fun walk to save the rhino. After the success of the High Heels 4 Horns Fun Walk, which was started last year by the Miss Summer Heat 2011 titleholders, the event will again be held this year. The Miss Summer Heat provincial 2012 titleholders, Anele Ngizela (Miss Summer Heat Eastern Cape) and Susan Schoeman (Miss Summer Heat Teen Eastern Cape) have arranged the Eastern Cape High Heels 4 Horns fun walk to take place at Andrew Rabie High School on Sunday 17 June at 10am.

There is no entry fee as such. All participants are, however, asked to find people to sponsor them to walk. The minimum sponsorship required is R40. The 2km walk is planned to be fun and will not require any specific training or energy levels; all ages and all fitness levels will be able to participate. There will be fun prizes up for grabs for those who participate, including one for the most outrageous outfit (heels included) and the highest heels.
