R
ESIDENTS may have to brace themselves for steep increases when the new municipal service charges come into effect on July 1 this year. It is expected that electricity will increase with a massive 25%, while rates and service charges are set to increase with between 12% and 14%. This according to information received from DA Ward 2 Councillor, Dean Biddulph, with regard to the 2012/2013 Draft Budget that will be tabled at a joint meeting of the Mayoral Executive Committee and Budget and Treasury Committee on March 14. An outraged Mr Kobus Gerber, chairman of the Rate Payer’s Association in the metro said, “I find it ironic that the Municipality would table such proposed increases while the previous increases are still being disputed”. According to him the increased bankruptcy of businesses, leading to excessive job losses should indicate that the metro’s economy cannot sustain any further increases. “They are only impoverishing the public and halting the economy”. Gerber said in difficult ecomic times, rates payers need alleviation, but instead the municipality is “milking the cow dry”. “Should they hike rates and taxes further beyond the means of individuals and businesses, the economy
will undoubtedly be destroyed beyond repair”. He said the reason for the steep hikes is directly related to misappropriation of funds and bad business decisions by municipality individuals. “The metro should be run like a business, but the people in charge have no business skills or clue of how to run it successfully. Projects are approved to the value of millions of rands and then either fail halfway through the development phase or are completed and result in very expensive white elephants all around town”. He said the only way in which the situation can be turned around is if individuals within the municipality is brought to justice for bad decisionmaking resulting in emptying the public’s pockets to make up for losses. Gerber said the rate payer’s association currently has 18 actions against the municipality and hopes to bring all of these to court successfully. “We will be doing everything within our power to keep these increases to affordable levels,” said Biddulph. “The Nelson Mandela Bay Municipality had spent 19,5% of its total budget of just over R8 billion by the end of the first quarter of the current financial year. Figures released by the National Treasury indicate that this figure is slightly higher than for the same period last year. The figures show that the Metro had spent R1.4 billion of its operating budget of R6,6 billion and R126,4 million of its capital budget of R1,4 billion,” said Biddulph. Municipal spokesperson Kupido Baron declined to comment.

Die metro se aanpassingsbegroting is op die vergadering ter tafel gelê. Volgens Naran het die tesourie slegs 24% van sy R563,8 miljoen-begroting bestee. Manager of training centre ‘promising work on cruise ships’ arrested for fraud BETTIE GILIOMEE THE MANAGER of the Cape Computer Training and Skills Development in Port Elizabeth, Gwendoleen Walsh (30), was arrested last week on several charges of fraud. This has left several students who paid thousands of rands for training they underwent with the alleged promise of work on cruise-liners in the lurch, as well as students still busy with their training. On Friday, several students arrived for their final tests at the offices of the training centre in the Westway Centre, only to be met by a closed door. According to police spokesperson, Capt. Sandra Janse van Rensburg, Walsh was arrested last week Monday in connection with several cases of fraud. She appeared in court on Tuesday and was released on R500 bail. “The case has been postponed to April 13. We appeal to other people who could have been victims as well to contact the investigating officer, w.o. Makahula, at Mount Road Police station,” said Janse van Rensburg. The Centre advertised their courses on the internet as well as in local newspapers, offering courses varying in duration between 2 weeks and 1 month for between R1 000 and R3 000. These varied from 2-week courses in call centre operations, flight attending, cruise ship attending, bank telling and book-keeping to 1-month courses in computer repairs and another in project management. According to the mother of one of the students, who prefers to remain anonymous, she started becoming suspicious about the training centre, when she heard that the student had to pay his fees into Walsh’s personal bank account and that the receipt giv-
en was written on a receipt book which can be bought at any stationery shop. “He attended the bartending course – at a cost of R3500 – for two weeks in December last year and was promised a contract for work on a cruise ship if he obtained good marks. He attended about six or eight lectures and then wrote his test. He obtained a mark of over 90%,” the mother said. Their runaround with the centre started, however, after he wrote his test and was due to board the ship. He was asked by the training centre to supply several certificates such as a swim certificate, police clearance certificate, visa application, and medical certificate. “He was given only two days to obtain these documents over the Christmas weekend before the ship’s departure on the following Tuesday. “When he contacted them to get details of his departure, the offices were closed and they did not answer their cellphones. When he eventually got hold of Gwendoleen she said he was too late with his documents and that’s why the ship had left without him. “After we confronted her, she agreed to pay him back and said that all the students would get their money back. “To date he has only received R1 000 back of the R3 500 he spent. Not to mention all the money he spent on all the documents they required. “He works as a waiter in a restaurant and worked extra shifts and long hours to save the money for the course. He doesn’t have a car and walked home many a night after midnight. It might not seem like a lot of money to some, but he worked hard for that money,” said the mother. According to the mother, her son received an sms from Walsh about
two weeks before her arrest promising that she would refund him and asking him to send his bank details. According to a tenant in the Westway building, who prefers to remain anonymous, he has been inundated with enquiries from unhappy students who cannot get hold of the Training Centre’s staff. “The police were here last week Monday morning and since then their offices have been closed. On Friday there were several students wanting to know what they must do as they were supposed to write their final tests,” said the tenant. Dr Felicity Coughlan, Director of the Independent Institute of Education, said that prospective students should always check the status of the institution at which they wish to register prior to enrolling or paying any money. A list of registered private higher education institutions is available on the SAQA website at www.saqa.co.za, which is an up-todate website. “Students should also check the accreditation of the qualification for which they wish to register,” Coughlan advised. “If they cannot give answers with regard to their registration and accreditation, then they are not registered and accredited. And even if they do give these details, it should also be checked out as many give false information,” said Coughlan. But Coughlan warns that students should go further than ensuring that their institution is registered and accredited. “In both the public and private sectors, students will do well to visit campuses and speak to existing students to ensure that the institution will meet their specific needs,” Coughlan said.

Metro trek uit Kwantu Towersgebou HELGA VAN STAADEN Die Nelson Mandelabaai-metropool kan die kantoorruimte in die Kwantu Towers-gebou vroeer ontruim as hy wil, maar die eiendomsmagnaat Yusuf Jeeva gaan hom aanspreeklik hou vir verlies aan inkomste. “Hulle het nie rede om uit te trek nie, maar dankie tog. Hulle kan trek as hulle wil, maar ek gaan hulle verantwoordelik hou vir die maande tot die kontrak verval,” het Jeeva gesê. Die metro het vroeër die maand ’n skrywe aan die maatskappy Afri-
corp International Properties gerig waarin hy sy voorneme uitstippel om die huurkontrak te beëindig. Dit vorm deel van ’n resolusie wat die raad verlede jaar geneem het om alle twyfelagtige huurkontrakte soos in die veelbesproke Kabusoverslag vermeld is, te hersien. Die oorspronklike huurkontrak met Africorp (eienaar van Kwantu Towers) verval einde Junie, maar Themba Hani, waarnemende munisipale bestuurder, het kennis gegee dat die munisipale direktorate die gebou teen 5 April gaan ontruim. Hoewel Hani aanvanklik net kennis gegee het dat twee van die ses vloere ontruim gaan word, is
daar later besluit dat al die direktorate wat daar gehuisves word, ander kantoorruimte moet soek. Die munisipaliteit se departemente kommunikasie, ekonomiese ontwikkeling, ontspanning en kultuur en spesiale projekte het kantoorruimte op verskillende vloere gebruik. Die kommunikasie-afdeling het jaarliks ongeveer R1,5 miljoen huur betaal. Die metro se ontwikkelingsarm, die Mandelabaai-ontwikkelingsagentskap (MBDA), is ook daar gehuisves. Luidens die brief het Hani ook aan Africorp gesê dat die huurkontrak in ieder geval ongeldig was

Gustav Rautenbach, wyksraadslid in dié gebied, het gesê die waterpype in Willow Glen gaan teen ’n koste van R2 miljoen vervang word. “Minstens sewe pype het die afgelope drie maande gebars. Sowat vier maande gelede moes ’n stuk van die pad opgebreek word om die gebarste pyp reg te maak,” het Rautenbach gesê. Tydens die opgradering sal inwoners met tye sonder water wees, maar dit sal beperk wees tot tussen 09:00 en 12:00. – Monique Basson

DA vrees busdiens ly dalk skipbreuk HELGA VAN STAADEN PORT ELIZABETH. – Die DA is bekommerd dat die geïntegreerde openbare vervoerstelsel moontlik gaan skipbreuk ly, noudat Errol Heynes, projekbestuurder, se kontrak ten einde loop. Angelo Dashwood, DA-raadslid, het op ’n onlangse begroting-en-tesourie-komiteevergadering gesê hy het verneem dat Heynes, projekbestuurder, drie maande kennis gekry het. Hy het gesê dit is onrusbarend dat iemand met Heynes se vaardighede en ondervinding se dienste beëindig gaan word. Heynes, die voormalige uitvoerende direkteur van die 2010 Wêreldbeker-sokkertoernooi in die metro, het egter dinge in perspektief geplaas. Volgens hom het hy in 2007 ’n vyfjaar- kontrak met die metro gesluit, as uitvoerende direkteur van die plaaslike direktoraat vir die Wêreldbekersokkertoernooi. Dié kontrak het op 31 Januarie vanjaar ten einde geloop. Die direk-
toraat het ná afloop van die 2010 Wêreldbeker-sokkertoernooi ontbind. Heynes het toe verlede Oktober tydelik as projekbestuurder by die geïntegreerde openbare vervoerstelsel begin werk. Hy het aan Die Burger bevestig dat sy kontrak slegs vir drie maande verleng is en dat die pos geadverteer gaan word. Volgens hom het hy tot sy eie nadeel hom in sy werk begrawe, en ander werksgeleenthede laat verbygaan, omdat hy die ingewikkeldheid van die vervoerstelsel wou verstaan. “Ek is nog steeds aan die knope ontknoop,” het hy gesê. Hy is positief dat die snelbusdiens binne drie tot ses maande op die been gaan wees. Kupido Baron, munisipale woordvoerder, het bevestig dat dié pos binnekort geadverteer sal word. Die Burger het vroeër berig dat die implementering van die geïntegreerde vervoerstelsel gekniehalter is deur die hofgeding tussen die sekondêre taxi-koöperatief Laphumilanga en die Port Elizabeth- en distrikte-taxivereniging.

Programme to help those who could not obtain matric PE EXPRESS REPORTER THE Northern Areas People Development Initiative (NAPDI) has launched a programme aimed at tutoring people who for various reasons didn’t complete their studies towards a Matric Certificate. The programme is open to adults who are over 21 years of age and have already passed some subjects but need a few more to get matric, or anybody that was not yet in matric but had at least passed Grade 9 or Standard 7. The programme is aimed at people who enrolled for NATED 550 as well as unsuccessful candidates who sat for the NSC Examinations after 2008. The Department of Education first
started the NATED 550 Programme in 2007. The programme is primarily aimed at adults who sat for the matric programme commonly referred to as NATED 550 before 2008. The last fulltime NATED 550 matric examination took place in November 2007. Learners have written the National Curriculum Statement (NCS) Examination since 2008. The Department subsequently adjusted the entry requirements to enable those who passed Grade 9 or Standard 7 or the ABET equivalent of Level 4 to enrol for the Examination [i.e. NATED 550]. Although the NATED 550 Examinations were initially going to run until April 2011, it was decided to extend them until April 2014. Mr Myron Leonard, Head of Curriculum in the Port Elizabeth District, said it was unlikely that the op-
portunity would be extended beyond 2014. “I therefore urge all those that must still complete a few subjects, as well as those that at least passed Grade 9, and are older than 21 years, to grab this opportunity with both hands�. He said they found that many learners just turned up for the examinations without any tutoring or preparation, resulting in a disappointingly high failure rate. According to him, learners would now be tutored by experienced educators and would be far better prepared for the examinations. Matriculants that sat for the NSC Examinations since 2008, but failed some subjects, would also now have the opportunity to be tutored in preparation for their examination in November this year. that passed their NSC Matric Examination but wish to improve their marks so they qualify for tertiary studies. The Chairman of NAPDI, Isaac Metembo, indicated that students would be charged a small fee to offset the cost of payment of tutors, learning material and administrative cost. It is envisaged that classes will run on Tuesdays and Wednesdays between 4pm and 7pm as well as Saturdays between 8.30am and 1pm. For more information call 0 041 409 3761.

tion and career that didn’t suit his personality and preferences caused him to have little interest in his studies. This led to a string of wrong decisions and ultimately academic failure. This meant that Joe was at the mercy of employers looking for workers with few or no qualifications whom they could pay as little as possible. Unless Joe wakes up and smell the coffee, he will be at the mercy of other people for the rest of his life. His life will be planned and managed for him due to the low level contribution he can make to society for his lack of knowledge and skills. As individuals we cannot improve the economy or create more jobs. We can only manage ourselves and make ourselves more competitive within the job market by gaining skills and knowledge. The level of skills and knowledge that we possess coupled with a positive attitude and work ethic, ultimately determine the reward that we receive in the workplace. Last Friday the Urban Sky Trust and the I Wear Red Socks on Friday’s campaign handed over a cheque for R20 000 to 16-month old Hannah Marshall. The proceeds will go towards Hannah’s first cochlear implant which will take place in March this year. Janet Pereira from the Urban Sky Trust said, “The Red Sock Campaign is a continuous Friday affair and we encourage people to pur-

Centre gives vulnerable youth hope and career skills ANNA PAUW HUNDREDS of young people have been given hope, training and a brighter future through the Ray Mhlaba Skills Training Centre at the EP Child and Youth Centre in Port Elizabeth. According to Caroline Ferreira of the training centre, they have, over the past few years, helped more than 500 youngsters aged between 18 and 25 to acquire skills for the hospitality, hairdressing, woodwork, crafts and early childhood development industries. “More than 76% of our graduates have found meaningful employment or have become successful entrepreneurs since graduation”. According to her they offer training courses free of charge to socially displaced and vulnerable youths. “Our students come from children’s homes, are children without parents, children who live in households with no income or children living in child-headed homes.” Ferreira said the centre is entirely dependent on corporate and private sponsorship. “We don’t receive any money from government. The success of the centre is without a doubt due to the generosity and support of businesses and individuals in Port Elizabeth”. Apart from training youngsters, the centre also assists with finding suitable employment for graduates.
“We act as a job agency to the students. This has resulted in most of them finding suitable employment”. According to Ferreira, apart from money sponsorship, they are always grateful for donations of any sort. “Be it kitchen appliances, power tools, wood or fabric, we always put donations to good use”. She said the centre has a stall at the flea market at The Boardwalk where the public can buy goods made at the centre. “Since The Boardwalk attracts many international visitors, we focus on items with an African theme”. The centre places huge emphasis on recycling. “It is very important for us to show our students one can make something from nothing,” said Ferreira. The skills training centre is in need of people willing to mentor students in the different fields of training. “People working in a particular industry have invaluable knowledge and enthusiasm to share with our students. This could either be in the form of mentorship programmes or guest lectures”. She said the centre has excellent catering abilities and conferencing facilities which are open to the public. “We have a coffee shop and hairdresser on site and people are most welcome to come and visit us”. Malabar Diabetes Support Group relaunched THE Malabar Diabetes Support Group was relaunched on Tuesday, February 14 in the Malabar Community Centre Minor Hall. The support group is run by Surendra Daya with his assistant Anandi Choonara. According to Surendra, there was previously a support group in Malabar but due to lack of interest shown by the public and no continuance, this eventually led to this support group’s demise. Surendra got involved with the main Port Elizabeth branch of Diabetes South Africa in 2009 after his wife was diagnosed with diabetes. He was asked by Diabetes SA to oversee the re-launching of the Malabar Diabetes Support Group, along with Anandi Choonara, who also served previously on the Malabar support group. “It is a known fact that diabetes is very common amongst the Indian community and hence I decided to take the bull by the horns and make every effort to make this dream become a reality,” said Surendra. According to him, the relaunch was well-attended and they have the Malabar Community Centre Minor Hall booked and speakers confirmed until May 2012. The diabetic support group meetings will be held on the second Tuesday of each month at the same venue. The next meetings will therefore be on March 13, April 14 and May 8 with different speakers and topics relating to diabetes. The meetings start at 7pm. Firstever Mandela Bay Book Fair in March PE EXPRESS REPORTER THE Imbizo Arts/Ikhwelo Writing Initiative wants to re-vitalise the books and publishing industries in the Eastern Cape through launching the first-ever Mandela Bay Book Fair in the Eastern Cape in the Port Elizabeth from March, 15 to 18. Here people will find a large number of writers from the Eastern Cape and the rest of South Africa, including writers from the SADAC Region. According to Ayanda Billie of the Ikhwelo Writing Initiative, it will also be the perfect
place to establish contacts with publishers, agents and other people involved in the book market and the literary world of the SADAC regional states. “The main event will be held over three days at the Red Location Museum in New Brighton where a focused exhibition on Eastern Cape writers by the National English Literary Museum will be on display”. During this session of the book fair they aim to invite a wide range of academic, commercial and independent publishers to the fair and there will be seminars on books, four writing workshops, storytelling and script writing and poetry. Billie said the various speakers who will grace the book fair will include prominent
national writers, academics, educators and senior government officials and political figures who can provide important analytical input on provincial and national government’s contributions towards the normalisation of the local books trade and eradicating perceived barriers within the books and publishing industries in South Africa today. A session will be devoted to informative discussions on the work that has been achieved by the Lovedale Press in the history of book publishing in the Eastern Cape. Education in the Eastern Cape is facing a number of challenges and hopefully our golf day will have a positive impact in improving the lot of our young learners.” In June 2009, Masinyusane, together with the management of Lwandlekazi high school in New Brighton, designed and began to implement a comprehensive process of upliftment entitled Lwandlekazi 100%. AS the start of the 2012 Formula 1 season looms large on the calendar, March 18th to be exact, it seems the appropriate time to introduce all the players in what is sure to be another exhilarating year of motor racing.

Christian Horner’s meteoric rise to principal of F1’s leading team came on the back of a successful period in F3000. After retiring as a race driver in 1997, Horner established the Arden International F3000 team. It was his considerable success with this team that would eventually grab the attention of Red Bull owner Dietrich Mateschitz. From the remnants of the Jaguar team Horner and Chief Technical Officer Adrian Newey, and many others, have led RBR to double world championship glory in the staggeringly short period of six years. DRIVERS: Sebastian Vettel holds, among many others, the record as the youngest ever double world champion in Formula 1. Domination, however, is no foreign concept to the German. At the age of 16 he dominated the Formula BMW series by winning 18 of the 20 races. His performance earned him a testing role with the Williams and BMW-Sauber F1 teams. His debut in F1 came during a Friday practice session for the
BMW-Sauber team. Later that same year he would become the youngest ever point scorer in F1 with an eighth place at the Indianapolis GP. In his first full year of racing Vettel romped to a memorable victory at the 2008 Italian GP in the Toro Rosso. Two consecutive world titles later Vettel has gone from ‘baby Schumi’ to undisputedly, the one to beat. Mark Webber started his foray into F1 as test driver for Benetton in 2001 while simultaneously racing for the Super Nova F3000 team. In 2002 he got his first full-time race-seat at the now defunct Minardi. A sensational fifth place at the Australian GP in that same year, ironically, still remains his best result on home soil. His move to first Jaguar in 2003 and later Williams in 2005 would begin to reveal a gutsy, no-nonsense driver. That trademark grit would carry him towards a first podium finish at the 2005 Monaco GP. The Australian moved to Red Bull for the 2007 season and has since won seven grand prix events.

The following years were spent racing under the Honda name with little success save a brilliant first victory in the 2006 Hungarian GP. Since joining McLaren JB has gone from strength to strength and remains a serious contender for the title. Lewis Hamilton entered F1 as the most prepared rookie in the history of the sport. So prepared in fact that he nearly pulled off the championship in his rookie year! He fairly stormed to the GP2 title in 2006 leading to a race drive with

his favoured McLaren team. The young Lewis Hamilton lived up to all the hype – this guy was mega fast; much to the chagrin of teammate Fernando Alonso. Hamilton’s first victory came in Canada and the bulletproof McLaren looked set to carry him to the title. It wasn’t to be in 2007 but the following year he would snap the title from Felipe Massa at literally the last possible moment. Hamilton’s frustration and aggression reached boiling point last season but he is too good a driver to cast aside in 2012. On paper these two teams seem to have it all: rich history, dedicated personnel, a ridiculous amount of talent and most importantly – the desire to be the best. But it will only be when they get onto the twisty confines of the Albert Park race track that the champions will be sorted from the pretenders.

A packed river bank watched as Roux’s superior experience ensured her first River Mile title as she took full advantage of the fast flowing current to remain in the middle of the river and win in a time of 14min 21secs from early race leader Jessica Liss. Megan van Wyk was third just 4 seconds behind Liss who for the second year running misjudged her last 150m of the swim, losing valuable time. In the Men’s race, Olympic Swimmer Prinsloo was unchallenged as he completed the Mile swim in a fast time of 11min 56sec, some 40sec ahead of NMMU student Thomas Hansford, with Christopher Reid placing third overall just 3 seconds back. In the first Mile events of the day, the Jones brothers claimed the top 3 slots in the wetsuit mile with Wayne winning in 15min 43 sec from Jason and Daniel whilst Rebecca Newman took the ladies’ title from Liza Bright and Kirstin Wessels. In the Mile for swimmers with a disability, it was Paralympic Champion Kevin Paul who successfully defended his title from Charl Parkin and Stanford Slabbert whilst Ingrid Kingwill won the ladies’ category. Scribante takes Discovery off-road Eastern Province’s Silvio Scribante was the winner of Sunday’s Discovery off-road triathlon which took place at Sunday’s River. Nick Davidson placed second with George Smith third. In the ladies’ category it was Gail Willimott who took the gold medal from Kerry Longhurst and Chrislie Niehaus. Junior George Smith was the first under-18 participant home followed by Bernadus Coetzee and Jean-Pierre van der Merwe. Earlier in the day a 5km trail run was held with Michael Kingston and Lisa Bright taking the line honours, whilst Bennie Killian won the junior age group category. Getting over the ‘silly season’
THIS is what sportswriters call the “silly season”. That period of the year when there’s a brief lull between seasons: when Dad lights his pipe, picks up his newspaper and forces himself to rediscover his reading skills, while wife, daughter-in-law and grandkids squabble over TV channels ranging between cooking, fashion and animated cartoons. Well, at least AB de Villiers and his Proteas set the record straight in the second T20 last Sunday with an emphatic win to square the series 1-1 after going down in Wellington. What a revelation Richard Levi turned out to be in Hamilton. With his multiple fours and sixes’ undefeated century, he could have taken on the Kiwi Black Caps on his own! If it’s early in the day as you read on, lean over and switch on the TV and you’ll catch the T20 decider in Auckland. The “silly season” means you have to look about a little. Something always crops up – like the oldest-living Springbok captain, Des van Jaarsveldt, at 83, still extremely hale and hearty. Des was captain of the 1960 team that played a single test against Scotland, in PE, at the Boet Erasmus Stadium. The Scots were led by Gordon Waddell at flyhalf. Last Sunday was Van Jaarsveldt’s wed-
ding anniversary. He was being “picked up early” by friends and would be celebrating “until late,” he said. The EP Kings recently lost 88-0 to Lions, but managed in rainy conditions to regain some pride with a 38-13 loss to the Sharks. Though the KZN outfit may have been disappointed with their showing at the “Sunflower” stadium, Sharks coach John Plumtree, felt it was a good test for their opening Super Rugby clash with the Bulls in Pretoria on Saturday. The season ahead is bursting with possibilities. Looking towards the 2015 World Cup, how many “new boys” will Bok coach Heyneke Meyer blood in his first year as commanding officer? Who will be his captain – Schalk Burger, maybe? Will JP Pietersen become an international sensation in midfield? Has Pat Lambie got what it takes to become another Keith Oxlee?
