Residents in uproar over development MONIQUE BASSON
F
URIOUS Kabega Park and surrounding residents are in an uproar about a multi-million rand development in the suburb. This past Tuesday a public meeting was held at the Linton Grange Library in order for concerned residents to air their concerns. More than 100 objections to the development in Kabega Park have been lodged in the past three years, but residents fear that the wishes and concerns of the ratepaying residents are being swept under the carpet. Residents opposing the development south of Walker Drive, north of a tributary of the Baakens River and east of Wiehahn Avenue – an upmarket entry-level residential development called Kabega River Estate – are now demanding answers. “We as affected residents feel that we need to be consulted and kept in the loop when it comes to development in the area we live in,” said one of the home owners opposing the development and who wants to remain anonymous. “We are annoyed by this proposed development, which will affect our privacy and put extreme pressure on the infrastructure. It is going to be an unsightly scar erected in our prestige neighbourhood.” Their concerns were first highlighted in September 2008 in PE Express, (“Rumours of low-cost housing untrue”, September 3, 2008) and things have apparently not become any better for these residents. According to the latest Application to Amend the Environmental Authori-
8
zation for a Housing Development on Erf 168, Walker Drive, Kabega, the developers Inframax – who acquired the property at a cost of R43-million – now want to increase the originally approved 23 units to 50 units of 2 and 3 storeys each. This means an increase of 412 “houses” to 815 “houses, and in effect will result in an increase of rooms from 1 212 to 2 295. According to information received by PE Express, Inframax is planning products with the following range: bachelor units; 1-, 2- and 3-bedroom sectional title units; plots for single residences and luxury erven as well. Prices will start at around R500 000 for bachelor units, while plots will range in price from R300 000 to R1-million, the latter being on the edge of the Kabega valley. Although DA Ward 8 Councillor, Gustav Rautenbach, is not against development in the area, he is pla-gued by concerns about what negative effects this development will have on the infrastructure, including traffic and sewerage, which is already experiencing strain due to the influx of residents over the last couple of years. “The Municipality has an operational maintenance backlog in excess of R1.4 billion, according to the Annual Report for 2010/11. The bulk of the backlog, nearly R1.2 billion, is required by the Infrastructure and Engineering Directorate, while R74.8 billion is required by Economic Development and Recreational Services,” said Rautenbach. “Not only will the new development result in a huge increase of inhabitants for the area, for example, 3.5 persons per household will result in 2 852 new inhabitants, but there will also be a massive increase in traffic. Roughly estimated, if each

household of the proposed 815 units owns an average of 1.7 vehicles, this will result in 1 385 more vehicles using Walker Drive and other nearby roads. This is not to even mention the increase in house workers and the public transport, buses and taxis they need to use to get to work in the mornings and back home again.” Rautenbach continued that the proposed so-called ‘row houses’ of two- and three-storeys on the Western side adjacent to the back of the houses in Visagie Street will result

therein that those residents will lose their privacy and may be deprived of day/sunlight. “It will also be an ugly sight to look into the ‘concrete jungle’ every day.” According to Project Manager, Thomas Stewart from Inframax, residents must take into account that this development will not take place within the next six months, as it is much rather a five-year project. “All aspects of the existing infrastructure will be taken into account and where necessary, will be ad-
dressed as needed,” said Stewart. The amended proposal has not yet been approved by Council and will only be considered once the legal requirements have been complied with, in order for any possible objections to be taken into account.

School bookings can be made from 9am to 2pm at a cost of R25 per person per hour, while normal trading hours will be from 2pm to 10pm on weekdays and from 10am to 10pm over weekends. The cost is R40 per hour during the week and R50 per hour on weekends, including the hire of ice skates. Tickets can be bought at Computicket at the ice rink. Bayworld delays still thorn in flesh of beachfront upgrade MONIQUE BASSON DESPITE several upgrades along the beachfront, that will see the beautification of this tourist hot spot being well on track, continued delays have yet again stalled the upgrade of one of the city’s iconic facilities. The Bayworld Board has now scheduled a strategic planning exercise for Wednesday, February 1, with board members, staff and provincial departments, to try to iron out all the speed humps they have encountered along the road in an attempt to successfully continue implementing Phase One of the Bayworld Recovery Plan. At the exercise, the review of Bayworld’s Strategic Plans – the 1-year business plan and the 3-to-5-year strategic plan – will come under the magnifying glass. Progress in terms of approved plans and the progress on the multi-party task team will also be discussed. According to DA Ward 2 Councillor, Dean Biddulph, the wheels continue to turn for the planned upgrade of Bayworld, but very slowly. “The critical issue that needs to be addressed is the continued inexplicable delay between the Departments of Sport, Recreation and Culture (DSRAC) and Economic Development, Environmental Affairs and Tourism that will separate the complex into two entities,” said Biddulph.
“The DRSRAC will continue being responsible for the museum element of the institution, while Economic Development, Environmental Affairs and Tourism will become the driver for the rest of the complex as a tourist attraction and an economically viable contributor to economic growth. “As has been mentioned in the past, the Mandela Bay Development Agency (MBDA), under the guidance of Pierre Voges, will serve as the implementing agent for the actual redevelopment of Bayworld, with the brief to create an economically viable, major tourist attraction which would also see the long-awaited return of the beloved dolphins to the Metro.” The Recovery Plan will see work on a new small tank aquarium of Algoa Bay sea life, as well as a new African Penguin habitat, each with independent life-support systems. These exhibits are viewed as interim arrangements as the efforts of the multi-party task team - involving the DSRAC, the Department of Economic Development and Environmental Affairs and the Nelson Bay Municipality - are intensified in establishing a funding plan for the redevelopment of a new oceanarium facility for the city. According to Biddulph, the refurbishment and upgrade of this iconic facility remain high on the agenda for the beautification of the beachfront, along with the relocation of the tank farm and manganese facilities which is finally beginning to see some progress. “The final piece of the puzzle re-

mains The Apple Express, which will hopefully be earmarked as one of the rail lines to be concessioned in the foreseeable future as hinted by Phil Molefe, CEO of Transnet,” said Biddulph.
DEVELOPMENTS RIGHT ON TRACK Other developments along the beachfront during this year will see the completion of phase one of the Kings’ Beach Environmental upgrade, which is still well on track for completion in the second quarter of the year. “In addition, we have been successful in procuring sufficient funding to complete a total refurbishment of the beachfront promenade between McArthur Baths and Happy Valley. This will include the construction of a sea wall which has been designed to be attractive whilst also protecting this infrastructure from the effects of ocean-rise due to the effects of global warming,” said Biddulph. “Finally we plan to continue with the refurbishment of the area in front of the Barney’s complex at Hobie Beach and are provisionally busy looking at addressing a refurbishment of Hobie Pier by the end of next year.”

Concerned residents meet over Walmer cell phone tower CLARISSA VENTER AN urgent public meeting held last week regarding the erection of the Cell C cellular company signal tower in the Walmer neighbourhood attracted more than 300 concerned residents. The concerns of erecting the Cell C tower were raised and according to Tanya Wyatt, a nutrition and lifestyle coach, whose children go to school in Walmer, their greatest defence to use against this move, is to use the precautionary principle. “The precautionary principle applies where scientific evidence is insufficient, inconclusive or uncertain
and preliminary scientific evaluation indicates that there are reasonable grounds for concern that the potentially dangerous effects on the environment and human, animal or plant health may be inconsistent with the high level of protection chosen.” Residents, businesses, schools and a church are all rallying in a bid to stop the cellular company from erecting the tower. The proposed tower will be erected in Water Road, behind the Walmer Town Hall, adjacent to the Library and opposite the St John the Baptist Anglican Church on the Walmer Bowling Club grounds. The meeting was held in the Clarendon Park Primary School hall. A petition has also been drawn up. The municipality will receive all
the objections and forward them to Cell C, who will be required to answer every one. “We only know of about three residents who were notified via the municipality of this proposal. Robert Martindale, our attorney, has asked the municipality for an extension on the deadline for objections. They had originally set it for December 19, but of course almost no-one got their objections in on time for this,” Wyatt said. “Every single person is encouraged to send in a letter of objection (no matter what the reason – aesthetics, health concerns, devaluation of property, etc.).” They also discussed the possibility of attempting to change national pol-
icy regarding cell masts. “We can’t, with good conscience, make this a localised fight and then watch as Cell C (and others) go and put their masts in other less economically ‘healthy’ areas.” With regard to the numerous studies and evidence for and against cell phone towers, Prof Reinhardt Botha, a Professor of Information Technology at the Institute for ICT Advancement & School of ICT, Nelson Mandela Metropolitan University, warned against taking just any evidence into consideration without a comprehensive study of the evidence. “Studies can easily be flawed as the variables are difficult to control, making hard-and-fast conclusions very difficult,” he said.
He further pointed out that there are also many studies that claim to find no relationship (between cell phone towers and cancer). “Making a claim just on selected evidence is cherry-picking the evidence and extremely unscientific,” he said. The WHO will conduct a formal risk assessment in 2012. S Correction: PE Express quoted nutrition and lifestyle coach Tanya Wyatt in last week’s article about the proposed cell phone tower in Walmer as saying that these towers have a huge impact on a person’s health. “There are massive health implications regarding the towers.” The correct quote from Wyatt should read “studies have shown that these towers impact negatively on a person’s health.”

Prospective students should not despair due to limited places at universities PE EXPRESS REPORTER PUBLIC sector universities and FET Colleges will never be able to meet the massive demand for places, but prospective students who have not been admitted to these institutions should not despair, as there are other quality options available. Dr Felicity Coughlan, Director of the Independent Institute of Education, says that even with the significant increase in the numbers of post-school opportunities made available by the public sector, many students will not gain access to their institution of first choice, as demand far outstrips supply. According to recent reports, the Uni-
versity of Pretoria fielded 40 000 applications for 13 000 available places; the University of the Witwatersrand fielded 30 000 applications vying for 5 500 places, the University of KwaZulu Natal received 61 500 applications where only 9 000 places exist, and the University of the Free State received 13 000 applications for 4 000 places. Not only is there fierce competition for places for students who apply on time, but most institutions do not accept late applications, Coughlan says. This means that, for students who do better or worse than they expected to, there is very little room to move in the public sector at this stage. Coughlan says that prospective students are often not aware of the additional choices available to them beyond approaching a public university,
Win ‘dream job’ bursary with Algoa FM A R30 000 bursary from Varsity College for a BA in Corporate Communications will be awarded to a lucky student entering the Algoa FM “dream job” competition. All aspirant students have to do is to upload a photo of themselves in their dream job on the Algoa FM website (www.algoafm.co.za), together with a short description of themselves. Photos can be uploaded from January 23 to January 27, 2012, and the winner will be announced on the Fast Lane afternoon show on Monday, January 30.

but adds that while many opportunities exist in the private sector, it is important to ensure enrolment at an accredited institution whose degrees and qualifications are widely recognised. “In a statement released by the Minister of Higher Education and Training before the results were released, the existence of higher education opportunities in the private higher education sector was acknowledged. The Department, however cautioned that students should check the status of the institution at which they wish to register prior to enrolling or paying any money,” Coughlan advises. “This is sound advice, and should be extended to include cautioning students to also check the status of the actual qualification for which they wish to register, as well as the quality of the
campus and service offered. “Quality assurance and accreditation of qualifications and registration of private institutions are related but not identical processes, and it is possible that a registered private higher education institution’s programmes may not all be fully accredited or registered higher education programmes,” Coughlan says. A list of registered private higher education institutions is available on the website of the concerning department, as well as the SAQA website. Furthermore, all private institutions are required to display their registration certificates in their reception areas. But Coughlan warns that students should go further than ensuring that their institution is registered and accredited.
“In both the public and private sectors, students will do well to visit campuses and speak to existing students to ensure that the institution will meet their specific needs,” Coughlan says. “Private institutions generally offer smaller campuses, smaller classes and qualifications that are more focused on the world of work,” she says. “While some private institutions offer qualifications in niche areas only, others offer general academic and degree qualifications similar to public university qualifications, so it is important to understand both what you need and what is being offered.” Coughlan acknowledges that private institutions may sometimes be more expensive, but says that learners’ financial circumstances are taken into consideration and accommodated.

Skakel Helpende Hand by 0 086 125 2423 of 0 012 644 4390, of besoek www.helpendehand.co.za.

Young entrepreneur lists PE’s ‘täp’ restaurants online TANYA VAN ZYL
user- friendly and informative as possible for the public. The website has no restrictions for the target market – there are restaurants listed for every age group.
AN online “directory” for Port Elizabeth’s best restaurants, cocktail bars or coffee shops is now only a click away, thanks to 18-year-old entrepreneur, Kyle Prinsloo, who matriculated from Grey High School last year.
What sets your website apart from others?
This website, called Food & Drink (F&D), provides all the information that a potential customer to a restaurant wants to know “by breaking the information down into easy to read, beneficial information, without getting too complicated with unnecessary info or advertisements,” Kyle described his website. The idea of F&D came when Kyle’s visiting relatives from overseas searched the web for local restaurants to support. Instead they were left disappointed on how “uninformative and user-friendly” the web was. “I thought of making a site that stood out from the rest by making the core focus around convenience,” Kyle explained. So on December 2 last year Kyle and his partner, who wishes to remain anonymous, started the F&D website and to date the site has been very successful, “with good feedback from the public so far with more views and positive comments each day,” he said. The PE Express recently spent some time with Kyle to find out more about the F&D website, his plans for the website and a bit more about the man behind the F&D website.
How do you plan on promoting and marketing your website?
What is the main aim of the website and who is it for? The main aim and the objectives are to become a prominent webbased advertising company within South Africa for the restaurant industry, but at the same time to keep improving the website to make it as
There are some good restaurant sites in South Africa, but F&D provides exactly what an individual wants to know about a restaurant by displaying the information in a userfriendly manner. Many sites are too cluttered with too much advertisements and information. Another unique aspect that we offer is a voucher. Every restaurant has a different option for which the voucher can be used. The voucher can either be printed or you could display the voucher on your mobile to the business owner or manager to receive your 10% discount. It’s that simple.
Our long term marketing strategy is brilliant, but for the next three months we will be advertising with flyers, T-shirts, posters, social networks and on Bay FM.
How often do you update the website?
= Kyle Prinsloo. Photo: CLARISSA VENTER
We update the site weekly with improvements made on a regular basis.
How do you decide which restaurants to feature, or do they pay a fee to be featured on the website?
< Insert: A screen shot of the F&D website.
We don’t approach the average restaurants – we want to be the best, so we only list the best. They do, however, pay a fee each month.
ness goals would obviously be to make the F&D name a well-known brand within South Africa and to create good business relations on the way to that success.
What are your personal and business goals?
Where do you see the site going within the next two years?
My personal goal for the future is to be successful in my family and friend relationships, as well as to achieve success financially. My busi-

Prepare to ‘WOW’ in February for orphaned and abandoned children WORLD Orphan Week (otherwise known as WOW) 2012 takes place during the second week in February and raising awareness for this cause is the world’s largest children’s charity, SOS Children’s Villages. WOW was introduced in the United Kingdom in 2005. Since the inception of this event, SOS International has played a key role in raising awareness around the needs of orphaned and abandoned children around the world. SOS Children’s Villages South Africa spearheaded the introduction of WOW to the nation in 2009 and has played an important part in making every vulnerable, abandoned and orphaned child’s plight known. “Sadly, society today has far too many people, mostly children and the youth who are unable to speak or fend for themselves. In South Africa, many have lost their families to diseases such as HIV/Aids and Tuberculosis; some are abandoned by family members who are no longer able to care for them due to extreme poverty; others are victims of domestic violence and crime,” said Mandy Spies, Corporate Fundraiser for SOS Children’s Village

Port Elizabeth. “The need for organisations and individuals alike to become involved has never been more urgent. The task is simply too great for any single government or organisation to tackle alone. Working together, however, we can achieve this. “Our aim for 2012 is to get as many people as possible involved in achieving the common goal of assisting those youth and children without families,” said Spies. With this in mind, SOS Children’s Village Port Elizabeth calls all companies, organisations, schools, communities and individuals in Nelson Mandela Bay to do something for ‘WOW’ to aid vulnerable, orphaned and abandoned children in February 2012. There are no limitations in terms of how to get involved! “Any money raised for SOS Children’s Villages will go directly to supporting the 7 300 children in our care, as well as toward our community programme known as the ‘SOS Family Strengthening Programme’ (a sustainable operation developed to support vulnerable children without removing them from their natural family environment),” explained Spies.

Muir Class of ’62 to host reunion in March BETTIE GILIOMEE THE Matric class of 1962 of The Muir in Uitenhage, founded in 1822, will hold a 50th reunion to be staged on Founder’s Day at the school in March. According to one of the steering committee members, Warwick (Dog) Owen, a great amount of planning has gone into this event which will be held from Thursday, March 8 to Sunday, March 11. “Since the Founder’s steering committee started up in March 2009 we have held 14 planning meetings. We took fellow schoolmates from Std 8 to matric, anyone who had been with us over the years 1960 to 1962. We fielded 87 names of which 27 had passed on. All of the
remaining 60 have been contacted and we have received 30 registration forms with more expected this month. A fantastic yield by any one’s standard,” said Owen. The Founder’s weekend will start on the Thursday at the Kelway Hotel as a ‘Muir Family Fun Day’ in which anyone of Muir can participate. On the Friday a School Founder’s Day Ceremony will be held at The Muir in Uitenhage, followed by a visit to the old school (Red Brick Building). This will be followed by a lunch at the Barkly Street Theatre, with some of their teachers as special guests. “A Founder’s Day Dinner will be held on Saturday at the ‘New Muir on the Hill’,” said Owen. For more information, contact Owen at 0 041 466 15250 or 0 082 324 5338.

Enter now for Kingfisher FM Teen Miss and Mr PE 2012 YOUNG people who want to take part in a pageant aimed at equipping young people with the platform to make a difference in the community, can now enter for the Kingfisher FM Teen Miss and Mr Port Elizabeth 2012 competition. According to organiser, Juanita Smit of Rolemodels Pagents, their slogan, “Inspiring Hope in the Heart of the Community”, is synonymous with this pageant. “The aim is to create hope, since it seems that society has lost its sense of hope, which is resulting in a lack of enthusiasm and expectation from
life itself,” said Smit. The event which was first held in 1995, originally only for little girls, has grown and been expanded to include the youth at large, males and females in age categories between 4 and 19 years. According to Smit, all contestants will undergo a 6-week training programme in order to enhance confidence, communication skills and grooming; and most importantly for the youth to become aware of the needs of the less privileged in society. “We endeavour to teach even young children, that they too can make a difference. This is important

as we believe that values are taught in the growing years and we cannot expect a generation to be sensitive to the needs of others if they have been de-sensitised in their formative years,” said Smit. All the contestants are expected to do charity work in the six-week training period and the winners then have an obligation to continue supporting Rolemodels Foundation and other needy individuals during their year of reign. According to Smit, Rolemodels Foundation is a registered non-profit organisation which has three projects: the Imfundo Project (A pre-
school and after-school centre building project aimed at pre-schooler readiness programmes, and an afterschool facility for school-going youth to complete homework and assignments); the Tamakhulu Project (aimed at restoring dignity to senior citizens in impoverished communities) and the Asante Project (supporting abused women and children). The theme for this year’s pageant is the “The Olympics”, since it is an Olympic year. The Junior age categories are: Tiny Miss PE (4 - 6), Little Miss PE (7 - 9), Pre-Teen Miss PE (10-12), Tiny Mr PE (4-6), Master PE (7-9) and Pre-Teen
Mr PE (10-12). The Senior age categories are: Jnr Teen Miss PE (13-16), Jnr Teen Mr PE (13-16), Teen Miss PE (1719) and Teen Mr PE (17-19). Entries close at 6pm on February 24. To enter one will need a completed entry form, which can be obtained from the Kingfisher FM Studio in Newton Street, from Scapaholics at Walmer Park or from RoleModels SA offices at King’s Court (next to Dischem) which must be handed in with a head-and-shoulders postcardsize photo. The entry fee is R100. For more info, contact Juanita Smit at 0 079 253 3434 or email: juanita@revents.co.za.

This extraordinary piece of theatre is sometimes tough, sometimes hilarious, and highly entertaining, funny but not frivolous, and a marvellous vehicle for fundraising for causes desperately in need of support in our communities. It’s our ticket to making a difference,” she said. Dawn will stage and direct the production and perform as narrator and Des will handle lights, sound and technicals. Watch and record precious baby in the womb BETTIE GILIOMEE
P
ARENTS-to-be often wish they have xray vision to see what their unborn baby looks like and what they are upto in the womb. A brand-new ultra-sound Studio that opened in Port Elizabeth in January not only now gives parents, siblings and other family members the opportunity to watch their baby on a 4D scan for half an hour but also to record the experience on DVD and keep it as a keepsake. The owners of Your 4D Baby Ultrasound Studio, Patricia Els and Anel Barkhuysen, last year became aware of the shortage of appointments that were available to expectant mothers who would like to have a 3D/4D scan done of their unborn baby. “Mothers could not get appointments at short notice and if they had to cancel they would be too far along in their pregnancy to have one done. Mothers had no alternative and missed out on a once-in-a-lifetime experience to see their unborn baby and have pictures of him/her,” said Patricia. “We are both mothers of two children each. I am a Registered Nurse and Midwife working in a Neonatal Intensive Care Unit. I met Anel about 8 years ago when I nursed her premature daughter and we became friends. After the birth of Anel’s daughter, she
did 3D scans for a local private hospital and fell in love with the whole idea of showing mothers their unborn babies while I had the privilege of working with premature babies and their parents,” said Patricia. “Because we love being mothers and we know how precious pregnancy is and how wonderful it is to have a glimpse of your unborn baby, we wanted to do something about this situation,” she said. They started doing market research and found out what machines were available, requested some demonstration models from various companies and tried out the different machines. After careful investigation we bought a Philips HD9 Ultrasound machine with the Obstetric and 3D/4D software plus the special transducer that is used to obtain the images for the 4D scans. Philips South Africa imported the machine from Philips Netherlands where it is manufactured and East Cape X-Ray will be giving us the technical support in Port Elizabeth. Patricia renovated a part of her home and created their own Ultrasound Studio by the name of Your 4D Baby Ultrasound Studio. “ We wanted the mothers to feel that this belongs to them. Something non-clinical where they could come and relax and feel comfortable asking as many questions as they like and seeing their unborn baby in live 4D motion,” said Patricia. “We also give them a recording of the entire session of about 20 to 30
minutes on a DVD to keep and share with others.” Mothers are also welcome to bring the family and children with them to share this wonderful experience as they can seat up to 10 people! “We can even keep the little ones busy while moms enjoy the scan. To accommodate working parents even further we decided to also offer evening scans and Saturday scans,” said Patricia. “Because our scans are only to view and record images of the baby for keepsake purposes, there is no reason why it should be in a doctor’s office or clinical hospital environment. “Mothers who visit us are usually between 26 and 32 weeks pregnant and had all their diagnostic scans done by their doctor and know that all the important scans and tests have been done, so with us they can just come and enjoy seeing their baby,” she said. “It is not a diagnostic scan and does not in any way replace diagnostic scans. We strongly advise our clients to be under the care of a Medical Practitioner for care during their pregnancy,” said Patricia. Scans during office hours cost R550 while evening scans (from 7pm to 9pm from Monday to Thursday) costs R660. After your scan you will receive a DVD recording of the entire session and a CD of all the images that were acquired during the session. You will

CHILD MATTERS by Dr Crystal Watson
Supporting young rape victims child-rape found that non-related but known perpetrators - such as family friends, comprise the largest group of offenders.
EFFECTS AND AFTERMATH OF RAPE This article is primarily intended to provide information and support for survivors of child rape, as well as for people who support survivors. The victim might have been subjected to grooming by an offender who had, or who cultivated a loving relationship with them and told them lies about the abuse being part of loving you, “teaching you” or other. Or, they might have been threatened and forced with violence. It might have happened once or many times, maybe with different offenders – or more than one offender at the same time. The life-threat aspect of child rape is the singular worst consequence in a child’s life. When a child is raped between the ages of eight and ten years, it certainly feels like he or she would die because of the pain, anguish and sheer fear. As the perpetrator actively fosters with threats, the child waits between assaults, certain that the next time it happened the perpetrator would kill him or her. Even though he or she survives, the child spends most of his or her life haunted by the same sense of impending doom – waiting for the shoe to drop. Child rape can happen in any context. Children are raped in organized paedophile rings, in the making of child sexual abuse images and films, or in one-on-one settings by a parent or other relative, family friend, church leader, babysitter or in fewer cases, strangers. It is a heartbreaking truth that children may be made available by their own parents for rape by other adults. Offenders are usually male – though by no means exclusively – and one study specifically about
21
The after effects of rape can include both physical trauma and psychological trauma. However, physical force is not necessarily used in rape, and physical injuries are not always a consequence. For rape victims the more common consequences of sexual violence are those related to reproductive health, mental health, and social wellbeing. Self-blame is among the most common of both short- and long-term effects. This functions as an avoidance coping skill that inhibits the healing process and can often be remedied by a cognitive therapy technique known as cognitive restructuring. There are two main types of self blame: behavioural self blame and characterological self blame. Victims who experience behavioural self blame feel that they should have done something differently, and therefore feel at fault. Victims who experience characterological self blame feel there is something inherently wrong with them which have caused them to deserve to be assaulted. A leading researcher on the psychological causes and effects of shame, June Tangney, lists five ways shame can be destructive: • lack of motivation to seek care; • lack of empathy; • cutting themselves off from other people; • anger; • aggression. In addition, shame is connected to psychological problems such as eating disorders, substance abuse, anxiety, depression, and other mental disorders as well as problematic moral behavior. Behavioural self blame is associated with feelings of guilt within the
victim. A helpful type of therapy for self blame is cognitive restructuring or cognitive-behavioural therapy. Cognitive reprocessing is the process of taking the facts and forming a logical conclusion from them that is less influenced by shame or guilt. Child and adult victims of rape are more likely to attempt or commit suicide and the experience of being raped can lead to suicidal behaviour as early as adolescence. Survivors of child rape are also more likely to be divorced, and have higher levels of substance abuse and depression issues. If you are a survivor of child rape, it’s likely that you have developed an array of skills to help yourself survive psychologically. These may have included numbing, forgetting, pretending it wasn’t happening, or the development of Dissociative Identity Disorder (DID). Some children enjoy periods of time where it lies dormant. It’s very disconcerting when the memories and feelings flare up – or flare up again after a relatively peaceful time, suddenly again feeling unbearable. The child may not know that part of the reason for feeling traumatized now for events in the past is physical.
HEALING There are many, many different ways to heal, and what works for some people may not work for others. Each child will find his or her own path to healing. Healing generally does not happen all at once. Remember that it is okay for them not to be okay, no matter how long ago it happened. Rape victims spend a lot of time trying to “act normal” and hide their vulnerability – both as a child and as an adult. They need to find safe spaces and times where they no longer need to do that.
GETTING SUPPORT If children are struggling with a history of child rape, they deserve to have
support. It might be difficult to imagine asking for it, but know that it exists. Some ways one can get support are: * Telling: This is often a terrifying prospect, but without it, it is difficult to find support. Telling is difficult, but ultimately so rewarding. * Counselling: You may want to start with a counsellor who works specifically with sexual assault. A child wants somebody who is empathic and gently but firmly helps them move toward healing. The child will not need to tell everything at the first session. * Speaking to other survivors: The child may feel very alone in what happened to him or her – and child rape can feel very isolating. Other survivors can empathize and share their healing. * Grieving: It takes a few seconds to destroy a child’s sense of safety in the world, and this is an incalculable loss. The child might never have been allowed to be a child; somebody’s sexuality forced on him or her may have destroyed any sense of innocence he or she had. There might also be other very sad issues like the sheer betrayal by the rapist. The child may need to grieve the affects such as learning difficulties, addictions or psychological problems that make functioning difficult. Trauma gives a child numbness to help them survive. As the child heals, he or she will feel safe enough to express his or her pain. Sometimes a child is terrified of his or her own vulnerability, because that’s what abusers used to hurt him or her badly. There is real strength in allowing a child to be vulnerable sometimes. * Anger: Many survivors have problems feeling anger at the rapist. Child-victims feel angry with themselves, with a non-protective parent; anybody but the perpetrator. The anger may manifest as depression. The child may feel immense frustration – intellectually the child knows I “should” be angry at the perpetra-
tors, but just…wasn’t, though funnily enough, I could easily become furious for other survivors. While perpetrators certainly deserve anger, the word “should” needs to be erased from their healing lexicography. This too, will come in its own time. Some survivors are afraid of losing control by becoming angry. Some people do need safety and support in expressing their anger – especially if there is a real danger they may become homicidal or commit an otherwise criminal act. But, although many of us have revenge fantasies, most of us don’t go down that path. There is nothing wrong with anger; it is a feeling, not an action. Anger is definitely a stage that a therapist can help with.
ESTABLISHING CONTACT WITH YOUR ABUSED CHILD-SELF Children cannot wait to grow up and get away from the child whom they felt was to blame for everything. In actuality, they are also terrified of their powerlessness and vulnerability. They hated their child-self, and were convinced they must have done something wrong. And this while they would never have blamed another child; they just felt that there was something especially beyond the pale about them.
ESTABLISHING CONTACT WITH YOUR INNOCENCE If they were raped children, it hardly bears stating that they are completely innocent of any wrongdoing, whether they can yet believe that or not.
UNDERSTANDING THAT IT WASN’T YOUR FAULT: One of the chief absurdities of child sexual assault is that while they would rather die than blame themselves for being raped, many of them blame themselves. There are many reasons for this. For some of them, it was easier for them to be bad than for the abusers, especially if they were their caregivers.

Rina Badenhorst vier 70ste met retrospektiewe tentoonstelling
R
gepubliseer. Rina het begin musiek neem toe haar seun, Sarel, gebore is. “Terwyl hy geslaap het, het ek musiek geleer.” Kort daarna is haar dogter, Jacobi, gebore. THIS week, a reader confronts the Property Poser panel with a rather complex issue regarding levy payments in a freehold estate. He owns a property in such a development, which is managed by a homeowners’ association (HOA). When the estate was developed, he says, it was decided that there would be 25 separate plots and that the levy would be shared equally among the owners. A few owners, however, purchased double plots and built only one property per combined erf. Effectively, the estate ended up with 22 dwellings on 25 plots. Early on, the question arose as to how the levy payable by each owner should then be calculated under these revised circumstances. The reader says some of the double-plot owners were unhappy about paying twice the levy for essentially one house. Eventually, in an attempt to accommodate them, a complex calculation was devised for determining each person’s levy. Although it is a less than desirable position, he says their HOA constitu-

changing it, the provisions relating to amendment of the constitution will have to be followed.” If the constitution makes provision for arbitration by agreement or for a party to refer the disputed matter to arbitration, then this may be a viable way to resolve the issue, says Vermaak. According to Rian du Toit from DTS Attorneys in PE, any decision reached during arbitration will be binding on all parties, similar to a court ruling. “An arbitration award can only be set aside or taken on review under very limited instances.” Du Toit says typical examples would be misconduct by the arbitrator in relation to his or her duties, gross irregularity, the question of impartiality or if the arbitrator exceeds his or her powers. “The entire arbitration process is guided by the constitution and will be subject to the terms of the arbitration clause. If the constitution does not prescribe the procedural rules of arbitration, the parties can agree to procedural rules to be followed or they can choose to follow the rules of the courts.”

tion states that 70 percent of the owners have to vote in favour of changing the current calculation. To further complicate matters, a special levy was introduced a few years ago. This was paid equally by all owners; therefore the amount was simply divided by 22 and not 25. In light of this complex situation, the reader wishes to know how the actual determination of the levies payable can be settled once and for all. He specifically wishes to know whether arbitration is a possible route to follow, thus allowing for resolution by an external party. The first principle to keep in mind is that the HOA levy is normally paid per plot or erf, regardless of the size of the building erected on it, says Charlotte Vermaak from Chas Everitt in Port Elizabeth. “This is different from a sectional title complex, where the levies are calculated as per the participation quota, which is based on the size of the specific unit.” However, if the constitution states differently, Vermaak says these provisions will be binding. “To go about

PE Express Sport Fun for whole family at cycle event THE Herald VW Cycle Tour on February 4 and 5 offers events that cater from professional to recreational cyclists of all ages. On the Saturday, the little ones can either take part in the 2km Powerade Kiddies’ Ride at Hobie Beach or the 5km Powerade Kiddies’ Challenge at Addo. For tiny tots, a 500m Toddlers’ Dash is available at both venues. Also on the Saturday, the 30km Powerade Leisure Challenge is a family-friendly mountain bike event, while the 21km Powerade Leisure Ride offers an opportunity for road cycling clans to spend quality time together. Popular energy drink Powerade will once again fuel the family and children’s races. Having been involved with the Eastern Cape’s largest family cycle race since the inception of the kiddies’ events, Powerade will now also take on the title sponsorship of the family races. Powerade promotions manager, Cheryl Price, said it was important for Coca-Cola’s sports drink to be involved with the tour because it was one of the first high-profile family events of the year countrywide. Price said the brand’s involvement in the country’s second oldest national classic also meant good exposure to a large contingent of cyclists from all over South Africa. “We’ve chosen to sponsor these events because, with the parents cheering on and assisting the kids, the whole family is involved. The family unit is very important to us.” Price said the sponsorship was valued at R200 000 and would comprise cash, products, equipment and novelties. The company will also

sponsor the Gig Rig, a mobile music truck providing the soundtrack for the weekend’s festivities. The entry fees for the Powerade-sponsored road races will be donated to long-standing beneficiary Reach for a Dream, which fulfils the dreams of children between the ages of three and 18 years who suffer from life-threatening illnesses. “It’s great that people associate the kiddies’ races with Reach for a Dream,” said events and outings coordinator, Michelle van Huyssteen. “There’s a positive link between our work and these events.” Van Huyssteen said emotional well-being had a great impact on children’s ability to fight their illnesses. “When a dream comes true, it shows that child that anything is possible. We fulfil children’s dreams to give them hope and courage.” She said public awareness helped to prevent donor fatigue and said the organisation was proud to be associated with such a big event on the local and national calendar. Hospital entertainer Teaspoon Jabulani will be clowning around at the start of the kiddies’ events, according to Van Huyssteen. In return for funding, Reach for a Dream and its volunteers will handle the registration and route marshalling. The pre-race registration and expo take place in The Boardwalk Race Village marquee on the grassed area at Hobie Beach. The closing date for entries is January 30. FIA at it again
IN mostly all forms of sport the one thing that is asked, and somewhat expected of officials is consistency. Pity then that Formula 1’s governing body, the FIA, has some difficulty in grasping this concept. Last week we reported on Lotus’s innovative reactive ride height system and the fact that despite Ferrari’s protest it was classified by the FIA as not being a moveable aerodynamic device and therefore, legal. This was the finding made by the FIA in January 2010 when Lotus first presented the design to the governing body. The green light was given again just a few weeks ago. It seemed for all money that the Lotus engineers had crafted an innovative system that other teams would now have to copy before the first round of the season. Low and behold, the FIA announced that upon further investigation they have found the system to be illegal and have instituted a ban with immediate effect. The question is why has the FIA, after almost two years, decided to ban the system mere days before the launch of the Lotus car? Unfortunately, it is a question only they are

able to answer. One theory may centre on the FIA trying to police teams when it comes to spending. The only problem with this theory though is that the threat of ‘overspending’ has already been warded off by all teams agreeing to operate within a budget cap. How is it then that the financially conscious FIA approved a design that prompted Lotus to pour money into development of the system? Little did they know it would be as good as throwing money in the water. There could be a completely different aspect to this whole debacle. The FIA could have made a mistake in interpreting its own rules. Let’s be frank – you almost need an engineering degree just to understand the complex rules and regulations of the sport. If the FIA had in fact misinterpreted the rules it seems fair that they should be afforded some leniency; provided that the right decision is the end result. Formula 1 is a sport at the forefront of technical innovation, but the FIA’s latest headlinesnatching behaviour creates a real fear that the world-class engineers in the teams are not being allowed to do what they do best. The ban of the reactive ride height system coincides with the ban of the double diffuser, the F-duct and the off throttle blown diffusers; it does seem as if the FIA is only willing to approve innovation created by themselves and the Overtaking Working Group. Narcissism? Hopefully by the time the Australian GP roles around this will all have blown over and Formula 1 can get back to where it belongs – the track.

event on Sunday, February 19, as the river mile is one of the must-do events on the social calendar. Swum with the incoming tide along a metric mile course of around 1,500m, the 2012 River Mile is restricted to the first 1 000 entrants and organisers are predicting the first ever close of entries prior to race weekend. Taking place at Cannonville Village on the Sundays River, the festival of events certainly offers something for the whole family plus a great day’s outing for spectators with a Rotary Club of PE Sunrise-managed Castle Lite Beer Garden, the Rotary Quali Kids Entertainment area and numerous craft and vendor stalls open all day. The Kids’ swimming events are open to 10and-under and 12-and-under children and comprises a swim across the Sundays River, approximately 60m wide at the time of the race. Open to all children not taking part in the Mile swim, this event offers little ones the opportunity to get a River Mile medal and be introduced into the fun and excitement of open water swimming. Parents are welcome to swim with their children if they need support during this Stormforce kids’ event. Kids are transported across the river on the Sundays River Ferry and then race to the finish area to claim their medals, ice-cold aQuellé drinks and race photographs from Sport Action Photography. Full information and online entry opportunity is available on www.rivermile.co.za or entry forms can be collected at Brian Band Sports, Brockett’s Sports (Uitenhage), News Café (Boardwalk) or selected SPAR outlets.

When will sport nightmare end?
HERE are definitions of the word “sport” and others derived from it, as given in a diversity of dictionaries. “Pastime or amusement in which a person engages... a diversion... merry-making” (Webster’s). “Fun or diversion, pastime of an outdoor or athletic kind” (Pocket Oxford). “Activity for pleasure, competition or exercise” (Collins). Note the recurring words “pastime”, “diversion”, “amusement”, “merry-making”, “pleasure”. Nowhere is the word “money” or its derivation “money-making” mentioned. Which makes perusal of daily newspapers recently doubly sad! Running accounts of murder and mayhem and government corruption a close race, are almost daily accounts of corruption in sport. Administrators enriching themselves, without justification, through the sport they are supposed to be serving. There is hardly a single South African sport that has been allowed to go untainted – if not through administrators’ questionable actions in enriching themselves financially, then through greed for power, as in the ongoing confrontation between the SA Football Association, the supposed mother body of the sport, and the PSL powerbase of self-styled dictator Irvin Khoza, which he consistently uses to show SAFA who is boss. This increasingly is making a mockery of

SA soccer with failure to qualify for major tournaments and, as the club versus country tug-of-war is allowed to continue, the farcical situation recently of no better than thirdstring Bafana Bafana combinations lining up against other African national sides. Coming under a glaring spotlight in recent weeks have been Cricket SA with the ongoing inquiry into financial goings-on, both above board and under the table, and most farcical of all, the complete refusal by the SA Sports Confederation and Olympic Committee to react sensibly to press inquiries into a recent contentious Sascoc action. It concerns the sending of five officials, flying business class, to the Youth Winter Olympics in Innsbruck for a South African team of one. Sascoc’s CEO Tubby Reddy’s attitude could be summed up in five words – “It’s no business of yours”. The lad in question is apparently a talented skier, but does Reddy truly believe the exercise couldn’t have been managed on a thriftier basis? Oh, and by the way, the competitor and coach flew in the cheaper, rear-end seats! Add to these wounds inflicted on our sport, the blunders and uncertainties surrounding Springbok rugby and the sorry mess Leonard Chuene’s running of Athletics SA left that sport in, and you have to wonder what grounds our sports administrators are chosen on these days. And so to matters nearer home... In ancient times they’d probably have cut off your hands at the wrists. Fancy mixing up Bloemfontein and Kimberley. Bit much, isn’t it? Sorry all you true Vrystaaters and Griqualanders. Mea culpa. Meanwhile we won the ODI series, if only just, but hats off to a brave Sri Lanka, and to Smithy, showing his true worth with 125 at the Wanderers. Finally apropos of naught, chew on this. American novelist John Updike said: “A healthy male adult bore consumes each year one-and-a-half times his own weight in other people’s patience.”
