OR the ultimate rugby experience fans should get themselves down to the Nelson Mandela Bay Stadium for an actionpacked weekend when 16 international Sevens Teams will compete against one another. But residents will have to be quick to secure a seat for a first class view of the HSBC World Sevens Series this weekend, because on Monday around 30 000 tickets had already been sold. About 300 international rugby players and match administrators arrived in South Africa this past Sunday evening. SA Rugby Spokesperson, Ryaan Adriaanse, said earlier that Cecil Afrika, who was last year’s top try scorer in the IRB Sevens, will definitely give fans a thrilling watching experience. The Springbok Sevens rugby team, who lost in the quarterfinals to Australia this previous weekend during the Dubai Plate final, will now have the chance to take vengeance when they clash against them on Friday in the pool stage of the South Africa Sevens Rugby. The Blitzbokke were drawn in Pool C with Australia, Kenya and Canada for round three of the Sevens World Series. As Dubai champions, England top Pool A in South Africa and face a tough trio of matches against Argentina, USA and Samoa. France top Pool B and will play pool matches on day one against reigning World Series and SA Sevens Champions New Zealand, Scotland and Morocco. Fiji head Pool D and will play Wales, Portugal and Zimbabwe. Following their win in Dubai, England climbed to second in the Sevens World Series standings, seven points behind Fiji, followed by South Africa, New Zealand and France. Fans can catch their favourite

NICRO forced to cut services INDABA REPORTER ONE of South Africa’s longest serving non-profit organizations, the National Institute for Crime Prevention and the Reintegration of Offenders (NICRO), is being forced to cut essential services and staff as a result of an unprecedented funding crisis. Since 1910, NICRO remains the only national organization which provides comprehensive crime prevention services focused on the rehabilitation and reintegration of offenders. In the past year, NICRO has experienced a 25 % drop in income and, as a result, will have to cut at least a third of its services. “Although NICRO has in the past successfully secured substantial revenue from the South African Government and a wide range of local and international funders including the National Lottery Distribution Fund, Danida, the DFID and the Ford Foundation, we have seen a decrease in close to half of our previously available funding,” says NICRO CEO Soraya Solomon. “Prior to 1994, NICRO received substantial funding from foreign governments. Subsequently, however, the bilateral and multilateral agreements between our government and foreign donors have resulted in a substantial decrease in this source of funding. “In recent years, what remained of foreign donor funding has all dried up, mainly because of the global economic crisis and the perception that South Africa is in less need of donor assistance than other developing nations.” Solomon says that local funding was also not forthcoming. “Local funding has been dropping and, even where funds have been committed, they are onerous to secure.” “Though the National Lottery has given us a substantial amount of funding over the last five years, they have cut their donation by more than 66 % in this current financial year, a reduction that led to a corresponding reduction in service delivery in needy communities, as all funding is dedicated exclusively to service delivery.”

She said they appreciate the support received from the Department of Social Development, and has welcomed the call from the Department to extend its services to rural areas. “But NICRO finds it hard to secure funding for these areas.” Thus NICRO is being forced to cut its services by at least 30 % to accommodate its operational needs. Many of its services are the only ones of their kind in the country, and provide a lifeline not only to those whom they serve directly, but also to their families and affected communities. NICRO’s services include: •Diversion programmes for offenders with programmes aimed at cultivating emotional intelligence, essential skills, values and positive behaviour to prevent re-offending and reduce crime. •Offender reintegration focused on reform, the termination of offending behaviour and the facilitation of successful reintegration into society as a law-abiding citizen •Non-custodial sentencing offering a wide range of psycho-educational, therapeutic and rehabilitative programmes for those who commit less serious and non-violent crimes. “We have already cut back on services in some courts that are dependent on NICRO for referrals to our non-custodial sentencing programme and diversion. Magistrates have complained that this is impacting on their backlog of cases,” says Solomon. She says although NICRO has been introducing a financial model aimed at sustainability, the reluctance in many funders to support models aimed at sustainable projects like social enterprises, perpetuates the welfare mentality in the NGO sector within the country.” “We have a brilliant model to ensure organisational sustainability, but no funding to implement it. Women and child abuse take place despite campaigns INDABA REPORTER THOUGH the 16 days of activism campaign has gained momentum, abuse that is gender based still continues to dominate the news. This campaign, currently from November 25 to December 10 gives South Africans the opportunity to focus on perpetrators. “As much as it is important to continue to educate and raise awareness against such abuse, we believe that interventions with perpetrators create an understanding as to why their abusive behaviour happens and continues despite the efforts to end gender-based abuse,” a campaign spokesperson said. “Further, given that such abuse is a societal problem, and that men are most often the perpetrators, broader efforts to involve the men’s sector is important, and has also been gaining momentum in South Africa in recent years.” The National Institute for Crime prevention and Reintegration of Offenders (NICRO) has

worked with victims of domestic abuse, expanding its scope to interventions with abusive men over the past 10 years. The rationale of the 16 days of activism against women and child abuse aims to give a voice to the victim. NICRO’s core work over the past century has been with perpetrators of different crimes, and it is with this experience that they believe in the importance of working closely with perpetrators of domestic abuse as a process of prevention. The 16 Days of activism mainly focuses on giving the voice to the victim and understanding how the perpetrators think and behave. NICRO offers therapeutic intervention programs that are designed to help perpetrators of crime in understanding why they commit the crimes so as to empower them to desist from such behaviour. “With a century of experience in intervention and prevention we believe that it is time we started to work closely with the perpetrators if prevention is what we want,” the spokesperson added.

Boardwalk is ready for fun­filled summer season WHILE construction at the Boardwalk Casino and Entertainment Complex is going full speed ahead, the casino has unveiled two of its upgrades in recent weeks - just in time for the launch of their holiday season this past weekend. Last week Thursday saw the opening of its new smoker’s casino which features new interactive games never before seen in South Africa. The Boardwalk’s buffet restaurant, the Bayside Pantry, also recently re-opened after it was closed for

renovations in August. This was part of the overall upgrade of the property. Although diners will be greeted by a fresh new environment, the refurbishment includes more than simply a décor change. Some of the other significant alterations behind the scenes include a completely upgraded kitchen, which now boasts brand new, state-of-the-art equipment that will ultimately improve service delivery. Ridgeway Nkomana, the newly-appointed sous chef has also designed

a new menu reflecting modern trends in healthy eating and nutrition and buffet presentation. The Boardwalk also has a funfilled holiday programme planned, which was kicked off this past weekend. On Saturday there was a record attempt for the biggest number of sparklers on a lake. This was followed by a combination Laser and Pyrotechnic Spectacular show choreographed to a diverse mix of classical, rock and pop music. After this show the beginning of the festive season was

marked by the official switching on of the Christmas lights. There is also great excitement as Port Elizabethans will now be able to experience ice-skating at Ice-World’s mobile ice rink which was opened on Sunday. The 340m2 glass-sided rink offers real ice from 9am to 9pm until January 15. For complete novices and anyone unsteady on their skates, the special “Ice Angels” will be available to lend an expert helping hand. In addition to ice-skating activities, a great line-

up of family entertainment has been planned, including DJ nights in the marquee as well as skating lessons offered between 8am and 9am daily. Tickets are available from Computicket at R50 per hourly session, including the hire of ice skates. Computicket will also be based on site at the Boardwalk throughout the duration. Carols by Candlelight in Settler’s Park tonight INDABA REPORTER The Baakens Valley Community Partnership will be hosting its third annual Carols by Candlelight in Settler’s Park, with talented local singing sensation, Marelize Barnard, tonight from 18:00 to 21:00. Barnard will be joined by Anna Pauw of BayFM and will be accompanied by local actor and musician, Anton Steyn. The programme will include a variety of traditional Christmas carols as well as more popular Christmas music and will also include a guest appearance by the Walmer Township Church Choir. Bay TV will be present at the event – which was started to create awareness for the Baakens Valley conservation initiative – to film footage to be broadcast over the Festive Season. Ubuntu Education Fund bursary making a difference NCEBA DLADLA SANDISILE Mashaya and Felix Makwindi are the two examples of how an Ubuntu Education Fund bursary could assist academically gifted students from poor backgrounds to achieve their aspirations in life. The duo are among the 40 000 children receiving life-saving health and education resources from the Ubuntu Education Fund, an institution started in 1998 by former Port Elizabeth teacher Banks Gwaxula and visiting American student, Jacob Lief. Meeting Mashaya and a host of other beneficiaries at the Ubuntu Education Fund (UEF) offices, PE Express Indaba found them a determined lot who know exactly what they want from life. They said if the Ubuntu Education Fund hadn’t been looking after their academic expenditure, their lives would have been very different. The bursary pays for their tuition, accommodation, meals, books and gives them monthly allowances. “Not only that, we also provide our

students with medical aid as well as laptop computers,” said Ubuntu Education Fund Programme Administrator for Education, Papi Nkubizi. The UEF is described by Miranda Nyathi, UCT BSc student as “a home” and Sihle Poswayo (22) a BSc Graduate from UCT who is currently an intern said that UEF does not only help students but “goes deeper - within families.” The scholarship fund, according to Nkubizi was totally different from other scholarships in that “it provides psycho-social support and routine visits to varsity students by our counsellors while working closely with their families to give them feedback.” There is also a mentorship programme by senior students to those who are new at university and are therefore trying to find their feet while the fund provides mental, oral, visual and nutritional screening to ensure that students are healthy and are able to succeed. About 5 000 teachers belonging to Sadtu marched to the premier’s of-

fice recently to hand over a petition. According to Sadtu Provincial Secretary, Mncekeleli Ndongeni, his union had long discussions with the ANC and Cosatu about their move and it was decided that the biggest teacher union in the country must take action to represent the interests of their members who were the victims of the status quo. Modidima Mannya, quits. He is no solution to our problems. To be frank, the man has failed us and he must go!”

Turn up the heat at the Yellow Pages Summer Series INDABA REPORTER SOUTH AFRICA’S track and field athletes from all over the country heading for the coast will be looking to turn up the heat in their quest for quality times, distances and throws, when the second edition of the Yellow Pages Summer Series takes place in the Eastern and Western Cape. The series consists of four meetings taking place in Port Elizabeth tomorrow (December 8), Oudtshoorn (December 12) and Stellenbosch (December 15). The Port Elizabeth meeting will take place at the Westbourne Oval from 3pm. The final leg will be in Parow on December 17. As in 2010, the 2011 Yellow Pages

Summer Series will focus mostly on non-standard events like 60m, 150m and 300m sprints and hurdles in the 60m and 300m. Also on the cards at some of the events will be the mile including the fast growing street mile,in Oudtshoorn on December 13. In 2010 Cornel Frederick’s total dominance in the 300m hurdles saw him take that form into the standard 400m hurdles and eventually a 5 th place at the World Championships. Tshamano Setone won the mile in PE, Oudtshoorn (including the street mile) and in Stellenbosch but opted out of the final event in Parow, whilst Cindy Stewart continued her unbeaten streak in South Africa. With the World Indoor Circuit commencing in January and culminating in the World Indoor Championships in March, the Yellow Pages

Summer Series is the ideal launch pad for athletes who want to make their mark in the International Indoor season. During the Yellow Pages Summer Series, the athletes will be further incentivized with the male and female ‘Athlete of the Meet’ awards to be determined based on the performance of athletes. According to Athletics South Africa (ASA) President James Evans, ASA is pleased that the Summer Series is continuing into its second year. “The Yellow Pages Summer Series provides the platform for athletes and spectators to enjoy the sport in a holiday atmosphere and also compete amongst each other, before the serious business of preparing for the Olympic Games in August 2012 begins early in the new year.”

Physio donates kit to ladies soccer team SELBY MADIKANE KWAZAKHELE community physiotherapist, Nomatemba Gum has once again lent a helping hand to soccer enthusiasts when she recently donated soccer kit to the Continental Express Ladies Football Club. Gum said the motive behind the

sponsorship is to motivate the team. “These ladies, although from a poverty stricken area, take their soccer very seriously and have a passion for sport and I want to make sure they keep their passion for sport and refrain from doing crime and abusing alcohol”. Gum donated 30 warm-up shirts, 30 pairs of shorts, 4 match balls, 10

cones, a coaching file and 30 golf shirts. Team organiser, Luzuko Dzuyi Hambaze said the team’s morale would be boosted by the donation. “Our team has no financial resources and we need to travel every week for league matches. We are overwhelmed by the generous sponsorship,” said Hambaze.

Big surprises in Nedbank Cup quarter finals SELBY MADIKANE BIG trees were chopped down by small axes in the Safa Nelson Mandela Bay Nedbank Cup Quarter-finals played at the Jabavu Stadium in KwaNobuhle on 26 November.

The high-riding Royal Buccaneers were ousted 5-4 on penalties by their neighbours Real City after a 1-1 full-time score. In the battle of the Stars, Tomorrow Stars knocked out Morning Stars 5-3 also following their fulltime 1-1 draw.

Red City, affectionately known as Umzobomvu, surprised the gutsy Young Professionals when they beat them 5-4 again on penalties. This was after a full-time draw of 2-2. Highland Spurs managed to earn a 2-0 win over Camper United.

The home side, Express, kept the visitors at bay initially and drew first blood when striker, Ayandiswa Makhaka scored their first goal during the twentieth minute of the first half of the match. This seemed to have pressed a panic button, as Sophakama attempted to throw everything into

the game, but ended up missing clear cut chances. Sophakama’s striker, Lelethu Ndamase managed to score an equaliser before half time and another by Anelisa Nyobo in the 39th minute brought the half time score to 2-1. Continental Express supporters were extremely relieved when Thandeka Gegesi scored a goal in the 65th minute to bring the score to 2-2. Sophakama’s coach, Malibongwe Smith said he was happy with an away draw and that the score was a true reflection of the match. “Both teams had difficulty in playing their best soccer due to the poor weather conditions, but I am happy with the result”.

Be that as it may, some games were played before the rain poured heavily. Stinging Bees edged out CCX Callies 2-1 while KUBS earned a hardfought 1-0 win over PE United. Real White City drew 1-1 with HUBS. Boast Pirates emerged as 2-0 victors over PE Sundowns, while Pondo Stars were able to tame Bush Bucks 4-1.
