Uncertainty as school year begins NCEBA DLADLA

HILE many school principals were yesterday still in the dark about whether they will have the number of teachers as allocated by the education department, many were also inundated with parents who still wanted to register their children in schools which were already filled to capacity. Loyiso Pulumani, spokesperson of the provincial education department, said on Monday that the 2012 post allocation process, which comprises the transfer and appointment of teachers, has not yet been completed. Meanwhile the regional education office of the PE district was inundated this week with parents whose children were turned away from schools that are full – especially in the northern areas. Dr. Nyathi Ntsiko, regional director: education, said parents who are turned away at schools must contact his office. “We are again seeing a situation this year where many parents do not want to send their children to township schools, but rather to city schools,” Ntsiko said. Parents must keep in mind that although they cannot be forced to send their child to a certain school, the “official policy is that children must attend a school in the area where they live”. “Those who were first to apply at schools as well as those who were placed on waiting lists, will receive preference over those who left reg-
istering until the last minute,” said Ntsiko. Some Nelson Mandela Bay schools contacted by PE Express Indaba yesterday said that they were still open for admissions, while others have already closed. Masiphathisane High School in Motherwell, Port Elizabeth was no longer admitting learners. A teacher who refused to be identified said his school completed the process of new admissions as early as August last year. “All we are here to do as of tomorrow (Wednesday) at the opening of schools is to hand out books and stationery and start teaching,” said the teacher. This sentiment was echoed by Ndzondelelo High School principal Mnakwazo Grootboom who said that his school was trying by all means possible to follow best practices in management by completing all admissions in August of the previous year and start with registration and allocation of classes when the schools open. “We have written boldly on a school board – NO Admissions. This we did in August. The teachers are now busy typing classlists,” said Grootboom yesterday. But Phakamisa High School in Zwide, Port Elizabeth and Tinarha High in KwaNobuhle, Uitenhage are some of the schools still admitting learners. “There are grades that are still open for admissions and some that are closed,” said Tinarha principal Maxhanti Peter. “Our admissions and registrations are slow - but yes we can confirm that we are still admitting qualifying learners, virtually in all the grades,” said principal Lungile Notshe of Phakamisa High School.

Public praise for police on safer Eastern Cape The South African Police Service (SAPS) reported a drop in crime over the Festive Season, which they attributed to the implementation of a five-point plan. “This year we did things differently and it yielded excellent results,” said Lieutenant General Celiwe Binta. The five-point plan included: • Early planning and high police visibility deployments from as early as October 1, 2011;
• Christmas and New Year’s weekends identified as priority crime prevention periods; • Deployment of additional 1 200 members at the clusters of Mthatha, East London/Mdantsane, Port Elizabeth/Uitenhage; • Implementation of new operational tactics such as the “lock down” of hot spots; • Deployment of senior managers over the Christmas and New Year periods to oversee effective implemen-
tation of operations. This resulted in a drop in serious crime incidents over the festive season and 726 fewer cases of contact crime and 420 fewer cases of property-related crime incidents were reported for the Province over the period December 23 to January 2, 2012. For the same period, the Province also reported zero number of incidents for bank robberies, cash in transit robberies and ATM blasts. Concentrating on hot spots and ille-
gal shebeens was another tactic, which resulted in good results and the number of murder, assault, rape and common robbery cases significantly decreased in Mthatha, East London, Mdantsane and the PE metro area. “Shocking was the incidence of 339 under-aged children found drinking in shebeens; thus 670 illegal liquor outlets were closed and 16 000 litres of home-brewed concoctions destroyed.” “The proliferations of firearms is an operational priority and we are im-
pressed most with the 630 firearms confiscated. As a preventive measure 8 355 knives were confiscated, which are commonly used in incidents of street mugging/robbery, when personal items are taken by thugs,” Binta said. “We must thank our communities for working with us and supporting our endeavours, which is a clear indication that together we can win the fight against crime,” Binta concluded.

MORE than 20 200 arrests have been made for serious crime incidents in the Eastern Cape since October last year, thanks to Operation Duty Calls, said South African Police Service (SAPS) Provincial Spokesperson, Brigadier Marinda Mills. Brig. Mills said this should send a strong message to perpetrators of crime that police are working extra hard to ensure community safety and that people enjoyed their festive season.

Zenixole (3) went missing from her grandmother Nodasi Latile’s 139 Makangiso Street, NU6 home in Swartkops Valley, Motherwell on Sunday 28 August. She was last seen playing in front of the house at about 2 pm. The SAPS embarked on a search for the child questioning community members, family and friends in the vicinity where she disappeared, but to no avail. Posters and pamphlets were distributed in Motherwell and surrounding areas and the SAPS Canine Search Unit was also tasked to patrol and search especially the bushy areas of Motherwell - without success. “We are now offering this R10 000 reward to anyone who can assist the

Longer school hours for Gr 1s and 2s from 2012 ALICETINE OCTOBER AND SAPA GRADE 1s and Gr 2s can expect longer school days from this year onwards, the Department of Basic Education said. The spokesperson for the department, Hope Mokgatlhe, said school hours will be half an hour longer. “This is because we want to incorporate the English language as early as from Gr 1 as an additional language. Mokgatlhe said English was previ-
ously only introduced to learners in Gr 3. “English is the language in which the school curriculum is taught and tested and is therefore very important.” In some schools in the Western Cape, Afrikaans will be incorporated as a first additional language. Mokgatlhe said school hours for the foundation phase (Gr 1 up to Gr 3) will be no longer than six hours per day. “Earlier learners were taught for nine hours and ten minutes weekly. This year 10 hours of class time will be used to teach each of the two additional languages.”
The time that is spent on Maths during a week will be reduced from seven and a half hours to seven hours in order to spend a half hour longer on teaching Life Orientation Skills. She said each school will have to decide how it will have to change the school roster to fit these changes in to the study program. Jaco Deacon, spokesperson for the Federation of Governing Bodies of South Africa, said longer school hours will not necessarily make any difference. “It is like putting a plaster on the wrong place. The quality of education and teachers needs to be attended to.”

The closing date for contributions is 17 February.

Patricia Ndlovu, said as part of the planning process, the NMBM is undertaking a Public Perception Survey to determine how residents perceive waste management in the city, what they feel the challenges are, and how they would like to see these issues addressed. Indaba Sport Bontle Tigers LRFC started training SELBY MADIKANE THE newly established Bontle Tigers Ladies Rugby Football Club has started training in full swing at the Walmer High School Rugby Grounds on January 9. According to the club’s founder Nomathemba Gum, the reason why they started early to train was to prepare the team to be ready for the Mayoral Cup that is scheduled to take place on January 28. Nomathemba said training sessions were on Thursday from 4pm to 5.30pm and Saturdays from
6am to 8am (if there are no matches) fortnightly. “We expect girls from 10 years of age up to join us during our training sessions. Alternatively, interested girls can contact me,” said Nomathemba. The motive behind the formation of the club, Nomathemba highlighted, was to keep the youth busy in sport and out of crime. “I want the girls to be introduced to rugby because this sport is no longer a sport for men only. If the youth are kept busy, they will not be interested in doing crime,” said Nomathemba.

MOTHERWELL football referee Thembinkosi Mangai’s collection of trophies and medals that he has won in football games over the past few years, is testimony to his talent and expertise both as referee and player on the football field. Niger, as he is known by metro soccer fans, started his career in 1996 when he was a player referee at Camper United FC. In 1999, Niger’s football career as a player came to a halt as he became a full-time referee at Motherwell Football Association (Mofa). His talent was spotted by Safa Nelson Mandela Bay president Mzimkhulu Fina who introduced him to football at a higher level and he has never looked back. Niger’s excellent performance attracted the attention of the Vodacom League in 2005. To date, he has won prestige trophies such as the Mofa 2010/2011; Safa Ilfa Total 2010/2011, Safa NMB Most Improved Referee 2010/2011; Chris Hani Memorial Cup Provincial Tournament 2008/2009 and the Safa U-17 Championship 2011 and more that 30 medals. Giving advice to other match offi-
cials, Niger said that they should stick to the rules of the game, be consistent, be fit (of course), be commited and not show favour. Niger hailed Fina, Stan Campher
(referees assessor), his colleagues and his parents for supporting him. “I am now looking forward to being on the panel of PSL, Safa and Fifa referees,” said Niger.

Sasfa team lift the Championship Trophy SELBY MADIKANE SOUTH African Schools Football Association (Sasfa) team took the honours when they beat Western Cape 3-2 on penalties after their 0-0 full-time score during the Safa U-17 National Championships finals played at the Gelvandale Stadium on 16 December. Western Cape boys kept on knocking at the door of Sasfa with goalkeeper Tebogo Dlamini pulling great saves for almost the entire game. In fact, Western Cape could only blame themselves for not scoring their clear-cut opportunities as their front players were innocuous in front of Sasfa goals. In the semi-finals, Sasfa edged out Gauteng 2-0, with KwaZulu-Natal go-
ing down 3-2 into the hands of Western Cape. In the losers-final Gauteng managed to overpower KZN 2-0. For winning, Sasfa received the floating trophy plus gold medals, Western Cape settled for the silver medals while the third placed Gauteng took home bronze medals. Finally, individual awards were created to recognise and honour those who offered excellent performances throughout the five-day tournament. Individual awards went as follows: Best referee: Oscar Tsotetsi; Best Assistant referee: Thembinkosi Mangai; Best Coach: Pitso Mokoena; Best team Manager: Neelan Chetty; Best Goal Keeper: Tebogo Dlamini (Sasfa); Top Goal-scorer: Darren Smith (Western Cape) and Tshepo Ntlaba (Sasfa); Best Player: Keethen Claasen (WC).

SPORTS enthusiasts in Uitenhage have started with the grassroots development of cricket in the township of KwaNobuhle to ensure that the sport in the area does not die. The Etolofiyeni Cricket Organisation (ETOCA) was formed last year to bring back the old memories of cricket enjoyment in Uitenhage
while ensuring that future stars of the sport were identified and nurtured. Already six teams of under-14 boys have been formed and engaged in a tournament that was meant to help them understand the importance of performance and competition, said organiser Kenneth Rooibaard. “The boys are learning the sport every day and are enjoying the

SELBY MADIKANE AFTER a long season lay-off Young Swallows under-13 whacked Young Madrid 5-3 during their friendly clash played at the NU10 Community Football Grounds last Saturday. Both outfits played eye-catching football keeping the fans on their feet. Madrid drew first blood on goal thanks to Siyamthanda Ncula who put his side 1-0 up. Madrid’s joy was, however, short-lived following a spectacular goal taken by Ayanda Sobiya who leveled the score at 1-1. Swallows increased the score to 2-1 following a goal by Sakhekile Guzuba. Not prepared to lose in front of their supporters, Madrid’s Vuyolwethu Toni levelled the scores at 2-2 in the first half. Early in the second half, Madrid took the lead by 3-2 thanks to a goal by Mzikayise Ndaba. But Swallows were like a house on fire, with Sobiya and Athenkosi Zonke scoring three quick goals to make the final score 5-3 in favour of Swallows.
