NIMAL Welfare Societies in the Metro are again bracing themselves for the influx of pets that owners who are going on holidays leave at the side of the road or simply without care, food or water at home. According to Linda-Louise Swain of the Animal Anti-Cruelty League, with the advent of Christmas and the Festive season, unfortunately, it is not always festive for many animals, which at this time of year become simply a burden to their owners. “It is the time of year that animal societies dread. Many people simply leave on holiday and their once-loved pets are left locked in homes, without food and water; others are surrendered as ‘strays’ or simply abandoned,” said Swain. “Boxes of kittens and puppies arrive on the doorsteps of the societies, many just tossed there over week-

ends. However, all the societies are united in their statement that we would rather accept these animals, than their being dumped in fields or locked in homes without provision,” said Swain. Last year the Animal Anti-Cruelty League was involved in two cases where the police had to assist in breaking in to homes where animals had been abandoned. “Since the first week of November until December 8, a total of 268 animals have been surrendered to us at our Cleary Park Clinic - a clear indication of the start of this season. “Last week, in two separate incidents in two days, dogs were thrown out on the freeway,” said Swain. The Animal Welfare Society in Port Elizabeth’s Acting General Manager, Danie Terblanche, said they have already experienced a huge influx of animals to the shelter during the past week. “Our kennels are already filled to capacity, but we will not show animals away,” said Terblanche.

He added that many people leave their dogs at home and ask friends or family to go and feed the animals. “This is simply not good enough. We are entering a period when thunder is prevalent and dogs that would normally seek shelter in the house during a thunder storm will easily jump fences or walls and get lost”. Terblanche said the same applies for crackers over the Festive Season. He recommends that people get tranquillisers from the vet to calm dogs down on evenings when crackers are fired around New Year. According to Swain, another big problem is pet owners abandoning their animals when a skin problem occurs. In one of the latest incidents, which was witnessed by one of their fieldworkers, a little dog was thrown out with two bags of rubbish on the freeway. The dog, which they have named Paddy, came running to the fieldworker who stopped to investigate. “He has a slight case of mange for which he is being treated and clearly

hasn’t had any decent food for far too long. “His owners probably threw him away because of his skin condition but if you understand mange you’ll know just how treatable it really is,” Swain said. Owing to the nature of our climate and soil in Port Elizabeth, there are many skin complaints in the city. Mange can be contagious between animals, but is treatable, even in severe cases. “Our mobile clinics go to two different spots in the Northern areas every morning of the week, covering 10 different areas per week. Here animals are dipped, treated, de-wormed and inoculated and they then return to the same spot the following week for follow-up. “We urge people to please provide for their pets as they would for a family member and not to leave them unattended at this time of year,” said Swain. Hard work pays, says Police star NCEBA DLADLA SOUTH African Police Service (SAPS) Provincial Star of the Year Award First Runner-up and the Commendation Medal recipient Captain Sonwabo Ngangamsha from Port Elizabeth loves his calling - his work as a policeman. Captain Ngangamsha was not only named as the ‘Provincial Star of the Year First Runner Up’ at the East London International Convention Centre last week, helping him take home R4 000 prize-money, but the President’s reinstituted SAPS ommendation Medal - which is an honourable tribute in recognition of the service of a particularly meritorious

and exemplary nature, was also bestowed on Ngangamsha. The 45-year old father of two from Swartkops Valley in Motherwell who works at KwaDwesi Police Station is excited that his hard work as the policeman has finally been recognised and rewarded. He joined the Department in June 1990 “during the days of the struggle for liberation, when being a policeman was still not fashionable,” he told PE Express Indaba. “It’s a happy feeling to see one’s work beyond the normal line of duty being recognised. The Medal of Bravery which goes with this award has a special place in my heart, because I love my job, “ said Captain Ngangamsha. Some of his ingredients for success come from the fact that he respects his job. Ngangamsha said he

is a teetotaller who is “an honest, truthful and dedicated man who is totally committed to his job.” The man still has very vivid memories of the events of 24 April 1990 when he single-handedly foiled a cash-in-transit heist at the Ziyabuya Complex in KwaDwesi. He cornered the four men (two with guns) who were speeding off with cash. They fired shots, and he returned fire, wounding and arresting them. He took the cash, and the rest, as they say, is history. A word to young policeman: “Love and respect your job. When you are in this uniform there are two things you must know; you are servicing the community and must respect authority,” said Capt. Ngangamsha in his parting shots.

Minister adjusts Domestic Sector wages INDABA REPORTER CHRISTMAS could not have come at abetter time this year for domestic workers in South Africa. The Minister of Labour, Mildred Oliphant, who adjusted the Domestic Sector Wages, announced this move at the beginning of December. The adjustment is part of an annual binding determination by Oliphant in terms of the Basic Conditions of Employment Act. The law states that under the Domestic Workers Act, domestic workers are entitled to a minimum wage that is updated every year by the Department of Labour. The tables are set as follows: • Domestic workers in urban centres working more than 27 ordinary hours per week: R8.34 per hour or R375.19 per week or R1625.70 per month.

• Domestic workers in urban centres working fewer than 27 ordinary hours per week: R9.85 per hour or R265.94 per week or R1152.32 per month. • Domestic workers in rural areas working more than 27 ordinary hours per week: R7.06 per hour or R317.62 per week or R1376.25 per month. • Domestic workers in rural areas working fewer than 27 ordinary hours per week: R8.33 per hour or R224.90 per week or R974.49 per month. According to the law, domestics should work not more than 45 hours a week without getting paid overtime. They should not work more than nine hours a day if they work a fiveday week or more than eight hours a day if they work for more than five days a week. Domestics should not be asked to

work more than 15 hours a week in overtime and should not work more than three hours of overtime on a single day. Double pay applies on Sundays and public holidays. Employees are granted annual leave. Full-time domestics are entitled to 21 consecutive days’ annual leave or by agreement, one day for every 17 days worked or one hour for every 17 hours worked. They are also entitled to six weeks’ paid sick leave every three years. The employer can ask for a doctor’s note proving that the domestic was off work owing to ill health. A pregnant domestic worker is entitled to four consecutive months of unpaid maternity leave. In addition to this, to fire a domestic worker, the employer must first follow a fair process of formal warnings and a disciplinary hearing in front of an impartial judge.

The domestic worker should be allowed to call witnesses and cross examine witnesses at this hearing. If the employer does not want the domestic worker on his/ her property, the employer can suspend the domestic worker on full pay until after the hearing is concluded. South African law recognises three valid reasons for an employer to dismiss an employee, including domestic workers: • Misconduct such as theft or negligence • The inability of the employee to do his or her job, and • Financial pressures that mean the employer can no longer afford the domestic. Oliphant has appealed to employers to be fair to domestic workers as they are an integral part of the economy. “We would like to appeal to those who pay their workers well not to lower wages. The sectoral determi-

nation is really about the absolute minimum that workers must earn and not the maximum,” Oliphant said. Sectoral determination deals with the protection of workers in vulnerable sectors/ areas of work. The determination sets minimum working hours, minimum wages, number of leave days and termination rules. The determination has now expanded to include other sectors such forestry; contract cleaning; child workers in the performance of advertisements, artistic and cultural activities; taxi sector; farm workers; civil engineering; hospitality; learnerships; private security sector; wholesale and retail sector. “Those domestic employers who choose to ignore this Domestic Worker Sector determination and disregard the law, must know that the Department of Labour will be watching vigilantly.”

Matrics must stay focused even if their marks are disappointing PE EXPRESS REPORTER AS hundreds of thousands of matrics enter the period of limbo between finishing their final exams and hearing their results, it is time to face the fact that many of them will soon hear the disappointing news that they didn’t do as well as they had hoped. But it is necessary to keep a sense of perspective and realise that “Matric does not define me”. Adults have to ensure that they provide effective and efficient support, says a leading educational expert. “Most 18-year olds have developed the ability to reason at an adult level, but only in situations where there is time to do so,” says Dr Felicity Coughlan, Director of the Independent Institute of Education. “By their late teens, many young people still struggle with resisting peer pressure, controlling their impulses and assessing how risky a situation actually is. However, given enough space and support, most are able to make rational decisions at the same level as adults. In this reality – caught between adolescence and adulthood – lies the key for managing any disappointment that may come with matric results.” Coughlan says that the first reaction will, understandably, be an emotional one, even though the way it manifests from person to person may differ. Some will show it, others will hide it, but the first reaction is unlikely to be a rational one. “If you, or the young person who wrote matric, are disappointed by the outcome of the results and have to deal with the immediate knowledge that doors may unexpectedly be closing, it is important to remember that the first reaction is not one driven by the adult part of the young person. Remember too that your own fear, anger or disappointment will feed the reaction of the younger person,” she says.

“As the adult, manage what you say and what shows in your eyes until the young person has had time to process his or her own emotions – yours cannot be an additional burden he or she needs to bear. Immediately after the matriculant is informed of his or her results, particularly if they are disappointing, is not the time to get into the practical consequences.” Instead, says Coughlan, this should be a time for support, listening and reflection in a non-judgmental manner. “I can see this is tough for you” is far more helpful than “what else did you expect with the effort you put in?” – even if the latter might be entirely true. “Allow the matriculant to experience the feelings. If you suspect there is a real risk of a sustained negative reaction, perhaps even a self-destructive action – it is necessary to keep a close watch. But, don’t tell him or her not to feel what they are feeling, as the last thing you need to do right now is shut down his or her willingness to let you see the stress,” says Coughlan. After allowing reality to sink in for a day or two, the adult should begin to find ways of talking about the new possibilities – some young people may want to do this straight away but I don’t advise you to encourage making new decisions until the emotions have been processed a bit. “Talk through the options and share the information, in a way that is consonant with how a young person works. That may mean over a meal with one person or walking the dog with another. The point is that you must offer your insights in a calm manner, and then leave the youngster to use the adult faculty which they are in the process of developing to think through these. Don’t ask for immediate assessments or decisions, allow him or her time to figure it out and to take back some of the power and esteem that the disappointment dented. Keep talking and asking questions but don’t nag – it won’t give you the outcome you want.”

Different responses from school principals ahead of matric results NCEBA DLADLA MOST schools in the Nelson Mandela Bay townships are expecting good matric results despite some problems which were experienced during the course of the year. Motherwell’s Masiphathisane High School principal Mzoli Maarman believes this has been a very difficult year “because of the many changes that were introduced in the curriculum requirements,” he said. Maarman was however, hopeful that learners will do well this year because passing requirements were somewhat lowered in grades 10 to 12. In these grades, Maarman explained, learners must achieve three 40% passes, three 30 % passes and a further 25 - 30 % pass in another Learning Area to progress to the

next grade. Acting principal Maxhanti Peter of Tinarha High School in Uitenhage expects his school to have good results. “It’s been a good year. We had good preparation time and are expecting good results. We are targeting a 60% pass rate in matric compared to our below 50% pass of last year,” said Peter, adding that their learners in other grades were doing exceptionally well, especially in grades 8 to 10. Peter was, however, concerned about the fact that many parents whose children attend school, were not coming to meetings to check on and discuss the progress of their children's education. This had a crippling effect, said Peter. “We have discovered that a lot of parents do not come to school when we invite them. We don’t know whether children do tell them about

the meetings. As a result, we have decided to investigate the idea of using SMSes (to communicate with parents) because our finding from other schools is that even though the exercise is a bit costly, it is effective,” said Peter. “It’s not easy to say how (matric) learners will fare externally, even though they themselves did not complain about the papers, except for one Maths paper, of course. I think our Department (of Education) must go back to the basics. The foundation of education from Grades 8 - 10 is not right. This must be sorted out soon because you cannot build a house when your foundation is not right. I still maintain this must be addressed,” said Qomfo.

Hairstylists are helped to start their own businesses PE EXPRESS REPORTER YOUNG hairstylists will now get the opportunity of a lifetime when they receive help by getting their own hairdressing businesses up and running. A partnership between Just On Cosmetics and the Wholesale and Retail Seta is helping 50 young Eastern Cape hairstylists from disadvantaged backgrounds to start their own businesses. “The sky is the limit for these entrepreneurs,” says Ravi Naidoo, chief executive officer of Just On. “Currently, these young people are casual hairdressers doing hair

from home, and without the necessary infrastructure. They could grow from self employment to an employer with more than one salon,” he says. Just On is one of the biggest suppliers of hair care products to township salons in the province and KwaZulu-Natal, and Naidoo says the “ethnic hair market has shown resilience and growth even in recessive economic cycles. “This demand provides the core for sustainable enterprise development and job creation,” says Naidoo. Just On staff are also involved in the mentoring of both the learners and training providers. Training started in June this year, and will continue for another year. The New Venture Creation courses

The SA National Blood Service (SANBS) has launched the DO-nation campaign to ensure that there is never a shortage of blood especially during this busy time of the year. “Traditionally, December is a difficult time for SANBS as we are not able to meet the demand for blood for

patients and this is a daily need that is not met for terminally ill patients - let alone any trauma incidents like accidents,” said SANBS Brand and Communications Manager, Vanessa Raju. Raju said that if the previous year’s blood stock levels over the same period are anything to go by, then South Africans should expect tough times ahead. Best of the Bay CD launched NCEBA DLADLA NELSON Mandela Bay Municipality has helped local artists realise their dream of having their music recorded. The historic launch of the Best of the Bay Volume 1, a 14-CD compilation of Kwaito and House selections, at the City Hall in Port Elizabeth on Monday was the realisation of the municipality’s goal of supporting and developing local talent. And perhaps the beginning of better things to come this festive season. Pakes of Ndizalelw’ aph’ eBhayi fame, Mara, Fest and Mathousand are some of the artists featured in the CD that has been produced, distributed and marketed by local companies already established in the music industry. “Until now, our role and that of the Eastern Cape at large has been to give birth to talent and simply export it to Johannesburg without deriving any significant economic value from it. This has resulted in an undesirable situation in terms of which our capacity to produce and commercialise music has been seriously hampered as a city and province,” said Wayile addressing the media briefing. “The interventions we are making will ensure that young people in our city have alternative ways to earn a living. The music industry

can create a high number of jobs that can see us lift many people from poverty.” “The model we have followed, which is collaborating with the renowned national stable, Kalawa Jazzmee, represents our development philosophy going forward. We want to facilitate industry linkages between our artists and the best in the music industry nationally so we can nurture and grow our own production and marketing capabilities,” said Mayor Wayile. He added that the Bay has already worked well with Native Rhythms on the projects of Take Note and the New Afro Teens. According to Economic Development and Recreation Services Director, Zolile Siswana, the project was commissioned by the Bay’s Film and Music Office in its endeavour to support the growth of creative industries with the aim of, among other things, integrating it into the wider economy. Portfolio Chairperson of Economic Development, Tourism and Agriculture Councillor Chippa Ngcolomba urged local artists to become more creative and assist the metro in marketing them successfully. He also urged the media to support the endeavours to market local artists to make money from their music. He said piracy should be discouraged at all times. The CD sells at R50 per copy, R10 of which goes to the artists.

SELBY MADIKANE IT was tears of joy when Imbasa Primary School Choir Conductor Nyameka Vara won the Best Primary Schools Choral Music Conductor Award at a glittering function organised by the Buffalo City Metropolitan Municipality and Umhlobo Wenene FM in East London City Hall, recently. The idea to honour the teachers with their contribution in choral music was initiated by Gqabi Majiza from Lunika Productions. Majiza roped in the SA Choral Music Association (SACMA), SA Schools Choral Eisteddfod (SASCE), SA Tertiary Institutions Choral Association (SATICA) and the EC Music Association (ECMA) to nominate the best school choral music conductors over the past three years. The ecstatic Vara hailed all the relevant stakeholders who made her a successful choir conductor. “I want to thank my choristers, parents, teachers, my colleagues, and the Motherwell NU12B community for supporting me through thick and thin. My achievement is dedicated to these people,” said Vara. “Nyameka Vara is a role model who has put our school on the map of the whole of South Africa. Not only that, the gogos who possess some creative talent as well, do arts and craft, bead work, patch work and also take time off to visit places of interest; to learn about the environment. They recently visited Kwantu game Reserve, revealed Majola. “We want to live a full healthy life-style. In fact, we want to keep healthy and avoid boredom whilst we are socialising, sharing knowledge and ideas with one another. This, also goes a long way spiritually,”

These gogos who receive a grant-in-aid from Nelson Mandela Bay Municipality buy wool and use their hands to knit jerseys to benefit poor and vulnerable children in Nelson Mandela Bay. PE Express Indaba wanted to know why there were no men involved in the group and Majola retorted: “We invite them to join. Our doors are open for anyone above 60 years of age willing to be part of us. Men are allowed in. They can play (mind) games like draughts, chess, darts, cards and dominoes. According to the organiser of the function Ntuthu Qambela, the gogos had a braai the following Wednesday where she said: “We had a good time.” Majola thanked businessmen Boya Chetty, Dumisa Vantyi, judge Ronnie Pillay and (her son) Gerald Majola for supporting them financially.

THE Northern Arts Mandela Bay Municipality Summer Carnival, featuring more than 30 local artists and attractions, will be held at the Marock Road Sports Grounds in Bethelsdorp on December 17 and 18. For two days, carnival attendees can enjoy affordable family entertainment from 10am to midnight. Amongst the carnival’s main attractions will be a spectacular fireworks

display, as well as the Carols by Glow Light on Saturday. In addition to the fireworks display, the Northern Arts Mandela Bay Municipality Summer Carnival will offer traditional carnival foods and special treats only found in Nelson Mandela Bay. There will also be plenty of activities for both youngsters and the young-at-heart. Apart from a Kiddies’ Corner, where the children can be entertained by Popsi the Clown or partici-

pate in one of the many games on offer, there will also be plenty of competitions where the public can try their luck and test their skills. “The carnival is a special event where music, song, joy and laughter merge, allowing the community to forget for a moment the many challenges which they currently face and allowing them to focus on the reason for the season,” said Billy Paulson, organiser. Economic development role of NMB Performing Artists explained NCEBA DLADLA THE role of performing arts in the economic development of Nelson Mandela Bay Municipality was highlighted during the Performing Arts Stakeholders meeting held at the Opera House in Port Elizabeth city centre last Thursday. In the meeting attended by Nelson Mandela Bay Arts and Culture Assistant Director Nonceba Shoba, the Opera House management, Playwright and Director Andrew Horne, local artists including actors, directors, musicians and producers, Opera House Board member and author Monde Ngonyama spoke about the transformation process of the Opera House. “In the meeting we were outlining the transformation process of the Opera House. And, as a member of the board, I was also informing the stakeholders of the role the Opera House intends to play in ensuring the mainstreaming of the performing arts in the economic development of Nelson Mandela Metro.” The metro’s Arts and Culture Assistant Director, Shoba, reassured the artists of the municipality’s role and commitment to develop them to greater heights. But the shortage of funds to honour that mandate, Shoba said, remained a huge problem. However, Shoba was optimistic that this (funding problem) could be a thing of the past as the newly appointed Arts and Culture Director Veliswa Gwintsa - who has been involved in the arts could sway the department to have

more budget on the arts. “Of course we do assist artists in kind - where we can,” she said. Shoba explained that artists who need performance venues or any other form of infrastructure available to the municipality do get assistance. That includes marketing of their events, where possible, said Shoba. According to Shoba, the metro was preparing to host an arts exhibition in March next year to expose visual artists, painters, theatre artists and language practitioners whose exploits, she believes, have not been thoroughly exposed. She did not exclude local musicians and poets who have always been getting the exposure, according to Shoba. More arts and culture development workshops were planned for 2012, she added. “Nelson Mandela Bay is rich in talent. There is no doubt about the quality of their work. It’s now incumbent upon artists themselves to use their creativity through documentation - to unlock the (municipal) funds that would help develop their arts further,” said Ngonyama. Meanwhile, speaking from over 30 years experience as an arts practitioner, Anthony Harris discouraged (total) dependence of artists on government departments for funding, as he argued, government has more other pressing issues of service delivery like housing developments and poverty alleviation to attend to. Instead, said Harris, artists should look into organising their own finance through corporate gigs and sponsorship.

In the last game, Ghetto Stars FC snatched a 1-0 victory from Brazil United FC, with striker Khaya Mbembe scoring the goal for Stars.

Motherwell is home to international wrestling star NCEBA DLADLA WRESTLING enthusiasts in Nelson Mandela Bay can look forward to their own version of Wrestlemania to be staged here in February next year by worldrenowned wrestling promoter, Mark Beale. Beale, who is originally of Port Elizabeth, is the founder of World Wrestling Professionals (WWP) which is one of the biggest sports bodies in Africa and the Middle East. One of the newest stars that will be in action is WWP Super Star Zama Njokweni, the All-Africa Heavyweight champion, who is from Motherwell. Njokweni (31), better known as the Kwaito Kid, will be the main attraction when WWP Super Stars, including their big American counterparts, take each other on at the Nelson Mandela Bay Stadium

next year. “I don’t think many people know that Motherwell is the home of a wrestling super star. Wrestling is the sport that knows no colour, no age and no creed. If there is any sport that can unify the people of South Africa, it is wrestling,” enthused Beale. Beale says the Kwaito Kid is internationally known and regarded as a super star in the same league as John Cena and The Big Show but it is cause for concern that people in his home-town don’t even know this. Zama grew up in NU6, Swartkops Valley in Motherwell and like many township kids loved wrestling and had his own heroes of the sport. He said it was “sheer luck” that Beale spotted him in Port Elizabeth in 1995 and was amazed by his huge torso. Beale asked Zama, who was a weightlifter at the time, whether he wanted to participate in wrestling.

“I immediately said yes, because I had always wanted to be a wrestler, but until that time thought it was impossible because I lived in PE,” said Zama. Under Beale’s guidance, Zama was trained in wrestling in Johannesburg where he quickly rose to become a professional. To date he has been all over Africa, the Middle East and Europe where he has won and defended his title a few times in contests against the best in the world. One of Zama’s advantages over his competitors is the fact that he has a Kyoku Shin Kai karate black belt. “I use my karate skills during fights. My educated feet and agile speed help me outwit my opponents. I give a 110 per cent performance in the ring. I never quit,” said the Kwaito Kid. Asked whether the sport pays handsomely Zame said “this is what I do for a living. I live a better life in Joburg and am able to pay my bills”.

Royal Bucks Football Club bags MTN Final NCEBA DLADLA ROYAL Bucks Football Club of Motherwell are the Nelson Mandela Bay Safa MTN Champions after thrashing New Brighton’s Red City FC 1 0 at the Oval Stadium (ePakini) in New Brighton on Saturday. “The two teams displayed the best of what the Bay can offer in the beautiful game. A pity there were no Professional Soccer League (PSL) scouts and national team selectors to identify and nurture the young talent,” observed Safa NMB president Mzimkhulu Fina. “These two teams (Royal Bucks and Red City) started with all other 32 teams from the local Football Associations and played up to the finals without any signs of fatigue and unsportsmanlike behaviour,” a delighted Fina said. To get to the finals, Royal Bucks got the better of Lion City FC 4-2

whilst Red City trounced the defending champion Morning Stars FC 2-1 in the semi-finals played on the same day. But it was the resilience and good football displayed during the highpaced final that entertained the full to capacity crowd and touched Fina. The triumphant Royal Bucks took home R10 000 prize money, a trophy, 25 tracksuits, 10 soccer balls and a soccer kit while their runners-up took home R5 000 prize-money, silver-medals and five balls for their efforts. “Sports development is very high on our agenda as the municipality,” said Mandela Bay Municipality Sport Portfolio Councillor Xola Sabani. “We want to help young children from the township play sport and make a living, but cannot do that alone. The idea of the private sector, like MTN, coming on board should be applauded. We urge other big companies to do the same,” Sabani said.
