ESIDENTS who have outstanding municipal debt, may find themselves getting only a receipt and no electricity when they buy pre-paid electricity.

Roland Williams, Director of Communications of the municipality, said the 100% allocation of pre-payment electricity purchases to service arrear debt, becomes effective before the end of this month. This measure will be introduced in terms of the Municipality’s Credit Control Policy. “To avoid being left with no electricity, account holders who have entered into arrangements or have benefitted from the Debt Relief program with the Municipality are therefore encouraged to service their accounts regularly. “Those account holders who become overdue on their accounts, will find that when they try to purchase pre-paid electricity, the first portion of the amount they paid in will be used to set off their arrear debt. The vending machine will print out the relevant amount of money that has been paid against the arrear account as an official receipt for payment of the account. In addition the printout will indicate how much is still in arrears and which must be paid before electricity can be purchased,” said

Business chamber concerned over delays in public transport system PE EXPRESS REPORTER KEVIN Hustler, CEO of the Nelson Mandela Bay Business Chamber, last week made clear the Business Chamber’s stance on the Integrated Public Transport System (IPTS) in Nelson Mandela Bay in a letter to members of the Chamber. “While we are certain that the city needs an improved public transport system that is safe, efficient and affordable,” said Hustler, “we are deeply concerned at the delays in implementation and the negative impact on the city as a whole.” According to Hustler, the Chamber has consistently engaged with the municipality and role players on the issue. “It is one of three key issues – along with the delayed appointment of a municipal manager and the proposed local business tax – that are of major con-

while they were divided on how to achieve this.” Hustler said the Chamber advocates a pragmatic, two-pronged approach in pursuing the IPTS issue. “Firstly, the Business Chamber calls for all parties, including taxi owners and the Algoa Bus Company, to be properly consulted. Secondly, we believe strongly that the infrastructure put in place should not limit access to deliveries, customers or clients. “We believe the municipality must address this as a matter of urgency, in order to avoid losses of rate-paying businesses and future investors. The metro must put every effort into creating a transport system of an international standard for the city. They must ensure that the national funding is unlocked, and that a competent team is in place to bring these plans to fruition.” Hustler committed the Business Chamber to continued engagement with the municipality on the issue.

Fourteen people were arrested for drunk and disorderly conduct, 12 people with outstanding warrants were also arrested while 12 more were arrested for domestic violence. A total 11 people were arrested for driving motor vehicles while under the influence of alcohol, 5 people for
assault with intent to do grievous bodily harm; four for contravention of a protection order and three for housebreaking and theft. The Station Commander of Motherwell SAPS Brigadier Keith Meyer commended the police of both Motherwell and Kamvelihle Police Stations for a job well done. The arrests, he said will go a long way towards prevention of crime in the Motherwell policing precinct.

Mobile clinics stand idle as they have not been licensed NCEBA DLADLA HEALTH services to communities in the Nelson Mandela Metro have been hampered by the fact that three mobile clinic vehicles are not operating and are standing idle because they have not been licensed. “Yet again communities suffer because they can’t access clinic services. To be denied this service because a vehicle is not licensed is criminal and shows scant regard for the welfare of citizens of this province by the Departments of Transport and Health,” said Dacre Haddon, DA Member of Provincial Legislature and spokesperson on transport. According to Haddon, he was informed by staff of the Department of Health that this is the second consecutive year that vehicles are standing idle
owing to a lack of licensing. Dacre said he would be asking that the MEC for Transport, Thandiswa Marawu, intervene and explain why this state of affairs is allowed to happen. “Mobile clinics are the most basic access to health care for many citizens. This fiasco must further question whether the insourcing of the provincial fleet of vehicles from the private sector was in the interest of the community, given the myriad of the problems since the beginning of the year. “This state of affairs is unacceptable and the MEC must act decisively now so that these vehicles can be licensed and be able to serve clinic services to the Nelson Mandela Metro community,” said Haddon. It is a blame game because Provincial Health Department spokesperson Sizwe Kupelo said the matter about licensing of vehicles was in the hands of
the Provincial Traffic Department. “They license vehicles, we don’t,” said Kupelo. Ncedo Kumbaca, the Traffic Department’s spokesperson has, however, put the blame squarely on the hands of Kupelo’s Department. “These mobile clinics come from the municipalities where they operate. Their licensing therefore is a matter between the municipality and the Provincial Health Department,” said Kumbaca. According to Kumbaca, when the management of primary health care services was given to province, all monies owed to service providers should have been paid by the Provincal Health Department. “I know that this has never happened and the process of licensing has been stalled because the Health Department owes the licensing department millions of rands,” said Kumbaca.

RESIDENTS of Nelson Mandela Bay came together on July 18 in celebration of Nelson Mandela’s 94th birthday, to give their 67 minutes for a good cause. Here are some of the kind gestures that residents bestowed upon others, as told by NCEBA DLADLA . . .

Dr. Xolani Tengo and Bishop Richard Made, senior citizens, victims and survivors of abuse. “We gave them food parcels, blankets and other gifts, thanks to the sponsors Safety and Liaison and Business against Crime,” said CPF PRO Dali Zendile.

KABEGA PARK WOMEN HELP NOLUNDI CRECHE A Group of women from Kabega Park in Port Elizabeth who meet every week for a prayer meeting decided to do something for the less fortunate in the community – in the spirit of giving 67 minutes for Nelson Mandela. Nontobeko Dano and Thenjiwe Njikelana of Kabega Park were part of the Nelson Mandela Birthday celebrations held at the Nolundi Creche at Dubu Street, New Brighton. Working with Ward 17 Councillor Ncediso Captain, the women delivered clothing to benefit people from the Chris Hani Squatter Camp whose belongings were destroyed in the recent floods. “We decided to do something for the less fortunate - giving them what
we have in the spirit of Nelson Mandela,” said Dano. Thanks to the good work of teachers, four crèches in the area including Nolundi, Nobandla, Sekunjalo and TJ Manqana, showed their understanding of the country, its flag, colours, government leaders and basic human rights in celebration of Madiba. “Councillor Captain with whom we always work together asked that we support this day with catering and cake to celebrate the great man’s birthday and we obliged. This is our community, the success of these children in education is of utmost importance,” said Shoprite, New Brighton Branch Manager David De Vos.

Comedian Nik Rabinowitz in PE for one night only ONE of the country’s leading comedians, Nik Rabinowitz, will be appearing for one night only at the Savoy Theatre in Perridgevale on August 2 in what is to be his very first appearance on a Port Elizabeth stage. Nominated this year for SA Comedian of the year award, he is one of the leading comedians in South Africa and appeared in the box office hit movie, “Material”, screened in Port Elizabeth recently. The show is being produced by WIZO Port Elizabeth, a charitable institution which raises funds for abused women and children. They support places of safety and homes for children in need and teach survival skills to women who need to support themselves. Children are also taught life skills, such as carpentry, cooking and other
trades, to enable them to become independent adults. The show will start at 8pm and tickets are R150, which includes a sumptuous tea, coffee and cake refreshment after the show. Planned ecomuseum for Walmer might get metro funding HELGA VAN STAADEN THERE are big plans for the development of an eco-museum in Walmer township. The Raymond and Dideka Mhlaba Foundation, had asked the Nelson Mandela Bay metropole for a donation of R400 000 to help finance the Egqebera project, which will cost approximately R36 million. The Mhlaba foundation was formed in honour of late freedom fighter and first premier of the Eastern Cape, Raymond (Uncle Ray) Mhlaba, and his wife, Dideka (ma Dixie). An eco-museum is a community-run enterprise committed to the heritage and traditions of local communities as well as help-
ing to preserve existing and new attractions. It focuses on the identity of a place and is mainly based on local participation. The goal is to improve the welfare and development of communities. A total of 75 heritage homes will be restored in the Walmer township. If this project is successful, up to 116 permanent jobs could be created. A pedestrian bridge will be built between the township and the affluent neighbourhood to symbolise “bridging the gap” between communities. Traci Mackie, trustee of the foundation, last week made a presentation about the concept to the metro’s economic development, tourism and agriculture committee. She said that
they needed the support of the metro for this project. Mackie also said that she was upset about speculation that the planned project may relate to the wave of violent demonstrations in the area which raged owing to alleged lack of service delivery. “I found the question offensive,” she said. Bobby Cekisani, DA councillor, wanted to know who the other trustees were and whether any community members were part of the trust. Chippa Ngcolomba, committee chairman said, however, that questions that may lead to subjectivity, must be avoided. The committee approved the donation in principle, provided funds are available.
Young artists developed as emerging exporters A GROUP of Chicago based art buyers have been touring the Eastern Cape in search of talented artists to showcase their artwork at an exhibition at the Guichard art gallery later this year. Andre and Francis Guichard met with local township artists across the region who specialise in fine art, ranging from painting to sculpture and beadwork. The aim of the two-week trip, which was initiated and arranged by Tradepoint, has been to expose young local artists to the opportunities offered in the United States art market and to develop them as emerging exporters. Forty percent of the Chicago population are of African origin and the Guichard are keen to strengthen their linkages back to the continent. “The artwork that we have seen has been above my expectations in terms of quality and diversity,” said Andre Guichard. “The artists use various mediums and themes to capture the social issues in their art pieces which they are using to uplift the Eastern Cape,” said Frances Guichard. Tradepoint identified a need to create an international appreciation for local products to assist export-ready businesses and products with export potential for global trade. The art will depict traditional, activist and contemporary township life or integrated South African life.

Algoa FM Winter Woolly Week reached out to 1926 people who were affected by the floods,” said Algoa FM Public Relations and Marketing Manager Jennilee Peremore. “GMSA made an additional contribution of R20 000 towards the initiative which will be used to give relief to those in need and each staff member brought a loaf of bread to work.
“Spar Eastern Cape also sponsored food parcels that were distributed to the different halls where people were situated,” said Peremore. Little children from the Gelvandale area were also beneficiaries of the Algoa FM Winter Woolly Week over the past weekend.

Gogo (106) looking for answers over pension payout NCEBA DLADLA GOGO Nowam Galati (106) did not receive her old age pension payout in April this year. A change in the system’s pension card is to blame for the elderly woman’s bad luck, according to her grand daughter, Noncedo Mkoko. The bedridden gogo has been getting the pension payout until this April when it was suggested that the pensioners change their All pay cards, said Mkoko. “We were surprised to realise that her money was not paid into the bank. And when we went to the South African Social Security Agency (SASSA) offices we were told that according to their records, the money was paid.
“But they said they were going to investigate what had happened,” said Mkoko. But in May and the following months the gogo got her money while it was still not clear what happened to the April money. Taking advantage of the good working relations between the South African Police Service (SAPS), the Community Police Forum and the Social Development Department, Mkoko reported the matter to the police for investigation. “We do not know what happened but the gogo’s children should come to our offices with her ID number so that we can start investigating what went wrong. If the money was paid, and to whom and when,” said SASSA Uitenhage office Supervisor Mpumelelo Nkontso.

History and interesting facts about the Olympic Games BETTIE GILIOMEE EXCITEMENT is building as London and the world ready themselves for the opening ceremony of the 2012 Olympic Games in London, on Friday. PE Express did some investigating into the history of the Olympic Games, as well as some interesting facts for all of those who would like to brush up on their knowledge of the Olympic Games.
First Olympics The first international Olympic Games held in the Modern Era were the 1896 Summer Olympics. Because Ancient Greece was the birthplace of the Olympic Games, Athens was perceived to be an appropriate choice to stage the inaugural modern Games. It was unanimously chosen as the host city during a congress organized by Pierre de Coubertin, a French pedagogue and historian. Despite many obstacles and setbacks, the 1896 Olympics was regarded as a great success and had the largest international participation of any sporting event to that date. Created by Pierre de Coubertin in 1914, the Olympic flag contains five interconnected rings on a white background. The five rings symbolize the five significant continents and are interconnected to symbolize the friendship to be gained from these international competitions. PE EXPRESS INDABA REPORTER THE Clover Milk run can officially be regarded as one of the longest events in the Eastern Cape, having maintained the same sponsor since 1999. Clover has had a very rewarding association with PEAAC, the organising club since the inception of the event. One of the most appealing facts about the Clover Milk Run is that it is an event for the whole family, as well as the professional athlete, providing the traditional 10km and 5km distances. The Clover 5km run was the first “fun run” event to be elevated to “race” status by EPA, having dedicated marshals, timekeepers and medals. The 14th Clover Milk Run has a R5000 purse for the first male and female runner in the 10km event. The first 1 000 runners to collect their numbers on Friday evening will each receive one litre of Clover Milk, and every finisher will receive one litre of Clover Milk and an Aquartz Water at the end of the race. As a complete change, the 5km run prizes (all vouchers) are valid only for participants 15 years and younger. This is to ensure that the younger ones have a chance of
winning a prize, since the professional athletes always sweep the board. Last year the novel mystery prize went down extremely well, and will be repeated this year. A random average time for both distances will be put into a sealed envelope the day prior to the races. The two runners closest to the preselected times will each win R2500 cash. Brian Bands have again come on board with sponsorships for five pairs of running shoes, as well as four vouchers for R250 to be used as lucky draw prizes at the prize giving, which takes place at 9am. The race is on Saturday, July 28, from (and back to) Kings Beach. The 10km starts at 7am and the 5km at 7:05am. Numbers may be collected on Friday between 5pm and 7pm, from the marquee at Kings Beach. Late entries will still be accepted until 7am on the day of the event, at no additional cost. Entry fees are R30 for the 10km and R20 for the 5km, and entry forms are available at all the usual sports shops. Families are urged to come in numbers. President upbeat about football developments in Metro NCEBA DLADLA NELSON Mandela Bay Football Association president Mzimkhulu Fina is upbeat about the development of football in the metro municipality. Speaking to PE Express Indaba om Monday, Fina announced that the Mayor’s Cup Finals would be played at the NU2 Stadium in Port Elizabeth this Saturday 28 July. “We’ve got senior men’s teams, women’s teams and the veterans teams competing in the finals,” said Fina. Black Pool Football Club from the Northen Areas will square up against Zwide Township’s Shining Stars FC, in the men’s game, while Manchester Babes (from Uitenhage) will play against Continental Express (of KwaZakhele) in the women’s game. In the
veteran section, Motherwell will challenge New Brighton. “We are also proud to announce the success of Continental Express in winning the Absa Regional League to compete in the Provincial Sasol League. This is progress in anyone’s language,” said Fina, adding that the plight of SAB Regional League Team Young Professional FC which is eyeing a spot in the Vodacom league will be decided in a space of two weeks. This could mean that Nelson Mandela Bay will have another outfit in the semi-professional league. “We’re also excited by the selection of five of our U-19 girls to the Eastern Cape squad which is scheduled to play in the national games in Kimberley soon,” said Fina. Fina reminded Local Football Associations (LFAs) that registrations are still open until the start of the season in August.
African Wanderers junior teams formed SELBY MADIKANE AFRICAN Wanderers Football Club junior teams from KwaZakhele have recently been formed. The man who has come up with the initiative to take kids off the street is Mxolisi Dlova. According to Dlova, the club was affiliated to Zwide Football Association (ZWIFA) four years ago, but now it is defunct.
“I have decided to recruit the youth that can play in under 11, under 13 and under 15 teams. Lots of youth use their energy for wrong things. Despite being unemployed, I bought two balls out of my own pocket, and T-shirts which these three teams wear during their games’’. Dlova also said that he was expecting more youth to join him. ZANA appeals for sponsorship SELBY MADIKANE Zakhele Netball Association (ZANA) appeals to any organisations whichare able to help it with sponsorship in order to boost the morale of its teams. According to ZANA secretary Loyiso Tom their biggest challenge is sponsorship. “We have a lot of talented players. There are 14 clubs affiliated in the ZANA league, with each club having two teams. What I have noticed is that the players’ enthusiasm and passion is high, despite the lack of financial muscle,’’ said Loyiso. NMB to host SA Professional Junior Flyweight title NCEBA DLADLA NELSON Mandela Bay will be hosting a SA Flyweight title fight at the Babs Madlakane Community Hall in KwaNobuhle on Saturday 11 August, thanks to female boxing promoter Gladys Tsenene. Tsenene of Wells Estate, who promotes under Rainbow Boxing Promotions, will feature in the main bout over 12-rounds East London boxers Mfundo Gwayana and Vuyani Keswa for the vacant SA Flyweight title. The title be-
came vacant early this year after champion Siviwe Ntsiko, also of East London failed a medical test and had his licence revoked. Ntsiko died shortly thereafter. Both Keswa and Gwayana are the previous holders of the title. In the main supporting bout over six roundsintheJuniorFeatherweightdivision, Uitenhage’s SA number 10- ranked Asanda Jacobs will fight East London’s SA ranked No. 6 Lundi Madondile. Club to end a silverware drought SOLLAR Stars Football Club of Veeplaas set their sights high to end a long silverware drought. Stars’ assistant coach Rubin Hlolimpi revealed that their goal was to win Port Elizabeth East Football Association [PEEFA] Premier League prestige trophy in the 2012-2013 season. Rubin said that his side’s last league win was in 2000 and since then Stars did not live up to their expectations.
“It is long overdue. We promise our supporters that we will be the next PEEFA league winners. Our boys cannot afford to disappoint their supporters,” said Rubin. “We have already started training. New players can join us’’.
