New 10111 centre opens REPORTER

The report, which was compiled after visits to 10111 centres and flying squads all over the Eastern Cape, highlighted the difficult working conditions that members of the SAPS are subjected to such as outdated equipment, lack of vehicles and shortages of radios.

HE multi-million rand building which many have referred to as a white elephant, will finally be put to use after members of the 10111 emergency response centre moved into the building in Korsten last week. The state-of-the-art building has been vacant since 2010.

New systems and equipment The new 10111 emergency response centres, however, have been equipped with state-of-the-art systems to manage calls from the public to these centres. Police said that the communities of the Eastern Cape will be served from the new centres which are based in Port Elizabeth and East London. “The process of upgrading the capacity of the systems utilised at our 10111 centres in the province have been staggered into a number of phases. We have come to the stage where we have completed phase one in relation to the Port Elizabeth and East London Centres. The new systems and resources in place at the call centres will certainly go a long way in enhancing service delivery to our communities,” said Provincial Commissioner Lt General Celiwe Binta. She further indicated that the new system will assist the police in the following: • Improving public access to the call centres as the incoming number of telephone lines at the centres have increased from 7 to 29 lines; •Provide an un-interrupted service as power failures will no longer negatively influence the operations of these centres. New power back-up systems have been supplied which will allow the centres to operate uninterrupted for 14 days on the backup systems; •More effective service delivery monitoring as the centres have been equipped with 24-hour CCTV surveillance, which with enable Commanders to monitor the output and conduct of dispatchers/operators.

One of the reasons for the delay for the move was an investigation regarding alleged tender irregularities. Staff have been working from the Mount Road police station until now. Controversy surrounded the Korsten centre from the beginning, with Schauderville/Korsten residents making it clear that they did not want the building in their midst. In March 2012 the PE Express reported on residents’ concerns about health risks linked to the radio call tower at the centre. The Schauder/Korsten Action Committee believed that the tower posed possible health risks.

Construction company builds state of the art special need schools REPORTER LEADING specialists in the field of building, renovation, restoration and recycling of buildings, GVK-Siya Zama, are in the process of constructing, renovating and upgrading three special needs schools in South Africa to the tune of millions of rands. Two of the schools are situated in the Eastern Cape – Khanyisa in Kwadwesi and Sunshine in Uitenhage. The 17-month Khanyisa and 24-month Sunshine projects are valued at R60.19 million and R81 million respectively. According to Dumisani Madi, group managing director of GVK-Siya Zama, the company has the skills required to successfully manage projects in rural conditions, with very little access to basic resources. Madi states, “Khanyisa is a school situated

in the heart of Kwadwesi that provides a haven for visually impaired kids. The school is not only an educational institution but also provides accommodation in the form of hostels for learners. Sunshine is a brand new school for mentally challenged kids and will serve the Uitenhage and surrounding community. ” The project at Khanyisa comprises the building of additional classrooms, a new dining hall and paved walkways along with the refurbishing and upgrading of existing dormitories. The Sunshine school project, on the other hand, requires building from scratch. Khanyisa is being developed by the Independent Development Trust (IDT), while Sunshine is a project of the Department of Public Works. Both the Khanyisa and Sunshine schools are due for completion in early 2015.

Provincial hospital staff seek divine power and protection NCEBA DLADLA STAFF members at the Port Elizabeth (PE) Provincial Hospital in the Staff Health Department have started a Healthcare Workers Fellowship to uplift themselves and their patients spiritually.

“We have a wellness day celebration in the department but decided this year to incorporate our spiritual beings so as to feed our spirits,” said one of the organisers Sister Zodwa Ngonqo. According to Sr Ngoqo, members of staff, which included not only nurses, had a very successful event where they had time to feed themselves and their patients spiritually through Bible reading, singing and prayer at the hospital’s Recreation Hall last Wednesday.

“We recognised the importance of spiritual upflitment of staff members who are often called to support patients who were at times, spiritually down,” said Ngoqo, adding that they could not do a successful job if they themselves were spiritually down. Guest speakers Marlin Brown the prophet, and Pastor Mazantsi delivered messages. Staff members Reverend Mbuqe and Mlulami Vena, a porter, also talked on the theme: “Let us build the walls of Jericho” while others sang and offered prayers. He added that Dora Nginza and eMpilweni hospitals as well as Lilitha College, who were represented during the launch, had already established a Christian Fellowship Programme. According to Ngoqo, they meet at the Nurses Home’s hall every Wednesday for their prayer meetings.

They receive no government sponsorship while they feed so many people in the area. We’ve come to provide them with sponsorship that will reduce some of their bread costs so that they can use the money towards other important resources,” said Barrett. “We’ve also come to spoil these children with a lot of goodies including toys, soccer balls, T-shirts, caps and sweets,” he said Missionvale founder and Director Sister Ethel thanked Blue Ribbon Bread for the sponsorship. She said this would effectively provide them with 2 222 loaves per month and save them R10 000 which they would use to purchase other things they needed as well as employ an additional nurse to make a difference in the lives of thousands of unemployed, hungry and sick people in Missionvale. “Starvation is a huge problem here. Family-heads are in need of bread themselves while we are faced with Orphaned and Vulnerable Children (OVCs) to feed on a daily basis. This sponsorship will make a whole lot of a difference,” said Sr Ethel. According to Sr Ethel, who has been in this calling for the past 27 years, Missionvale Care Centre looks after over 1 000 people including heads of families every day. “These people know no better life. They come here every day for their share of a daily bread,” she said.

Church honours Premier Phumulo Masualle NCEBA DLADLA MORE than 5 000 dedicated members of the United Ethiopian Church of Africa gathered at the Raymond Mhlaba Sports Centre in Motherwell in celebration of the 2014 Women’s Convention at the weekend. Eastern Cape Premier Phumulo Masualle was among the members of the church coming from the lengths and breadths of the country for the event. “The Premier is a son-in-law of our church,” said General Secretary Andile Mbali proudly. Explaining, Mbali said Masualle’s mother-in-law was a member of the United Ethiopian Church of Africa. Although the premier was invited as a

family member, the church respected the honour and slaughtered a sheep as a gift for him. According to Mbali it was, however, not the first time that the church was visited by senior government officials. “Former President Nelson Mandela visited the church in 1995 and we slaughtered a sheep for him. We also did this in the following years when former EC Premier Makhenkesi Stofile visited us during his tenure as premier,” said Mbali. Premier Masualle thanked the church for the honour and speaking on behalf of government, he said they would work hard to improve on service delivery and the four key pillars of health, education, job creation and the eradication of crime.

Church women gives primary school girls a lesson in ‘Ucoceko’ NCEBA DLADLA NEEDY Masakhane Primary School pupils from eNjoli, Kwazakhele were visited by women from the African Methodist Episcopal (AME) Church to receive toiletries as part of a cleanliness lesson last Friday.

The women belonging to Oomama Bothumo (A Women’s Missionary Society) are led by Reverend Gertrude Komani, the AME Presiding District Elder. The caring women come from an area called Georgina Orlyn which is made up of the DG Ming Chapel in Zwide, SC James Chapel in Kwazakhele and the Macedonia Chapel in Govan Mbeki Avenue in the Port Elizabeth City Centre. They decided to give alms to benefit children from poor families in the township. “We decided to assist children from this school with sanitary ware including washcloths, soap, tooth-brushes, tooth-paste and the like, because there was a need,” said the women’s Chairperson, Nombulelo Luse. According to Luse, about 50 of these children, who are in Grades 6 and 7, did not have

the necessary things that people and especially females needed and hence they decided to lend a helping hand to ensure there was “Ucoceko” – meaning cleanliness in the school. “Our being here as Oomama Bothumo, is to spread the gospel of Christ under the theme ‘Being called to strengthen our faith and to witness by following Christ’,” said Second Vice President of the Eastern Cape Conference, Sibongile Mayana, adding that this was to fulfill the scripture in Isaiah 40:32. “We teach children from disadvantaged communities. A lot of homes here depend on social grants that is not enough to sustain them. So these children will always lack the basics. We appreciate the assistance from the AME women. We’re very happy,” said Masakhane Primary School principal Bonile Dapo. According to Dapo, Masakhane is a no-fee school. He said they needed to engage in fundraising efforts to be able to fund some of the projects. But that too was not enough, he said. He added that he wished the project would be sustainable and also be able to benefit needy pupils from other schools with a similar background as his.

Schools prepare for SGB elections early next year NCEBA DLADLA THE Department of Education in the Province is busy making preparations for the election of School Governing Bodies (SGBs) as the term of the incumbents comes to an end on March 31 next year. The democratic elections of the new SGBs will commence from 1 April, according to the Education Department’s Provincial Elections Coordinator, Kwedinana Ntshwentshwe. According to Ntshwentshwe, the Department has embarked on an advocacy programme to inform and sensitise all the education stakeholders of the need to hold democratic elections of the SGBs. He said the advocacy programme was part of the Management Plan to ensure that people who were eligible to vote and take office in the SGBs knew what was expected of them and that all stakeholders knew exactly their rights and responsibilities. “We started by meeting representatives of the Association of School Governing Bodies and teacher unions at Algoa College in Port Elizabeth

on Wednesday and Thursday last week to take them on board in the programme for the ownership of these elections. These are the third largest elections in the country following the National and Provincial General Elections,” said Ntshwentshwe. The National Department of Education provided the province with the guidelines from which they (the province) would create workable provincial regulations that did not deviate from the country’s supreme law, the constitution from which the Basic Human Rights and the Children’s Charter finds expression. Ntshwentshwe said to avoid any legal battle, the Department in the province would take the draft document to their legal advisors before it was finalised and later submitted for implementation. “A lot of time and financial resources were wasted as a result of court battles. We would like to avoid those this time around by making sure that people were fully aware of their actions and legal imperatives,” said provincial Education spokesperson Mali Mtima.

Court battle with Education Department looming A LEGAL battle involving over 40 schools is brewing against the Eastern Cape Department of Education should the department fail to appoint the necessary teachers needed at most Afrikaans schools in Port Elizabeth. This is according to the Northern Suburbs schools governing bodies’ representatives who said the Education Department has failed to meet the 2012 High Court judgment to appoint teachers and non-educators at substantive posts across the province with over 4 million pupils affected. This comes after the MEC for Education, Mandla Makupula, and Department of Basic Education Deputy Minister, Enver Surty, held a meeting last week Wednesday with Port Elizabeth principals. Frustrations by parents and teachers came to a boiling point three weeks ago, leading to the forced closure of 55 schools. Human rights lawyer and regional chairman at the Legal Resources Centre, Sarah Sephton, said they intended filing a suit at the High Court in Grahamstown by December 1, should the Department fail to fill the substantive posts as ordered by the 2012 judgement. Sephton said the SGB in the Northern Suburbs had a strong case against the Education Department for human rights violations and she was waiting for the go-ahead from the SGBs to file a suit against the department. “I have already sent a written letter of demand to the EC Education Department for the vacant substantive posts to be filled and if the SGB in the Port Elizabeth area give me the go-ahead, I intend on filing a suit against the department on their behalf,” she said. In a media briefing, Makapula said they had entered into an agreement with the SGB to fill 384 posts, which were vacant in the metro, as soon as possible. Not convinced by the MEC’s statement, Northern Suburbs governing body chairman, Andrew Sauls, said at the same briefing, however, that they would file a suit against the Department should their demands not be met by the end of September. Sauls, together with SGB representatives, met principals on Monday to discuss the way forward with regard to the volatile situation. “During the meeting we discovered that not much has

been done by the department about our one teacher per class demand. Some of the principals have sited that the Funza Lushaka bursary holders are receiving preferential treatment which means they are at the top of the post-acquisition and that needs to be addressed. “We have also been told that our principals have received hostile treatment by Education officials when trying to submit their assessments. We now plan as the SGB to compile a detailed report which will site the problems to put more pressure on the Department. Should there be no action taken, we intend to go to the High Court, and even extending to the Constitutional Court, for human rights violations,” said Sauls. Makupula said the Department has had weaknesses in the past with delays. However, since February 14, when they entered into an agreement with SADTU to fill the posts, they had been addressing the demands. Makupula went on to say that schools were also to blame for the delay. “Schools are now delaying the process. We need schools to declare their post provisions and so far many schools have failed to do so.” Makupela said they were also looking at reskilling temporary teachers and finding posts for them in administration at the department. In a media statement, Democratic Alliance Shadow MEC for Education, Edmund van Vuuren, said Makupula had no plan to solve the shortage of Afrikaans speaking teachers for schools in the Northern Areas of Port Elizabeth. “I was most disappointed with the MEC’s weak response during an interview on Sunday, September 7 on Fokus on SABC 3, where he was given the platform to explain his department’s solutions to the ongoing education crisis in the Eastern Cape. He has no plan, nor solutions for the Northern Areas, where learners are predominantly Afrikaans-speaking. “The MEC failed to inform the public that the department does not have enough teachers who can teach in Afrikaans. He also failed to mention that the number of Funza Lushaka bursary holders suitable to be placed at these schools has been exhausted.” – LIZEKA TANDWA

Roller Sport South Africa President Wendy Gila, who was extremely excited, thanked everybody who made the event a resounding success. Gila said, “I want to thank Nelson Mandela Bay Municipality for supporting us. The sports bodies’ representatives, the schools

Thrilling MOFA Top 8 games full of surprises SELBY MADIKANE BEAUTIFUL game spectators saw what was described as the real surprises when hot favourites kissed goodbye to MOFA Top 8 Knockout competition over the weekend. Following the season-long layoff some teams looked rusty but others came fully prepared for their games. In MOFA Premier League Top 8 quarterfinals Young Madrid ousted Real Strikers 2-1 while the much-improved Tomorrow Stars eliminated the hot favourites Young Romans 5-4 on penalties after a 1-1 fulltime score.

Other knockout specialists Valencia beat Crystal Palace 5-4 from the penalty spots after a 1-1 fulltime draw, with Ikamva Movers overcoming Milan Stars 1-0. In the semifinals Tomorrow Stars earned a deserved 3-1 win over Valencia. Following their goalless fulltime tie, Madrid were spot on to eliminate Movers 6-5 in sudden death. Madrid will take on Stars in the finals in the weekend. Having beaten Scorpions 3-1 in MOFA First Division Top 8 semifinals, Manchester face their rivals Motherwell United in the finals in the weekend. United beat NU 29 United Stars 2-1 in the semifinals.
