A final announcement on this can be made as early as tomorrow (Thursday). The municipal trade union Samwu and the National Union of Metalworkers (Numsa) have already raised their concerns over this. According to Numsa, Zanoxolo Wayile, who is a former Numsa leader, is the victim of a “well-orchestrated campaign” which is being led by certain “important and dominant” leaders in the ANC regional executive committee.

‘No place for vigilantism in South Africa’ – MEC Helen Sauls-August NCEBA DLADLA MOB Justice has no place in South Africa today, said MEC for Human Settlements, Safety and Liaison Helen Sauls-August last week. The MEC was responding to the acts of vigilantism that have continued to happen in some parts of the province in the recent past. According to the MEC, her department has set aside this month of February to embark on a safety and liaison programme under the

theme: “Maximum Community Participation towards Safer Communities.” “With 2013 marking 17 years’ existence of the Community Police Forum (CPF) in the country, the CPFs are firmly established and community based to address incidents of mob justice,” said Sauls-August, adding therefore that it is the duty of the CPF to diffuse any community tensions that might fuel vigilantism in our communities. Vigilantism denies people an indelible right to a fair trial, said Sauls-August.

According to the MEC, Community involvement in fighting crime should surpass government initiated programmes and become a societal issue that brings people together to fight crime. “In the Motherwell Cluster we do not have a problem with vigilantism. I think it is because we communicate with residents from time to time during imbizos and workshops to ensure that they know what is right. We say no to vigilantism!” said Motherwell Cluster CPF Chairperson Nomawethu Jama. According to Jama, one of the

biggest problems the Motherwell cluster is trying to deal with at the present moment, according to Jama, was rather that of the rampant sexual abuse of women and children. The KwaNobuhle Cluster was, however, not immune to the challenge of vigilantism as identified by the MEC, according to CPF Chairperson Monica Mbatsha. “In areas like Holomisa, KwaNobuhle, for instance, we’ve seen pockets of community members losing patience with the law enforcement officers. Sometimes residents do not understand that

police prioritize certain incidents of crime,” said Mbatsha. She said that vigilantism would always be condemned by her office whenever it showed its ugly face. Mbatsha said it was also incumbent upon the departments of justice and correctional services to educate communities about their ways of working. “Residents should know for instance about bail conditions as well as the conditions under which parole is granted so that the former inmate is integrated back into society,” reasoned Mbatsha.

Municipal manager appointed after more than three years TINNEKE GOEDHALS

AFTER more than three years the Nelson Mandela Bay Municipality has finally appointed a new Municipal Manager.

Dr Lindiwe Msengana-Ndlela has been appointed on a five-year contract effective from March 1. The municipal manager position has been vacant since July, 2009, when Graham Richards took special leave to allow for an investigation into service delivery failures in the Metro. Msengana-Ndlela holds a Bachelor of Commerce degree and a University Education Diploma from Rhodes University, a Bachelor of Education and a Master of Business Leadership from UNISA, and a PhD (Urban Governance, Leadership and Local Economic Development) from the University of Warwick in the United Kingdom. Msengana-Ndlela, from Cala in the

Eastern Cape, is the former Director General and Accounting Officer of the Department of Provincial and Local Government (2002-2009) who managed a budget that grew from R6 billion to over R24 billion, with a succession of unqualified audit opinions from the Auditor General. She played a leadership role in important committees, including the presidency. According to a statement from the Metro, she played a pivotal role in the drafting and implementation of municipal legislation. She has been recognised by Rhodes University for “Outstanding accomplishment in professional life and enhancing the reputation of Rhodes University” and was awarded the Rhodian Award in 2005. She is also a recipient of a research Fellowship award from the WK Kellogg Foundation of the USA, through a programme which promotes policy practice and research by women leaders in Southern Africa. NELSON Mandela Bay marked another milestone on Saturday when 60 taxis were handed over to the municipality by the taxi industry as part of the government-driven NMB Integrated Public Transport System (IPTS). The handover forms part of the IPTS agreement between the municipality and the taxi industry to allow for ease of operation for the buses in certain routes where there is an oversupply of taxis. The handover also marked a jour-

ney dating back five years when the decision taken by the NMB and the local taxi industry to partner in what is the first Integrated Public Transport System in the Eastern Cape. According to Mthubanzi Mniki, Nelson Mandela Bay Municipality Communications and Media Management Officer, the handover reaffirmed the unshaken commitment of the taxi industry to the IPTS project. “The CBD to Summerstrand taxi route has been identified as it has an overflow of transport. The removal of some taxis from this route

is to give space to operate. “The logic behind this move is that stakeholders who are part of the same project cannot compete for the same route as this poses operational complications for both parties concerned,” said Mniki. All the taxis were taken to the municipality’s fleet management depot in Diaz Road where they will be stored for 12 months. According to Mniki, as part of the agreement, each taxi owner will be compensated for any loss of legitimate income. The NMB and the Project team will work on the process of re-skill-

ing the drivers and conductors who were working on the taxis affected. Some are expected to be absorbed within the IPTS process while some will be placed in different areas related the project. The skilling process, which begins on Monday (February 19), involves educating the individuals about the intricacies of the taxi industry and customer care. The process of the handover of taxis has been a voluntary process by the taxi owners. Nomvuyo Mpambani, a taxi owner, said she was elated about the arrangement as it ensured that every-

one was accommodated. “This definitely is the beginning of big things to come and the arrangement we have with the municipality is quite fair,” she said. “We can only hope for the best going forward, the IPTS is definitely here to stay and we support it all the way,” said Mpambani. Another taxi owner, Ryno Plaatjies, said this was welcomed as this would revolutionise the taxi industry in the metro. “But we have trust in the municipality and we have strong belief that the IPTS is definitely going to succeed,” Plaatjies said.

Help needed to convert unused school into training centre for former inmates NCEBA DLADLA OFFENDERS who have been rehabilitated must be forgiven and accepted back into the community. This is the view of Reverend Dr James Fatuse, the founder and head of Solulel’isandla Community Development Trust, a multi-disciplinary Non Profit-making Organisation (NPO) that seeks to put back humanity within hardened criminals through programmes of restorative justice. An elated Dr Fatuse announced that his NPO, Solulel’isandla Prison Ministry which focuses on restorative justice programmes at St Albans prison, has acquired the building that used to house

Masangwana Primary School in New Brighton. “We applied to the Department of Education to use the school that is currently unused as our skills development centre – to do programmes of restoration, transformation, rehabilitation and resolution; and after consultation with the Department of Public Works our application was accepted and we were granted the right to use the building,” said Rev. Dr Fatuse. There is, however, one problem with the future skills development centre – the building has been vandalised. It is dilapidated, its walls have cracks and the roofs and ceilings are falling apart. There are no windows, no pipes, electric wire and taps – they have all been stolen.

The school has been turned into a rubbish dump area and Rev. Dr Fatuse and his wife Lindiwe have been spending a lot of time cleaning it - almost every day. They need assistance from anyone who can help them. This includes help from cleaning and cutting the grass to painting and putting life back into the institution. * The NPO, Solulel’isandla was formed through the assistance of former EC Premier Oom Ray Mhlaba in 2002 to assist community members to deal effectively with Illiteracy, HIV/ Aids, Counselling, Career Guidance, Restorative Justice and Skills Development among other disciplines. Big donation boosts Small Projects

NCEBA DLADLA AN organisations which assists children from HIV/Aids infected and affected families, Small Projects Foundation (SPF), recently got a helping hand from Absa Bank who donated R50 000 to the foundation as part of its Community Support Initiatives. SPF’s head and director Dr Paul Cromhout said SPF is a NonGovernmental Organisational (NGO) that aims to empower individuals and families with training and support to improve their quality of life. Although they are based in East London, their beneficiaries

come from all over the Province including Port Elizabeth townships like Walmer/Gqebera, KwaZakhele, Zwide and Motherwell. “We specifically assist children from HIV/Aids infected and affected families with training and support,” said Dr Cromhout. One of their projects is with gardening. SPF trains children to work in the garden and grow their own produce. “They plant lettuce, spinach, beans and cabbages and give them to their family and other members of the community as part of their contribution to their well-being. Children love this exercise,” he said.

The highly informative workshop attended also by a group of aspiring business individuals was offered by the National Small Business Chamber (NSBC) and sponsored by Absa Bank. NSBC CEO and author of a compelling book “Never Surrender” successful businessman, Mike Ander-

son, told the gathering that they must have a vision and mission to succeed, share that with their families for support and never let anything stand in their way. “Challenge the status quo and do things differently. Surround yourself with positive people. Keep going and make sure you get rid of toxic elements in your life,” said Anderson. Absa Head of Enterprise Development Sisa Ntshona helped the delegates to learn more about the imperatives of starting and growing a business as well as funding. This was necessary, according to Ntshona, as SMMEs were currently the major drivers of the economy. According to Ntshona, Big corporates are also shedding jobs so it is important that people think of starting businesses for job creation.

New records in Kings first Super 15 triumph

SOUTHERN Kings fans who are still high on their team’s victory in their first Super Rugby game on Saturday, will have to wait until next week Saturday to see whether their team can prove their detractors wrong for a second time. The Kings have a bye this week and will be preparing for their match against the Sharks on March 9 at the Nelson Mandela Bay Stadium. This past Saturday’s match between the Southern Kings and the Australian team Western Force, which was played in front of a crowd of almost 33 000 spectators, boasts many records for the team. By winning their first-ever match at this level, by 22-10, the Kings became the first debut winner of the last four teams that joined Vodacom Super Rugby – in

2006 the Force lost 10-25 to Brumbies and the Cheetahs lost 18-30 to Bulls, and in 2011 the Waratahs crushed the Rebels 43-0 in the Melburnians’ debut. The other record is that Sergeal Petersen, at the age of 18 years and 206 days, became the youngest South African to play Vodacom Super Rugby since 1997 (eighth youngest ever). To make his debut even more special, last year’s CocaCola Craven Week Player of the Tournament scored two tries (fifth youngest try-scorer ever). Previously, the youngest South African to feature in Vodacom Super Rugby was former Springbok back Jaco van der Westhuyzen, who made his debut for The Sharks on 4 April 1997 against the Hurricanes in Durban, two days before his 19th birthday. Petersen, who was born in Humansdorp and matriculated from

Grey High School last year, has despite interest from several other teams, signed a contract with the Kings. He has played for the Eastern Province at all youth levels, representing them at the 2007 Under 13 Craven Week, the 2010 Under 16 Grant Khomo Week and in the 2012 Under 18 Craven Week where he scored four tries in three games. The latter performance earned him inclusion in the SA Schools team that played against France, Wales and England in August 2012. Peterson also excelled in athletics and represented South Africa at the 2011 World Youth Championships.

African Bombers take on Pretoria Police at Zwide Stadium

OCAL club rugby team, African Bombers will be looking for home support this Saturday afternoon when they play against Pretoria Police at Zwide Stadium in their Cell C Community Cup pool match.
