Overview The 2018 JCI World Congress in Goa, India was organized under the theme of Jai Ho!, meaning to be victorious. Organized and hosted through collaboration between JCI Panaji (India) and JCI, the event featured workshops, skills development courses, power talks, meetings and a business exchange conclave focused on the sub-themes: engage, innovate and change. The Opening Ceremony featured speeches by Her Excellency, the Honorable Governor of Goa, Dr. Mridula Sinha, the Honorable Speaker of Goa Legislative Assembly, Dr. Pramod Sawant, a representative from World Congress sponsor, Nine, as well as JCI India President Arpit Hathi and JCI President Marc Brian Lim. Chief Delegates had the exciting responsibility to make transformational decisions about the future of JCI. One of these major decisions was the approval of the 2019–2023 JCI Strategic Plan. The plan will continue advancing the five strategies from the previous strategic plan—Impact, Motivate, Invest, Collaborate and Connect—while focusing on accelerating transformation as JCI works toward being the organization that unites all sectors of society to create sustainable impact. After starting each day with the JCI Morning Show and hearing a variety of best practices of JCI members and experts from other organizations, delegates were then motivated by a series of Power Talks. A wide variety of skills development sessions and workshops on topics ranging from advocacy, social entrepreneurship and inclusive leadership, empowering them to return to their local communities and amplify positive change. A key highlight of the event was the Action Oriented Leadership series of courses presented by Dale Carnegie Training throughout the Congress. Alongside the most outstanding projects and members, the JCI Ten Outstanding Young Persons of the World (JCI TOYP) Honorees were recognized during the 2018 JCI Awards Ceremony for their incredible achievements in creating sustainable impact in their communities and across the globe. During the General Assembly, 2018 JCI Executive Vice President Alexander Tio of JCI Indonesia was voted and sworn in as 2019 JCI President. The event culminated with the JCI Presidential Inauguration before delegates enjoyed Indian dance performances and celebrated late into the night during the Farewell Dinner.

2014-2018 JCI Strategic Plan The General Assembly at the 2018 JCI World Congress approved the adoption of the 20192023 JCI Strategic Plan. In 2019, JCI will focus on accelerating transformation on our journey to be the organization that unites all sectors of society to achieve sustainable impact. This plan calls for audacious action to focus and align all aspects of the organization to our strategy, so that we can adapt to the dynamic needs of young people and create momentum to stay relevant and meaningful in a changing world. To truly accelerate transformation and achieve these goals, every JCI member will focus their time, energy and grassroots action toward the five strategies outlined by the 2014-2018 JCI Strategic Plan: Impact: JCI will focus the power of young people to advance sustainable impact. Motivate: JCI will unite the passion of young people to motivate bold action. Invest: JCI will accelerate transformation by investing in technological, financial and human resources. Affiliations The General Assembly reviewed the status of several National Organizations, approving and disqualifying based on the merits of each case as recommended by the Admissions Committee. 2020 JCI World Congress The bid submitted by JCI Yokohama (Japan) was accepted, selecting Yokohama, Japan as the host city for the 2020 JCI World Congress.

JCI Constitutional Amendments There were no proposed amendments made to the JCI Constitution.

JCI Policy Manual Amendments The JCI Board of Directors made the following policy changes to the JCI Policy Manual: CHAPTER III: NATIONAL ORGANIZATION MEMBERS POLICY 3-9. APPLICATION FOR FULL AFFILIATION: Applications for full affiliation shall be accompanied by details of all changes to the information supplied in the previous year to the Secretary General in accordance with Policy 3-7 or by confirmation that there are no changes. f. A proposed plan of action for the coming year. g. A proposed plan of action for the coming year. CHAPTER VII: ANNUAL MEETING POLICY 7-1. THEME: The corporate slogan shall be the theme of each Congress. a. The theme of each Congress shall deal with topical issues that are relevant to young people around the world. b. The Congress Organizing Committee shall submit a proposed theme or proposed themes to the Secretary General at least thirty (30) days prior to the Midyear Executive Committee meeting in the year prior to the Congress. The Executive Committee shall approve the theme of the Congress and the Secretary General shall advise the organizing committee of the theme approved within thirty (30) days of the meeting. CHAPTER IXX: CONFERENCES POLICY 19-1. BIDDING FOR A CONFERENCE a. Any Local Organization which wishes to bid to host a conference must submit three copies of a completed Standard Conference Contract, together with attachments containing such information, commitments and assurances as the Executive Committee shall prescribe, by mail to the Secretary General, to be received by December 31 December 1 of the year preceding the year when the Local Organization would be bidding. In the event no bids are received by the stipulated deadline or if all of those who notify an intention to bid withdraw without presenting a bid, the Secretary General may extend the deadline for the submission of bids up to the opening of the conference at which the bid will be considered.

CHAPTER IXX: CONFERENCES POLICY 19-3. CONFERENCE THEME a. The theme of each conference shall deal with the socioeconomic issues of that particular Area, and each conference shall have the goal of adopting declarations or resolutions aimed at resolving them. b. The Conference Organizing Committee shall submit a proposed theme or proposed themes to the Secretary General at least thirty (30) days prior to the Midyear January Executive Committee meeting in the year prior to the conference. The Executive Committee shall approve the theme of the conference and the Secretary General shall advise the organizing committee of the theme approved within thirty (30) days of the meeting. CHAPTER XXI: DUES POLICY 21-1. DUES: SECTION 1. NATIONAL ORGANIZATIONS: National Organizations shall pay annual dues to the organization in the amount of ten dollars and fifty cents (US $10.50) thirteen dollars (US $13) per individual member registered with the Secretary General pursuant to Bylaw 21-2. SECTION 2. FULLY AFFILIATE NATIONAL ORGANIZATIONS: Fully affiliated National Organizations are required to pay annual dues of one thousand five hundred dollars (US $1500), or the amount stated in Section 1 of this Policy, whichever is greater. CHAPTER XII: FINANCES POLICY 22-1. BUDGET: SECTION 1. BUDGET: a. Preparation: Each year, on or before June 1 no later than 15 days prior to the Midyear Executive Meeting, a Draft Operating Budget for the ensuing fiscal year shall be prepared by the Secretary General for presentation, in accordance with Bylaw 22-5, to the Finance Committee and the Audit Committee at its midyear meeting. CHAPTER XXII: FINANCES POLICY 22-8. DEVELOPMENT GRANTS: SECTION 1. National Organizations and Area Associations may request financial assistance in the form of development grants for specific projects contributing to growth and development, leadership development, development of National Secretariats, training and Local Organization or National Organization extension. Such requests may be considered for approval by the JCI Executive Committee, provided the application has been made to the JCI Secretary General at least fourteen (14) thirty (30) days prior to the meeting at which the application is to be considered. Seven (7) days prior to the Executive Committee meeting, the JCI Secretary General shall provide the Executive Committee with the total amount of funds available for disbursement as grants. In all cases, grant applications for sponsorship/support of National Presidents or (Area Development Council) meetings of the four Areas and the development of National Secretariats shall be given priority by the Executive Committee.

CHAPTER XXII: FINANCES POLICY 22-8. DEVELOPMENT GRANTS: SECTION 8. All parties who wish to apply for a development grant for a specific program shall follow the above-noted guidelines and submit an application to the Secretary General at least fourteen (14) thirty (30) days prior to the JCI Executive Committee meeting at which the application is to be considered. Approval of grants shall be subject to availability of JCI’s resources.
