Overview Hosted through a collaboration between JCI Estonia and JCI World Headquarters, the 2019 JCI World Congress is the one time a year JCI members come together to engage with like-minded citizens who are working in their own communities to create global impact. This year’s community of young active citizens gathered in the magical city of Tallinn, Estonia from 4 – 8 November. The theme was Pure Magic and over 3,444 delegates from 99 countries participated in workshops, skills development courses, meetings and​ the JCI World Hackathon which gave members the chance to creatively innovate and solve global problems. The Opening Ceremony was hosted by Miss Eliis Pärna and Mr. Kaspar Karik. Speeches also featured included the Estonian Prime Minister, Mr. Jüri Ratas, Tallinn City Deputy Mayor, Aivar Riisalu, JCI Estonia President, Anni Oja and the 2019 JCI President, Alexander Tio. Congress attendees began each day at the JCI Morning Show and hearing a variety of best practices from JCI members and our expert partners. Additionally, JCI members have the exciting responsibility of making transformational decisions about the future of JCI. One of these major decisions was the approval of the 2020 Plan of Action and constitutional amendments. A key highlight of the event was Transformation Day featuring speeches from Robin Sharma, Eric Edmeades and Peep Vain as well as the Design Thinking Workshops presented by Global Citizen and AIESEC. The JCI Ten Outstanding Young Persons of the World (JCI TOYP) Honorees, JCI members, Local and National Organizations were recognized during the 2019 JCI Awards Ceremony for their incredible grassroots impact at the local level. During the General Assembly, Itai Manyere of JCI Zimbabwe was voted and sworn in as 2020 JCI President and The event culminated with the JCI Presidential Inauguration before delegates enjoyed ballet performances, Estonian cuisine and celebrated the magic of our organization late into the night.

2019-2023 JCI Strategic Plan This was a year of planning and projecting toward the future of JCI. A significant part of this year was invested in the rollout of the 2019-2023 Strategic Plan, Accelerating Transformation. Since the introduction of the current JCI Strategic Plan in 2019, significant progress has been made with each of the key initiatives, which include impact, motivate, invest, collaborate, and connect. By aligning all sustainable development projects with its strategic concept, JCI can reach its strategic goal of becoming the leading organization for young people who want to create positive change in their communities. ​To truly accelerate transformation and achieve these goals, every JCI member should continue to focus their time, energy and grassroots action toward the five strategies outlined by the 2019-2023 JCI Strategic Plan:

Impact​: JCI will focus the power of young people to advance sustainable impact. Motivate​: JCI will unite the passion of young people to motivate bold action. 2020 JCI Plan of Action JCI members had the exciting responsibility to make an impact during the General Assembly by approving the 2020 JCI Plan of Action. The 2020 JCI Plan of Action outlines how we can bridge the gap between the vision of the Strategic Plan and our current reality as well as the future we want. The General Assembly reviewed the status of several National Organizations, approving as recommended by the Admissions Committee, but not approving any disaffiliations. 2021 JCI World Congress The bid submitted by JCI South Africa was accepted, selecting South Africa as the host city for the 2021 JCI World Congress.

JCI Constitutional Amendments The JCI Board of Directors made the following constitutional changes to the JCI Constitution:

Proposed Amendment of Article Article 2-7. HUMAN RIGHTS: The organization, in affirming its Declaration of Principles, which is based on the ideals expressed in its Creed, recognizes the Universal Declaration of Human Rights is commended to National Organizations as an example of the promotion of universal respect for, and 2019 JCI World Congress Report | 9


observance of, human rights, freedoms and equality, ​especially to include people with diverse socioeconomic statuses, gender identities, sexual orientations, races, ethnicities and abilities. ARTICLE 2-10. ENVIRONMENT: To preserve Earth for future generations, the Organization aims to reduce its ecological footprint through a zero-waste framework. ARTICLE 4-1. BOUNDARIES OF AREAS: In order to ensure that most effective service is given to National Organizations, Local Organizations and Individual Members, National Organizations shall be grouped in four (4) Areas in and around the following geographical Limits: -Africa and the Middle East -Asia and the Pacific -America -Europe

Proposed Amendment of Bylaw BYLAW 8-25. EQUALITY AND DIVERSITY: The Organization shall strive for equality and diversity among elected and appointed officers. BYLAW 12-3. SECTION 5. SUPERVISION: The Treasurer, in conjunction with the Finance Committee, shall supervise the administration of financial records in the hands of the​ F ​ inance Director​, and shall recommend fiscal policies to the General Assembly. BYLAW 16-3. SECTION 1. DUTIES: The Secretary General shall have the following duties: -Responsible for the management of the JCI World Headquarters. -Authorized to execute all substantial third party contracts and commitments affecting the organization, in consultation with the Resident Legal counsel and with written approval from the Executive Committee. -Empowered to employ (and to discharge) staff within the limitations of budget with prior approval from the Executive Committee. -Responsible for the establishment of salary of all other paid employees within the established salary ranges. -Carry out duties assigned by the JCI President.

BYLAW 16-3. SECTION​ 2.​ EVALUATION: 2019 JCI World Congress Report | 10


The President shall appoint an Evaluation Committee with the purpose of preparing a written evaluation of the Secretary General's performance. This committee shall include at least three (3) members of the Executive Committee. This evaluation shall be given to the Secretary General once at the Midyear Executive Committee meeting and once at the Executive Committee meeting at Congress each year. This committee may recommend to the Executive Committee the extension or termination of the Secretary General's contract. BYLAW 16-3. SECTION​ 3. O ​ THER DUTIES: The Secretary General shall have other duties as follows: -Carry out duties assigned by the President. -Make recommendations to the President with respect to his or her assigned duties. -Attend all meetings of General Assembly, the Board of Directors and the Executive Committee, without any voting rights. -Promote the purposes of the organization. -Conduct himself or herself in a manner befitting the organization.

JCI Policy Manual Amendments The JCI Board of Directors made the following policy changes to the JCI Policy Manual: CHAPTER III: NATIONAL ORGANIZATION MEMBERS POLICY 3-10. NATIONAL ORGANIZATIONS NOT IN GOOD STANDING. SECTION 1. NOTIFICATION: If a National Organization fails to meet the requirements of Bylaw 3-18, the ​Finance Director shall​ ​forthwith notify the National Organization in writing that it is not in good standing with the organization. CHAPTER VIlI: OFFICERS POLICY 8-8. RELATIONSHIPS WITH INTERNATIONAL ORGANIZATIONS. SECTION 1. FORMAL RELATIONSHIP GUIDELINES: To further its objectives, JCI​, with the approval from Executive Committee, ​may establish formal or contract relationships with international organizations. CHAPTER XXl: DUES POLICY 21-1. DUES. SECTION 1. NATIONAL ORGANIZATIONS: National Organization shall pay annual dues to the organization in the amount of thirteen dollars (US $13) per individual member registered with the ​Finance Director​ pursuant to Bylaw 21-2. CHAPTER XXl: DUES POLICY 21-1. DUES. SECTION 3. GENERAL ASSEMBLY REVIEW: At the January Board Meeting, the ​Finance Director ​will present the budget projections for the 2019 JCI World Congress Report | 11


upcoming five (5) years. Based on these projections, each odd-numbered year, the Finance Committee will send by August 1st a recommendation to the General Assembly for a review of dues set forth in Sections 1 and 2 of this policy to come into force in the year following the ensuing year.

CHAPTER XXl: DUES POLICY 21-3. MEMBERSHIP REGISTRATION DETAILS. SECTION 1 (E): A copy of financial statements in one of the correspondence languages of the organization, for the financial period ended during the previous twelve (12) months. The financial statements shall be sent to the ​Finance Director ​within ten (10) months of the end of the financial period. The Executive Committee may require that a National Organization’s financial statements be certified by a public accountant to be resubmitted to the​ Finance Director ​within sixty (60) days after the National Organization is notified of the Executive Committee’s decision to require such certification. CHAPTER XXl: DUES POLICY 21-3. MEMBERSHIP REGISTRATION DETAILS. SECTION 3. OTHER CHANGES DURING THE YEAR: National Organizations shall notify the​ Finance Director ​immediately of other changes in their current membership registration. CHAPTER XXl: DUES POLICY 21-4. ACCEPTABLE FORMS OF DUES PAYMENT. SECTION 2. BANK DRAFTS: Bank drafts in any currency after the U.S. dollars are not acceptable unless readily convertible to U.S. dollars, and express written approval for the particular transaction has been given by the Finance Director​. A written estimate of any fees or expenses caused by the transaction will then be made by the JCI World Headquarters to the National Organization. CHAPTER XXll: FINANCES POLICY 22-1. GENERAL BUDGETARY POLICY. SECTION 1 (A). PREPARATION: Each year, no later than​ 30​ ​days prior to Midyear Executive Meeting, a Draft Operating Budget for the ensuing fiscal year shall be prepared by the ​Finance Director in consultation with the Treasurer​ ​for presentation, in accordance with Bylaw 22-5, to the Finance Committee and the Audit Committee at its midyear meeting. CHAPTER XXll: FINANCES POLICY 22-1. GENERAL BUDGETARY POLICY. SECTION 1 (B). CAPITAL EXPENDITURE BUDGET: Each year, on or before June 1, a Draft Capital Expenditure Budget for the ensuing fiscal year for replacement or acquisition of assets shall be prepared by the ​Finance Director in consultation with the Treasurer ​for presentation, in accordance with Bylaw 22-5, to the Finance Committee and the Audit Committee at its midyear meeting.

CHAPTER XXll: FINANCES POLICY 22-1. GENERAL BUDGETARY POLICY. SECTION 1 (D). CASHFLOW PROJECTIONS: Based on the Operating and Capital Expenditure Budgets referred to in (a) and (b) of this policy, the ​Finance Director in consultation with the Treasurer ​shall prepare cashflow projection of receipts, payments and bank account balances on a monthly basis. These projections are to be presented to the Board of Directors at its January meeting and shall be reviewed in June each year as a part of the general budget review provided for in Policy 22-2. CHAPTER XXll: FINANCES POLICY 22-3. INCOME BUDGET: Dues income will be estimated as accurately as possible for budget purpose on the basis of membership registrations submitted by national Organizations to the​ Finance Director​. National Organizations which have a substantial amount of unpaid dues at a Congress shall not be considered when establishing the dues base for the following year. CHAPTER XXll: FINANCES POLICY 22-4. MONTHLY FINANCIAL STATEMENTS: The ​Finance Director​ ​shall prepare monthly financial statements that provide an overview of the expenses of the preceding month, the beginning of the year to the end of the preceding month, and a comparison to the previous year according to a predefined and approved template that shall be recommended by the audit committee, and provide these to the Finance Committee no later than the last working day of the current month. CHAPTER XXll: FINANCES POLICY 22-5. BUDGET: The procedure for presentation of the budget shall be as follows: -A draft budget for the ensuing year shall be presented by the ​Staff Officer responsible for finance in consultation with the Treasurer no later than 30 days prior to the Midyear Executive Meeting. -This draft budget, together with the Executive's recommendations and any necessary revisions proposed by the ​Staff Officer responsible for finance​ and Treasurer, shall be mailed to all members of General Assembly no later than forty (40) days before Congress. -Members of General Assembly who wish to make any comments, proposals or recommendations on the budget must make written submissions to reach the ​Finance Director no later than twenty (20) days before Congress. -The proposed budget, together with all submissions received, shall be circulated to members of the Finance Committee and placed on the Finance Committee meeting's agenda at Congress. The recommended budget resulting from the Finance Committee meeting at Congress shall then be presented to General Assembly for approval, as prescribed in Bylaw 6-2 (d). 2019 JCI World Congress Report | 13


CHAPTER XXll: FINANCES POLICY 22-7. OFFICER EXPENSES. SECTION 9. CREDIT FOR DUES: Dues shall not be credited against an Officer’s account except an extenuating circumstances, and with the specific authority of the President. No such approval shall be granted unless due cause is shown, together with an actual statement of expenses involved. Such statement shall equal or exceed the outstanding dues of the National Organization from which the Officer comes and shall be accompanied by a written request made both by the National Organization and the Officer concerned. If the President is satisfied that reasonable cause has been shown and all other conditions of this paragraph met, the ​Finance Director​ ​shall take such steps as shall be necessary to implement such a credit. CHAPTER XXll: FINANCES POLICY 22-14. INVESTMENT OF FUNDS: Surplus fund of the organization may be invested by the ​Finance Director ​in accordance with guidelines which are established from time to time by the Executive Committee. CHAPTER XXll: FINANCES POLICY 22-16. SECTION 1. AUTHORIZATION: All disbursements shall be made by check, in the manner authorized by the ​Finance Director​. CHAPTER XXll: FINANCES POLICY 22-16. SECTION 2. PRIORITIES: The ​Finance Director ​in making disbursements of the organization’s fund, will be guided by the policy that, wherever possible, funds in the international bank accounts shall be used to liquidate indebtedness officers or any other creditor of the organization. CHAPTER XXll: FINANCES POLICY 22-16. DISBURSEMENT. SECTION 3. SUBSTANTIAL THIRD PARTY CONTRACT: The Secretary General is authorized to sign substantial third party contracts, with maximum aggregate sum not exceeding U.S. $10000 for same vendor or for the same purpose. CHAPTER XVII: AMENDMENTS. POLICY 27-1. CONSTITUTIONAL AMENDMENTS REVIEW COMMITTEE. SECTION 1. COMPOSITION: The President, Immediate Past President, General Legal Counsel, Resident Legal Counsel, Secretary General and one ​past or current JCI officer ​appointed by the President shall constitute the standing Constitutional Amendments Review Committee, to be chaired by the General Legal Counsel. If necessary, at the Congress, the President may appoint additional members to replace those who may be absent.
