Annually, the JCI World Congress unites JCI members, partners and friends from all over the world to participate in inspirational sessions, impactful workshops, official General Assembly meetings, JCI Programs, forums, trainings and fun-filled events to share best practices, exchange ideas and determine the future of our dynamic organization.

The 2014 JCI World Congress in Leipzig, Germany offered delegates the opportunity to learn new skills, share best practices and harness a renewed passion for JCI as a global organization. Hosted through collaboration between JCI Leipzig, JCI Germany and the JCI World Headquarters, attendees enjoyed an action-packed program of interactive workshops, productive meetings, lively guest speakers and dazzling evening ceremonies.

The JCI Morning Show began each day in an energetic way involving delegates in learning exercises, games and the opportunity to win JCI prizes.

Featuring experts from the business, civil and government sectors, JCI members took part in panel discussions focused on how to improve resource and energy efficiency, take action across changing societies and create solutions to youth unemployment. The first ever Peace and Prosperity Forum allowed attendees to discuss current world crises and formulate peaceful solutions to threats against justice and peace in their communities. Delegates seized the opportunity to learn more about malaria in the post 2015 world and JCI’s expanded partnership with the UN Foundation at a panel hosted

by Nothing But Nets. With JCI’s participation and commitment to the UN Millennium Campaign’s MY World 2015 survey, the JCI Active Citizen FrameWorkshop highlighted JCI National Organizations who have had success in surveying their communities and collecting as thousands of youth voices for the creation of the post 2015 global development agenda. With a focus on freedom, passion and change, Congress attendees also embraced the historic spirit of Leipzig honoring the significance of the 25th Anniversary of the fall of the Berlin Wall.

The 2014 JCI Board of Directors along with 2014 JCI National Presidents and Chief Delegates conducted the official business of the 2014 JCI World Congress at the General Assembly. Business included official reports from the year about finance, partnerships, 2015 and 2016 JCI Events, constitutional amendments, JCI Foundation donations and the 2015 election.

After 2014 JCI Vice President, Executive Vice President and President Candidates Presentations and Caucuses throughout the week, JCI National Presidents voted on the 2015 JCI Board of Directors and 2015 JCI President.

2014 JCI Executive Vice President Ismail Haznedar of JCI Turkey was voted and sworn in as 2015 JCI President. President Elect Haznedar’s term as JCI President officially begins January 1, 2015. He will serve as the global leader of the organization and plans to Commit, Connect and Care for JCI on its path to sustainable global impact. The event culminated with the JCI Presidential Inauguration and ceremonial passing of the JCI Presidential Chain from 2014 JCI President Shine Bhaskaran to 2015 JCI President-Elect Ismail Haznedar. Fireworks and popped champagne marked the official

launch of the JCI 100th Anniversary, as the global organization begins an epic celebration of 100 years of impact.

Attendance More than 4,500 delegates from 105 countries attended the 2014 JCI World Congress in Leipzig, Germany.

Affiliations The General Assembly reviewed the status of several National Organizations, approving and disqualifying based on the merits of each case as recommended by the Admissions committee.

Potential Affiliation Renewals The following National Organizations had their statuses renewed.

JCI Constitutional Amendments The JCI Board of Directors proposed the following policy changes to the JCI Constitution, which were approved by the JCI General Assembly: ARTICLE 3-6: POTENTIAL NATIONAL ORGANIZATION SECTION 3. NATIONAL ORGANIZATION VISITATION Applicants for affiliation as a Potential National Organization are not required to receive a visit by a representative of the organization before the initial application will be considered. Renewal applicants for affiliation as a Potential National Organization must have received a visit by a representative of the organization approved by the Secretary General before the renewal application will be considered.

Reason: To facilitate new applications for a potential affiliation, particularly in developing nations where visitation may be difficult.

ARTICLE 3-15: FULLY AFFILIATED NATIONAL ORGANIZATION SECTION 3. NATIONAL ORGANIZATION VISITATION Applicants for Full Affiliation must have received a visit by a representative of the organization and, if requested by the President, a representative of another National Organization before the application will be considered.

Reason: To clarify that a visit by a representative from another National Organization is only required when requested by the President.

BYLAW 5-1. LOCAL ORGANIZATION MEMBERS SECTION 2. DEFINITION OF A LOCAL ORGANIZATION AREA Each Local Organization geographically located entirely within one of the National Organizations specified in Bylaw 3-2 shall be affiliated with that National Organization. The Executive Committee shall have the prerogative to assign to a National Organization any Local Organization, which is not geographically located entirely within one of the affiliated National Organizations specified in Article 3-1.

Reason: To make the sentence grammatically correct.

BYLAW 5-4. JCI ALUMNI SECTION 3. PROCEDURE The procedure for membership, renewal and the dues payable shall be defined in policy.

Reason: To activate and manage JCI Alumni membership status, the Executive Committee needs to change procedure to be managed centrally similar to JCI Senators.

BYLAW 6-13. PROCEDURE FOR PRESENTING GENERAL RESOLUTIONS AND CONSTITUTIONAL AMENDMENTS TO GENERAL ASSEMBLY SECTION 4. LATE SUBMISSIONS Late submissions of general resolutions and Constitutional amendments shall not be considered by General Assembly unless: a. They are submitted in the appropriate form for action. b. Submitted in the main correspondence languages of the organization. c. This bylaw is waived as provided for in Article 27-3, Section 2.

Reason: To correct a typo. Article 28-3, Section 2 does not exist.

BYLAW 8-13. NOMINATIONS COMMITTEE SECTION 1. COMPOSITION The President shall appoint a Nominations Committee consisting of the Immediate Past President, who shall serve as Chairman and the last four Past Presidents. In the event that the last four Past Presidents are not able to serve, then the President shall appoint other individuals to make up the number of members required for this committee.

Reason: Due to the established schedule of JCI World Congress, Nominations Committee is appointed and conducts business in advance of General Assembly. Proposal reflects that and ensures organization is operating in accordance with bylaws.

BYLAW 10-1. DUTIES f. Promotion and coordination of the development of programs and activities to provide Officer training for the National and Local Organizations of the Area, promoting the current Strategic Plan, annual Plan of Action and Individual Area of Opportunity.

Reason: It is not used in a majority of JCI Local Organizations and will ensure JCI Executive Vice Presidents are performing duties as set out in the bylaws.

BYLAW 10-1. DUTIES g. Promotion and coordination of programs and activities by National Organizations and Local Organizations within the Area, and promotion of the current JCI Strategic Plan, annual plan of Action and the Community, International and Business Areas of Opportunity.

Reason: It is not used in a majority of JCI Local Organizations and will ensure JCI Executive Vice Presidents are performing duties as set out in the bylaws.

BYLAW 11-2. SPECIAL QUALIFICATIONS Each Vice President shall have either 1) served as an Officer of the organization; 2) served as a member of his national board of directors; or 3) held an appointed position to his National Organizations Executive Committee Reason: To remove an exception specific to JCI USA and to allow any individual who has served as a member of their national board to qualify for the stated JCI Officer position.

BYLAW 12-2. SPECIAL QUALIFICATIONS The Treasurer shall have served as an Officer of the organization or as a member of his national board of directors.

Reason: To remove an exception specific to JCI USA and to allow any individual who has served as a member of their national board to qualify for the stated JCI Officer position.

BYLAW 13-2. QUALIFICATIONS FOR GENERAL LEGAL COUNSEL The General Legal Counsel shall have served as an officer of the organization or as a member of his national board of directors.

Reason: To remove an exception specific to JCI USA and to allow any individual who has served as a member of their national board to qualify for the stated JCI Officer position.

BYLAW 13-5. RESIDENT LEGAL COUNSEL The President in consultation with the General Legal Counsel and the Secretary General, shall decide on the appointment or annual reappointment of Resident Legal Counsel who shall advise the Secretary General on matters relating to the World Headquarters. The Resident Legal Counsel shall be licensed to practice law in the State of Missouri, U.S.A. Reason: To clarify that the decision is made on an annual basis.

BYLAW 15-4. MEETINGS The Executive Committee may also meet at such other times and place or manner as determined by the President or a majority of its voting members.

This includes the ability for the Executive Committee to convene by telephone conference, online, or other electronic manner.

Reason: To clarify the ability of the Executive Committee to meet throughout the year to conduct business as needed, and the ability to utilize current technology to facilitate meeting when an in-person meeting is not feasible.

BYLAW 16-3. DUTIES SECTION 3. EVALUATION The President shall appoint an Evaluation Committee with the purpose of preparing a written evaluation of the Secretary General’s performance. This committee shall include at least three (3) members of the Executive Committee. This evaluation shall be given to the Secretary General once at the Midyear Executive Committee meeting and once at the Executive Committee Meeting at Congress each year. This committee may recommend to the Executive Committee the extension or termination of the Secretary General’s contract.

Reason: To clarify the procedure for appointing a Secretary General Evaluation Committee.

BYLAW 18-3. AWARDS SECTION 2. DEVELOPMENT The development of international awards shall be initiated by the Executive Committee or the Secretary General who shall ensure their relevance to the JCI Mission, Vision and Values, and to the membership development of National and Local Organizations.

Reason: To allow JCI Officers beyond just the Secretary General to initiate new awards.

BYLAW 18-4. REPORTS Annual reports detailing progress on the current Strategic Plan and annual Plan of Action shall be prepared by the Secretary General and submitted to each Congress.

Reason: “Major Emphasis Theme” was removed from the bylaws during the 2013 JCI World Congress. This proposed change ensures the Secretary General is creating reports in compliance with the bylaws.

BYLAW 19-5. PARTICIPATION SECTION 1. ALL NATIONAL ORGANIZATIONS c. Bid for the site of a Conference or meeting in respect of the Area (in the context of this bylaw, Local Organizations located in a different geographical Area than their National Organization qualify to bid for the site of a Conference or meeting in respect of the geographical Area where they are located).

Reason: To allow any Local Organization located in an area different than their National Organization the ability to bid to host an area conference.

BYLAW 19-5. PARTICIPATION SECTION 2. NATIONAL ORGANIZATIONS ASSIGNED TO THE AREA a. Submit entries for Conference Awards (in the context of this bylaw, a Local Organization located in a different geographical area than their

National Organization qualify in respect of the geographical area where they are located.

Reason: To allow any Local Organization located in an area different than their National Organization the ability to submit award entries for recognition at that Area Conference.

BYLAW 19-5. PARTICIPATION SECTION 5. QUORUM FOR CONFERENCE ASSEMBLY A quorum for Area Conference Assembly meeting shall comprise of Chief Delegates (or their authorized deputies) representing thirty (30) percent of National Organizations in that Area in good standing with the organization as prescribed in the constitution.

Reason: New section establishes quorum for Area Conference National Presidents Meetings or Area Conference Assembly to prevent confusion of whether quorum is required and if so what is required for quorum.

BYLAW 26-1. DESIGNATION The business of the organization shall be conducted according to the Constitution and, where not otherwise provided, “Robert’s Rules of Order Newly Revised.”

Reason: Clarification.

JCI Policy Manual Amendments The JCI Board of Directors proposed the following policy changes to the JCI Policy Manual, which were approved by the JCI General Assembly: POLICY 3-2. DEVELOPMENT OF POTENTIAL NATIONAL ORGANIZATIONS SECTION 1. METHOD d. The Secretary General, in consultation with the appropriate Executive Vice President, will continually review the level of contacts in various countries for development purposes. When a viable local organization has been established, or when it appears that there is sufficient interest in the establishment of JCI or that a visit may be useful, the Secretary General, in consultation with the President and on the recommendation of the appropriate Executive Vice President, shall prepare a plan for the development of a National Organization in that particular country. Such development plans shall include details of objectives, assignment of specific responsibilities, services to be given by elected Officers and the World Headquarters, deadlines and may include the assignment of a Vice President.

Reason: To avoid conflict with Bylaw 3-8.

POLICY 3-4. PROCEDURES FOR POTENTIAL, PROVISIONAL AND FULL AFFLIATION SECTION 1. PROCEDURES FOR INQUIRIES COMING FROM WITHIN THE ORGANIZATION d. The admissions committee will meet at the discretion of the Chairman prior to the closing of General Assembly.

Reason: To modify policy to match current practice, which is for the admissions committee to meet prior to General Assembly.

POLICY 3-6. ENTITLEMENT OF SERVICES Potential National Organizations shall receive basic services from the World Headquarters as determined by the Secretary General or the President. Such services may include the visit of a staff person or any other representative of the organization.

Reason: To allow for greater efficiency in decisions for servicing Potential National Organizations.

POLICY 5-1. LOCAL ORGANIZATION MEMBERS SECTION 4. BUSINESS LOCAL ORGANIZATIONS a. Business Local Organization shall be defined as Local Organizations which operate under the principles and philosophy of JCI with the partnership of a company or corporation, while fostering an enhanced program in business, business training, entrepreneurship and networking.

Reason: To clarify that these Local Organizations are sponsored by the business.

POLICY 5-1. LOCAL ORGANIZATION MEMBERS SECTION 5. UNIVERSITY LOCAL ORGANIZATIONS b. Such Local Organizations shall admit members who are attending or working at the university or college in which they are located.

Reason: To not limit the ability of university Local Organizations to offer programming.

POLICY 5-3. ALUMNI MEMBER The procedure for alumni membership renewal and the dues payable shall be the same as for active individual members.

Reason: New policy provides more language to make the policy flexible for the creation of a new program and corresponding policy.

POLICY 10-1. DUTIES d. Encouraging the adaptation and implementation of the current Strategic Plan and annual JCI Plan of Action in their National Organizations.

POLICY 11-1. DUTIES a. ii. To promote balanced activity among their Local Organizations including, the current Strategic Plan, annual JCI Plan of Action and all Areas of Opportunity.

POLICY 14-2. FORMAT OF BOARD OF DIRECTORS TRAINING PROGRAM Training seminars covering such topics as growth, the annual JCI Plan of Action, World Headquarters services to Officers, communications, meetings, visitations, conference activity, the transition from National Organization Officer to JCI Vice President, motivate and individual overviews and experiences.

Reason: “Major Emphasis Theme” was removed from bylaws during 2013 JCI World Congress.

POLICY 16-2. VACANCY In the event of a vacancy in the office of Secretary General, an Interim Secretary General may be appointed by the President until the vacancy is filled.

In the event that the Secretary General is temporarily unable to perform the duties of the office, the President may appoint an Acting Secretary General to perform the duties for the necessary time at the direction of the President.

Such appointment is subject to approval of the Executive Committee.

Reason: To clarify the appointments if the Secretary General is unable to perform duties but is not vacant.

POLICY 17-3. ANNUAL PLAN OF ACTION c. The proposed Plan of Action approved by the Executive Committee shall be mailed no later than ninety (90) days in advance of the opening of World Congress, to all members of General Assembly for their review and consideration, and it shall also be mailed to all candidates for JCI Office.

Reason: To give National Organizations the opportunity to align their incoming year Plan of Action with the International Plan of Action.

POLICY 18-1. TERMS OF REFERENCE All areas of opportunity shall develop the managerial skill of the Individual Member by offering managerial training and actual experience as a leader at all levels of the organization. The terms of reference for the Areas of Opportunity shall support the current Strategic Plan and the annual Plan of Action as follows: a. Individual Opportunities: To provide the opportunity for the Individual Member to realize his or her personal potential through training programs. b. Community Opportunities: To develop the sensitivity of the Individual Member to societal problems, and knowledge of community dynamics in solving these problems, through actual experience. c. International Opportunities: To provide the opportunity for the Individual Member to contribute to the development of goodwill, understanding and cooperation among all peoples. d. Business Opportunities: To provide the opportunity for the Individual Member to contribute to the development and enhancement of the economic infrastructure, prosperity and well-being in all nations.

Reason: To align with the current objectives of the organization.

POLICY 20-2. SENATE GROUPS SECTION 2. JCI SENATE AREA ASSOCIATIONS Each JCI Senate Area Association shall operate according to its respective constitution and bylaws, as created, approved, and amended by its respective Board of Directors. A current copy of each JCI Senate Area Association's constitution and bylaws shall be kept on file at JCI World Headquarters.

Reason: To clarify the policy and procedure governing JCI area associations.

POLICY 20-2. SENATE GROUPS SECTION 4. SENATORS FORUM AT JCI WORLD CONGRESS Pursuant to Bylaw 20-6, section 2, the four JCI Senate Area Associations shall meet jointly at World Congress, together called the Senate Joint

Boards. The Immediate Past President of the organization shall be the Chair of the Senate Joint Boards. The Secretary for the meeting shall be elected by the Senate Joint Board members in attendance.

Reason: New section reflects the current common practice at JCI World Congress.

POLICY 22-22. ACTIVITY EXPENSES SECTION 1. LIMITS Expenses incurred in the promotion and conduct of program activities within the current Strategic Plan and annual Plan of Action, and the organization’s contribution to Area programs approved by conferences and to National Organizations’ authorized translations of the organization’s publications, shall be limited to amounts set by General Assembly in the annual report.

Reason: To align with the current objectives of the organization. "Major Emphasis Theme" removed from bylaws during 2013 World Congress.

POLICY 25-3. CORPORATE TAGLINE JCI’s corporate tagline shall be “Global Leadership of Active Citizens.”

Reason: New policy defines the tagline adopted at the 2013 JCI World Congress.
