Places to Grow he Growth Plan for the Greater Golden Horseshoe (GGH) is a provincial plan that came into effect on June 16th, 2006 and establishes a policy framework for managing growth in the GGH to the year 2031. It contains population and employment forecasts for municipalities in the GGH, completed by the Ministry of Energy and Infrastructure. From 2006 to 2031, the City of Peterborough is forecast to grow by: • An additional 13,000 people to reach a total population of 88,000; • An additional 1,300 jobs to reach a total of 42,000 jobs;
In addition, the Growth Plan contains intensification and density targets that municipalities must adopt into their Official Plans and plan to achieve. To give you a sense of the magnitude of the impact, the Growth Plan specifically requires the City of Peterborough to:
• The County population is projected to grow to just 61,000, even though they were already at 58,000 in 2006!

• Plan to achieve an average density of 150 residents and jobs per hectare in the Downtown Peterborough Urban Growth Centre by 2031. The existing density of Peterborough’s Urban Growth Centre has been estimated to be about 100 residents and jobs per hectare. To achieve 150 residents and jobs per hectare by 2031, an additional 4,800 residents and jobs would be required! This is a 50% increase over the present situation and represents about 33% of the total population and employment growth forecast for the City to the year 2031.
A review of the Growth Targets is underway this year and the Chamber of Commerce, through the Prosperity Round Table’s Municipal Competitiveness Task Team, is involved. The Task Team is helping the Planning Staff, for both the City and the County, review the Growth Targets and prepare for a presentation to the Review Consultants. One of the unanswered questions that keeps coming up during this process is whether or not these are “targets” or “requirements’, and what are the consequences if the guidelines are not followed? The Task Team is of the opinion that the existing Growth Targets are too low. Largely based on historic patterns, the Growth Targets do not take into account a number of significant change agents, including: • The investment in the Peterborough Airport, which is expected to be a growth driver.

• The activity around the Innovation Cluster at Trent. • The completion of Highway 407. • Immigration/migration, made up of both New Canadians and Seniors moving to the area. • Potential impact of the Fraserville Secondary Plan. • The effect of the Greenbelt, which we are located just outside of, which should effectively cause development to leapfrog over the Greenbelt.
In addition, the very concept of the intensification and Density Targets will not only be very difficult, but could fundamentally hamper development in this area. Peterborough City and County have very low commuting patterns. Most of the people who live here, work here, thus we have much more in common with cities outside the GGH, such as Belleville and North Bay, than it does with cities like Kitchener and Barrie that are located inside the GGH. Demographically, we have a significantly older population, a proportionally smaller youth population, and a significantly lower average household size than

It is important to remember that the Growth Plan is intended to change the way that land use planning has been traditionally done, with aims of limiting urban sprawl so that we can make better use of our existing natural resources and infrastructure investments. That said, the Task Team plans to express a number of concerns, as they pertain to the Peterborough Region, when we meet with the Review Consultants.

The City is therefore faced with the challenge of shifting its predominantly low-density residential development patterns into a more compact, transitsupportive urban form.

Nightingale Nursing Hosts Fleming College Students
Sally Harding of Nightingale Nursing recently partnered with Fleming College to educate an exclusive class of Personal Attendants. Nightingale’s office was the venue for class instruction and a practical skills lab. Ten of these students were then hired by Nightingale upon graduating. This innovative approach to the shortage of in-home health care workers was made possible in part by funding from Community Futures Development Corporation. News from the OCC Employers Required to Develop Workplace Violence & Harassment Policies by June Businesses with more than five employees will soon be required to prepare workplace violence and harassment policies. The new law, which amends Ontario’s Occupational Health & Safety Act will come into effect on June 15, 2010. These amendments do not affect employers with five or less employees. This legislation will require employers with more than five employees to develop: • Violence and harassment policies and programs • Employee reporting procedures (incidents and complaints) • Incident investigation procedures • Emergency response procedures (violence only) • Processes to deal with complaints, incidents and threats
Employers will also be required to conduct risk assessments of workplace violence, and report the results of the assessment to their health and safety committee, or a health and safety representative. For workplaces that do not have a health and safety committee, employers will be required to report the results of the assessment directly to the workers. Employers will also be required to respond when made aware of domestic violence that may expose a worker to physical injury in the workplace. Ministry of Labour Health and Safety Inspectors will enforce the new Ontario Health and Safety Act provisions for workplace violence and workplace harassment to determine if employers are complying with their new duties. The Ministry has not yet made public what the penalty will be for
non-compliance or if /and when an employee will be required to submit a compliance report to government. The Ministry of Labour is currently working on a compliance guideline to assist employers in developing and implementing the new requirements. If a person covered by WSIB suffers a work related injury or illness the incident must be reported to WSIB. 2. It’s not a certainty that LTD will pay more than WSIB to a disabled person as every claim is unique.

Note: There are a number of benefits for a person making a WSIB claim to also inform their LTD provider should they experience a disability. One reason is, if the WSIB claim is denied there will already be a file established with the LTD provider which provides diagnoses and prognoses of the disability and other vital information needed to process the disability claim. With this step taken care of it should help to put money into a claimant’s hands sooner if the waiting period has passed by and providing it is a valid claim.
