Small is BIG, Chamber Survey Provides Insight The statistics are impressive - Small Business accounts for 98% of all businesses in Canada, small businesses contribute about 30% to Canada’s GDP, small businesses employ 48% of the total labour force in the private sector, and approximately 15% of all employed workers in the Canadian economy are self-employed! Our Chamber membership reflects the numbers with 71% of our members having fewer than 10 employees. Our Chamber services tend to reflect our membership as well. A recent survey of Chamber members serves to illuminate what the typical small business owner/ manager is looking for from the Chamber, and in turn for their business. The most common reasons for joining the Chamber was the opportunity to support the community, networking opportunities, access to business, community or government information, and the opportunity to reach the business community through our marketing vehicles such as our biweekly eNews feature, our monthly Voice of Business Magazine and our annual trade show and membership directory.

Volunteering, sometimes considered another form of networking, is also an important component for a surprising number of Chamber Members. Just over 20% of respondents have volunteered for the Chamber in the last 12 months, and on average rate their satisfaction as 4.34 out of 5. Volunteers enjoyed meeting and working with other engaged professionals and felt well-supported by the Chamber staff. They were greatly satisfied by the experience and appreciated having had their work recognized by the Chamber. A striking observation was that 60.9% of respondents cited “opportunity to support the community” as a reason for joining the Chamber. Our advocacy efforts include the Prosperity Round Table initiative, which consists of individual Task Teams all working on local business issues. We also have a healthy working relationship with City and County Governments through our Policy Committee and the Government Affairs Committee, and we are active at both the Provincial and Federal levels of policy-making as well. Our THINK Positive Campaign also provided an important message to the general public about the recession, however it is an assumption that advocacy is what our members mean by “supporting the Community” so we will be doing more research in order to understand this important aspect of Chamber membership. Members want more practical workshops to be offered on skill-development or how to succeed in Peterborough, so our Program committee will be exploring new programming ideas along these lines. Finally, a large majority of respondents (82.7%) reported that they had had direct interaction with Chamber staff over the last year. A large majority of respondents (79.3%) gave the highest possible satisfaction rating for their interaction with Chamber staff, with the average rating being 4.71 out of 5. On behalf of the Chamber staff my thanks to the nearly 20% of our members who responded to the survey. It puts us on a solid footing as we continue to provide a relevant service for our members.

Healthmatters Is Your Business Ready for H1N1? t’s on the television, it’s on the radio, it’s in papers and it’s on our minds: the Pandemic H1N1 2009 virus. While scientists closely monitor H1N1 to determine how Canadians will be affected by the virus’ second wave this fall, what is known for certain is this: prevention and preparation will go a long way toward lessening the impact. As individuals, we know to be diligent about washing our hands, sneezing into our elbows (not our hands), cleaning high-touch surfaces, staying at home if we are sick, and maintaining good health. But for those running a business, what does prevention and preparation for Pandemic H1N1 2009 look like? Fact: An influenza pandemic has greater potential to cause a rapid increase in illness and death than virtually any other natural threat. This will impact operations, employees and their families as absenteeism jumps, schools and day cares could close, and community facilities like restaurants, churches and theatres are shut down. Therefore it is essential that workplaces have a business continuity plan. At the foundation of business continuity planning is a priority task list that assumes potentially 35% of employees may be off ill or looking after ill family members. It is a proactive planning process that ensures that a business’s critical services or products are delivered during a disruption, that is, those items that must be delivered to ensure survival, avoid causing injury, and meet the legal or other obligations of an organization. Business continuity planning includes developing staff re-deployment lists, identifying alternate facilities, and other measures to ensure continuous delivery and thus organizational recovery when a pandemic (or emergency) has passed. In doing this it considers personnel, information, equipment, financial

allocations, legal counsel, infrastructure protection and accommodations. Once the plan is in place, it needs to be routinely practiced so all staff is well trained and knows what to expect in a pandemic situation. As a business leader, it is critical to have a solid plan in place; one that maintains the health of your staff and your organization. In Tough Times, It’s “Positive Thinking” Leaders Who Make the Difference n a recession when business leaders face what seems like an unprecedented number of challenges, human resources priorities can be dropped pretty quickly. Employee engagement, talent management and other employee concerns usually take a back seat to cost and risk management. However as business leaders our ability create an infectious environment of “positive thinking” that will pull us out of this recession. If employees are distracted, disengaged or believe their leaders have stalled in their careers (especially top performers), they aren’t likely to do what’s required to keep the organization moving forward. So what steps are critical to get us through tough time? Based on my experience (I’ve already thrived through two recessions), here’s a list of six key actions to benefit both your business and your workforce: 1. Lead by example: Commit to frequent, open and honest communications with employees, no matter what else is going on or how tough the messages are. Provide meaningful reassurance, a clear vision and realistic plan to help everyone weather the storm and get things back on track. 2. Think creatively about resources allocation: A common reaction to any economic downturn is to downsize to manage costs but this is rarely a good approach. Instead, challenge the talent you already have to find creative and more productive ways to help reduce costs and build new customer relationships. 3. Employ a more surgical approach: When looking at ways to realign your workforce, be careful to identify which jobs and roles are most critical to the business and evaluate the implications of the people and roles being

eliminated. Cutting too far or too deep can kill the company. 4. Consider opportunities to “up-skill” or upgrade talent: A downturn is the best time to build your competitive edge in the long term. You can do this by improving your internal talent or searching the market for talented professionals that have been recently laid off or let go. Learning circles can be fun and improve workplace relationships too. 5. Rethink compensation: As budget dollars get tighter, it is imperative to identify the high potentials and top contributors and ensure they receive the lion’s share of available compensation dollars. Link “positive thinking” with “positive improvements” with “positive rewards”. 6. Stay close to your key talent: The greatest action we can take right now as leaders is to create a consistent critical mass of “positive thinking” to keep employees focused, creative and productive. Research consistently shows that “positive” engagement and not money build strong emotional connections to the leaders and coworkers within a company. By taking the right actions, with the right degree of energy and skill we can keep our talent where it belongs and build a successful future for everyone.

Canadian Chamber of Commerce Canadian Chamber Applauds Government of Canada’s Efforts to Fight ‘Buy American’ The Canadian Chamber of Commerce applauded the leadership shown by Prime Minister Harper and the Honourable Stockwell Day, Minister of International Trade and for the Asia-Pacific Gateway, and expressed its support to Canada’s government for putting forward an offer to the United States seeking a waiver from ‘Buy American’ for Canadian companies and to open local procurement markets to companies from both countries. Recently, Minister Day contacted his U.S. counterpart, Ambassador Kirk, to say that Canada’s provinces and territories agreed to an offer to lock-in U.S. access to Canada’s procurement markets in exchange for pre-stimulus access to the United States. The ‘Buy American’ provisions in the U.S. stimulus package have blocked Canadian companies from bidding on billions of dollars worth of state and municipal public procurement projects.

Important Progress by Provinces on EI In light of the statement issued recently from the Council of the Federation’s meeting in Regina, The Canadian Chamber of Commerce, Canada’s most influential business group, welcomes the recommendations of the Premiers to simplify and streamline the EI program. The Canadian Chamber has proposed that eligibility requirements and duration of benefits be standardized in Economic Regions with an unemployment rate of 10 percent or less. The Chamber is proposing a 560-hour threshold for these regions, which is at the mid-point of the program’s current eligibility criteria. The Chamber has called on the federal government to operate the EI program as a true insurance program - one that provides income support to those who are temporarily unemployed through no fault of their own.

Have Perceptions of Coverage Been Caused by Bad Impressions? When we hear about people we know passing away or becoming disabled, the first questions many of us ask are, “ Did they have life insurance or do they have any disability insurance”? Why then do so many people think that prescription drug and dental coverage is so much more important than life and disability insurance? Perhaps it’s the way that individual life and disability insurance have been historically sold. Incomplete and or confusing explanations by Agents and Brokers of individual life products being recommended may be partly responsible. For example, old style life insurance policies designed in the days of little or no inflation were being sold even when inflation was hitting 10% plus. Hence the very poor rates of return on permanent type life policies. And when insurers increased their dividend scales to account for their increased profits, they reacted too slowly to overcome the negative impression of them offering poor rates of return. And too, lower returns have resulted in policyholders receiving lower rates of return than were originally shown ( although not guaranteed ) in the illustrations they were provided with when first sold their policies.

Sales approaches designed by insurers in the 1950’s were still being taught in the 70’s, 80’s and 90’s to new Agents. Agents were forced to continue to sell these older designed life products because many of the larger markets were not proactive with new insurance products or because inexpensive term life policies didn’t offer sufficient commission that an Agent could live on. Insurance companies still continue to expand and sell variations of “savings” type products; Many of these products are quite complex and require the

involvement of a Chartered Accountant. It’s therefore not surprising that many people covered by group benefit plans care more about the drug and dental coverage, in which they see an immediate return. For people who are trying to make ends meet with all of today’s bills and responsibilities little thought is given to dying or disability, because the consequences of these perils are far too theoretical to most. And besides, who likes to think about preparing for their death? Nobody I know. Up until very recently, the Canadian perspective has been to include as many benefits as possible into our group insurance plans. Even firms who have had to downsize due to economic conditions still view certain benefits as a “right” of the employees. People complain about their rising group insurance costs, yet are unwilling to consider reducing or dropping their dental coverage, for example, which can cost up to 40% of their overall plan. Most employers and employees have forgotten the basic rule of the insurance purchaser: Buy to cover for a catastrophic loss! Why? Because people need to ask the question, “What is the worst thing that can happen”? The answer isn’t dental work or a chiropractor’s bill, although they can be costly. An unexpected death or disability, by comparison, can mean severe hardship for the family of the affected employee. Most people live from paycheck to paycheck, don’t have sufficient life insurance and due to the cost, no personal disability insurance. Maximum available coverage for these two benefits should be considered paramount when designing a group insurance plan. All other benefits should be considered the icing on the cake.
