A call for unity THE UP DILIMAN (UPD) University Student Council (USC) elections season is not a window of opportunity for young politicians to gain power. It is the time for a united student body to demonstrate theirs. In the past months, we have been assailed by a series of attacks from the university’s highest policy-making body, as it railroaded several policies that, nowmore than ever, require our immediate, collective, and direct action. Choosing to ignore our overwhelming system-wide campaign to scrap the Socialized Tuition and Financial Assistance Program (STFAP), the Board of Regents (BOR) has approved a set of “new” reforms which seek to further entrench this scheme that has historically limited the democratic accessibility of UP education. Just last month, the university’s highest policymaking body approved the academic calendar shift despite the lack of proper and comprehensive consultations

The sheer arrogance of UP President Alfredo Pascual and his allies in the board is perhaps not unexpected—especially as they are the same regents who decided to uphold the renaming of the College of Business Administration (CBA) after Marcos henchman Cesar Virata. Indeed, it has been easy for the BOR to force its whims upon a student body that has yet to reveal its united strength. The past decade has proven that antistudent measures are passed when there is divisiveness among our ranks. No schedule yet for implementing ‘new STFAP’ Julian Bato BARELY TWO MONTHS ARE LEFT before the end of the semester, but the implementing committee of the new Socialized Tuition Scheme (STS) is yet to release a tentative schedule on the implementation of the scheme next academic year. Approved by the Board of Regents on December 3 last year, the STS will now be the UP system’s official tuition fee system, despite calls from the UP community to scrap its predecessor, the 24-year Socialized Tuition and Financial Assistance Program (STFAP). Appointed by UP President Alfredo Pascual, Asian Institute of Tourism professor Richard Gonzalo will serve as committee director of the scheme’s implementation. Gonzalo was the director of the Office of Scholarships and Student Services (OSSS) and the author of the study on reforming the STFAP, on which Pascual based the STS. “Hopefully by next week, ma-set na ang final dates at ma-release na ang calendar,” said Gonzales. The calendar will be the guide of concerned offices such as the OSSS in implementing the program. “Usually kapag ganitong panahon, nag-rerelease na [ng schedule] para manotify na ang mga students tungkol sa STS kung anong ipapasang requirements, para ma-inform din ang mga incoming freshman sa tuition scheme,” said current OSSS Director Artemio Dacanay. As of press time, the only thing certain in the implementation is the decentralization of the applications and appeals process, though both the OSSS and the STS implementing committee already have initial plans on how to carry out the scheme, said Dacanay. The OSSS is only waiting for the

calendar and official orders from the committee before they start preparing, Dacanay said. All concerned offices are to participate in three workshops facilitated by Gonzalo to study the implementation of the STS. “Actually though may idea na ang mga offices [kung paano gawin ito], added work ito sa OSSS,” said Vice Chancellor for Student Affairs Maria Corazon Jimenez-Tan. All concerned offices have only a few months left to prepare before the next academic year starts in June for Diliman and August for the rest of the UP System. Described by Pascual as a system more responsive to students, the STS is a set of reforms which aim to decentralize, automate, and expedite the old “voluminous and tedious” STFAP process. The bracketing system was also trimmed down from six brackets to five, with the bracket range adjusted upward to accommodate more students to lower brackets. According to the STFAP study group formed by Pascual himself, however, the STS is still no different from the STFAP because it is still anti-poor. The study group explained that the STS does not solve the skewed distribution of students in the university and the high cost of education in the university. Throughout the years, the tuition rates remain unaffordable for students coming from lower economic groups, the study group also noted. The group thus recommended that the BOR must implement a UP tuition system that is uniform and affordable to all, saying that a “socialized tuition regime” is undemocratic. “If the Iskolar ng Bayan is to be maintained and promoted, there should be no socio-economic divide between

Virata and business tycoon Henry Sy, Sr. A campaign is ongoing at the College of Business Administration (CBA) in UP Diliman (UPD) to pressure the university’s highest decision-making body to overturn its February 6 decision to uphold the renaming of the college to Cesar E.A. Virata School of Business. Under the campaign “The Final Stand: We are CBA,” the CBA student council (SC) has launched a signature campaign since last week. The college has also been seeking for the cooperation of various local councils and the student regent to attract university-wide support. Students and faculty also plan to stage a protest-action in the February 27 meeting of the Board at the Quezon Hall, said Fenina De Leon, CBA representative to the UPD University Student Council (USC). Students are expected to hand in personal letters to the regents during the BOR meeting, she added. Meanwhile, Student Regent Krista Melgarejo said she would also raise the contention of students against the BOR’s decision to confer naming rights to SM Investments Corporation (SMIC) to a building in the UP Professional Schools

(UPPS) in the Bonifacio Global City, Taguig. Melgarejo plans to file a motion for reconsideration on the same BOR meeting. “With the approval of the said MOA, it is with great disappointment that UP has again sold its dignity in exchange for funding and facilities which, in the first place, should have been provided by the national government,” said Melgarejo. Despite the opposition from various sectors in the UP community, the BOR upheld its decision to rename CBA after the prime minister and finance secretary of the dictatorial regime of Ferdinand Marcos, on February 6. The BOR first approved the renaming of the college on April 12, 2013 following the recommendation of CBA Dean Ben Paul Gutierrez. As early as July last year, Staff Regent Rara Ramirez forwarded a motion to rescind the April decision of the Board. A Malacañang appointee, Regent Magdaleno Albarracin negotiated the renaming of the CBA through a P40million donation, said Melgarejo. The first P20 million was paid after two weeks of the renaming, and the other half after three months. The BOR also approved the grant of naming rights to the chief executive officer of SM Prime Holdings, following a P400 million donation for the construction of a building in the UPPS. The Board immediately agreed to name a building at the UPPS after the

business tycoon when the proposal was first raised in its February 6 meeting, with only three regents opposing. The memorandum of agreement between the BOR and the SMIC requires the national university to assist the company in availing of tax exemptions for the donation, among others. Republic Act 1059 and the University’s Naming Rights Policy allow for the naming of public property after living personalities when “it is a condition in a donation in favor of the government.” Last year, SMIC acquired five office towers in BGC allowing them to establish a presence in what is considered the country’s fastest growing business district. The UPPS will be situated at the business district alongside private companies. The construction of the graduate school in the 4,300-square-meter property donated by the Bases Conversion Development Authority started last year. The graduate school supposedly aims to bring continuing education closer to the central business districts in Makati and Taguig. The establishment of the UPPS, however, was criticized for imposing higher tuition and other fees to its prospect students. “Mas malinaw ngayon na tungo sa pribatisasyon at komersyalisasyon ng UP education ang tunguhin ng BOR,” said UP Academic Union Employees Union former President Michael Francis Andrada. ∞

Isang porma ng komersiyalisasyon ang paniningil ng renta para sa paggamit ng UP grounds dahil pinagkakakitaan ito ng unibersidad upang mapunan ang kakulangan sa budget na nagmumula sa gobyerno, ani Michael Non, miyembro ng Sigma Kappa Pi Fraternity. Samantala, nalilimitahan din umano ng palisiya ang kapasidad ng mga organisasyon na magsagawa ng mga programa at aktibidad sa loob ng pampublikong pamantasan, ayon sa UP Rep at Avcomm. “Nagbabayad na nga tayo ng tuition tapos may rental fee pa. Parang nalilimitahan tuloy tayo sa paggamit ng campus, [na] dapat naman libre for learning experiences,” ani Angela Manabat, external affairs officer ng Avcomm. Ayon sa patakaran ng Office of the Vice Chancellor for Community Affairs, may kaukulang bayad ang pagkuha ng video para sa motion picture at television, pagkuha ng larawan at paggamit ng lupain sa unibersidad gaya ng Sunken Garden, Academic Oval at Lagoon na gagamitin para sa layuning pang-komersyal man o hindi. Sa kasalukuyan, umaabot sa P1,573 kada oras ang singil para sa mga estudyante, mga accredited na organisasyon at foundation, faculty members, kawani at alumni ng UP. Pinakamataas na singil naman ang P15,549 na pinapataw para sa iba pang nagnanais gumamit ng UP grounds. Gayunman, may mga pagkakataong hindi na sinisingil ang mga nagpapaalam na gumamit ng university grounds. Kabilang rito ang pagsasagawa ng mga pictorial na may layuning pang-akademiko at mga programang may kinalaman sa relihiyon. Hindi na pinagbabayad ang mga estudyante, faculty, kawani at alumni ng UP kung hindi naman komersyal ang layunin ng aktibidad. Unang ipinatupad ang paniningil ng renta—na tumataas taun-taon nang 10 porsiyento—noong 1993 sa ilalim ng pamumuno ni UP Diliman Chancellor Roger Posadas. Alinsunod ang patakaran sa naging desisyon ng UP Diliman Executive Committee na binubuo ng mga dekano at ilang piling miyembro ng faculty. Ayon kay UP Diliman Vice Chancellor for Community Affairs Melania Abad-Flores, ginagawang kasangkapan ang renta para kontrolin ang pagdagsa ng mga

pribadong kompanya o grupo sa loob ng unibersidad. Buhat nito, inaasahang mabawasan ang paggamit sa unibersidad para pagsilbihan ang komersyal na interes ng mga pribadong kompanya o grupo. “Sa usapin ng komersiyalisasyon, hindi solusyon ang pagpagpataw ng bayad sa [paggamit ng UP grounds] dahil kaya namang magbayad [ng mga

pribadong kompanya] kung gugustuhin nila,” ani Carlo de Laza, kasalukuyang College of Fine Arts Representative to the University Student Council. Noong 2013, nauna na ring binatikos ang paniningil ng P10 toll sa mga gates ng UP. Itinakda ang toll upang malimitahan ang pagpasok ng mga sasakyan sa unibersidad. Sa paraang ito, napapanatili umano ang

seguridad ng mga mag-aaral, faculty at iba pang kawani ng unibersidad. Ginagamit ang perang nalilikom mula sa pagpapaupa ng university grounds at paniningil ng toll para sa pagpapagawa ng mga kalsada sa loob ng UP, ayon kay Abad-Flores. Napupunta din ang isang bahagi ng pondo sa pagpapagawa ng mga car sticker para sa mga mag-aaral,

faculty at kawani upang makapasok sa unibersidad nang hindi nagbabayad ng toll. “Nakikipag-partner naman tayo sa [lokal na pamahalaan] para sa inside roads tulad ng Laurel. Kapag hindi nakapag provide ang lokal na pamahalaan, kailangan nating maglabas ng sariling pera at [sa kinikita mula sa renta] nagmumula iyon,” ani Abad-Flores. ∞

Noong ika-11 ng Pebrero, nabigong harangin ng mga obrero ang pagpasok ng ilang kawani ng BDO at halos 50 pulis sa pagawaan ng asero upang magsagawa ng imbentaryo ng mga kagamitan sa loob ng pabrika. Sa bisa ng kautusang inilabas ng Makati Regional Trial Court noong Disyembre ay maaaring magsagawa ang BDO ng imbentaryo sa lahat ng kagamitan sa loob Pentagon bilang kabayaran sa utang nito sa nasabing bangko. Nangangamba ang mga manggagawa ng Pentagon,

kabilang na ang 53 anyos na si Jose Pepino, na gagamiting dahilan ito upang hindi tugunan ang hinihiling nilang pagbabalik trabaho o kabuuang kompensasyon na umaabot sa P25 milyon. “Sabwatan lamang ito ng BDO at ni Mariano Chan (may-ari ng Pentagon), para sabihing ililipat na ang control nito sa BDO. Kapag nagpalit na ng administrasyon, siyempre mababalewala na kaming mga manggagawa,” ani Pepino. Sampung buwan nang nagpipiket si Pepino at iba pang manggagawa sa tapat ng pabrika sa Barangay Apolonio Samson, Quezon City, bilang protesta sa marahas na kondisyon sa pagawaan. Isa sa mga idinadaing nila ang hindi umano pagbibigay ng kompensasyon sa mga manggagawa sakaling masugatan ang mga ito habang nagtatrabaho. Sa halip na pakinggan ang hinaing ng mga manggagawa, sinibak ng

pamunuan ang mga ito mula sa trabaho. Sa ngayon ay nakabinbin pa rin sa korte ang kasong “illegal dismissal” laban kay Mariano Chan. Bagama’t wala pang desisyong inilalabas ang korte, nagdududa na si Pepino at kanyang mga kasamahan sa magiging resulta nito. “Nakikita namin ang posibilidad na hindi na maibalik sa amin ang aming trabaho. Sa ngayon ay hindi na lamang para sa Pentagon ang pagpipiket na ito, kundi para sa problemang pangkalahatan, para mamulat ang gobyerno sa pinaggagawa nito sa mga manggagawa at mahihirap,” ani Pepino. Sa tagal na rin ng pagpipiket ay hindi maiwasang panghinaan ng loob ang mga manggagawa, na umaasa lamang sa mga donasyon mula sa iba’t ibang sektor at sa mga ibinibigay ng dumadaang commuters at jeepney drivers, ayon sa ilang natitirang

manggagawang nasa piket. Mula sa orihinal ng bilang na 134, halos 15 hanggang 20 na lamang ang nananatili sa piketlayn. “May mga umaalis na at napipilitang maghanap ng trabaho dahil wala na silang pambuhay sa pamilya nila. Siyempre hindi naman namin kayang buhayin ang pamilya namin gamit lamang ang donasyon,” ani Pepino. Si Pepino mismo ay napilitang isangla ang kanyang bahay sa Tondo upang matustusan ang kabuhayan at pag-aaral ng tatlo niya pang anak. Kailangan ding tumigil sa pag-aaral ng isa niyang anak dahil wala na umano itong panustos sa pamasahe ng anak papuntang eskwela. “Sa sampung buwan na pagpipiket ay namulat kami na hindi lang para sa Pentagon ang ginagawa namin. Ginagawa namin ito para ipakita ang kabulukan at kasamaang laganap ngayon sa sistema,” ani Pepino. ∞

Hearing on Karen, She case stalled for 2 months Arra B. Francia ALMOST EIGHT YEARS HAVE passed but justice remains elusive for the families and friends of two UP Diliman students who have been abducted by identified military agents in June 2006. The Malolos Regional Trial Court in Bulacan deferred until April 7 the hearing on the charges filed against retired Major General Jovito Palparan Jr. and other highranking military officials for the disappearance of Karen Empeño and Sherlyn Cadapan. Originally scheduled on February 10, the hearing was postponed after the accused failed to present any witness before the court to disprove the allegations of kidnapping and illegal detention, among others. “Siyam na witnesses daw ang ihaharap nila kaso ni isa wala silang naipresenta. Talagang wala silang maiharap kasi puro lang naman sila kasinungalingan,” said Concepcion Empeño, Karen’s mother. The two missing UP students were abducted in a farming community in Hagonoy, Bulacan on June 26, 2006. Witnesses have held the military responsible for the enforced disappearance of the UP students and farmer Manuel Merino. A 20-year-old Sociology student at that time, Karen was conducting research on the plight of Bulacan farmers. Meanwhile, then 27-year-

old Sherlyn was organizing the community for peasant group Alyansang Magbubukid ng Bulacan. The mothers of Karen and Sherlyn filed a habeas corpus petition in 2007 to compel the military to surface the UP students. The AFP, however, denied the detention of the two UP students and refused to disclose relevant, related operations of the military. In 2008, farmer Raymond Manalo managed to escape military detention and affirmed the allegations against Palparan and other military officials. Manalo testified in court that Karen, Sherlyn, and Merino were held in various military safe houses across Central Luzon. In his testimony, Manalo added that the military later burned Merino alive while they tortured and sexually abused the UP students. The witness said he was kept in the same military camps where Karen and Sherlyn were detained. Dubbed as “the butcher” by various human rights groups, Palparan served as the commanding general of the 7th Infantry Division of the Armed Forces of the Philippines based in Central Luzon when the two UP students were abducted. Palparan would later receive the Distinguished Medal Award under the administration of Gloria Arroyo for his stint as commanding general of the 7th Infantry Division. The

nine-year rule of Arroyo saw more than 2,000 cases of human rights violations, according to Karapatan Alliance for the Advancement of People’s Rights. Based on Manalo’s testimony, military officials Lt. Col. Felipe Anotado and Master Sgt. Rizal Hilario presented Karen and Sherlyn to Palparan for a dialogue, based on the testimony of Manalo. Another witness Wilfredo Ramos identified Staff Sgt. Edgardo Osorio as one of the armed men who “dragged, hogtied, and boarded” Karen, Sherlyn, and Merino in a jeepney. Anotado and Osario surrendered in December 2012 after the Bulacan court issued warrants of arrests for the military officials. Binigyan ang mga magsasaka ng hanggang ika-15 ng Pebrero upang tanggapin ang Application to Purchase and Farmers Undertaking (APFU), na magsisilbing kasunduan sa pagitan ng pamahalaan at mga benepisyaryo para sa amortisasyon ng mga lupa. Ngunit bago pa man matapos ang palugit na ibinigay ng DAR, sapilitan nang pinapaalis ang mga magsasaka sa kanilang mga lupang bungkalan at pinaggigigiba ang kanilang mga kabahayan. Nito lamang ika-8 ng Pebrero, iginiit ng walong magsasaka sa Barangay Balete sa reklamong inihain nila sa Tarlac Police Provincial Office na nagkasala umano ng “malicious mischief” ang mga guwardiya ng Tarlac Development Corporation (TADECO). Ayon sa salaysay ng mga magsasaka, giniba ng nasabing mga guwardiya ang kanilang mga kubong nakatirik sa mga lupaing pagmamayari umano ng TADECO. Hinuli rin ng mga guwardiya ang 16-taong gulang na si Rey Flores habang kinukunan nito ng video ang pagsira sa mga kubo ng mga magsasaka. Nitong ika-9 hanggang ika-11 ng Pebrero, pinalayas din at ninakawan ng mga gamit ang iba pang mga magsasaka ng Barangay Balete. “Hindi lang paggiba, pagsira, pagsunog sa kubol at iligal na pandarakip sa mga magbubukid, kundi lantaran na at pwersahan na ang pagpapalayas sa lahat ng mga natirang magsasaka na may tanim na palay at gulay,” ayon kay Aurello Estrada ng Unyon ng mga Manggagawang Agrikultura (UMA). Isang kubo na lamang ang nananatiling nakatayo sa mga lupain, ngunit kasalukuyan itong inookupa at ginagamit bilang bunkhouse ng mga guwardiya ng

TADECO. Nagtitiis na lamang ang iba kahit wala na silang maayos na masisilungan upang mabantayan lamang ang kanilang mga pananim, ayon sa UMA. Pinapaalis ng TADECO ang mga magsasaka matapos nilang okupahin, taniman at tayuan ng mga tirahan ang mga lupaing pagmamayari umano ng kumpanya sa Balete simula pa noong 2011. Dahil dito, kinukwestiyon ng mga magsasaka ang ginawang pamamahagi ng lupa ng DAR. Nauna nang hindi nagkasundo ang DAR at mga magsasaka sa pagpili ng auditing firm para siyasatin ang kinita ng pamilya Cojuangco at Aquino sa pagbebenta ng mga ilang bahagi ng asyenda sa mga pribadong kumpanya. This year, UP Alyansa ng mga Mag-aaral para sa Panlipunang Katwiran at Kaunlaran (UP ALYANSA) aims to begin a new chapter in its 14-year history. Founded in 2000 by pioneer members Buklod CSSP, Tau Rho Xi, ARISE, and other student organizations, UP ALYANSA continues to uphold their core principles of academic excellence, student empowerment, social justice and social progress, and “multi-perspective activism.” The party defines “multiperspective activism” as a new brand of activism that respects and recognizes different perspectives and points of views through which social issues can be understood and eventually resolved in favor of the marginalized, oppressed, and powerless. UP ALYANSA supports the implementation of a socialized tuition in the university. The party believes that such a mechanism is just and equitable and that the

current Socialized Tuition System (STS) must thus be reformed according to a 13-point agenda ALYANSA submitted to the UP Board of Regents. The blue party also believes in the productive use of the university’s idle assets to augment state subsidy, provided that certain safeguards are met. There must be transparency in the details of the leases and a consultation process among stakeholders, while also ensuring that UP directly benefits from such projects that should not endanger the university’s academic nature, said ALYANSA Chair Juan Carlo Tejano. UP ALYANSA is a strong advocate of transparency and accountability, gender equality, the campaign against fraternity-violence, and certain amendments to the Codified Rules for Student Regent (SR) Selection that they believe will foster a more participatory and democratic SR selection.

This year, the party’s General Program of Action lists down 11 programs, which include the institutionalization of daily consultation hours between students and the council, public general assemblies in colleges and dormitories, and scholarship and research links with funding sponsors. Now on its ninth year, Nagkakaisang Iskolar Para sa Pamantasan at Sambayanan (KAISA) is the youngest major political party in UP Diliman. The party was founded in May 2005 by two breakaway organizations from ALYANSA and other college-based organizations when “political differences” during the Arroyo presidency divided the blue party. Since then, KAISA has advocated for “scholar-activism” in the university, enjoining students to use their potential to develop society. “Bilang iskolar ng bayan, expected sa ‘yo na hindi ka lang na[sa UP] para mag-aral, kundi nandito ka para paghusayan ang galing mo para makatulong ka sa sambayanan,” explained KAISA Chair Erika Erro. Since 2008, KAISA has pushed for the Six Will Fix campaign as its flagship advocacy. Seeking to institutionalize full state subsidy to the national university, KAISA wants at least six percent of the Gross

National Product allocated to the education sector. This advocacy came a year after various groups, including KAISA, opposed the 300 percent tuition and other fee increase (TOFI) and the restructured Socialized Tuition and Financial Assistance Program (STFAP) in 2007. The party believes the Six Will Fix campaign will render such policies unnecessary. “Kaya ka may STFAP kasi may TOFI ka. At may TOFI, dahil wala kang budget sa edukasyon,” Erro explains. Among their other advocacies, the yellow party has also campaigned for climate justice when it recently joined the environment-alliance Students for Environmental and Economic Democracy. This year, KAISA seeks to continue their vision of a “one strong UP” through their theme “Be Bold: Maximize Potentials. Genuine Service Through Unity.” Erro says that having been able to prove last year that the USC can be

more engaging with projects such as the USC Ambassador program, KAISA now seeks to step up their efforts in reaching out to as many students as possible. Founded in July 1996, the Student Alliance for the Advancement of Democratic Rights in UP (STAND UP) is the largest and longest-running political party in UP Diliman (UPD) with 28 member organizations and three chapters. STAND UP’s basic principle upholds education as a basic constitutional human right. “Unite to fight! Unite for our democratic rights. Fight for a university of the people” is STAND-UP’s campaign theme in this year’s elections. STAND UP recognizes that the national university must go back to its roots as a university of the people and realize the full potential of collective action as the catalyst for change both within and outside the campus, said STAND UP Chair Sarah Torres. STAND UP believes that the Socialized Tuition and Financial Assistance Program (STFAP) and the new Socialized Tuition System (STS) have not addressed and will never resolve the core problem of expensive tuition in UP, which has become

one of the most expensive in the country. STAND UP is thus calling for a rollback of the tuition to an affordable flat-rate that is accessible to the majority of the Filipino youth. The red party has been a staunch critic of income-generating projects, saying these endanger UP’s public character and weaken the just demand for greater state subsidy. From Sandigan Para sa Mag-aaral at Sambayanan – Tunay, Militante at Makabayang Alyansa (SAMASATMMA), the group was renamed as STAND UP in 1996. SAMASATMMA was an offshoot of SAMASA, one of the earliest political parties in UP Diliman that separated into two groups due to ideological differences. “Activism is our lifestyle. 1. Isang napalaking improvement nitong STS compared sa STFAP, ‘yung mas efficient nitong transaction, ginawa nang decentralized yung pagprovide ng bracket. Pero siyempre nakikita natin na napakarami pang improvement na kailangang gawin sa STFAP. Number one, kailangang maging transparent kung paano ba tayo binabracket, para macheck natin ‘yung system ng bracketing, etc. Number two, kailangan ding maging progressive yung income brackets. So, sa ngayon makikita natin na napaka-regressive pa rin niya. And lastly, ‘yung pagbibigay ng socialized tuition para sa mga second-degree majors lalo na sa mga nasa College of Music at College of Fine Arts. ∞ 2. So, kasama ang ALYANSA dun FOI Youth Leadership o FYI, ito yung iisang national federation ng mga student organizations na nagkakampanya sa pagpapasa ng Freedom of Information bill. So, I think ang maiaambag ng UP students ay definitely maging part ng samahang ito at maningil sa gobyerno na maging transparent at magkaroon tayo ng right to information, para dun sa mga information na kailangan natin to ensure transparency and accountability from our government. ∞ 3. Kung ihahambing natin sa isang bahagi ng katawan ‘yung ating plataporma bilang chairperson ng USC ay ihahambing ko ito sa paa. Kasi kailangan natin ang ating paa para maglakad at pumunta doon sa mga estudyante natin, dahil ang ating bagong USC at bagong kwento ng pagbubukod ay umiikot para magserve talaga at bumaba at lumapit sa mga estudyante ‘yung University Student Council. ∞

1. Tayo sa ALYANSA na-clear natin ‘yung maaaring benepisyo ng academic calendar shift. Una, isa na rito ang pagkakaroon nang mas maayos na flow sa ating train dahil siyempre papasok tayo sa ASEAN integration. Dahil sa pagpasok natin sa ASEAN integration mas maayos ang ating kalendaryo pagdating sa kung kailan ba tayo pwede mag-export o mag-import ng kalaban. So, ‘yun magkaroon tayo ng fluid benefits mula doon sa integration. Pangalawa, malaking benefit din ito sa ating mga kapwa iskolar ng bayan na mga varsity, gustong mag-apply ng exchange sa ibang bansa kung saan marami sa atin ang talagang maaapektuhan at kailangang mag-LOA. Pero sa kabila nito makikita natin na napakarami pang problema. Una, yung sa logistical problem gaya ng mga sa law student natin na mas iikli ang time nila para makapag-aral para sa bar exam. So, sa mga ganitong problema nakikita natin na ‘di dapat minamadali yung academic calendar shift na ito. Alam natin na two years pa lamang itong pinapag-aralan, at tulad ang iba dyan habang hindi pa pinaplantsa ang iba pang mga bagay… ∞ 2. Kung sakaling hindi ako palarin siguro ay pinakakakatawan sa gusto kong gawin ay ‘yung pelikulang ‘Bride for Rent.’ Pero sa akin ay ‘Groom for Rent’ siya. Sa pelikulang Bride for Rent hindi totoong magasawa sila, parang kung hindi ako manalo, hindi ako totoong magkaroon ng posisyon. Pero sa kabila nito, sa dulo ay nagkaroon sila ng tunay na pag-ibig. At sa akin din, wala man akong posisyon ay magiging totoo pa rin tayo sa sinumpaan natin na maglilingkod tayo para sa bayan. ∞ FOR CHAIRPERSON 1. 1. Basically the essence of the STFAP and the STS is the same, the only difference is the convenience of the process for the student. One with the application process, nabawasan ito and also the amount that was set in each bracket. But still it is still socialized tuition fee, it is still tuition fee and actually we want to acknowledge that tuition fee is the biggest hindrance to education. Now that said, the mandate of the UP charter and also the government states that education is a right and we must have accessible education for all, that is full state subsidy, and that is what we are fighting for. That STS and STFAP, no matter what it is called, is the same thing. It’s tuition fee, socialized tuition fee for the student which is not supposed to be there in the first place. ∞

1. Ang STAND-UP ay naninindigan na sa esensiya, walang pinagkaiba ang STFAP at ang STS. Ginawa lamang nitong mas efficient ang proseso ng pag-aapply para dito sa Assistance Program. Pero nananatili na pareho silang mekanismo upang mas maging katanggap-tanggap sa mga estudyante, sa kanilang mga magulang, ‘yung pagtaas ng tuition fee. Never at hindi nito sinasagot—kahit ng STS—kung bakit ang taas ng tuition fee nating mga estudyante, kung bakit kailangan bumuo ng mekanismo ng administrasyon upang mas maging palatable ito sa mga estudyante. Ang dapat nating ikampanya, imbis dun sa pagpaperpekto ng mga reporma sa ating STFAP o STS man yan ay pagrorollback ng tuition fee. Dahil sa rolling back of tuition fee, dito natin makikita sa puntong ito, kung ano ba dapat, na ang edukasyon ay karapatan. Bilang bracket E student, hindi ako naniniwala na mapapabayaan ang ating mga nasa lower brackets kapag nagrollback ang tuition fee. ∞

2. I think the students should not settle for what the government is giving us. It has to be a change of mind set. Right now, the government is hands-off with their mandate in serving the Filipino people. We are relying too much on private entities, on westernized culture, in conforming, when actually hindi nila ginagampanan ang trabaho nila, by giving us basic social services. Education is one big example. Right now, the students should continue to fight against this. Dapat hindi sila mag settle. We cannot keep bargaining with the government. We should continuously fight for our rights and be firm about this each and every time. So no student, I think, should settle and yun ang maiaambag ng mga estudyante, a continuous fight and end the discrimination, to end the unjust policies and ‘yung pagkukulang, malaking pagkukulang ng gobyerno. ∞

2. Yung kabataan, ito yung tinatawag nilang mga nasa alas-nuwebe pa lang ng kanilang buhay. Kumbaga, ito yung nagsisimula pa lamang na hubugin kung ano yung gagawin nilang prayoritasyon sa kanilang buhay sa pagtanda nila. So higit pa sa mga kampanya sa transparency and accountability, higit pa sa mga kampaniya na itigil ang korupsyon, ang dapat pagbuhusan ng lakas ng ating kabataan ay kung paanong sila mismo, sa kanilang pagtanda ay piliing pumanig sa mamamayan. Kung paanong ngayon pa lamang sa loob ng unibersidad ay matutunan na nila yung buong-buong pagbibigay, pag-aalay ng kanilang lakas, potensiyal, oras doon sa sambayanan, doon sa mamamayan na napapahirapan ng korupsyon. Yung korupsyon, nanggagaling siya sa framework na lamangan ang iba at ang ganitong framework, kaya siyang baguhin ngayon pa lamang, lalo na at nandito tayo sa loob ng University of the Philippines. Kaya ang kabataan, ang hamon sa atin, ay ang pagpursigihan at ….

3. I think that would be my hands, because my hands can be used to reach out to every UP student, and my hands are here to be able to unite not just the student body but all the entire UP community. And when we are able to unite the UP community by serving, by giving tangible results from materialized projects, activities, campaigns and advocacies, we will be able to have a more effective and efficient USC. Also with our hand gestures it’s a way to show respect. Respect is one of the most important virtues to be able to have good working relationship with any organization, anyone who is affiliated even with the other political parties. Respecting the ideals, opinions and beliefs and focusing on the strengths of each individual. That’s how I would like to be as a student leader. ∞

3. Kung ihahambing ko ang aking plataporma sa isang bahagi ng aking katawan, ihahambing ko ito sa kamay. Katulad ng mga student leader, ang kamay ay ang nagiging tagapaglikha. Bilang student leader, tayo dapat ang maging tagapaglikha ng kasaysayan. Alam na natin kung ano ang problema sa loob ng unibersidad at sa labas. Pinapabayaan tayo ng estado, ang taas ng ating tuition fee, ang edukasyon ay hindi na karapatan sa ating mamamayan. Napakadali lang sagutin ng mga intelektwal na debate. Panahon na para kumilos, panahon na para tayo naman ang lumikha ng panibagong pahina sa ating kasaysayan. Hindi tayo mapag-iwanan na puro mata ang gamit at utak. Panahon na para kumilos. Kaya sa huli, sa kamay ko ikukumpara ang aking plataporma. Dahil panahon na rin ito ng pag-uunite to fight, unite for our democratic rights at fight for the university of the people. ∞

1. Mariin nating tinututulan yung academic calendar shift dahil napaprioritize ang issue na ito over doon sa student issues. Ito ay manifestation ng shift of prioritization ng ating administration. The problem of the education system right now is the quality of education we have. There’s a very low paper to teacher relation, low paper to student ratio, and low faculty to student ratio. Ito ang dapat nating sagutin at bago natin i-attempt to standardize our calendar with the other countries, why do we not look at the possibility to standardize the quality of education we have here first before trying to compete with other countries. Sabi nga, we don’t need to internationalize to be good, you be good first then internationalize. ∞ 2. Siguro yung movie na kakatawanin ko kapag hindi ako mananalo ay Even The Rain kung napanood natin siya. Siguro panoorin na lang natin pero ang nangyari sa Even The Rain, dahil continue ang struggle kahit ang daming nasacrifice, ang dami nang mga hindi okay na nangyari sa movement. ‘Yung mga nasa movie na Even The Rain ay continuous pa rin silang lumaban. Siyempre kahit tayo ay hindi naluklok sa pagiging Vice Chaiperson, siyempre kasama pa rin tayo ng mga mag-aaral sa kanilang laban, kasama pa rin tayo ng masa. 10 IT HAS BEEN THE USC’S MANTRA to step into the line of fire—the place of honor. One of the most esteemed student institutions in UP was ushered into its centennial year with a record-breaking number of votes (4,944 votes) ever garnered for a University Student Council (USC) Chair post, showing an undeniable student support and a potential for wider influence. Nagkakaisang Iskolar para sa Pamantasan at Sambayanan (KAISA – UP) dominated the 34-membered USC with 14 seats—including the Chair, Vice Chair and the top Councilor posts. Nine members were from UP Alyansa ng mga Magaaral para sa Panlipunang Katwiran at Kaunlaran (UP ALYANSA), eight members were from Student Alliance for the Advancement of Democratic Rights in UP (STAND UP), and three members ran for USC posts independently. Established in 1913 with Manuel Mariano Tabor as its first Chair, the USC had been the bulwark of student activism from its early beginnings. It stood against US intervention in the 1966 Vietnam War, opposed social injustices under the Martial Law. Even after ousting the dictator, the council’s post-EDSA years under the leadership of Leandro Alejandro saw its unwavering stand against anti-people policies. “Hamon sa USC na pahalagahan ang kasaysayang nagluwal dito… Muhon ang USC ng progresibo at radikal na pamumunong lumalabas sa apat na sulok ng [silid aralan] upang bigyang-katuturan ang pagiging Iskolar ng Bayan. Sila ang tagapanguna sa kritikal na pagsusuri sa komersyalisadong edukasyon,” said Office of Student Activities Director Rommel Rodriguez. trial of one of its councilors, the USC, however, did not equal its glorious past by veering away from the line of fire and into safer grounds. Internal conflicts The centennial goals of the USC aimed to live up to the goal of its constitution to “unite the whole UP Diliman studentry… and foster a close relationship among the students and the other sectors of society in order to instill national consciousness.” The current council however did not fully achieve this aim. Prioritized issues by the USC and the League of College Councils include good governance, gender rights, labor rights, and justice for human rights violations, students’ rights and welfare, firm relationship with communities, commitment to preserve and to protect. The council finally arrived at issues long debated upon. After the tumult that followed the death of UP Manila student Kristel Tejada at the start of the academic year, the USC prioritized arriving at an intersection point: repeal Socialized Tuition and Financial Assistance Program (STFAP) and fight for full state subsidy. Mandated to serve even nonstudent sectors, most council members fought for the rights of Pentagon Steel workers against contractualization. The council also

implemented its Isko Operation project for typhoon victims and rallied in the Tipunan sa Katipunan against pork barrel. Its initial vision of One Strong UP however was not fully realized. USC projects had been committee-centric rather than a council effort due to differing political views. “Ang mga campaigns ay naisulong ng kanya-kanyang committees, then pinapackage na lang as USC campaigns kahit per committee lang ang naglarga,” College of Arts and Letters Representative Aliona Silva said. One of the evidences of disunity in the council is the Yolanda relief operations—with conflicting projects with other organizations supported by members themselves, such as the USC’s Isko Operation and the Office of the Student Regent’s Tulong Kabataan. By prioritizing other projects from their own organizations with the same aim as a USC project, the members should have approached the council for possible partnership for a wider reach, USC Vice Chair Julliano Fernando Guiang explained. Missed priorities Internal debates mostly prevented the USC from arriving at a united stance. The Council Chair should not only serve as a presiding officer but must also assert herself into synthesizing these debates, College of Business Administration Representative Fenina De Leon said. Real issues such as the academic calendar shift remain unaddressed. Without proper attack due to disunity, the council resorts to public consultations as prime solution. “Dapat nagawang i-steer sa labas [ng opisina] ang mga debates ng council. Ang nangyayari ay puro debate na lang at nadedelay ang immediate action sa mga isyu,” USC Councilor Christian Lemuel Magaling said. These debates, in turn, are beneficial to exhaust all possible sides to the issue, USC Chair Ana Alexandra Castro explained. In addition to the council’s emphasis on debates, it also prioritized administrative issues such as attendance. To prevent absence

in General Assemblies, USC Secretary General Rafael Luis Fernando proposed the demerit system that the council ultimately adopted. In the demerit system, the USC had the power to strip a member off his position after six demerits from absences, disrespect of council name, and neglect of duty, among others. The council was firm in implementing the demerit system resulting into the impeachment of Magaling who incurred 6.5 demerits mostly from absences. “Minsan mag-GA lang kami for the sake of the impeachment, habang ang daming isyu ang lumalabas noong panahong iyon,” Silva said. As the impeachment trial went on for five months, the council was not able to prioritize its plan of action on important issues. Such issues are the College of Business Administration being renamed after Martial law finance minister Cesar Virata in exchange for P40 million and the implementation of Socialized Tuition System (STS) that would replace the old STFAP where both are implementing a similar socialized scheme. As the term is about to end, missed opportunities of the council on using its influence to mobilize studentsoutweighed its successes. The USC’s stand on the academic calendar shift and its plans on the ongoing commercialization of UP is yet to be set.

Outside the walls With a hundredyear history and an untapped potential the council’s efforts did not reach its full extent; it instead lingered on administrative dilemmas. “History has shown that the student council is one of the movers and shakers of history. Naging tanyag ito sa pangunguna sa laban ng sangkaestudyantehan at mamamayan. Sana ay namaximize pa ang ganoong potential ng USC,” Student Regent Krista Iris Melgarejo said. As UP enters into another fight against commercial interests, there arises a more pressing need for a critical USC. A number of issues remained trapped in heated conversations inside the office walls. To counter these issues, the student body is yet to arrive at a consolidated action. It is a challenge for the next batch of USC for another hundred years to uphold the council’s mandate to serve the people, and to lead the University in fearlessly opposing a repressive system. Amid unbending clashes among colors and principles, the next USC is under a challenge to strip itself of its personal interests to effectively unite the student body and the Filipino people. ∞

Sa Pilipinas, halos isang babae kada oras ang binubugbog ng kanyang asawa, habang umaabot sa 500,000 ang mga biktima ng prostitusyon. Ang ganitong kalunos-lunos na kalagayan hindi lamang sa Pilipinas kundi sa buong mundo ang naging lunsaran ng One Billion Rising (OBR), isang pandaigdigang protesta laban sa karahasang dinaranas ng kababaihan, sa pamamagitan ng pagsasayaw na nagsimula noong ika-14 ng Pebrero 2013. Malaon nang matindi ang pangangailangan para sa isang malawakang kampanyang tulad ng OBR—at sa mga pagkilos ding ito inilalantad hindi lamang ang mga karahasan sa kababaihan kundi ang mapagpasiya nilang lakas upang mapagtagumpayan ang kanilang mga laban. Protesta, pagdiriwang Naging malaking tagumpay ang unang malawakang kampanya ng OBR noong 2013, na nilahukan ng mga organisasyo’t indibidwal sa 207 bansa na sabay-sabay na sumayaw bilang protesta laban sa karahasan sa kababaihan. Sa Pilipinas, libo-libo ang lumahok mula sa 25 lugar sa bansa na sabay-sabay sumayaw sa saliw ng “Isang Bilyong Babae ang Babangon”. Sa ikalawang taon ng OBR nitong nagdaang Araw ng mga Puso, nagtipon-tipon sa UP Amphitheater ang mga tao mula sa iba’t ibang mga sektor ng lipunan. Tila nilunod ng pink at violet ang amphitheater, kung saan mistulang ginanap ang isang malaki at masayang piknik. Babae man o lalaki, bata, matanda, mayaman, mahirap, manggagawa— lahat ay napaindak bilang panawagan ng hustisya para sa mga kababaihan. Bago pa man inilunsad ang OBR, hinubog na ng mga nagdaang krisis sa bansa ang pangangailangang magalsa ang mga kababaihan sa Pilipinas. Itinatag ang iba’t ibang grupong tulad ng Malayang Kilusan ng Bagong Kababaihan ni Lorena Barros ilang taon bago ideklara ang Batas Militar, at ang General Assembly Binding Women for Reforms, Integrity, Equality, Leadership, and Action (Gabriela) na napakaaktibo pa rin lalo sa kasalukuyan. Hanggang ngayon, patuloy na lumalawak ang grupo ng Gabriela na may mahigit 100,000 miyembro sa 15 na rehiyon sa bansa. Naging susi ang pamumuno ng grupo sa tagumpay ng OBR sa Pilipinas. “Dapat ipagmalaki [ng mga Pilipino] ang kilusan ng kababaihan sa Pilipinas. The Diliman Files as the Virtual Confession Box

Victor Gregor Limon CONFESSION CAN EITHER BE a form of release or a repressive regime. Arguably, all societies have produced—in varying degrees— systems of confession. The need to confess is not just a hunch or a mere emotional jolt. It is created and procreated, ingrained and inculcated by the forces of society. For the Spanish-colonized Philippines, colonial Catholicism has instilled—violently and otherwise—a system of confession. There is a ritual to follow. We kneel beside the confessional—a curious and specific piece of furniture that transforms Catholics into anonymous penitents who kneel beside the booth and whisper secrets to the hidden face on the other side of the latticed screen. We tell our stories to be forgiven. But more than just seeking forgiveness, the colonial confession was an instrument of control. As French sociologist Michel Foucault has put it, the confession is a discourse of power— one that has been used to control the people, to expand the reach of ruling class politics. The confession box was a place where the colonizer exercised its cultural and political power over the colonized. These days a modern version of the confession box is increasingly popular, especially among the youth. Via “confession pages” in social media sites like Facebook and Reddit, students and alumni of schools or universities are now sharing stories that are overwhelming in their scope and variety—by turns funny, moving, raunchy, revolting, and sometimes even fascinating. Such confession is deemed simple, honest, and free. But what is ultimately revealed goes beyond the usual anecdotes of scandal and romance. The virtual confession box, while seemingly serving as a vehicle for free expression, remains simply a “box”—a version of reality selected by the page administrators. Between stories of sparks and shock, confession

pages reveal social media’s dangerous

and double-edged power.

Penance In UP Diliman (UPD), more than 30,000 Facebook users have followed the page “The Diliman Files” (TDF) since it went live in September 2013. According to the page’s administrators, they receive more than 300 entries submitted daily by anonymous users through Google Forms. “I check for posts almost every time I’m online. That’s about every four hours and when I wake up in the morning,” shares UPD Law student Chad Osorio, who says he follows TDF because he gets to read funny stories and leave humorous comments. He is perhaps best known for defending Jean Napoles in an infamous article published by online news team Rappler. In an interview with the Collegian, one of TDF’s founders admitted that they thought of TDF both as a “fun” project and a social experiment. As a new venue of anonymous, uncensored expression, the confession page would open a window to the “deepest desires” of UPD students—a sort of survey that will supposedly gauge public sentiment. As UPD students and alumni began to flood TDF to tell their stories, however, it became clear that this modern confession box has failed to capture reality even as perceived by its followers—ultimately privileging the decadent and mundane over the more urgent and relevant. One cannot simply say that TDF espouses free expression because the administrators have the power to select and post submitted entries. For even as TDF gave voices to those who are struggling with individual problems—failed romances, homosexuality, fraternity violence—it has failed to bring the discourse to a level where the community can make sense of these stories as part of a larger social context that may be addressed effectively through collective, direct action.

One cannot simply say that confession here is unadulterated. It is in fact filtered, siphoned and directed by the administrators towards “controversial sexual encounters” and other such stories considered as social taboo, reducing such stories as products for daily consumption. The stories have been reduced to public spectacle. While the collective struggles of the students are relegated to the margins. Reconciliation The timing of the popularity of this virtual confession box could not have been more interesting. In the global stage, the United States was then poised to swoop down on Syria and tighten its imperialist claws over the Middle East. At home, the nation was held hostage by the pork barrel exposé, the sham land distribution program in Hacienda Luisita, and the impending cuts in the national budget for basic social services such as public education. Within the campus, the UP administration insists on ignoring calls for radical changes in the premier state university, such as the growing campaign to scrap the Socialized Tuition and Financial Assistance Program (STFAP) and reject proposals to reform a system that has hindered democratic access to UP education. Very few of these stories found their way to TDF’s timeline. At a time when the act of confession could be a subversive act—or even just a symbolic representation of dissent— TDF fell prey to the current cultural zeitgeist of the “selfie.” The virtual confession box became a theater where individual peculiarity is a claim to fame and the loudest applause is given to those who will deliver the most grotesque, the most shocking, or the most heartbreaking performance. The value of social interaction within the imagined community was thus measured—not by the quality of engagement in discourse—but by the

number of likes, shares, and comments. “The existence of [TDF] displays how individualistic the generation has become. Lumalabas ang attitude na ‘post-because-people-pay-attention,” says Enrique Rodriguez, a TDF follower from the UP Open University, who adds that his daily dose of TDF gives him “90% entertainment, 10% self-reflection.” Absolution History has been witness to the power of the youth and the people to collectively defy the rules by reclaiming public places and transforming them into vehicles of subversive propaganda. For more than a week during Martial Law, students and other members of the UPD community barricaded the campus as a protest against oil price hikes and military intervention. Through the organs of communication, such as the printing press, the Philippine Collegian, and the campus radio station, the heroes of Diliman Commune “confessed” their stories of rage against the Marcos regime. In the days before social media, even the graffiti scribbled on the walls of comfort rooms in Palma Hall and Math Building contain an element of transformative action that is absent in TDF and other virtual confession boxes. As spaces for discussing topics that are forbidden by traditional rules of propriety, confession pages like TDF are fertile ground for radical ideas. But the freedom that TDF cultivates must not be the end but the means to desired outcomes— which will be possible only if it translated into direct, collective action in the real world. Such freedom must necessarily be responsible and responsive to the needs of the UP students and community. For freedom, unbridled and without direction, may breed only anarchy. Rather than the ultimate goal, freedom must be a tool for developing both self and society. It is this transformative potential of virtual spaces like TDF that students and militant leaders must realize and actualize. ∞

Epiko Tungong Teatro Halaw sa epikong Mahabharata ng India ang naratibo ng dulang “Ang Nawalang Kapatid.” Makailan nang naisalin sa iba’t ibang wika ang naturang epiko. Makailan na rin itong naitanghal sa iba’t ibang bersyon, nilagyan ng musika, at iba pang inobasyon dito sa Pilipinas. Noong 2010, itinanghal ang bersiyon ng epiko bilang isang dulang pambata ng Ateneo Children’s Theatre. Sa pagsasara ng ika-38 na panahon ng Dulaang UP, isang bagong adaptasyon ng dula na mas mapangahas ang ipinapalabas sa Tanghalang Wilfrido Ma. Guerero sa Palma Hall ng UP Diliman. Tampok sa nasabing dula ang diskurso ng kapangyarihan, pamilya at katapatan. Umikot ang kwento sa alitan ng mga pamilyang Pandava at Kaurava, sa kanilang “quest for power,” na humantong sa isang giyera matapos matalo ni Prinsipe Yudhisthira sa labang pustahan kay Prinsipe Duryodhana. Samantala naiwan naman kay Karna ang pagpapanatili ng kapayapaan sa magkabilang panig. Si Karna ay lehitimong anak ng Padanva sa Diyos ng Araw. Ipinatapon siya sa kagubatan at lumaki sa kalinga ng mga unggoy. Nakapayong sa epiko at dula ang politika, ekonomiya at kultura ng katutubong pyudalismo sa India. Ang indibidwal ay pag-aari ng kanyang pamilya at ng kanyang amo. Kinaharap ni Karna ang napakahirap na responsibilidad ng “pagpanig,” Kailangan niyang pumili sa pagitan ng kanyang mga kapatid at ng taong pinangakuan niya ng tapat na serbisyo. Hangga’t maaari ay ayaw ni Karna na matuloy ang giyera. Kaya pilit niyang

Ang adaptasyon ay isang pagsasalin hindi lamang ng wika kundi ng ideolohiya at kultura. Sa akto ng adaptasyon, may tiyak na pagsaalang-alang sa orihinal na akda at sa pagsasalinang wika at lipunan. Dito makikita ang kultura at politika ng pagpanig, pagdedesisyon, at paghuhukom bilang mga diskurso ng kapangyarihan. Anumang desisyon at pagpanig ay isang politikal na aktong hindi kailanman dapat nakahiwalay o nakalutang mula sa masalimuot na

Isang bagay ang balikan ang mga tradisyon at kultura, ngunit ibang bagay rin ang lumikha ng mga adaptasyong hindi lamang gagawa ng koneksyon kundi lilikha ng mapagpalayang koneksyon para sa mapagpalayang mga kolektibong aksyon.

TUWING PEBRERO, TUMITINGKAD ang iba’t ibang kulay sa unibersidad. Ito ‘yung mga panahong marami kang makakasalubong na mga estudyanteng nakasuot ng pula, asul, dilaw, berde o ‘di kaya nama’y puti. Nagsusumigaw ang kanilang mga pangalan sa malalaking nameplate, nakangiti at laging handang makipag-kamay—oo, ito ‘yung bahaging gusto ko dahil umaasa ako na isang araw, makakamayan ko ang crush kong kandidato. Bukod dito, nagkalat din ang mga taga-suporta ng mga tumatakbo na namimigay ng maliliit na flyers kung saan nakasulat ang mga credentials at plano ng mga tumatakbo. May maliliit pang nameplate na pwede mong idikit kahit saan, kahit kanino—kaya pati pusa dinikitan na rin. Ganyan tayo, agresibo. Abala din ang mga kandidato sa pagpasok sa

bawat klase para ipakilala ang kanilang mga sarili at isa-isahin ang mga listahan ng kanilang gagawin sakaling maluklok. Ito rin ang pagkakataon upang imulat ang mga estudyante sa mga kasalukuyang isyu na kinakaharap ng pamantasan. Ngayong taon, nalugmok tayo sa mga usapin sa pork barrel, academic calendar shift, demolisyon sa San Roque, cybercrime law, STFAP/STS at marami pang iba. Pero sa ngayon, mukhang higit na nabibigyang-diin ang isyu ng pag-attend sa mga general assembly at kung hanggang saan aabot ang sakripisyo mo—mula sa grado, pagliban sa klase at maging sa paglalaan ng panahon upang harapin ang isyu ng ibang sektor. Bilang lider-estudyante, hindi dapat nakakulong sa apat na sulok ng silid-aralan ang paglilingkod sa bayan. Ilang araw na lang at

Mukhang sapat na ang mga narinig at nakita ko para iboto ang sa tingin ko ay nararapat. Paano nga ba dapat bumoto? Simple lang—hindi ako interesado sa buhay ng isang kandidato. Sapat na sa akin ang mga naging sagot niya sa mga tanong katulad ng , ‘Ano ang stand mo sa STFAP/STS?’, ‘Pabor ka ba sa academic calendar shift?’, ‘Hang gang saan aabot ang sakripisyo mo sa posisyong nais mong makuha?’ At higit sa lahat, ‘Nasaan ka noong demolisyon ng mga taga- San Roque?’ ∞

Siyempre hindi ka lang pipili ng maganda o pogi, magaling manamit o malaChanning Tatum ang katawan, maputi o adonis looks. Love is blind, ‘ika nga. Kung magmamahal ka ng tao, hindi lang naman pisikal na kaanyuan ang basehan, ‘di ba? Swak rin naman kung pogi na, matalino pa. Pero tulad ng pag-ibig, ‘wag madadala sa dulas ng dila, sa mga pangako. Ang galing niyang magpakilig dahil sa mabulaklak niyang salita. Tunay ngang nakamamangha ang husay niya sa pakikipag-balitaktakan,

Sa katunayan, kailangan sa simula pa lang, malinaw na mahal ka nga talaga niya, na gusto ka niya talagang pagsilbihan at makasama. Mahirap naman kung sa kalagitnaan ng relasyon niyo, sasabihin niyang hindi pala siya siguradong mahal ka niya at bigla ka niyang iiwanan sa ere. Nagdadahilan lang ‘yan, naging mapusok lang talaga siya at hindi napagnilay-nilayan ang pagsabak sa ligawan. Naghahain siya sa iyo ng mga pangako. Kay dami niyang plano para sa kinabukasan niyong dalawa. Maganda ‘yon, dahil bahagi ka nga talaga sa mga plano niya sa hinaharap. Mahirap naman kung nanliligaw siya sa‘yo tapos fling-fling lang pala ang tanaw niya sakaling maging kayo na nga. Ngunit baka pwede mo ring suriin kung ang mga plano niya ba ay para sa ikauunlad niyong dalawa, hindi lang ng sarili niya.

Ngayon kung maging kayo na, ano nga ba ang dapat mangyari? Bawal ang clingy, oo. Dapat mo ring intindihin na minsan, kailangan niya ring mag-aral, o magpahinga. Pero ito sana ang dapat mong tandaan: hindinghindi ka niya dapat ilaglag, kahit ano pa ang mangyari, kahit magkagirian na at kailangan niya nang mamili kung ikaw, pagaaral, kaibigan, o ang malambot niyang kama. Kung mahal ka niya talaga, maglalaan siya ng oras para sa iyo. Pagsasabayin niya ang pag-aaral at pag-ibig. Aagahan niyang gawin ang gawaing acads niya para makasipot sa mga date niyo. Ngunit sa hirap at ginhawa, dapat kasama mo siya. Sa tuwing iiyak ka, dapat siya ang papahid ng mga luha mo at hahawak sa mga kamay mo. Kung inaagrabyado ka na ng kung sino mang Poncio Pilato, ipagtatanggol ka niya, kahit kailangan niya pang sumigaw o mabilad sa araw. Ganoon naman dapat talaga ang pag-ibig, ‘di ba, ipinaglalaban. O, may napupusuan ka na bang sagutin ngayong darating na eleksiyon? ∞

In the line of fire AFTER MY UNPLANNED birthday celebration last weekend, I have realized how I managed to prepare a soundtrack for my funeral, and none for my birthday celebrations. This is another result of my intensifying cynicism, I tell myself. Talking vague has landed me into safe places; but one could not build an empire out of vagueness, which includes the upcoming elections. It has not been part of my annual routine to vote. However, recent events that had UP sacrifice its lands, exchange its dignity for money, and sell its esteemed name to the highest bidder—remaining passive spectator is not the practical option. I am no leader(I make a better member), but here are my standards for one: Number one, you have to consider yourself a member first— getting the sentiments of the whole studentry. You also have to recognize that being a student is also being a citizen; that the fight against landgrabbing among indigenous peoples is just as pressing as our own fight against the renaming of the College of Business Administration. You must be able to stand when everyone else is falling, and be able to stand even steadier to help the rest regain their ground. Number two, you have to be genuine. Throughout history, a number of students disrespectfully turn the USC into a career-forging pig sty. In order to lead almost 25,000 students, you have to understand the sanctity of your role and your duty to prioritize the needs of those 25,000 before your own. USC membership is more of a sacrifice than a treat. Number three, you have to do. Truths you said would often be twisted by fools, and things you sacrificed your life for would be torn down in a second, yet your role entails you to convert debates into visible action. It is up to you to provide an alternative politics to an ailing national politics in the brink of decay. If you are all of these, then this post—how preachy it may be— is for you. ∞
