Don’t Let Anybody Use “Fear” as a Tool

O

n the 11th and 12th of August 2016, there were 9 instances of bombs set in 5 different provinces throughout the Southern Region.

The bombs were set in touristy areas in the following provinces; Trang, Hua Hin, Prajuab Sirikan, Phuket, Phang Nga and Surat Thani. Also, instances of supermarket fires were found in Trang, Krabi, Nakorn Srithammarat and Surat Thani.

Police investigation at the start has shown that these instances have been acts of sabotage not terrorism.

Each case shows intention of creating a threat towards the tourism industry by discouraging tourist to travel to Thailand. Clearly, these attacks send a ripple affect towards both tourist business and Thailand’s economy as a whole.

“Phuket Times” wishes to condemn the groups guilty for this violence and express concern for the families of those lost or injured in these events.

Thailand has experienced violent events such as these many times before, and we believe Thailand will quickly pass this by and be restored.

These cases have made it easy to see that the operations involved are highly invested. The operation’s network shows much potential and is all the more reason why officials need to put an end to it. In addition the citizens must also help with any knowledge or clues that may help point officials in the right direction.

Because letting anyone use “violence” as a tool to threaten and intimidate the people of the land is completely unacceptable.

“I am certain we will catch the culprit… and I expect that this has been the result of domestic relations… I will catch the culprits, and will say this, no matter whose face it is, the government will do everything possible to bring back assurance” declared General Prawit Wongsuwan, The Deputy Prime Minister.

To say “no matter whose face it is” Shows that the Deputy P.M probably already has a clue as to who is involved.

Patong Transforms Fear into Strength

A

fter the bomb and fire incidents throughout the Southern Region and particularly at “Patong Beach” the main tourism spot of the Andaman side, the Social Security Department presumes that the events are the result of either one prime person or group related to politics.

One thing that is consistent every time a violent event occurs is the culprit’s intent to intimidate both the citizens and tourist. The aftermath is often a change in the local’s daily business causing a sudden ripple affect towards the economy.

In order to reverse this common outcome, the private sector and government in Patong have organized the “24 Hour Clean Bangla Project” to help bring quick resolve to Patong Beach again.

The “24 Hour Clean Bangla Project”, besides being a campaign and picking up trash alongside Bangla Road, it is held by Pisona Group Company Ltd with Mr. Preechavude Keesin as Committee Chairman. Mr. Preechavude also awarded the “Bomb Grab Hero” (Mr. Kamtorn Ketukaew) 50,000 Baht for his brave efforts to take a bomb out of a store. Also, Mr. Prichawut has set a reward of 100,000 Baht for any information or suspicious activities reports regarding the bombs planted in Patong.

In addition to that, both entertainment venues and various businesses at Patong Beach have together sponsored a consolation gift of 200,000 Baht for both the Patong Police Department and Katu District Administration. The

gift was split 100,000 Baht each for the respected operations that play a key role in the safety of Patong.

Preechavude Keesin, the executive network manager of Pisona Group Company a wellknown business in the area, stated that these activities show the strength of Patong’s unity that will change the suppressing fear caused by the bombs to a unified power that will build Patong back into a joyous and fun tourism spot for people throughout the world to enjoy.

Weerawit Krueasombut, the president of Club and Entertainment Operations, stated that Patong is a lot like everyone’s rice pot. When everyone comes together and does their part Patong will become stronger as a whole. Both business operators and staff need to be the eyes and ears observing and reporting any abnormalities like a 24 hour readiness network.

Chalermlak Kebsap, the Mayor of Patong, stated that to start there will be an integration of public safety management

involved in increasing the stringency of area examination on a 24 hour basis. As for long term solutions, plans are being undergone for an additional installment of CCTV cameras to cover the entire premises of Patong.

Chamroen Tipayapongtada, the Governor of Phuket, stated that orders have already been sent for management involved to raise their safety standards at the “Phuket Gate” check point.

Also, in highly populated areas such as the airport, malls, public transportation stops, markets, piers and especially highly toured spots it has been noted to pay special attention and concern.

“In the past Phuket has always given particular importance in keeping public safety. However, the instances in Patong were still able to take place and therefore our standards still need to be more consistantly stringent. At the same time, both officials and citizens need to raise their standards of awareness and observation which I am certain they can do.” Said the Governor of Phuket lastly.

“One Map” Integration this Sept Rigorous Inspection Before Granting Land Deeds

he “One Map” standard was designed to clear the land overlap dispute between various government departments.

These disagreements are generally the result of improper documentation. All four departments are integrating this new solution since its presentation by the “Department of Land” in September.

The consequences of improperly filing land deed paperwork are often brought about by the government officials involved as well as the land investors. Sometimes, issues arise due to the surveying of the land. In this case, the aerial survey photos of both parties showed differences, and therefore have fueled the continuous dispute. “ O n e M a p ” S t o p s F o r e st Trespassing Mr. Atinan Sutanuwong, the head of the Department of Land revealed that progress is being made towards settling and finalizing the correct land border maps. These border maps are being set according to the standardized 1:4000 sizing ratio. Currently, they have already inspected over 90% of the land and expect to be finished in September.

“One map is the government policy set in place for all departments and sectors involved in land cases to use the standardized 1:4000 sizing ratio.

Likewise, this is also used to determine land borders throughout Thailand for public, private and governmental ownership.”

The head of the Dept. of Land mentioned that in the past the Dept. of Forestry and the Dept. Nature Reserve would use the 1:50000 sizing ratio for determining the land borders. However, this ratio often caused problems when the slightest line movement (equating to just a few centimeters on the map) translate to 100-200 meters on the land. Therefore the new “One Map” policy has been designed to drastically increase the accuracy of setting land borders.

The new policy procedures set in place for each department’s staff to carry out are as follows. 1. The filing of documents pertaining to rights must have no errors, especially the survey details. 2. Additional processing is mandatory for citizens. 3. Land bordering and marking must be done by

maps, and in any case that government land is involved, the process must be put on hold to insure no mistakes. 4. In finalizing rights no matter the location, there will be a committee lead by the Provincial Governor to reproof all documents for accuracy. In the case of land overlap, the Department of Land will examine all proof and properly

It encourages corrupt officials with improper documentation to undergo criminal investigation, regardless of having clear evidence as before.

In the past, there have been many complicated cases where the most important information was found in evidence prior to the investigation.

Therefore, those accused of aiding corrupt officials, as mentioned, will be subject in every province of Thailand to criminal investigation as of May 2016, and full enforcement on July 4th, 2016.

ue to the high demand of the ever growing tourist industry, many airports in the CLMV region (Cambodia, Laos, Myanmar, Vietnam), after looking 15 years ahead, have begun improving or expanding their overall service capacity.

Yangung Airport Ready for 12.4 Million Travelers The Yangung Aero Dome Company’s Executive committee atYangung International Airport revealed that after the airport switched from being government owned to company owned in 2015, an agreement with the government was made for the development of passenger facilities, runway, hangers, maintenance operations and more.

“The main plan has 3 phases; phase one is to build 2 new terminals, one for domestic travelers and one for international travelers. The international terminal was opened in March of 2016, and the domestic building is set to open this October. With both terminals fully operational, the traveler service capacity will be increased to 12 million per a year from the previous 2.7 million per year. Last year, 4.6 million passengers were serviced at the airport. That being said, the new 616 million U.S dollar expansion is expected to support the total traveler numbers for the next 10 years.

In conclusion, when all 3 phases have been completed the total passenger capacity will be increased to 20 million people per year.This increased capacity has been estimated to cope with traveler numbers for the next 20-25 years due to the growing tourist industry in Yangung.

“Danang Airport” Expansion for APEC Vietnam as well has seen their tourist industry expanding in cities such as Hanoi and Hochimin, and now also their central city of “Danang”. Over the last 5 years, the averages have shown a 28% increase in foreign tourist at their airport, that’s 1.25 million people a year. To put into perspective, that’s 16% of Vietnam’s total annual number of tourists. Just last year there was 1.32 million tourists and it is expected that next year there will be 1.5 million.

Therefore, it is no surprise that this airport, as the 3rd international airport of Vietnam is currently undergoing a 145 million U.S dollar expansion project to be finished before the Asia-Pacific Economic Cooperation or (APEC) is initialized in October 2017. This expansion project will increase the airports total traveler capacity to 9 million per year.

Danang Airport has seen an increase in travelers due to the airlines promotions and deals for flights to Danang.

For example, airlines have opened up flights from Japan, Singapore and now even Bangkok to fly directly to Danang.

Currently there are 5 airlines that have flights to Danang including; Bangkok Airways, Jetstar, Hong Kong Express, Airasia and Vietnam Airlines.

The AOT’s 6 Airport 181 Million Traveler Capacity Expansion At the same time, here in Thailand plans have been forming to increase total airport traveler capacity in response to the growing tourist industry. Mr. Nimitnai Sirisomahtagan, the Executive Director of Airports of Thailand Company Ltd (AOT), revealed that the company is considering investing 194 billion baht to improve the potential of their 6 airports to have a 181 million total

Passing Down the Southern Thai Intellect

hai Shadow Play (Nang Talung) are an art that expresses the local southern culture.

It is popular entertainment, and dates way back to ancient times. Scholars believe that shadow plays, including the Nang Talung style, express the ancient culture of mankind.

In the past, local southerners would refer to Nang Talung as “Nang”, like in the common statement “go see Nang Nora”. This has brought about the presumption that “Nang Talung” probably took root when a local southern play was first presented in central Thailand.

Southern shadow plays were first brought to Bangkok during the 3rd King’s Dynasty by the Prince of Pattalung (Known as Puak). The play took the name “Nang Pattalung”, after the hometown of its producer.

Nang Talung tells the story of an old fable by reading the prewritten storyline with a strong southern accent.

There is an ongoing dialogue while shadows entice the audience by displaying the story on a white cloth screen.

Everything in the play, including shadows and line reading is performed by the producer.

All the shadow character props such as the hermit, Shiva, governing officials, main character, angel, giant, joker and other necessary parts are all stored in the “Play Panel”.

In addition, those who are experts in southern culture agree that each “Shadow Play Joker” perfectly represents the core of southern personality and humor.

he entire month of July, in the Phuket social network, there has been extensive talk about “Bribes in Patong”.

Some comments have even been directed towards me as well.

I have mentioned this issue many times before, but my thoughts reflect a local point of view. I am a business operator in the thriving entertainment industry at Patong Beach. As one speaking from experience, my “perspective” may be different from others that may have shared in the social network.

I’m not going to point out whose comments are facts nor those whose are just figments of imagination, because it’s really up to the readers to judge for themselves.

Patong… this town that never sleeps has certainly been an important key in Thailand’s economy. People from all sides flow in to make a livelihood, and as a result the operating costs, living expenses, wages, and land deeds are all higher than elsewhere. “ M o st e n t e r t a i n m e n t business spots close later than the required time established by law.

About half of the merchandise sold uses fake copyrights. Almost every activity involves foreign workers hired for the wrong type of work, whether as sales callers, booth sales or general unpermitted sales. Commercial buildings, Guesthouses and Hotels are a few examples of projects that weren’t developed in accordance with

granted permits. This is just a small portion of a long list of various locations with illegal operations and activities.

All of these factors combined form the usual condition that those who work here are accustomed to.

I am almost able to say that “Half of the businesses here are digressing to some sort of illegal activity”. Instead of claiming whether the illegal actions are minor or major, I’d rather just generalize and say they’re “illegal”.

For those stepping into Patong to seek out a better life for their family, the only option is to diligently and rigorously pushing your way with all your strength.

As for “paying the bribes” to help businesses get going more smoothly, this has simply been a part of the treacherous struggle for those trying to make ends meet out here.

“As for the local government’s part, they understand well the business structure in Patong. The compromises they have made only allow certain cases which result in little social change. In the same way, business operators must know that this “funding” doesn’t give them limitless freedom. Instances that have a serious negative impact towards the society are addictive drugs, gambling and swindling tourists. When it comes to these, it is essential that the law is unwavering. Officials certainly don't want to see their government

Funding various activities for government officials is something known and understood well by business operators. It is considered more of an agreement or mutual dependence rather than a forced payment set as a regulation.

For the most part, I’d say 95% of the “business operators” present their own release agreements to improve convenience in running their business. In return the “officials” will not always accept or clear every proposition.

For example, stretching the entertainment closing times was something the government decided to let go seeing and understanding the business operators’ needs.

However, in cases such as addictive drugs, child labor or even weapon holstering guards, the social realm is put at risk.

Business operators should know and understand that I don’t budge when it comes to such instances.

Issues of “mentioned

names”, are characterized by certain officials that have taken excessive self-benefits unlawfully.

At this point, it has become ridiculous, simply because no one even knows who is mentioning the names. This causes it to be too difficult to distinguish the guilty officials, resulting in a full clearing of the department, followed by a review to clear the details.

In result, this process burdens business operators, who then end up pleading their case through social media.

H o n e st l y, t h e c o n c e r n of bribes or amenable tributes towards officials is no longer as credible or shocking as it used to be. There’s been so little evidence, and most instances point towards compromise that benefits both parties.

Another issue I find both displeasing and disappointing is found in the Southern Region Happiness Survey results, gathered

by Prince of Songkla University.

Survey results showed that Phuket Province ranked the least happy province in the southern region.

Half of the businesses here are digressing in some sort of illegal activity”. A

team of Australian archaeologists has been studying and surveying the area around Nakorn Wat in Cambodia with high tech laser technology for the past 4 years. Now they are ready to reveal their data regarding the size of the ancient city that will amaze today’s culture.

News team AFP reported that Damian Evans, an Australian archaeologist, will reveal a clear picture of the ancient city. The laser technology used to develop the image of the ancient city revealed that the city covered a space larger than ever recorded before.

Evans’s team started using laser technology to scan the overall premises which resulting in finding the city called Mahentarabanpot on Mt. Phanomgulen dating back over 1000 years. This is the first time in history that laser technology has been used to discover an entire ancient city. After more research was done, they realized that the discovery 2 years prior only revealed a portion of Mahentarabanpot city.

“We discovered an entire new city that’s never been known, hidden below a protective forest. The city found and named Gambongsawai was in fact only a small portion of Mahentarabanpot city, which in fact is as big as Phnom Phen” said Damian Evans AFP mentioned that besides presenting this to the Association of Geography in London, England, Damien Evans discovery will be recorded in college textbooks of Archaeology due to the significance of this find.

This city found was built during the golden age and is the largest city discovered before the Medieval Age. Analysts of the Asian Tourism Industry stated that the research of this new discovery will help improve the tourism industry in Cambodia and is also an important cultural inheritance to Asia. Are LED Billboards Worth Viewing?

here have been many issues with the vast number of billboards put up throughout Phuket.

Recently, it has been the issue of bright LED billboards being too distracting, and therefore are claimed of causing an increase in traffic accidents.

Most recently, Mrs. Tanyarat Atchariyachai, a prior member of the Phuket Provincial Council, sent a group chat message through the social network Line to call on those responsible toact quickly regarding this issue.

1.The LED Billboard Matter makes us wonder why we let companies make a mess of Phuket Island. How many millions are spent on this kind of advertising every year?

What do the locals get in return? Besides, consider the

liability, if a storm knocks down one of these billboards and injury or damage is caused, who will be to blame? How much tax does the government take for these billboards each year?

In the past, Samui Island used to be filled with billboards, but currently it has very few. If you look at places overseas such as Hawaii, Europe, or even China, you won’t find the type and quantity of billboards that we have. Here in Phuket it is more a competition of who has the largest billboard.In reality, it’s up to those affected by the matter to consider its impact and make a difference.

2.District Directional Road Signs,which are paid for with taxes, have greatly increased in recent years. In the past, there were only signs for hospitals, government offices, or various beaches. Now we see signs for just about every business related to tourism. It is reasons like this as well as the disorder of Cable TV lines on street posts that have created the slogan “Amazing Phuket”. Officials in the Provincial council need to stop disregarding these eyesores and take into consideration the beauty of Phuket the way locals do.

This is certainly not a new issue, but just has never developed serious concern or initiative from Local Administration.

The fact that these signs fill the sides of streets throughout Phuket already clearly demonstrates the ignorance, inefficiency, and self-regard of those responsible.

It’s time the Governor of Phuket

pulls this issue out of the pile as a “Phuket Predicament” and puts an end to all this blatant disregard.

Malaysia Allows “Uber – Grab” for Individual Services The Department of Public Transportation at the Malaysia border prepares for a change in taxi service regulations. The new regulations will allow for the taxi calling applications called Uber and Grab to allow taxi businesses to balance business competition.

Channel News Asia reported that the Department of Public Transportation at the Malaysia border (SPAD) presented a new project for taxi businesses that will allow the use of Uber and Grab applications to improve the efficiency of taxi ordering and services.

“SPAD announced the new change in regulation for private owned taxi businesses to help level the playing field between other businesses that were already using the taxi calling applications. In addition to increasing convenience for the taxi drivers, these applications will also benefit the customer by allowing them to select the taxi vehicle of their choice beforehand.” Reported by CNA

Foreigner Sim Cards TakornTanatisit (FBT) is preparing the issue of Foreigner Sim Cards for both tourist and long stay foreigners.

Due to the many cases in the past regarding foreigners this proposition for locational data will be presented to the Telecommunications Commission (TC).

Mr. Takorn Tanatisit, the secretary at the FBT revealed after a meeting between the TC and the ASEAN Group on Aug. 2nd, that the proposition has been prepared to be discussed in next week’s meeting. In addition, this would mean that cellphone stores would be able to test foreigner’s cellphones for locating services even when they aren’t using the phone.

This process is already being undergone in Malaysia has seen excellent results towards efficiency is handling foreigner’s affairs. As for Thailand, location notification to immigration is already required regularly; however with foreigner Sim Cards issued, communication in the event of a problem would become even easier.

Phuket Presents “The Inviting Town Safely Toured” Project First Step: 100 new buses no down payment Recently, a meeting was held to create a resolution project at Hilton Phuket Arcadia Resort and Spa between the Department of Transport and the following companies; ICBC Bank (Thai) Ltd (Corp.), TISCO Bank Ltd (Corp.), Bestlin Group Ltd, Sunlong Bus Producers and The Andaman Tourist Business Association. The project presented was called “The Inviting Town Safely Toured”.

This project has been made possible by the efforts of Bestlin Group Company, Sunlong Representatives, Mr. Anan and Kaman Company and other Financial Institutes including The Andaman Tourist Business Association.

The new project initiated will provide 100 new 35 seat tourist buses for hire without down payment worth an estimated 520 million baht.

Mr. Sulaimart Kaewngamdi, the spokesman of the Andaman Tourism Association, stated that originally it was settled to have Local Bus 30 Company handle the distribution in accordance with the agreement between James Gallery Company and the 100 bus operators belonging to the association. Also, parking regulations for the bus transport were set by the Phuket Offices of Transportation.

When Rebecca stood on stage to speak at a conference, her first sentence into the microphone echoed around the room. It was a bit unsettling for her to hear her own words come back at her, and she had to adjust to the faulty sound system and try to ignore the echo of every word she spoke.

Imagine what it would be like to hear everything we say repeated! It wouldn’t be so bad to hear ourselves repeat "I love you" or "I was wrong" or “Thank You, Lord” or "I'm praying for you." But not all of our words are beautiful or gentle or kind. What about those angry outbursts or demeaning comments that no one wants to hear once, let alone twice—those words that we would really rather take back?

He forgives us when we fail.

Like the psalmist David, we long to have the Lord’s control over our words. He prayed, "Take control of what I say, OLord, and guard my lips” (Ps. 141:3 nlt). And thankfully, the Lord wants to do that. He can help us control what we say. He can guard our lips.

As we learn to adjust to our own sound system by paying careful attention to what we say and praying about the words we speak, the Lord will patiently teach us and even empower us to have self-control. And best of all, He forgives us when we fail and is pleased with our desire for His help.

Can you think of something you said recently that you would like to take back? Ask the Lord to help you become aware of careless words.

Part of self-control is mouth-control. INSIGHT: This psalm is filled with meaningful prayers for protection and can be an encouragement for all of us.

“Thailand” Ranked “Most Happy” on the “Misery Index” The Offices of Bloomberg News published the report “Misery Index”, a calculation of inflation rates in 74 countries. The “Misery Index” showed that Thailand is the happiest country due to having an employment increase rate of 1% with a product value increase of a mere .1%. In the past month of July, the rates compared with last year showed that the following leaders on the board include scores for Singapore with 1.4% and Japan at 2.7%.

As for the countries with the lowest scores, there is Venezuela with a score of 188.2% at the bottom of the list. This score along with an inflation rate of 181%, is the result of the collapse in their oil sales. The next country at the bottom is Bosnia with a score of 48.97% followed

Mr. Chokdee Amarawat, the Deputy Governor of Phuket, delegated a campaign committee for the use of a secondary route from Phuket Town to the Phuket Gate to solve the current traffic issues in Phuket. Currently, Phuket only has “Thepkrasattri Rd” as the single main route to the province gate which in some areas is under construction. Looking at long term solutions, the congested condition of Phuket roads due to this main factor has continued to increase

concern and in result has created this campaign committee to encourage the use of secondary route options.

To start, there are 2 alternate routes, first there is the west side route which passes by Patong, Kamala, Surin and Laguna connected to sub-district Saku. The second one follows the east coast out from the Thao Thep Kasattri Thao Sri Sunthon Monument roundabout and goes around the wildlife reserve on Prataew Mountain.

“Tu Kap Kao Shop” in Phuket Town, is a prime example of bold southern flavor at the heart of Phuket.

Located next to Kasikornthai Bank on Phang Nga St. among the “Sino Portuguese Architecture”, you will feel yourself brought back to the Phuket-Pinang era with a mineral mining atmosphere.

“Mr. Kim” Tirasak Ponngam shared a little about the background of his shop “Tu Kap Kao Shop” and how he used to work in Real Estate and house development projects beforehand. When switching to

restaurant business, one thing he realized that it had in common with his earlier work was “service”, that is giving the best service possible to his customers or clients.

What has caused you to succeed so quickly?

I opened the “Tu Kap Kao Shop” because I wanted to sell local Phuket food that the locals would enjoy. The flavor and ingredients used in our dishes are what I ate as a child, and since growing up I’ve wanted others to experience what are home recipe is a like. I figure we caught onto the market quickly because in some way our food is a missing piece in local cuisine.

The menu specials that have built our reputation and are a must try are our “Kang Pu Mi Hun”, “Nam Prik Kai Pu”, and “Mu Hong”. For “Mu Hong” alone we serve about 20 kilos per day and it doesn’t stop there, we also have “Pla Tod Kamin Kratiam” and “Liam Taw Pad Kuey Kem”. “Liam Taw”, which is from the hind side of the pigs back thigh is actually very hard to find. When we stir fry the “Liam Taw” with “Kuey Kem” we make sure the “Kuey Kem” has not sat in the sun too long so that the consistency will be savory and smooth.

One more menu I would like to recommend is “Kang Som Gung Lobster-Saparot Phuket” which we just recently created. This menu is uses a combination between Kang Som and a Shrimp Lobster Pineapple mix that is a must try for anyone from Phuket.
