Biography of
His Majesty King Bhumibol Adulyadej HIS MAJESTY KING BHUMIBOL ADULYADEJ of Thailand was born in Cambridge Massachusetts, The United States of America, on Monday the 5th of December 1927, being the third and youngest child of Their Royal Highnesses Prince and Princess Mahidol of Songkhla.

oyal Family Picture Even the facts of his birth seem to be significant in several ways. He is, first of all, the direct grandson of His Late Majesty King Chulalongkorn or Rama V who was renowned for the great reforms which he made to all institutions of Thailand to bring them up to date and in line with the rest of the Western-orientated world. Prince Mahidol himself was perhaps one of the most modern-minded of all the sons of King Chulalongkorn and his life was dedicated to the development of many modern ideas particularly in the field of Medical Science so that he is now known as the Father of the Modern Thai Medical Profession. Last but not least, he was given the significant name of Bhumibol Adulyadej, meaning Strength of the Land Incomparable Power which becomes prophetic as his Reign advances through various critical periods and the Thai nation evolves more and more around the Throne as the sole sources of unity and strength. Royal Family Picture Prince Mahidol came back to Thailand and passed away when His Majesty was not yet two years old. After a brief period of primary schooling in Bangkok, His Majesty left with the rest of his family for Switzerland where he continued his secondary education at the Ecole Nouvelle de la Suisse Romande, Chailly sur Lausanne and received the Bachelieres Lettres diploma from the Gymnase Classique Cantonal of Lausanne. He then chose to enter Lausanne University to study Science, but the death of his elder brother King Ananda Mahidol in Bangkok on the 9th. of June 1946, changed the course of his life completely, for the Law of Succession bestowed on him the arduous but challenging function of the Thai Crown. His Majesty decided to go back
to Switzerland for another period of study, but this time in the subiect of Political Science and Law in order to equip himself with the proper knowledge for government. In 1950, His Majesty returned to Thailand for the Coronation Ceremony which took place on the 5th. of May. He went back to Switzerland for another period of study before the urgent call of his country and people brought him back to Thailand in 1951 to stay. His Majesty met and became engaged on the 19th. of July 1949 to Mom Rajawongse Sirikit, daughter of His Highness Prince Chandaburi Suranath (Mom Chao Nakkhatra Mangala Kitiyakara) and Mom Luang Bua Kitiyakara (nee Mom Luang Bua Snidwongse). His Highness Prince Chandaburi Suranath was the third son of His Royal Highness Prince Chandaburi Narunath and Her Serene Highness Princess Absarasman Kitiyakara. Their Majesties were married by Her Majesty Queen Sawang Vadhana, the paternal grandmother of His Majesty, at Sra Pathum Palace in Bangkok on the 28th. of April 1950 and Their Majesties have four children namely: Royal Family Picture. 1. The Former Her Royal Highness Princess Ubol Ratana who was born on the 5th. of April 1951, in Lausanne, Switzerland and graduated form the Faculty of Science at Massachusetts Institute of Technology in The United States of America with a Bachelor of Science Degree in Bio-Chemistry in 1973. She is married to Mr. Peter Ladd Jensen and now resides in The United States of America with her husband and their three children. 2. His Royal Highness Crown Prince Maha Vajiralongkorn was born on the 28th. of July 1952, in Bangkok, Thailand, and was conferred
with the title of Somdech Phra Boroma Orasadhiraj Chao Fah Maha Vajiralongkorn Sayam Makutrajakuman by His Majesty the King on the 28th. of December 1972, making him the Crown Prince or Heir to the Throne. His Royal Highness graduated from the Royal Military College Duntroon, Australia, on the 9th. of December 1975, and now serves in the Royal Thai Army, with the rank of Major General and commands the King's Own Body-Guards Regiment, the Frist Division, Royal Guards. His Royal Highness is married to Her Royal Highness Princess Soamsawali (nee Mom Luang Soamsawali Kitiyakara) and has one daughter. 3. Her Royal Highness Princess Maha Chakri Sirindhorn was born on the 2nd. of April 1955 in Bangkok, Thailand, and was conferred the title of Somdech Phra Debaratana Rajasuda Chao Fah Maha Chakri Sirindhorn Rathasimakunakornpiyajat Sayam Boroma Rajakumari by His Majesty the King on the 5th of December 1977. Her Royal Highness graduated from the Faculty of Arts at Chulalongkorn University with a Bachelor of Arts Degree in History , First Class Honours, in 1976. In 1979, Her Royal Highness received a Master of Arts Degree in Oriental Epigraphy from the Graduate School of Silapakorn University and in the following year received a Master of Arts Degree in Oriental Languages from the Graduate School at Chulalongkorn University. Her Royal Highness received her Doctor of Philosophy Degree in Educational Development from Srinakharinwirot University in 1986 and is currently studying for a doctorate degree in educational administration at Chulalongkorn University. 4. Her Royal Highness Princess Chulabhorn was born on the 4 th. of July 1957 in Bangkok, Thailand, and graduated from the Faculty of Science and Arts at Kasetsart University with a Bachelor of Science Degree in Organic Chemistry, First Class Honours, in 1979. Her Royal Highness completed her doctorate work in organic chemistry in 1985, and received her Doctor of Philosophy Degree from Mahidol University in July of the same year.

World Leaders Express Their Condolences for Thailand’s King National Leaders all over the world particularly the United Sates, the United Kingdom, Germany, France, Russia, China and Japan have joined in condoling the passing of his majesty, King Bhumibol Adulyadej.

resident of the United States, Barack Obama, stated “On behalf of the people of the United States, I offer my heartfelt condolences to Her Majesty Queen Sirikit, her children and grandchildren, and the people of Thailand on the passing of His Majesty King BhumibolAdulyadej. His Majesty the King was a close friend of the United States and a valued partner of many U.S. Presidents. I had the honor of calling on His Majesty the King during my visit to Thailand in 2012, and recall his grace and warmth, as well as his deep affection and compassion for the Thai people.The American people and I stand with the people of Thailand as we mourn His Majesty the King’s passing. “My sincere personal condolences to the royal family and the people of Thailand on the death of His Majesty King Bhumibol Adulyadej. His Majesty guided the Kingdom of Thailand with dignity, dedication and vision throughout his life. He will be greatly missed.” British P.M Theresa May The President of France, Francois Hollande expressed his condolences for the Thai King’s passing and praised him for his ability to create sustainable development and grasp the hearts of his people and people all over the world. President of Russia, Vladimir Putin, said that King Bhumibol Adulyadej’s name is associated with an important period in Thailand’s recent history that saw great economic development and a stronger position on the international stage. “Over the decades of his rule, he earned his people’s sincere love and earned great authority abroad. He will be remembered in Russia as a principled supporter of developing friendship and cooperation between our countries,” the President said in his message of condolences. German Chancellor Angela Merkel said the monarch modernized and strengthened Thailand, and that the King had "worked tirelessly for the welfare of the Thai people" and steered the country through "political and economic crises". Chinese President Xi Jinping sent a message of condolences to Queen Sirikit of Thailand over the passing of King BhumibolAdulyadej.In the name of the Chinese people and himself, Xi expressed deep condolences over the passing of King Bhumibol and extended
his sincere sympathy to other members of the Thai Royal Family and the Thai people. Xi said that His Majesty King Bhumibol was the guide of the national development of Thailand and a promoter of China-Thailand friendship.Such a good relationship between the two countries today was directly linked with the great importance and personal efforts made by King Bhumibol himself, said Xi. “I remember King Bhumibol as a highly gifted and gentle person. … As a spiritual support for the people, His Majesty has led Thailand’s remarkable development and advancement of the people’s living standard. … The king’s great contribution in deepening friendship between Japan and Thailand will be remembered by all Japanese people.”

Unity FOR the Thai People It has been yet a short time since the passing of His Majesty King Bhumibol Adulyadej that has the Thai people in a state of sadness expressing their condolences. However, regardless of Thailand’s current state there has been division building in the social realm concerning dress worn in respect of the Kings passing. This has become a hot topic in the online world with heavy criticism and harsh verbal attacks on those not wearing black or white such as “no loyalty to country” or the question “Are you even Thai?” However, before it escalated too quickly, credit must be given to the government for handling the issue in time. The Situation Monitoring Center presented the issue in solution meetings and later announced necessary protocol regarding the issue as follows: “The wearing of black or white clothes for reasons of respect may face various factors hindering the ability to do so. Factors may include the limited or insufficient quantity of black apparel sold in stores. Hindering factors may result from inefficiencies in the economies distribution and therefore we ask that the people show grace amongst each other, understanding each other’s individual situations. Furthermore, to help resolve the issue it is recommended that those lacking black and white apparel can wear solid plain colored shirts that lack patterns or colorful design and in addition pin either the respected black or white bow or ribbons as seen fit.” The results of this meeting are expected to help Thai citizens exercise solutions and prevent later circumstances down the road. In addition, the government has also taken measures in helping the citizens by setting price control on the sales of black apparel in stores to prevent high demand price rates. The society will find peace in unity as long as the principle “strict to oneself, lenient to others” prevails.

นับแต่การเสด็จสวรรคตของพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช ซึง่ คนไทยทุกคน ต่างอยูใ่ นความโศกเศร้ า และร่วมกันแสดงความอาลัยไว้ ทกุ ข์ แต่กลับมีเรื่ องดราม่าเกิดขึ ้นและอาจกลายเป็ นชนวนสร้ างความแตกแยกรุนแรงในสังคมไทยได้ นัน่ คือเรื่องการสวมใส่เสื ้อผ้ าเพือ่ แสดงความอาลัยไว้ ทกุ ข์ ซึง่ กลายเป็ นประเด็นร้ อนในโลกออนไลน์ ว่า มีการต�ำหนิ ต่อว่า ใช้ ถ้อยค�ำรุนแรงกับผู้ที่ไม่ได้ ใส่เสื ้อสีด�ำหรื อขาว ท�ำนองว่า “ไม่มีความจงรักภักดี” พร้ อมกับค�ำถาม “คนไทยหรื อเปล่า” อย่างไรก็ตาม ก่อนที่เรื่ องนี ้จะลุกลามบานปลาย ต้ องชมรัฐบาลที่เข้ ามาแก้ ปัญหาได้ ทนั ต่อเวลา เมื่อศูนย์บญ ั ชาการติดตามสถานการณ์ (ศตส.) ได้ น�ำเรื่ องนี ้เข้ าสูท่ ี่ประชุมแล้ วประกาศให้ ประชาชน ทุกคนทราบเพื่อเป็ นแนวทางปฏิบตั เิ กี่ยวกับการแต่งกายเพื่อแสดงความอาลัยไว้ ทกุ ข์ผลการประชุม ดังกล่าวระบุวา่ “การสวมใส่เสื ้อผ้ าสีดำ� และสีขาวเพื่อแสดงความอาลัยไว้ ทกุ ข์ อาจมีปัจจัยที่อาจท�ำให้ ประชาชน หลายคนไม่สามารถทีจ่ ะหาชุดเสื ้อผ้ าสีดำ� หรือสีขาวล้ วนได้ ซึง่ อาจจะเกิดจากปริมาณทีเ่ สื ้อผ้ าดังกล่าว ที่มีอยู่ในตลาดปั จจุบนั มีจ�ำนวนน้ อยไม่เพียงพอต่อความต้ องการ ท�ำให้ หาซื ้อค่อนข้ างยากล�ำบาก รวมถึงปั จจัยทางด้ านเศรษฐกิจไม่เอื ้ออ�ำนวย จึงขอให้ ทกุ คนมองที่เจตนาของแต่ละคนที่จะร่วมถวาย ความอาลัย เพราะฉะนันแต่ ้ ละคนสามารถที่จะเลือกสวมใส่เสื ้อผ้ าสีพื ้นแทนเสื ้อผ้ าชุดสีด�ำและสีขาว ได้ โดยไม่ให้ มีสฉี ดู ฉาดหรื อมีลวดลายมากนัก รวมทังสามารถประดั ้ บโบและริ บบิ ้นสีขาวหรื อสีด�ำได้ ” ผลการประชุมครัง้ นี ้ถือว่าเป็ นทางออกที่ดีให้ ประชาชนและน่าจะช่วยบรรเทาปั ญหาการกระทบ กระทัง่ ในหมูป่ ระชาชนลงได้ เป็ นอย่างมาก นอกจากนัน้ รัฐบาลยังมีมาตรการช่วยเหลือประชาชนโดยเข้ ามาควบคุมราคาการจ�ำหน่ายเสื ้อสี ด�ำเพื่อไม่ให้ ผ้ คู ้ าฉวยโอกาสโก่งราคาซ� ้ำเติมประชาชน สังคมจะสงบสุขเป็ นน� ้ำหนึง่ ใจเดียวกันได้ หากยึดหลัก “เคร่งครัดที่ตน ผ่อนปรนคนอื่น” 泰国人民，共同一心 自从普密蓬阿杜德国王逝世，每个泰国人都陷入了巨大的悲哀之中，举国上 下民众一致为国王哀悼。 但是事情有了戏剧化发展，甚至可能成为令泰国社会分裂的导火索。事情是 由“穿衣哀悼”引起的，这件事已经在网络上揭起了轩然大波。有人在网上用激 烈的言辞指责抱怨没有穿黑色或者白色衣服的人，甚至将这种现象列为“不忠 诚”，同时还质问道：“你还算泰国人吗？” 然而值得称赞的是，在事情的性质演变升级之前政府迅速地介入并解决了这 一问题。智能检测指挥中心在会议上就此事发表声明，让民众在穿衣哀悼一事上 有了正确行为准则。声明如下： “在穿黑色或白色衣服为国王逝世哀悼这件事情上，可能有很多人因为一些 原因没有办法买到黑色或者白色衣服，比如在市场上这些衣服数量不足，难以满 足庞大的购买需求，致使很多人购买不到，还有一些人是因为自身经济条件的限 制而无力购买。让我们看到每个人发自内心为国王哀悼的意念。没有黑色或白色 衣服可以穿深色的衣服代替，但不要有多种颜色或者太多图案，允许衣服上有蝴 蝶结、黑色或者白色丝带的装饰。” 这次会议为民众提出了有效的解决问题的办法，也极大地缓解了冲突，因此 获得民众的一致称赞。 此外政府还出台了相关措施，帮助民众严格控制黑色衣服的售价，避免商家 抓住机会抬高价格。 如果能坚守“严以律己，宽以待人”的原则，社会将和平快乐，人民将会共 同一心。

Shanghai has the highest living costs in Asia for the “wealthy” Although it is apparent at this time that both China and Asia’s economy as a whole has begun to slow down, the living cost of the wealthy in Asia is yet to lower accordingly.

he Wall Street Journal (WSJ) reported the survey results of Julius Baer Bank in Switzerland showing merchandise in Asia continuing to rise from last year. For example, cigar prices have raised on average 7.6%, women’s high heels up by 4.9% and members golf clubs up by 4%. In addition, products such as watches, cosmetic skin care, regular school fees, first class flight costs, law consultant costs and even Botox prices have risen as well. This report showed that in the 11 large cities throughout Asia, Shanghai ranked at the top for highest living costs followed by Singapore, Hong Kong, Tokyo and Taipei. However, the prices of luxury merchandise in many large cities throughout Asia have fallen in the last year, particularly in Singapore, Jakarta and Bangkok. The WSJ suggested that if you wish to get teeth implants or Botox you should go to Mumbai in India as the prices there are far cheaper than anywhere else. However, if you want to buy a piano you should avoid Bangkok because it’s been reported that the cost there will be more expensive than anywhere in
India.

Making a way for Phuket through "power dispersion" In my personal opinion, looking at the structure of our politics and government, I think it’s time to start seriously talking about dispersing power.
D
ue to the fact that politics is driven by controversy, in order to initiate reform, there must be a power constriction of the “politicians” and an empowerment of “Independent Organizations”. This would serve to eliminate the “corrupt” from the system. However, this strategy is flawed, in that the current government that says it will eliminate the corruption, has its own continual mess to solve. Though the state of Thailand’s economy, society and politics continue to progress in many areas. The politics that tend to progress like a row boat in a pond, always going but not making it anywhere! In my opinion,after looking at the structure of our politics and government, I think it’s time to start seriously talking about “dispersed power”. The centralizing of power in Bangkok has given it the name “to diaw” (single growth). As before, I believe it doesn’t support national growth as a whole. Thailand still has 76 other provinces that have potential unique to their location, resources and local skillsets. In this current age of communication where news can reach anywhere in the world, I believe that with proper distributin of power, problems could be solved at a provincial level thus taking the weight off the government. In result, the government could focus more on strategies concerning international competition. Shifting the focus to Phuket, we see... “Information from Tourism of Thailand showed that in 2015, Phuket brought in a total tourism profit of 310 billion baht. Also, in 2016 Phuket received government funding which came to a total of 3.5
billion baht. These funds came from various departments and bureaus for infrastructure development.” Based on the information above, Phuket’s budget for infrastructure development represents only 1.2% of the profit it brings into Thailand. More so, when considering “budgeting by population” the numbers show an even more a clear “imbalance”. “The budget for 330,000 citizens in Phuket set by the government must still consider the hidden amount of 2-3 times that offset by foreign labor and tourist which come in at 12 million per year.” Phuket has dealt with this unsustainability for a long time now, so it’s no surprise to see endless problems. The main issues reside in areas such as heavy traffic, terrible public transport, high living costs, drinking water shortage, water supply shortage, poor pollution and waste management and many other serious core issues. This problem goes hand in hand with the results of the research survey “Phuket ranked least happy province in Thailand”. With this extreme overload, even bringing the best “Governor” in Thailand still won't be able to remedy Phuket’s lack of happiness. At this point, my theory is “Initiate proper power dispersion that will in turn strengthen and enable Phuket to solve its core problems and provide a real way out.” If you have the same thoughts, it’s time we speak up and let the government hear.

权利给“独立实体”的角色，为的 是将“骗子”从政治体系中剔除。 但是事实证明这没有带来真正的效 果，因为现任政府虽然宣称要消除 腐败，但仍持续有丑闻公布于众。 泰国的面貌、经济、社会和政 治在很多事情上都有了进步，但是 泰国的政治就像在池子里划船，没 法真正前进！！ 我个人认为，我们国家的政治 结构在很早以前就应该施行“权 利分化”了。 权力集中的表现是把所有都聚 集在曼谷，造成了长久以来我们所 说的“独一发展”的情况。我认为 这样并不适合国家的整体发展，泰 国除了曼谷还有76个府，根据地理 环境、自然资源和本土拥有的技能 熟练的专业人员，每个府都有潜力 和充分的准备以不同方式发展。 现在我们置身于信息能传递到 每一个角落的时代，我相信如果能 把权利分化一部分到其他府，这能 让每个府自行解决府内的问题，同 时也能大大减少中央政府的负担。 中央政府也能有时间制定战略 计划，全力带领泰国与其他国家 开展国际竞争。 不说别的府，先说说普吉吧。 “根据泰国旅游局的数据表 明，2015年普吉旅游业为泰国带 来了3千1百亿泰铢的收入，同时 来自普吉的数据显示，2016年普吉 岛通过中央政府多个部门得到共35 亿泰铢的拨款，用于普吉的基础设 施建设。” 从数据可以看出，普吉得到分 配的发展资金仅仅占了普吉所创 造的利润的1.2%而已。 若是提起现在实行的“根据人 口总数分配预算”就让“不平衡 的现象”更加明显了。 “中央政府分配给普吉约33万 人口的拨款，其实还要拿来照顾隐 藏着的、数量巨大的外府务工人员 和外籍劳工，这些人的数量足有普 吉本地人口的2-3倍，同时还有每 年1千2百多万的游客。” 普吉发展长期伴随着种种不
足，所以普吉人无论怎么看都会看 到很多问题，这也就不足为奇了。 交通拥挤、运输质量差、生活费用 高、水源不足、供水系统不足、垃 圾和废水污染处理系统没有覆盖， 除此之外还有很多更严重的问题。 这就是为什么很多研究机构的 调查一致表明：普吉人是泰国77 个府中幸福感最低的人。 这样的过度承载，即使将全泰 国最优秀的府尹任命来普吉工作， 也不能给普吉人带来幸福快乐。 我认为，现在适宜地开展“权 利分化”，让普吉足够强大到解 决自身的问题，这才是真正的解 决之道。 如果身为读者的您和我有同 感，那么是时候大声地说出来让 我们的政府听到了。

เพราะการเมืองบ้ านเรา ถูกขับเคลื่อน ด้ วยความขั ดแย้ ง การปฏิรูปการเมื องที่ พูดถึงกัน จึงกลายเป็ นการลดอ�ำนาจและ บทบาทของ “นักการเมือง” เพิ่มอ�ำนาจให้ กับ “องค์ กรอิสระ” เพื่อขจัด “คนโกง” ออก จากระบบ ซึ่ ง จะว่ า ไปแล้ ว ก็ ไ ม่ ส ามารถ ท�ำได้ จริ ง เพราะกระทั่งรั ฐบาลปั จจุบันที่ บอกว่ าเข้ ามาเพื่อขจัดปั ญหาการคอรัปชั่น ก็มีเรื่ องเหม็นๆ ให้ เห็นกันต่ อเนื่อง ทังที ้ ่สภาพ เศรษฐกิจ สังคม และ การเมือง ของประเทศไทยมีความก้ าวหน้ าในหลายๆ เรื่ อง แต่การเมืองไทยยังคงพายเรื อในอ่าง ไป ไหนไม่รอด !! ในความคิ ด เห็ น ส่ ว นตั ว ผมเห็ น ว่ า "โครงสร้ างการเมืองการปกครองของบ้ าน เรานั น้ มันถึงเวลาที่จะพูดถึงการกระจา ยอ�ำนาจ กันอย่ างจริงจังมานานแล้ ว" การรวมศูนย์อำ� นาจ เก็บทุกอย่างมารวมไว้ อยู่ที่กรุ งเทพฯ จนกลายเป็ นเมืองที่เรี ยกกันว่า “โตเดีย่ ว” อย่างทีผ่ า่ นมา ผมว่ามันไม่ตอบสนอง การพัฒนาประเทศในภาพรวม ประเทศไทยยัง มีจงั หวัดอื่นๆ อีก 76 จังหวัด แต่ละจังหวัดก็มี ศักยภาพ และความพร้ อมในการพัฒนาในรูป แบบทีแ่ ตกต่างกันไป ตามภูมศิ าสตร์ ทรัพยากร และความเชี่ยวชาญช�ำนาญของผู้คนในแต่ละ ท้ องถิ่น ในโลก ที่ ข้ อมูล ข่ า วสารสามารถไปได้
ทัว่ ทุกหัวระแหงเช่นปั จจุบนั ผมเชื่อว่าหากมี การกระจายอ�ำนาจที่เหมาะสมให้ จงั หวัดต่างๆ สามารถแก้ ปัญหาด้ วยตัวเอง ได้ ตงแต่ ั ้ ระดับ จังหวัดแล้ ว จะเป็ นการลดภาระของรัฐบาลได้ อย่างมากมาย รั ฐ บาล ก็ จ ะได้ มี เ วลาในการก� ำ หนด ยุทธศาสตร์ เพื่อน�ำประเทศไปแข่งขันกับนานา ประเทศได้ อย่างเต็มก�ำลัง จะไม่พดู ถึงจังหวัดอื่น ว่ากันด้ วยเรื่ องของ “ภูเก็ต” นี่แหละ “ข้ อมูลจาก การท่องเที่ยวแห่งประเทศไทย ระบุวา่ ปี 2558 ภูเก็ตสร้ างรายได้ จากการท่อง เที่ยวให้ กบั ประเทศปี ละกว่า 3.1 แสนล้ านบาท ขณะที่ ข้ อมูลจังหวัดภูเก็ต ระบุว่า ปี 2559 จังหวัดภูเก็ตได้ รับการสนับสนุนงบประมาณ จากรัฐบาลประมาณ 3,500 ล้ านบาท ผ่านทาง กระทรวง ทบวง กรม ต่างๆ เพื่อน�ำมาพัฒนา โครงสร้ างพื ้นฐานด้ านต่างๆ ของจังหวัดภูเก็ต” จากข้ อมูลดังกล่าว ภูเก็ตได้ รับการจัดสรร งบประมาณมาพัฒนาจังหวัดเพียงร้ อยละ 1.2 ของความสามารถในการสร้ างรายได้ เท่านัน้ ยิ่งเมือพูดถึง “กาจัดงบประมาณตามราย หัวประชากร” ที่ใช้ กันอยู่ ก็ ยิ่งฉายภาพของ “ความไม่สมดุล” ให้ เห็นชัดเจนยิ่งขึ ้นไปอีก “งบประมาณส�ำหรับประชากร 3.3 แสน คน ที่จงั หวัดภูเก็ตได้ รับจากรัฐบาล ยังต้ อง ดูแลประชากรแฝงจ�ำนวนมโหฬารอีก 2 -3 เท่ าตัว ทัง้ ที่เป็ นประชากรต่ างถิ่นที่เข้ ามา ท�ำงาน คนงานต่ างด้ าว รวมถึงนักท่ องเที่ยว อีกกว่ า 12 ล้ านคนต่ อปี ” ความไม่เพียงพออยูค่ กู่ บั ภูเก็ตมายาวนาน จึงไม่ใช้ เรื่ องแปลกที่คนภูเก็ตมองไปทางไหน จึงเห็นแต่ปัญหาเต็มไปหมด การจราจรแออัด, ขนส่งมวลชนแย่, ค่าครองชีพสูง, แหล่งน� ้ำดิบ ขาดแคลน, ระบบประปาไม่เพียงพอ, ระบบ ก�ำจัดมลพิษขยะ-น� ้ำเสีย ไม่ครอบคลุม และอีก สารพัดปั ญหาแย่ๆ นี่แหละครับคือทีม่ าว่าท�ำไม ผลส�ำรวจโพล วิจยั หลายส�ำนักจึงออกมาตรงกันว่า “คนภูเก็ต มีความสุขน้ อยที่สุด จาก 77 ทั่วประเทศ” โอเวอร์ โหลด สุดๆ อย่างนี ้ ต่อให้ สง่ “ผู้วา่ ราชการ” ที่เก่งที่สดุ ของประเทศมาประจ�ำพื ้นที่ ก็สร้ างความสุขให้ คนภูเก็ตไม่ได้ ในความคิดของผมตอนนี ้ “การกระจา ยอ�ำนาจที่เหมาะสม เพื่อให้ ภเู ก็ตแข็งแรง พอที่จะแก้ ปัญหาให้ กับตัวเองเท่ านัน้ จึง พอจะเป็ นทางออกที่แท้ จริง” หากท่านผู้อ่านคิดเหมือนผม ก็ถึงเวลาที่ จะต้ องส่งเสียงให้ ดงั ขึ ้นๆ เพื่อให้ รัฐบาลได้ ยิน แล้ วครับ.

The foreign council leaders and representatives who joined include that of France, Austria, Brazil, England, Chili, China, Czech, Finland, Germany, Ireland, Netherland, Russia, Switzerland and Denmark. Each guest wore black and expressed both their condolences and gratitude to His Majesty the King.

The Department of Fine Arts and the Ministry of Culture have lifted entrance fees for both National Museums and Parks. Suvarnabhumi Airport is opening a bus route between the airport and Rattanakosin Hotel on Ratchadamnoen Klang Road free of charge for all passengers intending to express condolences and offer alms in honor of His Majesty the King at the King’s Palace. The route will be open from today on to November 15th with operating hours between 9am and 2pm on a 1 hour pick up schedule. On October 20th, 2016 at 7am in front of the Phuket City Hall joined Chokchai Detamornthan, the Governor of Phuket, government administration, the judiciary assembly, military, police and local citizens totaling over 1,000 people. Those joining participated in “make merit” customs with 89 monk relics in honor and charity towards His Majesty the King.

“Visitor Center” Opened Operations at Third Naval Area Command

n October 10, 2016 at 9am, Vadm. Suraphol Kuptapan the Director of the Third Naval Area Command initiated the operations of the new “Visitor Center” for local fisherman, fishing businessmen, boat owners and the alike to be able to come and gain a better understanding of illegal boating activities. The center w i l l a ls o prov ide information about the Third Naval Area Command’s Vessel Monitoring System (VMS) which is designed to track and record data regarding boats sized over 30 gross tons. In order for the VMS to perform and operate properly, the boats as mentioned must send a constant locational signal during commercial activities at sea. The VMS has experienced boats turning off their

The Branding Advisory Company, “Interbrand”, revealed the names of the top 100 companies with the highest total net worth for 2016. The top 10 ranking list is as follows: Apple, Google, Coca-Cola, Microsoft, Toyota, IBM, Samsung, Amazon, Mercedes-Benz andGeneral Electrics. Fastest growing companies include Facebook and Lego while companies that just fell out of the top 100 include Chevrolet, Kleenex and Hugo Boss. Interbrand Company, which is a part of the Omnicom Group Network, stated that its statistics were gathered based on standard factors of each company’s finances, consumer impact and sales peakraising potential.

“The Aspasia Phuket” Requires a Sudden Lay Off
The group of 63 staff laid off at The Aspasia Phuket in Karon, Phuket, made a complaint at the Phuket Damrongtham Center after being notified by The Breakers Resort & Development Company (Property Owner of The Aspasia Phuket) of a sudden lay off.
T
he Property Owners explained that for many years now, “The Aspasia Phuket Company Ltd.” has had management problems and therefore has been unable to meet debt payment deadlines. Therefore, it has become necessary to hire another company to come in and take up management instead. Shortly after, a report was made that the resort's safety management staff at The Aspasia Phuket would not allow this group to come into work. The group of laid off staff then rallied together at the front of the hotel and notified the Phuket Labor Protection and Welfare Offices. Mr. Kriengkrai Ahpabutsayapan from the Phuket Labor Protection
and Welfare Offices then went to see the situation at The Aspasia Phuket firsthand. He then shared with the group of laid off staff that at this moment everything has been undergone according to law and the next step should be to make a proper police report at the Karon Police Station.

“Regarding the following steps in this process, each involved party will be requested to meet regarding a solution on October 25th at the Phuket Labor Protection and Welfare Offices. JC Van Zuilek Being a part of the King Foundation has made my time here in Thailand valuable in that I use it to benefit my fellow man.

he Phuket Times Team had the opportunity to meet with JC Van Zuilekom, a businessman and investor in energy from the Netherlands. Also, he is the honorary advisor at “ Ki ng Fou nd at i on” and close friends with Sarunyu Thedassawinkul the Director on Renewable Power Energy at King Foundation. Lastly, he also conducts business w it h i n Thai l and hav i ng involvement in many different sand mine businesses throughout the southern region throughout the last 6 months. "Sarunyu”contacted The Phuket Times Team by phone informing us that, “there is a group of foreigners wishing to make a complaint and are requesting fairness on behalf of the mass media due to the complaints given to governmental authorities lack of progress.” JC and his friends of over 20 foreigners were the group
that made the complaint titled “The Aspasia Phuket unlawful management and unfair treatment towards staff situation”, which is why we have met with JC and Sarunyu. Recently, we met with JC and Sarunyu again to coordinate a news report concerning the “The Aspasia Phuket Hotel Staff Suddenl Lay off ” After the news report was finished concerning “Staff laid off ”, we got the chance to ask a few questions concerning the progress of the complaint made on The Aspasia Phuket. JC stated that there has been much progress with the unjust mistreatment of the renters. The court has already determined that The Aspasia must compensate a portion of the money for those whose rights have been violated. In addition, government officials have been able to come in and examine the management at
The Aspasia Phuket and have determined that all operations must be ceased until a proper hotel business permit is acquired. “ Th e o r d e r t o c e a s e management at The Aspasia Phuket is what led to the mass sudden lay off itself. I feel for those who are experiencing the consequences of this incident, we as renters are close with the staff and they have taken good care of us. They certainly deserve to be treated with fairness and compensation according to law and if it’s possible I hope they can continue to work here as well.” We could sense both humanitarianism and courage to fight for justice as two key values in JC and Sarunyu. He mentioned that as a businessman and investor in energy he has businesses in both Holland and China where he has partnered with local governments to build gas pipelines to industrial areas. JC and S ar u ny u s aw that they could use their knowledge in these areas to benefit Thailand as well, particularly by inviting more foreign investors into the scene to support various projects designed by the government and the King himself. the work done by the King Foundation in areas such as renewable energy. For example, electricity produced by burning waste is an area that I am specifically knowledgeable with and interested to invest in. I have also joined their various projects in the past months in hopes of benefiting the public by sponsoring future development projects such as school buildings, rural hospital buildings, agricultural development and many more that fall under the economic sustainability concept.

In the morning those who joined participated in Buddhist and Muslim gain merit customs at the X-terminal. In the evening, the 28th Anniversary Banquet was hosted at Royal City Phuket Hotel with honorary guests including, Mr. Chokchai Dejamornthan, the Governor of Phuket, government department leaders, local administrators and many others involved to congratulate the airport's success. Mrs. Monrudee Kettuphan, the Director of Phuket International Airport and the airport administration were there to host a warm welcome.

骄傲地跟随父亲的脚步能源商人 《普吉时报》工作组和荷兰籍能源投资 商人JC Ven ZUilekom见面，他是“跟随父 亲脚步基金会”的名誉顾问，也是基金会董 事会成员瑟兰特安文坤先生的好朋友。瑟兰 特安文坤先生是泰国国际商人，大约半年前 在泰国南部投资了多处采矿项目。 “瑟兰是打电话联系我们的人，他说有 一群外国人要通过大众媒体投诉并且寻求公 平，因为他们把问题向多个相关政府部门投 诉却一直没有进展。” JC和他的20多个朋友，就是这群寻求公平 的外国人。他们投诉The Aspasia Phuket 酒 店没有按照法律正确管理酒店，而且对酒店 周边村民不公平。这就是我们记者和JC与瑟 兰见面的原因。 几天前，我们和JC与瑟兰再次见面，他 们接受《普吉时报》工作组的采访，在他们 的配合下记者写出了新闻：“63名酒店员工 陷入焦虑！Aspasia突然中止雇佣关系”。 在“员工被解雇”的新闻完成后，我们 询问他们投诉The Aspasia Phuket的事情进 展如何。 JC说：事情已经有了很大的进展，关于 The Aspasia Phuket对待村民不公平的事 情，法院已经判处The Aspasia Phuket赔 偿一部分钱给权利受到侵害的村民。同时相 关部门已经对The Aspasia Phuket的管理 工作开展调查，勒令酒店停止管理工作，涉 事人员只有获得合法的从事经营酒店的许可 证后才能重新工作。 “相关部门勒令他们停止酒店管理工 作，这也直接导致了突然解雇员工一事。我 很同情这些员工收到的影响，我们像朋友像 亲人一样亲密，这些员工把我们照顾的很 好。按照法律他们应该得到公平的补偿，如 果可能的话，我希望他们能回来继续在这里 上班。” 对人友爱、勇敢并且锲而不舍地追求公 平，这是我们在JC和瑟兰身上感受到的相 同品质。 更让我们感到惊讶的是，目前JC是“跟

Years later in 2002, the airport was registered as a company and later authorized to run public commercial operations by the Ministry of Communications in 2015. In addition, the airport has undergone standardized examination by the ICAO to increase assurance for both airlines and airport businesses alike.” “Since 2015, Phuket International Airport has been running the development strategy “Gateway to the Andaman”. This strategy is not only aimed towards improving its central aviation communication services for the Andaman region, but is also designed to improve each area of both the economy and tourist industry in the Andaman Region.“In response to the rapid ever growing tourist industry in Phuket, the airport has initiated multiple new policies and procedures by the government along with the completion of a new international terminal that has successfully increased the total airport passenger capacity from 6.5 million a year to 12.5 million. There has always been both professionals and hobbyist carrying variouscameras and lenses out to bird watching and nature tour locations. “Bird watching alone is quite difficult, but bird photography takes yet another level of skill considering the many factors the environment can entail. Most Bird photos, when compared with other nature photos, will often come out more “raw”. This is often the challenge for bird photographers” says “Uncle James” the Manager of Fotofile Central in Bang Na, Bangkok and a big name in Thailand’s professional photography industry. As for “Uncle James”, he does photography for both personal interest and public display as well. In addition, some of his photography is “distributed” on both a domestic and international scale. “Uncle James” mentioned that in the past 3 or 4 years jungle trek bird photography has become increasingly popular, especially for tourists who love nature and every climate. Wherever there are birds, there also will be “photographers” always. Thailand is very fortunate to have such a variety of birds that vary based on both season and region. Also, a definite key for bird watching in Thailand that is highly recommended is the vast number of “National Parks” throughout the country. Certainly, the majority of bird watching tourists found in Thailand are from Asia. Many Asian tourists are from neighboring countries such as Malaysia, Singapore
and Philippines. However, the leading number of bird watching tourists found is first Chinese and second Japanese. Nevertheless, tourist from both Europe and the Americas often come out as well. The bird watching tourist demographic actually holds a key part in Thailand’s tourism industry. This is due to the fact that the photography equipment necessary is very expensive. Equipment prices can range from an entry level investment of over 100,000 baht to a pro level investment of over 1 million baht. Malaysia Ranked Number 1 in Asia for Illegal Merchandise Prevention Malaysia ranked ahead of Singapore in illegal merchandise prevention and was given the highest score for Southeast Asia by the Economist Intelligence Unit (EIU). The EIU based its survey statistics for illegal merchandise prevention on several different categories such as marketing fake merchandise and rare animals. Malaysia received a score of 71.8 ranking 6th right ahead of Singapore (69.8 tied with Taiwan) in a survey of 17 countries across Asia including Australia and New Zealand. The top three ranked countries in Asia for illegal merchandise prevention were in order Australia, New Zealand and Hong Kong. Thailand ranked 10th after India, yet ahead of the Philippines, while the lowest rankings following were Cambodia, Laos and Myanmar.

oreign businessmen are interested in brand rights for “Half Moon Festival” at Phangan Island after it was ranked number 1 in a world class festival survey of 230 different festivals. The event has shown much potential in helping spark tourism even during the low seasons. M r. p i P h a t a n a s i r i , t h e President of the New Moon Phangan Company Ltd. and owner of the brand “Half Moon Festival” at Phangan Island in SuratThani Province shared that he has organized the Half Moon Festival twice every month in accordance with the full moon cycle for 14 years. However, recently after giving the festival’s rights to a festival planner in Phuket, he found that many foreign businessmen started to find interest in the festival seeing its potential to boost tourism in other countries as well. What’s important is that Half Moon Festival has a reputation for its quality and is ranked 1st in 230 festivals throughout the
world. Therefore, the company holding its rights must carefully consider passing rights into hands that will maintain this reputation. Mr.pi stated that the Half Moon Festival has maintain the standards of prohibiting illegal drugs with both staff and volunteers overseeing. They have been able to pull in around 50,000 tourists with total revenue per person of approximately 1000 baht. The estimation evaluated for the profit earned by tourism on Phangan Island is around 800 million baht per year. Although the festival has also shown great potential during the low season, its best revenue is seen during the months of January, February and August. “In the past 5 or 6 years the Half Moon Festival has upgraded its quality events in part by introducing more widespread music in a concert style format. Tourism Authority of Thailand pushes the Market in Europe and the Middle East to bring 46 tourist companies to survey and discuss business in Phuket. At Siam Niramit Theater in Phuket Town, Mr. Chokchai Detamornthan, the Governor of Phuket welcomed tourism business leaders from both Europe and the Middle East concerning “Phuket Reborn Agent Mega FAM Trip 2016” activities. Those who attended the event include Ms. Anoma Wongyai, the director of the Phuket Offices of the Tourism Authority of Thailand, Satirapong Na Takuatung, The President of the Phuket Tourist Association, Krisada Tansakul, the President of the Southern Thailand Hotels Association and other related authorities. Ms. Anoma Wongyai shared that in the event “Phuket Reborn Agent Mega FAM Trip 2016” hosted from the 8th-13th of October opened an excellent opportunity for the foreign tourism businesses as mentioned to be welcomed and introduced to Phuket’s tourism potential. The event introduced the guests to what was called “Table Top Sale”, which allowed over 70
local business owners to present their local merchandise sales businesses. The Director of the Tourist Authority of Thailand also added that the event opened the opportunity for the foreign tourist business leaders to see the variety of strong suits that Phuket incorporates as a tourist hotspot. Whether it’s the local merchandise, beach locations, water activities, island adventures or cultural shows and experiences, Phuket has demonstrated its potential in a constant forward moving effort backed by the investment of both business owners and the state. These efforts are focused on improving the overall convenience and comfort of local living. In addition to a focus on leisure and tourist friendliness, Phuket is also aiming towards new goals in public health by promoting tourist activities and international sports with related popular tourist merchandise as well.

I felt like no one understood, “like I did good but got nothing good”. At that moment The King came by and saw the color in my face. He then asked until he got that I was discouraged with work and then said… Sumet, have you ever sold scrap metals before? Scrap metals are sold at a very low price right? The profit has to be very little right? Now if we take that scrap metal and melt it down into a rod, the rod would be hot wouldn’t it? And after that, to make that rod become a sharp sword we would have to hammer it down flat as well right? And in forging it we must heat it again as well right? The rod must be hammered and heated repeatedly in order to forge it into the desired shape for a sword right? The sword must pass through both persistent pain and suffering in order to become the beautiful work desired. Even more so, the sword must be engraved too right? In the engraving process they must use a hardened utensil to hammer in the engraving to make the sword a beautiful and valuable work of art. Now if we compare with the original scrap metal, we can see that the nearly worthless scrap metal became a beautiful sword by passing many trials and obstacles filled with both pain and suffering. That being said, I want to leave you with just one thing… “For those who have never been beaten, broken, or faced disaster as such, don’t ever think you’re a success.” The words of His Majesty the King towards the work mindset
