Mr. Somkid Jatusripitak the Deputy Prime Minister led the discussion at the Smart Thailand 2017 Event aimed towards pushing Thailand’s economy forward in the digital era to a world scale level. These days technology is constantly changing business through new forms of production, design and shipment. Therefore, it is vital

omething my mother used to always try to teach me was that we were not born to sit around but to build a worth within ourselves through hard work and determination. It’s a fact that we all will suffer different hardships throughout our lives as we learn to do our part and build either a large value for ourselves or a worth within ourselves. Regardless of what our job (part) is, our value is placed in the results of the work we do. Those who love what they do are highly envied and those who reach success must first know what the end goal they are seeking really is. If we do not know what the end goal is there will be no way for us to get there. In choosing a job or an end goal for any job we must first consider what it is that we truly want. What we want is based upon what we like and what our dreams are. “That which we love to do is the best thing for us, though sometimes it may be that which benefits us little.” Once we know what job we like and have a clear end goal for that job with a thorough plan set in place we can then set ourselves in that direction. Most importantly, we must be diligent and determined to reach that end goal since we will have to endure many obstacles before we succeed. Because every great success is accompanied by problems and obstacles all along the way. There is nothing in this world that can take the place of our persistence… Its not talents, since there are many highly talented people all over the world who still don’t succeed. Its not smarts, since there many highly intelligent people mentioned and compared who remain without awards. Its not education, since there are plenty of well educated people who have still come short to the attacks of society. Those who have tried to succeed and failed mostly end up blaming others and/or their destiny. However, they have only forgotten that it is themselves who are able to choose their own destiny.

Hitting the Right Spot

fter the military government initiated the installment of a new council and police division reform to be complete in 9 months, many are asking whether this surgical procedure will really give a new face to Police Department’s name. Regardless, this is certainly not the first time for a police reform and in fact there have been many reforms in the past. One of the biggest reforms to be noted by citizens for significant change is when the Police Department was shut down and the Ministry of Interior took up the role as the new Offices of National Police as ordered by the Prime Minister. Other than this, there has only been small changes regarding officer ranks and responsibilities. It can be concluded that in the past reforms, the goal has always been to adjust the systems structure. However, shortly after new adjustments are made there is still always complaint among the common people. Such complaints can be accounted to the difference in

perspective between those in power directing the reform and the citizens affected. What the people are after can actually be summed up in just a few points. How can the government avoid the buying selling positions that cause such frequent changes in structural power? How can the government get officials to act justly and not play the game of who’s on who’s side? Lastly, how can the government get the police to work with integrity and not use their power to their own advantage (bribes)? This is the real desire of the people, not some adjustments to system structure or power. If this problem can be solved then the other structural issues within the department will hardly bother the peoples interest. But if thegovernment continues to simply readjust the systems structure repeatedly and ignore what the people want, then the complaints will continue as usual. Nevertheless, if it’s another reform, try solving the real issue.

สถาบันต�ำรวจจะมีหน้ าตาออกมาอย่างไร อย่างไรก็ตาม นี่ไม่ใช่ครัง้ แรกของการ ปฏิรูปต�ำรวจ ที่ผา่ นมามีการปฏิรูปมาแล้ ว หลายครัง้ ครัง้ ที่มีการเปลี่ยนแปลงใหญ่ที่สดุ ที่ ประชาชนสัมผัสได้ คือการยกเลิกกรมต�ำรวจ สังกัดกระทรวงมหาดไทย แล้ วยกสถานะมา เป็ นส�ำนักงานต�ำรวจแห่งชาติขึ ้นตรงกับนายก รัฐมนตรี นอกจากนี ้ ก็มีการเปลี่ยนแปลงเรื่ อง ต�ำแหน่งต่างๆมาอยูเ่ รื่ อยๆ พอจะสรุ ปได้ ว่าที่ผ่านมาการปฏิรูป ต�ำรวจจะมุ่งเน้ นไปที่เรื่ องของการปรั บ โครงสร้ าง อย่างที่วา่ ไว้ ก็คือ แม้ จะมีการปรับเปลี่ยน โครงสร้ างต�ำรวจมาหลายต่อหลายครัง้ ก็ตาม แต่ก็ถือว่ายังไม่ประสบความส�ำเร็ จ เพราะยัง มีเสียงเรี ยกร้ องให้ ปฏิรูปต�ำรวจอยูต่ ลอดเวลา บางที ที่การปฏิรูปต�ำรวจไม่ประสบความ ส�ำเร็ จ อาจเป็ นเพราะผู้มีอ�ำนาจท�ำการปฏิรูป มีมมุ มองที่แตกต่างจากประชาชน จริ งๆ แล้ ว สิง่ ที่ประชาชนอยากเห็นมาก ที่สดุ ในการปฏิรูปต�ำรวจทุกครัง้ มีไม่กี่หวั ข้ อ เช่น ท�ำอย่ างไรให้ การแต่ งตัง้ โยกย้ ายไม่ มี การซือ้ ขายต�ำแหน่ ง อย่ างที่มีข่าวออก มาตลอดทุกครั ง้ เมื่อถึงฤดูโยกย้ าย, ท�ำ อย่ างไรให้ ตำ� รวจ ท�ำหน้ าที่อำ� นวยความ ยุตธิ รรมอย่ างตรงไปตรงมา ไม่ เล่ นพรรค เล่ นพวก และท�ำอย่ างไรให้ ตำ� รวจใช้ อ�ำนาจอย่ างซื่อสัตย์ สุจริต ไม่ เรี ยกรั บผล ประโยชน์ จากการใช้ อำ� นาจหน้ าที่ (ส่ วย) หลักใหญ่ใจความของการปฏิรูปต�ำรวจที่ ประชาชนต้ องการมีแค่นี ้ไม่เกี่ยวอะไรกับเรื่ อง โครงสร้ างเลยแม้ แต่น้อย!! ถ้ าแก้ ปัญหาเหล่านี ้ได้ !! โครงสร้ างต�ำรวจ ยังคงเป็ น ส�ำนักงานต�ำรวจแห่งชาติ หรื อ เอาต�ำรวจไปสังกัดท้ องถิ่น ก็ไม่ใช่ปัญหาที่ ประชาชนทัว่ ไปต้ องไปเดือดร้ อนอะไรเลย ปฏิรูปต�ำรวจ แต่หากการปฏิรูปท�ำได้ เพียงจัดโครงสร้ าง ใหม่ ก็ไม่แก้ ปัญหาหลักที่ประชาชนต้ องการ เกาให้ ถูกที่คัน เสียงเรี ยกร้ องปฏิรูปต�ำรวจก็ต้องดังอยูต่ อ่ ไป หลังรัฐบาลทหารคสช. ตังคณะกรรมการ ้ ไหนๆ จะปฏิรูปต�ำรวจทังที ้ ก็เอาให้ มนั ถูก ขึ ้นมาเพื่อปฏิรูปต�ำรวจ โดยมีเป้าหมายท�ำให้ ที่คนั หน่อยเถอ!! ส�ำเร็ จภายใน 9 เดือนนับจากนี ้ ท�ำให้ หลาย ฝ่ ายจับจ้ องว่า หลังการท�ำศัลยกรรมครัง้ นี ้ Monthly Newspaper

This way, though the accumulation of small business, the national economy as a whole can press forward into the future. In the past small businesses couldn’t survive due to the manufacturing industry. This meant that a large start-up investment was necessary in order to make business. However, today only a creative and interesting sales idea is necessary while investors are already waiting to fund start up. This will allow SME’s to grow rapidly and strengthen the economy as a whole. “ T h a i l a n d ’s G D P h a s hardly been spread out and that is becauses of the past manufacturing era. However, its businesses that utilize the online platform in sales that will be able to turn the tables and build profits in this new innovative era of technology. The government is therefore creating the Start-Up Club to allow secondary school aged students to utilize their creative minds create new innovative inventions for the future. This

way they will be ready by the end of university to take such innovation to the business world. “I’m hoping that the private sector will join in funding students with the necessary equipment such as a 3D printer which will allow their ideas to come to life.” The Deputy Prime Minister’s idea in creating the Start-Up Club is to give students a head start on innovation so they will be ready to start their own business once they have graduated college. It is vitally important that we invest in our next generation supporting them in their endeavors to bring about new businesses and ultimately a new economy that will be based on the foundation of SMEs. At the same time, it is the governments responsibility to build a strong internet platform that allows every neighborhood access and opportunity to bring their ideas to the market.

Solution

he Prime Minister of Thailand makes order to solve foreign illegal guide issues stating there has never been any policy that supports the employment of foreign guides. There must be more multilingual Thai guides and suppression on foreign guides and zero-dollar tours must be tightened up. On July 16, Mr. Sansern Kaew kamnerd the head cabinet spokesman shared that Prime Minister Prayut Chano-cha has received the letter of appeal from the Association of Tour Guides requesting the government to crackdown on illegal foreign guides and has already put the matter into the hands of the Ministry of Tourism and Sports. “The government has never had a policy allowing foreigners to work as guides in Thailand. In fact, the guide profession has been exclusively for Thai citizens by law since 1999. Therefore, the Ministry of Tourism and Sports and the Department of Tourism Police are working together on a solution for the suppression of such illegal hiring.” The Prime Minister stated that the problem is there has always been a lack of tour guides and according to statistics as of June 30th 2017, there were only 70,655 guides registered with 46,880 general service guides and 19,154 guides in specialized areas. Most of these guides provide English-speaking tours while others provide Chinese or Japanese speaking tours. However, these numbers are severely low when compared with the millions of tourists that come in on a annual basis. The P.M. ordered for the Ministry of Tourism and Sports

to partner with the Ministry of Education to create a plan to promote multilingual Thai tour guides and provide increased training for currently registered tour guides as well. The letter of appeal against tour agencies employing foreign tour guides will be answered on a national scale as cases will be further evaluated and tracked down to source countries as necessary. Chinese tour agencies will especially be under extensive evaluation in order to suppress illegal tours such as “nominee” or “zero-dollar” tours that hurt the tourism economy.

Strict Parasail Operator Training to Insure Complete Safety

ecently, at the Karon Municipality Conference Room, Mr. Naraphat Plod thong, the Governor of Phuket joined in with staff from affiliated Departments and Sect. 4 Military Officials to train and educate parasail operators from every beach in Phuket totaling 52 operation teams. The training seminar advised operators regarding safety principles and pre-sail equipment checks as well as boating safety procedures. In addition. Safety experts examined all equipment for wear advising any necessary replacements to insure complete safety. The safety procedures in the training seminar were ordered to be followed strictly.

The Latest Local Landmark “Phuket Gateway”

araphatPlodthong the Governor of Phuket, Mr. WatcharinPatomwatanaphong the Chief Secretary of the PPAO and affiliated Government Leaders visiting the Phuket Gateway Renovation project to observe the progress of developing the location into the latest local landmark. The Gov. of Phuket shared that the “Phuket Gateway” is not just a travel rest stop and tourist information center but has always been designated to be developed into a Phuket Landmark as well. The location is intended to be a tourist location where visitors can come and take scenic photos that resemble the unique culture of the Phuket Province. The Phuket Gateway will also provide sales of local Phuket products such as pineapples, Batik cloth, pearls and souvenirs. Lastly, the Phuket Gateway also is also a security check point where vehicles are inspected upon entering the province for safety purposes. The gateway renovations

will also add a walk way for tourists to experience a beautiful nearby mangrove.

Tourist Safety : A High Priority Solution

Prab's Thoughts We are always learning new things throughout our lives, just this pass month I have been traveling a lot trying to make various meeting and make the most of time management. We all have just 24 hours a day to give to our families, work and learning experiences that come around every corner.

aking a course in democratic politics for big business owners at the Prabokklao Institution does not increase one’s knowledge of democratic politics but also opens the opportunity to share experience, ideas and views with likeminded people from both the state and private sector. The old saying “A bird without feathers has no friends, it cannot fly great heights” can be used to describe the importance of “connections” in Thai society. I believe that connections would have even more value if properly allocated towards not only society and the nation but specifically here in Phuket. Though I travel often I always make a note to keep up with any “news” regarding Phuket. I must thank social media for keeping a flawless stream of updates and reports. In fact, there was one report on tourism that I found to be quite interesting and would like to share my thoughts on such. The report revealed that according to the Travel & Tourism Competitive Index (TTCI) in 2016, the world tourism industry has a total gross worth of 7.6 trillion USD accounting for 10.2% of the worlds GDP. The tourism industry always creates 292 million different job titles and has continually grown specifically in the Asian Pacific Region. The top 3 Countries with the highest ability to compete in the tourism industry are 1. Spain 2. France and 3. Germany. Japan however has had the fastest growth rate from previously ranking 9th just last year to 4th this year. As for Thailand, rankings place us up at 34th this year (35th in 2015). The Travel & Tourism Competitiveness Report 2017) According to Thailand’s statistics in the world tourism industry we have proven ourselves worth mentioning. However, there are still many different areas that Thailand’s development is lacking such as the environment, safety, transportation and health. But it is Thailand’s safety ratings

that have placed it below the international average having a huge influence on the potential and reputation of our tourism industry. (by : World Economic Forum, The Travel & Tourism Com petitiveness Report 2017) This report on world tourism has made it very clear to me that solving public safety is a key factor in promoting tourism here in Phuket. Though we have various political problems in our nation and terrorism on the southern border, these problems have never seen the slightest of concern in Thailand tourism. But the problem regarding public safety in Thailand is rather our transportation that sees accident statistics ever on the rise. Not only are traffic accidents high but they are most common in touristy

areas such as the western coast of Phuket where tour traffic is high are roads are set at difficult grades. The increasing number of “big bike” (high-powered motorcycles) rentals for tourists also has shown to increase the number of tourist related accidents. Also, the recent parasailing fall incident well reflects the lack of safety standards. Public safety does not depend on any one person but rather takes the efforts of everyone joining in to solve the problem. If our goal is to make Phuket a world class tourist destination, there is no other way than to solve every problem that stands in our way.

ยังคงเป็ นชีวติ ที่ต้องเรี ยนรู้ อยู่ตลอด เวลา... ตลอดเดือนที่ผา่ นมามีภารกิจให้ ต้ องเดินทางอยูต่ ลอดเวลา จึงต้ องจัดสรร เวลาที่มีอยูอ่ ย่างจ�ำกัดเท่าเหมือนกันทุกคน คือ “24 ชัว่ โมง” ส�ำหรับครอบครัว ธุรกิจ และ การเรี ยนรู้ที่เป็ นการเพาะสร้ างประสบการณ์ ใหม่ๆ ให้ กบั ชีวิต การเข้ าเรี ยน “หลักสูตรประกาศนียบัตร ชันสู ้ ง การเมืองการปกครองในระบอบ ประชาธิปไตย ส�ำหรับนักบริ หารระดับสูง” (ปปร.21) สถาบันพระปกเกล้ า นอกจากจะ เพิ่มเติมความรู้ความเข้ าใจในเรื่ องการเมือง การปกครองในระบอบประชาธิปไตยเพิ่มขึ ้น แล้ ว สิง่ ที่พิเศษสุดอีกอย่างหนึง่ ก็คือ การได้ มีโอกาสแลกเปลี่ยน ประสบการณ์ แนวคิด ทัศนคติ วิธีแก้ ปัญา กับเพื่อน ปปร.21 ที่ตา่ ง ก็เป็ นผู้บริ หารระดับสูง ของหน่วยงานทังที ้ ่ เป็ นภาครัฐ และเอกชน ค�ำโบราณที่พดู กันว่ า“นกไม่ มีขน คน ไม่ มีเพื่อน บินขึน้ สู่ท่ สี ูงไม่ ได้ ” สามารถ อธิบายถึงความส�ำคัญของค�ำว่ า “คอเน็ คชั่น” ที่มีในสังคมไทยได้ เป็ นอย่ างดี แต่ ส�ำหรั บผมแล้ ว สิ่งนีม้ ันจะมีประโยชน์ มากกว่ า หากว่ าสามารถน�ำมาปรั บใช้ เพื่อเป็ นประโยชน์ ต่อสังคม ประเทศ ชาติ โดยเฉพาะกับภูเก็ตบ้ านเรา อย่างที่บอกไว้ วา่ แม้ จะต้ องเดิน ทางบ่อยๆ แต่ผมเองก็ไม่เคยละเลยต่อ “ข่าวสาร” ที่เกี่ยวข้ องกับภูเก็ต เรื่ องนี ้ต้ อง ขอบคุณโซเซียลมีเดีย ที่ท�ำหน้ าที่ได้ อย่าง ไม่ขาดตกบกพร่อง จากข่าวสารที่ไหลเวียน เข้ ามามากมาย มีรายงานข่าวด้ านการท่อง เที่ยวชิ ้นหนึง่ ซึง่ ผมเห็นว่าน่าสนใจจึงอยาก มาบอกเล่าและขยายกรอบความคิดร่วมกับ ท่านผู้อา่ นเพิ่มเติม รายงานข่าวชิ ้นดังกล่าวระบุวา่ ... จาก การประเมินความสามารถ ในการแข่งขัน ด้ านการท่องเที่ยว ของแต่ละประเทศด้ วย เครื่ องมือ Travel & Tourism Competitive Index (TTCI) พบว่าในปี 2016 อุตสาหกรรม ท่องเที่ยวสร้ างมูลค่า 7.6 ล้ านล้ านเหรี ยญ สหรัฐ คิดเป็ น 10.2% ของ GDP โลก และ สร้ างงาน 292 ล้ านต�ำแหน่ง และมีการ แข่งขันเพิ่มขึ ้นมาก โดยเฉพาะในภูมิภาค เอเชียแปซิฟิค ประเทศที่มีความสามารถในการแข่งขัน มากที่สดุ 3 อันดับแรก คือ 1 ประเทศสเปน, 2 ฝรั่งเศส, 3 เยอรมนี โดยญี่ปนุ่ มีพฒ ั นาการดี ที่สดุ จากอันดับ 9 ในปี ก่อนขึ ้นมาเป็ นอันดับ ที่ 4 ในปี นี ้ ส�ำหรับประเทศไทยอยูอ่ นั ดับที่ 34 (โดยปี 2015 อันดับที่ 35) ส�ำหรับคะแนนของประเทศไทย ในอุต สาหกรรมท่องเที่ยว โดยรวมแล้ วถือว่ามี ศักยภาพในระดับหนึง่ แต่ก็ยงั มีอีกหลายจุด ที่ไทยยังพัฒนาเพิ่มเติม อาทิด้านความใส่ใจ สิง่ แวดล้ อม ความปลอดภัย การขนส่งทาง บก สุขภาพและอนามัยโดยเฉพาะคะแนน ด้ านความปลอดภัย ที่ต�่ำกว่าคะแนนเฉลี่ย ของโลกอยูพ่ อสมควร และส่งผลต่อความ รู้สกึ ด้ านความปลอดภัยของนักท่องเที่ยว และชื่อเสียงของประเทศไทย (by : World Economic Forum, The Travel & Tourism Competitiveness Report 2017) ผมโฟกัสให้ เห็นชัดเจนขึ ้นว่า ปั ญหา และสิง่ ที่ต้องปรับปรุงของการท่องเที่ยวไทย ที่ระบุไว้ ในรายงานข่าวนัน้ ตรงกับปั ญหา ที่กำ� ลังเกิดขึน้ ในเกาะภูเก็ต โดยเฉพาะ

“ด้ านความปลอดภัย” แม้ วา่ เราจะมีปัญหาการเมืองในประ เทศ และการก่อการร้ ายตามแนวชายแดน อยูบ่ ้ าง แต่ปัญหานี ้เป็ นเรื่ องภายในประเทศ ที่ไม่เคยลุกลามไปถึง “นักท่องเที่ยว” จึงพูด ได้ วา่ ประเทศไทยยังคงเป็ นแหล่งเที่ยวที่ ปลอดภัย จากปั ญหาการก่อการร้ ายข้ าม ชาติมากที่สดุ แห่งหนึง่ ของโลก แต่ปัญหาของบ้ านเรา เป็ นเรื่ องของ ความไม่ปลอดภัยจากอุบตั ิเหตุ ด้ านการขน ส่ง-จราจร, ซึง่ มีสถิตกิ ารเสียชีวิตเพิ่มขึ ้น ตลอดเวลา โดยเฉพาะบนเส้ นทางเข้ าสู่ แหล่งท่องเที่ยวหลัก ซึง่ ตังเรี ้ ยงรายกันอยู่ ทางฝั่งตะวันตกของตัวเกาะภูเก็ต เป็ นเส้ น ทางที่ไต่ขึ ้นเขาสูงชันอย่าง เขาป่ าตอง และ เขากะตะ ยังคงเป็ นจุดเสี่ยงที่พร้ อมจะเกิด อุบตั เิ หตุได้ ตลอดเวลา นอกจากนัน้ การเพิ่มจ�ำนวนมากขึ ้น ของมอเตอร์ ไซค์ “บิก๊ ไบค์” ให้ เช่า ตามความ นิยมของนักท่องเที่ยว ก็เป็ นอีกส่วนหนึง่ ของ เหตุบาดเจ็บและเสียชีวิตของนักท่องเที่ยวที่ มีแต่จะเพิ่มขึ ้น หรื ออย่างกรณีที่นกั ท่องเที่ยว พลัด ตกจากเรื อลากร่ม (พาราเซลลิง่ ) จนเสีย ชีวิตเมื่อเร็ วๆ นี ้สะท้ อนให้ เห็นถึงความหละ หลวม หย่อนยาน ในเรื่ องมาตรการด้ าน ความปลอดภัย เรื่ อง "ความปลอดภัยของนักท่ อง เที่ยว" ไม่ ใช่ เรื่ องที่ใครคนใดคนหนึ่ง ต้ องรั บผิดชอบแต่ ผ้ ูเดียว แต่ มันเป็ น โจทย์ ร่วมของคนภูเก็ตที่ทำ� มาหากินกับ การท่ องเที่ยว ที่จะต้ องมีส่วนร่ วมในการ แก้ ปัญหาด้ วย เมื่อตังเป้ ้ าหมายให้ ภูเก็ตเป็ นเมืองท่อง เที่ยวระดับโลก ก็ไม่มีทางเลือกอื่นใด นอก เหนือไปจากการที่จะต้ องแก้ ปัญหาให้ ส�ำเร็ จ อีกแล้ ว

Phuket Mega Projects Influence Land Prices

rogress Announced regarding the 3 Mega Project in Phuket; Monorail, Katu-Patong Tunnel and the New Airport - Bypass Highway. Project goals seek to solve transportation issues and boost Phuket economy. Mr. Chaiwat Thongkamkun the Director of the Offices of Traffic and Transportation Policies shared regarding the progress of 2 Mega Projects by the Offices of National Highways. The 2 projects include a monorail connecting the Phuket International Airport, Thachalong and Thanun covering a 60-km distance on a budget of 24 billion Baht and a Tunnel connected Katu and Patong covering a 3.9-km distance on a budget of 10 billion Baht. As for the monorail project, currently the Offices of National Transportation have requested a expedited conclusion of necessary policies between the state and private sectors (The PPP Council) in order to further the projects progress. The tunnel project however has recently discussed design details and blueprints with the Governor of Phuket and only needs to pass environmental standard evaluations before requesting final approval. Mr. Wasan Kongjan, the Managing Director at Modern Property Consultants Co Ltd. (Real Estate Advisor) shared that both the new main highway and monorail Mega Projects will not only improve transportation and tourism economy but will also have a great effect on the land and property market as well. Concerning land value, property located near the new monorail project routes have already begun to see prices press up towards 40 million Baht per a Rai of land with even some of the cheapest nearby lots at 20 million Baht/ Rai.

As for property located near Thepgasattri (Phuket’s main highway), when the highway expansion and monorail are completed nearby land will see prices at 20 million Baht/Rai while land on branching roads are priced at only 4-5 million/Rai. Also, land located near major shopping centers such as Central Festival will see prices at around 60 million/Rai. Another reason this location’s value is so high is that it is the center point between downtown and the west coast beaches. Such prices are often the result of an overreaction to economic development. For example, currently in Patong some locations near Jungceylon are priced at 100 million Baht/Rai for a main road property or 40-60 million Baht/Rai for property on branching roads. As for water front property in Phuket, such land is becoming ever scarcer especially near the airport where many Chinese investors have built some 20 condos and developments. Looking at the Chalong area, a zone that has developed much more than that of near the airport, land prices still continue at 25-30 million Baht/Rai. It seems the Resort and Hotel business will continue to grab investors interest and grow Phuket’s tourism industry for years to come.

เบาเส้ นทางสนามบินภูเก็ ต-ท่าฉลอง-ท่านุ่น ระยะทาง 60 กิโลเมตร วงเงินกว่า 2.4 หมื่นล้ านบาทและโครงการ อุโมงค์ กะทู้-ป่ าตอง ระยะทาง 3.90 กิโลเมตร วงเงินกว่า 1 หมื่นล้ านบาท ในส่ว นของโครงการรถไฟฟ้ า รางเบา ขณะนี ก้ าร รถไฟฟ้าขนส่งมวลชนแห่งประเทศไทย (รฟม.) เร่งสรุปผล ศึกษาเพือ่ เสนอคณะกรรมการนโยบายให้ เอกชนร่วมลงทุน ในกิจการของรัฐ (คณะกรรมการพีพีพี)ขณะที่ โครงการ อุโมงค์กะทู้-ป่ าตองล่าสุดผู้บริ หาร กทพ.ได้ ลงพื ้นที่หารื อ ร่วมกับผู้วา่ ราชการจังหวัดภูเก็ตและหน่วยงานที่เกี่ยวข้ อง เพือ่ เร่งขับเคลือ่ นโครงการดังกล่าว โดยขณะนี ้ผลการศึกษา อยูร่ ะหว่างการทบทวนออกแบบรายละเอียดรอเพียงผลการ พิจารณาผลกระทบสิง่ แวดล้ อมเท่านัน้ ก็จะสามารถเสนอ โครงการให้ หน่วยงานที่เกี่ยวข้ องพิจารณา เพื่อเร่ งเสนอ ครม.อนุมตั ใิ ห้ ด�ำเนินการต่อไป “เมกะโปรเจ็กต์ทงั ้ 2 โครงการ นอกจากจะแก้ ปัญหา ในเรื่ องการขนส่งและคมนาคมในพื ้นที่แล้ ว ยังจะมีส่วน กระตุ้นเศรษฐกิจในภูมภิ าคให้ เกิดการพัฒนาเศรษฐกิจตาม แนวทางของรัฐบาล โดยเฉพาะตามแนวเส้ นทางโครงการ และจุดส�ำคัญของเมืองภูเก็ต” นายชัยวัฒน์ กล่าว ด้ าน นายวสันต์ คงจันทร์ กรรมการผู้จดั การ บริ ษัท โมเดอร์ น พร็ อ พเพอร์ ตี ้ คอนซัล แตนส์ จ� ำ กัด ซึ่ง เป็ น บริ ษัทที่ให้ บริ การด้ านที่ปรึ กษา ด้ านการพัฒนาโครงการ อสังหาริ มทรัพย์ กล่าวว่านอกจากเมกะโปรเจ็กต์รถไฟฟ้า รางเบาและโครงการก่อสร้ างอุโมงค์ กะทู้ - ป่ าตองแล้ ว ภูเก็ตยังมีโครงการก่อสร้ างถนนตัดจากสนามบินภูเก็ตมา เชื่อมกับถนนบายพาส บริ เวณต�ำบลเกาะแก้ ว ขนาด 4 เลน ระยะทาง 22 กม. มูลค่าโครงการ 8,500 ล้ านบาท โดย เมกะโปรเจ็กต์ทงั ้ 3 โครงการนี ้ได้ กระตุ้นธุรกิจซื ้อขายที่ดนิ ในจังหวัดภูเก็ตอย่างชนิดน่าจับตามอง ส�ำหรับราคาที่ดิน ตามแนวรถไฟฟ้ารางเบานัน้ แถว

สนามบินได้ มีการจัดซือ้ ที่ดินไปแล้ วช่วง 1-2 ปี ที่ผ่าน มา บางแปลงในต�ำบลไม้ ขาวราคาสูงถึงไร่ ละ 40 ล้ าน บาท ปั จจุบนั ยังพบว่ามีการประกาศขายอยู่ประปลาย ราว 20 ล้ านบาท ปริ มาณที่ดินส�ำหรับการพัฒนาเหลือ น้ อยลงเรื่ อยๆ ส่วนตามแนวถนนเทพกษัตรี ที่แนวรถไฟฟ้าวิ่งผ่านไร่ ละประมาณ 20 ล้ านบาท แถวอนุสาวรี ย์ท้าวเทพกษัตรี ท้ าวศรี สนุ ทร โซนใกล้ ๆจะไม่มีการพัฒนาอะไรมากนัก แต่หากเข้ าไปในซอยไร่ละ 4-5 ล้ านบาท ติดถนนราคาไร่ ละ 20 ล้ านบาท ขณะที่ที่ดินบริ เวณเส้ นเลี่ยงเมืองถนน บายพาส จะพบว่ามีการพัฒนามากกว่า ย่านศูนย์การค้ า เซ็นทรัลไร่ละ 60 ล้ านบาท ราคายังทรงตัว เนื่องจากภาวะ ทางเศรษฐกิจยังไม่หวือหวาในช่วงทีผ่ า่ นมา แต่ขณะนี ้เริ่ม พบว่ามีความเคลื่อนไหวแล้ ว เนื่องจากเป็ นจุดเชื่อมต่อ ที่ส�ำคัญในการเดินทางไปยังแหล่งท่องเที่ยวหลักๆ ด้ าน ชายฝั่งตะวันตกของตัวเกาะภูเก็ต ในส่วนการปรับราคาที่ดิน ตามแนวอุโมงค์กะทู้-ป่ า ตองยังไม่พบความเคลือ่ นไหวที่หวือหวาแต่ให้ จบั ตาพื ้นที่ ป่ าตองซึง่ มีความเคลือ่ นไหวมากกว่า โดนเฉพาะแถวห้ าง จังซีลอน มีประกาศขายที่ดินขนาด 50 ไร่ราคาราวไร่ละ 100 ล้ านบาท ส่วนพื ้นทีใ่ นซอยราคา 40-60 ล้ านบาทต่อไร่ ส่วนทีด่ นิ ติดทะเลในภูเก็ตตอนนี ้เหลืออยูน่ ้ อยมาก หา ยากมากขึ ้น โซนแถวสนามบินพบว่ามีนกั ลงทุนจีนมาเช่า ซื ้อที่ดินไปพัฒนา พบว่ามีก่อสร้ างคอนโดมิเนียมราว 20 อาคาร ส่วนแถวท่าฉลอง ราคาที่ดินยังอยู่ในระดับไร่ ละ 25-30 ล้ านบาท โดยย่านนี ้ถือว่ามีความเจริ ญมากกว่า ย่านสนามบิน ทังนี ้ ้การพัฒนาและก่อสร้ างโรงแรม รี สอร์ ทยังคงเป็ น ธุรกิจทีไ่ ด้ รับความสนใจและลงทุนกันอย่างต่อเนือ่ ง เพราะ ภูเก็ตยังเป็ นเมืองท่องเทีย่ วทีย่ งั คงได้ รับความนิยมของนัก ท่องเที่ยวทังในประเทศและต่ ้ างประเทศ

“Lobster Festival” in October

Wirachai Pranawiraphaibul the Head of Management at Pracharat RakSamaki Phuket Co Ltd (Social Enterprise) shared regarding the Phuket Lobster Festival 2017 to be held during the entire month of October. He shared that the aim of the festival is to promote and introduce Phuket’s Lobster to tourists since it has a long reputation as quality produce in the local fishing industry. The festival will present over 200 different hotel and restaurants in Phuket that provide their very own unique lobster menus. One unique quality of the Phuket lobster is that each lobster displays a variety of 7 different colors, something you will not find with any other species of lobster. Each lobster is also professionally served by experienced chefs straight to the guest. Tourists can not only join in and try the variety of delicious lobster menus, but share their experience with friends and the Phuket Lobster circle through posting on Instagram and Facebook and tagging #Phuketlobster2017. Mr. Utit Limsagul the Deputy Director of the Tourism Authority of Thailand Offices shared that the Phuket Lobster Festival 2017 will be an excellent addition to promoting tourism during the green season. The festival will undoubtedly bring in more tourism revenue according to statistics showing that tourist’s food spending increases 96.75% at festivals. Estimates for this festival are set at a total foreign revenue of 200 million baht.

ecently the Dept. of Highways concluded final agreements with land owners affected by the project. Such remaining land has been approved for construction and the project is now expected to be finished within 18 months. The Chalong Bypass Project budgeted at 540 million Baht to be complete by September 14th 2017 has seen only 10% completion in the past 2 years due to land agreement issues. This severely overdue project has caused much travel inconvenience for locals and has ultimately hurt development south of Chalong including the Rawai and Karon areas. Locals are fed up with the poor transportation situation and have made a complaint to speed a resolution. Mr. Arun Sophot the Mayor of Rawai shared that the progress towards solving the issues has recently taken a great leap since the land agreements have been concluded and the project will be able to get back up and running as soon as the land prices are paid. As for remaining construction estimates, the project should be finished within the next 18 months. “Nevertheless, the Rawai Municipality will join with Local Authorities to follow up on project evaluation and progress in order to solve issues that may occur along the way. Our goal is guide the project to progress smoothly having the least amount of impact on locals as possible.” Mayor of Rawai stated

Association of Village Chiefs Holds Bowling Competition

ecently, at CS Bowl in Big C Phuket, the Association of Village Chiefs Phuket organized the 12th Phuket Charity Bowling Competition to help fund local business and public services in the community while promoting the relationship between both the private sector and state. Mr. NaraphatPlodthong the Governor of Phuket was the opening speaker in the event while Mr. Jesada Napnian the Director of the Association of Village Chiefs Phuket, Committee Council and members welcomed the competitive bowlers from various dept. of both the private and public sectors.

This competition’s highlights include the handing out of Finisher Necklaces instead of medals and special awards for the Top 100 finishers sponsored by the T Mark Project under the Department of International Trade and Ministry of Commerce. For the Top 100 finishers Vogue Thailand prepared professional photographers to take a photoshoot of the runners once they had crossed the finish line. The photoshoots are designed to build women’s self-confidence showing them their true strength and beauty.

When “Gangnam” style was at its peak of popularity its stats went so high the Youtube team had to adjust the program software to calculate such great numbers. However, the M.V “See You Again” has pushed such numbers to another level with over 21,759 years of total playtime on a single video. The “See You Again” M.V was introduced first as the ending song to the movie “Fast & The Furious 7” to commemorate Paul Walker one of the lead actors in the movie who had died in a car crash before the movie was finished. In the “See You Again” music video, Van Diesel one of lead actors drives alongside Cody Walker (Paul’s younger brother who took up Paul’s role) before they smile and part on separate roads into the setting sun. The camera then gazes up to the sky as the words “For Paul” fade into the screen. The song broke record sales in 2015 and brought in both Grammy and Oscar awards. The song reached 1 billion views within 6 months and pressed up to 2 billion views in September of last year. Of the top 50 most viewed Youtube videos, 47 are music videos. This shows how much of a part online streaming has in the music industry and how difficult music copyright is to handle. Midia Research, a communication and technology analysis company shared that Youtubes pay out per view is roughly 0.001 USD. If such statistics are really accurate, Wiz Khalifa and Charlie Puth gained 2.9 million USD from the music video on Youtube. Such profits are comparable to that of the popular online music program “Spotify” where the song has hit 665 million views.

The Creative “Rainbow

slum on Java Island in Indonesia has become a major tourist destination and point of interest in the online world since its paint over transformation into a beautiful sight known as the “Rainbow Village”. Located in a shabby area over a hill in the town of Semarang about 450 km east of Jakarta, the slum was given a 800,000 Baht budget to renovate the community in a single month. The idea behind the vibrantly diverse paint job came from Mr. Salamet Widodo a 54-year-old high school teacher. “In the future, the community will benefit from it, especially from the revenue brought in by tourism. This project was made possible by the cooperation and creativity of the village’s people and makes us all feel

ownership.”Widodo shared After the village was finished being painted, people began to travel to the village to take photos of the Rainbow Village and shortly after the photos began to light up the online world starting a flow of tourism into its community. A tourist shared that “Its because its like no other village, I know this village used to be a slum, but now its beautiful since its vibrant renovation. I’ve passed by this village before thinking nothing of it, but now it’s completely different.”

o sperm whales sleep? It’s not a question that gets asked frequently, but when it does, none is the wiser to answer it. That’s until now, of course, because now we have photo proof of just how these ocean giants nap. Pro underwater photographer Franco Banfi was the one who snapped the extremely rare photo while following a pack of sperm whales in the Caribbean Sea, near Dominica Island. They suddenly stopped moving and went into a

synchronized vertical rest. A behavior that was first documented only back in 2008, when a team of biologists from the UK and Japan drifted into a group of completely still sperm whales. After further studies, they found that this collective nap occurs for approximately 7 percent of the whale’s life, in short intervals of just 6-24 minutes. The event was aimed towards promoting womens occupations by allowing local Batik Designers to display their products and create network sales through social media. The event included female business owners from all three Phuket districts presenting various handmade products including wallets, seasonings and Batik clothes.

ourists visiting Phang Nga joined in trying and buying a variety of seasonal fruits at the “Rai Rap Tawan” (Sun Farm) in Plae Village near Phang Nga Town. The event held a fruit buffet providing many different locally grown fruits including durian, mangosteen, rambutan, Wollongong etc. as well as different treats made from fruit and durian sticky rice. Most recently, a new menu was added for roasted durian where the durian is smoked over a traditional earthen stove to give the durian a smokier flavor and smell. Most say that though it’s an unusual flavor its still very delicious. Also, there is a steamed mangosteen menu that is believed to increase the high amount of antibiotics in mangosteen. This menu found much interest from tourists. Mr. Kusol Tanangpol the owner of the Sun Farm shared that interest and support of tourists visiting our farms has greatly encouraged my family, workers and I to work even harder to provide the best quality produce to further build our local reputation.

คำเหลานีเ้ ริม่ เขามามีบทบาทในระบบไฟฟาของประเทศไทยอยางมาก แม ตนทุนการผลิตไฟฟาของพลังงานทางเลือกบางชนิดยังมีราคาสูงกวาตนทุน การผลิตไฟฟาของโรงไฟฟาหลักประเภทอื่นๆ เชน โรงไฟฟาถานหิน เทคโนโลยีสะอาด โรงไฟฟากาซธรรมชาติ โรงไฟฟาพลังน้ำ เปนตน แตปจจัยสำคัญที่สงผลใหประเทศไทยจำเปนตองหันมาใชพลังงาน ทางเลือก คือ ปญหาภาวะโลกรอนที่มีแนวโนมจะเพิ่มขึ้นอันเนื่อง มาจากก มาจาก าซเรือนกระจก (Greenhouse Gas : GHG) ซึง่ สวนใหญ คือ กาซคารบอนไดออกไซด (co2) อุตสาหกรรมผลิตไฟฟาที่ตองอาศัยเชื้อเพลิงฟอสซิลเปน เชื้อเพลิงหลักในการผลิตกระแสไฟฟาจะมีการปลอย กาซคารบอนไดออกไซดในปริมาณมาก ดังนัน้ เพือ่ การ กาวไปสูส งั คมคารบอนต่ำ (Low Carbon Society) และเปนแบบอยางของสังคมโลกทีก่ ลาวถึง
