AND IT TOO WILL PASS Tourism business owners and related businesses are concerned regarding “Chinese tours” cracked down on due to “zero dollar tourism” causing 60% of Chinese tourists in Thailand to suddenly disappear.

Witan Charoenporn the Clusters Director, Business Services at the Thai Commercial Bank Economic Intelligence Center (SCB EIC) shared that the tourism market statistics for 2016 showed 33.8 million tourists a 13% growth from 2015 at 29.9 million.

This amount falls short of the expected 2016 tourist entry of 34.3 million. This deficit is due to the crackdown on Zero Dollar Tourism causing a decrease in the number of Chinese tourists by approximately 500,000.

However, its estimated that the earnings of the services sector has increased to 1.8 million baht from 1.46. The expected tourism increase for next year is at 10% or 37.3 million tourists.

In that case the earnings of the services sector will increase by 10% likewise at an earnings value of 2 million baht.

“Chinese tourists currently accounts for around 30% of the total tourist entry amount and is able to grow continually in accordance with the growth of the Chinese economy and travel industry. Thailand sees these as key factors for the Thai tourism industry.”

However, Thailand’s dependence on a single group for the tourism economy is quite risky. If it happens that this group is lost.

The Thai tourism sector must widen their market towards places like India and Indonesia considering their growing population and economy. In addition, Thailand has a good opportunity to expand its market in medicine towards developed countries such as France or Australia that are looking for cheaper medical services as well as underdeveloped countries looking for better quality medical services such as Myammar.

In every critical circumstance there is always an opportunity to join together. In the decrease of Chinese tourism there is a lesson to be learned, business owners must be able to adapt and cope with constant and sudden changes. This alone is the endurance necessary in the world of business and its competition.

The new Secretary-General of the United Nations He hopes that the prime solutions developed by the United Nations Council of National Security will create a sign of cooperation that unifies world leaders into one strategy.

he Council of National Security of the United Nations officially welcomed the Prime Minister of Portugal to accept the position as the new SecretaryGeneral in place of Ban Ki-moon whose term will be up this December. Antonio Guterres will therefore take up office starting January 1st of 2017 and expire his term on December 31st 2021.

Antonio Guterres received a vote 13 out of 15 from the Council of National Security in which two countries chose to stay silent. He is the first one ever to be voted in without any veto by the members of the United Nations Council of National Security.

After receiving the results of the council’s vote, Mr. Guterres gave a message to Lisbon, Portugal saying “The goal of this work is to create a way to help civilians who have experienced suffering and various challenging struggles, especially groups that have fallen victims between controversy, terrorism, poverty and deprivation of rights throughout the world.”

He hopes that the prime solutions developed by the United Nations Council of National Security will create a sign of cooperation that unifies world leaders into one strategy to solve the various issues the world faces as a whole starting with the utmost challenging and important task of the worldwide refugee crisis.

As for Antonio Guterres, besides becoming the new Secretary-General at 67 years old and having prior experience as Prime Minister of Portugal, he also maintained the position as the United Nations High Commissioner of Refugees from 2005 – 2015 as well.

ice-Admiral Suraphon Kuptaphan the Reg. 3 Naval fleet Naval Commander as the Director of the Thailand Maritime Enforcement Coordinating Center Area 3(TMECC3) shared news regarding the examination of 9 Bolivian fishing boats docked in Phuket. The investigation results from November 16th 2016 carried out by the Thai-MECC3 showed that 7 boats were docked while the remaining 2 never docked as notified.

All 9 boats were tuna fishing boats docked with notified purposes for repair. The captains were mostly Taiwanese with both Indonesian and Filipino crew. All crew members and captains had proper documentation.

The examination revealed some suspicious

information regarding the boats registration.

The order was then given to the Regional Harbor Offices Phuket Branch to coordinate further investigation regarding the fishing boats registration in Bolivia. The results showed that all 9 boats had no registration or fishing permits thereof. The Harbor Offices then gathered the evidence and began processing a case report concerning the 3 representative boat owners; XIANG HOW COLTD., YI HONG FISHERY CO LTD. and SUAN YING CO LTD. The case report charges the use of fakedocuments for boat harbor exitentry time reports and will seize the boats until proper documentation from the boat owners is confirmed. uring a meeting held by the board of Directors of Airports of Thailand Company (AOT) with Mr. Prasong Puntanet as the meeting spokesman on November 15th 2016, approval was shown for the “Phuket Airport Development Model Plan” for a 20 year range potentialat 14.7 billion baht with a 25 million traveler per year airport capacity.

The Phuket airport is focused toward international endeavors and looks to be the connecting point or gateway for members of the Association of South East Asian Nations (ASEAN). In order to become such a gateway, the plans necessary will need to show development towards quality service that is standardized on an international level. The airport must be able to meet the expectations of travelers and organize necessary activities to come in the next 20 years with complete efficiency.

The “Phuket Airport Development Model Plan” as mentioned is separated into 3 phases.

The second phase will take place from 20172024 with details set in place for 2017-2021 in which will increase the airports annual traveler capacity from 12.5 million to 18 million. In addition, the plan involves the construction of a 1,500 car parking garage, domestic terminal expansion, airplane hangar expansion, utility systems renovation as well as a monorail connection totaling an investment of 2.7 billion baht.

As for phase 3 from 2022-2024, the yearly capacity will then be increased from 18 million to 25 million at a total investment of 12 billion baht. This capacity increase includes parallel driving road, fire station and expansion projects for both the domestic and international terminals.

In conclusion, the total of all 3 phases amount to 14.7 billion baht while the first steps will include both design planning and initiation of the Environmental Impact Assessment. The entire project is planned to be finished in 2024.

การประชุ ม คณะกรรมการบริ ห ารท่ า อากาศยาน แห่ งประเทศไทย ซึ่งมี นายประสงค์ พูนธเนศ เป็ น ประธานฯ เมื่อ15 พ.ย.59ที่ประชุมมีมติเห็นชอบ “แผน แม่ บทการพัฒนาท่ าอากาศยานภูเก็ต” รองรับอนาคต 20 ปี มูลค่ า 1.47 หมื่นล้ านบาท ตัง้ เป้ ารั บผู้โดยสาร 25 ล้ านคนต่ อปี ท่าอากาศยานไทย ได้ น�ำเสนอแผนแม่บทการพัฒนา ท่าอากาศยานภูเก็ต (ทภก.) มีวตั ถุประสงค์เพื่อให้ ทภก. เป็ นประตูการขนส่งของประเทศ เป็ นเครื่ องมือหลักใน การเชื่ อ มโยง ชาติส มาชิ ก สมาคมประชาชาติอ าเซี่ ย น (Association of South East Asian Nations, ASEAN) ด้ วยการพัฒนาขีดความสามารถในการให้ บริการขนส่งทาง อากาศให้ มีคณ ุ ภาพได้ มาตรฐาน ในระดับสากลสามารถ รองรับความต้ องการของผู้เดินทางรวม ทังกิ ้ จกรรมทาง ด้ านการบินที่จะเกิดขึ ้นในอนาคต 20 ปี ข้างหน้ าได้ อย่าง มีประสิทธิภาพ โดยแผนแม่บทการพัฒนา ทภก.โดยแบ่งโครงการ พัฒ นาเป็ น 2 ระยะ มี ร ะยะเวลาด� ำ เนิ น การตัง้ แต่ปี 2560-2568 มีรายละเอียด คือ โครงการพัฒนา ทภก. ระยะที่ 2 (ปี 2560 – 2565) เพื่อเพิ่มขีดความสามารถใน การรองรับผู้โดยสารจาก 12.5 ล้ านคนต่อปี เป็ น 18 ล้ าน

คนต่อปี ประกอบด้ วย งานก่อสร้ างอาคารจอดรถยนต์ จ�ำนวนประมาณ 1,500 คัน, ขยายพื ้นที่อาคารผู้โดยสาร ภายในประเทศ, ขยายลานจอดอากาศยาน, ปรั บปรุ ง ระบบสาธารณูปโภคต่างๆ และก่อสร้ างทางเชื่อมยกระดับ จากสถานีรถไฟฟ้ารางเดี่ยวเข้ ามายัง ทภก.มีวงเงินลงทุน ประมาณ 2,700 ล้ านบาท ส่วนโครงการพัฒนา ทภก.ระยะที่ 3 (ปี 2566 – 2568) เพื่อเพิ่มขีดความสามารถในการรองรับผู้โดยสารจาก 18 ล้ านคนต่อปี เป็ น 25 ล้ านคนต่อปี มีวงเงินลงทุนประมาณ 1.2 หมื่นล้ านบาท เนื ้องานในโครงการประกอบด้ วย การ ก่อสร้ างทางขับขนาน, ก่อสร้ างสถานีดบั เพลิง, ก่อสร้ าง ส่วนต่อขยายอาคารผู้โดยสารระหว่างประเทศ และขยาย พืน้ ที่ห้องโถงผู้โดยสารขาออก อาคารผู้โดยสารภายใน ประเทศ ทังนี ้ ้เมื่อรวมวงเงินลงทุนในระยะที่ 2 และ 3 เป็ นเงิน จ�ำนวน 1.47 หมื่นล้ านบาท โดยจะด�ำเนินการคูข่ นานไป กับระยะที่ 2 คือ เริ่ มกระบวนการออกแบบและการศึกษา ผลกระทบด้ านสิ่งแวดล้ อม (Environmental Impact Assessment: EIA)ในปี 2561 เช่นเดียวกับระยะที่ 2 เพียง แต่งานก่อสร้ างจะเริ่ มในปี งบประมาณ 2566 เพื่อให้ แล้ ว เสร็ จในปี 2568

“Malindo Air” Opens Kuala Lumpur-Phuket Direct Flights

n November 10th 2016, at Phuket International Airport, Mrs. Monrudee Gettuphan the General Manager at Phuket Airport, Ms. Anoma Wongyai the General Manager of the Airports of Thailand Phuket Offices along with faculty joined in welcoming Mr. Raja Saadi Bin Raja Amrim and Mr. Abpul Haris Hadi the Directors of Malindo Air under the Lion Group Network along with tourists on the first direct flight from Kuala Lumpur to Phuket under “Malindo Air”.

The director of Malindo Air stated that opening the flight route between Kuala Lumpur and Phuket has been initiated in response to the high season tourism in Southern Thailand. The new route is intended to help promote economic growth in both countries by improving the convenience of travel for business groups on both sides. The route will provide 4 flights weekly with business class rates starting at 5,990 baht and economy class starting at 1,390 baht.

Phuket’s Development MUSTN’T GIVE UP Prab's Thoughts

huket has had its hand’s tied due to imbalanced budgeting by the government for a long time now. The various determined projects and objectives of the government and local authorities have been mere problem deterrents and coverings designed to cease Phuket’s current condition from spreading any farther.

When it comes to solving the root of the problem “Phuket People” lack the knowledge or ability to do so.

Phuket explained more about this in the topic “Concepts for undergoing Phuket development in the future” at the presentation of “Phuket City Development Company” on November 8th 2016 at Pearl Phuket Hotel. He stated as follows: “We will continue the policies set in place by former governors as each and every project is designed for the greater good of Phuket. We also plan to move forward stalled projects such as the Tha Chat Chai Checkpoint Improvement Project by installing scanning systems for detecting bombs, illegal drugs and other illegal products.

Other projects include boat taxies (boat airport transfer), main road 12 lane expansion from the airport to Ko Kaew, monorail, Patong tunnel, International Convention Center etc. Our goal is to see

I have no doubts concerning Dr. Chokchai’s ability in signing budgets considering his experience in leading budgets for the Ministry of Interior. However, I still know that having the government answer to every wish of the Phuket people is something utterly impossible when there are still so many other tasks to accomplish.

With such governmental limitation enclosing development ideas and problem solving, it will take a creative and strategic visionary mindset to make a breakthrough.

Previously, I introduced the concept of “dispersed power” which would make Phuket stronger and more independent.

This concept is an option that the people of Phuket have given consideration to some already.

Today, I would like to celebrate and congratulate the opening of “Phuket City Development Company” which has been made possible

by Phuket Businessman with a common goal to increase the

potential of the state, private sector and citizens to create restoration and development that is both contemporary and sustainable.

“Phuket City Development Company has been determined to push forward a primary mass transport (Monorail) and a secondary mass transport (Bus System) through the conglomeration of private sector investors. Also, by partnering with electronic networks in accordance with the “Phuket Smart City” project in which Phuket has been chosen by the government to be at the forefront. I believe this will become a great turning point for Phuket that will impact the daily lives of every local citizen. I myself can’t wait to see that turning point take place here soon.”

I would like to thank again “Phuket City Development Company” for helping make the people’s dreams possible and soon a reality.

In closing, both development and problem solving are a tremendous part of Phuket. However, it is even more important that “we as the people of Phuket don’t give up”. Because it is our choice to either give up or push on doesn’t just affect our generation but the generations to come.

Therefore, we must burn it on our hearts, “Phuket mustn’t give up”.

โครงการเป็ นความคิดที่ตกผลึกของคนภูเก็ตตังแต่ ้ 30 ปี ที่แล้ วด้ วย ซ� ้ำ โครงการเหล่านี ้ได้ ถกู ส่งผ่าน “ผู้วา่ ราชการจังหวัดภูเก็ต” คนแล้ ว คนเล่า เพื่อท�ำหน้ าที่ประสานงานขอรับการสนับสนุนจากรัฐบาล ผมเองไม่สงสัยในเรื่ องฝี ไม้ ลายมือของ “ดร.โชคชัย” เพราะ ทราบดีวา่ ท่านเป็ นนักบริ หารงบประมาณในระดับแนวหน้ าคนหนึง่ ของกระทรวงมหาดไทย แต่อย่างที่ร้ ูๆ กันว่า จะให้ รัฐบาลตอบสนอง ความต้ องการของคนภูเก็ตในทุกเรื่องนันเป็ ้ นสิง่ ทีเ่ ป็ นไปไม่ได้ อยูแ่ ล้ ว รัฐบาลยังมีภารกิจส�ำคัญอื่นๆ ที่ต้องดูแลอีกมากมาย บนความจ�ำกัดของรั ฐบาลเช่ นนี ้ กรอบความคิดในการ พัฒนาและแก้ ปัญหาของจังหวัดภูเก็ต จึงต้ องมีความหลาก หลายทัง้ วิสัยทัศน์ และกลยุทธ์ ที่จะฝ่ าฟั นความจ�ำกัดดังกล่ าว ที่ผา่ นมาผมน�ำเสนอแนวคิดเกี่ยวกับ “การกระจายอ�ำนาจ” ซึง่ จะช่วยให้ จงั หวัดภูเก็ตแข็งแรงขึ ้น พึง่ พาตัวเองได้ มากขึ ้น เป็ นโมเดล ทางเลือกหนึง่ ให้ ชาวภูเก็ตได้ พิจารณาไปบ้ างแล้ ว ในวันนี ้ ผมขอชื่นชมและร่ วมยินดีกบั การเกิดขึ ้นของ “บริ ษัท ภูเก็ตพัฒนาเมือง จ�ำกัด” ซึ่งเกิดจากการรวมตัวของนักธุรกิจใน จังหวัดภูเก็ต ด้ วยเจตนารมณ์ ในการสร้ างศักยภาพร่วมกันของภาค รัฐ ภาคเอกชนและภาคประชาชน เพื่อให้ เกิดการปรับปรุ งพัฒนา ภูเก็ตไปสูค่ วามยัง่ ยืน และทันสมัย “ความมุ่งมันของบริ ษัทภูเก็ตพัฒนาเมื องฯ ที ต่ อ้ งการผลักดัน ระบบขนส่งมวลชนหลัก (รถไฟฟ้ารางเบา) และระบบรอง (รถบัส) ให้เกิ ดขึ้นโดยเร็ วด้วยการระดมทุนจากภาคเอกชน เมือ่ น�ำมาบริ หาร จัดการร่วมกับโครงข่ายอิ เล็คทรอนิกส์ ตามโครงการ “Phuket Smart City” ซึ่งจังหวัดภูเก็ตได้รบั เลือกจากรัฐบาลให้เป็ นจังหวัดน�ำร่อง จะ กลายเป็ นจุดเปลีย่ นครัง้ ใหญ่ในการเดิ นทางสัญจร และการใช้ชีวิต ประจ� ำวันของชาวภูเก็ต ซึ่งผมอยากให้วนั นัน้ มาถึงเร็ วๆ เหลือเกิ น” ขอบคุณอีกครั ง้ ส�ำหรั บ “บริษัท ภูเก็ตพัฒนาเมือง จ�ำกัด” ที่มาช่ วยสานความฝั นของใครต่ อใครให้ กลายเป็ นความจริง ในเร็วๆ นี ้ ทิง้ ท้ ายฉบับนี .้ .. การพัฒนาและแก้ ปัญหาต่ างๆ ของ จังหวัดภูเก็ตเป็ นเรื่องใหญ่ และที่สำ� คัญกว่ านัน้ ก็คอื “เป็ นเรื่อง ที่พวกเราชาวภูเก็ตแพ้ ไม่ ได้ อกี ด้ วย” เพราะผลจากการแพ้ หรือ ชนะ ไม่ ได้ กระทบเฉพาะกับคนรุ่นเราๆ ท่ านๆ เท่ านัน้ ยังมีผล สืบเนื่องไปถึงอนาคตของลูกหลานอีกด้ วย เพราะฉะนัน้ ต้ องจ�ำให้ ขนึ ้ ใจว่ า... ภูเก็ตต้ องไม่ แพ้

"ASPASIA" Layoffs Still Unsettled O

Progress regarding “The Aspasia Phuket” sudden layoff of 63 staff on Oct. 19th 2016

n Nov. 11th at 10am at the Phuket Labor Protection and Welfare Offices, the 63 former laid off staff met with who Kriangkrai Arphabusayapan organized the gathering of each group and company involved to create a solutionincluding The Breakers Resort and Development Company Ltd as the property owners, Aspasia Phuket Company Ltd Administration as the employer and a group of The Aspasia Project residents led by JC Van Zuilekom who personally travelled in to encourage the former laid off staff.

Mr. Chitpol Misapsiri the former representative of the laid off staff informed the Phuket Labor Protection and Welfare Offices that recently the laid off staff were notified that the lawyers as former employers of Aspasia Company will pay 1.9 million Baht as free allocation compensation for the layoff in order to close the appeal.

“The laid off staff discussed the compensation offer and determined it unfair since the total value of each staffs combined monthly salary is already over 1 million baht. Therefore the compensation would only provide enough for one month’s salary for each staff falling far below the law set by the Phuket Labor Offices. In conclusion, the laid off staff did not accept the offer and will continue to push for a fair compensation process until it’s done.” Stated Chitpol Kriangkrai Arphabusayapan from the Phuket Labor Protection and Welfare Offices shared that when the group of former laid off staff decided to not accept the 1.9 million compensation from the lawyers, it revealed that the process from the

4x100 Overload Suppression Div. Request New Laws

The war on illegal drugs during the time of “Thaksin Chinnawat Government” in 2003 carried out heavysuppression of illegal drugsforcing a low supply of narcotic drug substances resulting in heavy price inflation.

In result, a portion of drug abusers began switching to an alternative substance known as “Kratom”.

Kratom quickly evolved into a stronger narcotic through the mixing of other substances gaining the name “4x100” In the years 2006-2007, “Kratom Leaf” was rated the 2nd fastest growing narcotic drug on the market behind “Meth”.

Especially in the South, Kratom spread through every province creating the serious issue of “4x100 party trends among students and youth” due to its cheap price and happyhigh sensation affects.

“Kratom Leaf” is the key ingredient in the narcotic drug formula “4x100”.

The recipe consists of boiled Kratom leaf, Coca-Cola, mosquito repellent and cough medicine. Some groups of teenagers

mix other substances as well including fluorescent bulb powder, weed killer etc. which in some cases can be life hazardous.

The Head of the Anti-Narcotics Drugs Control CenterPhuket Town District shared his thoughts on the failure to eliminate the spread of 4x100 and the marketing of Kratom stating that by law “Kratom” officially known as MITRAGYNA SPECIOSA is a category 5 narcotic along with marijuana, opium and psilocybin mushroom.

But the penalty for “Kratom” is completely different than that of category 5 drugs!!

For example, the conviction penalty for production, import and export of category 5 drugs is 2-5 years in prison and/or 20,000 – 150,000 Baht while the same case for Kratom is chargedwith a maximum of 2 years in prison and/or no more than 20,000 Baht. The penalty for possession of category 5 drugs is a maximum of 5 years in prison and/or no more than 50,000 Baht while the same case for Kratom is charged with

a maximum of 1 year in prison and/or no more than 10,000 Baht. Lastly, the penalty for consumption of category 5 drugs is a maximum of 1 year and/or no more than 10,000 Baht while the same case for Kratom is charged with a maximum of 1 month in prison and/or no more than 1000 Baht.

“Simply put, those with possession of Kratom leaves are penalized less than those with psilocybin mushrooms because some parts of society see Kratom leaves as an herb or a substance with similar properties to an energy drink. Therefore its conviction penalty is held lighter than that of other narcotic drugs.”

When the laws penalties hold little weight, those convicted hold no fear. The market demand will continue to rise forcing and it will be up to the authorities to quickly institute the necessary and appropriate “laws and policies” to solve the problem.

As for us in enforcement, we are already working full force.

Around 20 homeowners in the Nai Yang Beach area led by Mr. Kaetu Jatsanam at age 73 and Mr. Amnuai Pongtoi age 50 whom sent a formal letter of appeal to the Governor of Phuket through the Damrongtham Center, Phuket.

The formal letter of appeal requested a proper examination of the construction taking place for homestays, restaurants, Spa, Massage Spots on Nai Yang Beach, Thalang, Phuket.

A section of the formal letter of appeal stated as follows. As the appellant, we request you as the Governor of Phuket to require the examination of the construction taking place for homestays, restaurants, Spa etc. as to whether these acts have received proper authorization permits. In addition, we request examination regarding land documentation and rights. We request this examination on account of prior governmental Phuket beach policy enforcement involving the removal of constructed shops on similar grounds of over 20 rai based on unpermitted public ground construction.

This is the role and duty of Mr. Claude de Crissey the Honorary Consul of France in Phuket.

“Claude” said that he has lived and done business in Phuket for over 20 years and enjoys many things about Phuket such as the beauty of locals happy smiles and natural friendliness towards foreigners. He also said Phuket is special for him, as a sea lover he feels like he is in heaven.

To speak to Thailand as a whole at this moment, I would have to say “There is nothing that could bring more sadness to

the Thai people than the passing of the King Rama 9”.

“Besides my admiration for the King’s determination and dedication to working for the Thai people’s happiness, personally I really admire the King’s lifestyle and love for art and sailing.”

It was the King’s love for sailing that encouraged me to start a “Boat Dock” business to build small sailboats just like the kind the King used to sail in competitions. I am trying to push forward and promote this level of competitive sailing in Phuket as it presents an excellent location considering the Andaman Sea’s often calm temperament. Also, I believe sailing will help promote tourism in Phuket as well.

LIEUT. COL. LADDA TAMMY DUCKWORTH FIRST HALF THAI-AMERICAN CHOSEN AS A U.S SENATOR

L

ieut. Col. Ladda Tammy Duckworthwas nominated the U.S senator of Illinois making history as the first half Thai-American in the U.S Senate. She won the nomination over the previous republican senator Mark Kirk by a 55 – 40% ratio making her the second lady of Asian descent to ever hold a spot in the Senate.

Senator Tammy Duckworth spoke with VOA Thai stating “If I am elected as a U.S Senator this Tuesday, I intend to work on behalf of Asians throughout America.”

Tammy graduated with her bachelors at University of Hawaii and later her masters at George Washington

University in D.C. While studying for her masters she enrolled in the U.S Army and was deployed in the Iraq war in 2004 as a helicopter pilot. During deployment, Tammy’s helicopter was shot down. She survived the incident recovering with two prosthetic legs and a wheelchair.

After the war, Tammy devoted herself to charity work for veterans and eventually ran for Senator of Illinois in 2006. However she lost to the Republican Party by a mere number of votes. 2 Years later, Barack Obama became President and made her the Assistant Secretary of Veteran Affairs.

Troubleshooting Illegal Drugs in Thailand

T

he change in penalties regarding illegal drugs in Thailand to positive techniques rather than suppression by absolute force has been given attention by international mass media. This change has been a critical point in policy and may become a model for other countries in Asia as well.”

Though the number of illegal drug cases has tended to fall and “Methamphetamines” (Meth- Ice) cases are being lowered off category 1 and nearly fading out of Thai society, other countries are still interested in Thailand’s new methodology for illegal drug enforcement.

A prime example for comparison would be President Rodrigo Duterte of the Philippines.

He declared a war on drugs to sweep out narcotics catching drug dealers and consumers causing a drastic increase in drug convicts.

The war on drugs in the Philippines was compared with that of Thailand at the Ministry of Justice under the leadership of Gen Paiboon Koomchaya who stated the policies for lowering the suppression of illegal drugs and the lowering of Meth off category 1 in order to create better sustainable troubleshooting while alleviating the overload of convicts in prison.

Due to the harsh disproportional laws of Thailand, there are a large number of convicts stuck in jail from 20 – 30 years. Most of the

convicts filling the prisons arejust minor drug dealers who under such heavy punishment could find it hard to improve and start over.

Thailand declared a war on drugs during the time of“Thaksin Chinnawat Government” in 2003.

The policies set at that time caused over 2,800 collateral killings though the United Nations of Drugs (UNODC) and Crime revealed that in the past 10 years narcotic drugs have continued to rapidly spread in Thailand as well as neighboring countries such as Cambodia and Myanmar.

Also, harsh narcotic drug policies in Thailand have made it account for 40% of Asia’s convicts while accounting for only 10% of Asia’s population.

Besides just that, Thailand has the 8th highest convict to population ratio worldwide and the 4th

highest rate of female prisoners in the world following the U.S, China and Russia.

The Thai government’s acknowledgment of the war on drugs failure and turn towards positive troubleshooting techniques for proper drug abuse suppression has received much attention from international mass media. This change is a critical point in policy and may become a model for long term solutions in other countries in Asia such as the Philippines.

Backing Our Ethnic Kin Aiming towards Cultural and Ethnic Ground Development

n the Rawai community, Mr. Sanit Sriwihok the Deputy Governor of Phuket began the work “Backing Our Ethnic Kin” with a meeting including Gen Surin Pikulthong the Head Chairman of the Sea Gypsy Land Troubleshooting Board, Prof Vicha Mahakun the Dean of the Department of Law at Rangsit University, Mrs. Tuanjai Deethet from the National Human Rights Commission, Dr. Prajeit Aksornthammakun the former deputy Governor of Phuket. The meeting held a discussion regarding various issues and policies needed in addition to seeking out new departments to get involved. The projects aim is to

build both consistent and sustainable development regarding funding, problem solving and restoration in the Rawaisea gypsy villages.

Mrs. Sangsom Hantalay the core leader of the sea gypsy village on Lipe Island stated that the “Backing Our Ethnic Kin” is a part of the Cabinet Initiative (March 2nd, 2010) in which assigned local authorities to fund the troubleshooting and restoration of 3 sea gypsy ethnic groups including Moken, Moklen and Uraklawoi. Their ancestry dates back 300 years in the Andaman in 44 communities counting over 12,000 in population in 5 southern provinces including Phuket, Phang

Nga, Ranong, Krabi and Satun.

Currently, there are still 36 sea gypsy villages that lack stable housing. Most of the housing is on governmental grounds, however housing built on private grounds have faced over a 100 cases of lawsuits and litigations by private land owners.

Most cases have been found in Rawai communities, however other cases are still found in Lipe Island, Satun, Phi Phi Island, Krabi and Sire Island. In addition, of 23 sea gypsy cemeteries dug and used for events only 2 areas carry proper documentation and registration while 13 areas have been reported for trespassing.

DoiLuang Chiang Dao This mountain is located in a Wildlife Sanctuary in the Doi Chiang Dao Forest in Chiang Dao District of Chiang Mai

Province. It is 2,195 meters above sea level and the 3rd highest point in Thailand. The view is filled with a beautiful foggy atmosphere comprised of flowers and butterflies floating on cool constant breeze. Mt. Mokoju in KamphaengPhet

At 1,964 meters above sea level, it is the highest forested point in West Thailand located 27km from Mae Wong National Park. A round trip trek from the park takes 4-5 days. However, though it is a difficult trip, it has been the destination of many trekkers seeking a lifetime impression. The Mae Wong National Park has the Mt. During rainy season, the mountains stream down water through the cave.

The cave caretakers of the temple therefore close the cave to tourist for the season to allow nature to run its cycle of restoration. However, near the end of rainy season as the water level lowers, tourists are able to ride into the cave by boat adding yet another unique experience to this site.

“BIRD KEEPING” ON THE RISE The Red-Whiskered Bulbul is a specie of the Bulbul family (Pycnonotidae). In all there are 109 species of Bulbul birds, Thailand has 39 of these species.

After interviewing the bird owners, we learned that RedWhiskered Bulbul keepings has been going on for over a 100 years with countless of private owners.

However, competitive bird keeping didn’t pick up until around 30 years ago.

Particularly in the south, bird keeping has become more than just a hobby, but a lifestyle.

Bird keeping has grown on all levels, whether it be in private homes, provincial displays, or even international such as in both Malaysia and Singapore where bird keeping is equally popular as here in southern Thailand.

ver 1,500 professional and team sailors representing 30 countries join together in the sailing competition “Phuket Kings Cup Regatta ‘30” from December 3rd to 10th 2016.

Mrs. Sirawee Waloh, Director of Phuket Provincial Office of Tourism and Sports shared regarding the preparations for the international sailing competition. Considering passed meetings, the event preparation have been very thorough in every area especially that of both spectator and sailor safety.

The competition will host over 190 sailboats will be quite a

spectacle for sailing enthusiast whether local or tourist.

Ms. Anoma Wongyai, the Director of the Phuket Offices of the Tourism Authority of Thailand stated that the “Phuket King’s Cup Regatta ‘30” will attract more tourists to Phuket creating good results for local tourist businesses.

She mentioned that the TAT has estimated that the weeklong event will bring in a total money allocation of at least 1.2 billion baht to Phuket. Also, this event will build Phuket’s reputation as an excellent world class host for sailboat competitions.

ichael Raelert elite athlete from Germany defends title as “Laguna Phuket Triathlon Champ” The 23rd Annual 2016 63.8 Km Laguna Phuket Triathlon at Laguna Phuket Resort in Thalang, Phuket on November 20th revealed the “former champ” Michael Raelert an elite athlete from Germany as the first to cross the finish line with a time of 2:19:13. Second place was taken by Antony Costes from France at 2:21:18. Third place was taken by Brad Kahlefeldt from Australia at 2:23:21.

The female champ title was taken by Amelia Rose Watkinson from New Zealand at 2:36:29.

Second place was taken by Emma Pallant from the United Kingdom at 02:42:30. Third place was taken by Radka Vodickova from Czech Republic at 2:43:22. The first Thai athlete to cross the finish line was Jaray Jearanai at 2 hours 38 minutes. Also, Athiwara Khongmalai also known as the singer “Tun from the Bodyslam Band” joined in the race finishing with a time of 3:54:07.

Within the Pra-phuta-ratanasatan building at Sivalai Park in the Grand Palace, there is a mural painting in which King Bhumibol Adulyadej had the Fine Arts Department repaint

to fit with the ceiling mural in 1999 finishing in 2004.

Th e m e n t i o n e d m u r a l completed by King Rama 9 portrays the history of the former kings’ significant accomplishments starting from Rama 4 to Rama 9. King Rama 9 worked closely with the plans and design for the

historical art. Considering historical, artistic, religious and traditional factors, the King rigorously detailed the design of every section. This effort reflects the Kings love for Thai art and is considered the reason for the murals unique Rama 9 characteristics.

จิตรกรรมฝาผนังพระพุทธรัตนสถาน เล่าประวัติศาสตร์ของพระ มหากษัตริย์แห่งราชจักรีวงศ์ ตามแนวพระราชด�ำริ ในรัชกาลที่ 9 พระพุทธรัตนสถาน เป็นหนึ่งในอาคารบริเวณสวนศิวาลัย ในพระบรมมหาราช วัง ภายใน มีภาพจิตรกรรมฝาผนังซึง่ พระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลย เดช ทรงพระกรุณาโปรดเกล้าฯ ให้กรมศิลปากรเขียนภาพจิตรกรรมฝาผนังใหม่ เพือ่ ให้ สอดคล้องกับภาพจิตรกรรมด้านบน เมือ่ พ.ศ. 2542 แล้วเสร็จเมือ่ ปี พ.ศ. 2547 โดย เนือ้ หาของภาพจิตรกรรมดังกล่าวจะเริม่ ตัง้ แต่รชั กาลที่ 4 ทรงสร้างพระวิหารพุทธรัตน สถาน และเหตุการณ์สำ� คัญในรัชกาลต่อมาจนถึงรัชกาลที่ 9 พระองค์พระราชทานแนว การท�ำงานและแนวลักษณะศิลปกรรมอย่างใกล้ชิด ทั้งด้านประวัติศาสตร์ ศิลปกรรม ราชประเพณี พระพุทธศาสนา ทรงแก้ไขภาพร่างทุกภาพอย่างละเอียดทุกขั้นตอน จิตรกรรมฝาผนังชุดนี้แสดงถึงพระมหากรุณาธิคุณต่องานศิลปะไทยเป็นอย่างยิ่งและ ถือเป็นหลักฐานของรูปแบบภาพเขียนที่มีลักษณะพิเศษเฉพาะในแผ่นดินรัชกาลที่ 9
