Since the incident involving a 3 - m e t e r- l o n g 2 0 0 k g crocodile spotted and caught just 100 meters of the shore of Bang Tao Beach in Phuket, the crocodile has been kept in a

large cement pit at a research center in Pa Klok, Thalang.

R e c e n t l y, M r. S a s i n Chalermlat the President of the Nakasatian Foundation (Foundation responsible for capturing the crocodile) shared on Facebook that they are not sure whether the crocodile is sad or not, but it has yet to eat food. A story from the Desert

T

here once were two adventurers who loved each other very much. They would travel from town to town together and one time they had to pass through a desert.

During the trip, both travelers would share conversation over many topics and one time there was a topic they could not agree upon and rather began to argue. The argument left one of the travelers so heated that he slapped the other man right in the face.

The man who received the hit was in much pain but he left no word in response. He rather gathered a stick from the path and wrote in the sand “Today, my beloved friend slapped me.”

Shortly after traveling a little ways further they found an oasis in the desert and decided to rinse off and take a rest from their long journey.

Then suddenly while bathing in the oasis the man who had been slapped by his beloved friend suffered a leg cramp and began to drown in the water. As soon as his friend recognized his distress he quickly swam over and rescued his friend from drowning.

As the man recovered from his distress he left no word of response but simply went and grabbed a knife from his bag and began to engrave a message in a nearby rock reading “Today, my beloved friend saved my life.”

The recovered man’s actions confused his rescuer so much that he had to ask “When I slapped you, you wrote in the sand, and now why have you engraved a rock?”

His friend then answered him saying “When a friend does us harm we write it in the sands so that over time the winds will blow and the memory will soon fade. But when a friend does us good we write it on the rock so that no matter how hard the winds blow, the memory may still never fade.”

Police Announce

“Updated Fining Format” allowing Accused to Appeal within 15 Days

N

ational Police Offices announce an update to orders to prevent officers from misusing the law, if the accused are really not at fault they can appeal within 15 days.

The National Police Offices recently announced the confirmation of a new order format active as of August 18th for orders both hand written and sent by postage.

The hand-written orders will now include a barcode to allow the scanning of fine charges at Krungthai Bank.

Also, extra spacings have been added giving detailed officer information and signing options for rejection, informed of accusation and denial of order in the case that the accused has done no wrong.

The accused will be given 15 days to appeal their case where after their case will be further evaluated. However, the new format of hand-written orders will not be active until December allowing officers to be properly training regarding the new format.

Phuket Installs Specialized Team to Stop Low-Capital Tours

P

huket installs specialized team to deal with lowcapital tours and potentially adjust tour price regulations from 1,000 Baht up to 2,000 Baht per person to balance tour pricing.

The vast number of low capital tour agencies have had a large impact on the balance of tour pricing. Therefore, causing tour value to decrease and ultimately hurt the tour industry. The Governor of Phuket recently installed a specialized team aimed towards solving this issue including 33 people. This team will investigate and gather information on low capital tours and report to the deputy Governor in order to find a possible solution.

Mr. Thaworn Kongkaew the Head Secretary of Phuket shared that low capital agencies, whether they are resorts, restaurants, shop owners are mostly from China, Korea and Russia. The problem is that these agencies take advantage of tourists by presenting low price tours that later reveal major extra costs.

Therefore, Phuket is creating a taskforce to handle problems caused but such agencies on a continual basis.

“Lastly, the Ministry of Tourism and Sports is currently considering adjusting the tour price regulation to allow for a higher tour standard that will require a tour pricing minimum of 2,000 Baht up from the current 1,000 Baht minimum.”

Now Open! Auto Passport Check Gate Starting in Suvarnabhumi Inter. Airport

ecently, the Immigration Offices have partnered with Suvarnabhumi Airport to open an automated passport check for foreigners known as a “Auto Gate”. The Auto Gate was first used by Singapore and now Singapore is considering allowing Thailand to use the auto gate as well. Singapore is also considering opening the service to a list of countries based on each country’s public stability.

Nattorn Protsunthorn the Head Commander of the Immigration Offices stated that the opening of the auto gate will be a solid way of using technology to help provide a solution to the overcrowded airports with Suvarnabhumi Airport being the first and soon every international airport such as Don Muang, Phuket and Utapao.

Stop the “Patong Hill Accidents” Start helping Local Business

here’s an interesting concept in the realm of political economics that is the “Boiled Frog Theory” introduced by the scholar Noel Tichy.

“Noel Tichy explained that economic crisis often gradually presents itself in such a manner that most people don’t notice until its too late. Its just like a frog in cold water, when the water slowly heats up the frog adjust itself accordingly with the increased temperature until the frog eventually dies.”

If an economic situation slowly presents itself over a long course of time and the business owners become numb to the subtle changes rather than change their strategies then they will find their businesses falling through at the point of no return.

Then they can adjust their strategies and plans to point in the right direction and be the frog that jumped out before the water heated up to its death.

Now if we look at Phuket’s current situation, statistics continue to reveal that Phuket’s tourism industry is growing with some numbers stating 12.5 million tourists per year and others showing 14.5 million.

To some degree I agree with Phuket’s solution to enforcebus and driver inspection and evaluation. However, I do not agree with the prohibited transport times which was

However the government wishes to solve the problem, go ahead, but don’t let the solution effect the local business owners revenue since they are really just trying to hold their head above water at this point!

ถ้ าสถานการณ์เป็ นไปอย่างช้ าๆ ค่อยเป็ น ค่อยไป ผู้คนโดยเฉพาะอย่างยิ่งผู้ประกอบ การที่ไม่มีความรู้สกึ ไม่ปรับเปลี่ยนธุรกิจ ไม่ คิดจะเลิกในสิง่ ที่ตนขาดทุน ทังๆ ้ ที่ไม่เห็น หนทางว่าธุรกิจของตนจะหยุดเลือดไหล หรื อ หยุดขาดทุนได้ อย่างไร มารู้ตวั อีกทีก็กลาย เป็ นธุรกิจที่เป็ นเอ็นพีแอล อาการหนักไปแล้ ว ไม่มีทางแก้ ไขอะไรได้ ภาวะเศรษฐกิจ ของประเทศไทยใน ขณะนี ้ ผู้ประกอบการและผู้บริโภคใน ประเทศไทยก�ำลังอยู่ในสถานการณ์ “กบ ต้ ม” หรื อไม่ ??? เป็ นค�ำถามที่น่าสนใจ เพราะรัฐบาล พยายามพูดว่าเศรษฐกิจ ก�ำลังจะฟื น้ ตัว ทังๆที ้ ่ยงั ไม่มีสญ ั ญาณอะไร เลยที่จะบ่งบอกว่า เศรษฐกิจก�ำลังจะฟื น้ ตัว ธุรกิจสื่อสารมวลชน โทรทัศน์ดจิ ิทลั สื่อ ออนไลน์ และอื่นๆ ก�ำลังประสบปั ญหาอย่าง หนัก ธุรกิจการส่งออกและอุตสาหกรรมที่ ต่อเนื่อง ก�ำลังจะประสบกับปั ญหาความอยู่ รอด แต่ก็ไม่ร้ ูตวั ยังชะล่าใจ เพราะทุกวัน ศุกร์ จะได้ รับฟั งแต่ขา่ วดี ข่าวปลอบใจ ทังๆ ้ ที่ สถานการณ์ความเป็ นจริ ง เป็ นไปในทางตรง กันข้ าม ภาคเอกชนและครัวเรื อน ถ้ าไม่อยาก เป็ น“กบต้ ม” ก็ต้องตื่นตัวอยูเ่ สมอว่าสถาน การณ์ปัจจุบนั ไปถึงไหนแล้ ว จะได้ ปรับกล ยุทธ์เป้าหมาย ปรับวิธีการ และมาตรการ ต่างๆ ให้ ทนั กับสถานการณ์ เหมือนกับ “กบ ในน� ้ำร้ อน” ที่จะต้ องกระโดดออกให้ ทนั ไม่ นอนตายอยูใ่ นน� ้ำที่คอ่ ยๆ ร้ อนขึ ้น มาดูเรื่ องราวที่ภเู ก็ต แม้ วา่ ตัวเลขการ เติบโตของการท่องเที่ยวบ้ านเรา ยังไปได้ ดี บ้ างก็วา่ มีนกั ท่องเที่ยวเข้ ามาปี ละ 12.5 ล้ าน คนบ้ าง 14.5 ล้ านคนบ้ าง เช่นเดียวกันกับ เรื่ องรายได้ จากการท่องเที่ยว ที่ยากจะยืนยัน ความชัดเจนว่าเท่าไหร่กนั แน่ บ้ างก็วา่ 2 แสน ล้ านบาท บ้ างก็วา่ 3 แสนล้ าน ตามแต่แหล่ง ข้ อมูลที่จะยกมาอ้ างอิง ขณะเดียวกัน ในส่วนของผู้ประกอบ การในพื ้นที่กลับมองว่า แม้ จ�ำนวนนักท่อง เที่ยวจะเพิ่มขึ ้น แต่ในแง่ของรายได้ จริ งกลับ ไม่กระเตื ้องขึ ้น เนื่องจากคุณภาพของนัก ท่องเที่ยวที่เข้ ามาเที่ยวภูเก็ต ไม่เหมือนเดิม จ�ำนวนที่เพิ่มขึ ้น เกือบทังหมดเป็ ้ นส่วนใหญ่ เป็ นนักท่องเที่ยวจากกรุ๊ปทัวร์ ต้นทุนต�่ำ พูดง่ ายๆ ก็คือ เป้ าหมายที่จะยก ระดับภูเก็ตเป็ นเมืองท่ องเที่ยวระดับพรี เมี่ยม หรื อระดับคุณภาพนัน้ นับวันยิ่ง ถอยห่ างจากความคาดหวังออกไปเรื่ อยๆ กลายเป็ น “ต้ มกบ” อีกรู ปแบบหนึ่งหรื อ ไม่ ? เป็ นค�ำถามต่ อทุกฝ่ ายที่เกี่ยวข้ อง ร่ วมกันหาค�ำตอบให้ ได้ โดยเร็ว

20 ปี ผ่ านไป ปั ญหาอุบตั เิ หตุใน บริเวณดังกล่ าว ยังคงเกิดขึน้ ต่ อเนื่อง อีก ทัง้ ยังมีความถี่เพิ่มขึน้ อีกด้ วย แต่ โครง การที่จะมาแก้ ปัญหาอย่ างแท้ จริง ยังคง เป็ นได้ เพียง “โปรเจ็คกระดาษ” เท่ านัน้ ในการแก้ ปัญหาเฉพาะหน้ า ผมเห็นด้ วย กับมาตรการ ให้ ตรวจความพร้ อมของสภาพ รถและคนขับ ที่จงั หวัดภูเก็ตก�ำหนดขึ ้น แต่ ไม่เห็นด้ วย กับการก�ำหนดเวลาห้ ามเดินทาง เฉพาะช่วงเวลา ซึง่ เป็ นมาตรการที่ออกเพิ่ม เติมตามหลังมาอีกระลอก เพราะเห็นว่า การ ก�ำหนดช่วงเวลาห้ ามรถบัส รวมถึงรถขนาด ใหญ่อื่นๆ นอกจากไม่ได้ เกี่ยวข้ องกับการแก้ ปั ญหาอุบตั เิ หตุที่เกิดขึ ้น แล้ วยังสร้ างผลกระ ทบต่อเศรษฐกิจและรายได้ ทงของประชาชน ั้ ทัว่ ไปและผู้ประการในพื ้นที่อีกด้ วย อย่างที่บอกไว้ วา่ คุณภาพของนักท่อง เที่ยว รวมทังพฤติ ้ กรรมการใช้ จา่ ยเงินของนัก ท่องเที่ยวในขณะนี ้มันไม่เหมือนเดิม คือมีนกั ท่องเที่ยวมากขึ ้น แต่การใช้ จา่ ยต่อหัวกลับลด ลงอย่างต่อเนื่อง ขณะที่ต้นทุนทังการท� ้ ำธุรกิจ และค่าใช้ จา่ ยในการครองชีพ ของประชาชน ในพื ้นที่ป่าตอง ก็พดู ได้ เต็มปากว่าสูงที่สดุ ของ ประเทศนี ้อยูแ่ ล้ ว..!! จะแก้ ปัญหาอย่ างไร ก็ว่ากันไปครั บ... แต่ อย่ าให้ กระทบกับ เศรษฐกิจ และราย ได้ ของคนในพืน้ ที่เลยครั บ ตอนนีเ้ พียง แค่ ให้ ทกุ คนประคองตัว ให้ พอที่จะให้ ยืน อยู่ได้ ไม่ ล้มเพิ่มขึน้ อีก ก็เต็มที่กันอยู่แล้ ว ครั บ... เจ้ านาย !!

Currently, the Philippines has 112 public institutions throughout the country that will open free enrollment in the upcoming school year.

“Hoiana Resort is in the Chu Lai Open Economic Zone in Gwang Nam in Central Vietnam. The project will cover 6,156 rai of land along 30 kilometers of shoreline whereas the construction plans will be completed in 7 phases. The entire project has gathered 4 billion USD in investment and is set to be finished in 2035.

The first phase began just last April and is set to be open for business during the first quarter of 2019. The first phase will include a variety services including 3 luxury hotels together providing 445 rooms and

200 condos, a Casino, Mall, Entertainment locations, bars, restaurant, golf course, water sports center and diving center.

The main companies investing in phase 1 are Vina Capital Group of Vietnam and Gold Yield Enterprises of whom are partners with Suncity Group Holdings in Macau as well as Hong Kong businessmen. These major investors have together put 89 million USD to get the project started.

However, there are still many other investors including Rosewood Hotels & Resorts builind luxury hotels and Robert Trent Jones II building a professional golf course.

Social World Calls for Crocodile Release continued from cover 1. First and foremost: the crocodile should be moved to a closed environment that is the most similar to its natural habitat in order to lessen stress on its health and provide best research.

2. L o n g t e r m : S t u d y various options for releasing the crocodile back into the wild in order to preserve crocodile wildlife since their numbers are on the endangered species list in Thailand.

3. T h e n u m b e r o f crocodiles in Thailand has continued to decrease causing much concern in the environmental sectors. Such concern has spread to the Department of Fishing in order to create a greater focus on sea creature conservation.

4. Educating the public on crocodile wildlife in Thailand is an important part in promoting conservation and even tourism.

Most recently, in the social world there has been a campaign driven on www.change.org to push the Department of Fishing to release the crocodile back into the sea with over 6,000 people listing their support.

Mr. Surasak Kanyajonrat the Minister of Environmental Resources shared that carrying out full research is the first

priority. The crocodile must be fully examined including a DNA test in order to establish whether it was previously a wild or tamed crocodile. Once the necessary information is gathered the department will be able to make the best decision towards conserving this endangered species.

hanyapura Sports and Wellness Center hosts 3rd Year King of the Mountain Train Run honored by a visit from Mr. Naraphat Plodthong, the Governor of Phuket.

The race was split into 3 legs including 4 km, 8 km and 15 km distances. Each leg takes a challenging adventure through the Prataew Park covering steep trails, beautiful green nature and even a waterfall.

However, heavy machinery has already dug an 8-meter path through the side of the hill to round the gap.

Mr. Phit believes that by partnering

with this sister city Krabi will be able to gain much needed experience in order to make Krabi hotsprings the best possible tourist destinations.

r. Darun Sangchai the Head Director of the Department of Airports revealed an investment budget set at 9.614 billion Baht to be used in years 2018 – 2020. Approximately 2.9 billion Baht will be allocated towards the expansion of the Kong Kaen Airport increasing its passenger capacity from 2 million up to 5 million.

Also, the Krabi Airport will receive approximately 6.7 billion Baht to create a 3rd terminal increasing the airports overall passenger capacity from just 4 million up to 8 million within the next 10 years.

Both projects are open for contract bids and are set for contract signing in February or March of next year.

ได้ อย่างมากมายจนเป็ นทีย่ อมรับของผู้ปกครอง และสังคมภายนอก”

he Feelsion Café has been serving delicious authentic coffee just since early July and has already become a big hit filling tables everyday.

The new coffee shop is located right near the entrance to SaphanHin behind the old H2O Pub. It can also be easily found if you look for the community library it is located on a small lane just across the street. You will find its quite easy to get to and there’s always plenty of parking as well.

Besides just coffee, the shop list a good menu of Thai treats to enjoy with your hot beverage. In fact, many Thai treats on the menu here can be quite hard to find at other Thai treat shops and especially coffee shops. However, if you swing in to Feelsion Café you can be sure to find the right treat to match your coffee of choice.

The Café is open from 10:30 – 20:00 every day except Wednesday. The drinks menu is of course complete and ready to serve, however the food menu may still be a bit more time as the kitchen is not quite finished.

e c e n t l y, S i n g a p o r e a n d Indonesia celebrated 50 years of partnership with Mr. Lee Sian Lung the Prime Minister of Singapore and President Joko Widodo of Indonesia presenting themselves at a press conference in Singapore. Both countries have seen great results from the partnership towards their national economy and are excited to see how the partnership further leads national development in the future.

Mr. Widodo shared that through

this partnership in digital economy development has been more than a benefit to society but really a necessity.

Since the future of the markets is digital it has more important than ever to aim investments towards technological advances in order to strengthen the economy for the long term.

Also, during this meeting, both national leaders were able to sign agreements regarding education, training and disaster relief as well.

คำเหลานีเ้ ริม่ เขามามีบทบาทในระบบไฟฟาของประเทศไทยอยางมาก แม ตนทุนการผลิตไฟฟาของพลังงานทางเลือกบางชนิดยังมีราคาสูงกวาตนทุน การผลิตไฟฟาของโรงไฟฟาหลักประเภทอื่นๆ เชน โรงไฟฟาถานหิน เทคโนโลยีสะอาด โรงไฟฟากาซธรรมชาติ โรงไฟฟาพลังน้ำ เปนตน แตปจจัยสำคัญที่สงผลใหประเทศไทยจำเปนตองหันมาใชพลังงาน ทางเลือก คือ ปญหาภาวะโลกรอนที่มีแนวโนมจะเพิ่มขึ้นอันเนื่อง มาจากก มาจาก าซเรือนกระจก (Greenhouse Gas : GHG) ซึง่ สวนใหญ คือ กาซคารบอนไดออกไซด (co2) อุตสาหกรรมผลิตไฟฟาที่ตองอาศัยเชื้อเพลิงฟอสซิลเปน เชื้อเพลิงหลักในการผลิตกระแสไฟฟาจะมีการปลอย กาซคารบอนไดออกไซดในปริมาณมาก ดังนัน้ เพือ่ การ กาวไปสูส งั คมคารบอนต่ำ (Low Carbon Society) และเปนแบบอยางของสังคมโลกทีก่ ลาวถึง

Mark Wahlberg named 2017's highest-paid male actor at $68 M

M

ark Wahlberg has been named the highest paid male actor in Hollywood, earning an estimated $68m in the past 12 months.

The annual list, assembled by Forbes, places the 46-year-old in top position after paychecks for Transformers: The Last Knight and forthcoming comedy sequel Daddy’s Home 2. Yet despite his earnings, the most recent Transformers film was a commercial disappointment, making $600m worldwide – the lowest performing installment yet. He’s just finished production on fact-based Ridley Scott drama All the Money in the World, alongside Michelle Williams and Kevin Spacey.

Last year’s top-ranked star, Dwayne Johnson, is in second place with $65m after leading the big screen adaptation of Baywatch. That film also underwhelmed, making just $58m in the US. Johnson also makes an estimated $650,000 an episode for his HBO comedy Ballers. He’ll next be seen in adventure reboot Jumanji and Rampage, an action adventure based on a video game.

His Fast & Furious 8 co-star, Vin Diesel, placed third with $54.5m and Adam Sandler was close behind, making $50.5m, thanks to his deal with Netflix. Marvel stars Robert Downey Jr, Chris Hemsworth, Samuel L Jackson, Jeremy Renner, Chris Pratt and Chris Evans are also featured on the list.

The top 10 also features four international actors: Jackie Chan, Shah Rukh Khan, Salman Khan and Akshay Kumar The list arrives a week after the highest paid female actors list, which saw Emma Stone placed on top with $26m. Her La La Land co-
