T
his is a story that has been passed down among many nations, languages and religions. As the story goes there were 3 best friends; fire, water and trust. One day all three met and spoke together. Fire spoke with her 2 friends saying “If I ever disappear, observe wherever there is smoke I’ll be there.” Water then spoke with her 2 friends saying “If I ever disappear, observe wherever there are lush green plants growing I’ll be there.” However, Trust spoke with her 2 friends saying “If I ever disappear… you’ll never see me again.” In real life… Fire resembles hope, determination and the strength to live life regardless of the falls and failures. You may rekindle a fire of determination many times over if you still maintain the smallest bit of inspiration (smoke). Water resembles love, warmth and comfort that always comes to bring life and happiness though mistakes and disappoints are bound to come along the way, there are always new sprouts of beauty turning up around each corner. However, trust is the foundation of relationship with one another whether it be your father, mother, child, lover, friend, boss or subordinate. If you lose trust in the relationship, you will never see them again. You must hold on to Trust the best you can.

Mrs. Patricia Mongkolwanit the Assistant Director of the Department of Revenue revealed that “the Department of Revenue has no policy referring employees to examine tax information and personal taxes and financials by phone. Rather if the Dept. of Revenue has any concerns or need of additional paperwork a letter of notification will be sent to the taxpayer individually. In the case that a taxpayer has overpaid their set amount, once all documents are fully evaluated the tax return will be undergone through the “Prompay” system registered through the taxpayers’ citizenship card number or by sending a bank check by under the name of the requester by mail. Taxpayer are in no way required to perform any transactions by ATM for tax returns. In the case that you as a taxpayer are contacted by phone and requested to perform such actions as mentioned, we encourage you to please not be fooled. For those who may still have concerns you may request more information at the Revenue Generation Information Center or dial 1161 the local Revenue Office or any branch located in Thailand during government work hours.

“The renovation of the domestic terminal is aimed towards increasing overall terminal capacity from 6.5 million passengers per year to 12.5 million. Currently, the domestic terminal renovations are limited as daily flight operations must continue accordingly. This has caused a great difficulty for airport operators to balance the heavy flow of travelers while proceeding with renovations.” According to passenger statistics for July 29th 2018, there were 65,469 total passengers which resembles an increase from last years numbers by 21.43% with total flight numbers up to 367 flights a 14.95% increase a record amount for Phuket International Airport. The Phuket International Airport sees the major concerns based on such numbers and therefore has rushed the fully operational date to June of this year and would like to apologize for such inconvenience and welcomes any form of criticism that help in continue the improvement of the airports services.

he World Electoral Freedom Index 2018 ranks Thailand 3rd from the bottom of the 198-country listing even lower than North Korea and China The Foundation for the Advancement of Liberty in Madrid revealed it’s World Electoral Freedom Index 2018 listing 198 countries based on the level of freedom given in democratic election, political development, speech rights in election and the influence of those speaking in the election. The listing stated the 3 countries with the most electoral freedom as follows; Ireland, Iceland and Switzerland while the 3 countries with the least electoral freedom fell on Thailand, Saudi Arabia and Brunei. wed by North Korea at 190th and China at 192nd. Countries listed in the Southeastern Asia Region include the Philippines at 41st, Timor-Leste at 60th, Malaysia at 125th, Indonesia at 126th, Myanmar at 169th, Singapore at 173rd, Cambodia at 175th, Vietnam at 180th, Laos at 182nd, Thailand at 196th with Brunei at the bottom at 198th.

Hong Kong passes law prohibiting the sales of elephant tusks products
British Embassy: Largest Land Deed Contract in Thai History
T
he Ministry of Foreign Affairs England has placed its name in a buy/sell land contract for the British Embassy in Bangkok a total worth of 19 billion Baht aimed towards reinvesting in foreign affairs.
The Commonwealth and Foreign Affairs Offices under the Ministry of Foreign Affairs England have revealed information regarding a buy/sell land contract for the British Embassy in Bangkok with Hong Kong Land investment partners with Jardin Mattison and Central Chains. Such contract has been recorded as the largest ever in Thai history while profits from such contract will be reallocated by England’s government towards the importance of national stability, health and safety. Therefore, the ambassadors and staff of the embassy will be relocated to the newly planned embassy set in AIA Satorn Tower for the year 2019. As for the United Kingdom Immigration offices, plans are set to move the Visa consultation sector from Bangkok to New Delhi, India as of June this year. However, the regular visa services for those requesting a visa while in Thailand are all as usual. Such applicants must first pass the online process before taking fingerprints and I.D photos and turning in all necessary documents at the Bangkok or Chiang Mai Offices.

he hunting of elephants, recently the Legislative Assembly of Hong Kong concluded the same law to prohibit elephant tusk sales making many conservationists around the world very happy. The members of the Legislative Assembly of Hong Kong voiced a high level of support towards new law against elephant tusk sales. The law will make elephant tusk sales illegal eventually causing a complete stop to such business. The law is set to be initiated within the next few months with the expectation to rid the country of such sales before the end of 2021. This has caused much excitement among conservationists and wild animal advocates all over the world since Hong Kong in the past has been the largest market of ivory products (made from elephant tusk) in the world with 90% of their clientele coming from China. Besides the prohibition of ivory sales in Hong Kong, fines on smuggling ivory into Hong Kong have been doubled to 10 million Hong Kong dollars or 40 million Baht or imprisonment of up to 10 years compared to the previous maximum of 2 years. The new law and fines expect to continue the lives of over 30,000 elephants in both Africa and Asia which are hunted and killed for ivory products every year.
ฮ่ องกงผ่ านกฎหมายห้ ามค้ างาช้ าง หลังจากที่จีนแผ่นดินใหญ่ได้ ออกกฎหมายห้ ามการค้ างาช้ าง เพื่อเป็ นการปกป้องช้ างจากการถูกล่าเพื่อเอางามาขาย ล่าสุด สภานิตบิ ญ ั ญัตขิ องฮ่องกงมีมติผา่ นกฎหมายห้ ามค้ างาช้ างเช่นเดียวกัน สร้ างความยินดีให้ กบั นักอนุรักษ์ ทวั่ โลก ส.ส.ในสภานิตบิ ญ ั ญัตขิ องฮ่องกงลงคะแนนเสียงสนับสนุนกฎหมายห้ ามค้ างาช้ างในฮ่องกงอย่างท่วมท้ น ซึง่ จะท�ำให้ การ ค้ างาช้ างในฮ่องกงกลายเป็ นสิง่ ผิดกฎหมาย และค่อยๆหมดไป โดยกฎหมายห้ ามค้ างาช้ างนี ้จะมีผลบังคับใช้ ในอีกไม่กี่ เดือนข้ างหน้ า และคาดว่าจะท�ำให้ ธรุ กิจค้ างาช้ างหมดไปจากฮ่องกงภายในปี 2021 ซึง่ ก็สร้ างความยินดีให้ กบั นักอนุรักษ์ และพิทกั ษ์ สตั ว์ป่าทัว่ โลก เพราะที่ผา่ นมาฮ่องกงเป็ นตลาดค้ าปลีกงาช้ างและผลิตภัณฑ์ที่ท�ำมาจากงาช้ างที่ใหญ่ที่สดุ ใน โลก โดยลูกค้ ากว่าร้ อยละ 90 มาจากจีน นอกจากการค้ างาช้ างก�ำลังจะกลายเป็ นสิง่ ผิดกฎหมายในฮ่องกงแล้ ว โทษของการลักลอบน�ำเข้ างาช้ างเข้ ามาในฮ่องกงก็ เพิ่มขึ ้นด้ วย โดยผู้ลกั ลอบน�ำเข้ างาช้ างจะมีโทษปรับเป็ นเงิน 10 ล้ านดอลลาร์ ฮอ่ งกง หรื อราว 40 ล้ านบาท มากกว่าเดิม ถึงหนึง่ เท่าตัว หรื ออาจถูกจ�ำคุกนานสูงสุดถึง 10 ปี จากเดิมที่มีโทษจ�ำคุกสูงสุดเพียง 2 ปี ซึง่ การปิ ดตลาดค้ างาช้ างที่ถกู กฎหมายของฮ่องกงจะช่วยต่อชีวิตช้ างกว่า 3 หมื่นตัวในแอฟริ กาและเอเชียจากการถูกล่าเพื่อฆ่าเอางาในแต่ละปี
However, though the embassy is set for relocation, the portrait of Queen Victoria of England will be reserved in its place. The original British Embassy location on Witayu Rd in Bangkok built in 1922 and has required a large budget for repairs and preservation.

ank of Thailand issued a circular today asking the financial institutions to refrain from doing any business involving cryptocurrencies, as their suspicions of cryptocurrencies grow into a real fear of the possible problems with trading in an unregulated market. The central bank clearly instructs other national banks not to engage in any transaction if it involves: investment or trading in cryptocurrencies for both financial institutions and retail clients, offering cryptocurrency exchanges, or to provide a cryptocurrency trading platform. It further ordered the banks to deny its customers to use their credit cards to purchase cryptocurrencies. It also barred financial institutions from advising their customers to invest or trade in cryptocurrencies.

atong Beach in Katu, Phuket is 1 of 24 beaches in 15 Provinces supporting cigarette free ditches by the Department of Sea and Beach Resources under the Ministry of Environmental and Natural Resources. The measures where initiated in accordance with the Ministry’s laws set towards standardizing beach cleanliness which will become affective as of February 1st 2017. Before the law is made affective, public announcement was made to inform business owners, tourist and citizens in the area during the past 90 days from November 1st to January 31st. Such announcements listed penalties to be enforced on offenders of up to 1 year in prison and/ or fines up to 100,000 Baht.

huket Street Art Season 2 presented the work of 3 kids of different nationalities who painted 10 different wall murals throughout Phuket Town that reflect the culture, lifestyle and cuisine of Phuket. The Phuket Street Art project has focused on giving opportunity to over 20 local Phuket kids all of which have graduated from Fore Studio and are continueing their studies in Bangkok. The students joined together to present their creative art in every detail including the concepts, sketches and final drawing. Also, the event was led by 3 kids of Thai, Chinese and Islamic background who further explained the culture, lifestyle and cuisine that is portrayed in each piece of artwork. This is because Phuket is very rich in national diversity and culture. At Caffeine Shop next to Thai Hua Museum on Dibuk Rd there was a full presentation of the many varieties of local Phuket treats and desserts with “Oh Aew” a picture of one of the 3 kids’ favorites. At the head of Thalang Rd there were also classic motorbikes from the old times on display. The event also introduced traditional Phuket wedding ceremony fashion and customs as well. The last presentation was that of Phuket’s traditional Vegetarian customs which were displayed near the Patiphat/Krabi Intersection and Mae Yan Nang Shrine.

20 ปี ที่ว่างเปล่ า คนไทยเป็ นคนฉลาด มีความคิดดี ประเทศไทย มีคนคิดโครงการดีๆ เยอะแยะมากมาย แต่คอ่ น ข้ างโชคร้ ายที่เวลามีโครงการดีๆ เป็ นประโยชน์ ต่อประเทศมหาศาล ถูกเสนอเข้ ามา ฝ่ ายค้ าน นักวิชาการ NGO นักประท้ วง สื่อมวลชน จะ ร่วมกันคัดค้ าน ถกเถียงกันไปมา ทะเลาะเบาะ แว้ งกัน ไม่มีใครยอมใคร เก่งหมดทุกคน... กว่า จะหาข้ อสรุปได้ ก็ใช้ เวลา 20 ปี !! ต่างกับคนมาเลย์ ที่คิดอะไรไม่คอ่ ยเป็ น เราจึง ไม่ต้องคิด ให้ เสียเวลาเราเพียงแค่คอยชะเง้ อ มองประเทศไทย ดูวา่ คนไทยก�ำลังคิดอะไร ใคร
เสนอความคิดอะไรแปลกๆใหม่ๆ เป็ นโครงการ ที่ดี มีประโยชน์ตอ่ ประเทศชาติ... คนมาเลย์จะ เอาโครงการนันมาท� ้ ำทันที!! มาเลย์ท�ำจนเสร็ จ ใช้ งานได้ แล้ ว ประเทศไทย ยังทะเลาะกัน ยังถกเถียงกันไม่เสร็ จเลย นี่คือ เหตุผลว่า ท�ำไมมาเลเซียถึงเจริ ญเร็ วกว่าไทย ข้ อความที่หยิบยกมาเป็ นเรื่ องโจ๊ ก ส�ำหรับเล่า คลายเครี ยดแพร่หลายในหมูน่ กั ธุรกิจย่านอา เซี่ยน ที่ผมได้ ยินมานานแล้ ว แม้ จะออกตัวกัน ว่าเป็ นเรื่ องโจ๊ ก แต่ส�ำหรับคนไทยฟั งเรื่ องนี ้ที ไรหัวเราะไม่ออกร้ องไห้ ไม่ได้ เพราะเนื ้อหามัน สะท้ อนภาพลักษณ์การบริ หารจัดการราชการ ตอง” เพือ่ แก้ ปัญหาอุบตั เิ หตุบนเส้ นทางกะทู้-ป่ า แบบไทยๆ บ้ านเราได้ อย่างถึงรากถึงแก่น ตอง ทีเ่ กิดขึ ้น 300-400 ครังต่ ้ อปี มีประชาชนและ ฟังโจ๊ กเรื่องนี ้ทีไร ผมคิดไปถึงโครงการ “อุโมงค์ป่า นักท่องเที่ยวบาดเจ็บ และเสียชีวิตเป็ นจ�ำนวน มาก เนือ่ งจากเป็ นเส้ นทางคดเคียว และมีความ ลาดชันสูงตามสภาพภูมปิ ระเทศทีต่ ้ องผ่านแนว ภูเขาสูงที่ทอดตัวยาวขวางแนวชายฝั่งตะวัน ตกของตัวเกาะภูเก็ต ซึง่ เป็ นแหล่งท่องเที่ยวที่ ส�ำคัญๆ และมีชื่อเสียงของภูเก็ต อย่างหาดป่ า ตอง, กะตะ-กะรน และ กมลา แนวคิดในการก่อสร้ าง “อุโมงค์ป่าตอง” ซึ่งมี มูลค่าการก่อสร้ าง 4.6 พันล้ านบาทในขณะนัน้ ได้ รับการผลักดันอย่างแข้ มข้ นโดยคุณพ่อของ ผม นายเปี่ ยน กี่สิ ้น อดีตนายกเทศมนตรี เมือง ป่ าตอง ร่วมกับส่วนราชการและภาคเอกชนที่มี วิสยั ทัศน์มองการณ์ไกลในยุคนัน้ ซึง่ นับเวลาย้ อน หลังไปได้ อย่างน้ อยก็ตงแต่ ั ้ ปี 2540 “ขณะทีค่ นภูเก็ตคิดโครงการเจาะอุโมงค์ป่าตอง เพื่อสร้ างความปลอดภัยในการคมนาคมของ ประชาชนและเสริมสร้ างภาพลักษณ์ด้านความ ปลอดภัยให้ กบั ป่ าตอง และจังหวัดภูเก็ต ที่เกิด ขึ ้นแทบจะพร้ อมๆ กันคือ ดร. มหาเธร์ นายก รั ฐมนตรี ของมาเลเซียในขณะนัน้ ประกาศ ยุทธศาสตร์ ในการพัฒนาเกาะลังกาวี ด้ วยการ ก�ำหนดให้เกาะแห่งนี ้เป็นเกาะสวรรค์ของการท่อง เที่ยว เทียบชันภู ้ เก็ตที่ก�ำลังมาแรงในขณะนัน” ้
แต่กว่าจะหาข้ อสรุปกันได้กเ็ สียเวลาไปเปล่าๆ 20 ปี แถมราคาค่าก่อสร้ างก็ขยับจาก 4.6 พัน ล้ านบาท เพิม่ เป็ น 1.3 หมืน่ ล้ านบาท กว่าจะ ลงมือก่อสร้ างโครงการจริ งๆ ไม่ร้ ูวา่ จะขยับ เพิ่มไปอีกเท่าไหร่ ... นี่แหละประเทศไทย ของเรา “โครงการอุโมงค์ป่าตอง ทีล่ า่ ช้ าเพราะวงเงิน งบประมาณทีจ่ ะใช้ คอ่ นข้ างสูง และมีผลกระ ทบตามมาในหลายๆด้าน จึงต้องพิจารณากัน อย่างรอบคอบ” ผมก็พอจะเข้ าใจได้ แต่กรณี “การแก้ กฎหมายขยายเวลาให้ บริ การของ สถานบันเทิงย่านหาดป่ าตอง จากตี 1 เป็ น ตี 3” ที่เรี ยกร้ องกันมากว่า 20 ปี เช่นกัน:ซึง่ กรณีนี ้สามารถแก้ ปัญหาด้ วยวิธีการบริ หาร จัดการโดยภาครัฐ ในเรื่ องของการก�ำหนด กฎหมายให้ สอดคล้ องกับสภาพเศรษฐกิจ และบริ บทของแต่ละพื ้นที่ให้ เหมาะ ก็ไม่มี ความคื บ หน้ า ใดๆ เกิ ด ขึน้ ทัง้ ที่ เ ป็ น เรื่ อ ง สร้ างรายได้ ให้ กบั ประเทศ และเป็ นการแก้ ปั ญหาการทุจริ ตคอรัปชัน่ ในระบบราชการ ทีฉ่ ดุ รัง้ การพัฒนาประเทศตังต้ ้ นเหตุด้วยซ� ้ำ หรื อ ว่ า “เวลา” ของประเทศนี ม้ ั น มี อ ยู่ เหลือเฟื อ จึงถูกปล่อยให้ สญ ู เปล่าอยูต่ ลอด เวลา...!!

20 ปี ผา่ นไป ปัจจุบนั เกาะลังกาวีกลายเป็ นแหล่ง ท่องเทีย่ วทีส่ ำ� คัญและสร้ างรายได้มหาศาลให้ กบั มาเลเซีย แต่อโุ มงค์ป่าตองของบ้ านเรา ยังคงเป็ น เพียงโปรเจ็กกระดาษที่วา่ งเปล่า!!! ขณะที่ข่าวคราวล่าสุดของอุโมงค์ป่าตอง ก็ยงั อยู่ในขันลู ้ กผีลกู คน ไม่มีความชัดเจนแน่นอน โดยมีขา่ วแพลมออกมาว่า “กระทรวงคมนาคม ก�ำลังทบทวนความเหมาะสมของโครงการนี ้ เนื่องจากเป็ นโครงการที่มีระยะทางสัน้ ขณะที่ ใช้ เงินลงทุนค่อนข้ างสูงจากค่าก่อสร้ างและการ เวนคืนทีด่ นิ จึงหวัน่ เกรงกันว่าอาจจะไม่มเี อกชน สนใจทุน แต่ก็ยงั ต้ องลุ้นกันต่อไป เพราะข้ อมูล อีกด้ านหนึง่ ระบุวา่ โครงการนี ้แม้ จะมีวงเงินสูง ถึง 1.3 หมื่นล้ านบาท แต่ก็มีผลตอบแทนทาง เศรษฐกิจ(EIRR) มากกว่า 12% ถือว่าคุ้มค่า ต่อการพัฒนา และจะยกเลิกไปเฉยๆ คงไม่ได้ เนื่องจากคณะรัฐมนตรี ได้ เห็นชอบในหลักการ แล้ ว ดังนัน้ เพื่อจูงใจเอกชนให้ เข้ ามาร่ วมทุน มากขึ ้น อาจต้ องใส่ข้อเสนอเพิ่มเติมในเอกสาร ประกวดราคา(TOR)” ในความเห็นของผม“ทุกชีวติ ล้ วนมีคณ ุ ค่าเสมอ” เรื่องของการสร้ างความปลอดภัยให้ กบั ประชาชน และนักท่อเทีย่ วถึงจะแพงแค่ไหน แต่กย็ งั คุ้มค่า ส�ำหรับการลงทุนเพื่อสิง่ นี ้ ก็อย่างที่วา่ ไว้ ข้างต้ น ความคิดดีๆ นะมีอยูเ่ ยอะ

Police in Chinese are using Facial Recognition Glasses to help catch the criminals

hina is considered having the highest popularity in the world. This makes police task is even more harder. However, to make things better, police department has recently invented a new technology called Facial Recognition Glasses. This glass can help recognize the suspect’s faces and compare it the police data base, which police have been using them in the rush and crowded area such as train stations. Facial Recognition Glasses looks like a normal glass, but they are using
Google Glass that have camera inside, which can automatically detect a person face within a few second. It works by measuring the face width and height plus other details, and them match them with the police data base by using Cloud system without using any internet connection. The glasses were first experimented last year in Zhengzhou train station and were able to help police arrest 7 significant criminals and 26 others unidentified persons and suspects.

The Philippines bulldozes multiple Smuggled Cars

he Philippines has had a bit of a problem with people smuggling cars into the country without paying taxes. So to make a point, it just crushed a whole bunch of confiscated cars by driving over them with a bulldozer. After seeing the tax-free dreams laid waste before him, Philippine President Rodrigo Duterte (perhaps most internationally famous for going on a murderous campaign of extra-judicial executions) was reported by Reuters to have instructed his officials to “give it to the buyer of steel.” euters did not immediately say whether or not the comment was followed by a big, hearty movie villain laugh: The Bureau of Customs seized
$2.93 million worth of smuggled vehicles last year, part of the $866 million in seized goods, government data showed. “It does not pay to evade taxes in the Philippines so might as well stop trying, because you will never succeed,” Duterte’s finance minister, Carlos Dominguez, told reporters before letting diggers loose on 20 slick-looking vehicles at a Manila port. A further 10 were simultaneously destroyed in ports in the southern cities of Davao and Cebu. The 20 cars selected for public destruction ranged from that slick C3 Corvette above, to BMWs and Jaguars. Vehicle smuggling is a big problem in the Philippines where car taxes can go as high as 50 percent for cars valued over approximately $77,000.

ao Na Yak is located on Thai Muang Beach under the authority of Kao Lam Pi – Thai Muang Beach National Park Phang Nga. It is also located near Tha Din Dang village which is home to one of Phang Nga’s most flourishing mangroves. The peaceful mangrove is over 13 km long with soft white sand and blue-green waters. The Kao Na Yak area has very clear water with unique rock formations and a great view of the dazzling sea waters. On top of the beautiful scenery, there are also plenty activities for the adventurer such as an hour kayaking trip through the mangrove, a coral reef scuba dive with a potential visit of leatherback sea turtles during the months of October to December.
