MESSAGE FROM THE DIRECTOR

When I look back on 2022, I am filled with great pride in a staff who showed resilience to continue to give the community their best.

From hosting an internationally televised event, the 122nd U.S. Women’s Amateur Championship at Chambers Bay Golf Course in concert with the Kite Festival, to rebuilding a county-wide Adventure Within Reach program to serve residents with developmental and cognitive disabilities, to offering a newly redeveloped “Spana’Jam” festival and everything in between — everyone worked diligently behind the scenes to ensure the experience of our guests was pleasant and memorable.

In a year of staff and supply chain shortages, of change and instability, Parks staff delivered on our commitment to keep parks safe, clean and accessible. Programs were expanded and our sites hosted gathering upon gathering, as families celebrated life’s milestones together.

The data in this 2022 report reflects our commitment to good stewardship of the park resources we have been entrusted with. We not only care for 1,800 acres of developed properties, but we also protect over 3,000 acres of natural lands. The public investment in capital development is at a historic high, and you will see that projects, small and large, are being developed across the park system and will continue to be seen over the next decade.

Our mission includes helping people live active, healthy lifestyles, to connect with and learn within nature, and to socialize and make memories within our vibrant community gathering places all of which have never been more necessary for physical and emotional well-being.

Thank you to our supporters, partners, volunteers, guests, voters and friends for working alongside us to make Pierce County Parks a large reason why the Puget Sound is a place we are all proud to call home.

2022 US WOMEN’S AMATEUR

Champion golfer Saki Baba of Japan, withstood the endurance test of 108 holes of golf throughout the weeklong event resulting in her victory. Chambers Bay is now the first municipal course to host all three of the original USGA Championships, including the 2022 US Women’s Amateur, 2015 US Open, and 2013 US Men’s Amateur.

The West Region experienced a record-setting year in 2022, with more than 18,000 residents attending 15 community events. Some of the most popular events included the Annual Family Campout, Run the Fun 5k Series, the 7th Annual Kite Festival, Kidz Kraze, and the first-ever Bark by the Bay event. Chambers Creek Regional Park also became known as a premier crosscountry site, attracting an additional 14,000 people to the park to watch or participate in local high school and collegiate competitions.

Chambers Bay Golf remains one of the nation’s top public courses and hosted the 2022 U.S. Women’s Amateur, the fourth national championship and third USGA event to take place at Chambers. The event attracted 156 players from 34 states and 13 countries, as well as more than 3,100 spectators. This prestigious event further solidified the course’s reputation as a world-class venue.

The Lakewood Community Center offers Specialized Recreation programs and rentals, such as Special Olympics Sports, fitness classes, social groups, special events, and art programs. It is situated near the 48-acre Seeley Lake Park and Trail, which offers more options for outdoor activities and recreation.

The Kite Festival returned for its 7th year as a two-day event at CCRP, with over 7,000 people in attendance. The Pierce County Kitefliers Association displayed their giant demo kites for the crowd’s enjoyment and handed out 500 free kites. Attendees flew their own kites, enjoyed an assortment of food trucks, and were in awe of the spectacle of inflatables bringing color and life across the meadow.

RUN THE FUN 5KS

Golf Turnstand: Completed conceptual design and cost estimating for a new, permanent turnstand at the golf course.

Art Installation: A new art installation was constructed at the Central Meadow. The structure, titled Swoon, allows lovers to declare their devotion by placing a lock on the art piece.

Canyon Trail: Completed 60% design and engineering on the bridge and trail, which will ultimately lead hikers to the water’s edge.

Lakewood Community Center

Building Improvement Study: Completed long-term study providing cost estimates and a phasing plan for renovations including roof, building envelope, HVAC, seismic, and interior upgrades.

Seeley Lake

Trail Restoration: Trail restoration and native replanting is being done in partnership with the City of Lakewood. Improvements planned for 2023.

The Run the Fun Series consisted of four uniquely themed 5ks throughout the year at different trails in the County and offered virtual and inperson registration options. Over 900 people participated in the Donut Dash, Chase the Rainbow Run, Zombie Run, and Reindeer Run.

The Central Region continues to thrive with fun and accessible programming for Pierce and neighboring county residents and visitors to the Puget Sound area. Spanaway Park hosted a variety of public and private events, including Spana’Jam — a new community event that attracted 4,000 attendees to enjoy food trucks, live music, and a classic car show. Plus, Lake Spanaway Golf Course hosted more than 36,200 rounds in addition to being a co-host with Chambers Bay for the 55th Annual Puget Sound Amateur tournament.

Sprinker Recreation Center is the regional hub for figure skating, ice hockey, softball, baseball, tennis, rock climbing, and cyclocross events. Some of our most popular attractions included the free Touch-ATruck event, May Blades ice competition, and the always popular Ice Bumper Cars, which brought 10,660 people to bounce and bump on ice. Sprinker and Spanaway Park continue to be Pierce County’s holiday destination. From Thanksgiving weekend to New Year’s Eve, nearly 180,000 people came to the region to see Spanaway’s annual Fantasy Lights drive through holiday show and experience the magic of ICE Lights at Sprinker.

OUTDOOR LIFE

The Outdoor Leadership Instruction and Field Experience (LIFE) program grew in 2022. Grants were secured to expand the program to students of Franklin Pierce Schools, and Summer LIFE field trips and activities were offered to local teens.

SUMMER COOL CAMP

Constructed a new playground with an ADA swing, climbing structure, slides, musical instruments and ADA benches.

Orangegate Park & Pipeline Trail

Completed a master plan with public outreach, conceptual design, cost estimating and a grant application for design and construction. Pipeline Trail design was completed and permits were submitted for this 1.6-mile section of trail from 72nd ST E and Waller Road to Orangegate Park.

Parkland Trail

Design moved to 90%; final properties needed for the trail are under contract to be purchased.

Spanaway Regional Park

Sprinker Recreation Center Building Improvement Study: Public outreach to identify priorities and inform conceptual design and cost estimating for major renovations advanced in 2022.

Sprinker Recreation Center outdoor improvements: Completed design, engineering and permits for a spray park, playground, fitness court, futsal court, event lawn, 2 artificial turf fields, renovated basketball court, restroom and parking. Construction starts 2023.

Sprinker Recreation Center Team Rooms: Completed design, engineering, and permits and began construction on the new team rooms.

Our fantastic ice professionals put on multiple events in 2022 including Summer Cool Camp, where youth can learn to skate in just one week! The Summer Cool Camp included skate rental, t-shirt, on-ice skill instruction, off-ice classes, introduction to hockey, supervised practice times, broomball, on-ice games, and Ice Bumper Cars!

The South Region is home to some of Pierce County’s fastest growing communities. Our naturally beautiful parks and facilities welcomed over 900,000 visitors in 2022. Some events offered to residents included the annual Barn Yard Sale, the first dog-friendly Pooch Pawty, Haunted Headlights, and several holiday markets. The biggest event of the year in the region is the annual Pierce County Fair hosted at Frontier Park. The Fair saw a significant rise in attendance in 2022 with over 20,000 people coming through the park in 4 days to enjoy food, fun, games, and an amazing talent of animal displays thanks to local 4-H organizations.

The Nathan Chapman Memorial Trail, connecting the Heritage Recreation Center to South Hill Community Park, saw increased trail usage of nearly 50% as compared to 2019. Heritage Recreation Center is managed in partnership with the Puyallup School District and has tournament level sports facilities, including baseball, softball, soccer, and lacrosse fields.

The Meridian Habitat Park and Community Center offer an event lawn, nature-themed playground, outdoor amphitheater, off-leash dog park, wetlands, and a pond. This park hosts car shows, family reunions, weddings, and leisure classes.

HERITAGE RECREATION CENTER

Trail and culvert reconstruction was completed following damage from a 2021 creek washout. The new culvert is larger and large woody debris was added to the stream system to assist with habitat and water flow.

ADA pathways: Design and engineering of ADA pedestrian circulation routes around buildings was completed. 2023 construction is anticipated.

Horse Arena: New curbing, footing and fencing was installed at the main horse arena.

Potable Water System: An assessment of the water system was completed, resulting in 30% design and cost estimates for future improvements.

Half Dollar Park

Completed a master plan for the park with public outreach, conceptual design, cost estimating and a grant application for design and construction.

Meridian Habitat Park

Completed design and engineering of phase 4 outdoor improvements including parking, lighting, entry improvements and the addition of a large group event picnic shelter with lighting.

Heritage Recreation Center is one of the most sought-after sports venues in the South Puget Sound area, hosting school and community competitions on grass and turf fields. In addition to the 56,000 athletic participants, the site host runs, special events and neighborhood walkers.

The Foothills National Regional Trail is a 21-mile-long, 12-foot-wide asphalt trail, primarily built along an old railroad bed, designed for foot traffic, human-powered vehicles, and equestrian use. Pierce County Parks has been working on extending the trail from Cascade Junction Bridge to Carbonado by evaluating the feasibility of the undeveloped trail section and gathering community feedback. In 2022, the Foothills Trail hosted 24 runs and events, ranging from large events like the Rainier to Ruston with 1,132 attendees to 5k fun runs with 140 attendees.

North Lake Tapps Parks continued to see high demand, especially on sunfilled days. Over 42,000 visitors played on the newly updated bulkhead and peninsulas May through September.

To the southeast of the Foothills Trail, Pierce County Parks stewards more than 1700 acres in the Carbon River corridor, located northwest of Mount Rainier National Park. Many backcountry visitors to the area are unaware of the historical mining dangers that exist. In partnership with the Federal Office of Surface Mining Reclamation and Enforcement (OSMRE), Pierce County Parks was able to close a 14-foot wide and 800-feet deep air shaft from an abandoned mining fan house. OSMRE and Pierce County Parks will continue to work together to make the Carbon Valley a safer place to recreate.

$76K+ GRANT FUNDS FOR CONSTRUCTION to improve safety at an abandoned mining site near Carbonado.

The foothills dash returned in 2022 and welcomed 142 runners of all ages and abilities. The race featured a 5k, 10k, and half marathon. The run began at Orting Main City Park and followed one of the most scenic sections of the trail for unobstructed view of nearby Mount Rainier, traveling along the Carbon River, upstream through farmland and forest.

SWIMSAFE CAMPAIGN

Completed environmental studies and cost estimating for a north entry route through 126th ST E. Completed a forestry plan for habitat improvements and commissioned studies to stabilize and improve 134th St E for logging, emergency and maintenance vehicle access.

Carbon River Corridor Action Plan

Completed the plan with federal, state, local and private landowners to identify actions to improve conditions and access in the Carbon River Corridor. The County Council adopted the plan.

Foothills Trail

Puyallup Trailhead Expansion: Design was completed for an expanded trailhead at East Puyallup to include 81 parking stalls, ADA compliance with restrooms, signage, lighting, landscaping and drainage.

Cascade Junction to Carbonado: Began stakeholder discussions and analysis of trail challenges and alternatives to the Wilkeson Creek Canyon area. Alternate routes have been identified for further analysis.

White River Bridge: Finalized an interlocal agreement with King County for a bridge extending across the White River.

The SwimSafe program is a free water safety program focused on teaching the public the basics of water safety and swimming skills through a combination of videos, signage, classroom instruction and training. New signage and a life jacket station were installed at North Lake Tapps Park.

SPECIALIZED RECREATION

Adventure Within Reach (AWR) provided a wide range of specialized programs for participants in 2022, including recreational bowling, fitness classes, social groups, special events, and art programs. The most popular activities were the art program, dinner and a movie, low-impact aerobics, and Special Olympics.

The Special Olympics program grew throughout the year, and teams participated in various sports such as track, soccer, golf, softball, bowling, flag football, basketball, and cheerleading. Additionally, AWR expanded its services by partnering with Metro Parks Tacoma and added three new cities to the program — Puyallup, Sumner, and Lakewood.

NATURAL LANDS

The Natural Lands Program provides stewardship to natural areas, such as Resource Conservancy parks and undeveloped open space within Pierce County Parks’ system. The Natural Lands team assesses and improves natural areas for passive recreation, protects forest health and connects the public with nature. This includes trail design and construction, habitat restoration, and vegetation management for public safety.

Frontier Park: Constructed and improved a mile of new trail, to include a new boardwalk built to equestrian standards.

Meridian Habitat Park: Constructed 0.3 mile of new trail through a previously inaccessible forested area; completed design of a new outdoor education learning area.

Habitat Plantings: Installed habitat plantings at three park sites to diversify wildlife habitat.

Invasive Control: Intensive invasive removal targeted knotweed and yellow-flag iris within Spanaway Creek.

Programming: Welcomed two Volunteer Stewards to Parkland Prairie and Spanaway Park, continued hosting monthly Pitch in for Parks programs, and gave away over 700 trees to Pierce County residents as part of the Free Tree program.

CONSERVATION FUTURES

Acres conserved in 2022

The Conservation Futures Program preserves open space, wetlands, shorelines, fish and wildlife habitat, farms, forests, and prairies to benefit Pierce County residents now and into the future. The program strives to contribute to a high quality of life as Pierce County continues to grow in population.

The program closed 5 projects and conserved 371 acres including: Hunter Farm, Graham; Pink Moon Farm, Graham; Franz Farm, Roy; Kaukiki Farm, Key Peninsula; and Minter Creek, Key Peninsula.

The Citizens’ Advisory Board (CAB) also worked throughout 2022 to review and update the Conservation Futures Code. The CAB met from February through October diligently discussing program improvements focusing on increasing efficiency, providing greater equity, and revising for general program improvements and clarity. The code is anticipated to be adopted by County Council in early 2023 and in effect for the 2023 Conservation Futures award cycle.

IMPROVING ACCESSIBILITY

In 2022, Parks completed design and engineering for 700+ system improvements to be constructed in 2023 ensuring 5 park sites will be fully compliant with federal ADA requirements. Park sites include Spanaway Lake, Frontier, Foothills Trail, Ashford, and Meridian Habitat Park outdoor facilities.

ABOUT THE PARKS DEPARTMENT

The Parks and Recreation Department maintains over 5,200 acres at 44 park sites, including three recreation centers, a sports complex, ice rink, skateboard park, two boat launch sites, two golf courses, trail corridors, a disc golf course, and a large number of passive open space sites through Pierce County’s Conservation Futures system. We also offer a variety of special events, programs and activities for all ages and ability levels.
