WHAT IS A COOP? A Continuity of Operations Plan (COOP) outlines the activities our department will perform to ensure our essentials functions will continue. We have operations that must be performed, or quickly resumed, in an emergency. It is with this mission in mind that the Pierce County Auditor’s Office has developed a COOP. While we cannot predict the type of emergency situation, we can mitigate the impact of the emergency on our staff, our facilities, our mission, and ultimately the public.


Important Emergency contact Information COMMUNICATION IN AN EMERGENCY How to get information in the event of an emergency: • Sign up for PCWARN for the most up-to-date information. Then, check for updates. • Call 253.798.3100. • Check the Pierce County website: www.piercecountywa.org • Managers – After speaking with the Auditor or Deputy to coordinate efforts needed, access Everbridge to message essential staff Do I report to work during an emergency? • Step One: Check for a PCWARN message or call 253.798.3100 to determine if an emergency is declared. • Step Two: The Auditor, Deputy, or appointee will determine which, if any, essential staff need to report to work. We will communicate instructions by text, phone and/or email.

GO KITS What is a go kit? • It’s a drive-away kit that contains different resources for each of the essential functions. For example, voter registration staff should have voter registration forms in their kits, while marriage license staff should have license applications and certified stamps. Where are they located? • Clear Zone facility at 10901 34th Ave. South, Lakewood, 98499. Access requires a key and code. Who has access to the kit in the event of an emergency? • The Recording & Licensing Manager and Elections Manager have a key if the office is inaccessible. Otherwise, there’s a key in the AA4 key box. Should I prepare a home ready kit? • Absolutely! You are expected to have an adequate emergency preparedness kit for yourself and your family. If you’re not prepared, any attempt to put a COOP into operation after a wide spread emergency will only be partially successful.

MISSION ESSENTIAL PERSONNEL How do I know if I’m considered essential personnel? • Mission essential personnel are necessary in order to function. Administration management, supervisors, specialists and leads may be deemed essential depending on the severity of the emergency and the timing of the event. Check the Staff tab in the COOP booklet to reference what services are essential and required staffing.


PROMULGATION STATEMENT A Continuity of Operation Plan (COOP) is defined by FEMA “as the activities of individual offices and agencies and their sub-components to ensure that their essential functions are performed. This includes plans and procedures that delineate essential functions; specify succession to office and the emergency delegation of authority; provide for the safekeeping of vital records and databases; identify alternate operating facilities; provide for interoperable communications; and validate the capability through tests, training, and exercises.” 1 The COOP for the Pierce County Auditor’s Office is one portion of the county’s global Continuity of Government Plan (COG). The COG provides guidance for the continuity of leadership and continuation of essential governmental functions to ensure the safety of the citizenry, reduce disruptions to government operations, and minimize damage and losses to property. The Auditor’s Office has operations that must be performed or rapidly and efficiently resumed in an emergency. Therefore, this COOP is established to mitigate the impact of the emergency on our staff, our facilities, our mission, and ultimately, the public. This plan works in conjunction with 2021 Pierce County Consolidated COOP Tool V1.3_Functions, which outlines the plan in more detail. A disaster/incident situation, for the purposes of this document, occurs when any significant portion of the Auditor’s Office personnel, facilities, or its technical components become inoperable or inaccessible for over four hours. The Pierce County Auditor’s Office COOP: • • • •

Assists the office in sustaining operations for up to 30 days. Prepares to sustain identified essential functions within 12 hours of the initiation of the incident and maintain those operations for 30 days. Addresses the ability of the Auditor’s Office to either return to its original facilities or, if the site is permanently unsuitable, an alternate permanent address. Requires that critical documents, databases, supplies, and equipment be readably available for transfer to the alternate facilities via COOP containers and the pre-staging of essential supplies in alternate sites.

It must be noted that a COOP plan is not an evacuation plan; rather, it is a deliberate and preplanned movement of selected key principals and supporting staff to a relocation facility with the understanding that they will be operating from there for more than just a few hours. ESSENTIAL FUNCTIONS Auditor’s Office essential functions may depend upon timing of an incident but include: Elections • Voter registration • Filing Week • Voting Center • Ballot Drop Boxes • Results reporting • Canvassing & Certification • Ballot Design • Voter Pamphlet • Ballot Processing & Tabulation • Petition checking Fiscal/IT • IT Systems and security • Banking • Emergency procurement Recording • Recording a document – eRecording • Excise Tax collection • Deposits • Customer service (phone, mail, in-person) Licensing – No essential functions. DOL transactions can go to subagents, passports can be halted, and BMPP services can be delayed or performed online or in another county.

CONCEPT OF OPERATIONS A. LOCALIZED EMERGENCIES Phase I – Activation and Relocation (0-12 Hours) • Auditor will notify the Deputy Auditor. • Deputy Auditor will notify staff of plan activation. Deputy Auditor will use Everbridge and/or the badge card with home and cell phone number to reach as many staff members as possible. • Assigned essential staff will coordinate any relocation requirements, if applicable. • Notification to agencies such as fire, police, county offices, as required by the emergency of the activation of the COOP. • As quickly as possible, within 12 hours maximum, COOP responding personnel will assemble and conduct minimum essential operations. Phase II – Alternate Facility Operations (12 Hours – Termination) • Continue essential operations. • Staffing patterns will be set up to operate the facility and track all personnel until the emergency is over. • Ensure appropriate level of security. • Track expenses for future reimbursement as required. Phase III - Reconstitution (Termination and Return to Normal Operations) • Continue minimum essential operations. • The Auditor will assign staff to develop plans and schedules to phase down the alternate facility’s operations and return activities, ballots, personnel, records, equipment, etc. to the regular facility when appropriate. • Notification to Fire Communications, Washington EMD, County agencies and other agencies as required by the emergency that the threat of or actual emergency no longer exists, and when resumption of normal operations will commence. • The Office will conduct a full evaluation of COOP operations and effectiveness of plans and procedures as soon as possible, identify areas for correction, and develop a remedial action plan.

B. WIDESPREAD EMERGENCIES Phase I – Activation and Relocation (0-12 Hours) • The Auditor will notify management of impending activation. • Notification to agencies such as fire, police, county offices, and staff as required by the emergency of the activation of the COOP. • Assigned staff will coordinate any relocation requirements. • As quickly as possible, within 12 hours maximum, COOP essential personnel will assemble at the alternate facility, if applicable, and conduct minimum essential operations. • The Auditor’s Office will coordinate the activation of plans, procedures, and schedules to transfer activities, essential staff, records, and equipment to alternate operating facility. • Each relocated essential function will coordinate the assembly of necessary documents and equipment required to continue performance of essential operations at the alternate operating facility. • All essential functions will continue at the normal operating facility if available, until the alternate facility is operational. • Election observers, political parties, and all Federal & State Authorizing Agencies2 will be notified. Phase II – Alternate Facility Operations (12 Hours – Termination) • Staffing patterns will be set up to operate the facility and track essential functions until the emergency is over. • Track expenses for future reimbursement as required. • The Office will fully implement minimum essential operations. • Assigned personnel will develop plans and schedules to phase down the alternate facility operations and return activities, personnel, records, equipment, etc. to the regular office or the Pierce County Auditor’s Election Center as appropriate, ensuring appropriate levels of security. • Election observers, political parties, and all Federal & State Authorizing Agencies3 will be notified. Phase III - Reconstitution (Termination and Return to Normal Operations) • The Auditor will inform its personnel of the resumption of normal operations. • The Auditor will supervise an orderly return to their normal operating facility, or other temporary or permanent facility as conditions warrant. • Notification to fire, police, County Offices, as required by the emergency that the threat of or actual emergency no longer exists, and when resumption of normal operations will commence. • The Office will conduct a full evaluation of COOP operations and effectiveness of plans and procedures as soon as possible, identify areas for correction, and develop a remedial action plan.

C. Mission Essential Personnel All staff are considered mission essential and must have a clear understanding of their job in emergencies. D. Lines of Succession The lines of succession for the Pierce County Auditor are as follows: 1. Auditor 2. Deputy Auditor 3. Fiscal Manager To ensure seamless operations between the executive layer of government to the operational layer, the Auditor’s Office has identified a minimum three-deep redundancy, which is a recognized standard for continuity of operations. F. Essential Records Protection Essential records or vital records and databases are considered an important element of a COOP. They consist of those electronic and hardcopy documents, references, and records needed to support essential functions during the COOP activation. They: • • • •

Document legal authorities, rights, and responsibilities. This includes ordinances, resolutions, minutes, rules, and policies pertaining to County government. Resume or maintain operation in a disaster or emergency situations. Document the rights of individuals. This includes deeds, mortgages, court case and legal files, etc. Include governance documents such as the US Constitution, State Constitution, Revised Code of Washington, Washington Administrative Code, Pierce County Charter, Canvassing Board policies and procedures.

The Pierce County Auditor’s Office maintains essential documents at the Secretary of State’s Office and on the web except for the following: • • • •

Copies of original oaths of office for most jurisdictions (in Election Center). All Retained Deed Map film (researching scanning options). Registered Land Books (locked in the vault rated for 1850 degrees F for 2 hrs). Original DD214 records removed from the system and film (locked in the vault).

Paper copies of COOP plans are kept in the Pierce County Auditor’s Office and with department managers. Day to day operational documents are kept electronically. All files on the file server are backed up on a nightly basis with a weekly copy transferred to an off-site location. (See the IT addendum for more detail). G. Alternate Facility and Resources If the Pierce County Auditor’s Office or Election Center is damaged and unable to be used, below are alternate locations where operations could continue: Licensing/Recording/Admin • Sprinker Recreation Center, 14824 S C St, Tacoma, WA 98444 253-798-4015 Elections • Auditor’s Office - Annex, 2401 S 35th Street Room 200, Tacoma, WA 98409 253-798-3189 • Snohomish County Elections, 3000 Rockefeller Ave, Everett, WA 98201 425-388-3444 • Benton County Elections, 6200 Market St, Prosser, WA 99350 509-78620 As alternate sites are developed in the future, the following specifications will be addressed: • Not in lahar zone • If a retrofit, upgraded to current earthquake codes • Functioning HVAC • Generator backup • Adequate internal and external communications • Access to server • Adequate lighting • Adequate space • Near public transportation • Near housing for staff (hotel or motel are appropriate) • Has security measures • Has cooking facilities • Has food, water, and other necessities available • Can be kept ready for continuing operations without extensive retrofitting and maintenance H. Plan Maintenance and Coop Readiness The Pierce County Auditor will identify the Deputy Auditor as the COOP Manager. The Deputy may appoint a COOP planning coordinator, but is ultimately responsible to: • • • •

Determine overall plan currency and readiness, to include procedures, equipment, systems, personnel, and rosters. Evaluate the office’s organizational conditions. Review current equipment status and identify inadequacies and needs. Address and resolve COOP plan policy issues.

Advise the Auditor and managers on COOP-related matters. Update plans annually to incorporate lessons learned from testing and exercises as well as any actual incidents that occurred during the year.
