PIERCE COUNTY PARKS | Sprinker Recreation Center 1. EXECUTIVE SUMMARY The Sprinker Recreation Center in Spanaway, Washington has been serving Pierce County since 1976. Sprinker is classified as a Regional Park and serves the local community as well as provides a regional attraction for indoor and outdoor activities. Most notably, Sprinker Recreation Center is home to a NHL regulation size ice rink that is a major attraction for figure skating practices and exhibitions, hockey leagues and public skate opportunities. With the NHL expansion to Seattle in 2021, there is the opportunity to grow and expand youth and adult hockey leagues at Sprinker. To accommodate the increased demand and expanded activity, new team rooms are needed at the facility. The addition of 5 team rooms that are scaled to meet the needs of today’s hockey teams will allow the facility to host a variety of hockey games, tournaments and skating competitions. This report analyzed the addition of team rooms that would be accomplished by remodeling the existing classrooms on the south side of the Recreation Center. In developing project alternatives, the follow goals were set: • Meet needs of users (youth and adult hockey; ice skate competitions; space for teams of 20 or less with gear) • Least impact to the functionality of Sprinker’s operations • Cost effective • Meet ADA Regulations and SafeSport Guidelines Four alternative designs were compiled for consideration. The preferred alternative was chosen based on how well each of the project goals was met. The preferred alternative would add 5 locker rooms and allow two teams on the ice while potentially three teams que for play or use for other skating activities. The team rooms will replace two existing community rooms and storage. The Rainier and Alder Rooms are Sprinker’s primary meeting spaces and will remain available for public rental use. The 2018 estimated construction cost for the preferred alternative is $1,118,882. The total project cost for the preferred alternative, which includes the construction costs plus design and permitting costs is estimated to fall within the range of $1,622,377 and $1,734,267 in present day dollars. A breakdown of the estimated construction cost can be found in the appendix.

PIERCE COUNTY PARKS | Sprinker Recreation Center 2. INTRODUCTION PROBLEM STATEMENT The Sprinker Recreation Center is a competitive venue for hosting local and regional ice rink-based sporting events. The existing team locker rooms at the facility are inadequately sized, in poor condition, and lack the level of finishes and amenities to allow the facility to compete with other regional venues. The owner’s preliminary concept is to accommodate the needed team rooms by remodeling the existing classrooms on the south side of the recreation center immediately adjacent to the ice rink. The predesign study considered all viable options for incorporating the team rooms into the existing building. The analysis and design process included tours of comparable facilities in the Puget Sound region, the development of preliminary programming and needs assessment, selection of four layout alternatives to assess the feasibility of the project, and refining a preferred alternative including cost estimates.

PIERCE COUNTY PARKS | Sprinker Recreation Center PROJECT GOALS The project’s steering committee identified the following goals for the team room: •Grow the ice hockey program at Sprinker Recreation Center: Due to the NHL awarding an expansion franchise in Seattle, there will be an increase in ice hockey programs in the region. Improved team rooms at Sprinker Recreation Center would position the facility to attract players and events. •Host more teams: Improved team rooms will attract more teams to the facility. •Improve host services: Relocate the sharpening room to increase accessibility from the team rooms. Having services that are comparable to other facilities in the Puget Sound region will allow Sprinker Recreation Center to compete with these facilities. Each team room should accommodate twenty players, including gear, and be equipped with shower and restroom facilities.

•Provide enough team rooms to allow an efficient rotation of teams onto the ice: A minimum of four team rooms are needed to allow incoming teams to suit up and exiting teams to shower and change. A fifth team room would allow the facility to address mixed-gender teams. • Provide safe and secure team rooms for youth team members: The team room design should support SafeSport guidelines. • Consider a future viewing area remodel and its impacts: There is a desire to increase the capacity of the viewing area on the second floor. The existing stairway on the west end of the second floor does not meet current building code requirements in terms of the rise and run of the stair treads and the width of the stairs. • Teams rooms should be located adjacent to the ice rink to avoid the use of hallways.

PROCESS The process for the predesign study consisted of the following five major tasks: Task 1, Project Orientation; Task 2, Facility Needs Analysis;Task 3, Alternatives Development; Task 4, Refine the Alternative; and Task 5, Predesign Report. For Task 1, Project Orientation, the design team met with the project steering committee to confirm the project goals, listed in the introduction. This was followed by a tour of the existing facility’s team rooms, skate-sharpening room, and the areas of the building proposed for the new team rooms. The existing mechanical and electrical systems were also examined with maintenance personnel to understand their capacity for expansion. Upcoming system upgrade plans were also discussed.

Task 4, Refine the Alternative, consisted of a refinement of the preferred alternative and incorporating comments received from the project steering committee. The preferred alternative and updated cost estimate were then presented to the project steering committee for approval. A draft of the predesign report was submitted to the project steering committee for review and comment as part of Task 5, Predesign Report. Comments were incorporated into the report, and the final report was issued.

For Task 2, Facility Needs Analysis, the design team toured three ice rink facilities in the Puget Sound region. These facilities were identified by the project steering committee as local examples of team rooms that represent the range of sizes and amenities possible for the proposed rooms. The design team also distributed a questionnaire to the project steering committee and representatives of the hockey and figure-skating user groups. The purpose of the questionnaire was to gain deeper insights into the needs of the team rooms’ users. The questionnaire responses can be found in the appendix. Based on input from the project steering committee, questionnaire responses, and observations from the facility tours, the spatial and programmatic needs for the team rooms were developed. Task 3, Alternatives Development, began with an analysis of the general approach to the Team Rooms’ adjacencies and the organization of program elements such as entry, service (restrooms and showers), and the general team room area. These general approaches were then used as the basis for the development of the four alternatives. These alternatives were presented to the project steering committee, which selected a preferred alternative.

ANALYSIS OF ALTERNATIVES TOURS OF COMPARABLE FACILITIES Site Visits The steering committee provided the design team with three examples of ice arenas in the Puget Sound region that represent a broad range of approaches to team rooms. The facilities were Angel of the Winds arena in Everett, Sno-King Ice Arena in Renton, and Bremerton Ice Center in Bremerton. The team toured these three facilities and interviewed representatives at each center to learn about their operations, to hear what works, and to hear what should be changed.

This facility has a single sheet of ice and is a privately-owned community facility. There are four main team rooms and one team room that is used by the West Sound Warriors Junior A hockey team. The main team rooms include an approximately 360 square foot main locker room with a small entry vestibule, a gang-shower area with two shower heads, and a restroom with one urinal, one water closet compartment, and two lavatories. Rubber flooring covers the main locker room, and the walls are painted CMU with a suspended acoustical tile ceiling. The shower area has ceramic tile floors and walls with a suspended acoustical tile ceiling. The restroom area has rubber flooring with painted CMU walls and a suspended acoustical tile ceiling. The team rooms have aluminum benches that are attached to the floor as well as coat hooks on the wall above them. The West Sound Warriors’ team room is slightly larger than the other team room and has an entry vestibule with a stick a storage area. It has similar finishes for the floor, wall, and ceiling. The benches are custom-fabricated wood with lift-tops to access the storage beneath. Above the benches are storage cubbies with hooks for garments and a shelf for skate storage. There is also a bank of storage cabinets and an under-counter refrigerator.

Lessons learned: • Wooden storage bins and/or benches are problematic for general team room use because wood does not hold up well to the level of abuse seen in a team room Also, enclosed bins do not allow for drying. • Providing a stick storage area that is ouside of the main locker room area reduces the amount of damage within the main locker room.

The shower area has ceramic tile floors and walls with an exposed ceiling. The restroom area has rubber flooring with painted CMU walls and an exposed structure ceiling. The locker room area has butcher block wood benches with steel legs that are fastened to the floor as well as coat hooks along the wall above the benches. Mixed-gender teams are accommodated with one of two approximately 10’ x 10’ modular rooms located outside the team rooms and adjacent to the ice rink. These modular rooms are also used by referees. Skate sharpening is located in the skate rental area.

The facility was developed and is owned by Everett Public Facilities District. The hockey team rooms associated with the public arena are the largest of the three ice centers toured. The rooms include a small entry vestibule, an approximately 400 square foot main locker room area, a gang-shower area with four heads (one ADA), one lavatory, one urinal, and one water closet. Rubber flooring covers the main locker room, and the walls are painted concrete masonry units (CMU) with an exposed structure ceiling.

PROGRAMMATIC ADJACENCIES

The programming for the Sprinker Team Rooms identified the need for five similar or equal team rooms. Four of the team rooms should allow for transition between games (two teams exiting, two teams entering), and the fifth team room should address mixed-gender teams, where the minority-gender team members can share its use.

Three approaches to the programmatic adjacencies for the team rooms were explored. The first approach located the services (restrooms and showers, areas requiring a degree of privacy, etc.) linearly along the existing interior wall adjacent to the ice rink and the proposed main locker room area is located along the existing exterior wall. The second approach located the services back-to-back along the wall separating the team rooms with the main locker room area flanking the services. The third approach located the services linearly along the exterior wall and the main locker room area towards the interior side. The first and second approach allowed for the potential daylighting of the main locker room area through the utilization of the existing exterior windows, while the third approach cut off the main locker area from access to the exterior due to the location of the service area.

The team rooms should accommodate at least twenty players and provide two showers, a water closet, and a lavatory. Flooring should be durable and skate-friendly in the main locker room area. Flooring in the restroom and shower area should be nonporous, appropriate as a wet surface, cleanable, and durable. Wall finishes should be durable and cleanable. A solid ceiling surface is preferred over a suspended acoustical ceiling tile. Benches should not be constructed from wood due to durability concerns.

Given the physical constraints of the area being considered for this project, the second approach did not allow for a team room layout that was functional. Locating the services along the wall that separates the team rooms created a main locker room area that was long and narrow, which is not conducive to communication among team members.

Five gender specific team rooms and services north This option occupies the space between the stair enclosure to the west of gridline three across to the west side of the existing restrooms. Also, it locates the services to the interior to allow the potential for taking advantage of daylighting opportunities from the existing exterior windows. There is a small entry vestibule that can accommodate limited stick storage as well as shower and restroom services to the right or left as you enter the team room. The shower areas have two separate stalls with a common drying area. There are two lavatories and one water closet compartment. Four of the team rooms provide bench space for twenty individuals (3’ wide by 2’ deep per individual). The fifth team room provides bench space for nineteen individuals.

Five gender specific team rooms, services south and changing hubs This option occupies the space between the stair enclosure to the west of gridline three across to the west side of the existing restrooms and pushes the building facade out to the south approximately six feet. It locates the services to the south/exterior wall. There is a small entry vestibule that can accommodate limited stick storage as well as shower and restroom services to the right or left as you enter the team room.

The shower areas have two separate stalls with a common drying area in a separate room. There is either a single-occupant restroom with a water closet, urinal, and lavatory, or a restroom area with a water closet compartment, urinal, and lavatory. For this option, all the team rooms provide bench space for twenty individuals (3’ wide by 2’ deep per individual). However, one of the team rooms has benches located in the center of the room, which is not a preferred configuration. The sharpening room is located between two of the westernmost team rooms and faces the ice. There are two “Hub” rooms located between the team rooms that can be used for mixed-gender situations. However, these rooms do not have shower or toilet facilities.

PIERCE COUNTY PARKS | Sprinker Recreation Center TEAM ROOM LAYOUT | OPTION 4: DESCRIPTION Four gender specific team rooms variations 4.1, 4.1 and 4.3 services on north wall Option 4.1 creates a separate smaller dressing, shower, and restroom area between the two team rooms. This area can be used at separate times by the minority gender for both incoming and exiting teams. Because the area is accessed through a door within the team room, the concept would require established protocols for communicating with the adjacent team room. The main team room areas share the shower area with the adjacent team room, so the concept would also require door-securing protocols. The restroom areas are shown as single-occupant rooms with a water closet and lavatory. Option 4.2 does not include a separate smaller dressing, shower, and restroom area due to the proposed location of the skate sharpening area. This option includes two single-occupant restrooms with water closets and lavatories. The intent is that the dressing would occur in the restroom. This option has a shared shower area similar to Option 4.1, so it carries with it the same security challenges and doesn’t provide gender-neutral showering. Option 4.3 is similar to Option 4.1, except the restroom function for the smaller shared dressing area is located in a single-occupant restroom accessed from outside the team room area. It also provides a shower area with two stalls that is not shared between the two team rooms. This option’s security challenge would concern the shared smaller dressing and shower area. The Preferred Option selected by the steering committee is a slight variation on Option 1. Feedback received from the steering committee indicated that the five team rooms should be as similar as possible given the constraints of the building. Option 1 originally occupied the space between gridlines 3 and 6.5, with the existing Birch Room’s storage being utilized for restrooms and showers. The main locker room of the easternmost team room was long and narrow, which is not an ideal proportion for a team room. By shifting everything to the east wall of the stairway enclosure, we are able to create five team rooms with similar layouts.

The two team rooms at the east and west end have a small entry vestibule that will accommodate limited stick storage. To the left or right as you enter the team room there will be an opening to the restroom and shower area. The area includes two lavatories facing you as you enter the space. There will be a single-occupant water closet room to the south (this could also be a toilet compartment to save cost). To the north, there will be two shower stalls facing each other with a common drying area between them. The two team rooms in the center have a similar entry vestibule with stick storage. Past the vestibule, to the left or right, is an opening to the shower area that has two shower stalls with a common drying area. Farther into the room is an opening to the restroom area, which has a lavatory and a water closet compartment.

PIERCE COUNTY PARKS | Sprinker Recreation Center STRUCTURAL BASIS OF DESIGN We have reviewed the original building drawings (dated 4-30-75 and 5-29-75) in order to determine the potential structural impacts associated with the interior Team Room revisions based on the preferred option. Based upon our review, the existing building structure at the proposed Team Room involves the following: • The existing low roof/floor framing currently spans between gridline B and D (see SK-04). The typical low roof framing consists of steel open-web joists spaced at 4’-0” on center. The typical low roof joists are oriented horizontally, and used to support a small section of floor framing between grids B.75 and D, which is used as a “Public Viewing Area”. The slope of the low roof (between grids B and B.75) is created with light gage over-framing, which spans between the horizontal roof joists (see SK-06). • The structural system utilized load-bearing masonry at the exterior walls (gridline B) as well as interior corridor walls (gridline D). See SK-01 and SK-02 for additional information. • The current structural system includes (2) interior wood-framed shearwalls at the proposed Team Rooms (see SK-01), located at gridlines 3 and 5. These shearwalls extend from the main floor slab on grade to the underside of the “Public Viewing Area” floor. See SK-11 for additional information at these shearwalls. The proposed Team Room revisions appear to be achievable and would required a handful of structural modifications. We have included a schematic plan of the likely structural modifications (see attached drawing S1.1). A list of these required structural modifications is as follows: • The proposed plan will require the demolition of (2) interior wood-framed shearwalls, located at gridlines 3 and 5. This modification can be addressed by providing new plywood sheathed shearwalls within the new interior partition layout. These new shearwalls will require a contin uous strip footing to be installed below the existing slab on grade at the new shearwall locations. • Several new door openings are proposed at the existing masonry corridor wall running along gridline D. Due to the nominal vertical rein forcing at these walls (#5 vertical bars at 4’-0” on center per SK-03), these new openings will require a structural steel strongback frame at each opening. The stongback frame will consist of a small HSS column on each side of the existing opening, as well as a small HSS or channel header above the opening. The strongback frame will be anchored into the existing masonry wall with epoxy anchors or equivalent.

PIERCE COUNTY PARKS | Sprinker Recreation Center MECHANICAL BASIS OF DESIGN In 2017 Pierce County Parks commissioned a report studying replacement options for the building-wide HVAC system. From that study, Pierce County Parks has chosen to move forward with its third option, which is a variable refrigerant flow system. Applied to the Team Rooms project, this system would consist of the following: a single roof-mounted air cooled condenser; individual “fan-coils” in each team room (one per room); one (1) roof-mounted exhaust fan for the bathrooms; a separate exhaust fan for the skate sharpening room; and a single Dedicated Outside Air System air handler (AHU) with energy recovery mounted on the roof. The bathroom exhaust fan would be ducted to the air handler, with a bypass for when conditions are not favorable for recovering bathroom exhaust heat. The skate sharpening exhaust would not be ducted to the AHU. The skate sharpening exhaust may require a type of “scrubber” to help eliminate metal particles normally associated with skate sharpening. The air handler would provide fresh ventilation air to all rooms including the skate sharpening room through the “fan coils” via galvanized steel ductwork and conventional diffusers. The air would be exhausted through the bathrooms and shower rooms to the energy recovery system through aluminum ductwork (due to high moisture content) which would temper the incoming fresh air. It has yet to be determined if the AHU would require heading and/or cooling coils. This will be determined by the designer of the mechanical system. The fan coils would provide supplemental heating and cooling as needed through refrigerant coils located in the fan coil. Refrigerant piping would connect the fan coils to the outside condenser located on the roof. The proposed HVAC option does not call for reuse of the existing hydronic loop used by the water-based heat pumps, and subsequently piping would be removed as needed. Robust water saving fixtures would be provided, as well as floor drains in all areas. ELECTRICAL BASIS OF DESIGN Lighting shall utilize LED type luminaires and shall comply with IESNA guidelines for adequate foot-candle levels and uniformity. 277V lighting circuits shall be fed from existing Panel B. Mechanical equipment circuits at 277/480V are anticipated to be fed from the existing Panel HA. Duplex receptacles would be provided, one for every two bench spaces, at general convenience locations, and four receptacles in the sharpening room as required for equipment. GFCI duplex receptacles shall be provided at lavatory sinks. Circuits for new receptacles and 120V equipment shall be obtained from a new panelboard anticipated to be sub-fed from existing Panel RB.

PIERCE COUNTY PARKS | Sprinker Recreation Center ESTIMATED COST MODEL An estimated cost model was developed for the preferred alternative. The estimate is based on present day dollars and excludes the following “soft costs”: • Escalation • State sales tax • Construction contingency • Moving / Relocation costs • Utility fees • Furnishings other than benches • IT / Communications • Architectural/Engineering fees • Hazardous materials removal • Permits and inspections • Agency project administration The estimated construction cost for the preferred alternative is $1,118,882. The total project cost for the preferred alternative, which includes the construction costs plus “soft costs”, is estimated to fall between $1,622,377 and $1,734,267 in present day dollars. A breakdown of the estimated construction cost can be found in the appendix.
