DESIGN CONCEPT MAIN FAÇADE THE MAIN ENTRANCE TO THE LIBRARY IS DESIGNED USING GOLDEN SECTION POINTS OF PHI (Φ) - A GOLDEN SECTION SIGNIFIES ANY SHAPE THAT CAN BE WHOLLY DIVIDED UP INTO A SQUARE AND RECTANGLE THAT, WHEN COMBINED, ESTABLISHES A RATIO OF 1:1.618. SINCE BOTH THE LENGTH AND WIDTH OF THESE SHAPES CORRESPONDS TO THE RATIO (PHI). ALTHOUGH THE RATIO IS SECONDARY TO THE BUILDING'S STRUCTURAL INTEGRITY, ADHERENCE TO THE RATIO BRINGS BALANCE, HEIGHT & ULTIMATELY AN ÆSTHETICALLY PLEASING APPEARANCE TO THE LIBRARY'S FRONT FAÇADE. THE RATIO HAS ALSO BEEN A FACTOR IN THE FLOOR PLAN LAYOUT.
SCULPTURE THE SCULPTURE 'UNTITLED 8/73' BY REG PARKER IS SUBJECT TO A HERITAGE OVERLAY, REFER TO 'CITY OF DAREBIN HERITAGE STUDY 2011' (HERMES NO. 27077). THE SCULPTURE AND ITS SETTING IS AN UNUSUAL, IMPORTANT AND EARLY EXAMPLE OF ABSTRACT PUBLIC ART IN DAREBIN. AS PER THE OVERLAY, THE FORECOURT SETTING OF THE SCULPTURE AND ITS RELATIONSHIP TO THE SOUTH FACADE OF THE LIBRARY, IN PARTICULAR AS VIEWED FROM GOWER STREET, HAS BEEN PRESERVED. THE NEW LIBRARY HAS BEEN DESIGNED WITH A CONTEXTUAL APPROACH THAT IS COMPLEMENTARY IN FORM, SCALE AND MATERIALS TO THE ELEMENTS OF THE SCULPTURE, BUT IS CLEARLY CONTEMPORARY IN DESIGN.
ENTRANCE THE MAIN ENTRANCE'S SURROUND IS DESIGNED IN HOMAGE TO RON ROBERTSON-SWANN'S 'VAULT' A FAMOUS MELBOURNE ABSTRACT SCULPTURE. THE ENTRANCE SURROUND, AS WITH 'VAULT', IS MADE OF PREFABRICATED STEEL, WITH A YELLOW PAINT FINISH. THE FORM OF THE ENTRANCE SURROUND SUGGESTS DYNAMIC MOVEMENT, A THEME CONTINUED INTERNALLY - THE VESTIBULE'S FORM IS A MIRROR IMAGE OF THE ENTRANCE ELEVATION.
THE MAIN ENTRANCE IS AIR LOCKED TO MAINTAIN TEMPERATURE INTEGRITY. OFFICE AREA SEPARATED FROM MAIN LIBRARY TO MAINTAIN TEMPERATURE INTEGRITY FOR STAFF. ROOF VENTS TO REDUCE EXCESSIVE ROOF CAVITY TEMPERATURES & TO DRAW HOT AIR OUT DURING SUMMER, REMOTELY DISABLED TO RETAIN HEAT DURING WINTER. ROOF INSULATION ACTING AS A THERMAL BARRIER TO ROOF CAVITY TEMPERATURE FLUCTUATIONS.
ENERGY -
N
DECIDUOUS TREE PLANTED IN THE NORTHERN ENCLOSED OUTDOOR AREA BLOCKING GLARE AND DIRECT RADIATION IN SUMMER, WHILE LETTING IN SUNLIGHT DURING WINTER. NATIVE AND DROUGHT TOLERANT PLANTS USED FOR LANDSCAPING TO MINIMISE WATER NEEDS & ENCOURAGE LOCAL INSECTS AND BIRDS.

NORTH FACING DAYTIME CONGREGATION AREA HAS BEEN ANGLED (7.8O) TO FACE NORTH IN THE PLAN TO TAKE ADVANTAGE OF THE NORTHERN SUN, PROVIDING PASSIVE SOLAR HEATING. SOUTHERN SIDE OF THE BUILDING HAS MINIMAL OPENING TO MINIMISE WINTER HEAT LOSS. WINDOWS ON THE WESTERN & NORTHERN FACING SIDE ARE PROTECTED BY SUN LOUVER AND DOUBLE GLAZED WINDOWS.
SOLAR PANEL ARRAY. HIGH LEVELS OF INSULATION WILL BE PROVIDED FOR ALL EXTERNAL WALLS AND CEILINGS (R.3.5) FIXED SHADING IS PROVIDED FOR WEST AND NORTH FACING GLAZING. PASSIVE DESIGN INITIATIVES REDUCE DEMAND ON MECHANICAL HEATING AND COOLING, BUT WHERE HEATING & COOLING IS NEEDED, REVERSE CYCLE AIR CONDITIONERS ARE SPECIFIED (MIN. 3 STAR FOR BOTH THE HEATING AND COOLING CYCLE). MIN. 5 STAR INSTANTANEOUS GAS HOT WATER UNITS FOR ALL BATHROOMS AND KITCHENETTE. THE DISHWASHER IN THE KITCHENETTE TO HAVE AN ENERGY STAR RATING WITHIN 1 STAR OF BEST AVAILABLE. LIGHT WILL BE FLUORESCENT OR LED WHERE APPLICABLE. LIGHTING IN THE LIBRARY STACK & SHELVING AREA WILL BE 12W/M2 AND 12W/M2 IN READING ROOMS AND GENERAL AREAS IN ACCORDANCE WITH NCC 2016
WATER -
TOILETS & TAPS: 4 STAR WELS RATED. RAINWATER TANKS PROVIDED TO WATER THE SURROUNDING PLANTS. PUBLIC TOILETS WILL BE CONNECTED TO THE WATER TANKS. NATIVE AND DROUGHT TOLERANT PLANTS USED FOR LANDSCAPING TO MINIMISE WATER NEEDS.
INDOOR ENVIRONMENT QUALITY -
HIGH LEVELS OF NATURAL LIGHT VIA LARGE WINDOWS TO THE NORTH AND WEST. NATURAL VENTILATION VIA CONTROLLABLE LOUVER SYSTEM TO FACILITATE AIRFLOW. OPENABLE WINDOWS ARE AVAILABLE IN THE STAFF OFFICE AREA TO FACILITATE AIRFLOW. FIXED SHADING IS PROVIDED FOR WEST AND NORTH FACING GLAZING TO MINIMISE SOLAR GAINS DURING SUMMER. HIGH THERMAL MASS PROVIDED BY TILED FLOORS TO REGULATE INTERNAL TEMPERATURE FLUCTUATIONS.
TRANSPORT -
8 BICYCLE SPACES WILL BE PROVIDED THIS DEVELOPMENT IS WELL LOCATED FOR PUBLIC TRANSPORT, THE FOLLOWING SERVICES ARE WITHIN 150M WALK: HIGH STREET, BUS ROUTE 552 & 553 PLENTY ROAD TRAM STOP #48 PRESTON TRAIN STATION
WASTE MANAGEMENT -
RECYCLING BINS WILL BE PROVIDED FOR STAFF & THE PUBLIC. A RESOURCE RECOVERY (OLD MOBILE PHONES & BATTERIES ETC) DROP OFF BIN WILL BE PROVIDED FOR PUBLIC USE. A SCRAP MATERIALS RECOVERED DURING THE CONSTRUCTION OF THE LIBRARY WILL BE RECYCLED.
HUMAN MOVEMENT DEFINED ZONES - THE FLOOR MATERIALS HAVE BEEN DESIGNED WITH DEFINED ZONES, TO INFLUENCE HUMAN BEHAVIOUR AS THEY MOVE THROUGH THE SPACE. HARD SURFACES REPRESENT MOVEMENT WHILE SOFT SURFACES REPRESENT REST. THE EXCEPTION TO THIS RULE IS THE HARD SURFACE IN THE NORTH OF THE LIBRARY; THE PRIMARY PURPOSE OF THESE TILES IS TO TAKE ADVANTAGE OF ITS THERMAL MASS PROPERTIES DURING WINTER & COOLING PROPERTIES DURING SUMMER. DIRECTIONAL FLOORING - TILES ARE LAID WITH LEADING LINES, STARTING FROM THE MAIN ENTRANCE, AND CONTINUING PAST ALL POINTS OF INTEREST. FRONT DESK DESIGN - SUGGESTS DYNAMIC MOVEMENT AND TO AID FLOW. LIGHTING - UNIQUE COLOURED LIGHTING STRIPS OVER WALKWAYS TO GUIDE MOVEMENT. THE LIGHT WILL ALSO APPEAR TO BE EMANATING FROM BELOW AS IT IS REFLECTED OFF THE HARD FLOOR SURFACE.
PLAN FORM THE BUILDING'S PLAN CONSISTS OF THREE INTERLOCKING BOX FORMS. THE NORTHERN FORM FACES DUE NORTH AND THE SUN. THE SOUTHERN FORM, INCORPORATING THE MAIN ENTRANCE, FACES THE MAIN THOROUGHFARE OF GOWER STREET INVITING PEOPLE INSIDE. THE EASTERN FORM ALIGNS WITH THE BOUNDARY LINE AND IS PRIMARILY THE STAFF OFFICES.
