Putin’s war: Damaging evidence of more war crimes On March 26, at the Royal Castle in Warsaw, US President Joe Biden reaffirmed before the gathered leadership, guests, and people of Poland the united efforts of the free world to support the people of Ukraine in defence of their homeland, their identity, and their freedom, as well as the freedoms of all democratic nations. “Be not afraid,” he began his remarks invoking the first words first Polish Pope John Paul II said in Warsaw in his first trip back home in 1979 when the Soviet Union ruled with an iron fist behind an Iron Curtain, but which collapsed a decade later. President Biden reminded his audience that nothing about the great battle for freedom – a battle between democracy and autocracy, between liberty and repression – was easy or simple. In the middle of his speech, he differentiated President Putin and his army from the Russian population in general, and appealed directly to the Russian people, saying: “I refuse to believe that you welcome the killing of innocent children and grandparents or that you accept hospitals, schools, maternity wards that, for God’s sake, are being pummelled with Russian missiles and bombs; or cities being surrounded so that civilians cannot flee; supplies

cut off and attempting to starve Ukrainians into submission. Millions of families are being driven from their homes, including half of all Ukraine’s children. “You still have the memory of being in a similar situation in the late thirties and forties: the siege of Leningrad; train stations overflowing with terrified families fleeing their homes; nights sheltering in basements and cellars – these are not memories of the past. It’s exactly what the Russian army is doing in Ukraine right now. Putin can and must end this war.” When closing his speech, the US President once more invoked Pope John Paul’s words, “be not afraid.” He shamed Putin’s imperial dream, “a dictator bent on rebuilding an empire will never erase a people’s love for liberty.” Then he offered a promise, “a brighter future rooted in democracy and principle, hope and light, of decency and dignity, of freedom and possibilities.” Spontaneous and implicitly referencing to Putin, President Joe Biden closed his remarks with a deep sense of humanity: “For God’s sake, this man cannot remain in power!” Indeed, an impassioned ending to a historic speech! Inspiring words delivered off-the-cuff and

straight from the heart of the leader of the free world. No doubt they reflect how President Biden must have been deeply touched by first-hand accounts from the thousands of displaced Ukrainians whom he visited at the National Stadium in Warsaw hours before his centrepiece speech. Two-anda-half million of the 4.5 million Ukrainians refugees have taken refuge in Poland. No doubt they reflect his outrage at Putin’s continuing war in Ukraine – unprovoked and unjustified – and its horrendous human consequences. No doubt this nine-word, unscripted declaration will be fondly remembered by many, particularly by the people of Ukraine, now and in the generations to come. Yet, there are critics Some have lobbied criticisms perhaps out of genuine concern and fear the war could escalate and could make peace diplomacy more difficult. Or perhaps out of a wish to appease the aggressor. But what I found appalling were the voices of political partisanship: “should have remained on script; remarks were a gaffe; Putin is a genius; Ukraine President Zelenskyy is a thug.” No less disturbing was the seeming call for appeasement. Let us simply remember that appeasement caused World War II. More evidence of war crimes It shall not be forgotten that direct Biden-Putin diplomatic

The Department of Tourism of the Philippines announced that the country has recorded the arrival of over 200,000 foreign tourists as of April 7, 2022. Tourism Secretary Bernadette Romulo-Puyat welcomed this development, nearly two months since the country eased travel restrictions to international travellers. “The sustained influx of tourists in the Philippines is a good measure of the industry’s success in its preparations to welcome foreign tourists in the new normal. Our high vaccination rate among tourism workers and reportedly low cases around the country have helped restore the confidence of

travellers to visit the Philippines during the summer season,” Puyat said “This continued growth shall aid our stakeholders, as well as the economy, in recovering from the effects caused by the pandemic,” she added. According to the data generated from One Health Pass, tourists from the United States of America (USA) remain the top contributor to the total foreign tourist arrivals to the Philippines with 43,744 visitors; followed by Canada with 9,618; the United Kingdom with 9,315; South Korea with 8,440 and Australia with 8,212 tourists.

The DOT chief said the Philippines “still has one of the simplest and most relaxed travel restrictions.” This was after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases’ (IATF-EID) approved a resolution allowing the use of rapid antigen tests as entry requirements for travellers; on the condition that this should be administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, pharmacy, or other similar establishments for purposes of entry, testing, and quarantine protocols. dialogues before the Ukraine invasion did not prevent Putin’s War. Neither did continued negotiations after the invasion – between the Ukrainian and Russian officials and via thirdparty interventions – produce an end to the civilian devastation. Just the evening after announcing it would scale back operations at face-to-face peace-talks in Turkey on March 29, Putin’s army once again intensified its assault. CNN reported, “Chernihiv under ‘colossal attack’ despite Moscow’s claim of scale a back in operations.’’ On March 16 of the Drama Theatre was bombed. Over a thousand residents had taken shelter in the theatre thinking it was safe since the word “CHILDREN” was painted in Russian letters on the grounds, large enough to be visible from the sky. Some 600 were rescued but 300 were killed. And now more damaging evidence of more war crimes perpetrated by the Russian army have emerged; the massacre in Bucha exposed after the retreat of Putin’s army; the rocket attack on a railway station on April 8 in the eastern Ukrainian city of Kramatorsk where hundreds of people, including children, were gathered, waiting to evacuate. The death toll of 50 included five children and several others were injured. The civilian death toll has surpassed 1,100, including 100 children. The wounded have

numbered close to 1,800. The Russian forces have bombed 23 hospitals and other healthcare facilities, 330 schools, 27 cultural buildings, 900 houses and apartment buildings, killing 12 and injuring 34 healthcare workers. At least 1,500 civilian buildings, structures and vehicles have been destroyed. Over 4.5 million or slightly over 10 per cent of Ukraine’s prewar population has fled to Poland, Romania, Moldova, and Hungary. increase in tourist arrivals to the IATF-EID’s decision to expand the list of accepted and recognized national COVID-19 vaccination certificates, which now includes Bangladesh, Mexico, Pakistan, and the Slovak Republic. On April 1, the Philippines also started accepting fully vaccinated tourists from all countries. These visitors may be allowed entry without the need to provide an Entry Exemption Document – provided that they comply with applicable visa and immigration laws, rules, and regulations. For the past two months, Korea has been the fourth highest contributor to tourist arrivals. However, before the COVID-19 pandemic, it was the top source market with 1.98 million arrivals in 2018. Japan is also one of the largest

contributors and was considered the fourth-biggest tourism source market prior to the COVID-19 pandemic. The country recorded 682,788 tourists from Japan in 2019. Sponsorship of a spouse/ partner inside Canada and the SOWP If you are the foreign spouse or partner of a Canadian permanent resident or citizen, you may be able to apply for an open work permit. The Spousal Open Work Permit (SOWP) is something that is available for persons who are sponsored by their Canadian spouse/partner from inside Canada. This opportunity is not open to spouses or partners who are sponsored from outside the country. The major advantage of the SOWP is that it allows spousal sponsorship applicants to work while they are awaiting a decision on their immigration application. IRCC recently announced that they are aspiring to complete the assessment of spousal/partner applications with one year of submission. However, the SOWP is something that can normally be decided upon in a shorter period of time. This is an advantage for the applicants to work inside

Canada while they are awaiting a decision on their permanent resident application submissions. The principal applicant (PA) gains valuable Canadian experience and the opportunity to network, create meaningful relationships and improve practical language skills. As opposed to a closed or employer-specific work permit, the SOWP allows the holder to work any job for an employer in Canada. The work permit gives applicants an opportunity to enhance their adaptation to the country during the processing period. The opportunity is a boon for both the Canadian economy and the sponsor and applicant. It provides PA’s a chance to earn their own money and exercise a limited freedom inside the country. Employers do not need a Labour Market Impact Assessment (LMIA) in order to offer employment to holders of an open work permit.

The SOWP serves two purposes. First, it provides authority for the holder to work inside Canada. It also serves as a status document because applicants must ensure they remain in status during their time in Canada. If or when the SOWP is issued, the applicant may have been on a visitor visa (Visitor Record) but upon issuance of the open work permit their status has changed from in-status visitor to in-status worker, with a new expiration date. Inland sponsorship is for spousal and common-law partners who are already living together with their sponsor inside Canada. The foreign partner must have valid temporary status as a visitor, student, or worker at the time of application. The work permit application is normally submitted as a separate application and included in the same application as the sponsorship of a spouse or

partner from inside Canada. To qualify for the SOWP the applicant must meet a number of requirements: submit a permanent residence application under the Spouse, Common-law Partner Class from inside Canada; have Canadian citizenship or be a permanent resident, who has submitted a sponsorship application on their behalf; live at the same address with their sponsor; have valid temporary resident status in Canada or an approved application for restoration with authorization to work. The foreign national PA can apply for the open work permit at the same time as the submission of their permanent residence application or at any time after they apply for permanent residence. If applicants have already received an approval in principle for their permanent residence, they can apply for the SOWP online. Approval in principle means that

IRCC has sent a letter stating that the applicants meet the permanent residence eligibility requirements, but they have not yet passed all the background checks, such as medical, criminal, and security. The SOWO can be extended if the immigration decision is still pending. It is important to note that the application must be accompanied by the correct payment amount: $155 CAN for the work permit processing fee and a further $100 for the open work permit for a total of $255. Fundraiser for Ukraine raises $3,255 On April 10, 2022, a fundraiser to support Canadian Red Cross Humanitarian Aid for Ukraine was held at the Philippine Canadian Centre of Manitoba (PCCM). The PCCM boomed with lively retro-music from 3:00 to

7:00 p.m. Over a hundred people danced on the floor following the lead of the energetic Rhiz Aco and her team of Zumba instructors on stage. Everyone knew they were not just dancing to keep fit but also to raise funds to help the people of war-ravaged

Ukraine. Rhiz Aco of the Winnipeg Retro Fitness (RFI) group and Groove Express, together with PCCM president Virgie Gayot, hatched the idea of a “Stand for Ukraine” fundraiser after one of Rhiz’s RFI students who has ties

with Ukraine asked, “Why don’t you try to make some fundraising for Ukraine?” It was not a difficult decision to make for Rhiz, the RFI squad, Virgie and the PCCM team. Everyone got on board and for almost a month before the event,

tickets of $10 each were sold to the public. “Everyone had a blast and we felt love all around... a million thanks to all who supported our fundraiser... a total of $3,255 will be handed to the Canadian Red Cross before the end of April,” said Rhiz Aco.

Filipino nursing immigration to Canada For decades, Filipinos have staffed medical facilities across Canada. In Canada, a career in nursing is often seen as a means to a stable job with good pay and benefits while in the Philippines it can provide a strategic opportunity to work abroad. Today, the plight of internationally trained nurses and their difficulty in having their credentials recognized in Manitoba is under the political spotlight as Manitoba’s healthcare facilities have faced a crisis in staffing throughout the COVID-19 pandemic. It hasn’t always been this difficult for nurses to have their foreign education recognized, however, and decades ago when Canada was facing a similar shortage of qualified medical professionals, Filipino nurses, doctors, and technicians were recruited to keep the healthcare system afloat. The history of Filipino nursing in Canada from the 1950s to the 1970s is wrapped up in the history of imperialism, racism, and an uneven flow of people between the global south to the global north. As Catherine Choy has shown in her history of Filipino nursing migration, Empire of Care: Nursing and Migration in Filipino American History, the United States established several nursing colleges in the Philippines that taught the most up-to-date techniques in nursing, in part to improve healthcare in the tropical colony, but also to build a body of well-trained healthcare professionals who could work in the United States. Throughout the 1950s and 1960s, Filipino nurses, as well as doctors, looked to the United States as a place to work abroad. This was made possible through the American Exchange Visitor Program, known as the EVP, which allowed Filipinos entry into the U.S. for training and work experience in American hospitals. While the program was meant to give Filipino healthcare professionals experience in modern practices, which they were intended to bring back to the Philippines, many took the opportunity to apply for residency after their tenure in the EVP, leveraging their healthcare expertise to become permanent residents in the United States. Policy changes within the U.S. in the 1960s attempted to limit these applications by requiring that Filipinos leave

the country for two years before applying for landing status. The idea was that they would return to the Philippines, where they would work and become settled in their lives. However, Filipino healthcare workers, intent in their desires to immigrate to the U.S., began looking north of the border to Canada. They became increasingly aware that Canada needed healthcare workers as its medical schools were not able to produce the number of new nurses required. The Winnipeg Tribune in March 1969 noted, “If it was not for the nurses that come here from the Philippines, some of the country hospitals would face a disastrous staff shortage.” This acute need for nurses was tied to fundamental changes in Canadian healthcare that shifted from a reactionary model to a preventative one. This led to a growth in hospitals, clinics, and privately-run medical homes, which required a growing body of health professionals. Furthermore, movements toward a universal healthcare insurance system for Canadians, starting with Saskatchewan in 1947, promised to surge the demand on the medical profession. So, instead of returning to the Philippines, Filipino healthcare professionals secured jobs in Canadian hospitals and worked for the two-year period that they were required to remain outside of the U.S. Afterwards, many indeed applied to the U.S., but significant numbers opted to remain in Canada. While small Filipino communities had existed in Canada since the second half of the nineteenth century, this was the beginning of the Filipino community in Canada. This movement of Filipino healthcare professionals into Canada required special interventions from the government because Canadian immigration policy was overtly racist at this time and prevented Asian immigration to the country. Canadian politicians still viewed the country as “White” and restrictive immigration policies were in place to ensure that only racially preferred immigrants were permitted into Canada on a permanent basis. These exclusionary policies remained in effect until the 1960s when Canada’s immigration system was overhauled and one’s racial and geographic background were

removed as qualifiers. Instead, a points system was established, brought into full force in 1967. It awarded applicants points in a variety of areas such as education, work experience, proficiency in English or French, which made it much easier for Filipinos to immigrate to Canada. When Filipino healthcare workers began looking to Canada in the late 1950s, these policies were still in place. White Canadian officials and politicians were thus presented with a conundrum brought about by their deeply rooted anti-Asian racism. The applicants had the skills and education that were so badly needed in Canada’s healthcare system, but the mere fact that they were Filipino legally restricted them from entering Canada. The records make it clear that immigration policies were strictly applied to Filipinos in other contexts, but in the case of the healthcare workers there appeared to be a willingness to make exceptions. A major difference in the case of healthcare professionals appears to be the EVP, as well as the American-style nursing schools in the Philippines. By participating in the EVP, Filipino nurses, doctors, and other workers were deemed to have had appropriate education and work experience. Moreover, exposure to American society and culture ensured their transition to Canada would be easier and, compared to most other immigrants of Asian descent, educated Filipinos had strong English language skills. The ad hoc system that was developed allowed Filipino nurses entry to Canada as permanent residents upon an offer of employment from a hospital. Each healthcare worker was approved on a case-by-case basis, but only in rare circumstances were their applications denied. Eventually, assessment teams were even sent to Manila to test applicants and speed up their processing. These Filipino professionals were very quickly welcomed by the hospitals in which they worked, with documents indicating how valuable they were in hospitals, especially in Toronto. Part of this willingness to grant permanent residency, though, was also rooted in contemporary foreign affairs, particularly between Canada and the Philippines. In 1951, the Philippine government enacted what became known as the Reciprocity Act that essentially

barred entry to foreign nationals whose countries did not permit Filipino immigrants. This Act specifically targeted Canada’s anti-Asian policies and was a hard blow because there were significant Canadian business interests in the Philippines. As part of smoothing things over with the Philippine government, Canadian officials gradually accepted small numbers of Filipinos, providing an additional context to the early history of Filipino nurses in Canada. The presence of Filipinos in hospitals across Canada became more pronounced as nurses and doctors were steadily hired and placed in facilities. Part of this was due to government initiative, but the networking of Filipinos themselves also played an important role. Nurses in the EVP program often communicated their experiences with their friends once they arrived to work and live in Canada. Wordof-mouth was also a means for nurses in the Philippines to learn about opportunities in Canada. In 1959, when the first Filipino healthcare professionals were applying to Canada from the EVP program, many were coming from Chicago, and it was surmised that they were being coached by someone on their applications as there were many similar statements being made. When applicants from the EVP began looking to Canadian hospitals, officials weighing the applications expressed multiple concerns. The first was the fact that Canada was in dire need of nurses and could benefit from these Filipino applicants. The second was that they were concerned about enflaming international relations with the Philippines by refusing the entry of Filipinos and risk renewed retaliation from the Philippine government. Third was the concern of the sincerity of the Filipino nurses to stay in Canada, although ultimately it turned out that many did want to stay. Finally, there was some concern that by accepting these Filipino applicants, Canada would be siphoning a talented labour force that was intended to return to the Philippines. On this last point, W. R. Baskerville, director of immigration, expressed concern that Canada might be contributing to the failure of the EVP. In one of these communications, there was a hand-written note by an anonymous writer that stated “if

they are not under objection to return to their own country and we are desperately in need of […] nurses why not take advantage of the situation[?]” While the elected politicians in charge of immigration were clear that these approvals to Filipino healthcare workers were only made on an individual basis due to immediate hospital demand, the civil officials who dealt with this issue were intently focused on the immediate and long-term labour needs of Canada. This is not to say that racial bias was not present – it was – but that it was increasingly being subverted beneath a practical understanding of Canada’s situation. It was becoming clear to many in the department of citizenship and immigration that, if Canada’s economy and, in this case, healthcare system were to grow and prosper, foreign labour would need to be tapped in the form of immigration. I thus argue that this immigration of Filipino nurses and their service in Canada’s healthcare, along with intense pressure being applied by the Philippine government over reciprocity in immigration, helped convince many that a change in policy was needed, contributing to the push for the 1967 points system. Shortly after this immigration reform, though, there was a sharp drop in the numbers of Filipino healthcare professionals admitted into Canada, controlled in part by an ability to reduce the number of points assigned to their profession. The acute labour shortage of the late 1950s and 1960s had largely been solved, and it was becoming so difficult to attain recognition of credentials that immigration officials actively discouraged nurses and doctors, warning they would not find work in their field. In 1973, fiftynine doctors were admitted; this fell to thirteen by 1975. Thus ended a formative period of the Canadian Filipino community that saw a sharp rise in educated immigration who would go on to found community organizations across Canada. These healthcare professionals found work in their area of training with relative ease, something that many nurses trained in the Philippines wish for today. As debates on credential recognition occur today, it is important to acknowledge this history and to remember that there was a time when both government and professional associations worked together to speed up the process and tap the skilled labour of newcomers to Canada. OBITUARY Magalang “Al” Luna Magalang “Al” Luna, passed away on Wednesday, April 6, 2022, after several months of battling an aggressive form of brain cancer. He was 59 years old. Magalang died peacefully with his beloved wife and family by his side. Just like he dealt with all experiences in life, Magalang managed his illness with strength and grace, and he wanted to spend as much time with his loved ones as possible. To Magalang, being a kind and dependable husband and father was of the utmost importance to him, and he certainly did not disappoint when it came to wholeheartedly loving his family.

Magalang is survived by his wife of 33 years, Leilani, daughter Samantha Delos Reyes, son-in-law Edward Delos Reyes, grandson Ethan Delos Reyes, mother Amparo Luna, motherin-law Josefina Ordoñez, sisters (Minarda, Melanie, Masinag), sisters-in-law (Nory, Linda and Ruby) and many loving nieces, nephews, aunts, uncles, cousins and extended family. He was predeceased by his father Porfirio Luna, brother Magsikap, and sister Mina Nimfa. Magalang was a loving father, husband, brother, grandfather, cousin, godfather and friend to all. He will be lovingly missed by the Ordoñez, Mercado, Senaris, Monton, Ramos, Guinto, Mendoza, Pineda, Mancilla, and Alvarez families. Magalang lived his life to the fullest and could always be counted on to help his family and friends. He was a kind man with

a playful and comedic sense of humour. He loved to cook and always worked hard to provide for his family. He spent many years as a painter with S.R. Alvarez in the Philippines and even worked for Agemar Co as a cook on one of their ships. After immigrating to Canada in 2004 with his family, Magalang worked as a Lead Hand Painter at Carte International, a Painter at Southside Painting, and at MacDon Industries. He later switched careers to become a health care aide at Home Instead Senior Care and The Convalescent Home of Winnipeg. Regardless of where he worked, his main goal was always to provide the best possible life for his wife and daughter. His family would like to thank his medical team (Riverview Health Centre,
