The ongoing labour shortage in Canada has caused a rethink in Canadian immigration programs and policies. If the country is to recover from the COVID pandemic, it is important for Canada to attract and retain new immigrants. An example of the changes prompted by the shortage is the move by immigration authorities to enhance ways to accommodate Post-Graduation Work Permit (PGWP) holders whose permits are expiring. In the past, it was not possible to apply for an extension to the PGWP, which was given based on the length of time the applicant had studied inside Canada. Normally the permits are one-time-only issuances where international student graduates of eligible full-time programs can get an open work permit for up to three years. It is now possible for permit holders to apply for a new work permit or extend the one they currently have. Immigration Minister Sean Fraser announced special measures in April to address the issues related to expiring PGWP permit holders. Just last week, the minister confirmed that technical issues were causing a delay in the implementation of the special measures. The measures are relevant to permit holders whose existing PGWPs are set to expire between September 20, 2021 and December 31, 2022. The new measure will allow eligible PGWP holders to extend their work permit or apply for a new work permit for an additional 18 months. IRCC does not permit applicants to apply for the PGWP at a port of entry. Rather, all applications must be submitted online by December 31, 2022. Applicants who are currently inside the country will also be allowed to work during the interim period when their permits are being extended or a new one is being issued. The new measures will affect different applicants in differing ways. Consider the following applicant situations:

Monkeypox prevention tips While not considered a sexually transmitted disease, monkeypox is typically transmitted through close, sustained physical contact. This can include sexual contact. Vaccination can protect people, but no vaccine is 100 per cent effective. It is important to consider other ways to reduce the risk of exposure, whether or not you have been vaccinated. To protect yourself and prevent monkeypox:

1. You hold a PGWP set to expire from October 2, 2022, to December 31, 2022, and have a valid address inside Canada and a passport that is valid through April 2024, then: You are advised to wait for notification from IRCC. You will receive an e-mail request to confirm your mailing address. If there are no changes then you can wait for IRCC to issue an updated work permit by mid-October;

2. You hold a PGWP set to expire from October 2, 2022, to December 31, 2022, but you need to update (change) your address and/or passport validity, then: IRCC will send you an e-mail message to confirm your mailing address and you must follow instructions to let IRCC know that your address must be updated. If your passport validity doesn’t allow IRCC to extend your work permit, you will receive a separate e-mail request in September. You will be given instructions on how to respond. Check the current validity of your passport to apply for an extension if it expires before April 2, 2024, in order to prepare for the passport request; 3. You hold a PGWP set to expire between October 2, 2022, to December 31, 2022, but you are not able to update your address or passport validity, then: You will need to apply online to extend your work permit. You could receive a work permit extended to your passport expiration date, or you could wait until you have renewed your passport; 4. You hold a PGWP set to expire from October 2, 2022, to December 31, 2022, but IRCC did not contact you, then: If you have not received a message from IRCC by midSeptember, you are not eligible for the special measure. There may be issues related to your admissibility to Canada that need further review. You have the option to applying online for your work permit under the current changes; 5. You hold a PGWP that has expired or will expire from September 20, 2021, to October 1, 2022, then: You can apply online for a work permit. Note that applications for open work permits opened on August 2, 2022. If you are in Canada, you must also apply for restoration of your status at the same time. Under the current circumstances applicants are allowed to restore their status, even if it expired over 90 days ago. Applicants can work in the interim It is possible for applicants to work in the interim. IRCC will be sending email notices to PGWP holders whose documents have expired or are set to expire from September 20, 2021, to December 31, 2022. The e-mail will confirm that the applicants are allowed to work in Canada in the interim. You should attach this notification and explanation with your applications for work permits or extensions but do not neglect to pay the restoration fee if it applies to you. Changes impact applicants The changes also impact on applicants who have applied for the Temporary Resident to Permanent Resident (TR2PR) pathway whose applications are not yet finalized. They can also apply for an open work permit to ensure that they do not lose their permission to work while they await a decision on their permanent residence application. It is important that the applicants also have passports that will expire on December 31, 2022 and beyond. Otherwise, they can apply for an extension to the existing expiration date or applying after they have updated the passports. It is important to note that IRCC is doing what it can to retain foreign student graduates beyond the normal dates of their PGWP issuance. It is a recognition that the country needs a continuing supply of the brightest and the best from round the world, especially those who have already made a commitment and a contribution to the Canadian economy. Immigration can and should work for the benefit of the country and we can applaud the Minister and his staff for their creative solutions to keep PGWP holders in Canada. Special measures to retain PGWP holders

(August 11 news conference) Anyone can become infected with monkeypox. However, in Canada and around the world at this time, infections have been primarily reported among people who self-identify as belonging to the gay, bisexual and other men who have sex with men (gbMSM) community. These individuals are eligible for a preventative vaccination if they also meet at least one of these criteria: • have received a diagnosis of chlamydia, gonorrhea, and/or syphilis in the past two months; • have had two or more sexual partners in the last 21 days; • have attended locations for sexual contact (e.g., bath houses or sex clubs) or are planning to; • have had anonymous sex in the past 21 days or are planning to; or • engage in sex work or plan to, either as a worker or a client. Individuals who are a close contact to someone with monkeypox are also eligible for post-exposure vaccination. They should contact their local public health office to schedule their vaccination. Vaccine appointments are available at several sites across the province. Appointments can be booked online at https:// patient.petal-health.com. “History is like tsismis [gossip].” Thus, did actress Ella Cruz light a tinderbox of national debate surrounding the nature of history. Cruz, who plays in the newly released movie Maid in Malacañang, which recounts the final hours of the Marcos regime in the Philippines, continued to say that history is filtered to us from the past, implying that things may be added or taken away. Now, as a historian, I can say that I agree that the past, through historical sources, is passed down to us and that these sources can be modified. But that observation that history is passed down and may be modified is a truism a truth that is so obvious, self-evident, and mundane that it doesn’t make much of a statement. Cruz and her supporters, though, seem to feel this is something profound. The reason that Ella Cruz’s statement is an unprofound truism is that it completely neglects the actual process of history. Obviously, we are handed down sources such as oral histories, written documents (whether government, diaries, newspapers), and other media such as artwork, or AV recordings. A single source, though, is almost never used to construct a history. There are exceptions, such as when there is only one source that is known to exist on a topic and, in those cases, historians are very cautious using it. Why? Because sources have biases. For example, a government account of a protest rally will differ from that contained in a participant’s diary. Sometimes the differences are because each is intentionally trying to depict a particular view of the event, but bias can also simply come from the fact that both authors are serving different purposes. Government reports versus personal diary entries are, by nature, very different. As a result of the bias inherent in every source, historians use as many different sources as possible to understand and reconstruct something from the past, whether it be a person’s life, an event, or an entire period. History is not merely a collection of facts, dates, and names; it is the interpretation of those things. The sources one uses and the viewpoint of the historian all affect the narrative that is constructed. Thus, each historian and each piece of rigorous historical analysis brings a particular perspective. As Ludmilla Jordanova in History in Practice wrote, “diversity of opinion [based upon interpretation of historical sources] among historians is inevitable. What historians share is their commitment to the critical evaluation of evidence, to meticulous reasoning and to disclosing their sources” (5). That is, interpretations differ, but historical methods and the ethics behind them should not. What is ironic about this is that the movie, Maid in Malacañang, is reportedly based on the testimony of a single eye-witness, and so presents a very narrow and biased view of what may have happened. There is no shortage of accounts of this period, including from those who were supporters of Marcos, that could have been used in the film. Many of these other accounts contest events as they were depicted in the movie, or at least offer additional details, which raises an important point: Why are historians up-in-arms over the statement? If the statement by Cruz is a bland truism, why all the media traction and attention? It is, of course, the context in which it was made. The movie itself has been received by many, both pro- and anti-Marcos, as revising the history of the Marcos family. (Full disclosure: I have not seen the movie yet and I am not interested here in offering a review of the movie.) Cruz initially made the statement at the movie’s promotion, suggesting that the narrative of the movie depicts a researched and legitimate view of the events depicted. You will note before I had referenced rigorous historical analysis. Good historical practice is as exhaustive as possible, tracking down and reading many sources and integrating each of them to construct a narrative the historian, in good conscience, believes is true and reflective. A single eyewitness account that is presented as offering a legitimate, counter view of accepted history, without acknowledging other accounts, is not rigorous by any means. Further problematizing the statement and its context was when Ella Cruz fortified her opinion in a vlog post with Imee Marcos. Of all people she could have had the discussion with, appearing with Senator Marcos reveals the purpose behind the statement: the suggestion that the history of Martial Law and the Marcos family can be rewritten using gossip as a source. Imee and Ella can quote all the Oscar Wilde they like, but historical practice knows better, and has known better for millennia. Herodotus, the Ancient Greek historian from the 5th century B.C. who is considered to be the founder of the practice of history, believed in the veracity and multitude of sources, doing his best to find more than one report of similar events. In a world of Internet 2.0 where anyone can post their views online, Ella Cruz’s statement might seem like it’s making a good point. Further supporting it on the vlog of Imee Marcos also might support that. But it is not. In reality, historical practice is held up to a high standard of review. Before an article or book written by a professional historian is published, it usually goes through a rigorous process where the sources, methods, and arguments are scrutinized by other professional historians to maintain the standard of the craft of history. Certainly, Ella Cruz’s arguments would not pass this process, and we should all remember that history is based upon the veracity and multitude of sources, not mere tsismis Jon Malek received his PhD from Western University and currently teaches history at the University of Manitoba. Winnipeggers have been treated to a spectacular exhibition of the works of Vincent Van Gogh since July 14 at the RBC Convention Centre and there’s still time to experience the wonder until September 4, 2022, when the exhibit closes. Created by French-Canadian creative director Mathieu StArnaud and his team at Montreal’s Normal Studio, Beyond Van Gogh takes viewers on a mesmerizing journey inside the artist’s paintings, using over 300 of his works. The truly immersive experience incorporates both still and moving art. Freed from their frames, the works come alive, flow across multiple surfaces, appear, and disappear. Visitors can fully appreciate and experience all the extraordinary details, the brushstrokes, and the colours while walking among the vastly enlarged images of Van Gogh’s paintings projected all over the vast open space of the RBC Convention Centre. It is like stepping into a Van Gogh painting. After a seven-year broadcast that made a mark on pop culture, the iconic teleserye FPJ’s Ang Probinsyano concluded Friday with the title character portrayed by Coco Martin returning to the province and starting anew, marking the end of an era for Philippine television. Aptly titled Mission Accomplished, the final episode saw Cardo (Martin) achieving Task Force Agila’s goal of ridding the country of the terrorist threats of Renato (John Arcilla) and Lucio (Raymond Bagatsing), killing them both. But that accomplishment did not come without sacrifice. After the deaths of Delfin (Jaime Fabregas), Victor (Raymart Santiago), Roxanne (Shaina Magdayao), James (Jay Gonzaga), Dante (Bassilyo), and Marsial (Smugglaz), the rest of the members of Agila were wiped out. Hogtied by Lucio’s gunmen and garbed to look like them, Jerome (John Prats) and Rigor (Marco Solis) were both mistakenly shot by Ramil (Michael de Mesa) and Patrick (CJ Ramos) Outnumbered and attempting to fallback, the surviving members of Agila prioritized the safety of Cardo and President Oscar Hidalgo (Rowell Santiago). They willingly stayed behind to fend off Renato and his men, accepting that it would likely result in their deaths. Diana (Angel Aquino), Billy (John Medina), Greco (Sancho delas Alas), Ramil, and Patrick died protecting their two leaders. Insisting that the President’s life is more valuable than his, Cardo similarly tried to lure their enemies to a different direction, to give Oscar time to escape. The plan, however, resulted in Cardo getting surrounded, with Renato seemingly shooting him dead. Circling back to help Cardo,

Oscar found an advantageous spot that allowed him to fire away and finally kill Renato, who had long schemed to steal the presidency from him. While triumphant in their mission, the president found himself laying to rest the slain members of Agila, all of whom were given a hero’s burial. Cardo, who appeared dead, was later shown recovering in a hospital. He, however, was met with the tragic news that not only his comrades were gone, but so too was his grandmother, Flora. Lola Flora, as he was fondly called by Cardo, was portrayed by the late screen icon Susan Roces for over six years, until she passed away in May. While in the story, Flora’s death was not explained, her tombstone, which reflects Roces’ real birth and death dates, was shown being visited by Cardo in the final scenes. Deciding to return to the province, Cardo was reunited with last semblance of family he had left the children whom he and Flora had taken in, including Onyok (Onyok Pineda), one of the original characters of the series when it premiered in 2015 in a full-circle moment for the hero cop. In Manila, Oscar, whose family was massacred early in the series, similarly had a new start as he married Aurora (Sharon Cuneta), his first love. Cardo appeared to find new love, too, with the revelation that Mara (Julia Montes) Oscar and Aurora’s daughter survived being thrown at sea. Cardo’s legacy The Philippines’ longestrunning teleserye and with an ever-evolving story that resembled current events, Ang Probinsyano made a mark on local pop culture over its seven-year run. Martin, its lead star who later became its creative head, also cemented his status as TV and action king, following in the footsteps of his idol, Fernando Poe, Jr., whose 1996 movie inspired the series. According to Kantar Media, Ang Probinsyano was the Philippines’ undisputed No. 1 TV program for five years until mid2020, when ABS-CBN was forced off free television. Migrating to digital platforms after the network’s broadcast shutdown, the series steadily regained its wide viewership. Over the last two years, Ang Probinsyano led ABS-CBN titles in marking successive audience milestones on Kapamilya Online Live. Leading up to its conclusion, it logged successive record viewership, with the final episode setting an all-time high 536,543 concurrent live viewers. Unfortunately, the tribe was massacred years ago. Diego now leads the remaining Atubaws, which include Celia a pregnant Atubaw set to be portrayed by Thea. “This is one of the projects I’m really proud that I’m part of. Mahalaga ang bawat karakter, [sa mga susunod na tagpo] mas magiging intense ag labanan,” shares Thea. Viewers should also look forward to Ines, Lolong’s aunt who is set to be played by Alma. Ines witnessed how her tribe was massacred. Despite her mental health condition, Ines holds a secret that will change everyone’s life. “There are so many projects that will come and go but only a few are unforgettable. Lolong is one of these projects I’m really proud of,” says Alma. Earlier seen in the series, Rafel returns as Fr. Reyes. This time, viewers will see more of his character as a priest assigned to Tumahan. Fr. Reyes believes that humans and animals have equal rights and responsibilities. Rafael is also honoured and grateful he gets to be part of Lolong “The way I was welcomed was very warm. The dynamics, the synergy within the cast and crew, it shines through.” Also to be introduced in the series is Victor played by Lucho. He is Abet’s (DJ Durano) best friend.
