Ready for your 4th shot?

On May 20, 2022, Manitoba’s public health has expanded eligibility for the second booster dose of COVID-19 vaccine to include: Individuals aged 50 or older who live in the community; First Nations, Inuit and Métis people aged 30 or older, regardless of where they live; Individuals aged 18 to 49 years who are moderately to severely immunocompromised and residents of any age in personal care homes and elderly persons housing congregate living sites. The province is also shortening the intervals to be eligible for booster doses. The first booster can now be given four months after the person’s primary vaccine series (usually two doses). The second booster dose can now be given four months after the first booster. The vaccine clinic at RBC Convention Centre continues to operate and some pharmacies in the province also provide this service to the community. COVID-19 continues to circu-

late throughout the province and vaccination is the best protection against serious outcomes. It is not too late for people to receive their primary vaccine series or booster. To date, more than 590,000 first booster doses have been given to eligible people including nearly 80 per cent of those aged 60 and older. Nearly 10,000 people have

The sponsorship of spouses and partners A perspective on processing times The question of back logs and files pending continue to occupy the attention of many. It is difficult for sponsors and applicants alike to be waiting for the process to end. No, the immigration authorities are not ignoring the submissions, nor do they derive any pleasure from making you wait. There are good reasons for the delays that have affected all immigration submissions – including the long recovery from the pandemic, the unprovoked invasion of Ukraine with the slaughter of untold thousands of innocent civilians and the displacement of millions. We are fortunate not to be in the line of fire and lead our lives in relative safety. It is important that all concerned understand that the increased wait time is not the same as being in the war zone and under threat of death. There is no true equivalence between waiting for a visa and waiting for death. Canada does respect international law and promises made to help

those in dire need of humanitarian assistance. This is part of our past and our present. Let us consider for one moment the good things that immigration brings. Last year, for example, saw the landing of over 400,000 newcomers for only the second time since 1913. Immigration authorities are working at matching that number this operational year. The bulk of arrivals, or 62 per cent came under economic immigration with 252,975 arrivals. This contrasts with family class immigration at 20 per cent of the total or 80,990 arrivals. The family class was projected at 26 per cent of the total, slightly under the targeted numbers. However, in terms of origins of arrivals, the Philippines was third at 4.3 per cent of the total, after China at 8 per cent, and far from India, which led all world areas with 32 per cent. The Philippines was also one of the leading source countries for the sponsorship of spouses and partners. Last year, Canadians sponsored 10,715 loved ones

from India, 4,810 from the United States, and 4,805 from the Philippines. The numbers from the Philippines were slightly higher than China with 4,265. The country is still well represented in the 2021 numbers and the current immigration processing for 2022. The sponsorship of spouses and partners includes spouses, common-law partners, and also conjugal partners. There is no assignment of live-in partners from the Philippines, which is often considered equivalent to common-law based upon cohabitation in a conjugal (husband and wife-like) relationship between two persons. There is no time requirement for marriages, but common-law relationships require one year of continuous cohabitation. Conjugal couples require one year of a continuous husband and wife-like relationship for persons separated by distance and with some barrier preventing the parties from living together. Canada does not require parties to marry in order to be sponsored but there is no option

for conjugal sponsorship for parties inside Canada, where there is no physical barrier preventing them from living together. Canada has a responsibility to ensure that all sponsorships are bona fide and not just marriages or relationships of convenience, arranged as a way to getting into the country. The authorities must determine if the relationship is true, whether the sponsor is eligible and the applicant is admissible. Some of the cases are not simple and are subject to additional checks and investigations, and this leads to delays. In real terms, I remember one case where the Canadian sponsor complained that she had been waiting for well over one year (before the current back logs) and asked me what that meant. I asked her if there was something her husband was not telling her, and the answer turned out to be yes. The immigration authorities in Manila asked him for a second NBI police clearance under a different spelling of his family name. The applicant

had neglected to tell his wife, his immigration representative, and IRCC that he had an active estafa case in the Philippines. He conveniently forgot that he owed over 150,000 pesos to a third party. This is an example of criminal inadmissibility and it mattered in this case. It could have explained the long delay. It is important for all concerned to understand that false submissions and incomplete applications do not speed things up but cause delays. It is important to take extra time and ensure that the submission is correct and true. If not, you have no one to blame but yourself. Talking to children and youths about school shootings On May 24, 2022, an 18-yearold gunman walked into Robb Elementary School in Uvalde, Texas, and killed at least nineteen students and two teachers. News of this event has made international headlines, resulting in renewed conversations about gun laws in the United States. This tragedy has touched the hearts of many, including some of our own children and youth in Canada. We as adults have a challenging time making sense of what happened. Children have an even harder time and can experience the same difficult emotions that we do. If you have young ones in your life, it would

be worthwhile to check in with them. There are several things that you can do to help children struggling with stories that they hear and images they see on the news and in social media. • Ask them about what they have heard. Be curious about what friends and social media are saying. If they are teenagers, it is very likely that they have heard about the school shooting. This may vary with younger children. It may not be helpful to bring it up if they are under eight years old and have not heard anything about the event. Developmentally, children that young have a very hard time understanding violence.

But be aware that they may hear things from other children, and then it’s up to you to provide them with guidance and reassurance. • Listen carefully and try to get a sense of what their understanding is. Help them to talk about fears and worries. Look out for misinformation and explain it to them in simple, clear, and age-appropriate language. • Answer their questions directly and encourage them to continue coming to you with future questions. Children and teenagers, just like adults, will have worries about whether this will happen again. While it is important to be truthful about risk, emphasize that schools and families have plans in place. Talk about the difference between gun laws in Canada and the US. opportunity to talk about their thoughts and feelings helps them to cope better. • Limit media exposure. Do not allow very young children to see troubling images or hear news broadcasts. Do not assume that they are distracted while you watch the news, or that they are “too young to understand.” Anything confusing can lead to distress. Limit your own news intake to manage your stress levels. • Recognize common reactions such as trouble sleeping, loss of appetite, difficulty paying attention and concentrating. Youths may want to stick close to home more than usual. These reactions should decrease within a few weeks. Be patient and continue to invite them to talk. • Show them how you

are coping in healthy ways. Consider sharing your feelings about the event, but at a level they can understand. Talk about how important it is to deal with difficult news, and that humans naturally care about others, even strangers. Express sadness and empathy for the victims and their families. Highlight the helpers who are assisting victims and their families to heal. This emphasizes the good in people. • Look for other people to help. Consider letting your child’s teacher and guidance counsellor know about what you are noticing. Other professionals that you can consult include their pediatrician or a mental health professional. Recognition of MAFTI’s 45 years of community service Since 2019, it’s been my pleasure to serve as a board member for the Manitoba Association of Filipino Teachers, Inc. (MAFTI). MAFTI is a community organization founded in 1977 to support the development and integration of teachers of multiple ethnicities, and to connect with and enrich the wider community with Filipino cultural and language programming. On 27 April 2022, members of MAFTI’s executive and board were invited to the Manitoba Legislature to bear witness to Malaya Marcelino, MLA for Notre Dame, read a member statement recognizing and celebrating MAFTI’s 45 years of contributions to the community. Cindy Lamoreaux, MLA for Burrows, also took an opportunity in her member statement to acknowledge the group’s contributions to the community. Afterward, Malaya Marcelino presented Genalyn Tan, president of MAFTI, with a plaque in honour of the event. MAFTI runs a series of cultural programs including an after-school heritage program for Filipino and non-Filipino students to learn about the Philippines, its culture, and to learn the Filipino language. An adult Filipino language class also allows both Filipinos and non-Filipinos the opportunity to study the language. In addition to social events like MAFTI’s recent Spring Fling and annual Christmas party, professional development sessions are also held to help teachers who were educated outside of Canada acclimatize to the Canadian education system. The origins of MAFTI followed the recommendations of the first provincial conference of the Philippine Association of Manitoba, held from 2 to 4 September 1977 at the Winnipeg Inn and the University of Manitoba on the theme of “The Role of Filipinos in the Manitoba Mosaic.” Two hundred attendees were drawn to the conference to support its multi-pronged objectives. The first was “to further the acculturation and socialization of Filipinos into the Canadian society of many ethno-

cultural groups.” The second objective was “to ascertain the social needs and other problems affecting Filipinos,” such as educating Filipinos on Canada’s immigration policies which, in 1977, were still in a period of significant change. The third objective intended “to foster civic awareness among the members of the Philippine community in Manitoba,” such as understanding the need for credential equivalency in certain professions and knowledge of Canadian financial, credit, and banking systems. The fourth goal was to build interest amongst Filipinos to participate and become involved in community organizations. The final goal was “to come up with specific set of resolutions and recommendations” to several problems and areas of need that were identified in the conference. To fulfill these goals, the conference hosted several papers that covered topics including “Multiculturalism and Bilingualism as a Policy,” Canada’s immigration policy, the “Assimilation of Filipinos into the Economic System in Canada,” and “the Role of the Philippine Community in the Canadian Federal, Provincial, and Local Affairs.” The conference’s aim was to help Filipinos adapt to life in Canada, while advocating for the preservation and promotion of Filipino culture, especially in Filipino youth. The papers were followed by workshops on cultural and social values, education, national issues, and issues affecting local, provincial, and federal levels of Canada. The proceedings of the conference, published in 1978, also contain written messages from various political figures, such as the Prime Minister of Canada, Premier of Manitoba, Mayor of Winnipeg, the Embassy of the Philippines, and president of the Philippine Association of Manitoba. The final objective of the conference, to come up with a list of recommendations, generated ten items. Concerns included helping Filipino Canadians achieve licensing, registration, and certification in their trained professions. While in the 1960s these barriers were not so bad,

they became increasingly difficult and convoluted, creating a system that today continues to bar many skilled Filipino Canadian professionals from practicing their craft in Manitoba. Other recommendations included the founding of a program for Filipino seniors, the hiring of qualified Filipino daycare personnel to accommodate growing numbers of Filipino children, and that a Filipino information centre be established to connect with other ethnic groups in Manitoba. The fourth item on the list of ten recommendations called for “classes in Pilipino as a third language be taught in Winnipeg schools.” In answer to this call, the Manitoba Filipino Teachers’ Association was organized. As the conference proceedings reported, “Since the date of the conference, the Manitoba Filipino Teachers’ Association has been organized and has affiliated with the Philippine Association of Manitoba.” Cultural preservation was a

Children and youth were particularly identified as being most at risk to lose their Filipino heritage while being the best hopes for its preservation. Filipino teachers were tapped as key players in this process. In addition to calling for more Filipino teachers in the Manitoba education system, they were also called upon to “take the initiative to set up classes for newly-arrived Filipino children”

and to “identify and, if necessary, develop adequate teaching aids for Filipino culture and language classes.” The call was answered by Lolita Oandasan, who arrived in Canada in 1965, with cofounders Julie Mandac, Socorro Juan, Jenny Hernaez, Adoracion Macapagal, Jean Guiang, and Gemma Dalayoan. Those present for the member statement in the legislature were executive and board members Victoria Cabrera, Clarita Manzano, Gemma Dalayoan,

Michelle Feliciano, Marilyn Gomez Malek, Jon Malek, and MAFTI member Joanne Vivieza. This recognition is a proud moment for MAFTI, itself a testament to the longevity and effectiveness of Filipino cultural programming and preservation in Manitoba. Jon Malek received his PhD from Western University and currently teaches history at the University of Manitoba. He is working on a book manuscript on the history of the Winnipeg Filipino community.

Are you brave enough to travel? Raise your hands if you are itching to travel as much as I am. Did you raise your hands? Are people now wondering why you are holding your arm up? For over two years I have been dreaming up the perfect vacation that the Burgos bunch can take after we have been keeping it close to home. For us, we are looking at travelling back to Winnipeg this summer to visit my mom, motherin-law, son, siblings, nieces, nephews, and our grandchild. More of that trip in a minute. I’m still very thankful that we were able to get away before the pandemic hit. Back in January 2020, Elizabeth and I surprised the kids with a trip to Mexico. We had never been there and have always wanted to go. Upon our arrival back to Canadian soil, we started hearing about coronavirus. I had never heard of it before, and being oblivious, thought it originated in Mexico. Little did I know, what we thought was a passing flu would become what we know it to be today. That was our last “family trip,” as defined by my son Gavin. “Trips to Victoria, Vancouver, and Tofino don’t count dad,” he said wryly. “We need to take a

plane.” I guess he has a point. But seriously, where could we go? I can tell you for sure, we won’t be taking a cruise anywhere. Those ships scare me now. Do I want to risk another lockdown while we are in another country? That, plus we let the kids’ passports expire last year. I mean, we didn’t need them. Now, many people across the country are finally willing to travel but are hit with another roadblock – passport delays. So go ahead, book your trip, and renew your passport. Hopefully, you’ll get it in time, maybe you won’t. I’m not blaming the Canadian passport office, they’re doing the best they can. This, too, is another effect of COVID. So, we stay close to home, right? We can start planning for our trip to Winnipeg to visit family, right? Wrong! Another stumbling block – astronomical gas prices. Last night, I filled up the gas tank in the Burgos’ SUV. It is a V8 monster with a 100-litre tank. As I filled the vehicle with gas, I emptied my tear ducts by crying. I wasn’t the only one crying at the gas station. A truck driver gave me a sympathetic nod as he rubbed

his runny nose on his sleeve while his total crept closer and closer to $200. I paid $2.27 per litre for regular grade. That isn’t a typo. Industry analysts predict $2.50 per litre come summertime. That’s something to look forward to. With these gas prices, a road trip back home is going to cost a lot of money. Like, a lot. Do we fly on the econo airlines? Risky because it seems they are in operation one day with threats to shut down the next. We still haven’t made the decision if we are going to drive back, but we still have some time to decide. If we do travel back to Winnipeg, let me share some of the Burgos’ favourite places to go on our road trips. We’ll start here on the west coast. The city of Vancouver is a nobrainer. If you haven’t been, you must visit one day. Rent a bike and ride through all of Stanley Park. If you like markets, check out Granville Island. If you want to see if you are afraid of heights, check out the Capilano Suspension Bridge. As for food, take your pick, they have all kinds of global cuisine. Further east, we stop in Salmon Arm, B.C. (Fun fact, salmon do not have arms!) The city has some of the best summer temps in the country, but don’t fret, you can

rent a houseboat and spend your days on Shuswap Lake. The Rocky Mountains on the border of B.C. and Alberta is another place you need to experience. Coming from Winnipeg, I thought “Garbage Hill” on Empress Street was high. Nope, the majestic mountains are a site to behold. Calgary is a favourite stop because most of my extended family calls it home. We always stop to visit, and eat, visit, and then eat some more. If we feel adventurous, we drive north from Calgary and stop in Edmonton. There, we visit and eat, visit, and then eat some more. The kids like the indoor water and amusement parks in West Edmonton Mall. It’s our Disneyland, without the lifesize cartoon characters. Further east is Saskatchewan. I have a love-hate relationship with this province. I love that it is an easy drive. However, I can’t stand that it is an easy drive. It is quite boring with nothing much

to see for miles. A good place to spend half a day is The Tunnels of Moose Jaw. The underground tour may tickle your fancy if you like prohibition-era Canadian history. In Regina, I found China Liang’s Buffet. It looked a bit sketchy on the outside, but wow, it’s probably the best Chinese food buffet I’ve been to. Expect to wait for a table, it’s very popular. Next stop would be Winnipeg. I don’t need to tell you how awesome the city is. Family, friends, and so many places to eat! I intend to eat a FatBoy Burger from the Red Top or Dairi-Wip drive-ins. After that, sinigang or pancit at mom’s place. Ok, I think I’ve talked myself into it. We will be driving to Winnipeg this summer. I will just close my eyes when filling up the gas tank. So, let me ask you, are you brave enough to travel? Dale manages the communications department for a school district in B.C.

Pinuntahan nila ang unang apartment sa Malasana, sumunod naman ay tiningnan din nila ang La Casa de Papel, mayroon din silang binisita sa mismong Plaza Mayor na nasa sentro ng Madrid. Magaganda ang tatlo pang apartment na pinuntahan nila ng broker, pero nagpakatotoo si Bea, mataas ang presyo noon sa nakahanda niyang budget para sa bibilhin niyang bahay. Pag-iisipan daw muna niya ang presyo dahil ooperahan na rin ang kaniyang dakilang ina na ilang taon nang hindi nakakalakad. Buhay na buhay pa rin ang istorya ng hidwaang naganap sa pagitan ni Sharon Cuneta at ng pamilya Sotto. Si Sharon ang pinakanaipit sa dalawang nag-uumpugang bato. Asawa niya ang senador at pangalawang ama niya namang itinuturing ang aktor-politiko. Naging marespeto sa kabuuan ng kampa niya ang pamilya ng Senate President, ang bunsong si Ciara lang ang nagpo-post, at hindi kailanman lumihis sa kagandahang-asal ang mga pananalita nito. Ang iba pang mga kilalang community leaders na tumakbo sa Point Douglas ward noong 2014 at 2018 civic elections ay sina: Rebecca Chartrand, Kate Sjoberg,

Dale White at Dean Koshelanyk. Magiging napaka-interesting kung may lulutang pang mga Pinoy-Canadians na lalaban sa ward na ito bukod sa mga napabalitang maaaring tumakbo. Tuloy ay sinakyan siya ng mga mahilig magpalabas ng fake news, kung anu-anong masasamang salita ang ipinaangkin sa kaniya, mabuti na lang at maagap ang mga namamahala sa kaniyang career. Nag-damage control agad ang mga ito, inilabas nila ang mga posts na hindi naman talaga galing kay Andrea, nagbanta pa silang magsasampa ng cyber libel sa mga nag-iimbento lang ng istorya. Proud to be Pinays! As the Filipino community grows in Manitoba, so does the number of Filipino women who continue to make their positive impacts on diverse fields in our society. After not being able to celebrate in person for over two years, Pinays Manitoba held a very well attended recognition luncheon on May 28, 2022, to honour five outstanding Filipino women – the Pinays Trailblazer Awardees: Police Constable Maria Buduhan, Virginia “Jean” Guiang-Santoro, Dean Mariciel Nuyda, Dr. Crystal Paculan, and Gina Trinidad.

“I am very happy that we were able to get together, in a safe space, to celebrate and honour the accomplishments of five amazing Filipino women – a person with outstanding volunteerism and an Order of Manitoba awardee, an educator, a chiropractor, a nurse who rose to the senior executive level, and a policewoman. They all exemplify dedication to serve others in their chosen field,” said Pinays Manitoba president Araceli Ancheta. Founded in 2016, Pinays Manitoba Inc. is a non-profit, registered community organization

dedicated to the support and empowerment of Filipino women in Manitoba. “We at Pinays are happy and honoured to find these Filipino women helping to make a positive difference in people’s lives. In the process, we are developing role models for our community, most specially for the next generation of Filipino women,” said Pinays Manitoba VP Winnie Navarro. More than 40 members of Pinays Manitoba pooled their resources to organize the recognition event that was attended by 200 guests. Held at the PCCM,
