WINNIPEG – A group of Filipino women met in December 2015 and agreed that it was time to recognize the needs, strengths and potentials of Filipino women in the community. From this meeting the idea of Pinays MB Inc. was born and the organization was officially formed on January 6, 2016. On Saturday, March 12, 2016, Pinays MB will host a Recognition Luncheon at the Skyview Ballroom of the Marlborough Hotel. The purpose of the event is three-fold: to officially launch Pinays MB Inc., to celebrate International Women’s Day and to recognize two outstanding women who made significant contributions to the growth of the Filipino community in Manitoba. The two honourees are: The late Mrs. Carolina Custodio who was instrumental in bringing groups of garment workers from the Philippines to Manitoba ca.

From hero to heel

Freedom of religion and freedom of speech are both enshrined in the Philippines Constitution. In this country, one is free to practice any faith without fear of being sanctioned, punished, or otherwise given a hard time about it. While the majority of Filipinos are Roman Catholics, there are large numbers of people following other faiths, and there has been harmony over the years despite the differences these religions have. Even in Mindanao, where there is a perception that a religious war is going on, the reality is that Christians, Muslims, and Lumads live peacefully with each other. Freedom of expression is also a cherished right in this country, especially since we lived through two decades under a dictatorship that forbade any expression of dissent against it. Here all sorts of ideas abound, and they are freely expressed, discussed, debated, and analyzed so that every person participating is enriched in mind and spirit. But sometimes when these two freedoms are mixed, the result can be disastrous. This was the case with boxing champion Manny Pacquiao who recently made a very public pronouncement

against gay relationships. That by itself is not a problem; as said earlier, this country cherishes its freedom to believe in anything. But Pacquiao stepped over the bounds of fairness and even decency when he decided to mouth what may have been taught to him by his Bible teachers: that those who engage in homosexual relations are “worse than animals.” That constituted hate speech, and while he may have been free to say it, the words he said did not have a place in a civilized society. Again, to be clear, what was offensive in what Pacquiao said was not his belief that gay relationships are evil. Everyone is entitled to his or her own opinion. In fact, the church to which most Filipinos belong openly preaches against it. What was offensive was that he took that a step farther and compared lesbians, gays, bisexuals, and transsexuals (LGBT) with animals — an insult that is twice as offensive when one says it in Filipino: “masahol pa sa hayop.” For his misguided tirade, Pacquiao has been rewarded with almost universal criticism — most of it coming from the ranks of his fellow evangelical Christians. In light of his descent from hero

to heel, losing the multi-million dollar endorsement deal with Nike may not have been the worst consequence. Bad start Presidential candidate Mar Roxas has once again used Davao City — my home for the past 26 years — to bash his rival, Mayor Rodrigo Duterte. Speaking to reporters after the first presidential debate in Cagayan de Oro City on February 21, the Liberal Party standard bearer said: “May droga sa Davao ngayon.” (There are drugs in Davao City right now). In truth, no one ever really said Davao City is absolutely, 100-percent free of illegal drugs. One need only scan the newspapers to see that drug pushers regularly get arrested — and yes, sometimes killed — during drug buy-bust operations mounted by the Davao City Police Office (DCPO), the Philippine Drug Enforcement Agency (PDEA), and other concerned agencies. Like any other urban area, Davao has its problems, and the presence of drugs is one of them. The DCPO is always on its toes to make sure it doesn’t grow into the monster that it is in other places. That explains precisely why anti-drug operations are still mounted quite frequently in the city: it is an acknowledged fact that drugs are present and that vigilant police work is necessary to keep it in check. Roxas, therefore, was correct when he said drugs can still be bought in Davao City. It was what

he said after that has gotten him in some trouble: “Ngayon lang, gusto mo samahan kita e, makakabili tayo ng droga sa Davao e.” (Right now, if you want I’ll take you, we can buy drugs in Davao). He may have said it in jest, but the message he was making was that he has personal knowledge of where drugs are being sold and can even accompany reporters to score some. The question therefore arises: if he knows where the drugs are, why didn’t he do anything about it when he was still Secretary of the Interior and Local Government and had the Philippine National Police (PNP) under his direct control? This statement probably will go down as just another “Marism,” misstated words that worked the opposite of what he had intended. Roxas, who has been trailing in the surveys, probably thinks he can get ahead by pulling the leaders down, but he has not succeeded so far because of his poor choice of words. He really has to put an end to this tactic because it puts other people — and other cities — in an undeserved bad light. He must remember that if he wins he would still have to count Dabawenyos as his constituents. The way he’s handling things, his would-be administration is getting off to a bad start. Post-War CanadianPhilippine relations Following the end of World War II, Canada became increasingly involved in the Asia Pacific region. As a Pacific nation with interests in Asia, Canada became particularly interested in the Philippines. For some time already, Canadian insurance companies and Christian missionaries operated in the islands, but in post-War reconstruction Philippines the Canadian government saw renewed opportunities for investment and better political relations. In a policy statement of August 1944, the Canadian government said in a statement “after the defeat of our common enemies [in World War II] Canadians and Filipinos will look forward to a new era of peace and reconstruction in the pacific area.” In 1946, after the war’s end, Canada was invited to the Proclamation of Philippine Independence on 4 July 1946. An internal memorandum on the matter stated, “If, as is sometimes stated, Canada is a Pacific nation, it would be appropriate to take official cognizance of the birth of the Republic,” which it did swiftly. In 1949, relations between

Canada and the Philippines were formalized with the opening of a Consulate in Manila. In a letter of instruction to the Consul General, External Affairs stated “You will, at all times, bear in mind that the principal function of the Consulate General of which you are in charge is the promotion and cementing of the friendly relations which exist between the people and Government of Canada and those of the Philippines.” After 1949, relations between Canada and the Philippines remained amicable, as there was a relatively stable exchange of business. The Philippines was particularly interested in economic investment from countries like Canada, as they were less worried of “economic imperialism,” referring to the favourable economic rights maintained by the U.S. following the 1946 independence. By the 1960s, though, discussion circulated within External Affairs regarding the Philippine policy of reciprocity regarding foreign nationals seeking permanent residence, or visas on a nonimmigrant basis. This became an issue because in November

1960, this policy became increasingly enforced and a local sales manager for Singer Sewing Machine Company had been denied an application to extend his employment visa. When prompted by the Canadian government, the Philippine Immigration Commissioner stated that because Canada did not permit Filipinos to enter Canada as pre-arranged employees, the Philippines would apply their policy of reciprocity. All of this must be understood under Canada’s exclusionary immigrant policy prior to the 1967 Points Immigration System, of which I have written previously. The fact of the matter was that the Philippines recognized that Canada was denying Filipino immigrants based purely on their geographic origin, thus nearly denying all Philippine immigration. In a memo from 1957 titled Canadian-Philippine Relations: Consular and Immigration Problems with the Philippines, the matter was stated bluntly: “Citizens of the Philippines are regarded as Asians under the Canadian Immigration Act and Regulations and as such their admissibility as immigrants is governed by Section 20 (d) of the Regulations which restricts

their admission to first degree relatives of Canadian citizens. As a non-Commonwealth Asian country, the Philippines do not enjoy the benefit of a special immigration agreement with the Canadian Government similar to the ones concluded with India, Pakistan and Ceylon providing for a small annual intake of persons who would not otherwise be admissible. The net result is the virtual exclusion of Philippine citizens as immigrants since compared to other groups, for instance the Chinese and Japanese, there is practically no one in this country eligible to sponsor their entry for permanent residence.” Pressure such as that from the Philippines played a significant role in liberalizing Canada’s immigration scheme that shifted to a merit based evaluation. This was imperative because, if Canada wanted to be a Pacific country and maintain favourable business relations, it would have to treat Asian nations like the Philippines on more equal footing. A test of Canada’s humanitarian greatness So proud was I to hear the news that the 25 thousandth Syrian refugee arrived in Montreal last Saturday February 27 that I decided to put into print through this column my thoughts on the subject. I trust you share my sense of joy and gratitude on this happy occasion. It is not often that citizens and their country are presented with the privilege to exercise their duty in the service of humanity during trying times. We are in difficult times, indeed, for in the world and in North America, Canada included, we have heard voices against immigrants and even refugees. We had read news and seen TV broadcasts of actual hostility and violence. And it becomes painfully sad to hear when similar voices of resistance or reluctance are heard coming from some former immigrants and their descendants. Fortunately, these voices and hostilities are few and far between. Nonetheless, I grant that those whose concerns were due to their perception of threats to our security have honest reasons for apprehension. That is why the Hon. Ralph Goodale, Minister of Public Safety and Emergency Preparedness, has assured Canadians that all needed

screening measures have been taken diligently. Lest we forget, let us all be reminded that immigrants leave the familiarity of their countries of birth in search of a new and better life. Refugees leave their countries to settle anywhere just to escape death – now a daily reality in the Syrian civil war. Let us also remember that both immigrants and refugees have helped build our Canada, which is now the “envy of the world.” Once in the late ‘70s during the crisis in Vietnam, I chaired the Refuge Committee at Christ the King Parish in St. Vital to raise sponsorship funds for some refugee families. We are now all witnesses to their success in business, among other fields of endeavour, thereby contributing to employment and the economy of our community – to mention just one dimension. It was a truly a fulfilling experience to recall. Let us also take time to thank the Minister of Immigration, Refugees and Citizenship, the Hon. John McCallum, his fellow cabinet ministers and the rank and file of government officials for their expertise, hard work and dedication to see accomplished the goal that has been set. All of this was done without a taint

of partisan politics. In fact, “all evidence points to a committed, careful screening process overseas and a well-prepared integration plan here at home,” observed Ottawa Bureau Chief John Ibbitson for the Globe and Mail. “Instead,” he continued, “everyone involved, from the approximately 500 departmental officials who have worked

tirelessly, some of them straight through Christmas, to Minister John McCallum, deserves high praise.” Truly, it is right and proper we convey our gratitude to our Prime Minister, the Right Honourable Justin Trudeau, for his leadership and his team. Once more Canada has answered the call to serve the cause of humanity. That makes

our nation ever great. Dr. Rey – a retired lung specialist and professor of child health and former Member of Parliament, Parliamentary Secretary to Prime Minister Jean Chretien, and cabinet minister – serves as a volunteer on the Advisory Council of Immigration Partnership Winnipeg of the Social Planning Council.

Common sense changes to the Citizenship Act How many of you remember the major overall the Harper government did to the Canadian Citizenship Act? Well not only was Harper booted out of office in November 2015 but some of his more controversial changes are being changed as we write. The Liberal Minister of Immigration John McCallum announced on February 25, 2016 his intention to introduce legislation directed to reversing many of the unfair and unreasonable changes to citizenship put in force in 2015. Some of the proposed changes include: 1. In May 2015 legislation came into effect that would allow the government to revoke Canadian citizenship from dual citizens (Canada and Philippines for example) for certain acts against the national interest of Canada. Rather than debate C-24 all over again it is important to

note that the Liberal bill would repeal this change. All Canadians who commit crimes will continue to face the consequences of their actions through the Canadian judicial system but there will be no national interest grounds for citizenship revocation; 2. Since June 2015 adult applicants for citizenship had to declare their intention to reside in Canada if granted citizenship. The current government will remove this requirement so that all Canadians are free to move outside of Canada. This is a right guaranteed by the Canadian Charter of Rights and Freedoms; 3. The residency requirement that was increased under the Conservatives to four years out of the past six will also be changed. The new rule would be three (3) years or 1095 days within the past five years. This means that applicants can apply

for citizenship one year earlier than they can now; 4. The Liberals are also restoring the allowance for time spent in Canada before permanent residency as part of their residency requirement for up to one year. If this sounds familiar it should because this is what the former government took away; 5. The Liberals are also removing the 183 days of physical presence requirement that was brought in by the former government. The basic residency of three out of five years is required but the 183 minimum days for each year is eliminated; 6. The age requirement for language and knowledge was increased from age 18 – 54 to applicants aged 14 – 64. Many of us decried this action and this also is being changed. The Liberals are returning the age requirements to those aged 18 to 54;

7. The proposed changes also include a provision that would allow persons with conditional sentences (ie. sentences served in the community with certain conditions) in Canada to count this time towards meeting the residency requirements for citizenship; 8. The proposed legislation will require that all applicants for citizenship continue to meet requirements until they take the oath, regardless of when their application was received; 9. The proposed legislation does give immigration authorities the right under the Immigration and Refugee Protection Act, to cease fraudulent documents at any time during the proceedings, including in-person interviews and hearings. This will improve the ability of officials to carry out investigations and present further use of fraudulent documents. In conclusion, many of the changes proposed by Minister

McCallum are a return to what had been changed. It is like the old adage why change something when it was never broken. Perhaps the former Prime Minister Harper and former immigration Minister Keith Alexander may be thinking the same thing now. At any rate all community members can breathe a collective sigh of relief, especially children 14 years old and seniors up to 64. Instead of excluding applicants, Minister McCallum has restored balance and fairness into the system of qualifying permanent residents for Canadian citizenship. Washroom ventilation Ventilation systems must be installed in all washrooms as they are designed to exhaust moist air and odours to the outside. This includes washrooms with windows because they are normally closed during the winter in cold climates like Manitoba. Usual washroom ventilation systems comprise of a ceiling fan unit attached to a duct that terminates at the roof. The exhaust fan may be controlled by a conventional wall switch, a timer wall switch, or a humidistat that can be automatically set to turn the fan on and off depending on the relative humidity inside. Newer exhaust fans manufactured these days are very quiet, in contrast to older fans that are very noisy when operated. A quiet older fan is an indication that it is not working properly. Signs of insufficient washroom ventilation include high humidity levels, frost on windows, flaking paint, visible mould on ceilings or walls, corrosion of metal, and moisture

stains. Ducts that terminate or leak in attics can cause warm moist air to condense on attic insulation, framing, and other materials. This circumstance increases health risks from mould and decay damage to building materials. Moreover, high moisture content also decreases the effectiveness of thermal insulation installed. Even though the growth of mould may occur in the attic, mould spores can be drawn into the home’s living areas by low air pressure. Low air pressure is normally generated by the discharge of household air from exhaust fans in furnaces, water heaters, dryers and washrooms. The most common unacceptable washroom vent terminations are located at midlevel in the attic, underneath the insulation, and just below attic vents. Poorly terminated ventilation systems may seem to operate very well from inside the washroom. However, improperly installed ducts will eventually

become disconnected or loosen at connections or joints. Washroom ventilation fans must be inspected for dirt and dust accumulation that can hamper air current. Washroom ventilation ducts must: • terminate outdoors and not within the building envelope; • be made from rigid and inflexible material such as metal or PVC. Unlike clothes dryer exhaust vents, washroom ventilation ducts should not dangle; • be installed as per manufacturer’s instructions; • be fitted with a roof termination cap to shield the duct from the elements; • stick out at least six inches (150 mm) from the roof; • be insulated to prevent condensation; • be as straight and short as possible with minimal elbows. Longer ducts compel the exhaust fan to work harder and let more time for vapour to condense; • contain louvered (angled) slats or screen at its termination to prevent bird, rodent and insect entry; • have smooth interiors because internal ridges can

encourage vapour to condense, which would permit water to flow back into the exhaust fan or leak through joints; Most important, a washroom ventilation fan must be connected to a duct capable of venting odours and water vapour into the outdoors. Mould growth within the washroom or attic is an obvious sign of improper ventilation that should be repaired

in order to prevent respiratory health issues to occupants and structural degradation of the home. Stop taking things personally A diverse workplace typically comes with a bunch of different characters and personalities. Regardless of how long team members have known each other, misunderstandings still occur. Then, there are also extreme situations where team members do not get along at all. As you can see, these scenarios can happen at any time in any workplace. When relationships are formed among team members, there is more of a tendency to take things personally. For instance, let’s say you called a co-worker from another province to seek advice on a project that you are currently working on and that coworker does not get back to you on the same day. Then you automatically assume that your

Cities like Winnipeg relied to a degree on the immigration of professionals from the Philippines, ranging from medical professionals, university professors, and teachers; later, garment workers would also make a significant stream of Filipino immigration. For Canada to be able to benefit from this Philippine talent, there was significant pressure to liberalize Canada’s immigration policies, which eventually led to the new 1967 points system. The Philippines had a significant role in this, and as a result the growing numbers of Filipino immigrants to Canada has been significant to the country’s development. According to a study from Catalyst, an organization that promotes inclusive workplaces for women, some women tend to take things too personally and when they do this in a work setting it can be damaging to their careers. Jane Maloney, a New York consultant to HR executives, says her clients “have been increasingly telling her that employees are jumping to conclusions when they get constructive criticism. The employees assume they’re getting downsized, Maloney says, and are then less able to relate well to the feedback. “It gets blown out of proportion,” she says. If someone does not call back immediately, why should it have

to mean that person does not like us? Why should it not be just understood that the co-worker may have had a lot on their plate and was not truly able to get an opportunity to call back? Why do so many people assume that other people’s actions or words revolve around them? To avoid thinking that certain interactions are forms of personal attacks, here are a few ways to help change our points of view: • Not everything is about me. It is very easy to fall into the type of mentality that verbal remarks we receive are about us or about something that we did. However, it may be simply because the other person was having a tough day. After all, a person’s behaviour is typically a reflection of the issues that they are facing.

• Do not jump to conclusions. If there is a comment or behaviour of a co-worker that has thrown you off guard, seek clarification from that person instead of judging the situation. Jumping to a conclusion will not help the way you feel because all it can do is worsen feelings of anger or displeasure from the situation. What other people think and do are beyond our control. This one is pretty straightforward and it basically indicates that we have no control over others. They are their own person. What we can control, however, is the way we think. When we take things personally, we give others power over us by influencing our thoughts and allowing us to negatively respond to certain situations.

Is your child getting enough sleep? “I don’t want to go to school!” cried six-year-old Joey. After struggling to get him to eat his breakfast and get dressed, his mother Tess was almost in tears herself. She and her husband Mark had noticed that this was a pattern. Most mornings since the beginning of the school year, Joey was grumpy in the mornings and complained about going to school. They assumed that he missed his Kindergarten teacher and friends, and that he was having a difficult time adjusting to a full day of school. But Grade 1 started months ago, and mornings were still a struggle. They made sure to put Joey to bed at 9:00 p.m. every night so that by the time the family awoke at 6:00 a.m., he had gotten nine hours of sleep. Plus, to Tess and Mark, he didn’t look tired. After Joey’s teacher noticed that he was having trouble focusing on the lessons and was sometimes being aggressive with the other kids, they took Joey to see the doctor. After the pediatrician

ruled out any appetite or medical concerns, Tess and Mark were surprised when the doctor said that nine hours of sleep per night probably were not enough for Joey. According to the Canadian Sleep Society, school aged children require 10 to 11 hours of sleep per night. There are two types of sleep, REM (rapid eye movement) or dreaming sleep, and NREM (nonrapid eye movement), which includes deep restorative sleep. Both children and adults need both types to feel fully rested in the morning. If sleep is not long enough or is disrupted during the night, children can experience: • trouble concentrating • memory difficulties • social and behavioural problems (e.g. aggression, trouble sharing) • increased chance of obesity, diabetes and cardiovascular disease • increased chance of injury and catching viruses According to Aboutkidshealth.

If not, there are several steps to take to promote health sleep patterns: • Prioritize your child’s sleep over extracurricular activities. Although it is great to see kids involved in sports, music, dance and other activities, if there is too much going on during the week, or if they are scheduled too close to bedtime, they could interfere with your child’s well-being.

• Make sure that your child has a healthy breakfast in the morning and avoids caffeine, which is found in chocolate, soda pop, tea and coffee. If you provide a snack before bedtime, a light carbohydrate snack (e.g. cheese and crackers) or warm milk, which contains the sleepinducing amino acid tryptophan, will encourage sleep. • Regular exercise and exposure to sunlight during the day is important to regulate sleep-wake patterns. Avoid intense exercise at least three hours before sleep because adrenalin and an increase to core body temperature can interfere with sleep. • Encourage your children to fall asleep on their own, and make sure that their bedroom is dark, cool, and quiet. If children wake up in the middle of the night, and find that things are exactly the same as when they went to sleep, they will likely fall back asleep quickly. Stay away from methods such as rocking them to sleep or playing music because you and the music will probably not be around at 3:00 in the morning.

• Eliminate television, video games and other electronics at least two hours before bedtime. The screen light, increased brain activity, and any tension in the body can prolong sleep. • Establish a predictable routine. Some parents choose to stick to the Four B’s at night time – Bath, Brush Teeth, Book and Bedtime. On the weekends, make sure your child goes to bed and wakes up around the same time. We sometimes think that allowing them to sleep later will allow them to “catch up” on rest, but does not work in the long run. After Tess and Mark introduced these steps in their son’s daily routine, they saw results almost immediately. He woke up on his own and his teacher reported that he was doing better at school. They also started to incorporate changes in their own routines and sleep patterns, promoting the family’s health and wellness overall. Tips for creating good feng shui in baby’s room Getting ready for a new baby requires a lot of thought and planning about everything from what diapers the baby will wear down to the decoration and arrangement of baby’s room. Today’s parents want to create a haven for their little one that will help their baby feel comforted and nurtured, as well as stimulated enough so that they thrive. Increasingly, parents are going beyond the traditional coordinated “theme” rooms and incorporating feng shui to ensure baby not only has an attractive, but also harmonious, environment. Feng shui, the Chinese system for arrangement and placement, so often used in businesses and homes is now making its way into the nursery, and for good reason, too. Feng Shui proposes that by arranging and aligning the room correctly, energy will flow better in the room and that all who reside in the room will flourish and prosper better than if the energy in the room was not harmonious. Understandably, no one needs to thrive and flourish more than a baby. To maximize the energy in baby’s room, there are several important factors to consider, such as room location, safety, colours, and furniture arrangement. These make up the foundation of good feng shui in the nursery. Plus, using feng shui will help to make babies less fussy, make them feel more

comfortable in their surroundings, and will promote their health and well-being. By following some of the most basic considerations, feng shui can help parents create a room that makes them and their baby happy. Here are tips for creating good feng shui in your baby’s room: 1. Select a good location for the baby’s bedroom. A new baby should have a bedroom that is not over a garage or has an empty space below. The bedroom also shouldn’t be located where there is excessive noise that might keep the baby from sleeping, such as close to a living room where the TV is on or close to a noisy street or neighbour. 2. Bed placement is important. Put the baby’s bed on a solid wall across from the door with the head of the crib against the wall, rather than lengthwise, just as you would a regular bed. Too often parents put the long side of the crib against the wall instead of the head. Avoid doing this because the baby will be in a defensive position. After all, you wouldn’t want to sleep with your bed against a wall, so don’t place your baby that way. The bed should not be against a window or be directly in line with the door. Make sure the baby does not sleep or has a bed placed against a slanted wall or ceiling. These press on the baby. Avoid

placing the baby against a wall that is shared with a bathroom, toilet, storage, or utility-type room. 3. Opt for soothing colours. Children benefit from bright colours in play areas, but if these are used in a baby’s room, infants can be over stimulated to the point that they do not rest well. Because deep sleep in babies is necessary for healthy growth, be sure to select restful, muted colours. Whites are excellent for children, but avoid black and white color scheme because there is too much contrast. Select colour palettes that are close to one another and harmonious in feng shui terms, such as green and blue, white and beige, or pink and yellow. 4. Create soft movement in the room. A room that is too still becomes stagnant and this is not beneficial for the growth of the child. To create good, but soft energy and movement, hang mobiles close to a window to move gently in the breeze and keep soft music playing in the room. You can also place a small fan on a dresser turned on low to keep air moving in the room. Avoid placing the baby under a ceiling fan as this disrupts their body energy. 5. Watch for pointed objects. Make sure there are no hard corners from dressers or changing tables pointed at the baby’s head or body. Move these to another part of the room where they are not pointed in the direction of the bed.

This is a beautiful bedroom for an infant, soothing and comforting. The only correction would be to change the crib so that the head of the crib has support at the head — so important for little ones, symbolically and literally. 6. Select design motifs with care. Nature designs are excellent and promote growth. Animal designs should also be chosen carefully. Ferocious or aggressive animals, even when they are made for a baby’s room, should not be chosen. Some of these are found in jungle motif designs and include lions, tigers, bears, and reptiles. You should also make sure that designs do not have harsh points, such as arrows, crosses, diamonds, or triangles. Motifs with fish are fine as long as the watery theme is not overly dominant. Otherwise, respiratory, lung, nasal, or kidney problems could develop. 7. Keep lighting balanced. During the day, the light in the baby’s room should neither be too

bright or too dark. Install blinds that can be lowered or raised as needed to keep the room at a pleasant level of lighting (being sure to keep cords out of baby’s reach). If the room is too bright, the baby won’t rest deeply. If too dim, the room would be too “yin” and the baby could fail to thrive or have respiratory problems. The Harper government had expanded this requirement in Bill C-24 to applicants aged 14 to 64. “We thought the Conservatives had erected a number of unnecessary barriers to becoming a citizen,” McCallum told reporters. “If I were asked what is the stupidest part of C-24, I would say revoking the 50 per cent credit for international students because [they] are the perfect candidates to become Canadian citizens,” said McCallum. The proposal causing the most controversy is the removal of the Bill C-24’s provision to revoke the citizenship of dual citizen Canadians found guilty

of terrorism, treason or spying offences. “Canadian citizens are equal under the law,” said McCallum. Whether they were born in Canada or were naturalized in Canada or hold a dual citizenship,” said McCallum. “It will still be possible to revoke citizenship, as it always has been, for those who misrepresent who they are or who are guilty of citizenship fraud,”

McCallum told reporters. “I think under the previous law there was a risk of a slippery slope,” he said. “If one crime made you eligible for revocation this year, what crimes could be added next year? “We do have a criminal justice system. We do have courts. We do have prisons where those convicted of crimes are sent. And that is the way in which we deal with this.”

William Henry Scott and the new history Many years ago, when I first became interested in Filipino culture, I was drawn more to the pre-colonial period of Philippine history rather than the Spanish era. This was probably due to my general curiosity about Asia. I wanted to know what the various peoples of these islands were like before Western culture made its indelible mark on them and called them “Filipinos.” In the days before the Internet, my only sources of information were whatever books I could find in the local library or old school textbooks that some Filipino friends had lent to me. Most of these books were quite disappointing. It seemed that Philippine history began only when white men “discovered” the islands. Some of the textbooks did have a superficial opening chapter about the pre-colonial Philippines that read like a tourist brochure. Editorial comments were often presented as facts, like the so-called character traits of each ethnic group, which would be scandalous in a Canadian textbook today. Some things did catch my attention among the vague descriptions of ancient Filipino customs. For instance, Filipinos had their own alphabet, their own written laws and even a written historical saga. Really? I wanted to know more but as I dug for specific details I found that the textbooks didn’t always agree with each other, and when they did, it was often because they were all quoting the same modern-day historian word for word. The pre-Spanish dates especially intrigued me. For

example, according to the textbooks, the Maragtas chronicle was written in 1212 and the laws of Datu Kalantiaw were dated December 8, 1433. These documents, they said, actually bore these dates. Really? But how did the ancient Filipinos know what the date was on our modern calendar before any European had ever been to the Philippines? People did have ways to mark the passage of time but what was their starting point? None of the textbooks mentioned any dates on any ancient native calendar or how these dates were converted to our modern calendar. Eventually my quest drew me away from school textbooks and toward the books that they all quoted, which are still hard to find even with the Internet. One author in particular served as my guide, the American, William Henry Scott. In 1965, Scott was puzzled by the same questions I would have decades later. He was a doctoral candidate studying at the University of Santo Tomas in Manila. For his thesis he chose to investigate the original source of every single reference to the pre-Spanish history of the Philippines in the four standard college textbooks in use at that time. He examined the original documents that were mentioned in these textbooks and searched archives and museums the world over for supporting documents and artefacts. He questioned the top historians of the day about their sources of information and consulted with many experts in other fields such as language, geology, archaeology and anthropology. He scoured the vast collection of pre-colonial

material amassed by his personal friend, Dr. H. Otley Beyer. He interviewed the friends, colleagues and relatives and examined the personal writings of Pedro Monteclaro and Jose E. Marco who were the two men who supposedly discovered the majority of ancient Filipino documents. What he discovered and proved was that a lot of the preSpanish history in Filipino school textbooks was based on outdated theories, wishful thinking and even hoaxes. These devastating revelations should have shaken the historical community to the ground and shocked the general public but, for the most part, Scott was ignored – probably because the dissertation panel that examined his thesis included some of the very same men, such as Teodoro Agoncillo and Gregorio Zaide, who had written the textbooks that Scott had so soundly proved wrong. The panel accepted Scott’s thesis with little or no argument – they had to; the facts were irrefutable. They even awarded him the grade of meritissimus or “excellent,” yet no great effort was made to correct the misinformation that was being taught in Filipino schools. Some historians quietly removed the errors from their books or simply added the statement that some of the information was “in dispute.” Gregorio Zaide continued to write new history books up until his death in 1986 with information that he knew to be based on hoaxes. Even as late as 1989 the National Historical Institute (NHI) included the fictitious Datu Kalantiaw in their five-volume Filipinos in History. So it turns out that the Maragtas chronicle was not written in 1212. It was written in 1907 and the author himself, Pedro Monteclaro, wrote in the introduction of the book that it was a collection of legends that he had gathered from storytellers and some written documents from the Spanish era. Yet somehow the esteemed authors of the textbooks missed that candid admission. And the Code of Kalantiaw was not written on December 8, 1433. Nobody had noticed that the name of Kalantiaw was never mentioned in a single document written before 1913, either in the Philippines or in any neighbouring country, until the amateur historian Jose E. Marco “discovered” Kalantiaw in a book he himself had faked. Nor did anyone notice that the Kalantiaw Code had a few Spanish words in it, even though it was supposedly written before a single Spaniard had ever set foot in the Philippines. Kalantiaw’s third law condemned a man to swim for three hours (oras) if he could not afford to care for his wives, while his fifth law meted

William Henry Scott at Sagada in 1989 out the punishment of a one-hour lashing. How did pre-colonial Filipinos know what an hour was? They didn’t have clocks! It is only now, since most of the old guard passed on, that new generations of historians have been able to set the records straight. The NHI finally admitted that Kalantiaw was a hoax in 1998 when Chief Justice Andres Narvasa, who was about to receive the Kalantiaw Award, asked Malacañang to look into the matter. President Joseph Estrada gave him the award anyway. In 2005, the NHI, under Ambeth Ocampo, made their opinion official when they submitted a resolution to thenPresident Arroyo to revoke the national shrine status of the Kalantiaw Shrine in Aklan, which, of course, enraged some Aklanons. But the textbook writers of the past are not entirely to blame for all the controversy about what is true or false in ancient Philippine history. Writing textbooks is not the same as doing original research. They had to rely on information from other historians who should have checked their facts. Why didn’t they? At the root of the controversy are two basic problems. The first problem was a lack of critical thinking and skeptical enquiry on the part of many educators and researchers that led them to rely too heavily on the authority of supposed experts. Teachers accepted without question what was written in the books of Zaide, Agoncillo, Alip and many others – after all it was their job to teach, not to question. The textbook writers in their time did not question the authority of

the historical pioneers, such as James Robertson, Emma Blair and Otley Beyer, who provided much of their source material. The second problem is a condition that the columnist Michael Tan once called the “Kalantiaw Complex.” (I wish I had thought of that name.) It is a sense of inferiority that many people feel when they see the great monuments and ancients cities in other Asian countries and they wonder, “Why is there nothing like that in the Philippines?” Jose Marco created dozens of hoaxes throughout his life that, for many, compensated for this sense of inferiority and it caused many other hoaxers to embellish them further. It was the Kalantiaw Complex, too, that made so many historians like Blair, Robertson, Beyer, Agoncillo and Zaide want desperately to believe the hoaxes and ignore their obvious discrepancies. Henry Scott was not the first person to question the validity of the “old” history; there were others such as Mauro Garcia, who had a great influence on Scott. But it was Scott’s thesis, which was published in book form as Pre-Hispanic Source Materials for the Study of Philippine History, which has become an inspiration and a model of proper critical research for the newer generations of Filipino historians. They will in time uncover more real history that Filipinos can be truly proud of, and the Kalantiaw Complex will be a thing of the past – so to speak. Some Enchanted Evening Gerphil Flores in Winnipeg By Judianne Jayme An intimate crowd gathered on a chilly Wednesday evening to be present at the enchanting performance of Miss Gerphil Geraldine Flores, who gained international attention as the second runner up in Asia’s Got Talent with her talent in the operatic arts. The event took place at Westminster United Church on February 17th and opened with Miss Flores’s impressive rendition of the vocally challenging Plava Laguna, made famous in the movie The Fifth Element. This choice of an opening number truly highlighted Flores’s musical skill and talent. Joining Flores on tour is Nazer Salcedo, a renowned tenor from the Philippines who has performed several intimate concerts in Winnipeg. Salceda not only performed on stage, but was also the artistic director for the evening. Flores also welcomed with her on-stage a dancer from the Institute of Dance of Manitoba, Christabel Leung, who performed a flamenco piece. Local artist Paul Ong, who came home with gold medals from this last summer’s World Championship of Performing Arts, performed a repertoire of contemporary and Broadway hits, including duets with both Flores and Salceda. Performances showcased what has been named “popera,”

mixing operatic styles of singing with contemporary songs. A pleasant surprise before the intermission was the medley of Disney classics performed by Flores, Salceda, and Ong, who also collaborated in the finale of Amigos Para Siempre, the theme

song composed by Andrew Lloyd Webber for the 1992 Summer Olympics in Barcelona. The evening was made possible by Tribu Productions of Surrey, Vancouver, and organized locally by Dante Aviso. Photos by Henry Balanial

Opo, tatakbo ako sa Abril Yes I will run It is official. Tatakbo po ang inyong lingkod sa Abril. I will run this April. Matapos ang pang-sangguni ng inyong lingkod sa aking asawa ay buo na po ang aking pasya na tumakbo ngayong Abril 9, 2016. Hindi madaling desisyon ito. Tulad ng aking pagtigil ng paninigarilyo noong 2011 na naging saksi ko kayong lahat dahil sa isinapubliko ko ito sa pamamagitan ng Pilipino Express (basahin ang aking artikulong noong October 1, 2011) ay kasama ko ulit kayo sa isang malaking hakbang sa aking buhay, ang aking pagtakbo sa Abril. Hindi na ako bumabata. Nasa mid 40s na ako at hindi kaila na tayong lahat ay nagiging conscious sa ating kalusugan. Isa pa, hindi tayo basta-basta pinagpapawisan dito sa Winnipeg hindi katulad sa Pilipinas na konting kembot lang ay pawisan na ang ating kili-kili at singit. Dito, it needs guts para pagpawisan ka and to sweat it out. Isa sa pinakamabisang paraan para pagpawisan ay ang tumakbo. Sa darating na Abril 9, 2016 ay tatakbo ako kasama ang

marami pang mga runners para suportahan ang fund raising drive ng St. Peter’s Church. Ito ay tinawag na Freedom Run. Bakit ako nag-desisyon na tumakbo? Nitong mga nakaraang buwan ay tila naging bahagi na ng aking abalang schedule na pumunta ng gym partikular sa YMCA o mas kilala sa tawag na Y. Aksidente lang ang aking pagiging member ng Y nang minsang nag-wawalking kami ng aking office mate during our lunch break sa walkway ng downtown ay kung bakit ba naman napadpad ang aming mga yapak sa loob ng Y na kadugtong lang ng mall at downtown walkway. Napakaconvenient kung ikaw ay nagtatrabaho sa downtown lalu’t may access ka sa walkway. Hindi ka na kailangang mag-jacket kung winter dahil ang walkway ay bumabaybay sa mga offices ng downtown hanggang sa mga kainan, banko, stores, botika, parking lot, etc. at siyempre kasama na rito ang gym katulad ng Y. Nagkataon naman na may libreng card ang Y na good for

five entrances. Biruin mo nga naman, naka-libre pa! At doon na nagsimula ang aking dagdag na passion sa buhay – ang pageehersisyo lalo na ang pagtakbo. Masaya ang feeling. Marami ang nagsasabi na nagiging masayahin daw ang tao kapag ito ay nag-eexercise. Totoo. Napatunayan ko ito sa maraming beses kong pagpapawis. Masaya ang feeling. Magaan ang feeling. Nakakawala ng stress sa kabila ng marami nating iniisip sa buhay. Ito ang facts: Physical exercise, running included, is known to release endorphins in the brain. Endorphins act as a natural “drug” that make a person more energetic, more awake and, yes, happier. The endorphins can kick in during a run, after a workout or both, and are generally referred to as a “runner’s high.” A moment with yourself. Napatunayan ko rin na ang pagtakbo ay nagdudulot ng kakaibang konsentrasyon at meditation. Kapag nasa three miles or more na ako ng aking pagtakbo ay nadarama ko ang pagiging isa ng aking mortal na katawan sa aking isip. Hindi ko nararamdaman na ako’y

tumatakbo dahil sa rhythm ng aking paghinga, pagtakbo at paglalaro ng aking isip sa mga bagay na masaya, mga bagay na gusto kong abutin, mga bagay na maganda. May kakaibang level na sensasyon ang dulot ng pagtakbo para sa akin. Niyayakap nito ang aking sarili bilang ako at kinakausap niya ang aking diwa sa indayog ng pagpadyak ng aking mga paa. Ang pagtakbo ay maituturing kong isang payapang oras para sa aking sarili – a peaceful moment with myself. Run with the community. Marami ng naging inspirasyon sa larangan ng pagtakbo. Unanguna siyempre dito ang Canadian hero na si Terry Fox, isang cancer research activist noong 80s na nag-cross Canada run to raise money and awareness for cancer research sa kabila ng pagiging putol ang isang binti at paa. Hanggang ngayon ay buhay na buhay ang diwa ng pagtakbo ni Terry Fox. Ang una kong sabak sa marathon ay sa Abril 9, 2016. Para ito sa komunidad ng St. Peter’s Church. May halong excitement at kaba ang aking paghahanda dahil hindi naman talaga ako runner. Ngunit sa

kabila ng kaba ay itutuloy ko ang unang hakbang para makiisa at tumulong nang kahit kaunti sa pagtatayo ng bagong simbahan ng St. Peter’s. Ang mahalaga dito ay ang pagtitipon ng bawat isa para sa iisang layuning bumuo ng mas matatag na komunidad sa pamamagitan ng simbahan. Tumakbo ka na rin. Biglang nag-throwback ang ating mga kababayan. Muling hinukay sa baul ng alaala ang pamba-bash noon sa komedyante dahil sa panlalait niya sa timbang ng magaling na broadcast journalist na si Jessica Soho. Sino raw si Vice Ganda para magkomento nang sobrang negatibo ngayon tungkol sa Pambansang Kamao? Sa lahat daw ng beki ay si Vice Ganda ang pinakawalang karapatang magbigay ng ganoong reaksiyon, dahil mas matindi pang manglait ang komedyante. Sa mga panahong ito na sobrang epektibo ang social media ay mahirap magbigay ng komento lalo na kapag may maibabato sila pabalik sa nag-aalburotong personalidad.

Paglabas ng pahayag ng Superstar ay kani-kaniyang opinyon na ang mga bashers. Maraming taga-showbiz din ang nagulat sa naging pahayag ng Superstar. Alam daw kaya niya ang kaniyang mga sinasabi? Bakit daw niya binutasan si Pacman sa aspeto ng sugal samantalang palagi siyang laman ng casino? May isang nag-text sa amin, “Nagpa-interview si Nora tungkol sa pagkukumpara ni Pacman sa tao sa hayop. Nagpakawala na naman siya ng mga salitang siguradong magbu-boomerang sa kaniya. “Ano raw ba ang pakialam ni Manny Pacquiao sa mga members ng LGBT community, mas masama raw ang sugarol at babaero! Sana, iba na lang ang binanggit niyang comparison, hindi ang pagiging sugarol. Kahit ang mga taxi drivers, pinagtatawanan ang argumento at opinyon niya! “Nagsugal man si Pacman, eh, nagbago na siya, tinalikuran na niya ang mga bisyo niya, he’s a reformed Christian now. Pero si Nora, ano ba ‘yan? Nasa kumunoy pa siya ngayon ng pagsusugal, hindi pa siya nakaaahon!” madiing pahayag ng aming source. Ilang sangkap na lang ang kailangan at puwede na silang magbuo ng grupo na ang puwede nilang ipangalan ay Chopsuey. Pinagpistahan ang mga retrato ni Carrot Man, si Jeyrick Sigmaton, isang Igorot na nakikiani ng mga produktong gulay sa Mountain Province. Wala lang, napagtripan lang siyang kunan ng larawan ng dalawa nating kababayan na nagsadya sa kanilang lugar, guwapo kasi si Carrot Man at namumukod ang kaniyang dating at hitsura sa iba pa niyang mga kasamahang nagtatrabaho sa kabundukan. Mabilis ang tropa ni Jessica Soho; agad-agad ay naglaan ang kaniyang team ng panahon para hanapin si Carrot Man. Nagtagumpay naman silang makilala nang personal ang iwing manggagawa na ihinahalintulad ang kakisigan kay Alden Richards. Malapit ang loob namin sa mga katutubo na tulad ni Carrot Man. Isang pagkakaibigang nagugat pa sa kolehiyo ang iniingatan namin hanggang ngayon. Naging inaanak pa namin sa binyag ang isang kalahi ni Carrot Man, si Habagat, na naninirahan sa Balatoc, Itogon. Nakakahanga ang kaniyang kasimplehan. Ang kaniyang trabaho sa araw-araw ay ang mamitas ng mga gulay. Itinatawid nila iyon sa truck na naghihintay sa highway hanggang sa mapuno. Kapos pa sa pang-araw-araw niyang pangangailangan ang kinikita ni Jeyrick Sigmaton. Sabi ni Bradly Guevarra, pagkatapos ni Marky Cielo (SLN) ay isang Igorot na naman ang napagtuunan ng pansin ng publiko. Hindi kailanman pinangarap ni Carrot Man ang mag-artista pero sa tamang panahon ay buong mundo pa ang nakakilala sa kaniya. Sa mga oras na ito ay naaalala namin ang isang payak na staff member namin sa Showbiz Lingo. Bago magsimula ang programa ay dala-dala na niya ang sequence guide, ipinaliliwanag sa amin ang mangyayari sa kabuuan ng show,

at tuwing commercial break ay patakbo siyang lumalapit sa amin ni Tito Butch para sabihin uli kung anu-ano ang mangyayari sa susunod na gap. Napakabilis ng buhay. Nakalulungkot ang bawat pagpanaw ng mga taong may iniwanang marka sa ating puso. Napakabata pa ni Direk Wenn Deramas, mas marami pa sana siyang mapatutunayan sa pinili niyang linya, pero talagang hanggang dito na lang ang kaniyang pagbiyahe sa mundo. Dalawa lang ang tiyak sa buhay na ito. Maraming nagaganap, maraming nagbabago, pero ang tanging sigurado lang ay ang tayo’y ipanganak at mamatay sa takdang panahon. Isang kaway ng pamamaalam sa isang kaibigan-katrabaho. Isang mapayapang paglalakbay sa isang matagumpay na director. Isang mapusong pamamaalam kay Direk Wenn Deramas. – CSF
