This month, 65.7 million national registered voters will cast their ballots to elect officials who will fill executive and legislative posts at the national, provincial, and local levels while 1.8 million registered overseas voters who have voted earlier will be waiting for the official results with bated breath. In total, the Filipino people will elect to office: a president; a

vice president; senators; members of the House of Representatives from district and party-list groups; members of provincial boards; provincial governors and vice-governors; mayors and vice-mayors of cities and municipalities; and councillors. In the Philippines, the president is the head of state and of government, and functions as the commander-in-chief of the Armed

Forces of the Philippines. As chief executive, the president exercises control over all the executive departments, bureaus, and offices, and general supervision over local governments. The COVID-19 virus – originally referred to simply as “2019-nCoV” – short for novel CoronaVirus identified in 2019 – has been making its global journey for over two years since its start, and it isn’t over yet. What lessons have since been learned, what insights have since been gained, and what should now be our attainable goal? Beginnings The initial 11 unexplained cases of pneumonia with a common history of exposure to live animals in the Hunan Seafood Wet Market seen in Wuhan, China, on December 8, 2019, were clinically suspected to be caused by an unknown virus. When the number of cases increased to 59, they were gathered and admitted into one hospital where a multidisciplinary team, including public health experts, did a full investigation and reported their findings to the U.N. World Health Organization (WHO) on December 31. The offending virus was identified on January 1, 2020, and its genomic characterization achieved a few days later and shared instantaneously with the global scientific community. Spread beyond national borders Soon after China ordered a lockdown of the whole province of Hubei and quarantined its 60 million population, the first case was diagnosed in Thailand on January 13, followed promptly by reports of similar cases from eight more countries. In response to the increasing spread, the Johns Hopkins University’s Center for Systems Science and Engineering launched its online global coronavirus dashboard on January 22nd. This tracked the reported cases coming from all countries on the daily timescale. It has since continued to provide this valuable service. By January 30, cases had spread to 13 countries and the WHO declared a “health emergency of international concern” to help “fight further spread in China and globally

(and) to protect nation-states with weaker health systems.” Before February ended, Canada and the US had already seen their first cases and the likelihood of a full-blown pandemic was becoming more evident. “COVID-19 is a pandemic” On 12 March 2020, the U.N. health agency announced the sombre global moment: “COVID-19 is a pandemic” – a global public health and a socioeconomic crisis that had afflicted over 100,000 patients, had claimed the lives of over 4,000 citizens, and had reached 114 countries, six continents and all regions of the WHO – all in less than 100 days from its beginning. The new viral disease received its designation “COVID-19” (short for COronaVIrus Disease, first described in 2019) and the offending virus received its official name SARSCoV2, short for “Severe Acute Respiratory Syndrome Coronavirus 2. The number differentiates it from the first coronavirus that caused SARS in 2002-2003. In the more than two years the COVID-19 virus has been circulating around the world, I have tried to share with the Canadian Filipino community and readers of Pilipino Express and Canadian Filipino Net the many stories of illness, suffering, stress, deaths, overwhelmed health care systems and providers. I also shared the stories of hope, altruism, courage, triumph, selfless service, and human commitment. I have tried to share the medical and scientific breakthroughs, too, and the efforts of governments to help alleviate the burden on life, livelihood, and living. What’s next, new, and attainable? After two years of pandemic, what is attainable now? to US President Joe Biden, and his colleagues Drs. David Morens and Gregory Folkers, recently shared their expertise on the subject and the situation, in their essay, The Concept of Classical Herd Immunity May Not Apply to COVID-19, in the Journal of Infectious Diseases. Let me share my reading. To refresh our understanding, a classical herd immunity threshold for COVID-19 is the proportion of the population with immunity against the COVID virus (resulting from either natural infection or vaccination) above which transmission of the virus is largely prevented. That is, if someone gets infected by the COVID virus, he or she “is surrounded by enough people who are shielded against infection so that the virus has nowhere to go; it fails to spread.” Below are the lessons that have emerged, the insights that have been gained, and their anticipation of the future (A, B, and C). I have summarized from them and have, in fact, abundantly quoted from their journal article. A. Five lesson learned 1. SARS-CoV-2 mutates continually into new variants that can escape immunity derived from infections and vaccines. 2. It also can be transmitted asymptomatically and without pathognomonic signs, impeding public health control. 3. SARS-CoV-2 appears not to substantially engage the systemic immune system, as do viruses that consistently have a pronounced viremic phase. 4. Moreover, neither infection nor vaccination appears to induce prolonged protection against SARSCoV-2 in many or most people. 5. Finally, the public health community has encountered substantial resistance to efforts to control the spread of SARSCoV-2 by vaccination, mask wearing, and other interventions. B. Insights gained 1. There are significant obstacles to achieving complete herd immunity with COVID-19.

2. Eradication or elimination almost certainly is an unattainable goal. 3. Controlling SARS-CoV-2 and its cycles of new variants presents a much more formidable challenge. 4. Any level of herd protection against SARS-CoV-2 potentially can be overcome by: a. ever-changing levels of immunity among countless subpopulations; b. human movement, crowding, changes in social or prevention behaviours; c. demographics; d. vaccination levels, e. variations in durability of infection or vaccine-induced immunity, and f. evolution of viral variants, among many other variables. 5. If vaccine or infectioninduced immunity to SARSCoV-2 indeed proves to be short-lived, or if escape mutants continue to emerge, viral spread may continue indefinitely, albeit, hopefully, at a low endemic level. 6. Thus, COVID-19 is likely to be with us, even if at a very low level of endemic community spread and with lower severity, for the foreseeable future. 7. But encouragingly, after more than two years of viral circulation, and more than a year of vaccines with boosters, we now have a high degree of background population immunity to SARSCoV-2. C. What’s next? 1. More broadly protective vaccines could play important roles in controlling SARS-CoV-2 and its inevitable variants. 2. Developing “universal” coronavirus vaccines (or at least universal SARS-CoV-2 vaccines that elicit durable and broadly protective immunity against multiple SARS-CoV-2 variants) is an important goal for the immediate future. 3. Optimal COVID-19 control will require both classic, nonpharmacologic public health approaches and vaccination of many more people globally with the SARS-CoV-2-specific

vaccines, with booster shots and with updates to vaccine antigens, if needed. 4. Living with COVID is best considered not as reaching a numerical threshold of immunity, but as optimizing population protection without prohibitive restrictions on our daily lives. 5. Effective tools for the prevention and control of COVID-19 (vaccines, prevention measures) are available. If utilized, the road back to normality is achievable even without achieving classical herd immunity. 6. Countermeasures such as antiviral drugs and monoclonal antibodies to prevent the progression of disease, and widely available diagnostic tests. With these interventions we can aspire to, and very likely will succeed in achieving, substantial control of community spread without the disruptions of society caused by COVID-19 over the past two years. Indeed, COVID-19 control, not classical herd immunity, should be our aspirational goal – and that is realistically attainable. Dr. Pagtakhan – widely published in medical journals and textbook chapters – is a retired lung specialist and professor of paediatrics and child health; former Member of Parliament, Parliamentary Secretary to the Prime Minister, and cabinet minister; and recipient of academic, governmental, professional and community awards and honours. He graduated from the University of the Philippines; trained at the Children’s Hospitals of Washington University and University of Manitoba; and spent a sabbatical as Visiting Professor at the University of Arizona. He presented as Canada’s former Secretary of State for Science, Research and Development on “The Global Threat of Infectious Diseases” at the G-8 Countries’ Science Ministers and Advisors Carnegie Group Meeting held on 13–15 June 2003 in Storkow, East Berlin, Germany.

Canada continues to develop new efforts to increase the labour supply the country needs to recover from the pandemic. At this time employers are actively seeking thousands of workers to fill vacant positions in all sectors across the country. Immigration is playing an important part in contributing to the numbers of new workers for the economy. Canada must remain competitive in order to remain a top destination for global talent. The country needs to ensure that businesses and employers have ready access to the skilled workers they need to grow and succeed. On April 22, 2022, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced a number of initiatives his department is working on to increase skilled and semi-skilled immigration to the country. The Minister announced that Express Entry draws will resume and invitations for candidates to apply for permanent residence will began in early July. The travel restrictions in 2020 and 2021 delayed the processing of overseas applications which

New immigration measures to address Canada’s labour shortage

in turn added to the backlog. The immigration department responded with a temporary pause in invitations to apply under the federal high-skilled streams, which is now being lifted. IRCC is hopeful that once the backlog is addressed that the majority of new applications will be processed within the six-month service standard. One result of the temporary pause is that the federal high-skill backlog has been cut more than half, from roughly 111,900 in September 2021 to just 48,000 by March 2022. It is anticipated that this number will be further reduced by the projected July 2022. Minister Fraser also announced a new temporary policy that will give recent international graduates with expiring temporary status an opportunity to remain in Canada longer. Beginning in September 2022, former international students who are in Canada and have a post-graduate work permit expiring between January 2022 and December 2022 have a chance to apply for an additional open work permit of up to 18 months. The details of this offer have not

yet been announced so we shall have to wait for greater detail about the application process. The change is expected to be a major improvement on the system, which saw 157,000 former students transition to permanent residents in 2021. The new open work permit extension would give them the chance to continue contributing to the Canadian economy, helping address the labour shortage while gaining additional work experience and preparing their Express Entry submissions. The minister mentioned the temporary public policy dealing with visitors inside the country. Starting in August 2020 foreign visitors in Canada have been able to apply for an employer-specific work permit without having to leave Canada. This temporary policy, which requires evidence of an approved Labour Market Impact Assessment (LMIA) job offer has been extended several times, now is in force until February 28, 2023. The minister finally spoke about those who applied for permanent residence through the

temporary resident to permanent resident pathway last year. The limited pathway invited a number of individuals working in Canada to apply to stay permanently. This process has been closed to new applicants since November 2021 but continues for those in process. Some of the changes include: applicants are no longer required to remain inside Canada while the application is being processed; applicants who apply for an open work permit while waiting for the permanent residence processing to be completed will be able to get an open work permit valid until the end of 2024; and immediate family members outside Canada who were included in the principal applicant’s application will be eligible for their own open work permit. The changes highlighted above demonstrate the government’s efforts to ensure that Canadian employers have access to the workers they need to address shortages inside the country. They can build on the Minister’s ambitious Temporary Foreign Worker (TFW) Program Workforce

Minister Fraser spoke optimistically about the need for immigration changes to address the long-term labour needs of the country: “With the economy growing faster than employers can hire new workers, Canada needs to look at every option so that we have the skills and labour needed to fuel our growth. So, it is not unusual for a president and vice-president to belong to two opposing political parties. Officially, there are 10 presidential candidates. We are featuring the top six who are leading in the polls. The two top contenders are former senator Ferdinand Bongbong Marcos Jr. and Vice President Leni Robredo.

Ferdinand Bongbong Marcos Jr. Partido Federal ng Pilipinas Ferdinand “Bongbong” Marcos Jr., 64, is the second child and only son of former dictator, President Ferdinand Marcos Sr. and former first lady Imelda Romualdez Marcos. He was elected unopposed into vice gubernatorial seats in Ilocos Norte at the height of his father’s regime in 1980, and eventually into congressional seats representing the same province after his family’s return to the Philippines in 1991. He also served as a

senator from 2010 to 2016 before losing a bid for higher office to Vice President Leni Robredo in the 2016 elections. Marcos is campaigning on improving the country’s pandemic response and continuing the Duterte administration’s antiinsurgency campaign as well as its bloody campaign against illegal drugs but with a focus on prevention, education, and rehabilitation. His tandem with Davao City Mayor Sara Duterte, the incumbent president’s daughter,

is formally backed by several other heavyweight political clans including those led by former Presidents Gloria MacapagalArroyo and Joseph Estrada. One of his major advocacies since announcing his candidacy, Marcos has often vowed to bring “unifying leadership” to government in order to help the country recover from the pandemic. Whether weather matters

Wow, this winter was a doozy! As I write this article, I am hearing that Southern Manitoba was hit with more snow and cold weather! Granted, I don’t live there anymore and am not experiencing it firsthand, but c’mon Mother Nature, enough is enough! I get my weather reports from a reliable source, my mom! She tells me what the day is shaping up to be and I tell ya, it doesn’t matter what the temp is, if she isn’t going outside, then I know it is cold because nothing can stop Mama Burgos from going to daily or weekly mass, unless it is a pandemic or wintery weather. It’s been just over seven years since I moved away from the only home I had known. I was born and raised in Winnipeg, but a new job came calling and we made our way out to Vancouver Island on the West Coast. While our winters are nothing compared to yours, with mild with temps hovering in the low single digits, we do get our fair share of precipitation in the form of rain. We also got a dumping of

snow, which was a lot more than they are used to over here. That was in December and January – but that melted away quickly. I’m constantly seeing posts from friends and family still living there and I can definitely sense the frustration in their Facebook posts. My cousin, Julian, doesn’t sugar coat it and usually drops more choice four-letter words. And no, I don’t mean “snow.” Now, after some rain, it looks like there is flooding out there! In my 40 plus years on Earth, I’ve seen blizzards, tornadoes, monsoon rain, floods and hail the size of golf balls. Sure, it isn’t uncommon to see that, but when you start to see it more often and in places you wouldn’t see it normally, well, that is cause for concern. Something quite rare for the West Coast is hail. That’s why it is OK to have sky light windows installed here. But lightning and the following thunder, that is not so common. Manitobans, unfortunately, are used to flooding.

I still remember sandbagging homes in St. Norbert in 1997. That type of flood was to be once every hundred years. Now it seems to happen on the regular. It has been reported that the overall temperature may raise one a half degrees by 2050. If that happens, scientists project that the Arctic Ocean will become ice-free. The devastation this would cause would be unfathomable. That is, unless we do something about it. So, does weather matter? Sure, it does. It is nature’s way of telling us to smarten up. In my school district, I sit on the Environmental Stewardship and Sustainability Committee. One of our main goals is to reduce the district’s Greenhouse Gas Emissions by 4.5 per cent each year. That is a lofty goal that not all school districts are focusing on. Thankfully, I work for a school board whose priority is addressing climate change as much as it is to focus on student learning. As part of my role on the committee, I meet regularly with students from all our high schools. I’ve had the pleasure to discuss their priorities to ensure we meet our goals at their school and in the entire district. These are a passionate bunch of kids and they will make great climate leaders

one day. The City of Nanaimo, like many other municipalities, has already banned the use of plastic bags in stores. This endeavour was supported by our students. At the schools, they are looking at utilizing renewable energy such as wind turbines or solar panels. Not related to climate change, but just as important, our students are focusing on the elimination all single use plastics, getting rid of the vending machines (which usually don’t offer anything of nutritional value) and plastic cutlery, for starters. Students across Canada and the world are taking notice. On Earth Day, April 22, students in Whitehorse protested their

government’s inaction against climate change. This was but one example of the many protests that took place. Do you recall the massive worldwide protests led by young people back in September 2019? Just like the changing climate, I hope we will start seeing changing attitudes towards global warming – and our youth will lead the way. So yeah, weather does matter. and resettlement and women empowerment. Robredo has also led numerous relief operations through the Office of the Vice President. The same office manages a comprehensive COVID-19 response program that offers a range of assistance projects such as free transportation services to frontliners, handling logistics and manpower to transmit vaccine supply from the national government task force to local government units and vaccine express sites in partnership with LGUs. She first entered public office as representative of Camarines Sur’s third congressional district in 2013, less than a year after the death of her husband, thenInterior Secretary Jesse Robredo. Prior to this, Robredo worked as a lawyer with a focus on legal developmental work and providing legal assistance to marginalized

clients. If elected, Robredo says she will spend her first 100 days in office strengthening the country’s response to the coronavirus pandemic. Among her major advocacies are to provide free legal assistance to indigent litigants or clients, and to promote anti-political dynasty prohibitions. Her running mate for VP is Senator Francis Kiko Pangilinan. Isko Moreno Domagoso Aksyon Demokratiko Francisco “Isko Moreno” Domagoso is the incumbent mayor of the City of Manila. After serving as the capital city’s vice mayor from 2007 to 2016, he ran for senator but failed to secure a seat. He was then appointed by President Rodrigo Duterte as chairman of the board of the North Luzon Railways Corporation and later, undersecretary at the

Department of Social Welfare and Development. Since taking office, Domagoso has focused on improving public health and school facilities and providing low-cost housing for the urban poor, along with beautification and tourism projects across the city. Most recently, he has spearheaded Manila’s pandemic response which includes mitigation, vaccination, and assistance programs along with giving out free medicine and testing services even for nonresidents of the city. Similar to Duterte in 2016, Moreno is campaigning on a platform of “duplicating” his local projects on a national level. These projects include socialized housing, modernized public school education and continuing the administration’s anti-drug campaign. One of his major advocacies

is to provide low-cost housing for the people. His running mate for VP is Doc Willie Ong Manny Pacquiao Abag Promdi Manny “Pacman” Pacquiao is a Philippine legislator who has served in both chambers of Congress since 2010. He first gained acclaim as a world-class champion boxer and juggled his careers as a public official and athlete until 2021 when he announced his retirement from the sport. The boxer-turned-legislator is also a preacher and founded the church Word for Everyone Ministries International, Inc. in 2012. Maingay. Madumi. Makalat. Ang pagmumukha ng mga politiko sa lansangan ay naglipana. Iba’t ibang kulay. May sumasayaw, may kumakanta, may tumutula, mayroong laging nakalive sa social media. Ang daming vloggers. Ang daming fake reporters. Parang palengke ang virtual na pekeng mundo. Kahit pisikal akong wala sa Pilipinas ay dama ko ang excitement sa darating na halalan. Para mga asong ulol ang mga pulitiko, tulo laway sa mga puwesto. Pambansang libangan ang eleksyon. Ang polarisasyon ng mga Pilipino ay magpapatuloy. Hanggang ngayon ay may sakit sa puso ko tuwing ipapaalala sa akin ng buhay na wala na akong Tatay. Pinaghandaan ko ba ito? Hindi. Balik tayo sa eleksyon. Handa na ba kayong tanggapin sa sarili

ni n’yo na matatalo ang ibinoto ninyo? Paano kung hindi manalo ang Presidente mo? Anim na taon ka bang iiyak at magiging bitter sa buhay? Sa palagay ko, kung maghahanda tayo sa pinaka-worst na mangyayari sa buhay natin ay mas gaganda ang aabangan nating bukas dahil handa tayong harapin ang anumang resulta ng buhay maging ito ay maganda, panalo, pangit or talo.
