Mabuhay!

It is important to understand that any change in the Immigration Refugee Protection Act (IRPA) requires Parliamentary ascent but a change in the regulations can be affected by a decision of the minister. Immigration Minister Sean Fraser just announced a new temporary measure affecting foreign students studying at postsecondary institutions across the country. The change will help address the labour shortage in the country and give foreign students the opportunity to work more hours per week off-campus while class is in session. The change in question is to IRPR (Regulations) s. 186(v) (iii) and it comes as good news to many.
The proposed change is a temporary measure at this point from November 15, 2022 to December 31, 2023. It will affect not only foreign students currently studying inside the country but also apply to those who have submitted a study permit as of this date. At this time job vacancies are reported to be 4.7 per cent nationally and this represents an increase of
PHILIPPINES...
From page 1
The Philippines was voted as one of the 10 friendliest countries in the world in the 2022 Condé Nast Traveler (CNT) Readers’ Choice Awards.
Ranked by almost a quarter of a million CNT readers, the country also secured back-to-back wins as the luxury travel magazine named Boracay as “top island” in Asia, and Palawan as the eighth.
“Just making it into the top 10, the Philippines’ (made up of around 7,641 islands) inclusion is proof that the famous Filipino hospitality is alive and kicking,” Conde Nast said on October 4 as the awards’ winners were released.
“The country has often been praised for its seemingly effortless ability to lavish genuine hospitality on visitors, foreigners, or expatriates. Many people consider the Banaue Rice Terraces here to be the ‘Eighth Wonder of the World,’ though plenty of other beauty spots abound here. The islands are peppered with majestic mountainscapes, decorative
roughly 42.3 per cent over the same time last year. Ontario has experienced the largest increase rising 6.6 per cent to a total of 379,700 job vacancies, Nova Scotia experienced a rise of six per cent, British Columbia, Manitoba, Alberta, and Quebec saw rises between 5.6 per cent and 2.4 per cent. The only province to show a decrease in job vacancies was New Brunswick. There was no notable change in the remaining provinces and territories. Minister Fraser said his announcement was primarily intended to help fll some of these vacancies.
At this time, international students who apply to study in an eligible Canadian education program, at a designated learning institution, may get authorization to work 20 hours off-campus (see IRPR s.86(v) (iii) above) so the limits are being relaxed. It represents a boon to the international students and will help them meet some of their expenses while they study in Canada. However, the increased work is not anticipated
Foreign students can work over 20 hours per week while in class
to affect their studies adversely. All student permit holders have a frst responsibility to meet the demands of their course of studies. They must remain good students in order to maintain their status inside the country.
Minister Fraser was quick to point out that his measure will allow over 500,000 eligible international students to potentially work more hours. The country remains one of the choice destinations for foreign students. In 2021 Canada issued nearly 450,000 new study permits and the country is on target to increase this number dramatically. Between January and August of this year IRCC reported an increase of 23 per cent and Canada is set to break the record it reached in 2021. The majority of students indicate an interest in remaining in Canada following graduation, so international foreign students are an important and continuing way for the country to meet its labour shortages and grow the economy.
We need policies and practices
that assist the foreign student in becoming established in Canada and the increase in hours worked per week is an improvement but not the only answer and should not come at the expense of the student’s primary purpose as a temporary resident, which is to pass, graduate, and then, hopefully, enter the Canadian labour market and obtain permanent residence status.
The other programs of immigration such as the Post Graduate Work Permit (PGWP) are all intended to make it easier to transition temporary resident’s students to permanent residents of the country. The PGWP holders usually transition through the Express Entry, Canadian Experience Class (CEC) program or through the various Provincial Nominee Programs. At both the national and provincial level, authorities are trying to retain the foreign students and enhance the country’s reputation as a choice destination.
Minister Fraser has a mandate from the prime minister to identify
additional ways to assist the international students inside the country. The minister announced the fve pillars in September such as modernizing the immigration system to improve processing times and reduce backlogs. We will all gain more insights into the government’s plan to address the immigration needs of the country and the vacancy crisis when the ruling Liberals table their new Immigration Levels Plan 20232015 in early November. The changes will affect more than international foreign students and the number of hours they can work off campus while in class.

Philippines among “friendliest countries
Asia’s leading beach destination
churches and sprawling sandy beaches,” it added.
Aside from being one of the friendliest, the Philippines was also hailed as the 30th best country to travel to, scoring 86.66 and besting Costa Rica, Belize, Germany, Malta, Indonesia, Mexico, France, Argentina, and Switzerland, among others.
Tourism Secretary Christina Frasco, meanwhile, said this is a welcome development that reaffrms the Department of Tourism’s (DOT) efforts to position the Philippines as a premier destination in Asia.
“Recognitions such as these affrm our efforts to herald not only our country’s natural wonders but also our readiness to become the premier tourist destination in Asia. The department is one with all our tourism stakeholders, from the local government units, private sector partners, and our fellowmen in celebrating these
victories for the Philippines from Condé Nast Traveler,” she added. Palawan, which garnered an 88.99 rating, is joined by equally heralded island destinations from Indonesia, Thailand, Malaysia, Vietnam, Sri Lanka, and Japan on the Conde Nast Travel Asia list. Philippines is Asia’s leading beach destination
The 29th World Travel Awards (WTA) 2022, held in September in Ho Chi Minh City, Vietnam, awarded the Philippines for the sixth time as the Leading Beach Destination in Asia. At the same time, WTA also named it Asia’s Leading Dive Destination title for four straight years since 2019, edging Indonesia, Malaysia, and Thailand.
Intramuros Manila is this year’s Asia’s Leading Tourist Attraction, winning over the likes of Angkor Temples of Cambodia; Ha Long Bay of Vietnam; Tokyo Imperial Palace of Japan; and
Victoria Peak of Hong Kong.
Intramuros is known as the “Walled City” and is the oldest district and historic core of Manila. It was the seat of government and political power when the Philippines was still under Spanish rule. Intramuros is Manila’s only district where travellers can see complete architectural remnants of the
Spanish Era.
Established in 1993, the London-based WTA acknowledges excellence in the travel and tourism industry in three tiers: country, regional, and world awards across different categories.

Kayangan Lake, Coron, Palawan, Philippines. Photo by Rey-ArPart one of this series about the soon to be published book, Indomitable Canadian Filipinos, by Eleanor Laquian, appeared in the October 1, 2022 issue of the Pilipino Express. The article concluded with the paragraph: “It (the book) mirrors that broad Filipino-shared immigrant story of aspirations, sacrifces, triumphs, and the search for a better life. It refects the arduous path travelled; the heritage and cultural values summoned to anchor one’s fortitude; the unyielding confdence and strong work ethic marshalled and applied; the indomitable spirit mustered to conquer adversity; and the rewards of success harvested at the end of an audacious journey.”
This issue introduces readers to the book’s contents and chapters that were distilled from the hundreds of views, news, and features witnessed and written in real-time on CanadianFilipino. Net (CFNet), from its inaugural issue in 2016 until 2022.
Segmented into eight subthemes and presented in engaging prose and occasionally poetry, this annotated selection of CFNet materials, together with new knowledge emerging from the ongoing research work of Dr. Leonora Angeles of the University of Columbia (Chapter 10), helped inform the contemporary history of the fast-growing Canadian
Filipino community as seen from a uniquely Filipino viewpoint of Canadian life.
Chapter 2 (Filipinos on the Move) sets the tone and elegantly treats the readers not only to the exponential growth of regular Filipino migration waves but also to the demographic and socioeconomic dynamics during its frst six decades from 1950 to 2010, with the seventh decade from 2011 to 2022 dubbed, “A Decade of the Filipino Community Coming of Age.”
Chapter 3 (Our Philippine Heritage) highlights the twin realities that Canadian Filipinos “have integrated into Canadian life with ease” while retaining the “positive elements of their Filipino culture and value system.”
Chapter 4 (When Success Meets Filipinos) profles Canadian Filipinos who have distinguished themselves in their chosen felds to help inspire new migrants and younger generations. CFNet has invited the achievers and the accomplished in the community to share their success stories to keep its roster continually updated. In fact, other outstanding Canadian Filipinos had earlier been profled in the earlier book, Seeking a Better Life Abroad, co-written with the author’s husband Aprodicio Laquian.
Chapter 5 (The Best of Two
Indomitable Canadian Filipinos – part 2 of 6
Worlds) focuses on the “young generations grappling to defne their identity as Filipinos growing up as Canadians.” Filled with amazing contents, let me quote from two:
Carissa Duenas in Two Lands, One Heart writes: “I am profoundly lucky. I have two homes. One holds my past, the other my present. Together, they have enriched my life.” Beautiful and imbued with optimism and great hope. It eloquently portrays the collective sentiment of Canadian Filipinos.
Prod and Eleanor Laquian’s Young Filipinos Create Individual Identities refects their confdence in the youth as the future: “Among Filipinos in Canada today, there are two distinct groups that will eventually become the face of Canadian Filipinos of the future: (1) Filipinos who arrived young in Canada with their immigrant parents and grew up here (1.5 generation), and (2) those who were born and raised in Canada by Filipino parents (second generation). Together, this demographic will defne the roles that Filipinos will play in Canada’s diverse society of today. They are the true global citizens of the future.”
Chapter 6 (The LifeUpending COVID-19) speaks about the COVID-19 pandemic – how a virus unseen by the naked eye has brought havoc and upended life around the globe. The Canadian Filipino community
can feel rightfully privileged by being at the forefront of dedicated public health service 1) as health care providers attending to direct needs of citizens and, 2) as regular providers of health information via the column Medisina at Politika published in this newsmagazine and CFNet to keep the community and beyond continually informed. The full text of all the articles may be accessed by visiting the pilipino-express. com and CanadianFilipino.Net websites.
Chapter 7 (Ageing in Canada) calls attention to the need for conversations not only about health concerns but also about practical, spiritual, and psychological aspects of ageing, including open intergenerational dialogue.
Chapter 8 (Earning Their Keep) assures readers that Canadian Filipinos arrive in the country “ready to serve in every aspect of life in Canada,” with hard work, commitment to excellence, and adaptability their standards for personal growth and participation in nation-building.
Chapter 9 (Issues to Pursue) reminds readers about some of the unfnished community agenda “close to a Canadian Filipino’s heart,” such as the need for an orderly and fair process of accreditation of foreignobtained professional credentials and trade skills. and for a clear path to Canadian citizenship for temporary migrant workers.
Chapter 10 (Filipinos in Canada as National, Transnational, and Global Citizens) is a look at emerging knowledge from Professor Angeles’ Social Sciences and Humanities Research Council research project, “Postnationalism and CanadaPhilippine Bilateral Relations: Trends, Patterns, Limits, and Possibilities of Postnational Citizenship and Transnational Linkages for Development” – a natural link to this book.
Dr. Angeles delineates three forms of citizenship from the viewpoint of social science –namely, national, transnational, and postnational – and posits that differences in perspectives and citizenship focus “have implications for individual, community and international development.” She wants to know more about “the dynamism of Canadian Filipinos in navigating the changing landscapes of citizenships and national identities” and how it might “impact governments and civil society organizations.” She envisions gaining new insights into community development planning and how it may infuence both country-to-country and citizen-to-citizen relationships.”
To be continued.

Let’s get to know Moe ElTassi
Candidate for City Councillor, Point Douglas Ward
On October 26, Winnipeggers will choose the next mayor to lead the city.
Since incumbent Brian Bowman has decided not to run for a third term, the political feld became wide open for those who have the vision and the ambition to steer City Council in running a better community.
But the mayor cannot do it alone, he needs reliable and genuine Council members to help him.
The City of Winnipeg is subdivided into 15 electoral wards, each represented by an individual member of City Council. One of these wards is Point Douglas, where one candidate for councillor hopes to be given a chance to help solve various issues plaguing the city and push for better changes.
Moe ElTassi is a businessman, his family founded Peerless Garments. He’s also a community advocate on many social issues and most recently was a member for the Winnipeg Police Board. The son of Lebanese and Brazilian immigrants, he puts utmost importance in being a father, a son, a brother, a husband, and an uncle.
Let’s get to know Moe ElTassi (MOE) more in this Q&A with Pilipino Express (PE)
PE: What made you decide to run for Winnipeg Council?
MOE: I am not pleased with how things are going in our city, and I’m sure neither are you. Crime feels out of control, homelessness is not getting the attention it deserves and our area is not getting its fair share of infrastructure spending.
I am running for City Councillor because our area needs a strong advocate who can deliver results.
More importantly, I am running for my fve kids. I don’t want them growing up hoping to leave here at the frst chance they get. I want them to be proud our city. And I will put in the work to build a better city that the next generation can be proud of.
PE: As a former member of the Winnipeg Police Board, what do you think are the major drivers of crime in the city?
MOE: Crime, and its root causes, is a complex issue that can’t be fxed by one City
Councillor. What I can do is commit to you that I will work to bring together the right partners so that we have a coordinated and strategic approach. We need to have the city council, the province, social agencies and grassroots community organizations all working together. We need everyone rowing in the same direction at the same time.
PE: How do you plan to address crime and safety in our city once elected?
MOE: In the meantime, there are things that we should be doing now that are within the control of the city. We need to improve lighting in high crime areas. We need better enforcement of our bylaws to force owners of abandoned and derelict building to repair the building or sell it. We need more funding for foot patrols in key areas.
PE: Let’s talk about Point Douglas ward wherein some areas have a reputation of being one of the least desirable to live or work in…what are your plans to change that notoriety?
MOE: I would challenge that our area is not a desirable place to live or work. Tens of thousands of Winnipeggers live in the area and many more work here.
Yet, we see infrastructure spending fowing to other areas of the city. Our residents pay taxes and are not seeing a good return on their investment. I commit to advocating for more infrastructure spending in our neighbourhoods.
PE: More and more young people get involved in homicides, robberies, etc.. often because of gang affliations. What can we do to keep our youth from committing crimes and running with the bad crowd, so to speak?
MOE: As a father of fve young children, I know the importance of having safe and accessible community spaces for kids to play. I will ensure that all children have access to a community playground in their neighbourhood. I will advocate for proper funding of youth recreation facilities in the ward.
PE: What is your take on racism and discrimination?
MOE: My dad immigrated from Lebanon, my mom immigrated from Brazil, and I was born in Canada. I
have experienced racism and discrimination and have seen my family experience it. That is why I work to ensure a more inclusive future for my kids.
I believe it is the job of elected offcials to speak up for marginalized groups and advocate for equal access to government services.
PE: Is there a particular issue that you would like to tackle frst once you get elected? Why?
MOE: The number one priority that I hear from residents is safety. Everyone deserves to feel safe. That will be at the top of my list.
PE: So far, there are three of you running for councillor in Point Douglas, what do you think makes you the best candidate to represent the area?
MOE: I will be a strong advocate for the area and will produce results. I will use my position as City Councillor to bring together city departments and other levels of government to ensure that our residents are getting the services they deserve.
PE: Thank you.
The northwest Winnipeg ward includes the neighborhoods of South Point Douglas, the Exchange District, Inkster Gardens and Tyndall Park.

Doll House Review: Bittersweet fatherdaughter story
Doll House is a Netfix Filipino movie that stars Baron Geisler as Rustin, Althea Ruedas as Yumi, Phi Palmos as Bok and Izah Hankammer as teenage Yumi. It is directed by Marla Ancheta, and the story is by Onay Sales
The synopsis reads, “A troubled lead singer of a rock band sets out to rekindle the relationship he never had with his long-lost daughter.”
In Doll House, Rustin is one of the singers in a local band and a drug addict. It is due to addiction, Rustin’s marriage ends. Years ago, he abandoned his wife Sheena and baby girl Yumi. Years later, due to some reason, Rustin decides to visit his daughter, who’s around 6-7 years old.
The genre of the absent father is something that’s often explored. However, most stories manage to leave us feeling emotional. Netfix movie Doll House also has some endearing moments between Rustin and Yumi.
Doll House has a weak third act and takes away every sentiment we felt while watching the father-daughter duo together.
The makers tried to create an emotional impact with that twist. They ruined the growth we saw in Rustin as a person.
Actor Baron Geisler’s Rustin is not easily likeable because of his drug addiction and reckless behaviour.
However, Baron wins you with his wonderful performance when he babysits and spends time with Yumi.
The true star of the movie is Althea Ruedas as Yumi. The child actor is adorable in every scene, whether she’s talking or singing. Actor Phi Palmos as, Yumi’s uncle, also plays his part well.
Doll House Review: Final Thoughts
Overall, Doll House movie on Netfix is heartfelt and bittersweet, especially when the father-daughter scenes take over. I wish the climax wasn’t so underwhelming and disengaging. Otherwise, it’s a good movie for someone who wants to watch something heartwarming.
The movie is now streaming on Netfix.

Let’s get to know mayoral candidate, Kevin Klein
Winnipeg’s current leader, mayor Brian Bowman, has decided not to run again after serving two terms.
For this year’s upcoming civic elections, 11 mayoral hopefuls have been hitting the campaign trail with various propositions and promises to persuade voters.
One of them is former councillor Kevin Klein.
Pilipino Express (PE) recently asked mayoral candidate, Kevin Klein, about his vision for Winnipeg and its citizens.
PE: You have been serving as a City Councillor (CharleswoodTuxedo-Westwood) for the past 4 years, what made you decide to run for mayor this time?
Kevin: I have loved this city from the very beginning. That is why I ran for City Council four years ago. During my time in offce, I have learned so much; and everything I have learned makes me more determined to do all in my power to move Winnipeg forward in a better way.
Fundamental to a vibrant, livable city are all the things that I have tackled in my policy announcements and more. Let me bring them to life for you. We have some critical priorities: dealing with homelessness, creating a safe, crime-free environment, providing safe transportation whether on foot, by bicycle, on public transport, in taxis, by ambulance, or in our own automobiles travelling smooth street with no potholes, and ensuring that you have clean water, reliable waste disposal, fre protection and a fair, sensible, and helpful regulatory system for builders and home renovation alike. We need good development investment as well as good housing, including infll housing.
PE: One of the key issues that you have mentioned during your campaign is about environmental issues. Can you walk us through your plans?
Kevin: First, we have to fx the fundamentals in operations, and I will do that. I know how to do that. That work was part of my career in business. At the same time, I believe we can begin to restore the physical beauty of the city. Citizens deserve to be proud of all our tree-lined streets, including our heritage downtown neighbourhood and beyond to the new suburbs and forgotten parks and green areas.
Just as fundamental is a city that nurtures a green environment, looks after its trees, cleans its streets, has shady places for visitors and residents to stop and watch the passing parade downtown – a city where downtown is a happy, friendly
place that offers an exciting destination for shopping and going to dinner and attending a concert or a play. I pledge to add a thousand more acres of green space to enhance
We have some of this, but only in pockets: The Exchange, The Forks, the arts district, Osborne Village, the Corydon Avenue restaurants, old St. Boniface. We need to link them together with green corridors and safe, walkable spaces.
I know that there is a movement that believes that all cities should concentrate on high density development downtown and it is true that many people like that environment, but there are also many others from more rural areas and with small children who like the freedom of the suburbs. We cannot forget what needs to happen to make their neighbourhood easy to access with reliable transit and wellmaintained community amenities.
PE: What about your view regarding culture and immigration?
Kevin: I believe in you, our citizens, who have all donated parts of your heritage, courage and energy to giving us the special favours of pluralism that makes Winnipeg unique. As a Métis man, I have a foot in two camps, and I fnd it very comfortable. I am part of the traditional world but also part of the tomorrow world and I believe we can make a stronger and better world based on those roots and on our understanding and acceptance of one another. All our blending and mixing and special ways makes us a better stronger community.
PE: Is there anything else that you would like to impart to our readers?
Kevin: My goal is to create a Winnipeg that will once again, be one of the most beautiful and desirable cities in which to live and invest in this country. Working collaboratively with our councillors, with the province, with our own civic public service and all of you, this is do-able.
Please vote for me and let our team get to work for you.
PE: Thank you.

May isang kandidatong pikon

Oooops!

It’s no secret that a successful relationship can be the key to happiness. But sometimes, even the strongest of relationships needs some help from time to time. Feng shui is an ancient art and science that has been used for centuries to create harmony in both homes and businesses. It can also be used as a way to enhance your bedroom and love life to improve intimacy with your partner.
When you’re ready to give your relationship a boost, look at these feng shui tips and rituals to help you improve your bedroom’s energy and add more romance to your life – more life to your romance.
1. Create a clear, cleansed space for love.
Set an intention to clear your space and open it to love and romance. Clear excess clutter and
clean your bedroom. Next, light a candle and some incense and set it in your bedroom.
With a bell or singing bowl, start at your bedroom door and moving in a clockwise circle, ring a bell or singing bowl in your bedroom, stopping at your bed, and ringing the bell three times, and then fnishing the rest of the room.
The incense, fre from the candle, and the bell will help to clear the room of any lingering arguments or old or stale energy. Blow out the candle when you’ve completed this simple clearing step.
2. Create a bedroom designed for romance.
To get in the mood, the setting is important. Is your bedroom décor enticing, romantic and sensuous? If not, grab your partner and come up with a plan
Feng shui to bring back the energy in your romance
to make it into a bedroom you both fnd romantic and enjoyable.
Go through decorating websites together to fnd a style that suits you both. Pick out some silky sheets, artwork, and bed linens that give your bedroom the fve-star hotel kind of romantic look.
3. Give your relationship space.
For the romantic fres to burn, make sure there is space for intimacy in your bedroom by removing excess clutter, like exercise equipment. Create as much space for both of you around the bed.
4. Picture yourselves in love.
Can you remember a time when your relationship was extra sexy? Add a photo of the two of you from that time to help reignite the spark of love. Take wedding pictures and family photos out of the bedroom and, if you don’t have any photos of yourselves from that time, pick out an image that makes you both think of love or romance.
5. Energize your bedroom with yin energy.
Although we mostly hear about yang energy in feng shui, yin energy is the energy of lasting, deep and romantic love. Give your bedroom the cozy, sexy cocoon appeal with dimmer switches, candle wall sconces, and black out curtains. Nothing is as sensual as low-lighting and a feeling of complete privacy.
6. Use moon magic with this relationship protector ritual.
One of the best ways to ground your relationship is with an amethyst geode. These beautiful stones create great love luck! Look for one that is
deep purple, sparkling and that attracts you. Let it soak in salt water in sunlight for at least four hours on the day before the full moon. If it rains that day, that’s great. Rainwater is also a natural energizer and cleanser.
Rinse the water from your stone, and on the night of the full moon, let your geode sit out under the moon all night. In the morning, wrap your geode with red ribbon, leaving a length of ribbon attached.
Tie the ribbon at the foot of the bed on the right side (as you look at the bed) and leave it under the bed to ground your relationship and love for one another. If you like, you can add two geodes, one on each side of the bed, but one will suffce. Do this before noon the next day, the earlier in the morning, the better.
Single? If you’re looking for a male partner, tie the geode under the bed on the right as you look at the bed. For a female partner, tie the geode under the left side of the bed as you look at it. The beautiful earth energy of the amethyst draws and attracts love to you and enhances your love luck.
