Greetings from PLASFED Selçuk Aksoy Chairman Federation of Plastics Industrialists PLASFED

Our magazine celebrates its first year with this issue. We are all happy and proud with very positive reactions we have got from the sector since the first day. We are sincerely grateful for your interest, and we believe that we will improve our magazine further with your valuable criticisms and suggestions.

On the other hand, our federation is excited to leave its second year behind. Five valuable associations of our sector continue their way in a collaboration that not so common in Turkey.

We represent more than a thousand members and more than half of the sector’s capacity. It is the reputability of our founding associations that has made acceptance and internalization of our federation by public and other stakeholders in a short time like two years. We invite relevant professional organizations in operation and to be established in this robust and democratic collaboration.

In recent years, Turkey has attracted attention in many areas with its sound economy. It is also in the agenda for the professionals of plastics industry for a long time. In the area extending from England to India, Turkey is the third largest processor of plastics. Despite financial and political crises in the region, Turkey has the highest rate of growth in the region. Our plastics sector, on the other hand, keeps growing two times the growth rate of the country.

Keeping its growth particularly by inclination towards export in times of crisis up to this time, our sector continues its attraction with its young and dynamic domestic market. Consumption of packages increasing in parallel with the increase in working population makes a bright future for plastics sector with infrastructure and superstructure investments that do not slow down, the white goods sector that has a prominent position globally, and advancing investments on automotive. Domestic and foreign investors that want to take place in our market that is developing with a great momentum may obtain from our federation reliable information regarding regional incentives and areas open to investment. As PLASFED, our purpose is to facilitate coordination in this dynamic process, and eliminate the obstacles that may hinder the sector. Let’s act together and collaborate for a more powerful plastics sector and a better future.

PLASFED has issued an evaluation of plastic companies ranking in the 1000 biggest industrial organizations in Turkey

Controlled growth has in the plastic sector The number of companies producing plastic products is decreasing in the list of the largest companies in Turkey annually issued by Istanbul Chamber of Commerce. The number of plastic producers among the 500 biggest industrial organizations has also decreased in 2012 and became 17. In the list based on sales over production, increase of growth rates displayed primarily by companies operating in energy and finance sectors as well as others in Turkey is one of the key factors in this regard. Every year, in August, Istanbul Chamber of Commerce issues two reports called “top 500 biggest industrial organizations” and “second 500 biggest industrial organizations” over the data belonging to the previous year.

In the analysis, it was maintained that production increased by 1.2% on global scale whereas the European market, which constitutes the largest export market for Turkey, faced 0.9% decrease.

In the “ICC 500 – 500 Biggest Industrial Organizations in Turkey” and “ICC Second 500 – 500 Second Biggest Industrial Organizations in Turkey” list issued by Istanbul Chamber of Commerce (ICC), totally 32 plastic producer companies – 17 in the first list – were included. According to the analyses conducted by PLASFED based on ICC 500 reports, a

affected large companies that the number of plastic companies in ICC 500 list peaked in 2009 with 23 companies whereas this number has decreased until 2012 to become 17. Regarding plastic companies included in ICC top 500, the report shows that their sales over production decreased by 13.7%, sales revenues by 12.6%, equity capitals by 23.9%, net assets by 5.9%, exports by 14.7%, and number of employees by 10.4% whereas their income of exercise increased by 26.2% and the gross value added they generated remained the same.

On the other hand, their income of exercise 7

displayed an increase. This high-rate increase in their income of exercise was the only one to increase among performance indicators.

Financial indicators of the companies operating in the plastic sector displayed almost the same realizations with the previous years.

Partial improvements were observed with respect to the profitability of the sector. The ratio of the profitability of sales was 4.6% in 2012. Remarkably, companies ranking in the second 500 in the plastic sector, which operates with low profitability, displayed an increase in their profitability. Besides, “economic profitability” indicator, which signifies the added value of the plastic industries in ICC’s 500 second biggest companies list divided by their total assets, also presented an increase.

PLASFED President Selçuk Aksoy: Our companies must grow more rapidly PLASFED President Selçuk Aksoy made a remark, emphasizing that the companies operating in the sector must grow more rapidly.

Aksoy told: “Plastic producers have kept growing despite difficult circumstances. However, apparently, as is the case with manufacturing industry in general, our companies in ICC’s top 500 list have been more adversely affected by the national and international negative circumstances than other companies in the sector. Companies operating in the plastic sector require a more rapid growth. It is a wellknown fact that SMEs operating in manufacturing industry in our country display a lower

rate of growth in comparison to both developed countries and developing ones such as ours. This situation applies to the companies in the plastic sector as well.

The number of companies ranking in the top biggest industrial organizations in Turkey fluctuates in every period. In terms of scale, it can be seen that SMEs predominate in our sector. We can say that our companies must strive for growth by all means. Turkish plastic manufacturers display foreign trade surplus on the basis of products. Again, on the same basis, we have a control of the domestic market; yet we have seen during the global crisis that conditions of competition are getting more difficult. It would not be wrong to say that harsh competition will continue in the near future.”

Communication is one of the most important issues in today’s business world. Once again, mass communication has reached another dimension with the impact of the Internet. This has more important implications for plastics industry, because messages that cause a negative impression of plastics products spread around the world. Based on false assumptions or just arising from prejudices, these messages are getting harder to correct such information when they are repeated in a range of media including individual updates in social media and websites that serve informative purposes.

The fact that other countries also suffer “negative impression” and “repeated false information” of plastics products as revealed by the studies we conducted after the same has reached critical dimensions in Turkey has caught our attention. Moreover, almost all the information that places plastics in an environmental context arises from the common message adopted in the entire world.

Non-governmental organisations operating in the industry in Turkey are preparing for some attempts to struggle this process. A serious study has been conducted for collecting data. We are at the stage of preliminary evaluation for starting a local campaign based on these data. What I want to emphasise here is the importance of launching an international information, public relations and communication programmes. I particularly believe in the importance of information on the recycling process starting with decomposition at source, because one of the basic items of negative impression of plastics with respect to environmental pollution is that the plastics has the major role in the images or videos used in almost every news bulletin. One can Google the images of “garbage” or “pollution” to see the result.

Performance of this task in global scale will contribute to solving the disinformation I have mentioned earlier, because the disinformation that causes the negative impression has spread to whole media “virally” in one of the trendy terms of today’s communication. It is also possible to use this spread for transforming it into a positive behaviour by creating awareness.

Instead of complaining, the call to become part of the solution and recommending a behaviour that may have positive results would be a positive step.

In a period of hope for the end of the global crisis, it will not be wrong to include new subjects in the agenda for development of the industry. Of course there are certain roles we should play for solution of our current problems and development of business opportunities but as can be seen, it is also a priority to change the negative impression of plastics products.

Turkish plastics industry keeps its growth both in domestic market and in foreign market despite some difficulties. Maintenance of country’s economic stability during the global recession has a major effect on this growth. A new period will start with solution of political problems in our region, and it is possible for the current growth trend to gain speed. We predict new opportunities for global cooperation. As the members of the sector and non-governmental organisations, it is one of our roles to make contribution to those who want to engage in business. We would like to perform this task with pleasure.

PAGDER will open liaison and promotion units in 18 countries

Turkish plastic sector is closer to you than ever before into practice. The units will also be able to be organized as showrooms depending on the potential of the countries. The representatives of the firms will undertake all kinds of interviews for the potential of cooperation and provide relevant information to their respondents.

The professionals will also work in such units apart from the firms. The units will organize the promotional activities for the products of the Turkish firms. In addition, they carry on intermediary activities for the cooperation.

The

mental organization of the sector and Turkish plastic industry, Plastic Industrialists Association (PAGDER), whose head office is situated in Istanbul is preparing for opening foreign promotion and cooperation units in 18 countries. In such units, the works to be performed will be dedicated to the provision of the opportunity to identify the products manufactured in Turkey as well as all sorts of information and cooperation.

It is obvious that the opportunities of communication cannot replace face to face communication despite of the relevant developments. Millions of e-mails, thousands of e-brochures or the websites having the best design aspects do not provide sufficient level of efficiency in the video talks performed with the help of telephone or internet. Speaking

face to face and introducing the products by means of seeing and displaying are the best method. However, this may not be possible all the time. In spite of the fact that the means of transportation increased in number, seeing the products on the spot and organizing business meetings are still time consuming and costly. Opening a unit in the countries of the potential buyers and the companies having the opportunity of cooperation is one of the solutions available. PAGDER carries on a program for this purpose.

The oldest non-governmental organization of the sector and Turkish plastic industry, Plastic Industrialists Association (PAGDER), whose head office is situated in Istanbul, that constitutes almost the half of the plastic sector in Turkey called for its members and asked the countries which they find the joint opening of promotion and cooperation units useful.

A great number of companies took an interest in such issue and it was concluded that such units can be financed in totally 18 countries.

According to the method of the relevant works, at least 15 companies are required to be willing and to declare that they are ready to make contributions for each country. In this way, the activities of a unit which can function smoothly in that country will be able to be put

According to the data obtained initially, the firms dealing with plastic mainly showed an interest towards the markets with which Turkey has close relationships; however, the interest towards the countries which promise a potential and still limited level of trade takes place is also high.

The president of the association, Mr. Huseyin Semerci, thinks that the program will enhance accessibility for the potential buyers and also create new cooperation opportunities. Mr. Semerci also states that: “We are trying to organize such units that the firms operating in different sectors and manufacturing different products come together. You move your products to the points where there are buyers available and therefore you need to provide the most comprehensive information.

I think that a positive cooperation atmosphere will be created.

Turkish plastic manufacturers and machine and raw material producers are already present their products more than 15 countries. Of course we are in need of the diversity and increase of such products in quantity.

It must not be forgotten that Turkey is also a significant importer. I believe in the fact that we will have the opportunity of performing our business at more different dimensions than ever before thanks to new opinions besides product merchandising.�

PLASFED predicts that Turkish plastics sector is to reach a production sum of USD 33.1 billion by a 12,9 per cent increase compared to the previous year. Size of the Turkish market will reach USD 35.9 billion with a USD 2.8 billion import. Generating extensive data on Turkish plastics sector, PLASFED has made a press conference on 6-month performance and end of year predictions for 2013. According to this, plastics import of Turkey will reach 7.8 million tons at the end of the year, which means a 8,9 per cent increase compared to 2012.

Total price of this production was calculated to be USD 16,5 billion. The amount of six-month added value was USD 6,6 billion. It has been determined that sum of import was USD 1,4 billion, and export was USD 2,4 billion.

These data stands for a 9,8 per cent increase in raw material import throughout the year.

PLASFED, Strong representation PLASFED is celebrating its second anniversary nowadays.

Federation, which is organized in order to meet the needs of social responsibility and nongovernmental organization upper structure, has been recently established, but it is not ‘new’ indeed. Because the Federation contains the background of organizations having 49 years of experience within itself in the plastics industry whose expansion took place in the last 70 years.

Today it has become one of the world’s rare production and trading centres. During the years when the plastic newly began to become widespread, Turkish manufacturers established the first non-governmental organization in 1969 in İstanbul: PAGDER Plastics Industrialists Association. The association opened branches in other cities as the production of plastics widespread. Cooperation model was developed with local associations rather than the branches in the cities where the need for local organization arose.

Plastic industrialists served to the industry and their country by establishing cooperatives and foundations in order to meet the needs for social responsibility, enterprise zone, communication, education and coordination in later years.

Moreover its membership in the international organizations continues.

Member associations of PLASFED are already performing 72% of Turkey plastic production. 60% of the total number of producers and 59% of the total employee are the members of associations constituting PLASFED. The new associations will begin to work within PLASFED in the near future.

PLASFED, not being contented with only this, prioritized creating a vision and perception of social responsibility. PLASFED specified its objectives as follows: coordination and communication with public institutions, com-

munication with the public, the protection of fair competitiveness, meeting high demands of production processes and products in terms of health, safety and environment, contributing to training activities, working for sustainable development.

Plastics Industry Federation: and synergy PAGDER – PLASTIC INDUSTRIALISTS ASSOCIATION PAGDER is the first association of the plastic industry in Turkey, as well as one of the associations previously established in the manufacturing industry. It was established in 1969 in order to gather manufacturers operating in Turkey plastic industry under the same roof.

It played the role of roof organization of plastic industrialists and successfully carried out its task related to sector advocacy during the process of growth and development of the industry throughout Turkey. PAGDER is in the source position of all turning points in the process of development of Turkey plastic industry. It is one of the primary organizations which are the most important experience sharers of rapidly growing sector.

It has also represented Turkey in the international organizations of Turkey plastic industry for many years. PAGDER is a member of the following organizations: • Plastics Europe – Association of EU Plastics Raw Material Manufacturers • EuPC - European Union of Plastics Converters • EUROMAP – Association of EU Manufacturers of Plastics and Rubber Processing Machinery PAGDER, as expected from a non-governmental organization, carries out activities for sector advocacy, solidarity and cooperation with members of the industry. It has a comprehensive training support program for the provision of manpower needed by the sector. Moreover, it established PAGDER-ASLAN Plastic Industrial District and made it ready to invest in order to ensure appropriate infrastructure investment area which is one of the most important needs for the sector by performing a successful implementation.

PAGDER is the leading organization among the organizations producing systematic and the most comprehensive data for Turkey plastic industry.

In the near future, it will open foreign representatives in the countries having potential where intensive trade relations with its stakeholders are observed. Ankara has been a centre of civilisations since the ancient periods. From the Bronze Age to the ancient city where the “Gordian Knot” originates from, this region was home to lots of cultures. Transformation of the history of Ankara started with its status as headquarters garrison in the war of independence that led to the establishment of the Republic of Turkey, and later as the Capital of the young country. It remained a city of trade as the result of a population that is mainly made up of government workers, as is the case in all administrative centres.

However, in the last 20 years, this has completely changed.

It is a point of attraction for business and social life of almost all provinces in its vicinity due to its central location in Anatolia. What gives Ankara its particular importance is its status as almost the only centre of R&D and production in Turkey due to the properties of some branches of industry.

Ankara is the home of defensive and aviation industry in Turkey. ASELSAN, the manufacturer of electronic and mechanical systems and the aviation company TAI are among the 100 major institutions of defensive industry. In the field of defensive industry, management and manufacturing facilities of manufacturing of flight and satellite systems, land vehicles, electronics, rocket systems, and software companies, some of which are unrivalled in their field are located in Ankara. An organised industrial zone that will incorporate the companies that manufacture in the sub-sectors needed by the Aviation industry is being established.

There are 16 active universities in Ankara. 2 additional universities have completed legal procedures and gained permission for establishment. An application has been made for two more universities that will offer degree in medicine. These universities have 250 thousand students and 18 thousand teaching staff.

Ankara still falls behind in terms of its weight in the whole plastics industry but it offers one of the biggest opportunities for sophisticated products. Powerful companies in medical devices, aviation, defensive electronics and platforms as well as furniture and construction industry operate in Ankara. We have companies that supply goods for the first observation satellite manufactured in Turkey. Centre of a region that is one of the densest food industries, Ankara offers good opportunities for packaging industry.

In order to make us of such potential, powerful companies are already centred on Ankara.

Existence of well-managed organised trade zones is an important factor in this. Infrastructure is complete to a great extent.

Of course the existing structure must be improved and a planning must be made for innovations. The major initiative of the Association of Ankara Plastics Industrialists in this respect is clustering activities. Our industrialists that have taken part in the on-going defensive and medical industry clustering activities have started reaping the benefits of these activities. We are working on diversifying this for the plastics sector with our stakeholders.

Ankara is likely to become a region in which the plastics industry will frequently be heard of. We would always be glad to see you in our city.

EGEPLASDER-İZFAŞ offering a new strong fair to the plastics industry with PLASTECH

The second PLASTECH fair organized by EGEPLASDER and İZFAŞ cooperation has finished. The fair, based in Izmir, has proved to be a strong platform for the companies of plastics industry. The fair is a candidate to offer new chances for the plastics industry in Izmir and the Aegean Region, which are among the busiest industrial centers.

Izmir, which holds the most essential international fair, Izmir İnternational Fair, has also realized a new platform for the plastics industry. Organized bythe Aegean Plastics Industrialists Solidarity Association (EGEPLASDER) and the Izmir Fair Services Culture and Arts (IZFAŞ), which have been organizing Izmir fair for years now, PLASTECH 2013 was held in April for the second time for the pleasure of its attendants. The fair also proved its potential to become an alternative for the industry in the future.

Finished in April with the attendants from every branch of the plastics industry, PLASTECH – Plastics, Packaging and Technologies Fair has drawn companies from 10 different countries exhibiting their products and services and visitors from 29 different countries. A total of 133 companies from Turkey and other countries exhibited their products and services in the fair.

In PLASTECH the companies drew the attention of the suppliers of packaging, plastics, rubber, polyester, pvc door-window profiles, pipe manufacturing technologies and acces-

sories, recycling systems and equipment, plastic processing machines and raw materials. Attendants introduced their products and services in an area extending 15 thousand square meters in total.

Stating that there is currently a strong infrastructure in raw material, logistics, commerce and product manufaturing directly towards plastic products, Paksu reminded that a couple of investments are on course to raise the share of Izmir and Aegean Region in the future. Among these companies, the automotive industry comes first. There are several branches of industry that develop in connection with automotive industry. With Uludağ University, one of the rooted universities of Turkey, as well as experienced and hardworking population we are one of the most attractive and as a matter of fact, the largest provinces of Turkey and Europe.

Plastics industry is one of the most important branches of industry in Bursa. Successful in many areas, our companies operate in end-user products as well as technical ones. Growth rates of business enterprises, majority of which are SMEs are at satisfactory levels. We are looking for ways of improving this. Our attempts for an Organised Industrial Zone are a product of these efforts. We hope to provide our colleagues with place of investment for reasonable costs.

In general, Turkey is an advantaged location for plastics industry. In specific, Bursa is a province that stands out with logistic facilities. Logistic advantage means opportunity for our companies that specialise in a certain area as well as large scale productions. We know there are entrepreneurs that intend to make use of this advantage. Bursa and Turkey has a good location for companies that will work with a flexible structure in the field of food, textile, and retail.

Packaging materials manufactured in Turkey are not only preferred in Turkey but also in developed countries. Countries with changing consumption habits have growing interest in such products.

When new necessities arise in this respect, Turkey is one of the first countries that are first referred to. As well as earning a more advantageous position in developing countries in forthcoming period, Turkish companies will also stand out in developed countries. We can consider Belgium, Germany, and Austria as such countries.

The world is trying to get rid of the most extensive crisis of recent times. Business relationships will gain more importance in near future. We need closer relationships for plastics industry. There is no reason to limit ourselves with trade shows. Upper entities of labour organisations, and international activities of non-governmental organisations in Turkey are extending. One will be able to find many Turkish companies nearby. Commercial agencies of embassies and consulates are currently in operation. In addition, it will be possible to find direct representatives of private sector and even the units that includes showrooms.

Along with being a strong place of production due to the strong land structure, the settlements across the region, primarily İzmir, has always been a centre of strong economic activities, production and trade. It is not surprising to see this is where money and economic-commercial rules originate from!

Today the Aegean region keeps its historical features with its social life, modern and lively cities and as a centre of production. Along with being a region where the largest industrial entities of Turkey are found, this region also boasts a very strong agricultural production.

Taking place in every walk of life, plastic products are used as the alternatives of other materials as well as being used with other products. Plastics and similar products are now essentials, and they have become one of the main items of material industry.

Due to increasing demand for plastic products in Aegean region but also in Turkey in general, the region attracts great attention. The attention caught by Menemen Specialised Organised Industrial Zone is one of the major proofs of this attention. Also EGEPLASTECH, our fair based in İzmir, which we have successfully completed the second time and which is clear to use its strong potential towards future, has proven a powerful meeting point.

Turkish plastics industry has proven its reliability and quality as one of the sectors that have grown and taken care of improving itself in 1990s in particular. Our plastics industrialists rank in higher positions with their sub-branches in both world class and among European countries. The reason for this success is its status as operating in a family environment that is made up of well-educated managers and the employees trained by them, manufacturing in demanded quality in spite of all hardships, deliver on time with a well-planned and programmed approach, offering the most reasonable price, open to recommendations, and as one of the sectors that grows most quickly.

It is also evident that our path is clear in terms of development. Every day we hear of the news of a new investment. Foreign partnerships, mergers and acquisitions are on the increase. Our companies operating in Turkey perform the courageous initiatives towards the new markets. As I am sure you all know, Turkey is just in the middle of a large geography that may see a powerful increase of demand in coming 10-15 years. We are confident in ourselves for evaluating these markets, because we already have an infrastructure in terms of trained manpower, business performance capacity, incorporation, logistic advantages, suitability of business environment for production, and provision of physical environments. It is time for the entrepreneurs that will make use of this infrastructure. Location of Turkey on the meeting point of Europe and Asia provides a powerful advantage for Turkish plastics industry. The level of quality that will satisfy the consumer has already been reached. We are aware of this: There is a tough competition both in domestic market and in foreign market in plastics industry. We see that there are certain difficulties in terms of raw materials to lead this competitive environment. In addition to absence of a supply problem, a period of managing stable pricing and the risks related to currency rate differences for those who conduct business for the domestic market arises. Of course the growth and production of higher amounts (scale economy) also stand out. Our SMEs must turn into larger companies without remaining as SMEs for a long time.

Additionally, a film was made to reach larger masses. Environment, plastics and recycling were explained in the film. PETO and PETSİ addressed the children in the film. PETO and PETSİ and their hats were all made of recycled plastics.

Another important activity of KAYPİDER was a recycling project that was made to address adults. Local public institutions and organizations, non-governmental organizations, developed a campaign with young people involving the collection of the caps of plastic bottles and purchasing wheelchairs for the handicapped and giving them away.

The campaign drew a large attendance in the course of application. City dwellers contributed sincerely. Moreover, a number of caps were received from members of Turkish Armed Forces on duty in Afghanistan, who somehow were aware of the campaign. After a large attendance, the campaign did not only provide wheelchair purchasing for the handicapped but also building a park designed to have open air tools and facilities to allow the handicapped to use.

KAYPİDER is getting ready for another project nowadays. This time, young people are the target population. A theatre play is being prepared for young people with the theatre team that they will put together. The project also supports the education establishments in Kayseri. A film version of the play is planned to be prepared and distributed to schools.

Turkey is one of the countries affected the least by the global economic crisis. Moreover, it is one of the countries with the best performance among the developing economies. The country has entered an economically stable phase. Of course there are risks but the young population, large domestic market, and its continuing growth even in this phase of global crisis give strong messages towards the future. With the new incentive system and reforms established, significant success has been achieved for establishment of an economic environment suitable for investments. Turkey is also advancing to a good point in global competition power ranks. We can talk about a powerful export opportunity with the effect of a predicted appropriate environment as well as the suitable location of Turkey.

Today plastics industry is not mentioned with its contribution to production and welfare, and its development. Majority of people make our products scapegoat for environmental problems mostly depending on false information. However, considering the whole of the manufacturing process, plastic products are manufactured with much lower carbon emission than their counterparts. Also, plastic products are among the products collected most easily in the recycling process that starts with decomposition at source. I think we are at an important time that the industry should address this problem worldwide. As KAYPİDER, we have started a campaign that explains the relationship between the plastics and the environment, starting with the children. First results were promising.

We are planning to make our efforts more extensive and include the youth in the target mass.

It is important for the industry to work on this issue with all its stakeholders. Regionally, contribution of works performed with public authorities and educational institutions to the work performed were important. We think that cooperation of international entities in global scale will empower the cooperation of the industry. As much as we see, the negative impression of plastic products is one of the industrial problems of not only of Turkey but also of other countries. Search for a global solution seems reasonable.

As companies operating in Kayseri, we believe that plastic products will keep contributing to people’s welfare. Kayseri has been one of the most visited cities throughout its history. Today it still attracts attention as its skiing centre on mount Erciyes and with its brilliant nature in summer. İstanbul is a metropolis in global scale with it’s a population of 13.8 million. Considered in union with its surrounding provinces of Kocaeli with 1.6 million population, Sakarya with 902 thousand population, Tekirdağ with 852 thousand population and Kırklareli with 341 thousand population, which - actually turning into a single metropolis - can be seen as the hinterland of İstanbul, this region represents an “economical area” with a population of 17,5 million. In some respect, it is in the 9th place among the European Union countries. A common joke in İstanbul business world suggests that it is possible to find 1 Luxembourg, 1 Greece, and 1 Austria in İstanbul. I think I can catch your attention even more if I say that istanbul receives more than 10 million toursts – visitors each year.

Once the political problems in Middle Eastern and North African (MENA) countries are solved, it will be possible to conduct business under much better conditions. We are certainly aware of structural problems but Turkish entrepreneurs have an unprecedented contact with businesspeople of the surrounding countries.

2023 Vision of Turkish Plastic Sector: Turkish government prepared a vision covering all sectors which it aimed to reach by 2023. In this document, it was aimed for the chemistry sector, including the plastics sector, to make export of 50 billion dollars in 2023 and for 51% of this export corresponding to 25,5 billion dollars to be made from plastics and rubber sectors. 2023 objective for the chemistry sector is 16.8 billion dollars and 7.2 million tons

For example, according a recent report issued by the OECD, the Turkish economy is expected to grow with an average annual real GDP growth rate of 5.2 percent between 2012 and 2017. With such a robust economic performance, Turkey will be the fastest growing economy among the OECD countries, as well as the fastest growing economy in Europe.

Population Turkey’s young and growing population has been one of the main drivers of the economic growth. With a population of 76 million people, Turkey has the second largest population as compared with the EU countries.

Favorable investment climate with ample opportunity The Turkish government is well aware of the importance of foreign direct investment, which it views as a main component of its economic development. In order to create an attractive investment climate, Turkey has significantly improved its investment environment through reforms and new legislations. In 2003, it enacted a new foreign direct investment law, which provides foreign investors with legal guarantees by treating them equally with local investors. Later, it established the Coordination Council for the Improvement of Investment Environment, which is a key structure, where private sector makes contributions to the process of improving investment climate and is recognized as a success story of public-private platform by international economic authorities. The council has rationalized the regulations on investments in Turkey, developed policies by determining the necessary arrangements that will enhance the competitiveness of the investment environment, and generated solutions to the administrative barriers encountered by the local and foreign investors in all phases of the investment process, including the operating period. For example, it used to take more than a month to establish a company in Turkey in 2003, whereas now it takes only six days to set up a company in Turkey.

Since 2004, the Investment Advisory Council of Turkey has been meeting under the chairmanship of the Prime Minister and has been taking important decisions since then. These decisions constitute the top items of the reform agenda of the Coordination Council for the Improvement of the Investment Environment. In order to provide foreign investors with better services, Turkey also established the Investment Support and Promotion Agency of Turkey (ISPAT), which is directly attached to the Prime Minister. Turkey has been supporting investors through certain policies; meanwhile it has institutionalized these policies, thus providing investors with more professional services. Being attached directly to the Prime Minister indicates how great importance Turkey attaches to foreign direct investment in Turkey. ISPAT provides investors with assistance before, during and after their entry into Turkey. It serves as a reference point for international investors and as a point of contact for all institutions engaged in promoting and attracting investments at national, regional and local levels. Working on a fully confidential basis, as well as combining the private sector approach with the backing of all governmental bodies, ISPAT’s free-ofcharge services include, but are not limited to market information and analyses, industry overviews and comprehensive sector reports, site selection, coordination with the relevant governmental institutions, facilitating legal procedures and legislation issues such as establishing a company, incentive applications, obtaining licenses and work/residence permits.

Over the past decade, it has implemented three incentives programs in 2003, 2006 and in 2009 respectively, and announced the fourth one in April 2012. These incentives programs have resulted in a radical transformation of the Turkish economy. The main objectives of the new incentives scheme are to reduce the current account deficit, boost production and investment for high-importdependent intermediate goods, as well as to increase investment in the less developed regions. The new system comprises four different schemes, namely general incentives, regional incentives, incentives for large-scale investments and incentives for strategic investments. More specifically, Turkey offers investors value-added tax (VAT) exemption and corporate tax reduction, as well as support for social security premiums, interest payment and land allocation. Under the new system, the government intends to balance the levels of local development, particular¬ly focusing on boosting investment in less developed areas. To maximize the impact of the program as a balancing mechanism, Turkey has been cate¬gorized into six regions according to their levels of development. Therefore incentives for investors in the less developed regions will benefit from a larger scope of support. The new incentives system also gives priority to several specific sectors such as defense, automotive, aerospace and aviation, maritime freight/passenger transportation, pharmaceuticals, education, tourism and mining.
