FROM THE Desk of the City Manager
The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City departments activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.
A Comprehensive Look at Temple’s FY 2025 Business Plan
As City Manager, it's my duty to propose a budget and financial plan to the City Council. I am pleased to present the proposed Fiscal Year (FY) 2025 Business Plan for the City of Temple, set for adoption this month. This plan is our blueprint to achieve the City’s vision of making Temple a place we all love to call home. Reflecting community priorities, it guides our decision-making to provide exceptional services. This marks the sixth annual budget within a multi-year planning framework, emphasizing our commitment to a future-focused approach
The FY 2025 Business Plan spans from FY 2025 through FY 2030 and includes the Strategic Plan, Financial Plan, and Annual Budget.
Strategic Plan: This guiding plan aligns leadership, resources, and operations to achieve the City’s vision
Financial Plan: This links Temple's strategic focus areas to a multi-year funding model, ensuring the necessary resources to achieve the City’s goals It aligns the budget with five strategic focus areas, estimates available revenue, and identifies required resources for specific initiatives.
Annual Budget: In line with the Financial Plan, it allocates resources based on the five focus areas identified in the Strategic Plan. For FY 2025, the Budget totals $274,303,244 for all funds, developed to provide high-quality services while maintaining fiscal soundness. The Proposed Budget is based on an estimated property tax rate of 62 67¢ per $100 valuation, up from FY 2024's 61.30¢. Adjustments are included for solid waste, water, and wastewater services.
Plan Highlights:
Goal 1: An Organization Committed to Performance Excellence: Investments in IT, Facility Services, Fleet Services, Finance, and Customer Care enhance service delivery and infrastructure. Notable allocations include over $34 million for facility capital improvements and approximately $50.6 million for fleet upgrades.
Goal 2: Talented and Dedicated Employees who have a Heart for Service: Attracting and retaining top employees is critical for delivering high-quality
services. The plan includes new positions in People Operations, compensation studies, and continued funding for health insurance, retirement plans, and longevity programs.
Goal 3: Empowered Community Leaders: Resources are allocated for a Legislative Engagement Program to cultivate strong partnerships and engage with government officials and community organizations.
Goal 4: Open and Responsive Communication with our Community: Expanding communication and engagement opportunities, additional positions and resources are proposed for the Communications and Marketing Department
Goal 5: Beautiful Spaces and Unique Experiences: Significant investments enhance Parks & Recreation, arts, culture, tourism, and libraries. Over $30 million is allocated for parks-related improvements, and a new park ranger program is proposed. The Financial Plan also supports cultural and tourism initiatives, including a Museum Master Plan and grant funding for arts organizations.
Goal 6: Neighborhoods Where People Love to Live: The Love Where You Live program continues, focusing on neighborhood transformation through public improvements and community engagement. Funding is allocated for strategic plans and staffing positions to support neighborhood plans
Goal 7: A Safe and Healthy Community: The Financial Plan proposes a $68 million Public Safety Capital Improvement Program, adding positions in the Police and Fire Departments, and funding for mental health and homelessness initiatives.
Goal 8: A City that Supports Well-Managed Growth and Development to Promote a Thriving Economy: The Financial Plan supports well-managed growth, with key additions to the Planning and Development Department and funding for the Temple Economic Development Corporation.
Goal 9: Infrastructure and Systems that Support Exceptional Services and Community Growth: Significant funding continues for the largest capital improvement program in Temple's history, enhancing mobility, transportation, water, wastewater, solid waste, recycling, and engineering services.

Development Updates

Williamson Creek Trunk Sewer Improvements
Phase II & III
The City of Temple's Williamson Creek Trunk Sewer Improvement project, encompassing Phases II and III, is set to be completed by August. This major infrastructure upgrade aims to enhance the city's wastewater management system for improved efficiency and reliability. Extensive work has included the installation of new pipes and manholes to boost the sewer network's capacity and durability
With the primary construction tasks now complete, contractors are focusing on site cleanup and restoration. Efforts include revegetation, fence replacement, and sidewalk and driveway repairs to restore areas impacted by the project. This project signifies a crucial investment in Temple's infrastructure, promoting long-term sustainability and service reliability, and ensuring minimal disruption to the community's daily life.
Save the date for the City of Temple’s 2nd Annual Community Summit! The Community Summit is a fun, interactive event for the whole family. Residents can meet and speak with various city departments, ask questions and learn about the programs and services offered by the city.
The event is planned in conjunction with the Downtown First Friday Oktoberfest celebration. The Community Summit is a free event for all ages and will feature an evening of information and fun. Residents will be able to earn prizes and goodies from each booth as well as enjoy live music and bounce houses!

Hometown Heroes Banner Program
The City of Temple is excited to invite community members to participate in the Hometown Heroes Banner Program. This program recognizes and pays tribute to those who are dedicatedly serving, have served, or have given their life in service in the United States Armed Forces. Temple’s Hometown Hero banners will be proudly displayed on poles in Downtown Temple at the Santa Fe Plaza.

Home Maintenance Academy
Saturday, August 17 from 9 a.m. - 12 p.m.
Join us for the Home Maintenance Academy brought to you by the City of Temple's Housing Project Manager. This free event teaches attendees how to make simple repairs to their home. The subject covered for this installment of this event will be 3-tab roof shingle replacement. This event is for ages 18+ and will include hands-on learning aids. Join us for Kiddo Cards! Temple Police Department officers will be at Jeremiah’s Italian Ice, located at 254 Green Hollow Drive Kiddo cards are free identification cards that parents can keep on them. In the event a child is separated from their family, the parent can show it to a police officer to easily identify the child. We hope to see you there!

Labor Day Book Sale
The Friends of the Temple Public Library Used Book Sale is held semi-annually, in February and prior to Labor Day. More than 45,000 books are pre-sorted into over 90 categories and displayed in a roomy, comfortable setting on the Library’s 3rd floor. Most books are $1 00-$2 00 and children’s books and media are less. Cash, check or card is accepted for payment.

Take a break, unwind, and relax with constructive and imaginative play that promotes education through STEAM (science, technology, engineering, arts, and mathematics). Ages 5 to 11 years.
Chair Yoga

26th Annual H-E-B 4th of July Fun Fest & Fireworks Show
The City of Temple celebrated the 26th Annual H-E-B 4th of July Fun Fest & Fireworks Show on Thursday, July 4th at Crossroads Park. The event featured a lively performance by Austin-based band Trick Shot and introduced an impressive new drone show. Attendees enjoyed the festive atmosphere, complete with various vendors and family-friendly activities. The highlight of the night was the stunning fireworks display, mesmerizing viewers throughout the park and surrounding neighborhoods. The celebration was a joyous and memorable tribute to Independence Day.
