Crestview Ferguson Park is a centrally located neighborhood in downtown Temple. Bordered with multiple city parks and the revitalized downtown core, the neighborhood is primed for redevelopment. With new infrastructure opportunities that include expanded Right of Ways with pedestrian connections, new bike lanes, new water lines, and neighborhood lighting, Ferguson Park will become an example of a successful transition of a once forgotten corner of downtown to a vital part of the health of the entire City of Temple.


PURPOSE

THE CITY OF TEMPLE IS DEDICATED TO FOSTERING COHESIVE, DISTINCT, VIBRANT, SAFE AND ATTRACTIVE NEIGHBORHOODS, WHERE CITIZENS TAKE PRIDE AND ARE ENGAGED WITH THEIR COMMUNITY. THESE OBJECTIVES WILL BE ACCOMPLISHED THROUGH THE WORK OF THE CITY’S NEIGHBORHOOD TEAM. THROUGH A PROCESS OF COLLABORATION AND 317 COMMUNICATION, THE CITY’S NEIGHBORHOOD TEAM WILL STRIVE TO ENSURE CONTINUED IMPROVEMENTS TO TEMPLE’S NEIGHBORHOODS, AS WELL AS ACCESS TO A WIDE VARIETY OF HOUSING TYPES THAT ARE SAFE, ACCESSIBLE AND AFFORDABLE.

PLANNING BACKGROUND

THE CRESTVIEW NEIGHBORHOOD DISTRICT IS ONE OF 18 PLANNING DISTRICTS WITHIN THE CITY OF TEMPLE. EACH DISTRICT PLAN HAS A SIMILAR PLANNING PROCESS THAT IS INTENDED TO COMPLEMENT THE CITY’S COMPREHENSIVE PLAN WITH A MORE FOCUSED EFFORT AT THE COMMUNITY SCALE. THIS PLAN LOOKS AT THE EXISTING CONDITIONS AND ENGAGES RESIDENTS TO DERIVE GENUINE INFORMATION AND DIRECTION FROM THE DISTRICT. THIS PLAN, WHILE DERIVED USING THE BEST PRACTICES FOR PLANNING, CREATES SPECIFIC RECOMMENDATIONS THAT ARE UNIQUE TO EACH DISTRICT. 3

THE PEOPLE WHO MAKE UP THIS COMMUNITY ARE THE MOST IMPORTANT ASSET TO THIS NEIGHBORHOOD. WITH DEEP ROOTS AND A LOVE FOR THEIR NEIGHBORHOOD THE PEOPLE ARE A STRONG VOICE FOR THE DIRECTION OF THIS PLAN.

UNREALIZED POTENTIAL.

GENERATIONS OF FAMILIES, PARKS & OPEN SPACE, AND SCHOOLS ALL PROVIDE A DEEP SENSE OF COMMUNITY THAT HELPS DEFINE THE VIBRANCY OF THE NEIGHBORHOOD. THESE WILL ALL BE FOUNDATIONAL ELEMENTS IN ANY TRANSFORMATIONAL UNDERTAKING.

THROUGHOUT THE DISTRICT THERE ARE OPEN SPACES PRIMED FOR RECREATION, STREETS TO CONNECT FAMILIES & FRIENDS, AND VACANT TRACTS OF LAND READY FOR NEW HOUSING OPPORTUNITIES. SMALL AREAS OF IMPROVEMENT WILL GO A LONG WAY IN POSITIVELY IMPACTING THE NEIGHBORHOOD.

CLOSE, BUT DISCONNECTED. BY PROXIMITY THE CRESTVIEW DISTRICT IS NEAR DOWNTOWN AND THE HEART OF THE CITY, BUT FEELS DISCONNECTED DUE TO LIMITED ROAD CONNECTIONS AND A RAIL LINE ACTING AS A BARRIER. AS THE DISTRICT MOVES FORWARD, IMPROVING CONNECTIVITY WILL BE AN IMPORTANT COMPONENT TO ITS GROWTH.

Draughon Park Draughon Park is in the northeast portion of the plan area between two residential developments. The site is defined by a central drainage way, which has the potential to act as a key feature. Playgrounds and picnic shelters are located in the eastern portion of the park without direct pedestrian access via an improved surface, such as a sidewalk or trail. Overall Plan Area Takeaways: • Pedestrian accessibility to park features is essential and should be addressed with sidewalks or walking paths • Drainage ways should be stabilized with riparian planting and boulders, with boulders acting as secondary seating • Benches in parks should be placed so that they are in shaded locations • Addition of a basketball court would increase park offerings for a different age group

This recommendation corresponds with Action Item 3 of the Parks & Trails 2020 Master Plan, which calls for a street reconfiguration to accommodate a bicycle and pedestrian facility. Overall Plan Area Takeaways: • A trail connection utilizing the existing roadway provides the only route to cross railroad tracks. • Pedestrian facilities will need to be added to the overpass. • A barrier should exist between the pedestrian environment and vehicular traffic.

The application of accessory dwelling units (ADUs) in Crestview is intended to be complimentary to the future growth and character of the district. ADUs will encourage flexibility for both multi-generational family units and supplemental income opportunities. As these structures are an accessory use to owner occupied housing, ADUs will maintain the same mailing address and utilities services as the primary residence. The purpose of the ADU is to contribute to a more complete neighborhood and as such these additions should be built to be architecturally compatible with the primary structure.
