Crestview Ferguson Park is a centrally located neighborhood in downtown Temple. Bordered with multiple city parks and the revitalized downtown core, the neighborhood is primed for redevelopment. With new infrastructure opportunities that include expanded Right of Ways with pedestrian connections, new bike lanes, new water lines, and neighborhood lighting, Ferguson Park will become an example of a successful transition of a once forgotten corner of downtown to a vital part of the health of the entire City of Temple.
PURPOSE
THE CITY OF TEMPLE IS DEDICATED TO FOSTERING COHESIVE, DISTINCT, VIBRANT, SAFE AND ATTRACTIVE NEIGHBORHOODS, WHERE CITIZENS TAKE PRIDE AND ARE ENGAGED WITH THEIR COMMUNITY. THESE OBJECTIVES WILL BE ACCOMPLISHED THROUGH THE WORK OF THE CITY’S NEIGHBORHOOD TEAM. THROUGH A PROCESS OF COLLABORATION AND 317 COMMUNICATION, THE CITY’S NEIGHBORHOOD TEAM WILL STRIVE TO ENSURE CONTINUED IMPROVEMENTS TO TEMPLE’S NEIGHBORHOODS, AS WELL AS ACCESS TO A WIDE VARIETY OF HOUSING TYPES THAT ARE SAFE, ACCESSIBLE AND AFFORDABLE.

PLANNING BACKGROUND
THE CRESTVIEW NEIGHBORHOOD DISTRICT IS ONE OF 18 PLANNING DISTRICTS WITHIN THE CITY OF TEMPLE. EACH DISTRICT PLAN HAS A SIMILAR PLANNING PROCESS THAT IS INTENDED TO COMPLEMENT THE CITY’S COMPREHENSIVE PLAN WITH A MORE FOCUSED EFFORT AT THE COMMUNITY SCALE. THIS PLAN LOOKS AT THE EXISTING CONDITIONS AND ENGAGES RESIDENTS TO DERIVE GENUINE INFORMATION AND DIRECTION FROM THE DISTRICT. THIS PLAN, WHILE DERIVED USING THE BEST PRACTICES FOR PLANNING, CREATES SPECIFIC RECOMMENDATIONS THAT ARE UNIQUE TO EACH DISTRICT. 3

GENERATIONS OF FAMILIES, PARKS & OPEN SPACE, AND SCHOOLS ALL PROVIDE A DEEP SENSE OF COMMUNITY THAT HELPS DEFINE THE VIBRANCY OF THE NEIGHBORHOOD. THESE WILL ALL BE FOUNDATIONAL ELEMENTS IN ANY TRANSFORMATIONAL UNDERTAKING.

CLOSE, BUT DISCONNECTED. BY PROXIMITY THE CRESTVIEW DISTRICT IS NEAR DOWNTOWN AND THE HEART OF THE CITY, BUT FEELS DISCONNECTED DUE TO LIMITED ROAD CONNECTIONS AND A RAIL LINE ACTING AS A BARRIER. AS THE DISTRICT MOVES FORWARD, IMPROVING CONNECTIVITY WILL BE AN IMPORTANT COMPONENT TO ITS GROWTH.

The application of accessory dwelling units (ADUs) in Crestview is intended to be complimentary to the future growth and character of the district. ADUs will encourage flexibility for both multi-generational family units and supplemental income opportunities.
