FERGUSON PARK District


Ferguson Park is a centrally located neighborhood in downtown Temple. Bordered with multiple city parks and the revitalized downtown core, the neighborhood is primed for redevelopment. With new infrastructure opportunities that include expanded Right of Ways with pedestrian connections, new bike lanes, new water lines, and neighborhood lighting, Ferguson Park will become an example of a successful transition of a once forgotten corner of downtown to a vital part of the health of the entire City of Temple.

Opportunities for connections to great parks, conveniences, and districts like the Downtown core are all within reach from this central neighborhood. With five parks within walking distance Ferguson Park is primed for enhanced pedestrian facilities that can give safe and efficient access by way of biking or walking. These parks lend themselves to being a foundation for community and a sense of identity. It is important for future development of the downtown core to have a residential neighborhood adjacent to it with adequate connections. This will allow for the encouragement of users from the surrounding residences to come and work, play and shop creating a self sufficient urban core.

Central Avenue is a minor arterial running West to East through the downtown core and transitioning to a two way collector at MLK Blvd. This roadway is limited in expansion of its R.O.W due to churches, mature street trees, and respectable housing stock along its length through Ferguson Park. Pedestrian and bicycle connections can still be improved through strategic lot by lot conditions Central Avenue will be a pedestrian and bicycle connector to parks and the downtown core with expansive sidewalks winding through mature street trees and a bike lake that will connect to Avenue A.

14th street runs north and south along the Union Pacific rail line through Ferguson Park. Without any curb, gutter, lighting, or sidewalk, this street is very rural in nature. Screening between the road and the rail could be done with a natural split rail fence and street trees which would help buffer the rail from the neighborhood and pedestrians. A pedestrian connection north and south along 14th street will tie Avenue C and Central Avenue improvements together as well as give a safe and efficient connection to the grocery store off Adams Avenue.

LIGHTING STANDARDS

For the Ferguson Park district, safety is a major priority for both residents and users of the parks and open spaces. With the proposed trail network and streetscape enhancements, the need for quality lighting is a necessity from a usability and safety standpoint. Lighting should be subtle and evenly spaced along major pedestrian connectors while not producing an obtrusive amount of light for the adjoining residences. Other lighting concerns are to provide a sturdy and durable light pole resistant to potential vandalism. The example shown is an efficient and cost effective light standard that could be used throughout Ferguson Park in many applications.
