ost GST, as country is looking forward, most companies related tointerior products are positive whilemajor portion of wood panel sector isdemotivated, feeling suffocated due to steep 28% slab. Experts say, ‘being tax evasion prone sector, the authorities have punished it with highest tax slab’ but there are reasons to see it from a different lens rather than putting the entire industry in the same box. The exempted units (SSI/MSME < 1.5 cr/year) were the least contributors to taxes but with the tightness in law, they wont be able to continue the same. Implication of genuine GST slab (18%) will make them significant contributor to tax revenue. Otherwise, there is fear, most of them will shrink and die. If entrepreneurship & employment is a priority for government, and facts are genuinely considered, then Plyboard, Doors, MDF and PB deserve to be levied at 18%. Costing in a plyboard unit has 50% share to timber (plantation only) sourced from planters (mostly not GST registered, small farmers), hence no input credit can be availed. Manyproducts with better input credit are kept under 18% which makes Plyboard, PB and MDFa fit case for reconsideration of slab from 28 % to 18% that has hardly 4.0% of input credit, making products costlier by 10%. In construction, GST on materials like steel is 18%, aluminium (18%), bricks (12%) but in similar project where Doors, Windows and Plywood, Particle boards, MDF are used as basic raw materials, GST is at 28%. How can it be justified? All these products are manufactured with Plantation timber (or waste wood of plantation that goes into fire wood, leading to carbon emission) as a direct produce by farmers in the field. This not only generate decent income source for farmers but also a substitute of natural forest wood products hence contributing to country’s target of growing tree cover. It is not logical to compare plyboards, MDF with other materials like tiles, marble, sanitary in lieu of above cited justification. It is in the best interest of Wood Panel industry for Associations to approach respective authorities and ensure MSMEs survival. Thankfully, due to GST &unusual 28 slab, several associations have become active. They are listing manufacturers who are not co-operating towards organisedculture. Hence, evaders cannot escape further. For people who are relaxed with the thought, ‘E-way bill is postponed indefinitely’let me tell you, don’t make this mistake. My message to the industry is – “If wood-panel industry wish to sustain post 2019, it ought to be organised today! You ought to be organised today.”

ndia has 4000 plus cbm per day installed capacity for bagasse based particle board, but unfortunately this segment hardly uses 35 percent of its capacity at present. Indian consumers are fully dependant on domestic bagasse boards because import in this category is nil. The ground reality clearly indicates that efficiency is not explored, also due to added challenges like shortage of raw material (bagasse – sugarcane waste), consistent quality, marketing efforts, profit margins, informal working culture, product approval, lack of innovation and confidence of customers. In GST regime, bagasse board makers have gains at 12 % compared to alternate wood panel and plywood that comes under 28 % slab. The big difference of tax gap offers huge opportunity for this sector. It may help them to overcome their challenges with collective efforts and will be able to utilize its efficiency to take advantage. Procurement and stocking of raw material is herculean job for this sector, which can be made easy if they do collective efforts. Bagasse Boards are considered as inferior quality boards than wood, but if it is produced with proper norms and parameters, it is equivalent to wood which this sector can adopt. They can do more marketing and awareness activities in retail market with formal working culture and do effort to improve its margin, which will help it to grow. Bagasse PB might be finding difficulty to endorse their product in organized OEMs/Furniture because these sectors prefer wood PB which is levied in 28% slab that is also claimed as ITC, and since furniture comes under 28 % slab, there won’t be much impact on this segment. But the bagasse PB makers certainly have an opportunity to cater retail demand over other alternate panel products pertaining to they offer good quality, innovation and drive awareness to increase its application beyond furniture. GST regime is a big opportunity for Bagasse PB to make this sector to have bigger market size or may be doubled by next year if they are able to be efficient collectively. ll India Plywood Manufacturer’s Association, AIPMA has unanimously passed the decision on behalf of 13 states attending the meeting in Delhi that plywood manufacturers shall issue new list on Ply-Boards and Doors to their respective dealers with basic price plus GST extra on their products with effect from July 1st. AIPMA members gathered in Delhi On 28th June, which was called by Delhi-NCR Plywood Manufacturers Association and discussed to bring change in GST regime. The members vowed to strongly follow the formal working culture in plywood industry and trade. They advised and motivated the SSI units to become organized and active under new rule of GST. The All India Plywood Manufacturers discussed the points like impact of GST on cost of raw materials, provision of input credit on timber and labor etc, hence decided for “basic price plus GST” the most suitable structure to be charged. The second conclusion was that there won’t be any price reduction on basic levels from present status because of cost escalation on raw materials with no input credit available, apart from rise in cost of manufacturing and compliances.

The meeting also discussed the point of unorganized working among small units, various SSI in plyboards manufacturing and their adoptability of new culture and its impact on markets. The top most agenda was that ‘how to pursue GST committee to lower the GST slab from 28 percent to 18 percent’ as plywood produced in India is largely an agro based timber product and there is hardly 20 % input claims possibility seeing the raw material coming from planters hence keeping highest tax slab of 28 % is making the product costlier and also creating a burden and death knell for thousands of small sized manufacturers and big trouble for plantation growers.
