¡MÉXICO PUEDE!
L
as personas al igual que los países tienen una vida dinámica: nunca se puede afirmar que se fracasó o se tuvo éxito, a secas, porque el concepto de la existencia incluye cambios y un esfuerzo permanente, si es que se quiere mejorar. Así la historia en la relación entre México y Estados Unidos. No solamente hemos vivido amenazas, como las que Donald Trump profiere en la actualidad contra nuestro país. También ha habido invasiones, destrucción y muerte por parte del coloso del norte hacia México y ahí está como prueba lo sufrido en 1846 y en Veracruz en 1914. Pero, también ha habido momentos dignos de reconocer, por ejemplo, las ocasiones en que Estados Unidos ha apoyado económicamente a nuestra nación, para solventar crisis económicas o más recientemente, con la firma del Tratado de Libre Comercio, que bastantes ventajas nos ha traído, sobre todo en materia de generación de empleo. Es necesario tener la perspectiva del tiempo para entender que lo de Trump es circunstancial y pasajero. El está a punto de comenzar la campaña para reelegirse y usará todos los medios para mantenerse en el poder, incluida la amenaza y el chantaje como lo ha hecho. Lo interesante es que ya pasará el periodo electoral y que las fuerzas vivas de Estados Unidos, congresistas, funcionarios y empresarios, entre otros, saben que la relación entre los dos países es tan importante como aquella que tienen dos vecinos cuyas casas comparten el mismo muro principal. Cierto es que desde antes, la sociedad mexicana estaba reclamando protección a la frontera sur del país, así como detener el flujo ilimitado e indocumentado de migrantes, quienes históricamente han utilizado nuestro territorio como trampolín para alcanzar Estados Unidos. Quizá no sea tan malo lo que está sucediendo, salvo la afectación a la economía, en términos de que se sacuden y se ponen a prueba políticas públicas que hasta antes simplemente no se tocaban y por lo mismo, permanecían inalterables. Hoy lo que se espera es que también se abra un nuevo espacio y una nueva forma de relacionarse entre el gobierno federal mexicano y los migrantes centro y sudamericanos en tránsito hacia el país del norte. En el presente número de Poder Industrial encontrará además de este tema, una actualización de los resultados electorales en los estados donde se realizaron elecciones el pasado dos de junio y la llegada de una nueva clase política al gobierno de Baja California. Las propuestas de gobierno en materia empresarial e industrial se encuentran resumidas para el nivel estatal y para cada uno de los municipios, así como el punto de vista de los líderes empresariales más importantes de nuestra región. El aporte de Poder Industrial es ponerlos en relevancia, compararlos y analizar puntos de vista respecto a su factibilidad y funcionalidad. El objetivo será siempre avanzar y dar un paso adelante.

People, just like countries have a dynamic life: you can never plainly assert that it was a failure or a success, because the concept of the existence includes changes and a permanent effort, that is if we want to improve. Thus the history between Mexico and the United States. We have not only lived with threats, such as the ones spoken by Donald Trump against our country. There have also been invasions, destruction and death on the part of the colossus to the north towards Mexico and there we have as evidence what occurred in 1846 and in Veracruz in 1914. However, there have always been moments that must be recognized, for example, the occasions in which the United States has supported our country economically, in order to defray economic crises or more recently with the signature of the Free Trade Agreement, which has brought us many advantages, above all on job creation issues. Having the perspective of time is necessary to understand that Trump is circumstantial and short-lived. He is about to begin his reelection campaign and he will use all means to stay in power, including threats and blackmail as he has done before. What is interesting is that the electoral period will pass and that the U.S. living forces, congress members, officials and the business community, among others know that the relationship between the two countries is as important as the one two neighbors have who share the same main wall. What is true is that in the past, Mexican society was requesting protection from the southern border, as well as to stop the unlimited and undocumented flow of migrants, who historically have used our country as a springboard to reach the United States. Perhaps what is happening is not that bad, except for the economic impairment in terms that public policies are shaken and put to the test which before simply were not touched, hence they remained unaltered. Today what is expected is that we also open a new space and a new way of interacting between the Mexican Federal Government and the Central and South American migrants in transit towards the U.S. In this issue of Poder Industrial in addition to this subject matter, you will find also find an update of the electoral results in the states where elections were held last June 2nd and the arrival of a new political class to the government of Baja California. The governmental proposals in business and industry issues are found summarized for the state level and for each of the municipalities, as well as the point of view of the most important business leaders in our region. Poder Industrial´s contribution is to put them into the light, compare and analyze viewpoints in regard to their feasibility and functionality. The purpose will always be to thrive and move forward.

mpresarios de Baja California reconocen tener dudas sobre cómo atenderá el nuevo gobierno del estado de Baja California los temas económicos, pues hasta el momento solo han visto propuestas, muy a la ligera, sobre los qués. Luis Manuel Hernández, presidente de INDEX, el organismo que asocia a las empresas del sector maquilador, afirma que tienen interés por crear una agenda “viva” con el gobernador electo Jaime Bonilla Valdez y sus funcionarios del ramo económico. Se trata, según explica, de pasarles información de los temas torales que les interesa, se den seguimiento en la entidad o a nivel federal, pero el objetivo es que de manera conjunta se presenten por parte del gobierno local y el empresariado. De lo que se trata es de adaptar las circunstancias a las demandas actuales. Y es que hace un mes y medio, la problemática eran los cruces lentos para la exportación de mercancías hacia Estados Unidos, por falta de personal en Aduanas y protección Fronteriza de Estados Unidos, en tanto que ahora, sigue siendo una amenaza que Donald Trump aplique impuestos especiales a la exportación de mercancías al vecino país. Por supuesto que hay temas sensibles, locales, por ejemplo, garantizar la seguridad, la agilización aduanera y la creación de infraestructura y mantenimiento de vialidades en ciudades como Tijuana y Mexicali. Para el presidente de Coparmex Tijuana, Roberto Rosas Jiménez, ha sido importante observar que dentro de las cien propuestas de gobierno de Jaime Bonilla, se dedica un apartado importante al desarrollo de los sectores productivos del estado, como la ganadería, el comercio y la agilización de trámites, sin embargo, considera que se trata de propuestas

Arturo González Cruz informó hace unos días, por ejemplo, que durante el periodo como presidente municipal electo, regresará a las comunidades para tomar el pulso del interés en cuanto a los proyectos prioritarios para los ciudadanos. Es decir, comenta Camarena, que todavía no existe un proyecto definido en detalle, sino que faltan aspectos por afinar. RECORTAR O NO RECORTAR El sector empresarial, representando por éstos líderes, consideran que los primeros días de gobierno serán fundamentales para los próximos años, porque vienen cambios administrativos importantes. Por ejemplo, el que se considere unificar en una sola dependencia la Secretaría de Desarrollo Económico y la de Turismo del estado. Aunque como dice Camarena Salinas, ambas tienen como misión la atracción de inversiones y mover la economía local, las materias de las que se encargan son muy diferentes, ya que por ejemplo, La Secretaría de Desarrollo Económico se ha dedicado en los últimos años a la atracción de inversiones, en tanto que la Secretaría de Turismo se ha especializado en temas como la difusión de los servicios y las bellezas naturales de Baja California para fomentar la llegada del turismo. “Es poco lo que en realidad se puede recortar en estos sectores”, sobre todo porque se trata de actividades muy especializadas las que realizan sus funcionarios, considera. En lo que coinciden los líderes empresariales es en que garantizar la seguridad deberá resultar prioritario, así como estabilizar las finanzas estatales, con ingresos asegurados para la Universidad Autónoma de Baja California, para las escuelas preparatorias y sanear las finanzas del estado y municipios de la entidad. Y es que coinciden en que de momento, de llegar a suceder, podrá no verse una repercusión en disminuir el número de estudiantes a las preparatorias o a la universidad, pero a la larga, se convierte en una deuda social que todos deberemos pagar.

a lista de espera para trasplantes de órganos en México es de más de 22 mil pacientes, que en su mayoría esperan recibir riñón, reveló Miguel Ángel Porras Ramos, jefe de la Unidad de Trasplantes del Hospital General Zona número 48 San Pedro Xalpa del IMSS en la Ciudad de México, donde se canaliza el 60 por ciento del total de las donaciones en el país. De la lista, 14 mil esperan la donación de un riñón, siete mil córneas, 750 hígado, 56 corazón, 14 páncreas y el resto un órgano o un tejido para mejorar su calidad de vida. Cada año en México se realizan, entre todas las instituciones, poco más de dos mil 700 trasplantes de riñón, pero también hay trasplantes de páncreas, corazón,

FALTANTES DE MEDICINA Sin embargo, hay carencias básicas relacionadas al tema: receptores de trasplante renal de Hospital General de Zona 26, ubicado en el municipio de Tala, manifestaron que aún no se les ha suministrado el inmunosupresor Tacrolimus, del cual se ha sufrido desabasto desde hace más de un mes. Karla Adame, una de las afectadas, denunció que no ha recibido el medicamento desde hace cuatro meses, del cual la delegación Jalisco del Instituto Mexicano del Seguro Social obtuvo un lote de cinco mil unidades la semana pasada. El fármaco comenzaría a ser distribuido entre los afectados a partir de este lunes. “He estado hablando desde el viernes y me dijeron que el lunes ya iba a haber. Luego me dijeron que no sabían cuándo iba a llegar”. Este medio corroboró que, al mediodía del martes, cuando se pregunta en la farmacia de la clínica 26 si cuentan con el inmunosupresor, la respuesta es que no ha llegado y que no se sabe cuándo estará disponible. Ante la situación, la delegación Jalisco del IMSS afirmó que hay cantidad suficiente del fármaco en almacén y que se proporcionaría a los necesitados conforme al calendario de citas del presente mes. Confirmó que se sufrió un retraso en el envío de Tacrolimus a las regiones fuera de la ZMG, el cual se concretó la tarde de este martes. Se espera que la distribución a los pacientes se reanude el miércoles. Recomendaron a los pacientes que acudan a los directivos de las clínicas para que se les canalice de manera adecuada. En México, cada año mueren 80 mil personas debido a la enfermedad renal crónica, un padecimiento asociado a la diabetes mellitus, que va en aumento, alertaron organizaciones de la sociedad civil, durante el Segundo Encuentro de Pacientes Renales de la Ciudad de México, celebrado en el Centro Médico Nacional Siglo XXI y organizado por la Federación Mexicana de Enfermos Transplantados Renales (Femetre), Asociación Ale I.A.P. y la Asociación Mexicana de Enfermeras en Nefrología, entre otras. En tanto, en la capital la prevalencia de la diabetes es de 28 por ciento, mientras que en 2012, el 37 por ciento de las consultas de especialidades en el sistema de salud capitalino fue por padecimiento renal crónico.

n Baja California se eligió el gobernador, cinco alcaldías y se renovó el congreso, 25 diputados en total. La Coalición “Juntos haremos historia”, con Morena al frente, ganó todas las posiciones por votación directa y están por repartirse ocho diputaciones por representación proporcional. Jaime Bonilla Valdéz será el próximo gobernador en Baja California, por un periodo de dos años, lapso que está abierto, pudiera extenderse a seis años, ya que está de por medio una impugnación a la reforma electoral que lo dejó tan corto. En Aguascalientes, se eligieron presidentes para 11 ayuntamientos. cinco fueron para el PAN, 1 para el PRI, una para el PRD, 2 PartiAdo Verde, 1 PT y Morena 1. A diferencia de lo ocurrido en Baja California, en esta entidad el PAN resultó el principal ganador: en la capital del estado con 79 mil 218 votos, el PAN seguido de Morena, con 36 mil 893 sufragios, la alcaldesa con licencia, la panista Teresa Jiménez Esquivel que busca la reelección, supera al morenista Arturo Ávila Anaya. En Jesús María, el segundo municipio más grande del

In Baja California the governor was elected, including five mayors and congress was renewed, 25 representatives in total. The “Together we will make history” Coalition, with Morena leading the way, won all positions by direct vote and eight councils by proportional representation. Jaime Bonilla Valdez will be the next Governor of Baja California, for a two-year period, a timeframe which is open, hence it could extend to six years, since an impugnation to the electoral reform is at stake which left it so short. In Aguascalientes they elected Mayors for 11 municipalities, 5 went to PAN, 1 for PRI, 1 for PRD, 2 for Partido Verde, 1 for PT and 1 for Morena. Unlike what happened in Baja California, in this state PAN was the main winner: in the state capital with 79,218 votes, PAN followed by Morena, with 36,893 votes, PAN Mayor Teresa Jimenez Esquivel which sought reelection, surpassed Arturo Avila Anaya from Morena. In Jesus Maria, the second largest municipality in the state, Antonio Arambula Lopez from PAN had 10,913 votes: while independent candidate, Jose Luis Mares re-

estado, Antonio Arámbula López del blanquiazul cuenta con 10 mil 913 votos; mientras que el candidato independiente José Luis Mares contabiliza 5 mil 344 sufragios. En Calvillo, el tercer ayuntamiento de importancia, también es para el PAN, donde el alcalde con licencia, Adán Valdivia supera con 7 mil 664 votos al candidato del local Partido Libre de Aguascalientes, Daniel López, que tiene 4 mil 77 votos. En Rincón de Romos, el cuarto municipio de mayor población, el panista, Jesús Prieto con 5 mil 239 votos supera al presidente municipal con licencia, Javier Rivera del partido local Nueva Alianza Aguascalientes que acumula 4 mil 649. Y en San José de Gracia, Cristina López González quien gobierna esta localidad y contiende con licencia acumula 2 mil 143 votos por Mil 105 de la abanderada de Morena, Silvia Santos Nájera. En Puebla, donde se eligió a gobernador de manera extraordinaria, ganó Miguel Barbosa, de Morena . En Durango, 39 ayuntamientos. Dos son para el PAN, 16 para el PRI, una para el Partido del Trabajo, una para Movimiento Ciudadano, una para el Partido Movimiento Duranguense, dos para Morena y 16 para la coalición PAN-PRD. En Quintana Roo 15 diputaciones de mayoría relativa y 10 de representación proporcional. Una para el PRI, 3 para el PAN, PRD y Movimiento Social, 11 para el Partido Verde, PT y Morena. En Tamaulipas 22 diputaciones de mayoría relativa y 14 de representación proporcional. 21 para el PAN y una para Morena.

n equipo de negociadores encabezados por el canciller Marcelo Ebrard logró separar el tema económico del político en Washington: Donald Trump está por iniciar su campaña política para la relección y de nuevo, su tema de arranque ha sido la migración indocumentada. Su objetivo: llamar la atención mediante amenazas a México. Luego de las negociaciones, la clase política del país se reunió en Tijuana, este domingo nueve de junio, encabezada por el presidente Andrés Manuel López Obrador, durante el “acto de unidad en defensa de la dignidad de México, en favor de la amistad con el pueblo de Estados Unidos”. A través del diálogo y el convencimiento, México logró un plazo de 90 días para revisar el tema migratorio, en especial los resultados de la política que se comprometió a aplicar para que tránsito de migrantes hacia Estados Unidos sea legal y ordenado. Por su parte, Estados Unidos no aplicará ningún impuesto de castigo a las importaciones mexicanas a ése país. ACUERDOS MEXICO---EEUU Luego de tres días de negociaciones entre autoridades de México y Estados Unidos, se llegó a un acuerdo, la suspensión de aranceles a productos mexicanos. Días atrás, el presidente de Estados Unidos, Donald Trump, amenazó a México con la imposición de aranceles de 5% (que incrementarían de forma gradual a 25%) si el gobierno de Andrés Manuel López Obrador no frenaba el flujo de migrantes provenientes de centroamérica. COMPROMISOS DE MÉXICO Durante estas pláticas, México se comprometió a incrementar significativamente su esfuerzo de aplicación de la ley mexicana a fin de reducir la migración irregular, incluyendo el despliegue de la Guardia Nacional en todo el territorio nacional, dando prioridad a la frontera sur. On its part, the United States will not apply any punishment tariff to Mexican imports coming to the U.S. MEXICO---US AGREEMENTS After three days of negotiations between authorities from the United States and the United States, an agreement was reached, the suspension of tariffs to Mexican products. Como acciones adicionales, ambas partes están de acuerdo en que en el caso de que las medidas adoptadas no tengan los resultados esperados, entonces tomarán medidas adicionales. De ser necesario, México y los Estados Unidos a fin de enfrentar los flujos migratorios irregulares y las cuestiones de asilo, continuarán sus conversaciones sobre los términos de otros posibles entendimientos, mismas que serán concluidas y anunciadas en un periodo de 90 días. México y los Estados Unidos reiteraron la declaración del 18 de diciembre de 2018 en la que ambos países se comprometieron a fortalecer y a ampliar la cooperación bilateral para fomentar el desarrollo económico y aumentar la inversión en el sur de México y Centroamérica para crear una zona de prosperidad. Ambos países reconocen los fuertes vínculos entre el crecimiento económico en el sur de México y el éxito de la promoción de la prosperidad, el buen gobierno y la seguridad en Centroamérica. Estados Unidos reiteró su beneplácito al Plan de Desarrollo Integral lanzado por el gobierno de México en conjunto con los gobiernos de El Salvador, Guatemala y Honduras, para promover estos objetivos. México y los Estados Unidos liderarán el trabajo con socios nacionales e internacionales para construir una Centroamérica próspera y segura y así abordar las causas subyacentes de la migración, con el objetivo de que los ciudadanos puedan construir mejores vidas para ellos y sus familias en casa.

Both countries recognize the strong links between economic growth in southern Mexico and the success of the promotion of prosperity, good government and security in Central America. The United States reiterated its acquiescence to the Integral Development Plan launched by the Mexican government in conjunction with the governments of El Salvador, Guatemala and Honduras in order to promote these objectives. Mexico and the United States will lead the work with national and international partners in order to construct a prosperous and safe Central America thus addressing the underlying causes of migration, with the purpose that citizens are able to construct better lives for themselves and their families at home.

No más deuda en Baja California, se disminuirá la actual deuda, liberando recursos para ejercerlos en obras en beneficio de la población. Se apoyarán de manera decidida las actividades empresariales y se propiciará la creación de suficientes empleos, ya que el desarrollo económico deberá ser integral. Se facilitará el acceso a créditos de las personas que deseen emprender un negocio o actividad productiva. Generar programas que detonen la Inversión nacional y extranjera, además de retener la inversión actual e incrementarla para tener más y mejores empleos. Crear el Centro Estatal de Oficios y elaborar normas estatales que permitan la certificación de los mismos. Promover la implementación de un programa de regularización de vehículos que elimine el esquema de “autos chocolates”. Cuidar el agua y garantizar el acceso de este vital líquido a toda la población. La Comisión Estatal de Servicios Públicos será municipal. a Comisión Nacional de los Derechos Humanos (CNDH) subraya que la falta de acceso a los servicios de salud, rehabilitación, entretenimiento, cultura, educación empleo y asistencia para convertirse en verdaderos titulares de derechos y obligaciones, con respeto a sus derechos fundamentales, provoca que 7.2 millones de personas con discapacidad vean limitado su potencial para contribuir al desarrollo del país. Destacó que algunos de los retos específicos que enfrentan las personas con discapacidad son falta de estrategia nacional y de largo plazo en la toma de conciencia para cambiar el enfoque asistencialista de políticas públicas y la actuación de la población hacia ese sector; débil coordinación interinstitucional e intersectorial en los tres órdenes de gobierno; falta de un plan nacional de accesibilidad, y comprender que el derecho a la educación es amplio y debe abarcar desde la primera infancia y prolongarse a lo largo de la vida. Así lo expresó el Ombudsperson nacional, Luis Raúl González Pérez, al señalar que entender la discapacidad como un fenómeno natural a la condición humana y a las personas con discapacidad como titulares de derechos ha sido un cambio de paradigma difícil de asimilar por personas e instituciones, para traducirlo en actitudes, políticas y programas que garanticen la inclusión plena en la sociedad de ese grupo poblacional. Señaló que la CONADIS es la garantía del Estado Mexicano comprometida con el Comité de Derechos Humanos

The National Commission for Human Rights (CNDH) highlights that the lack of access to health services, rehabilitation, training, culture, education, employment and assistance to become true holders of rights and obligations, in regard to their fundamental rights, causes that 7.2 million people with a disability to limit their potential to contribute to the development of the country. He emphasized that some of the specific challenges people with disabilities face are a lack of a long term national strategy in the creation of awareness to change the support focus on public policy and the actions of the population towards this sector; weak inter-institutional and inter-sectorial coordination in the three branches of government; a lack of a national accessibility plan and understanding that the right to education is wide and must be encompassed from infancy and it must be prolonged along a lifetime. This is what the national Ombudsperson, Luis Raul Gonzalez Perez said when he pointed out that understanding handicaps as a natural phenomenon in the human condition and people with a disability as holders of rights, has been a difficult paradigm shift to assimilate by people and institutions to translate into attitudes, policies and programs that guarantee the full inclusion into society of this population group. He indicated that CONADIS is the guarantee of the Mexican State with a commitmen with the Human Rights Committe for People with Disabilities for the compli-

Acompañado por la Presidenta de la Comisión de Derechos Humanos del Senado de la República, Kenia López Rabadán; la titular del Sistema DIF Nacional, María del Rocío García Pérez, González Pérez refirió el Informe Especial de la CNDH sobre el estado que guardan los derechos humanos de las personas con discapacidad en las entidades federativas, presentado el 4 de diciembre de 2018, y recordó que de los 25 rubros de ese Informe se esperaban 800 respuestas de las 32 entidades federativas y solo se obtuvieron 541 (67.6%), al no recibir respuesta alguna de los estados de Aguascalientes, Durango, Jalisco y Nayarit, y añadió que en armonización legislativa respondieron 23 entidades; en toma de conciencia, 27, y acceso a la justicia, 23, mientras que temas como igualdad y no discriminación; niñas y niños con discapacidad; mujeres con discapacidad; accesibilidad; educación; rehabilitación; vida independiente; igual reconocimiento como persona ante la ley, y participación política muestran importantes rezagos.

onvertir a Ensenada en un polo para el desarrollo industrial, será una prioridad para la próxima administración, anunció Armando Ayala Robles, presidente municipal electo del ayuntamiento con mayor extensión territorial en el país, así lo dijo ante el pleno del Comité para la Promoción Económica de Ensenada (COPREEN). En este proceso, explicó, los empresarios serán aliados estratégicos, a fin de caminar hacia un crecimiento ordenado y sustentable. Y es que la región norte del municipio presenta características únicas para convertirse en el corazón industria de Baja California, dada su estratégica ubicación, los terrenos disponibles y la cercanía de servicios e insumos básicos, por ejemplo, a través de la construcción de parques industriales. Ayala Robles asistió como invitado especial a la sesión del Comité para la Promoción Económica de Ensenada, donde ponderó que nuevos parques industriales equivalen a atraer nuevas inversiones, generar empleos, impuestos y en general, mejores condiciones de vida en la región. Durante su intervención, dijo que con el proyecto de la carretera alterna, incluido en la propuesta de gobierno del ingeniero Jaime Bonilla, se detonará una zona hasta hoy desaprovechada. “Será prioritario en nuestra administración empujar todos los planes y proyectos que tengan como objetivo fortalecer el desarrollo económico de Ensenada, y ahí los empresarios jugarán un papel fundamental”, subrayó. Directivos de COPREEN señalaron que el municipio tiene todo para convertirse en el nuevo puntal del desarrollo industrial, pero antes se necesita solventar problemas básicos como son los servicios públicos y fortalecer las vías de comunicación. Comentaron que hay interés de inversionistas por asentar aquí parte de sus capitales, por ello la necesidad de generar parques industrias en zonas estratégicas. Aceptaron mantener una relación de estrecha colaboración con el próximo Gobierno Municipal, en donde la premisa sea el bienestar de todos los ensenadenses 20

Ayala Robles was in attendance as a special guest to the Committee for Ensenada Economic Development session, where it was pondered that new industrial parks attract new investments, create jobs, taxes and in general, better living conditions for the region. During his participation, he said that with the alternate highway project, included in the government proposal made by engineer Jaime Bonilla, it will trigger a zone that has been squandered up to now. He emphasized, “It will be a priority in our administration to push all the plans and projects that have as a purpose to strengthen the economic development of Ensenada and there the business community will play a fundamental role.” COPREEN executives indicated that the municipality has everything to become the new pillar of industrial development, yet before we need to solve basic problems such as public services and strengthen the communication routes. They commented that there is investment interest to settle a part of their capital here, hence the need to create industrial parks in strategic zones. They accepted to have a close relationship with the next Municipal Government where the premise is the wellbeing of all Ensenada citizens.

ulema Adams, presidenta municipal electa de Tecate, afirma que el desarrollo económico y social será fundamental durante la administración que encabece. Divide su propuesta de trabjo en diversos ejes, empezando por el social. El primero de los ejes se denomina Tecate solidario, incluyente y seguro, en donde el tema de mujeres y personas con discapacidad tienen una parte fundamental, así como las familias sanas, niños y adolescentes, adultos mayores, además del padrón municipal de beneficiarios y Tecate seguro. Afirma que urge impulsar la educación, para propiciar que los niños sean felices y los jóvenes cuenten con un futuro. Tecate con impulso económico, es el segundo eje que consiste en tener derrama económica que traerá bienestar para todos, “que te sientas más seguro, que puedas dormir más tranquilo, porque hay bienestar económico para las familias”. También hay subtemas relacionados con tomar las acciones necesarias para contar con un sobre ruedas próspero y ordenado, “son pequeñas empresas trabajando juntos, por ello es importante porque surge una derrama económica para las familias”. Explicó que en ocasiones surgen diferencias personales entre las personas que participan en esta modalidad del comercio. También dijo Zulema Adams que se va a trabajar en la creación del padrón municipal de oficios e incubadora municipal. El tercer eje abarca el tema de Tecate emprendedor y sustentable, en donde se pretende hacer llegar agua para todos y trabajar el tema de parques, así como el ordenamiento vial y eficaz, además de centros deportivos competitivos. Tecate con administración estratégica, cuarto eje que refiere finanzas públicas sanas, transparencia, rendición de cuentas, funcionarios honestos y austeridad municipal. El quinto eje estable un gobierno abierto, en donde se puedan realizar trámites y servicios en línea, así como hacer más eficientes los servicios, a través de inteligentes y un directorio empresarial.

l chorlo nevado es un ave pequeña que pone sus nidos sobre la arena entre abril y agosto en varias playas de Ensenada, principalmente Playa Hermosa y el Estero de Punta Banda. Esas fechas coinciden con el verano y el periodo de vacaciones, por lo que los chorlos nevados se enfrentan a muchas amenazas, como de ser perseguidos por perros sin correa o que los nidos sean aplastados por vehículos, motos o personas, por lo que el grupo ecologista Terra Peninsular hace un llamado a protegerlo. Si los chorlos nevados no logran reproducirse, entonces la especie corre el riesgo de extinguirse en el futuro, es por eso que es una especie catalogada como amenazada. Para proteger al chorlo nevado en Ensenada, en el 2018 Terra Peninsular realizó la campaña “La playa es de todos”, este proyecto continuará en el 2019 y 2020 gracias al apoyo del Programa de Becarios para Soluciones Costeras y el California Department of Fish and Wildlife. Jonathan Vargas, de Terra Peninsular, uno de los becarios de este programa y coordinará el proyecto, explica que en Ensenada se encuentra la Reserva de Aves Playeras Bahía de Todos Santos que fue designada en el 2017. La bahía es un sitio importante para miles de aves en diferentes épocas del año: En la primavera y verano, algunas especies se reproducen en las playas arenosas, como el chorlo nevado y el charrán mínimo. En el otoño e invierno es un sitio que las aves migratorias usan para descansar y alimentarse. Muchas aves se reproducen en el Ártico en el verano y en el otoño migran hacia el sur del continente, Durante el viaje las aves llegan a diferentes sitios para buscar alimento y poder continuar la migración. El chorlo nevado pone sus nidos en Playa Hermosa (frente a Pacífica) y en el Estero de Punta Banda. Se tiene como objetivos promover la reglamentación para regular el tránsito ilegal de vehículos en las playas, esto en beneficio de las aves playeras así como de los usuarios de las playas. Incrementar la participación ciudadana en el cuidado y monitoreo de las aves playeras y su hábitat, así como incrementar el éxito reproductivo del chorlo nevado durante la temporada de reproducción de 2019 y 2020.

PROTECTING THE SNOWY PLOVER: PENINSULAR TERRA The snowy plover is a small bird that makes its nest in the sand between April and August in several beaches in Ensenada, mainly in Playa Hermosa and the Punta Banda Estuary. Those dates coincide with summer and the vacation period, for which the snowy plovers face many threats, such as being chased by dogs without a leash or nests being crushed by vehicles, motorcycles or by people, for which the ecologist group Terra Peninsular is making a call to protect them. If the snowy plovers do not reproduce, then the species is at risk of becoming extinct in the future, that is why it is a species that is described as endangered. In order to protect the snowy plover in Ensenada, in 2018 Terra Peninsular carried out “The beach is for everybody” campaign, this project will continue in 2019 and 2020 due to the support of the Scholar Program for Coastal Solutions and the California Department of Fish and Wildlife. Jonathan Vargas, from Terra Peninsular, one of the scholars from this program and coordinator for this project, explains that in Ensenada we can find the Todos Santos Bay Beach Birds Reserve which was designated in 2017. The bay is an important location for thousands of birds in different seasons of the year: In spring and summer, some species reproduce in the sandy beaches, such as the snowy plover and the least tern. In autumn and winter it is a site which migratory birds use to rest and feed. Many birds mate in the Arctic in the summer and in autumn they migrate to the southern part of the continent, during their travel the birds reach several locations to look for food and be able to continue their migration. The snowy plover makes its nest in Playa Hermosa (in front of Pacifica) and in the Punta Banda Estuary. The objective is to promote the regulation to regulate the illegal transit of vehicles in the beaches, this in benefit of the beach birds as well as for beachgoers.
