A
sí como es el número trece ha resultado ser este año: tiempo de incertidumbre, de carencias; de problemas y de muerte; año de falta de oportunidades y desazón no solo para los ciudadanos, también para las empresas, donde han llegado las penurias económicas. Pero para la clase política este ha sido un tiempo de profunda pérdida: de arcas públicas vacías, prestigio por el suelo y manifestaciones de repudio cada día, como si con eso fueran a resolverse los problemas. Termina el año y al concluir esta etapa no podemos menos que desearnos lo mejor para el 2014 porque mucho nos hace falta. Vientos de cambio renuevan la esperanza: a nivel estatal apenas hace unas semanas inició la administración con Francisco Vega de Lamadrid al frente. En Tijuana, el nuevo presidente municipal Jorge Astiazarán Orcí promete darle a Tijuana la medicina que necesita. En la práctica, tenemos una clase media que demanda oportunidades de empleo y negocio exitosos. Para los trabajadores, quienes viven en la colonia, la expectativa es que se genere empleo y que esté mejor pagado, que haya seguridad pública, alumbrado, limpia y escuela. A nivel empresarial este ha sido un año de grandes esfuerzos, desde la puesta en servicio del Baja California Center, el impuso a los clústers médico, aeroespacial y de telecomunicaciones hasta la lucha por mantener el IVA al 11 por ciento en la frontera. El 2013 será recordado como el año del apagón analógico, en que desapareció la televisión de vieja tecnología, pero también de la aparición de avances tecnológicos en telecomunicaciones e informática. El futuro está a la vuelta de la esquina: depende de nosotros aprovechar las oportunidades, los talentos de cada quien y los recursos, para hacer del 2014 un mejor año que el que estamos por terminar.
2013, has become as somber as the number thirteen: uncertain times, shortages, problems and death; a year of a lack of opportunities and a sense of unease not only for the common citizen, but also for many businesses which have fallen on severe economic hardships this year. Yet for the political class, this has also been a time of huge losses such as: bankrupt public finances, extremely low approval rates and angry daily protests in the streets as if problems were solved by them. Winds of change are renewing a sense of hope: at a state level, a few weeks ago Francisco Vega de Lamadrid began his administration as Governor. In Tijuana, new Mayor, Dr. Jorge Astiazaran Orci promises to give Tijuana the medicine it needs. Currently, we have a middle class that demands employment opportunities and successful businesses. We have workers who live in housing developments around the city who expect more job creation with higher wages; they yearn for public safety, street lighting, sanitation and schools. For the business community this has been a year of huge efforts, such as the opening of the Baja California Center, promoting the health, aerospace and telecommunication clusters and the struggle for keeping the value added tax at 11% at the border. 2013 will be remembered as the year of the analogue switch-off in which old technology televisions disappeared, however new technological advancements appeared in telecommunications and information technologies. The future is around the corner; it is up to us to make the most of our opportunities, our own talents and our resources so that we make 2014 a better year than 2013.

on el objetivo de elevar la competitividad del estado se ha contemplado en el plan Estratégico de Baja California 2013-2019, un mayor apoyo a la industria regional siendo ésta una de las que genera mayor impacto positivo en la región. En el plan de trabajo se contemplan cuatro pilares fundamentales para fortalecerla industria: atención empresarial, atracción y retención de inversiones y la exportación de productos Baja californianos. Con este tipo de medidas se buscará posicionar al estado aun más como un sitio atractivo para la inversión, mientras que a nivel interno se pretende que se fortalezcan y crezcan las mipymes y la empresa regional With the purpose of increasing competitiveness in Baja California, more support for regional industries is being considered in the Baja California 2013-2019 Strategic Plan which is due to the high positive impact created by these industries in the region. Four fundamental pillars are being considered in the work plan to strengthen industries: business services, investment attraction, investment retention, and the export of products from Baja California. With these kinds of measures, we will seek to raise Baja California’s position even more as an attractive location for investments, while also strengthening and improving small and medium size regional companies.

omologar el IVA en la frontera hubiera sido mejor hacerlo de manera paulatina en los próximos años, para que las empresas estuvieran más preparadas y el efecto fuera más diluido, Aseveró Carlos González director de análisis y estrategia bursátil de Monex. En la conferencia “perspectivas económicas” y “análisis de las reforma hacendaria” expuso que el IVA diferenciado era una forma de hacer más competitiva la región y que básicamente el trabajo del gobierno, es estudiar sector por sector para que no afecte a algunas industrias, precisando que hacerlo de una manera tan fuerte e inmediata podría traer un efecto fulminante en la economía de esta zona del país. Además Carlos González destacó lo competitiva que es nuestra región, pero que ciertamente ahora con la homologación del IVA que habrá a las zonas fronterizas, éste tendrá un efecto, principalmente en el sector consumo, que igualmente se verá afectado con el impuesto que se está proponiendo tanto en algunos alimentos con alta densidad calórica, como en los refrescos.

Carlos Gonzalez also highlighted how highly competitive our region is, but now the value added tax hike at the border region will surely bring a crushing effect, mainly in the consumer market, which will also be affected by the tax hike proposed on high calorie foods and soft drinks.

os organismos que conforman el Consejo Coordinador Empresarial de Tijuana (CCE), dieron a conocer la estrategia del amparo colectivo en contra del incremento del IVA en la frontera, asegurando que su posibilidad de éxito está basada en el número de apoyos y firmas que se logren recabar de los ciudadanos. Los presidentes de los organismos empresariales indicaron que ante las afectaciones que se esperan para la región, es imprescindible que se unan la iniciativa privada y la ciudadanía para levantar la voz. Resaltaron la importancia de presentar el amparo, con el objetivo de darles a conocer a las autoridades la inconformidad que hay por parte del sector y de igual forma combatir una medida que afecta a todos los ciudadanos por igual. Este amparo se presentará a finales de enero, por lo que durante noviembre y diciembre, y en enero, se estarán recopilando las firmas para tratar de abolir la homologación.

Sources from organizations that form part of the Tijuana Business Coordinating Council (CCE), reported on the strategy of the class action constitutional protection against the value added tax hike at the border, assuring that the possibility for success is based on the amount of support and the signatures obtained from the citizenry. The presidents from different business organizations indicated that in order to affront the hindrances that await the region, it is essential for the private sector and the citizenry to unite to raise their voice. They highlighted the importance of filing the constitutional protection, with the purpose of informing the authorities about the disapproval from the business community, while also stating that they will fight against this measure which affects all citizens equally. This constitutional protection will be filed at the end of January; therefore signatures will be collected during November, December, and January in order to repeal the value added tax hike.

l gobierno del estado buscará fortalecer y hacer crecer la minería, atendiendo a los inhibidores de la actividad e impulsando la capacitación y la asistencia a los empresarios mineros, aseguró el Secretario de Desarrollo Económico estatal, Carlo Bonfante Olache. Agregó que durante la presente administración se dará un fuerte estimulo al sector minero de la entidad, siendo Ensenada punta de lanza en el tema, donde se exhortó a más de 30 empresarios reunidos a acercarse a fideicomisos de apoyo a la industria minera y aprovechar los financiamientos para detonar la actividad. En el año 2012 Baja California se ubicó en el octavo lugar de los estados con mayor participación en la producción minera nacional con cerca de 4,339,546,148.22 pesos, siendo la explotación de arena la que mayor aporta a la producción minera estatal, representando cerca del 50.27% del total.
Carlo Bonfante Olache, Secretary of State Economic Development stated that the State Government will seek to strengthen and increase the mining industry by paying attention to the reasons this industry is being inhibited and by promoting training and assistance to mining entrepreneurs. He also stated that during the current administration a strong stimulus will be given to the mining industry in Baja California. Ensenada leads the way in the state with regards to mining, for that reason more than 30 entrepreneurs were invited to approach trusts that give support to the mining sector to take advantage of the financing available to encourage this activity. In 2012, Baja California was placed in eighth place of the states with higher activity with regards to national mining production, with around $4,339,546,148.22 pesos; with sand being the resource which brings the most revenue for the mining industry in the state, with around 50.27% of the total mining activity in Baja California.

La comunicadora resaltó que el amparo habla de una ciudadanía crítica en esta región, comentando que la población está en todo su derecho en manifestar su inconformidad ante las medidas impuestas por los gobiernos. “Tenemos que ser conscientes de nuestros derechos, tenemos derecho a la educación, a saber la verdad, a la transparencia , tenemos derecho a tantas cosas que tenemos que pedirlo, tenemos que votar, porque no se vale quejarse sin votar” concluyó.

a Feria Internacional de Franquicias que se realizó en Canaco el 21 y 22 de noviembre reunió a más de 60 compañías del país para exponer a inversionistas de ambos lados de la frontera las bondades de establecer un negocio con el esquema de franquicia en nuestra región. En el acto inaugural donde acudieron autoridades locales en materia de desarrollo económico, especialistas, consultores y el presidente de la Asociación Mexicana de Franquicias Diego Elizarrará. Este último refirió que la percepción actual de que las franquicias son caras y corresponden a empresas grandes, era real hace 20 años pero no ahora, cuando existen aproximadamente 86 marcas nacionales en este sector.
