November 2017 Existing in a state of change. It is hard to imagine the future effects of being an island with a small population with the governance of this island fractured into state, federal and councils. When I read the global headlines I do wonder how long we can remain in our state of frustrating leadership and identity. The confluence of change is something we have to straddle and plan for the disruption it will bring. What headlines? Both UK & France will stop selling both petrol and diesel fuelled cars by 2040; Toyota can turn their car fleet into entirely Battery charged by 2020; China are leaping into chip creation which will make them world leaders in the supply of microchips. Amazon share price has risen 39% this year and for a moment Jeff Bezos was the richest person in the world. The profit engine for Amazon is its Cloud computer services. Amazon grab more headlines than baseball in the US – this month they have a campaign to employ 50,000 new workers for their US facilities. It is cited that of any online search Amazon is bigger than Google in US. Due to the Trump created slow down on migrant / illegal entrants there is actually a labour shortage in California, and further some businesses are looking at the re employment of ex criminals to bolster the work force. Foreign ownership - I have not researched this but I do not see the US selling off its utility infrastructure in a way we do in Australia. I still cringe at the sale / leasing of both the Ports of Darwin and Melbourne. Conclusion is that I don't believe we have the forward thinking brain power in our leaders to meet the emerging confluences of change. If you want to see the high point of tax minimalisation you have a look at a Foreign owned company. Where does that leave the book industry / book trade in Australia? As long as the overseas owners desire local investment there will be a trail of works. Hopefully the local management of the large foreign owned businesses fight hard to retain local lists. I see Pearson are to cut 3,000 jobs - on top of the 3,000 - 4,000 last year. The disruption caused by change has been prevalent for years and yet our party goes on despite what must be a diminishing consumer base in the years to come - that consumer base that seems unique is one that still roams shopping malls, still prefers the reading from a hard copy and if they shop online to go to a locally owned online business. To come to the point of these words. I can’t see how a reliance on Government funding into the future can be assumed as stable. That the funnel of grants for the life blood of University Presses, Writers Prizes, etc as being a long living event. With so much change I really don’t see taxes as rising in keeping with the hand out for funding. It hardly seems probable that direct tax collection and GST

In 1961 and one month following the disappearance of Michael C. Rockefeller off the southern coast of what was then known as Dutch Western New Guinea, Indonesia invaded, annexed and commenced the systematic slaughter of indigenous Papuans, to pave the way for a massive wave of transmigrated Javanese. With the meteoric rise of the new powerhouses China and India, Indonesian-occupied West Papua's wealth of oil, gas and minerals precipitates an international power-play for control over the vast, untapped natural resources. Decades have passed since the twenty-three-year-old Rockefeller disappeared - long presumed dead, when sightings of the heir are widely reported. Demands for West Papuan independence gains momentum and Australia is again drawn into military conflict with the Indonesian Motherland, "Ibu Pertiwi". In Europe, there is growing support for the international community to revisit the flawed 1969 West New Guinea plebiscite. Some member nations of the European Community, including The Netherlands, have suggested that the United Nations might consider reviewing the implementation of the referendum with the purpose of determining whether the process was, in fact, democratic. And, more recently, driven by anti-Australian sentiment the groundswell has become evident amongst Western Pacific island states which, in concert with their African counterparts such as Zimbabwe, have become increasingly vociferous in their calls for such a U.N. resolution. And, surprisingly, the lead has now been taken up by Ireland. However, the situation is more than problematic for Australians. Should the United Nations support a call for a new plebiscite to be held in West Papua, such action would undoubtedly become the genesis of any future confrontation between Australia and Indonesia - fertile ground, indeed, for the growing number of militant religious groups (both Christian and Moslem) that fester throughout the great archipelago that is Indonesia, referred to lovingly as "Ibu Pertiwi".

Conflict over the control and sharing of the waters of the River Murray was one of the most contentious issues at the time of Federation. After four failed attempts, the River Murray Waters Agreement was signed in 1914 resolving the conflict. Fifteen iterations later, it is now the Murray‐Darling Basin Agreement, and possibly Australia's longest standing inter‐governmental compact. This book covers the making of the first River Murray Waters Agreement, in the early 1900s, the formation of the River Murray Commission in 1917, through to Queensland and the Australian Capital Territory joining the Agreement in the 1990s, the Water Act in 2007 and the Basin Plan becoming law in 2012. The book has been written by Chris Guest who, as a career public servant and economist, has had a long interest in water policy and politics, an interest that grew as governments sought to tackle the problems of over‐allocation of water. The book was launched on 14 February 2017, one hundred years to the day that the commissioners of the newly formed River Murray Commission met for the first time.

Author Information An economist, Chris Guest has been a career public servant, working for the New South Wales and Commonwealth governments. His interest in water policy and politics started in 1998 with an involvement in the 'Sydney Water contamination incident' and grew as governments sought to tackle the problems of over‐allocation of water and environmental stress. He lives on a small property in regional New South Wales, and along with an abiding interest in Australian politics, he is involved with heritage conservation, and enjoys films and classic cars.

I've spent my life as a filmmaker. But through my 40 years making both documentaries and features, I've had to get out of the dark, out of the cutting room and be in nature. My family has a history of doing this via painting. Both my grandfather, Antonio Dattilo Rubbo, and my mother, Ellen Rubbo, painted plein air. So It was natural that my way of getting outside, has been to set up an easel, let the wind buffet my canvas, let the bugs land in the sticky oils, and people stop to be curious and comment. Be an impressionist. This book is about the results of all that painting in Canada, in Finland, and in Australia. In some cases, it's been so intense that as well as making the movies, I've become the village painter, the teller of the local story. I argue in the book that, taking ownership of a scene by painting it, is a wonderful way to soak up the restless energy we all have, energy which can see us carving up the countryside before we know it . I tell that by painting, you leave your mark but make no mark, and that's a very good strategy. It's also a story to cherish and art I think, is 50% story. Because selling was never the object, I have virtually all the oils I've ever done. Those I don't have I've recently repainted for the book . That being so, it's been quite easy to put them all together into this book to record a lifetime of art on the side. I have also more recently started art which is activist. I've been using my art to draw attention to beautiful places and buildings which are under threat from development. I've done this in our village of Avoca Beach, north of Sydney, opposing the redevelopment of the charming single screen, Avoca Theatre. Most recently, I've also become through drawing, linocuts and solar prints, a passionate advocate for the sort of stately cycling that they do in Europe. That way of riding a bike, sitting up straight not head down and hell-bent, not helmeted and blazoned and vis gear, practising a lovely way to ride that we've mostly missed out on in Australia. Travels with my art thus ends with my bicycle art and the general thought, what does this all add up to? What value does it have? As a painter I'm an impressionist. The original Impressionists had to fight the Paris art establishment and a bitter fight it was, both depressing and energising. Energising because they knew they were seeing the world in a way that was new and important. But now, there's nothing new about being an impressionist, so nobody has much cared about what I've done except family and fellow villagers, and so I've enjoyed a sort of lonely happiness, rounded by this book . Mike Rubbo, August 2017 Author Information Michael Rubbo was born in Melbourne, Australia and has spent his life making movies, winning many prizes. Filmmaking has taken him to Canada, the US and many other countries. It also kept him in darkened editing rooms for long periods of time. His escape has been to paint outside in lovely places as an impressionist. “The process is the product” he likes to say as each painting tells its own story. Mike came back to Australia in 1996 to be head of ABC documentaries and later, a village painter at Avoca Beach. He is married to Katerina Korolkevich‐Rubbo and they have a daughter, Ellen. Covers all the main tracks and routes in South West and Wild Rivers National Parks in Tasmania. This covers the southern half of the Western Tasmania World Heritage Area. Track notes for the northern half are in another guide, Cradle Mountain Lake St Clair National Park. Contains comprehensive track notes, brief background notes on history, botany and geology, comprehensive planning and preparation notes and access details. Walks described are South Coast Track, South West Cape, Port Davey Track, Huon & McKays Tracks, Precipitious Bluff (Southern Ranges), Picton Range, Federation Peak and approaches (Eastern Arthurs and Farmhouse Creek), Western Arthur Range, Mt Anne, and Frenchmans Cap. Included as brief planning notes are the West Coast (Strahan to Port Davey), the Frankland Range, the Denison, Spires and King William Ranges and also a new section of Other Routes which includes Mt Hopetoun, Old River to Federation Peak, White Monolith Range, Vanishing Falls, Mt Norold and the Prince of Wales Range. If you are intending to walk here then I recommend you read the literature provided by National Parks. Travel has changed and Tassielink no longer run scheduled buses - the only regular provider to Scottos Peak, Cockle Creek, the Huon Track etc is Evans Coaches.. For first time visitors to the region, be careful how you use the suggested walking times. The times given are the normal range for fit experienced walkers who are used to the conditions (experience elsewhere often means little in Tasmania as you will find out). The times are only walking times and most groups should add an extra 1 to 2 hours to each section to account for rest and photographic stops. Walkers not used to Tasmanian mud and scrambling with packs often find they take much longer than the suggested times and this is normal. Some writers have stated the times in the guide are fanciful but they are not, as I have beaten every time in the book, but also have taken longer myself at the start of a trip when I am less fit and am loaded with 14 days food. Once you have done 1 or 2 days, you will know how your times compare to the given times and will be able to adjust your estimates accordingly. To suggest a time range of 2 to 7 hours would be not very helpful so I hope readers understand why I have given the average range (example - 2.5 to 4 hours) for fit experienced walkers. It's been a long and at times difficult journey for the man born Jeffrey Leo Newton. His seemingly normal world was turned on its head when at an early age he was diagnosed with Spina Bifida - many challenging and at times life threatening illnesses and long periods of hospitalisation followed. Despite this, his extra-ordinary singing talent soon surfaced. A child prodigy, he made his first professional appearance aged 5 singing at his Aunty Betty and Uncle Thomas' wedding. As a teenager, he did what many of us dream about and ran away from home, until a friendly policeman put him back on the straight and narrow. By age 15 he had secured a guest spot on Channel Nine's TV teen talent showcase, Opportunity Knocks, hosted by Desmond Tester, and appeared regularly on the show between 1961 and 1963. From an early age, he refused to see Spina Bifida as a disability or use it as an excuse to prevent him achieving his goals. Many things were beyond his control and with his mobility deteriorating in early 1965; he had no option but to exchange his leg calipers for crutches. This setback did little to deter him and he soon joined his first band. On record, Jeff St John is best remembered for scorching, brass-laden smash singles like "Big Time Operator" and "Teach Me How To Fly". At the peak of his popularity, Jeff underwent a series of complicated operations that resulted in loss of mobility and him becoming wheelchair-bound. Undeterred, Jeff soon returned to live performance and transformed what many saw as a 'liability' into his own trademark, executing 'wheelies' and 'pirouettes' across the stage as he sang. But beneath his successful public persona was a struggling soul striving to find love and overcome personal demons. Finally, unable to cope with the roller coaster of one broken relationship after another, he succumbed to self-doubt and attempted the ultimate act of self-criticism - suicide. His is a story of inspiration, passion, rocknroll, hit singles, fame, drugs, seances, broken marriages, self doubt, attempted suicide, triumph and finally true love...

There is a touch of irony in the fact that Moonee Valley Racing Club's W.S. Cox Plate, billed as 'Australasia's weight-for-age championship', honours a man whose biggest race success was in a Handicap. Farmer cum racing entrepreneur, William Samuel Cox, won the 1875 Sydney Cup with Imperial, but it is because of his acumen as a racing administrator - and his role in developing the proprietary Moonee Valley racetrack on a former farm - that the race carries his name. First run in 1922, and worth ÂŁ1,000, the W.S. Cox Plate played second fiddle - in value and status - to the Moonee Valley Cup for more than 30 years, despite its honour roll of early winners including outstanding horses such as Nightmarch, Phar Lap, Chatham, Ajax, Tranquil Star, Flight and Hydrogen. It was not until 1956 that the Cox Plate Stake was elevated above that of the Moonee Valley Cup. Since then, the race has grown enormously in value (it was worth $3 million in 2002) and reputation. However, despite the massive shift in value and status of the race, there is one constant. Just as in its infancy, the tradition of only the best horses winning the Cox Plate continues. Illustrator Information Grace Chen is a young illustrator and student residing in Sydney. Her days are spent working at ‘If U Like ART’ studio in Brookvale, studying Media Arts at UNSW Art and Design, and spending time with her friends. She favours using colourful mediums such as acrylics, watercolours, digital media and colour pencils, to create soft, yet lively illustrations. With some reworking, The Fastest Tortoise poem became a children’s story. Illustartors Information Naya and Kostya Lazarev are a duo of illustrators. Their skills round each other out, creating picture books full of love and magic. As a child, Naya decided to become an illustrator of children’s books. Since then she has been mastering her watercolor technique, hoping to shape people’s perception of the world from a very young age. As a professional art conservator, Kostya always has some tips and tricks to improve his wife’s technique. Reviewing the results of their collaboration on ‘Cody the Pony’, they decided to work together. In her spare time, Naya teaches children to use their imagination while creating their first pictures, and Kostya masters his skills as an art conservator-restorer.
