EDITORIAL
ARE EU PREPARED? Amidst all of the new product launches and marketing messages at IFSEC this year there was an announcement that could have far reaching consequences for the security industry he news came from Euralarm, the association of European manufacturers, installers and service providers, in the form of a White Paper outlining its “Vision for a Competitive European Security Industry and Secure Society”. In the document Euralarm sets out the policy priorities and actions that are essential for enhancing the innovative strength and global competitiveness of the security industry in Europe and, consequently, for improving the security of all Europe’s citizens. Essentially, Euralarm is calling for the introduction of European legislation to regulate third party liability limitation, as its absence (says the Association) weakens the EU’s industrial base, hampers investment, and lowers the deployment of innovative security technologies and services in Europe. The Association also wants to ensure that EU trade policies enhance international market access through mutual openness, recognition and standardisation for security products and services. The feeling is that there are just too many barriers to trade in the EU, initially from the requirement for national certification in each country. Speaking at the presentation, the FIA Chairman Martin Harvey said: “The EU market is fragmented, leading to losses in economies of scale and competition globally.” In other words if you as an installer want to work across borders you need to ensure that you are using equipment that is adequately certified. There would appear to be a feeling that electronic and physical security is more or less taking care of itself in the current climate and that Government attention is more focused on the prevention and detection of IT security problems. If this really is the case then it is going to fall to Euralarm to make sure that their White Paper is taken on by someone in Whitehall. Political representation is certainly needed to push the measure through as it is generally accepted that standards take too long to come in while manufacturers need to get product to market. According to Martin Harvey: “The idea would be to replace national standards with mandatory, legally binding EU standards for security devices, systems and services. This will ensure that technology is tested and suitable for use in every country rather than needing testing 27 times for 27 countries.” In other words, replace all of the national schemes that there are in Europe with one EU-wide certificate, which is easier said than done. Anyone that follows boxing would know that unification is more difficult than winning one of the many “world” titles. There are a number of governing bodies that all want their cut before you step foot in the ring and getting each of these organisations to talk to each other is nigh on impossible. If you replace the term ‘governing bodies’ in the analogy with ‘countries’ and then consider that there are a number of organisations operating within each of these, you can see where the opposition to such EU legislation could come from. Of course the end goal is that each of these certification organisations will be able to offer the EU accreditation so no parties need to miss out on business in their own countries. In a time when the UK’s premier security installer event is moving venue to London in order to capture the growing international audience it makes sense that standards are reviewed to take in this demand for cross-border security purchases and installations.

Plymouth alarm installation scheme Plymouth Community Homes has announced the commencement of a new scheme to install Carbon Monoxide (CO) alarms throughout its 15,000 properties. Mains powered Aico CO alarms will be installed by the housing association in all properties. This will be a rolling programme, with the aim to install up to 1400 CO alarms each year. Although Plymouth Community Homes follows a strict maintenance schedule for the appliances it has fitted into the properties, there are a number of tenant-owned appliances that are not covered under this regime, which has been a driving factor in the decision to install CO alarms throughout.

CCTV user logbook revised The British Security Industry Association (BSIA) has published a revised edition of its CCTV user logbook, to reflect recent developments relating to industry standards and governance. Aimed at end-users of CCTV surveillance systems, the logbook has been updated to reflect current industry practice and the content of both European and International CCTV standards. This edition of the logbook also sees the introduction of carbon copy inserts for commissioning and hand-over of a CCTV system, which will be of benefit to installers of the system, saving them the effort of having to produce their own versions and of course being able to leave a copy with their client. The CCTV user logbook has also undergone a complete overhaul against the back-drop of activity surrounding CCTV surveillance system standards, and most recently the Government’s CCTV Code of Practice, which is nearing the end of its consultation period. Dave Wilkinson, the BSIA’s Technical Manager, said: “Revising these logbooks has been a long time coming, but we were compelled to wait until the convergence of both the Government’s Code of Practice and a CCTV standards framework were made available.” This publication also ties in with the review of the BSIA’s Code of Practice for the planning, design, installation and operation of CCTV surveillance systems, along with the Code of practice for the maintenance of CCTV surveillance systems.
THE BOTTOM LINE I N A S S O C I AT I O N W I T H C S L D U A L C O M
The interview that gets the facts from the top This month Simon Banks talks to Tony Mann the newly appointed Operations Director of CSL DualCom. Tony was the former MD of Visonic and brings with him over 20 years of industry experience. What opportunities did you see in joining CSL DualCom? CSL DualCom is an established business, and a market-leading brand in their sector with a strong reputation for innovation and customer focus. The opportunity to become part of a pioneering company with a forward thinking team was very appealing to me. I favour a company that believes in future investment and provides the ideal platform for me to genuinely help take the company forward. Operations Director is a key role encompassing product development and customer support. What do you bring to the role? Over the last 20 years I have gathered a broad range of experiences including installation, distribution and manufacturing. This has provided me with a clear understanding of all of the key elements in the supply chain and the ability to manage customer expectations at every level. I have been the engineer holding in a phone queue trying to solve a problem to get the customer’s alarm back on line. I’ve worked with ARCs to implement new services and assisted installation companies with adopting new technologies. The key is not to forget your roots and apply them to any given product process or service at all business levels. My experience of an internal business environment allows me to bring together people across departments to share ideas and find the best solutions for our customer and their chosen technology within the standards. This was key in my previous role in which we understood the market expectation and how to work as a team to deliver the best services and products. What are your immediate priorities? CSL already have fantastic products, customer service and an outstanding reputation in the market. As our company grows it’s important to have structured building blocks in place to ensure this is maintained and improved. In the short term I will be adding to the structures to further enhance customer service and quality. Many companies talk about great customer service, how will you ensure it is delivered? A customer centric culture at all levels of the organisation is key. A desire to understand the customer need is imperative to ensure great customer service. Systems and structures can only lay the foundations. The people that we have answering calls, visiting our customers and delivering our service on a day-to-day basis make the difference. I want to ensure that we never lose sight of our customers’ needs and respond accordingly.

INTERVIEW
A BRIGHTER FUTURE
s we all know there is much more to getting good quality CCTV footage than simply fitting a camera to the wall, especially if you want optimum performance around the clock. We caught up with Shaun Cutler, Joint Managing Director at Raytec and Buzz Coates Global Business Development Manager, to talk about the benefits of using properly designed lighting systems to improve security.
A
This month we talk to Shaun Cutler of Raytec about the intelligent use of lighting for improving surveillance image quality and as a deterrent for preventing crime
“There have been a number of claims over the years in relation to the low light capabilities of cameras which seem to question the need for lighting at all” 12
How have the last twelve months been for you? The security market is still dynamic and we are still seeing growth. This is probably because we are not wholly reliant upon the UK market or one market in particular. Undoubtedly the current climate is challenging, yet despite this we have achieved doubledigit growth. There is a strong demand for lighting and, as a result of LED technology becoming widely accepted, the market is growing and becoming increasingly competitive. Looking back to the early days to where we are today, the barriers to choosing and using LED have come down so that we now have more competition meaning that we are continually raising our game. Are there any specific trends/installer demands that you have seen over recent times? There are probably three major trends in lighting that we have experienced; firstly the growth of White Light technology. When we started this business we were working almost 100% of the time on Infra-Red and we spent a lot of time telling people about the need for fitting this type of system. Today, White Light is popular not just for CCTV purposes but as a visible illumination that can be used as a deterrent; and this is where there are significant commercial opportunities for installers to capitalise on. In general, security installers have traditionally left millions of pounds worth of contracts on the table for people not related to the security market, such as electricians, because security installers may fit a security system considering every element of it except what the image will look like at night, and so the electrician is later brought in to install lighting. Today we can look at each project and make sure that the security installer fits the right kind of lighting to work with the CCTV system or on its own for a deterrent, to create the ideal solution for the application. This puts more revenue in the installer’s pocket as well improving the final image of the surveillance system. From an initial time when we were working almost entirely on Infra-Red we can now typically see months were we are working 30% of the time on White Light systems. The second trend we are seeing involves saving energy and money. Going back around ten years ago
there was a drive to “ban the bulb” and the campaign for dark skies to reduce inefficient lighting and it has taken people a long time to realise the value in doing this. This element of wanting to save money by switching technologies is even more apparent today and gives installers a true win-win situation in that all sides can see benefits. Since the inception of LED systems installers have another reason to knock on the doors of their existing and new customers. The third major trend is the move to network lighting. Historically we had a photocell to switch light on and off, or lighting activated by PIR or other external triggers via telemetry input. However today, lighting control can be embedded into software and video management systems, with the ability to remotely control lighting from any location on the network at any time. With set-up, operation and commissioning all done remotely, networked lighting significantly reduces visits to site. It also makes it much easier to operate large lighting systems in a much greener way. Lighting can be controlled individually or in clusters, and scheduled using a timer for activation only when needed, to reduce electrical consumption even further. Not to mention the ability to fine tune lighting at any time to perfect the CCTV image, or using lighting as a deterrent for instant response to live events, for the highest level of security at all times. This advanced level of network control offers a lot more opportunities for installers to include lighting in their contracts and to make it more suitable for not just security purposes, but for all lighting installations to improve the safety and security on site. So saving energy is still a big factor in lighting? In a word, yes. Lighting is a compelling argument when it can deliver both higher levels of security and operational cost savings. The environmental aspect of lighting coupled with the need to save money in today’s financially tight climate is still very much a key concern for end-users – and hence an opportunity for installers. The development of networked lighting will help users save money and also gives installers a reason to approach customers with a view to improving their security and their bottom line – as well as their overall environmental impact. Is there still a knowledge gap in the market when it comes to the use of lighting? In the past the question we had to address on a daily basis was “why Infra-Red?” and we spent a lot of time educating the market. Following years of seminars, webinars, white papers etc there is still a gap in the knowledge of the market.

INTERVIEW
(continued from p12)
Recently I visited a lot of monitoring centres and just about all of them have told me that they have a problem with night time images leading to false alarms. As a snapshot it shows us that generally night time surveillance quality is poor and needs the aid of lighting. After talking to the BSIA about this I do wonder if there is a need for some way of checking that the lighting fitted (if any) is suitable for the specific security installation. Even though we have moved the general lighting education on to a higher level there are still some basic fundamentals that need to be grasped. Why does this gap still exist? There have been a number of claims over the years in relation to the low light capabilities of cameras which seem to question the need for lighting at all. Even if the camera has a good low-light performance, once it is installed, it is highly likely that some form of lighting will be needed to enable the camera to capture good, quality, night-time images that are of any real use. The increasing use of high definition, megapixel cameras demands the installation of good quality lighting to exploit the true potential of the camera, whilst minimising bandwidth and storage. Some manufacturers recognise the importance in using good quality lighting alongside their camera systems to achieve the best quality surveillance images at night, and work closely with us to educate their customers on how to choose and install the correct lighting solution for their application. For example we work with many camera manufacturers including Axis, Avigilon, Arecont, Sony, Geutebreuck and others and help to train installers on the use and installation of different types of lighting for CCTV, not only to improve image quality but to save energy and money too. I’d say that the trend in terms of working with camera manufacturers on new systems is that they are aiming for using ‘less light’ rather than ‘no light’ when it comes to development.
“The environmental aspect of lighting coupled with the need to save money in today’s financially tight climate is still very much a key concern for end-users” 14
Recognising that we need better lighting for security technology to work at an optimum level, can the industry do more to help the situation? It would improve matters if there were some form of legislation or guidance as to the night time performance of CCTV; asking if it is adequate for the job. I almost feel that some kind of compulsory MOT for CCTV should be brought in and if there are any areas in which the technology is underperforming then it could be dealt with straight away rather than users finding out too late that their images are useless. For example, people allied to alarm receiving centres (ARCs) could be paying for monitoring that is not able to perform properly because the lighting is not fit-forpurpose. It’s not just a case of saying you must have lighting in a security installation – the point is that it
must be the correct lighting for the specific application in hand; this is another element to the knowledge gap. At the installation stage you can look at a scene that is awash with sodium lighting and to the human eye that looks fine, but go back at night and have a look at what the camera is seeing and you might be surprised at the results. There is still a back to basics approach that is needed for security lighting. Where does lighting go from here? It’s very exciting at the moment as to the direction in which we can go with the right system design and knowledge. Now that there exists the opportunity to integrate lighting control into VMS systems and building management systems, we are ready to move on another step in terms of what lighting can achieve. Users will be able to make decisions on what they want their lighting to do and instantly change the scene. For example if an area is no longer in need of illumination then the lighting can easily be turned off or the level of lighting can be dimmed – thus saving money for the owner. We see this very much as the development of intelligent networked lighting. With the introduction of the networked illuminators it is possible for cameras to work dynamically with the lighting to prevent over-exposure or under-exposure of images or to lighten areas of particular concern as the result of a trigger from the camera. This dynamic communication between technologies will only grow in the future and help to develop lighting into a proactive deterrent as well as an aid to improving CCTV image quality. This is especially relevant as cameras are getting more powerful with HD and megapixel becoming more commonplace, so in order to get the most out of these systems there will need to be an element of lighting involved. After all, there is no point specifying an HD camera if the image quality is reduced by the system design and failure to illuminate the area properly. The image quality expectation from modern cameras is changing because of the growth of 1080p flat screen televisions in our homes and 8MP+ smartphone cameras, so we are used to seeing clear pictures from our personal devices. In the future we will simply not accept any drop in the quality of footage we get from security surveillance equipment. An HD installation should provide clear images all of the time, day or night. Another consideration is that one of the great under-utilised aspects of security lighting is its ability to act as a deterrent. If you consider a domestic situation when you think there might be someone on the premises, the first thing you do is switch the lights on. The point of this is not to necessarily catch someone but to deter them from doing any damage or stealing anything. Using lighting as a deterrent is another opportunity that White-Light can bring for the industry in the future.

Access control platform launched in UK
270-degree camera with built-in bracket The Axis P5414-E PTZ Dome Network Camera is the first of a new line of outdoor-ready pan/tilt/zoom cameras with an intelligent direct drive pan/tilt system. The HDTV 720p PTZ dome camera featuring an 18x optical zoom is directly attached to the drive shaft of two motors—one for panning and another for tilting the camera. A built-in wall bracket eliminates the need to purchase a separate mounting accessory thus making wall-mount installations easier. The AXIS P5414-E has an integrated sunshield that is designed for easy removal, allowing customers to repaint it to match the installation environment. The sunshield’s sloping form also helps the camera resist attempts by vandals to pull it down. The camera has a hidden junction box that supports two-way audio, a memory card slot, four configurable inputs/outputs to external devices, and the option for customers to use either 24 V DC or Power over Ethernet Plus (IEEE 802.3at). The unit supports Advanced Gatekeeper, which enables the camera to automatically pan, tilt and zoom in to a preset position when motion is detected in a predefined area. www.axis.com
Spica International has launched its new access control platform, Zone Access. The platform consists of two key elements – Zone Wing and Zone Door – that combine to make a network of access controllers that can be matched to users’ system design requirements. In addition, access readers can be configured to be real-time time registration points, or auxiliary terminals can be added onto the system to provide richer T&A functionality. Zone Wing controls all communications with the host system over Ethernet. It stores access profiles and offline events for the points it supervises and communicates with all connected Zone Door units over an innovative CAN subnetwork. Zone Door manages all of the inputs and outputs for access control. Each Zone Door has two card (or biometric) reader inputs, RS485 connection (for various peripherals) and all of the required digital I/O. Each Zone Wing can have up to 32 Zone Door units connected to it, enabling a single ‘controller’ to be built for between 1 and 64 doors. www.spica.com
The Advantage Line extends With the introduction of the micro 2000 IP cameras and Flexidome micro 2000 IP cameras, Bosch is expanding its network video systems portfolio for indoor areas with stable lighting. They come in two different versions, a micro box, and a micro dome design. Both cameras are designed as complete networked video systems. They include a Dropbox application for remote storage of recorded activity, while also benefiting from 50 percent less storage needs in static scenes due to iDNR (intelligent Dynamic Noise Reduction), saving on memory requirements, bandwidth, and costs. AFTER THE EVENT I
If you were too busy to attend IFSEC 2013 what did you miss? Well there were a few themes running through the event…
18
n its final time at the Birmingham NEC, IFSEC 2013 was its usual focus of the UK security market. There were lots of new products, services and ideas on show and quite a few rumours doing the rounds as well. One of the main topics of conversation was indeed the proposed move “down south” and how it will serve to freshen up the market and aid in the capture of international trade. Early reports from the organisers are indicating that 2014 will see a busy event… Moving away from the relocation story what else was being discussed? Well there were a number of innovations being highlighted at the show such as the WiseNetIII from Samsung, the G6 range from Sony and many more. However there were a few product trends that were clear to see. One of these was the simplification of set up. Established OEM company IDIS probably made the biggest noise at the event with the extremely busy stand launch of DirectIP; a system that promises real plug and play for those looking to fit IP surveillance with the minimum of fuss and IP knowledge. Of course there have been systems introduced in the past that claim to simplify installation, but as anyone who tried to use them knows, there was still a level of understanding needed to make the whole thing work. According to IDIS Director Brian Song the DirectIP technology really is plug and play so we await the impact on the market - although judging by the number of people on the stand for the launch (and the attention of a few passing manufacturers) the new system is causing a stir already. Simplification was also the key word for many others, including NVT who launched the TBus and for D-Link with the JustConnect NVR; both
systems serving to meet head-on the problem of over-complicated installations. There is a school of thought in the industry that the IP/analogue gap will be considerably bridged by the migration of IT integrators into the surveillance field. This is certainly going to be a major influence on the take up of IP in the UK but the more the manufacturers like IDIS, D-Link, NVT, Vista and others can do to help the traditional security installer make the switch is welcomed. The IP knowledge gap is only one factor in its slower than expected uptake however at IFSEC the other main stumbling block, price, was dealt a hefty blow by a number of companies such as Pelco, Sony, Lilin, and Brickcom to name just a few. It was fairly obvious by the number of units on show that the value end of IP (along with the abundance of 360° cameras at the event) has attracted a fair bit of R&D budget in the last twelve months. Could this be the year that IP begins its final push towards analogue sales now that the price barrier and the seeming complexity of installation have been dealt with? Interestingly on the Vista stand, Andrew Pigram told us that IP already has overtaken analogue sales in some areas of the market although he did point out that while IP is the future of CCTV we can still learn from the analogue developments of the past. Vista showcased a “boost” functionality common in the days of tape saving technology that allows you to record at a lower frame rate but switch to a higher frame rate in the event of an incident. So, much in the same way that the idea allowed VHS tapes to operate for longer than their running time, the boost enables you to utilise the storage capacity of your IP system. A trend that was common in some of the IFSEC marketing messages was the use of traditional security equipment for non-security based applications such as monitoring footflow in an (continues on page 19)

airport. One idea, from Commend, allows the operator to look for stragglers at a terminal or to watch for bottlenecks in the system to help aid the smooth transition of travellers away from busier areas and also plan the best positions for AV, retail outlets etc. This type of cross sector solution could be a good source of revenue for those that can spot the opportunities. There were also a number of manufacturers that have begun to really nail the integration between security and building system management. While this has been talked about in previous years, with today’s abundance of smartphones and our familiarity with touchscreen stations, companies like Urmet and Paxton are able to take advantage of smarter technology. For example the iModo, Urmet’s new IP touchscreen monitor, can enable tenants in multi apartment buildings to talk to each other internally, listen to music, dim the lights or even call the lift from one wall unit. And this use of touchscreens was widespread throughout the event especially when coupled with smartphones and their apps for remote monitoring and servicing of security systems and images. The use of Cloud technology will also help with the growth of monitoring and the integration of security with building systems. Various vendors displayed Cloud-based cameras and alarms and as predicted, many of the manufacturers launched smartphone/tablet apps to allow the remote control and management of both security and environmental solutions. This is an area that installers could benefit from as it often leads to a recurring revenue stream for access to the service.

during the presentation of the White Paper. “The first and foremost priority is developing a functioning internal European market for fire and security. It is an essential condition to allow the European security industry to fulfil its potential and compete successfully at both European and global level. Another priority is ensuring the highest levels of security and fire safety for all.” There are several areas where there is a clear opportunity for regulatory action to improve the safety and security of EU citizens. “Examples are the development of pan-European standards for a common integrated solution for mass notification and public alert systems as well as adoption of a European directive on hotel fire safety”, Marc Chabaud added. The third priority refers to the global character of the security and safety market. “Many of the major European players conduct a significant share of their business outside the EU and are facing fierce competition in the global sphere. It is of vital importance to the development of a vibrant and competitive European security industry, that the global security market remains open and accessible,” he said. The White Paper is ideal for anyone seeking to better understand the need for investing in security in Europe, the role of SMEs in this industry, the importance of European legislation to regulate 3rd party liability limitation and the development of pan-European standards. A move from the national approach to an international could change the way that many manufacturers release new technology in future and affect the way in which, as an installer, you can cross borders and utilise kit. Certainly one we will be keeping an eye on.

INSIDE STORY
SIMPLIFYING PSIM T Nice Systems has launched the Situator Express solution for security situation management, which adds a layer of management to IP video surveillance. We take a closer look
he new Physical Security Information Management (PSIM) solution monitors, manages and correlates data from four principal security systems – video, access control, intrusion, and fire detection. Situator Express is an open solution that fuses video data from NiceVision with incoming data from additional security systems to provide a unified, holistic operating picture with a display of maps and images. Using smart sensor correlation, video analytics, and automatic adaptive workflows, the system allows organisations to manage security situations in real time and coordinate the most effective responses according to predefined security procedures. With it, meaningful information is shared with all relevant stakeholders and collaboration is promoted with other departments and external agencies. The solution also has an integrated reporting tool that provides information for later investigation, debriefing, and proof of compliance. We asked Erez Goldstein, NICE Systems’ Senior Product Marketing Manager to explain a little more about the new PSIM launch: Are you hoping that the Situator Express will help to demystify PSIM and increase adoption? With the launch of Situator Express, we are bringing PSIM closer to many more members of the security world, by making it simpler to deploy and a more affordable investment. Customers can now transform their NiceVision video management system (VMS), in to a complete security management solution, to cover the dayto-day safety and security needs as well as emergencies that most security conscious enterprises face. It also provides them with a platform for future growth to a full situation management or PSIM solution through expansions and more integrations. What are the performance differences between the Situator Express and full PSIM systems? Situator Express differs from a full PSIM solution in the following areas: Full PSIM solutions target security and also operational areas. However, Situator
22
Express is focused on security requirements. Situator Express is built to integrate with the core security systems: multi-vendor VMS, access control, intrusion detection and fire detection, therefore creating a simpler and ‘faster to deploy’ solution that covers the main security needs. A full PSIM solution will usually expand beyond those boundaries. Simple security procedures and processes are addressed with Situator Express, removing the complicated and customisation rich elements of a tailored PSIM, such as complex workflows. Situator Express is best suited for customers with a few security system that need to be integrated (usually up to six). These ‘gateways’, however are not limited in scale – i.e. in the amount of channels or end points that the customer has. Therefore, it is also suitable for large organisations. A full PSIM solution is usually a project, customised per case. However, Situator Express is more of pre-integrated and pre-packaged solution, designed to fit the majority of security needs. Does the system represent any new opportunities for installers? This solution is ideal for installers and system integrators. It greatly enhances their offering to end-users and encourages longer-term involvement with the customer. As part of the launch of Situator Express we are making investment to increase our partners reach and supporting them with education and training. What would be a typical application for easilydeployed PSIM systems? The solution is ideal for any instance where correlating sensors and systems would improve situational awareness and therefore enhance security. For example, if a fire alarm is triggered, the relevant video cameras from the location will be automatically displayed on screen to verify the alert. It then enables the surveillance operator to follow automated, pre-defined, dynamic process steps to ensure they take the right action in accordance with the organisations best practice, such as open all evacuation routes\doors and alert the relevant authorities and emergency services. It can also play an important role in the incident debriefing, investigation and training process. Events can be replayed as they happened to look at how it began and how it was managed by the operator, as part of a continuous cycle of improvement. The application of Situator Express really depends on the nature of the organisation and its security challenges and the level of awareness, management and improvement they require. www.nice.com

CLOUD STORAGE
IS CLOUD JUST PIE IN THE SKY? Is the Cloud the future for enterprise video surveillance systems or is there life yet for traditional image storage solutions?
MS Research predicted a few months back that the private cloud being used for the infrastructure of enterprise video surveillance systems will become a trend over the coming years. Private cloud offers the same advantages as public cloud, which includes: remote access to data providing there is an internet connection, and shared use of data processing and storage resources. Video surveillance service providers have used aspects of cloud computing in their solutions for more than ten years. However, the prevalence of enterprise video surveillance systems using private cloud is starting to gain some traction as IT managers increasingly take responsibility for the management of video surveillance systems. So is this IT-ism of security really going to change the way in which CCTV footage is stored? At the moment there are a number of ways in which CCTV data can be stored; DVRs and NVRs have generally killed off the use of VHS tapebased recording today. Cloud storage can replace locally attached disk storage, vastly improving reliability (up to 50 percent of tape restores fail). The problem with DVRs in particular is that of storage space/capacity and while the use of image compression and video analytics can cut down the amount of information being stored (by using motion detection triggered recording etc)

we are living in an age where more and more information is being saved every day. According to those in the know, the world’s technological percapita capacity to store information has roughly doubled every 40 months since the 1980s; as of 2012 it was estimated that every day 2.5 quintillion (2.5 1018) bytes of data were created. The term “Big Data” has been coined to refer to applications where data sets are so large and complex that it becomes difficult to process using on-hand database management tools or traditional data processing applications. So the analysis of the analysis of the information being stored creates even more information to be stored – and this can then be analysed, and stored. Back as far as 2009, the phrase “Big Data” was used by Roger Magoulas and Ben Lorica in their introduction to the ideal stating: “For some organisations, facing hundreds of gigabytes of data for the first time may trigger a need to reconsider data management options. For others, it may take tens or hundreds of terabytes before data size becomes a significant consideration.” What you want to do with the data, who will have access to it, how long you need to keep it and who will ultimately be responsible for it are all vital factors in the data management answer. For the ‘intelligent’ gathering of data, the Cloud offers capacity and access advantages in the

widespread use of data and its subsequent analysis. Currently the use of the Cloud in the security sector is yet to become the norm (as it has already done in parts of the IT sector) so perhaps the growth of IT integrators and managers operating in the security sphere will speed this change. As it is there is enough confusion stalling the IP adoption rate let alone adding in the uncertainty about the Cloud. However the popularity and predicted growth of remote video applications via smartphones and tablets may aid the uptake of Cloud storage as it offers access from other locations compared to DVRs which can only provide local access to information. Some big names in surveillance have told us that the use of the Cloud will be the big trend for the future as Jason Hill of Lilin said recently: “At the moment the Cloud delivers dynamic domain name hosting for us which means that people can find their cameras easily, but going forward the Cloud is fundamental in us being able to deliver “smart” solutions. For us to be able to offer a plug-and-play camera that can connect to a smartphone there needs to be a Cloud service that facilitates that. We don’t see the Cloud as being a good solution for hosting video or for delivering video content, but it is a fantastic service for finding cameras and storing camera information. Lots of people will be looking at working with the Cloud in different ways; we see it as facilitating our ambition to make cameras,
One of the issues that has prevented adoption of the cloud has been the large amounts of money invested in legacy technology 26
NVRs and DVRs “smarter”, once you plug the DVR or camera into a router it will find the Cloud service or “dial home” then configuration by an app is just a matter of logging on and setting up an account.” This is an interesting viewpoint that suggests that NVRs, DVRs and the Cloud will work together to improve the ease of installation of surveillance equipment. On the ground, it would appear that the industry experts see a different use for the Cloud than the researchers. The adoption of the Cloud for data storage is expected to open up some doors and may present some opportunities for security installers as Daniel Wan of Honeywell explains: “I think there will be a step change this year in terms of video surveillance as-a-service. There have been false dawns, but there should be real growth in 2013 and as a company we will be targeting this in terms of using the Cloud to offer remote access and value-added services.” The remote access of data may present you with a method of gaining some recurring revenue (see Panel in this edition for more ideas). In an increasingly mobile world, clouddelivered VSaaS (Video Surveillance as a Service) can deliver real benefits, as Andrew Mulholland, Business Solutions Manager, D-Link UK&I, points out. Security personnel and management can access information that is stored on the cloud no matter where they are. For multi-site contracts, he says: “The total cost of ownership comes right down, as you don’t have the same staffing needs at each site.” Cloud services also deliver simplicity of installation. Andrew says with some products, “in four clicks, your camera is live in the cloud, and you can do this very simply yourself with the disk provided, so you don’t need a big IT department.” Flexibility also benefits the end user - “I can just plug a new device in, I don’t have to pay someone a vast amount to do it, and I can manage it myself in a secure environment.” Is the cloud safe? Well, public cloud providers build a high level of security into their infrastructure; they use firewalls, encryption, and other layers of security to ensure that though their customers are running from the same physical devices, the virtual machines are firewalled and secure. In fact, since the data is held separately from the camera this is essentially another layer of security again. One of the issues that has, so far, prevented faster adoption of the cloud in video surveillance has been the large amounts of money invested in legacy technology, including analogue cameras and DVRs, as well as cabling. The idea of writing off that investment in one go by replacing it with IP cameras and a cloud services solution deters many end users and system specifiers.
EDIT - cloud jun13_000_PSI_apr13 29/05/2013 18:09 Page 4
Perhaps the most serious difficulty facing the cloud in the CCTV market is the fact that many resellers and installers are still happiest in an analogue world It is a myth that you need an all-IP system to take advantage of the cloud however. IP cameras, while useful, aren’t essential for VSaaS; hybrid networks can also deliver information that can be streamed to the cloud, though many with legacy cameras don’t even consider doing so. This means that going down the Cloud route might not be as expensive as initially thought. Perhaps a real problem with the Cloud is that video file sizes are generally large, and bandwidth at least in the UK is variable. That can be dealt with, but not without compromise; for instance, using compression techniques some systems record and stream only changes in the picture, not the complete dataset. Or the resolution and frame rate can be cut. By streaming images at 64 Kb, several images can be displayed on a single screen, without bandwidth becoming an issue, while a separate higher-resolution image can be saved on the local NVR. Another option is a dedicated line. Difficulties with bandwidth, though, have meant that true VSaaS hasn’t developed as fast as it might. Far more common are cloud storage and back-up services. These can adopt an ‘Economy 7’ style approach streaming to the camera’s internal drive, and backing up into the cloud when the bandwidth isn’t being used by other applications. But perhaps the most serious difficulty facing the cloud in the CCTV market is the fact that many resellers and installers are still happiest in an analogue world. Companies will need to enter into partnerships to make the best of this market and the market won’t become mainstream until more installers see the cloud as a central part of their product and service offering. According to SAS, the real issue is not that your customers are acquiring large amounts of data (because we are clearly already in the era of Big Data) it’s what they do with the data that matters and this desire for doing something else with the footage combined with the benefits of remote viewing via handheld devices will only help to increase the attraction of the Cloud despite the case for local storage, either from a DVR or a memory card in the camera itself. At present, CCTV storage in the Cloud would appear to be mostly used to provide an extra layer of redundancy in a tiered and distributed storage scenario. It is the ultimate fail-safe, backing up the information already stored at the camera or DVR at other locations both on- or off-site, probably much in the same way that many of us use an account with Amazon, Virgin, BT etc to back up our PC information in the Cloud. In the future CCTV storage in the Cloud could be offering much more, especially as smartphones and tablet computers are rapidly becomes tools of the job. But whether the established DVR and NVR markets will see declining sales will ultimately be down to the installers and system buyers who are operating in a sector that is still largely favourable towards analogue surveillance technology.

TEMPORARY CCTV
SPEEDY SURVEILLANCE O
The requirement for security in remote areas and temporary situations such as festivals or building sites has led to an increase in the use of rapid deployment CCTV systems
urs is a security-conscious society where cameras are being installed increasingly in public spaces as well as institutions and public transport vehicles. However the temporary nature of some sites means that permanent CCTV can be expensive (if it is even possible to install it) and while guarding is an option it can also be costly and potentially puts personnel at risk of attack. Guarding also doesn’t offer that covert nature of surveillance. One of the popular methods to put CCTV into a temporary situation is the tower system, for example the OnGarde Rapid Deployment system or the TowerLight Security Tower. These can often accommodate not only CCTV cameras but also WiFi systems, surveillance monitoring, infra-red detectors, evidence quality video equipment and public address loudspeakers. The towers (plus base units) are invariably self-contained with power provided from batteries combined with a built-in generator/fuel tank. These can be towed into place for easy deployment. Another option is a temporary unit such as the GJD NAS, a portable surveillance system that transmits live or recorded images directly to a remote position, be it a handheld PDA, a desktop PC, a laptop or a Remote Monitoring Control Room via GPRS, 3G technology, broadband and wireless LAN networks. The Pharos system from EyeLynx is also causing a bit of a stir in the rapid deployment scene. With adjustable resolution formats up to Full HD, wireless, WiFi, 3G, 4G etc it covers all connectivity angles without the need for wiring. The whole system including the NVR can be supplied preconfigured, which means that the installer only needs to site the unit for a quick set-up. Whichever method of rapid deployment you go for consideration must be given as to how the video footage will be transmitted and there are various options for this. Wireless technology enables cameras to be connected when any form of cabling is inconvenient, cost-prohibitive, or impossible – such as on moving vehicles - and often makes temporary installations even quicker to implement, although as we know from using our smartphones 3G or, in some places in the UK, 4G have made data transfer a simple task and signal availability is widespread. Both 3G and 4G are at the forefront of mobile telecoms and certainly the most ‘modern’ of connectivity solutions but are there any reasons why they may not be suitable for surveillance
Whichever method of rapid deployment you go for consideration must be given as to how the video footage will be transmitted and there are various options for this 28
projects? According to Stephen Patrick of Wireless Excellence: “The fundamental problem in using 3G and 4G for CCTV is that the frequencies available to the operators are limited – and the service they provide is intended for “burst” use – for example, viewing a web page, viewing a video, or downloading a file. They simply don’t have the capacity for “always on” uplink of CCTV streaming 24x7. Also, operators can’t ensure quality of service, so feeds can “drop out”, missing critical scenes and events when events are occurring – which is unacceptable in most safety and crimeprevention/detection applications.” Of course in today’s financial climate the price of security solutions is always under the microscope and for a service such as rapid deployment surveillance this is not something that will bring any guaranteed fiscal benefits to the customer; so it is vital that costs are kept to a minimum while quality is maintained. When it comes to connectivity there is generally no extra cost on the wireless side comparing fixed to temporary, as the systems are the same radios used for both disciplines. “A temporary site might need special poles or towers to put the camera and radio on for more demanding locations,” says Stephen Patrick, “but the wireless installation itself is the same in either case.” Sites without AC mains power can be run from “off-grid” power solutions such as solar and battery, or wind and battery. These are well proven even allowing for regional variations in weather and winter conditions. Though this adds to the cost of installation, it can be far cheaper than trenching in extra power – and being portable, you can take it with you for the next site. In the future wireless technologies will all be faster, better and cheaper whether they be for professional or domestic purposes. Constant improvements in Megapixel HD cameras with cleaner, high resolution pictures are matched by capacity increases in wireless technology to beam these images back to base with no loss of quality. We have moved on from the early days of bandwidth hungry HD surveillance systems and there are a number of methods of recording and compressing images to maintain a high level of quality footage storage. “Equipment vendors are constantly reducing equipment size and ease of deployment, and a competitive market ensures improved prices for the customer,” concludes Stephen Patrick. “We predict a “CCTV everywhere” future with HD quality, wireless transmission and low costs enabling cameras to be deployed anywhere – within reason!”

VOICE ALARM SYSTEMS
VOICE ALARM SOLUTIONS SPEAK VOLUMES
In the fire industry, the value of Voice Alarm (VA) systems has been well documented for nearly two decades. Yet despite all of the hard and fast evidence that clear voice messages greatly increase response time and improve evacuation, the number of VA installations are still relatively low. For general applications in larger projects such as arenas, shopping malls and high rise buildings VA installations are growing steadily, however for smaller buildings it’s still fairly uncommon. The most crucial criteria when selecting a fire alarm system has to be its effectiveness to protect the public and employees, as well as the property itself. According to Kevin Cooper, Honeywell Voice Alarm Product Manager, Gent by Honeywell, VA systems are proven to play a vital role in managing the safe evacuation of people in an emergency. “The voice message gives specific and detailed information to the occupants, announcing exact instructions which can be vital when people are not familiar with the surroundings, whilst also improving the safe management of a phased evacuation,” he says. Every piece of independent research appears to back this up. Human behaviour in the event of a fire varies greatly according to the different alarm signals. The startling statistics show that only 13
While a PA system is an ideal tool to provide music and standard public announcements, these are less effective in the case of emergencies and are not guaranteed to work 30
Despite the widely accepted value of audible warnings, the take-up of voice alarm systems in the UK has been generally slow. Here we look at the background to getting the message across per cent of people react in a timely manner to bells, however, in sharp contrast 75 per cent of people react in a timely manner to voice messages. Based on these research results, the building owner’s choice of system would seem relatively straightforward. However, in the past companies cited several reasons for not adopting voice systems. The barriers were largely down to the complexity and lack of knowledge when installing the equipment and the absence of real standards covering the systems. The latter was addressed when a major new Voice Alarm standard came into operation in 2011. Covering the specific product function of VA systems, the newly harmonised EN54 Part 16 applies to any component that is part of the core functionality of a Voice Alarm. One key element of this standard is that the rack system is now certified as a complete unit, so it is no longer viable to use components from various third party suppliers as it does not guarantee the integrity and reliability when combined into a life safety system. “The code that sets out all of the criteria which need to be considered to ensure the integrity of a VA system, is defined in BS5839 Part 8:2013,” explains Kevin. “This standard, covering the design, installation, commission and maintenance phases, states that a true VA solution is a highly secure public address system which includes several features such as monitoring of all internal and external circuits, a number of pre-recorded emergency messages, and a monitored secure link to the fire alarm panel.”
PA or VA? Another common cause of confusion outside of the fire alarm industry is the difference between Public Address (PA) and Voice Alarm. Many people believe to provide a voice message in the event of a fire, they simply need to use their PA system. While a PA system is an ideal tool to provide music and standard public announcements, these are less effective in the case of emergencies and are not guaranteed to work. This is where the British Standards on voice alarm come into use, as it clearly defines what constitutes a true VA system. One area which has also influenced companies selecting traditional tone alarms or bells rather than the more effective VA systems is the lack of

As research has proven, the voice is a powerful medium, and more businesses are coming to recognise the safety benefits understanding in acoustics. Acoustic design is a key part of VA and this is the area that seems to cause the biggest confusion among customers. In essence, people tend to avoid them because they don’t fully understand the systems. “Any FDA solution that relies on sound and voice has to have accurate acoustics,” says Kevin. “A VA system that sounds like a muffled railway station announcement will not provide the ideal protection for the public or property, the trick is knowing when to spend time and money to get it right. For example, a typical office with low ceilings and minimal background noise would be a fairly straightforward installation, where as a football stadium or shopping centre mall may present problems that only a design expert or acoustician can solve.”
The VA system If we look at the make-up of a typical complete VA solution, it generally consists of either voice enhanced sounders, or a system that incorporates loudspeakers to ensure high intelligibility throughout the building. Selecting the correct loudspeaker is crucial, as it could make the difference between an intelligible announcement and barely audible noise. The system architecture of a Voice Alarm system is selected to suit the specific building type and is dependent on the size and structure of the building it is to be installed in. The solutions are often comprised of a central rack amplifier system, or a distributed system with amplifiers sited at suitable locations throughout the building. Some rack systems include a range of digital emergency microphones, used to select and broadcast pre-programmed alarm messages and live voice announcements during emergency situations. Manufacturers in the FDA industry have worked hard to overcome the complexities of acoustics and the main players now provide a turnkey solution for acoustics covering the design, supply and commissioning of the systems. Many customers require expert help and support with the acoustic design element, the speaker layouts and application of the systems. The manufacturer’s expertise will ensure the design performs as expected, with a high quality of sound for Public Address and background music, and the uniform intelligibility and sound levels demanded by the specific VA application. Fire industry specialists may also have options available for rack build services. Rather than a customer buying a kit of parts that have to be assembled by an external specialist, a system can built straight into the rack and tested and proved in a dedicated factory before it is delivered. This reduces significantly the on-site commissioning because everything, including the configuration, can be done beforehand. “There is no debating the effectiveness of VA systems,” concludes Kevin Cooper. “As research has proven, the voice is a powerful medium, and more businesses are coming to recognise the safety benefits. The historical barriers to customers selecting Voice Alarm systems have now been removed. The clearly defined safety standards, together with the innovative new solutions and expertise provided by today’s manufacturers’ should pave the way for an escalating number of applications in the future.”

D-Link DCS-2332L Outdoor Cloud Camera he D-Link DCS-2332L Outdoor Day & Night Camera is aimed at the domestic or small business users and offers a wired or wireless connection to enable viewing. The camera comes equipped with a 1MP CMOS sensor which provides a 720p HD video image and has an inbuilt IR LED for night vision, Micro SD Card slot for local recording of images, 2-way audio with inbuilt microphone and speaker and a passive Infrared Sensor for motion detection. The camera is ONVIF compliant and its housing is rated at IP-65. Out of the box the D-Link Outdoor Cloud Camera is supplied with a quick installation guide that guides a Windows or Mac user how to start the installation CD to configure the camera. DLink offers the camera as an easy to install piece of equipment where users could be concerned over the complexity of installing a camera onto their home or work network, with this in mind D-Link has supplied a simple to follow software package that runs direct from the CD. Once running the software scans the local network for any cameras and allows the user to configure them with ease. Once the camera is configured with a password the installation prompts the user to choose the connection type to the local network, we tested both methods and found the wireless very simple to operate however product testing was carried out via a fixed cable due to our chosen night-time testing location. With the camera configuration complete we were prompted to create a login to the mydlink web page, logging into our new account the

camera was already available. The mydlink site relies on a Java application to display the cameras live feed so security warnings will be displayed but the site lets the operator know how to deal with this as well as download any other add-ons that are required to view the live or recorded video. The settings of the camera, when accessed via the mydlink page, offer the user the ability to send an email notification of movement from a variety of email services like Gmail or Hotmail. Recording can be set as motion detection or scheduled recording. The motion detection option allows for a detection area and sensitivity to be set. Our initial setup generated a lot of alarms due to wind movement even with a low sensitivity but this was resolved with some movement area masking. For testing we did not connect the camera to a network video recorder but relied on using the inbuilt storage onto a Micro SD card, the SD Card is not supplied. Once several movement alarms had been generated the recorded clips, with sound, were easily accessed from the SD card via the mydlink web page and viewed. Entering the advanced settings of the camera opens a section that the more advanced IP user will be familiar with and allows for setting of a fixed IP address, the camera uses DHCP as default so will install itself onto the local network without any configuration, as well as controlling the frame size, compression of the image, privacy mask and a host of many other options. With every new piece of equipment arriving on the scene at the moment there has to be an app and D-Link delivers with a free ‘lite’ viewing app for IOS and Android. Once installed the user logins in to the app with their email address they setup for the mydlink web site and the camera is available for viewing. The image is switchable within the app from 240p to 480p and was very clear even when viewed over a 3G network via the Android app. When viewing the camera in live mode the user has the option to open the microphone connection and begin a conversation. A snapshot is also available that allows the user to capture a single image should they witness an incident they

wish to keep and save it on their local PC. The night vision of the camera proved to be more than suitable for our test location when viewed throughout the night via the mydlink web site or the IOS app. In the morning a series of emails had been received all showing the local cat as it passed by, these events were also viewed using the playback of the recorded images of the SD card.
Summary In summary the D-Link cloud camera offers users a simple to install external camera with features that allow for basic monitoring and recording of incidents. A two year warranty and a UK based technical support service, charged at 10p per minute offer a good backup to the product. Due to the cameras mounting options consideration must be made when installing as to prevent any unwanted access to the unit and moving it from its intended field of view.

T
Sourced from Korea, initial impressions suggest a solid build quality. Mounting of the unit is straightforward with a drilling template supplied in the box together with the necessary fixings. One word of caution however, the wiring tail provided is sufficient to go straight though a standard cavity wall but would require a joint box immediately on the inside. Alternatively, an optional IP66 surface mount box is available. The cable gland supplied with the unit lacks a lock nut (intended for use with the camera head itself if this is to be detached from the integral mount). The unit appears to have connections for everything you can think of, resulting in a tail containing 15 separate cores and a mini coax for the composite video output. The manufacturer obviously doesn’t expect anyone to use all the connections as only a 7 way terminal strip is provided! Out of the box the Siemens CCAA1417-LPOIR camera is supplied with a short form installation guide that enables basic configuration of the unit. However, so varied are the options on this product you will either need lots of time to ‘experiment’ or access to the full configuration manual on CD (an item that was unfortunately missing from the box on arrival in our case). The camera has both a composite and twisted pair video output, the latter of which may be adjusted for launch voltage (Vpp) and dB gain (configured via dip switch settings located behind
a sealed screw cap on the underside of the camera head). Power to the camera (12VDC or 24VAC) and either of the video output connections are all that’s required to get the unit working in its default configuration , but a separate 24VAC connection is required for the internal heater (and thus may be separately fused). In default configuration, the integral LED array (powered via the camera connection) is disabled although day/night switching is active. Connection of the supplied remote is required in order to access the OSD menu to alter the camera configuration. As regards the video image quality, this was perfectly acceptable under test conditions but not outstanding. Colour rendition appeared better in natural light than the artificial light of our workshop. At this point perhaps it’s applicable to mention the documentation provided with the camera. Whilst the short form guide enables basic configuration, the majority of options available on the unit are not clearly explained (even in the full manual) and based on some of the unusual terminology used, it looks as though Siemens have not cast a particularly critical eye over it. Certain basic information such as range of the integral LED lighting is absent both from the manual and the product datasheet. As already eluded to, the unit has too many options within the configuration menu to detail in full but significant features include: • True day/night operation with mechanical IR cut filter (automatic or external switching) • 22x Optical Zoom (3.9mm – 85.8mm focal length) plus 16x Digital which may be enabled and varied between 2-16x within the menu • 10 zoom presets plus a home preset available (may be linked with alarm functions) • Motion detection (multiple zones) plus a facial detection mode • Privacy masking (16 zones) • Integral IR and white light array Having enabled the LED lighting array within the configuration menu, we completed some basic testing (internally) under low light conditions and found the IR lighting to provide much crisper images and better range than the white light array. Whilst no definitive information on the range was to be found, we anticipate the IR to be effective to approximately 20-25m. Privacy masking and motion detection were easy enough to configure albeit there is limited scope in terms of the window shape (square or

rectangular). With regards to the zoom function, the camera autofocused well externally right out to the 22x optical limit but struggled to cope internally at shorter distances much beyond 10x zoom.
In summary Unfortunately our time with the Siemens CCAW1417-LPOIR didn’t permit us to explore all aspects of its feature set (including facial detection). It’s therefore difficult to do the product justice within this short article. To maximise the benefits offered by this unit however, we feel it would need to be used with a compatible telemetry protocol enabling configuration changes on the fly.

TECHNOLOGY INNOVATION 2013
GPS – Miles Fiber Optic System Back to defend the title it won at last year’s PSI Awards, The Miles detection system is based on a single mode fibre optic cable that is made sensitive to various disturbances created during an attack on a particular structure. It has the highest level of detection while at the same time has a very low false alarm rate. It is completely immune to electromagnetic interference generated by fast transients of current /voltage or atmospheric phenomena (lightning). www.gpsperimeter.co.uk
Raytec – Vario Available in infra-red and white-light, Vario LED lighting allows cameras to produce better images at night, and achieves longer illumination distances compared to standard LED lighting. This is thanks to its interchangeable holographic lens system and elliptical beam patterns with Hot-spot Reduction Technology (HRT). The interchangeable lens system means that users need never be caught with the wrong angle illuminator again, or lighting which can’t be altered if the site or operational requirements change – a problem with fixed angle illuminators. www.rayteccctv.com

A NEW VENUE FOR 2013! This year the PSI Golf Day and Premier Awards are moving to a new venue, Brocket Hall near Welwyn Garden City. Why not come and join us for the day on 23rd July? 013 will see a new venue for our Golf Day and the Premier Awards, Brocket Hall, one of the most intriguing of any of the great houses of Britain. With a rich and varied history, the scent of scandal can be found in the fabric of the building back to its roots in the 13th Century right up to the present day. Brocket Hall, as it is known today, was built by renowned architect James Paine for the owner Sir Mathew Lamb in 1760. However, the Hall stands on the site of two predecessors, the original of which was built in 1239. One thing that hasn’t changed over the centuries is the warm welcome that Brocket Hall has always extended to its visitors. In the 18th Century, the concept of hotels didn’t really exist and large houses were built not only for the family to live in, but also to give them give them facilities for meeting and entertaining. It is fitting that Brocket Hall today should once again be used for this original purpose, and a pleasure for us to offer such a remarkable venue to our friends and guests for the day. The Premier Awards Dinner will take place during the evening of 23rd July, when we will announce who the winners are of the industry’s only Awards campaign based on the votes of

security technology installers. Following the meal and presentations there will be after-dinner entertainment and the chance to unwind in the luxurious surroundings of Brocket Hall. During the day, the annual PSI Golf Day will pit the skills of the industry’s golfers against each other. With two pristine championship golf courses, the renowned practice facilities of the Palmerston Golf Academy and a charmingly positioned luxury Clubhouse on the banks of the Broadwater Lake, Brocket Hall Golf Club is one of the UK’s most exclusive golf venues and a fantastic venue for our Golf Day. For those looking to stay overnight the Regency stately home boasts 30 luxurious double bedrooms, all of which are named after individuals who have either lived in or been closely associated with Brocket Hall. Its suites are decorated with period antiques, oil paintings and beautiful wallpaper. Providing breath-taking views across the country estate, the luxury accommodation retains a quintessentially British look and feel, while reaching modern standards, befitting Brocket Hall’s international reputation.
We hope you will be able to join us at Brocket Hall this year for a round of golf, awards dinner or both! For more details on taking part contact David Lewis on 0208 295 8309

NEC UPGRADES FROM ANALOGUE The NEC has doubled its surveillance coverage with over 350 cameras now being managed through an Omnicast/Security Centre system from its Venue Operations Centre
fter almost 20 years as the busiest exhibition centre in Europe, the Birmingham NEC began realising the limitations of its 170-camera analogue-based system as it provided deteriorating image quality and was limited in terms of coverage due to lack of cabling infrastructure. The NEC was also inhibited by underperforming system capabilities when trying to efficiently conduct security investigations. More challenges also became apparent to the NEC when they began looking to add new cameras in the car parks; and adding or integrating new access control technology with other security and business systems. In similar respects, although the NEC had seen success with their traffic management system, the technology was slowly becoming obsolete, and requirements to expand the system to further improve in-and-out traffic as well as visitor parking, were simply unfeasible with the current system. The NEC decided to invest in a fully-fledged technology upgrade throughout the entire exhibition centre starting from the ground up, rebuilding its network infrastructure to accommodate new systems for video surveillance, access control, video analytics, traffic management, as well as road-side messaging and advertising. The initiative was named Project Mercury. According to Gary Masters, NEC Group Security and Traffic Operations Manager, there were some specific criteria for its new technology platform: “We were looking for an IP-based, openarchitecture system that would be able to integrate with our other systems. We needed every system to be scalable, as we didn’t want to be tied down again in the future.” Today, the NEC has doubled its surveillance coverage with over 350 cameras now being managed through the Omnicast/Security Centre system from the Venue Operations Centre. All the internal cameras are Axis Communications PTZ and fixed IP cameras, with resolutions ranging from SMPTE compliant HDTV to 3 and 5 MP, and wide dynamic range cameras located at the entrances. Outside in car parks, the NEC used Bosch HSPT (High Speed Positioning System) cameras that provide a 120-metre infrared

coverage in the car parking areas; and affixed externally on the building are Bosch AutoDome HD PTZ cameras. WI-FI enabled encoders were used to connect the analogue cameras back to the NEC’s Venue Operations Centre. This was done through a new a point to multipoint wireless mesh network which was built by Vindex Systems to extend coverage throughout the massive property. The NEC has about 120 TB of storage for video recordings which they use for continuous recording as well as archiving of event information. In order to maximise their storage capacity and optimise the bandwidth on their new Alcatel-based network, the NEC is leveraging features in Omnicast like multistreaming. For instance, where dual streaming is set for most cameras, the NEC configured the system to record higher frame rates and resolutions for recordings triggered by motion detection alarms and basic lower quality video is preserved for long-term archiving. Also connected to the network are 16 new AutoVu Sharp ANPR cameras, and another 26 AutoVu Sharp EX ANPR cameras which were added to help preserve hardware investments and easily migrate from their existing traffic management system. Essentially, 42 lanes into the exhibition centre are now equipped with Genetec’s AutoVu LPR system and the NEC have even deployed a mobile AutoVu Sharp camera on a patrol vehicle. For the NEC, the ease of migration, the high plate read rates and accuracy of the AutoVu system has been well received. Beyond traffic management, they are also using AutoVu to monitor shuttle bus frequency, to grant access to one of the venues pre-booked Express parking areas and to be alerted when a “wanted” vehicle is identified. According to Paul Austin, Director at Vindex Systems, “The West Midlands Police receives all the number plate reads to their police control room and uses the system to check against hotlists for wanted criminals, stolen vehicles or for general investigations as part of a much wider ANPR network on the public roads and motorways.” Beyond Omnicast video and AutoVu ANPR, NEC’s Security Centre platform integrates a thirdparty access control solution with over 400 doors. Agent Vi’s real-time video analytics software, ViSystem, is also integrated. Gary Masters concludes: “Integrating systems improves the operational ability of our team. Bringing systems together in a single interface is simply more user-friendly and more efficient,” he concluded. “We have had a number of successes with the system since it was introduced. The improved video surveillance quality, the easy to use interface, and the ability to move between video and ANPR systems has resulted in identification of offenders and resulted in prosecutions.” www.genetec.com

As always CCTV dominates and finding the right products from the plethora of suppliers and manufacturers is very confusing as on the face of it everything seems to do the same thing and everyone claims they do it better. It’s also fair to say that most installation companies think that ARC’s and RVRC’s do the same thing, to the same standards and therefore as there is no product just a service, the cheaper the price the better. True to a degree, but with all things in life you get what you pay for. Cheap and cheerful is OK if you accept that you may replace an item more often, due to reliability. For those installers who promote the quality of their service to justify the cost of the service maintenance agreement, they genuinely believe that they will give a better service than their competitor albeit for a slightly higher price. The same applies to ARC’s & RVRC’s, who don’t have a product, just a service. Unless the service is underpinned by realistic monitoring fees the only person that is going to suffer is the installer and their customer. Monitoring centres are hugely expensive to build, maintain and operate and if their margins are too small there is no scope for growth, reinvestment and opening that all important second centre, to ensure no interruption to service. If you subscribe to the cheap and cheerful approach for a single centre service, then be prepared to replace your ARC /RVRC due to reliability. Pay a reasonable fee for high integrity monitoring and all the electronic wizardry that makes your Company and your engineers more efficient and it will save you money in the long run. It costs a lot of engineering time to swap from one centre to another!

DAY/NIGHT CAMERAS
Cameras perform in the night COP Security’s 15-CO502IC camera utilises a Sony Super HAD CCD for recording quality. Available with Day/Night functionality and IR CUT filter, the 15-CO502IC model offers a 3.887mm 230x zoom lens (23x optical, 10x digital). Zoom functions can be controlled remotely either using a joystick controller, a DVR or at the camera using the on board switches. The camera uses RS485 PELCO D/P to communicate and has features including a digital slow shutter function for extremely low lux operation and an adjustable white balance function, these and other options are set-up in the on screen display. The camera also incorporates dual glass technology that completely eliminates IR LED reflection in to the lens at night and is fitted with ten IR LEDs that offer night time illumination of up to 80 metre with a 50 degree spread. www.cop-eu.com
Utilising IR and white light Tested on page 34 of this edition, the new highresolution all-in-one CCTV camera range from Siemens includes an indoor model, two indoor/outdoor models ready-fitted in IP66 heated enclosures, and an IP66 fixed-dome vandal-resistant model. The new cameras offer automatic day/night operation with wide dynamic range (WDR) technology that reportedly allows them to capture clear images even in difficult lighting conditions. In addition, the cameras feature an integrated twisted-pair transmitter module to facilitate network connection. The top model in the range incorporates the Siemens infrared/white light illumination system. When the camera is operating in low light conditions, infrared mode makes it possible to illuminate the scene without attracting attention, while switching to the white-light mode warns targets that they have been detected. This is often sufficient to deter them from nefarious activity and also provides sufficient light for the camera to record colour images. www.siemens.com
Smart technology prevents bleaching The Twilight Pro EXD IR camera from CCTVdirect is a vandal proof dome camera with 600TVL. This infrared camera comes equipped with a smart IR function, which prevents bleaching of the image like on standard IR cameras to reportedly give a crisper, clearer image. Fitted with 36 LEDs, the camera offers a 30m IR range and a lens size of 2.8-11mm. Recently updated, the EXD IR now allows for onboard termination concealed within the camera base, and provides an extra video connector, OSD joystick and additional video output and power input terminal. Available in dual voltage options, the camera is listed as ideal for external projects where night vision is essential. www.tradecctvdirect.co.uk
Camera achieves homogenous illumination The Dallmeier DF4920HD-DN/IR is a weather-proof HD network camera with automatic day/night switching and integrated infrared illumination. The camera provides real-time Full HD video (1080p/30) using the H.264 codec and supports resolutions up to 3-megapixel. Contrary to most conventional IR cameras that use many small LEDs arranged circularly around the lens, the Dallmeier IR camera uses three large high-performance light-emitting diodes (semicovert 850 nm high power LEDs). The camera thus achieves a very high irradiation output (up to a distance of 25m) and homogenous illumination even in the marginal areas. www.dallmeier.com
Unit handles bright and dark PTZ for contrasting lighting conditions Samsung’s SNP-5300H 1.3 Megapixel IP network PTZ dome offers a 30x optical zoom capability that provides operators with the opportunity to observe close up detail of faraway people or objects without pixilation occurring. Another key feature incorporated into the SNP-5300 is PoE (Power over Ethernet) which offers the potential for savings on cable and installation costs, as it means that power can be drawn from the network. It is able to provide sufficient power for all of the dome’s features as well as for a built-in heater to work effectively when the outdoor temperature may be as low as -30°C. The SNP-5300H, which supersedes the SNP-5200H, has an IP666 rated external housing and is smaller and lighter than its predecessor and is equipped with a fan as well as a heater. With true day/night capability and Wide Dynamic Range (WDR) technology the cameras is suitable for locations where there may be strong contrasting lighting conditions. www.samsungsecurity.com
Offering true day/night functionality (removable IR cut filter) and equipped with the Pixim Seawolf chipset with wide dynamic range (WDR) performance, the new-series UltraView XP4 cameras from UTC are suitable for the most challenging light conditions. “The XP4 performs in bright-and-dark areas where standard cameras struggle and lose vital surveillance data,” explains Lisa Dorian, UTC’s Operations Manager in the UK. “The XP4 produces clear, even images by determining how much light every pixel on the CMOS sensor needs.” A WDR performer at up to 120dB, the XP4 is available in three versions (PAL and NTSC): as a standard box camera, an IP66-rated vandal dome with 2.8-10.5mm lens; and an IP66-rated vandal dome with 9-22mm lens. www.utcfssecurityproducts.co.uk

PRODUCT UPDATE Monitor designed for CCTV Designed for CCTV applications, the Siemens CMTC2315 video monitor is suited for use with the latest HD digital video recorders but also performs with conventional analogue video sources. The monitor features a 23-inch diagonal 16:9 format screen and has a native resolution of 1920x1080 pixels, allowing it to display full HD (1080p) pictures. The screen uses LED backlight technology, which reduces energy by around 30 percent compared with older flat panel monitors, thereby potentially delivering savings in operating costs. A contrast ratio of 1000:1 and a viewing angle of 160° horizontal and vertical ensure that the monitor is comfortable to use and help to minimise operator fatigue. Picture-in-picture, picture-by-picture and video-on-video capabilities further increase its versatility, particularly in security applications where it is often useful to view multiple video streams simultaneously. www.siemens.com

CAUGHT ON CAMERA It’s a fare cop Stopped by the police, the driver of an illegal taxi thought it would be a good idea to flee the scene with the traffic policeman clinging onto his bonnet. The journey took place in Lanzhou, capital of northwest China’s Gansu Province after the traffic police attempted to check the taxi driver’s credentials. Wonder if he charged the cop for the trip! www.youtube.com/watch?v=LqaYi-BRAbo
Nearly caught the train This dramatic CCTV footage shows a police officer saving the life of a man just before he would have almost certainly been killed by an oncoming train. A camera captured the moment in Colombia when a man walked towards the edge of a Metro platform. The police officer grabbed the man just before he stepped off the platform and pulled him onto the ground, before leading him away.
As we all know, CCTV has a real value in the fight against crime, however once in a while it captures the public doing something that is perhaps not altogether sensible or it catches a real one-off moment. Here we look at a look at CCTV clips from around the world… Fill her up, up and away! This footage shows a woman filling up at a petrol station, while her male accomplice waits inside the car. A station employee, having grown suspicious of the couple, walks over to the car. The driver suddenly takes off with the nozzle still attached to the car, causing his partner to be flung several feet in the air. The abrupt motion also caused the hose to disconnect from the pump, which was still dispensing fuel at the time. Not exactly a clean getaway… www.youtube.com/watch?v=aGM9jh39hTU

If you want to impress people as to how strong you are it’s best not to try and attempt something that gymnasts do on the parallel bars, on a bannister. This chap thought he’d show off his supreme masculinity, but ended up falling down a floor and landing badly below. High score for difficulty, low score for artistic merit and execution. www.youtube.com/watch?v=sjV5skwP470
