Changing attitudes There was good news for the security industry recently as it was announced that schools in England are to be required to give vocational routes as much time as academic subjects to help students who want to land apprenticeships
Security
E
ducation Secretary Nicky Morgan said ministers wanted to “level the playing field”, making sure young people are aware of all options open to them. Ministers raised concerns over some schools, which only promote vocational education to less able pupils. Apprenticeship providers must be given access to schools, Mrs Morgan told the BBC. She added: “As part of our commitment to extend opportunity to all young people, we want to level the playing field – making sure they are aware of all the options open to them and are able to make the right choice for them. For many young people, going to university will be the right choice and we are committed to continuing to expand access to Higher Education, but for other young people the technical education provided by apprenticeships will suit them better. “That’s why I’m determined to tackle the minority of schools that perpetuate an outdated snobbery towards apprenticeships by requiring those schools to give young people the chance to hear about the fantastic opportunities apprenticeships and technical education offer.” The news will be welcomed by security companies looking for the next generation of installers and technical experts, many of which offer apprenticeship positions within their organisations. It is particularly good news as for a number of years school leavers have been faced with choices that are often not going to aid them in their pusuit of a career, with them being led down easy paths that are either well trod (a diploma in nail treatments or beauty) or not of any general use outside of a specialist field (a degree in American art history). While this particular hack was a school leaver in the final year that 16 year-olds could go straight onto the ‘dole’ the subsequent procedure change to keep children in further education became rather unsuitable for those who wanted to learn a trade and get earning a wage, especially when YTS schemes were dropped. There is a feeling that we have a shortage of new people coming into the sector so anything that the government can do to encourage school leavers to become an apprentice with a useful trade is extremely positive. The security industry offers long-term career choices and changing attitudes towards apprenticeships among young people so that they see it is not a second-class option is vital for the future of the industry.

INDUSTRY NEWS
INDUSTRY NEWS UK retail crime increases by 2% The BRC’s annual Retail Crime Survey report reveals that the total cost of theft to the UK retail industry in 2014-15 was £613million, a two per cent increase on the previous year and the highest cost on record. The average value of goods stolen rose by over a third to £325 per incident of customer theft. Despite this, the total number of offences has dropped for the second year running. Retailers in the BRC’s sample reported 750,144 offences over the last year, a drop of two per cent compared to 2013-14. The high value of items stolen compared to the drop in total number of crimes has led experts to conclude that crime against retailers is increasingly being carried out by criminals stealing to order. This conclusion was borne out by data showing that fraud is also on the rise. The majority of retailers reported that cyber-attack levels had increased or remained unchanged in the year and fraud rose by 55 per cent, accounting for more than a third of the cost of crime against retailers (36 per cent).
Time to find the brightest stars in security installation
In brief Vanderbilt has achieved the ISO 9001 certification. This is part of the company’s ongoing efforts to make its processes as agile as possible. SECOM has moved into new Birmingham premises. The new office covers an area of 7,500 square feet and has greater capacity to hold bonded stock for key clients. The firm has also developed a new training centre.

The Engineers of Tomorrow annual competition is now open for the fire and security industry’s brightest young engineers to register their interest. Successful entrants will then be invited to pit their skills against each other in a live installation challenge at IFSEC International this June. Each year more than 50 apprentice engineers participate in pairs to complete a 90-minute live challenge on the exhibition floor at IFSEC International, where they are then assessed by a panel of judges from the security inspectorates, NSI and SSAIB, and points are allocated based on performance in the various disciplines. Heat winners and their employers will be invited to the Security & Fire Excellence Awards where the winner will be announced and awarded a £1000 cash prize. Simon Banks, Group Managing Director at CSL DualCom Group, said: “The purpose of Engineers Of Tomorrow is to showcase the very
Merger and acquisition announcements this month Two business stories came to light recently, firstly with the news that Johnson Controls and Tyco have entered into a definitive merger agreement under which Johnson Controls will combine with Tyco to create one organisation which will be named Johnson Controls plc. The company is expected to maintain Tyco’s Irish legal domicile and headquarters in Cork. Johnson Controls shareholders will own approximately 56 percent of the equity of the combined company and receive aggregate cash consideration of approximately $3.9 billion. This was soon followed with the announcement that Honeywell has entered into a definitive agreement to acquire Xtralis for $480 million. The transaction is expected to close in the second quarter of 2016 subject to customary closing conditions, including regulatory approvals. Upon completion of the acquisition, Xtralis will become part of Honeywell Security and Fire, a business unit of Honeywell Automation and Control Solutions. best talent the security industry has to offer. It recognises the value of skills in our sector and for any Installers who have invested in an apprentice, the competition is a great opportunity to promote their competency on a World stage.” Engineers of Tomorrow is part of Apprenticeships for Fire & Security, an initiative that places apprentices into careers in the security industry and supports their development. Sponsored by IFSEC, CSL DualCom, NSI, SSAIB and Skills for Security, the scheme has already helped launch the careers of more than 3,000 young apprentices. Prizes will be awarded to the top three pairs of engineers, with a first prize of £1000 provided by CSL DualCom, the second prize donated by NSI of a £500 Red Letter Day and finally a third prize of £300 supported by SSAIB. INDUSTRY NEWS
Health and safety guidelines could result in higher fines for non-compliance From 1 February 2016, the ‘Health and Safety Offences and Corporate Manslaughter Offences Guidelines’ could mean higher (and potentially unlimited) fines for companies and public sector bodies who fall short of complying with health and safety law. The new guidelines say that in the event of a health and safety prosecution a fine “must be sufficiently substantial to have a real economic impact which will bring home to management…the need to comply with health and safety legislation”. According to Paul Reeve, Director of Business Services at the Electrical Contractors’ Association (ECA), the new guidelines underline the need for contractors, of any size, to have an effective approach to complying with health and safety law. Paul comments: “Key legislation for contractors includes the CDM 2015 and Management of Health and Safety at Work 1999 Regulations. The ECA is working closely with the BESA to ensure that building services contractors know what they need to do, and to help them comply. “A key message to contractors is to have sensible and effective, but also proportionate, arrangements for ensuring health and safety, and to have access to competent health and safety advice. These measures need to cover what you actually do at work, no more and no less”. When sentencing for health and safety offences the guidelines now require the courts to consider factors such as: • ‘culpability’ – ranging from ‘low’ (the company did not fall far short of the appropriate standard) to ‘very high’ (a deliberate breach of, or flagrant disregard for the law); • the organisation’s annual turnover, or equivalent; • any aggravating factors such as cost-cutting at the expense of safety, or mitigating factors, such as a good health and safety record. Paul Reeve concludes: “Two ways for contractors to show basic health and safety capability are to meet the technical and safety requirements of their sector trade association and to meet the assessment criteria applied by schemes operating under the Safety Schemes in Procurement (SSIP) banner”.
THE BOTTOM LINE I N A S S O C I AT I O N W I T H C S L D U A L C O M
The interview that gets the facts from the top This month Simon Banks talks to Alan McInnes, Director of Secured by Design (SBD), the UK Police flagship initiative that is founded on the principles of designing out crime and crime prevention. Could you explain more about the purpose of SBD? SBD was originally developed to improve the security of new building developments through the implementation of design features that research has shown can influence crime and provide minimum standards for physical security. This combination was repeatedly shown to reduce burglaries – in some cases by 50%. Key to this was identifying which products were evidenced to be effective. The prime method was to reference standards which demonstrated resilience to attack. The police services of the UK endorsed these principles and agreed to encourage crime prevention by awarding Secured by Design recognition to products meeting these standards. Recent years have seen standards upgraded as a result of police knowledge of new methods of attack. Who is eligible for SBD approval? Any product which has been tested against a standard demonstrating resilience to crime or a significant crime prevention benefit is eligible. Occasionally a product is unique or is an emerging technology which has not yet developed a bespoke standard. In these cases we may consider other independent evaluations of effectiveness. From the initial project which dealt with door and window security, we now accredit an expanding range of technology including lone worker systems, asset marking/recovery, safes, IT security and alarm signalling systems – as with CSL DualCom whom conform to EN50136. How can the Specifier benefit from SBD? Some technical standards are complex, others are upgraded as methods of attack or design change. SBD includes the term “Police Preferred Specification” and it is the specification which critically has police support through meeting the latest standard. Our website and brochures aim to describe product types and standards in easy-to-understand terms for non-technical specifiers and the public. We list all member companies, but only the SBD qualifying products, so it’s easy for specifiers to check. With 500 companies in the scheme there is a wide choice. What are the future plans for SBD? Whilst local policing experiences change we recognise that some crime prevention projects benefit from a national perspective. This is from pump-prime funding, to research and monitoring technical developments. SBD is financed through its commercial partnerships, not through public funds and we are better able to venture into these areas with assurance of our long-term commitment. For example we have negotiated with a growing number of national house builders to have all their stock house designs certified for security by meeting SBD standards. This makes security a positive sales point for the construction sector and has a benefit for the industry that has invested in having products tested. More importantly we know it reduces crime, reduces demand on policing and improves community safety.

It’s nomination time! The 2016 PSI Premier Awards campaign is now underway – and it is up to you to nominate the entries for the competition
A
s an installer have you used a piece of kit or a supplier that has been mightily impressive over the last twelve months? As a manufacturer of electronic security systems do you think that your company’s products and services deserve to be recognised as the best that the sector has to offer? We are now asking you to tell us what the best products are and who gives the best service for the PSI Premier Awards 2016.
Previous winners shown on these pages include CSL DualCom, RISCO and Klaxon along with special guests Paul Merson, Brian Moore and Dennis Taylor
Nominate online The annual PSI Premier Awards campaigns have been running for many years and have recognised innovation and the highest achievers that the industry has to offer from across a number of disciplines. We are now asking for nominations for the products and services and suppliers that installers think are the best in the market. After the deadline we will then collate all of the entries and, where necessary, ask a number of installers to give us their opinions on the nominated systems. This will give us a final listing of entries that we know will be without anomaly. The types of technology we are looking for are products that are different, not “me too” systems and we want to hear about distributors that go above and beyond box-shifting. The UK security market is brimming with talent so we want to make sure we feature the best new releases of 2015 and the suppliers that give the highest levels of support. So if you are an installer feel free to nominate your favourites via the web page at:
www.psimagazine.co.uk/vote
or if you are a manufacturer/supplier be sure to direct your installer customers to the link. The categories are: • CCTV Product Of The Year • Intruder Alarm Product Of The Year • Access Control Product Of The Year • Technology Innovation Of The Year • Software/IT Product Of The Year • Communications Product Of The Year • Fire Safety Product Of The Year • Distributor Of The Year How to nominate To make sure that your favourite product or supplier is featured in the PSI Premier Awards 2016 you only need to tell us: 1. Your details 2. Name of nominated product/company 3. Award category The deadline for nominations is 8th April 2016. Once we have compiled the list of the finalists in each category we will run all of the details in PSI magazine and on our website. Readers can then vote online as to who they think is most deserving of the awards.

T
his device is promoted as an easy to install surveillance network recorder using the Buffalo Network Attached Storage box from a range produced for both home and business data storage. It is very well packaged with good transit protection as befits a hard drive based device. The 214-page user manual is available as a pdf from one of the Buffalo web sites that is clearly identified in the quick guide.
Start-up
The NAS Navigator software gives access to the unit’s settings and can be used to identify the IP address of the device on the network if it is unknown or has been left at its default DHCP setting 14
The supplied model 3200D had two drive caddys accessible from behind the locked drive bay door. Each was fitted with a 1TB Toshiba 6Gb/s SATA drive. Initial setting-up was very straightforward; pressing the front power on switch starts the power on sequence. The switch surround flashes green as the system boots and after a short delay the two-line LCD display begins identifying which stage the device has reached. After approximately two minutes, the green switch surround glows continuously and the LCD sequences through a sequence showing the status of the two LAN ports, their connection speed, IP address, Time & Date and Model number with firmware version. The supplied disk only provides software titled NAS Navigator and some limited documentation. The NAS Navigator software gives access to the unit’s settings and can be used to identify the IP address of the device on the network if it is unknown or has been left at its default DHCP setting. It also confirmed that the device drives were configured as RAID 1and allows flexible back-up and failover modes to be established.
Once the unit was up and running as a network drive the next stage was to check its performance as a surveillance recorder. It is only at this stage that you find there is no software supplied on the disk and the manual directs you to download a suite of software from another Buffalo website. This download gives you a number of programmes including Camera Policies, Data Service Policies, Live Viewer, Network Activity, Surveillance Video Manager, and Vault Admin. Cameras are added using the Camera Policies programme. This manages the cameras to be recorded by the NAS and while there are a wide range of camera manufacturers and models listed, the process was not very clearly defined. The cameras can be added using a “Wizard” to discover known camera types or the details can be entered manually. It is only on page 119 of the manual that it becomes clear that only one camera is permitted for the supplied recorder with additional licences being required for extra cameras to be added. You have to go online to the Buffalo website to gain a licence key for this “free” camera. There appeared to be no way to gain additional licences on line with a simple reference to obtaining these through your distributor although later a US site did appear to offer this service as noted below. It is stated that as long as the camera can provide an RTSP stream then it should be compatible however, for this test the first three cameras individually tried, failed to record even where listed in their wizard but the fourth finally did after much diagnostic work and delays waiting for changes to be implemented and precautionary re-boots to occur. A video provided through their website purports to show how easy it is to load cameras on to the system but the presenter uses a 5200 model that is already loaded with 16 licenced

cameras and simply adds two more. No advice on alternative devices or diagnostics is provided. To be of real benefit the video should have shown a fresh out of the box NAS device connected to a clean PC with no prior drivers or software loaded. The recorder in default mode records video in a series of folders as 5-minute clips of approximately 215MB for an HD camera with filenames consisting of 32 hexadecimal characters and a “.DATA” extension, an associated 14KB file of the same name but with an “.HDR” extension provides storage location header data for each data file. The live viewer programme can show any cameras connected by way of a selection tree for dragging into a display window that can be arranged from a single image through 2x2 up to 4x4 display. Strangely it also includes arrays such as 2x1, 3x1 and 4x1 that have no useful purpose as the rest of the window has no alternative display capability. While it does have the ability to sequence some of the layouts, it does not add much value over a basic browser display and occasionally when starting up showed an annoying “Unable to initialize Rvt subsystem” message that could only be overcome with a PC re-start. The Surveillance Video Manager programme simply allows you to select an individual camera’s recordings within a time and date range and to have these presented as 5-minute clips. For these to be viewed you have to load either the VLC or Apple QuickTime viewer. These did not correctly integrate with the Buffalo software on either of the two PCs used during the testing and there was no information in the manual to assist beyond stating that the third party application had to be installed in their default locations. A 404-page Buffalo Surveillance Server Administrators Guide is available to download but while this provides a large amount of detail on system configuration and policies, it does not help in resolving some of the basic installation problems and does not appear to explain error messages and their implications. Once a clip is selected it is then possible to export this as a “.MOV” file for evidential use with a watermarking option. While this functionally provides an export file it lacks the flexibility and multi-camera export features that surveillance systems users would normally expect.
Conclusion This device looks as though it has been repackaged to provide an opportunity to sell a storage device into a new market that perhaps has not been fully understood by its developers in terms of the functionality and the simplicity of installation that is required, particularly where users will not necessarily have the range of IT skills necessary to identify and correct some of the difficulties encountered with network device and software installation. The presentation material is potentially misleading with claims that it offers “embedded advanced forensic-based video lifecycle management” on some sites, with the suggestion from other sites that it simply uses a preconfigured third-party (Axis) recording solution however that approach may be limited to just that supplier’s cameras so perhaps the downloaded software represents a move from externally sourced software to their own. The fact that a five licence pack is available for just $65 from a US Buffalo site makes it seem a nonsense to provide a system that only includes one licence for a device that is promoted for up to five cameras. While there is an advantage in having a flexible, scalable recording architecture, most devices of this size will most likely be used in residential and small commercial properties and for this the installation process needs to be simplified and the user functionality needs to match that expected of current surveillance software. It is disappointing that what is clearly a good NAS device has been let down by its Surveillance user interface and features.

Arm or disarm detectors and beams remotely Luminite Electronics has enabled the Genesis IP masthead receiver (LGIPMT434) to work with the new remote keypad (LGKSQ) to arm and dis-arm Genesis detectors or IR beams making it possible to arm or disarm a security system remotely over the internet or in conjunction with the wireless keypad. Up to eight PIN numbers can be stored on the receiver for the keypads and a name can be assigned to each PIN (up to 16 characters) meaning that the end user can be alerted if the system is armed or disarmed and by whom . PIN numbers can be added or deleted remotely. Each PIR can be individually enabled or disabled via the receiver remotely over the internet. Tamper alerts are not affected. Partial arming or disarming of the system is possible by selecting unit numbers to be affected by this function. Up to 32 keypads can be linked to one masthead receiver and the keypad has anti tamper and low battery alert functions. www.luminite.co.uk
30x PTZ camera for quick tracking and focus IDIS has unveiled a new Full HD 30x optical zoom PTZ camera featuring Smart UX Controls which utilises “slingshot” and “rubber band” style control to reportedly deliver accuracy and ease of use. The camera also supports ONVIF and is compatible with a range of recording platforms, including DirectIP NVRs and the IDIS Solution Suite VMS. With click-and-drag actions, operators can quickly focus on and track specific objects with no need for multiple clicks to change direction. The 30x optical zoom allows users to capture images from distance and Wide Dynamic Range (WDR) functionality is listed as providing clear images even under backlit conditions. Day and night ICR delivers images from broad daylight to the darkest night. The 30x PTZ Camera also features IDIS digital image stabilisation (DIS) technology, reducing the jarring effects from vibrations during recording. www.idisglobal.com 18
Network devices for IP CCTV applications
AMG has launched a range of 1, 2 and 4 port media converters, unmanaged and semi-managed switches. Designed and built in the UK, the ruggedised network devices are designed for deployment in IP CCTV security applications where size constraints exist. The new semi-managed switches eliminate multicast flooding to local Ethernet connected devices, which makes them suitable for larger CCTV applications where unmanaged switches are not sophisticated enough to handle multicast traffic and where fully managed switches demand an unwelcomed overhead of individual programing, additional cost and network complexity. www.amgsystems.com
IP illuminators now integrated with VMS Raytec has announced that Vario IP network illuminators are now integrated with the Avigilon Control Center (ACC) video management system from Avigilon. Through the integration, VARIO IP illuminators can now operate in conjunction with Avigilon HD video security cameras and other network devices. This means delivering situation-dependent lighting to accompany live security camera events. In the case of White-Light illumination, this provides an automatic response in the exact place the activity is happening. Available in Infra-Red, or White-Light LED variants, Vario IP can be controlled individually, or in groups via the ACC system. This makes it easier to deliver an appropriate lighting response on large sites. Operators can also make adjustments to any single illuminator, or group of illuminators in real time to optimise image quality. www.rayteccctv.com

ANPR camera for single traffic lane capture
To match the demand for installations where users want to focus on a single lane of traffic, MAV has launched the IQ:SL model which concentrates data capture into narrower lane widths giving a reduced entry price. With up to 32GB of on-board memory, the IQs can store in excess of a million plates including colour overview and plate patch images. Each read can be sent immediately, but can also be accessed later using the IQs ‘store and forward’ feature. The IQ uses a variety of industry standard protocols, including JSON format for the complete metadata, and has the option to add multiple communication bearers to further support partner data management. MAV has also launched an optional expansion module to compliment the IQ range. The factory fitted module offers the chance to attach peripheral devices such as radar for speed indication added to each plate read; pan and tilt control for flexible deployments and relay output to activate barriers or signs. Additionally, the expansion module enables triggered ‘no plate’ images to ensure that even when a missing, damaged or unreadable plate is present, the IQ can still capture a colour image for later investigation. www.anprcameras.com

INTERVIEW
The cable guy
“Whilst we have seen a significant increase in wireless there will always be a requirement for hard wired systems especially if reliability is paramount”
This month we talk to Peter Walsh of cable and connector supplier Securiflex about the role of cabling in security installations and new regulations concerning quality eter Walsh joined Securiflex eight years ago following a successful career in cable recycling. While he makes no bones about the fact that he had no direct knowledge of security installations, Peter’s expertise is in the manufacture and specification of cable. PSI caught up with him just as the news broke of a new company branch opening in Gloucestershire.
P
How have the last twelve months been for you? We have seen organic growth of between 2530% during 2015/16 trading period and very similar results the previous year. There are a couple of main reasons for our success over that time, however I would largely put it down to the vast range of cable products we have available from stock for installations to include security, fire, data, television and satellite and all of the accessories required by the trade. Our ISO9001/2008 accreditation and free delivery for local accounts or orders over £200 also show our service commitments. Is the new cable standard for intruder and hold-up alarms welcome news? Personally, I think the standard is well overdue. There is so much cable coming into the UK these days that some of the larger installers may not know what it is that they are purchasing in terms of quality. With the new standard, the installers at least now have a benchmark to work from so they can specify type 1, type 2 or
www.psimagazine.co.uk
type 3 from distributors that should also be using the same standards, meaning that they are installing a good quality of cable that will last and perform well. It is worth highlighting that there is an estimated 10,000 cable manufacturers of sorts in China alone, so the quality of what is coming out from all of them is going to differ. What do you think has really driven the new standard? From my point of view the regulations were driven by the amount of poor quality cabling being imported into the UK market which then went on to fail. When people don’t understand what it is they are buying they are putting their whole installation at risk. When it comes to buying cable it’s not the same as buying a CCTV camera, for example. When you’re looking at cameras the salesperson can explain what the camera does and its specification, resolution, autofocus etc but when it comes to cabling, the most integral part of the job, people invariably specify the cheapest option available. Choosing lower grade cables does not necessarily guarantee an overall saving as time can be lost in termination and fault finding. Just because cable is not seen as a ‘sexy’ part of the security industry in the same way that a HD camera or a smartphone controlled alarm might be, it is a price driven commodity, which can put the entire installation at risk. “Traceability of the cable will become a major concern in the future security market; it’s not going to be price driven as we have experienced in the past”
There are ways to reduce the cost of cabling during manufacture, such as cutting down on the copper content and using more tin plated copper clad aluminium (TCCA) wire instead. In this case you are not getting a ‘true’ copper product but an equivalent and in certain environments this will not do the job it has been purchased to do. People need to understand that the cable they use must be suitable for the environment in which it is going to be used. Hopefully the new standard will take out the problems caused by specification confusion. How widespread is the problem? The UK has a huge cabling infrastructure in place. CCA cabling has not been tried and tested to the extent that copper cable has. I know of installers that have come across copper cabling that is 15 years-old and still as reliable as the day it was fitted. When it comes to CCA products it is more susceptible to the elements and can degrade with time. I fully expect that in the years ahead installers may find that some of the CCA cabling has potentially corroded due to environment exposure or fatigue. This all means that you cannot guarantee the performance of a CCA cable in the same way that you can a copper cable. Installers have until 1st April to use up any old stocks they have. Wouldn’t it be better just to stop using it straight away? I do think that would be for the best in the longterm, however I can see why they would want to use up the stock they have as they have paid for it. For distributors like us that import significant quantities of cable each month we also need to clear out the stocks and have the breathing space to do so. Any reputable distributor/importer that has done their homework will have the new product in production already, ahead of the 1st April. Once the standard is in force, will the three types of cable then all be of the same quality or will there be cheaper/premium options within the ranges? I would like to think no, but it will all come down to how companies interpret how the standards have been written. If there is a loophole in the standard somewhere it will, no doubt, be exploited.
22
There will be readers of PSI who say “Who’s worried about cabling? Everything is going to be wireless”. What do you say to them? Whilst we have seen a significant increase in wireless there will always be a requirement for hard wired systems especially if reliability is paramount. The demand for wireless tends to be high in smaller domestic applications however larger commercial installations still tend to lean towards wired systems. Do global commodity markets affect the cabling industry - specifically in terms of copper and steel prices? Everyone who is importing cable from the Far East or mainland Europe is affected by the both commodities market (LME) and the dollar rate. Other factors include oil and raw material costs. People sometimes seem to be under the impression think that if the price of copper is down then the overall cost of cabling will go down, however this isn’t always the case as there are many other considerations that will determine the landed price. We always endeavour to keep our pricing as consistently low as possible and only change if we have experienced any major fluctuations which we can no longer sustain. Are you looking at the home automation market? Yes it is something that we are working on currently and expect to stock a comprehensive range of cables in the coming months covering a number of disciplines including security, lighting, sound heating and ventilation. What advice would you give to security systems installers? I would ask that they take a closer look at the cable they are buying because it is an integral part of the success of the application and so it should be fit for purpose. Only purchase from reputable distribution companies who take product quality and cable specifications seriously. Traceability of the cable will become a major concern in the future security market; it’s not going to be price driven as we have experienced in the past. This will be further enhanced by the Construction Products Regulation (CPR) which will have some bearing on manufacture’s and distributers within the UK market.

Specifying surveillance Ever walked into a trade show to be completely overwhelmed by the number of surveillance cameras on show? When you go about specifying the best one to use, is just picking the latest system a good idea?
T
he surveillance industry is undergoing an innovation spike when it comes to cameras. Terms like ‘4K’, ‘on-board analytics’ and ‘omnidirectional’ are discussed with frequency, each often in the context of revolutionising the market. It’s a fast-paced, technology driven scenario that is leaving many excited yet understandably confused. Having so many options is great but it does result in one inevitable and important question. What exactly is the best camera out there to use? This is an important question since a camera is the starting point when designing a system and if the camera is not fit for purpose then the images will never deliver the quality expected. The question is also one that is almost impossible to answer for one very good reason – it confuses capability with suitability.
Capability in focus When it comes to capability, newest does often equal best. The surveillance industry certainly follows in the footsteps of consumer technology in this respect. Model 2.1 will always have more features and therefore improved capability over its 2.0 predecessor. At present it is 4K cameras that hold this mantle. Claiming a pixel density four times greater than HD and displayed in a 16:9 aspect ratio format, 4K will enable unprecedented levels of analytics moving forward. Zooming in to an image to view the finest of details without jeopardising overall image quality is no longer restricted to over-ambitious TV crime shows. 4K cameras are capable of making this process a reality. Does this mean that everyone should adopt 4K technology? According to Wayne Barraclough of Synectics, not at all, and in the broader context of project suitability and system performance, there are many more factors to consider – particularly in sectors with specialist requirements driven by industrial settings or environmental conditions. Wayne explains: “Take light conditions as an example. In poor light conditions biggest does not mean best, at least when it comes to pixel counts. This is because as pixels get smaller, light
www.psimagazine.co.uk
gathering potential is reduced: a 2 mega pixel camera will, in most cases, outperform 3 or 4 mega pixel models. Just because a camera has the ‘latest’ capabilities, it is not necessarily always right for the task in hand.”
Assessing suitability
“Just because a camera has the ‘latest’ capabilities, it is not necessarily always right for the task in hand”
One of the best examples to explain the capability vs suitability argument involves HD cameras and focusing. HD cameras deliver a clearer, more densely pixelated picture. They can pick up more detail and, because HD images are displayed in 16:9 aspect ratio (compared to SD which is typically displayed at 4:3) they have a wider and more useful field of view – less sky, more ‘action’. However because HD cameras pick up more detail, any movement of the focus or zoom – even if very slight – can have a huge impact on the picture, an impact you would not really notice with SD. As many HD cameras do not feature motorised autofocus lenses this can cause a big problem. Attempting to manually adjust an IP HD camera focus is extremely difficult, and sometimes almost impossible. For example, a site with over 500 cameras to manage, where the footage captured has to be fit for purpose (in line with the surveillance camera code of practice) demonstrates how the appeal of superior definition is diminished in relation to practical application and operation. Broader context makes a difference. It may actually be more suitable to have a mix of 2 mega pixel and 4K HD cameras with motorised autofocus in order to achieve the best and most cost effective results. 25

What do you want to achieve?
s “Concentrate on overall suitability for the specific application - rather than being blinded by features”
26
Keeping in mind the vital importance of suitability, the starting point for any camera selection should never be to ask what’s best, it should be to ask “what do I want to achieve?” Consider a camera with wide dynamic range, for example, for most applications, the ability to capture a wide range of lighting conditions in one scene is desirable. This is typically achieved by either digital balancing or by the camera taking two images at once – one designed for light, one designed for dark – and pairing the two together to get the desired final image. This capability is particularly important for HD formats (16:9 ratio) as the likelihood of contrast is increased with a wider field of view. While an HD camera with WDR might be perfect for a specific public space setting or for surveying an expansive industrial space, it’s less important for gaming applications where tight, detailed footage over gaming tables is preferable. There is also a massive difference between the role of surveillance to detect and surveillance to identify. “For many sectors, identification of an intruder – for example – is secondary; the priority is more on capturing movement and detecting physical presence where there should be none,” says Wayne Barraclough. “This applies in particular to large industrial or oil and gas facilities. For these facilities, suitable camera choice is not detaildriven, it is reliability and operationally driven – the camera needs to be able to detect movement in extremely challenging conditions. An explosion proof specialist thermal camera may therefore be preferable.” In other settings, for example an airport, identification of physical features may be the priority, particularly in passport control areas. The
ability to pair reliable visual verification with watch-list data to assess threats rapidly is the driving goal, a goal that a 4K camera may well be best placed to achieve.
Compression and storage In addition to identifying purpose i.e. answering the question of priority outcomes, camera selection and usage is also inextricably linked to compression and storage considerations. The benefits of adopting an HD camera – particularly an expensive 4K camera – are almost entirely wiped out if compression and storage are not fully taken into account. “The emergence of H.265 (sometimes referred to as High Efficiency Video Coding) promises much – up to twice the compression efficiency of H.264 without any associated image quality deterioration,” explains Wayne. “For example, while compressing higher resolution images decreases demand on bandwidth, more resource/power is required at the system’s backend in order to decompress files for viewing. Without the ability to restore and view images in their original state, there is little benefit in investing in HD camera technology. The knock-on effects of compression do not stop there. Image latency and multiple camera playback capacity may also be negatively affected.” However, the H.265 format is not yet ‘nailed down’ sufficiently to afford these benefits to the majority of cases. Cost will also remain a prohibitive factor for many while H.265 matures as a software solution.
One factor often overlooked Taking all these points into account, it becomes clear that getting the most out of surveillance cameras is not as straightforward as picking ‘the best’ or ‘the latest’ technology. It is about a wider matrix of considerations spanning factors such as sector standards, purpose, resolution, bandwidth availability, storage, budget, compression, dynamic range and operating conditions to name a few. And let’s not overlook usability as a key addition to that list. Any camera, in any sector, with any number of impressive features, will ultimately fail to deliver if it is operationally challenging in day-to-day use. “There is a perfect camera for any surveillance, security or safety setting. Concentrate on overall suitability for the specific application - rather than being blinded by features - and the answer will always present itself,” concludes Wayne.

Attention seekers What is the most overlooked aspect of the security industry? The PSI Panel is in session... Clym Brown Texecom
For electronic security systems, intruder detection is still the fundamental aspect of any system and it is an area that is increasingly overlooked. Whilst the introduction of standards and 3rd party accreditation have gone some way to ‘raise the bar’ in terms of general performance, intrusion detection products, and PIR motion sensors in particular, have become highly commoditised with the true value misunderstood. The humble PIR has come a long way from the more basic models offered in the past, and is still the cornerstone detection method of most security alarm systems. PIRs are straightforward to use, provide a clearly understood level of intruder detection and offer a price/performance ratio that few other detection technologies can match. Selecting high quality intrusion detectors is vital, as their performance governs the effectiveness of the entire system. I would recommend that installers look out for the following characteristics when selecting PIRs, over and above the price! Digital Catch Performance - Digital signal processing can intelligently analyse PIR sensor signals to determine genuine intrusion situations. High Immunity to Electrical Noise - Digital PIR detectors can actively reject electrical noise and other potential false alarm sources without compromising catch performance. Digital Temperature Compensation - Digital temperature compensation adjusts the PIR detection sensitivity to ensure the optimum detection performance even in hot or cold ambient temperature environments. Active White Light Rejection - Some digital PIRs can measure the light levels in a room and actively reject any sources of white light that otherwise could have caused a false alarm condition (e.g. car headlights, direct sunlight, etc.).
Anti-Jarring - Certain digital PIRs can discriminate and reject electrical signals caused by sudden shocks to the detector (or the surface the detector is mounted on). Automatic Sensitivity Adjustment - Digital PIR detectors filter out background disturbances by automatically adjusting the alarm sensitivity according to the installation environment.
Billy Hopkins - IDIS Europe
All systems are not equal and there is huge disparity in terms of quality across surveillance systems in the market today. To deliver true quality and reliability surveillance manufacturers need to buy the best components available, and in order to do so, they need the financial clout to negotiate with chip, drive, lens, and other component producers. Few companies have the required influence, which is why we now see the market flooded with cheap and poor quality CCTV. In addition, despite marketing hype very often promised features are often not realised. Take plug-and-play for example. True plug-and-play should mean zero configuration technology, which is embedded into an entire surveillance solution that includes auto-IP, multicast DNS and a DNS discovery service, which in turn means plug-and-play across multi-site implementations. True play-and-play means less of a training burden for both installers and end users making it incredibly cost effective in terms of ease of installation, operation and maintenance. That brings us to the point that total cost of ownership (TCO) is also not very well understood outside of enterprise sectors. Many small to medium sized businesses don’t always understand the longer term cost implications of disparate or poor quality systems. Utilising a complete end-to-end surveillance solution from one single manufacturer can prove incredibly cost

“There still needs to be more emphasis on cyber attacks that could have a detrimental effect on site security”
beneficial by eliminating the time consuming need to access support from multiple manufacturers across cameras, transmission, infrastructure, recording, software through to accessories. The ability to integrate with other security systems is also important to reduce control room inefficiencies where operators need to constantly switch between disparate security systems for intruder, access and video. And lastly, while the initial price point may be attractive poor quality systems are usually troublesome to install, operate and maintain and, therefore, likely to prove a long term poor return on investment.
Joel Babb - Farsight Security Services
To be able to supply a remote surveillance solution security equipment installed on site needs to be accessed via the Internet. Be it a fibre, copper, or mobile broadband service the premise is still the same, and certain rules need to be added to the firewall to allow 'outside' WAN traffic 'inside' onto the LAN. The Internet connection needs to be as secured against virtual intruders as much as the perimeter of the actual site needs to be able to resist physical intruders. In today’s smart security age, with commentators constantly talking about IT security, cyber attacks and vulnerability, you might assume the security of IP devices is top of an installer’s checklist. However, in reality we know virtual security is still sometimes getting overlooked by engineers. There still needs to be more emphasis on cyber attacks that could have a detrimental effect on site security. Worryingly, it’s not uncommon for the Farsight team to see security equipment that has not actually had the default password changed since it was hooked up – making the device accessible to anyone online, if they know where to look! A simple fix here is to ensure that fishing expeditions trying to access devices are automatically redirected elsewhere. For example, firewalls can be set up to restrict traffic to specific ports to specific IP addresses, such as the public web address of Farsight Security, where a genuine installer or end user can then login securely to our monitoring portal and fault tracker. The Farsight team is also able to accommodate a secure encrypted point-to-point VPN ensuring maximum security between us and the remote site." We all know cyber security of hardware is essential, but at the same time it really is the industry’s new “elephant in the room”. Strengthening a device’s passwords seems like a simple, obvious safeguard, but it is not 30
necessarily something that is recommended on the box when an installer unwraps the newest, ultra-functional IP device. Virtual security must become a key priority, and, by following a few simple rules, installers can ensure sure their customers’ sites are as electronically secure as they are physically.
Stephen D Green Security Institute
To risk make a sweeping generalisation, security equipment installers tend to view themselves as engineers or technicians first, and security practitioners second. I know this because I always did. I was often so intent on what I could do that I forget to ask myself why I was doing it. I was not alone in this shortcoming; much of the security technology industry forgets that it is not in the consumer electronics market but rather in the business of risk management. The sole reason we deploy any counter-measure is to reduce, as far as is reasonably practical, one or more perceived security risks. It is essential that security installers, like any professional, ensure that the solution they provide to the end-user is fit for purpose, but how is this to be judged? If the installation is neat and unobtrusive, is it fit for purpose? If the system provides low false and nuisance alarm rates, is that fit for purpose? If the product is intuitive and makes the end-users life easier, does that make it fit for purpose? The simple answer is no, if it does not also mitigate effectively the risk it was intended to counter. And the only way that this can be determined is through clear identification, characterisation and quantification of the security risk before any specific solution is considered. All too often this essential step is ignored in the headlong rush to meet delivery dates and client expectations. Sometimes it seems that the reflex answer is “CCTV and access control”, but no one knows what the actual question was. The installer that is able not only to offer a neat, reliable and effective solution, but who can also demonstrate how this addresses the original security need, will be seen to add value and thus gain repeat business.
Anthony King Kings Security
The one element often overlooked in security systems is their ‘purpose’. It is important to discuss with a client, the agreed scope and purpose of the system that is
www.psimagazine.co.uk
EDIT panel mar16_PSI_mar15 26/02/2016 09:57 Page 4
being proposed for installation. This discussion is essential, as it sets expectations and realistic goals and also helps the client to make a more informed decision about the system they choose. When taking a client through the four D’s principal: Deter, Detect, Deny and Disrupt, you will often find that most clients believe they will never need to get past the first D, to deter! Installing a security system with the expectation that it will never be required, means that when it is, the client soon realises that the original design wasn’t fit for purpose. How often are customers’ expectations not met, when they review CCTV of a break-in and all they can see are grainy images of hooded criminals, with no way of identifying them? The importance of camera positioning to achieve clear face shots needs to be conveyed along with the Home Office guidelines required to identify a person with CCTV. To detect a person, they must occupy 10% of the screen height, to recognise a known person it’s 50% of the screen height and to identify an unknown person it’s 120% of the screen height. This means the person will usually need to fill the screen from the knee up. The realisation of the capability of CCTV then determines the number of cameras needed and the quality and type of CCTV system. Positioning and what other measures such as, physical target hardening and smoke machines can be used to achieve the 3rd D, denying access to the asset. Customers who purchase a security system but are not convinced it will be used will only take the cheapest price, through lack of knowledge and poor advice.

Over the last twenty years our industry has been transformed by the development and adoption of technologies such as IP networking, mobile connectivity, HD sensors, megapixel cameras and biometrics. The full integration of electronic security products is not only possible, but available ‘out of the box’. And the business benefits that accrue from the interface of access control systems, for example, with key business systems such as payroll and IT are tangible and compelling. At the same time, the cost of this technology continues to fall and the skills required to specify, install and maintain it are increasingly common. This has allowed the technology to reach new and wider markets, and it’s undeniable that the latest, most advanced electronic security
www.psimagazine.co.uk
technology is now within easy reach of a wide range of customers, and not the sole preserve of the largest, multi-site corporations, as was the case in the past. However, in our technological arms-race one key element is often neglected: what is the end user’s objective? What are they trying to secure? And how is this best achieved? It’s the application that should suggest the technology that is required, and not the other way round. Ten megapixel cameras provide a level of clarity and detail that is truly astonishing, but few would deny that they represent technological overkill positioned above a single, well-lit door. As the price of storage has tumbled, we think in terms of terabytes, not megabytes – yet it’s often the case that storage capacities vastly exceed the content that needs to be stored. I am no luddite, and I’m certainly not suggesting that we turn our backs on the technological developments that have made our industry such an exciting, innovative and fastmoving place to operate in. But we must constantly remind ourselves that we should develop and deliver the best technology, solutions and services that add real value to our customers every time.

To keep pace with consumer demands it is important that we embrace new technology and push the boundaries, but what often gets overlooked is the alternate ways that we could plan the security solution. This could be anything from considering the users’ interaction (to improve simplicity), the demands of the solution (before we over specify) and most importantly, the planning of the solution (to rethink the layouts of a system). Just because that is how we have done it for ten years, it may now be an outdated method. Great examples of this are markets like Ireland and Italy, who focus on perimeter protection to detect and deter would-be intruders before they enter the property, or Germany, who focus on structural security rather than electronic. This changes the focus of the security system, depending on the region of sale; shock sensors and contacts on points of entry with external dual technology detectors and beams, to barriers and security shutters around the home. By having an awareness of the target market and an openness to plan and develop security solutions differently, we could develop our offerings to be more focused and user oriented. For example, the latest innovations of adding app’s and IP cameras to provide control and monitoring from anywhere in the world, which ticks the boxes of user interaction and the latest demands of solutions. With alternate technology that focuses on the end user buying off-the-shelf security to install themselves, the expert installer has the opportunity to retain or grow market share. Our unique selling points as an industry are our after sales support, service agreements, years of knowledge and expertise and the standards to which we must adhere, none of which DIY systems offer. What we must do is offer "new" concepts by embracing advances in technology, differentiating our offerings and being creative to remain ahead of the pack. 31

Meet the installer Do you use a distributor or buy direct from manufacturers? It’s a bit of both, for the ease of servicing, parts and engineer training we try to stick to a specific range of products, particularly with regards to intruder alarms. Our preferred range is that produced by Texecom for larger domestic and commercial properties and the Pyronix Enforcer wirefree range, for small to medium domestics, both of which are readily available from all of the major distributors. Our preferred door entry range is the audio and video products from bpt. Our preferred CCTV is the HikVision range, again through distributors, whereas access control is split between buying Axiom Lite and Axiom V direct from ARAS RBH and the Paxton kit from distributors. Is third party accreditation beneficial to your company? Around the time Fullstop was formed, NACOSS merged with the ISI to form the NSI and no sooner had we achieved NSI Icon accreditation then they renamed it NSI Systems Silver. I think that I must be one of the few people who have been a Director of a Company when they have achieved NSCIA and NACOSS (Clarion), NSI ICON, NSI Systems Silver and NSI NACOSS Gold recognition. This strongly suggests that I do believe it’s beneficial and that it inspires confidence in potential customers when they see a range of bodies that the company are either accredited by or are members of. I know when I’m looking for someone to do something for me I am swayed by the number of trade associations or regulatory bodies’ logos that are on show! As well as the favourable perception such accreditations bring, there is the more tangible factor which is the requirement by insurers for NSI and BAFE companies and the ever growing number of health and safety requirements which have resulted in various inspection/approval bodies.
This month we talk to Dave Robertson of Fullstop Fire & Security Systems
A typical installation large enough to be called a project in the past twelve months has varied from installing a new CCTV system in Exeter Airport to access control and CCTV in the NSPCC’s new offices in the City of London. Are there any common requests from customers that give you problems? The same ones have been around for as long as I can remember (which owing to my advancing years isn’t very long), either wanting it installed yesterday or wanting call out service within ten minutes, so that they do not have to wait for an engineer. These issues are not totally unique to our business, particularly the question of when we can install something, but out of hours service is not so common. My response is to quote the NSI parameters of four hours and if they’re not happy with that, tell them that if they pay £100,000 + VAT per year we’ll have an engineer waiting for their call. Do you think there is a skills shortage in the industry? Any trouble recruiting? Interesting question, when I started at Rely-a-Bell in 1960 I learnt how to install lace wiring using something called Durawire, on doors covered with hardboard and fed via tinsel flex door loops and on windows through ½” tubing secured by saddles or drilled & grooved batten. Contacts were surface copper devices, such as aero and springs, MO bars across double doors and Pye micro switches on windows. These devices and terminology and others such as vibros, knockout bars, lock block and coffin are long since defunct. At that time CCTV and access control was very much in its infancy as far as the broader market went.

I wish I had a pound for every time someone has said to me “burglar alarms are a waste of time because no one takes any notice of them”. I’ve long since stopped saying “the burglar does, that’s the important thing”’! 34
I’m not sure that the skills required now are greater, they’re just different. In the 50s and 60s the skills required for surveyors and engineers were based on the perimeter being the prime line of defence, requiring protection to doors and windows as well as roofs, substandard walls, stallrisers etc. Since the introduction of Radar by Systron Donner and Micro Wave detectors, initially by MESL in the late sixties, early 70s and more latterly passive infrared detectors, it just seems a matter of covering all of the access points with a movement detector or two in the room. On high security risks, or where circumstances require it the perimeter is still covered, but now it’s with shock sensors or break glass detectors. With the growth in the number of CCTV, access control and door entry systems the modern day engineer does need to be more technical, particularly with the growth in IP systems. Fire systems do not seem to have seen so many changes, apart from the introduction of addressable and aspirating systems. The skills required for the fire and security industry have always been off-kilter with the mainstream trades, with a fairly close affinity to the electrical trade and more latterly Internet and computer providers, but having significant differences. There are a number of skilled engineers in the industry, trouble is most of us want multiskilled engineers! Almost all of the engineers in the security industry have a strength in one, or if you’re lucky, two of the disciplines with a smattering in the others. Ideally, not only do we want an all-round knowledge of security systems but an expert on fire alarms as well, not to mention emergency lighting and fire extinguishers! We have trouble recruiting installers because at the moment the industry seems to be buoyant and ‘supply and demand’ seems to be the order of the day. As we all know technical skills are important, but so is the ability to relate to customer in a way that leaves them happy with the way things have been dealt with. Of course this applies to the people skills of office staff, supervisors, managers etc, an area that’s often neglected. I’m happy to say we do get a lot of positive feedback, but of course there’s always room for improvement.
price driven, i.e. it’s a grudge purchase. Whilst this is definitely a factor, the emphasis changes once you have the chance to discuss the positive sides of whatever system is under consideration. Having said the above, I wish I had a pound for every time someone has said to me “burglar alarms are a waste of time because no one takes any notice of them”. I’ve long since stopped saying “the burglar does, that’s the important thing”’! What would make your job easier? There are obvious things like more flexibility from the accreditation bodies, more common sense from the health and safety assessors and employment law adjudicators; and customers that all pay on time. Truthfully after 55 years in the industry, if my job was any easier I’d be bored! What is your ultimate/fantasy electronic security product? One that I could send to the customer that he could just plug in and would protect the whole premises, no matter what size. It would ignore keyholders and any form of animal and transmit an activation signal and video images to an ARC and/or customer if a burglar came in, without the need for a telephone line or hardwired internet connection. Of course there could be options like sounders or a voice annunciator. Hopefully with a good profit margin and remote servicing facility! Will England ever win the football World Cup again? Not until they have at least three West Ham players in the team, what’s wrong with Tomkins, Noble and Carroll? It fits the 1966 pattern with a defender, midfielder and front man! If you won £25,000 what would you do with it? Put an en suite in at home and take my extended family out for a slap-up meal.
What is the security industry’s biggest myth? I think it’s one relating to why people buy security, in that because they think they should have it rather than really want it, they will always be

Choosing the right path Whether you choose to buy technology from a distributor or direct from the manufacturer there are benefits to both routes. A good working relationship for both parties is essential
W
hen you need to buy equipment how do you define the best place to get it from? You generally have the option of buying direct from the manufacturer or from a distributor. It may all just come down to prices and availability at the time or you may prefer additional services like product support and warranties. Depending on these requirements you can take your business anywhere and may even want to become a preferred installed for a specific manufacturer tying you to their range of products but giving you promoted status in the market. When we speak to installers to find out more about their businesses and the state of the market one of the questions we always ask is ‘Do you use a distributor or buy direct from a manufacturer?’ and we have had a range of responses. Some feel that they want to work solely with a distributor because of the various benefits. For example, not every manufacturer has product support to the same extent as some distributors do and the range extends only to their own portfolio. On the other hand there are those who deal direct with the manufacturers as there are rewards up for grabs in that direction as well. For many the choice is to have a mix of both options, outlined by the comments of Kenneth Kay of Fidelity Integrated Systems who told us: “We have Gold member relationships with market leading manufacturers which avails us excellent
www.psimagazine.co.uk
technical support, a key element for both designing and supporting complex systems. However we buy primarily through one key distributor, enabling us to pass on the benefits of favourable trading terms and a long term relationship to our customers in the form of savings.” Another installer using the same supply chain is Terry Roffey of Brook Security who said: “Our supply chain is a mix of direct purchase from manufacturers and through distribution. When we take on a new product we work with the manufacturer on training and marketing. Once established we will probably use a distributer as it is normally a one stop shop. But we will continue to communicate with the manufacturer on design of larger systems and after sales technical support.” As there is a varying range of support throughout the industry in terms of customer service and quality, installers must analyse what they wish to achieve when beginning their relationship with a supplier be that a distributor or technology manufacturer. The supply chain should essentially be a mutually beneficial relationship between the supplier and the installer, ensuring both parties benefit from the high level of service and expertise offered. When both parties’ needs are being met, a relationship is formed, an element of trust is shared meaning that the customer can be safe in the knowledge that their supplier is the right choice for their business. Distributors are also often able to offer different payment terms than manufacturers most offering customers a credit account, as cash flow is a factor for every business, and this form of payment may suit your business models. “We have found that by creating a focused team around us it helps in all aspects of our delivery, from being able to access equipment quickly, to identification of any problems”
is another option which suits budgets by making systems more affordable with tax relief benefits. What about the manufacturers’ perspective on distributors? With the option of selling direct it means that not all manufacturers may use a distributor, so why should they? Firstly, manufacturers can find it difficult to break into the distributor market, as they don't have the same level of local knowledge a distributor would. This is of major importance when selling directly to installers. Secondly, a distributor has existing sales and business channels, which provides a quicker route to market. As we all know, the CCTV side of electronic security has changed considerably with the development of IP and with the increase in high speed networks being fitted across the country the backbones for demanding bandwidth systems are coming on line, which is enabling not only increased IP camera sales but also the integration of other technologies such as access control and intruder alarms into the security installation. The choice of whether you go source from the distributor or direct via the manufacturer (or a bit of both) is entirely your decision, but it is always worth reviewing this to make sure that your needs are being fulfilled. Keep in mind that “cheaper is
not always better” as a lack of support could cost more overall in reduced profit if issues occur through quality of goods or service errors, which can include wrong specification or even missing items to complete the application that should be identified at point of order. To get what you want out of a supplier in terms of product, service, range and support it depends solely on what you want from them. Most importantly, how well do you work with your suppliers? Consider the words of Richard Ward of Omega Security Systems: “Over the years we have developed a brilliant network of distributors and suppliers. We have found that by creating a focused team around us it helps in all aspects of our delivery, from being able to access equipment quickly, to identification of any problems we may encounter with non-conforming products. Over time these colleagues have also become firm friends, people we know and can rely upon. We attend supplier days abroad in Germany, Austria and Turkey; all staff are pleased to attend these trips, especially to Austria where skiing, sledging and Schnapps are often involved.” A relationship that works both ways is the essence of a good supply chain.

Looking back, and ahead Paxton’s CEO Adam Stroud takes a look back at the industry over the last two decades and explains why diversifying into building intelligence is the natural next step for security installers
A
round 15 years ago the access control market was a very different place. Customers had a choice between very simple 'stand-alone' systems, and expensive, specialised 'networked' systems. The simple stand-alone systems had the advantage of being easy to install and affordable, but use with more than a few doors meant the system became impractical to manage. The user would have to visit every door each time a system change was required. Networked systems, on the other hand, offered some powerful benefits; centralised control provided practical management of larger systems, an audit trail of access control events happening around the building, and flexible control over who went where and when. At that time, the drawback with networked systems was that they were complicated, and required highly specialised installers. Add to this the high cost of the systems, and it meant they were only affordable for the large enterprise type projects. It was into this environment, in 1999, that Paxton launched Net2, a networked access control system that offered the installer and user a new level of simplicity at an affordable price point for all building types. Its simplicity meant Net2 was quick and easy to learn, install, commission and set up, allowing security installers to diversify into access control for the first time and offer their customers a more complete solution. The journey to its current market leading position involved exploiting opportunities, and offering a valuable feature set that didn’t previously exist within the access control market. Good for installers, good for customers. Since the launch of Net2, Paxton has relentlessly improved the product, adding more capability and working with more and more installation partners. Today, it is one of the most popular access control systems in the world with 150 additional buildings being fitted out with it every week.
History repeats itself… Today we face a very similar situation to the one described above, albeit with a different set of parameters. Advances in consumer technology mean that customers now expect their security systems to work seamlessly together. There’s an expectation that the various systems within buildings will share information to facilitate better decision making. For example; access control events, setting and un-setting the intruder alarm and motion detected by cameras verifying entry into an area, all of which accessed by a common interface.
www.psimagazine.co.uk
More than this, there is a growing demand for smart buildings, essentially systems that interact with other building facilities such as lighting and heating to provide convenience and energy efficiency. The good news is that there are many dedicated systems with these capabilities available today. An integration specialist can install separate fire, intruder, video management, access control and building management systems and knit them together to provide fully integrated functionality. The bad news is that achieving this level of integration is highly specialised and costly. This means that, much like the networked access control systems 15 years ago, only the enterprise level projects currently benefit. How do we know this? Out of 1,400 mid-market customers (e.g. education, healthcare, retail, leisure, public sector commercial premises) we asked, around half had video surveillance in place. Of these, only 1.6% had their video management system integrated into their Net2 access control system. This despite the fact Net2 makes it as easy as possible to integrate, it being free, and supporting integration into all leading video management systems. With this in mind it is an interesting statistic that reveals the extent to which the current integration approach fails to provide the desired functionality to mid-market customers. It's just too complicated and expensive.
“Advances in consumer technology mean that customers now expect their security systems to work seamlessly together” - Adam Stroud, Paxton
Building intelligence… In 2015, Paxton introduced net10 to the market. net10 is a building intelligence system that provides access control, video management and building automation functionality, all within a single system. This is possible now due to the ever increasing processing power available, famously following Moore's law. Years ago, dedicated microprocessors were required to handle the transcoding of video streams, today these functions can be performed by a very cost effective off-the-shelf processor. So what's the advantage of multiple functions provided by a single system? First off, it means that there's only one system to purchase and install giving rise to significant cost benefits for both equipment and installation. Also, because all functionality is provided by a single system, there's no complicated integration to do. This means that, far from being specialised, net10 is very straightforward to install and use. Both of these points allow mid-market customers to benefit from functionality currently only practical 41

“By sticking with conventional solutions, an installer may well find themselves competing against a building intelligence system offered by a competitor
for enterprise level projects, in the same way Net2 did 15 years ago. In the wider technology industry, there are many precedents of this happening. The modern-day smart phone for example has decimated the markets for party-cameras, PDAs and MP3 players. Of course, there still exists a vibrant market for high-spec DSLR cameras, and in the same way there will always be a market for specialised security systems dedicated to a single function. However, a range of solutions now allows customers to choose a product that is appropriate for them.
The implications for security installers‌
To find out more about net10 and to sign up to training please visit the net10 website net10system.com/training, or contact Paxton direct at training@paxton.co.uk.
Generally speaking, the installation of building management systems is not currently performed by security installers, but we believe it should be. Security systems such as access control, intruder and video management, provide a rich seam of data that can inform the actions of building automation systems to control lighting, heating and much more. Simply put, providing security functionality and building automation in a single package will not only make a building work better, but it will also grow the security industry considerably. By sticking with conventional solutions, an installer may well find themselves competing
against a building intelligence system offered by a competitor. A single building intelligence system that seamlessly blends video management, access control and building automation provides the midmarket with a solution that is practical and cost effective. This is fertile ground for installers to offer a genuinely new feature set, differentiating themselves from the competition and helping them win more projects with new and existing customers. Things change and as technology progresses we must all adapt and seize the opportunities available to us. The world is littered with companies that failed to react and paid the price, just look at video rental stores. Nobody wanted to go out and rent a video or DVD when films could be downloaded in seconds from online streaming services. Customers, just like installers, want to invest in systems that are 'future proof' and can grow in functionality and performance with their company. The Internet of Things (IoT) is still in its infancy and the creation of true 'smart buildings' is far from mainstream. net10 is architected to take advantage of these technologies as they evolve and will continue to meet and exceed customer's expectations well into the future. Offering building intelligence to your customer not only future proofs their company, but also your own!

NSI SUMMIT
See you at the Summit! The third national NSI Installer Summit will be taking place on Thursday 10 March 2016 at the National Motorcycle Museum in Birmingham. Representatives from NSI approved companies and applicants are invited to attend
T
he NSI Installer Summit events have gone from strength to strength since they first began a few years ago and are now a firm fixture on the security industry calendar. PSI caught up with NSI Chief Executive Richard Jenkins to find out about what’s in store for the 2016 event.
What can the visitors expect to see at the Summit this year? It’s a case of something for everyone. The Summit idea is to provide a platform to educate and inform. The main Summit conference is a package of mini-presentations by key industry figures to update NSI Installers on latest trends and news specific to them. The Summit’s USP always has been to educate and inform NSI approved companies, to make better choices as they deliver the highest standards of service in the market. In the afternoon a choice of ‘Summit Session’ workshops will give people time to learn more about areas of particular interest to them. And of course we have a full house of exhibitors to give everyone an opportunity to see the latest in technology and services. There’s plenty for everyone. We’re also excited that Matt Allwright, the highly regarded TV journalist is once again our MC for the day. Matt has a refreshing perspective and is a passionate champion for consumer rights.
What is in the conference programme for 2016? The morning conference session will be packed with interesting topics that will appeal to our installers. Following an update on the NSI and Certification, Douglas Barnett, Chairman of BAFE will cover the issue of “Demonstrating Competency for Fire Certification”, and Steve Riley of RISCO Group will present on the hot topic of “Electronic Security within the Internet of Things”. David Mair of the NPCC (formerly ACPO) will talk about on “Police Response to Security
www.psimagazine.co.uk
Systems” and Jim Glockling of FPA will give his angle on “Finding a Technical Solution to the Unwanted and False Fire Alarm Problem”. RISCAuthority’s Mike Jay will provide “The Insurers View of Intruder Alarm Systems” and Simon Banks of CSL Dualcom will share his insights on “Connecting the Communications Value Chain”. The programme will also include Dave Wilkinson of BSIA briefing on “Driving Quality and Embracing Change”, and Neil Sampson, the Chairman of the Powered Gates Group of the Door and Hardware Federation will cover “Powered Gates: the Law and NSI”. I think I’ve covered everything! After lunch the 4 Summit Sessions of 45 minutes each give installers the opportunity to hear from subject matter experts on selected subjects. This year these are: Powered Gates: Risk Assessment and Commissioning, Apprenticeships: the Future is in your Hands, Cyber Security andPreparing for the New 90012015 Standard.
The event seems to be getting bigger every year. Has the success surprised you? Yes it has - we underestimated the level of interest generated. Our approved companies pick and choose which events they go to, and their attendance at the Summit is not to be taken for granted. It is however a truly exclusive day for them and I think they really appreciate that. Aiming all aspects of the Summit at installers specifically is something that works well for all attendees. We aim to meet their aspirations for the event, and it reinforces the NSI collective approach to high standards delivered by NSI companies across the country.
TV journalist Matt Allwright, is once again the MC for the NSI Installer Summit

Ana continued to say: “We have had a lot of success with our other Clarius ranges, so we have developed this new design called the Clarius Plus. A major benefit is its interchangeable lens diffuser system, enabling users to quickly and easily alter the angle of illumination to deliver light over varying fields of view: 10, 30, 60, 80 and 120 degrees”. Unique features of the Clarius Plus include its CleanLite hydrophobic coating, which protects against scratches, dust and water build up on the cover. It is also 'self-cleansing', no other LED illuminator offers this unique protection. Another feature is that the photocell is positioned on top of the light, unlike competitive products which are at the back of the light,

making Clarius Plus more sensitive to ambient lighting. Clarius Plus illuminators are 100% tested, so you can rest assured of reliability and accuracy. IP65 rated white external PIR detector
GJD’s white coloured Mini Opal external PIR detector is an inconspicuous detector with adjustable detection range and Lux level settings. The detector only activates security lights when an event has occurred. This ensures lighting is only on when needed, saving both energy and money for users. Fitted with sliding curtains, it is easy to adjust the field of view alignment in order to deliver precise coverage. The sliding curtains also block out unwanted detection areas; whilst the integral sun light filter helps to minimise false triggers. As well as being IP65 rated, the Mini Opal electronics are conformally coated to resist condensation and insects. The plastic housing is UV protected to ensure environmental durability. The Opal is fitted with a dual tamper switch, providing case and wall-mount tamper warning. www.gjd.co.uk
Sensor detects attempts to cut, climb, open or break through gates
Senstar’s FlexZone Wireless Gate Sensor is designed to secure sliding and swinging gates and complements the coverage of the FlexZone ranging fence-mounted sensor. The FlexZone Wireless Gate Sensor is an accelerometer-based device that detects attempts to open, cut, climb, or otherwise break through a sliding or swinging gate. The compact, all-weather sensor module is attached directly onto the gate fabric and transmits alarm data to a nearby FlexZone processor over an encrypted link. Described as an ultralow-power device, the sensor module is powered from its built-in solar panel and/or internal batteries, eliminating the need to route cables from the fence to the gate and simplifying maintenance. The FlexZone Wireless Gate Sensor consists of two main components: the sensor module and a receiver card installed inside a FlexZone processor. The sensor module analyses vibration, motion and position data. It transmits intrusion and supervision alarms, power levels, RF link status, and auxiliary input state to the receiver card over the encrypted wireless link. The module also includes an auxiliary input cable for monitoring gate latch contacts and/or other on-gate security equipment. senstar.com
Connections Hello again, Lone worker - what does that mean to you? What sorts of service would you expect with lone worker products? For most people the image of lone worker is someone at risk who requires support from the emergency services when the bespoke device is operated. That is an accurate description where there is a need for BS8484 emergency response, but just like with intruder alarms there isn’t always a need for the emergency services. I grant you the traditional application for a probation officer or remote worker in a hazardous environment may require a BS8484 service from an ARC, this marketplace has been sold to by many suppliers over the years who quote the Law with regard to corporate responsibility for employees. However, there is an enormous section of the service industry providing services to the home, working alone who need a “virtual carer” service that reports back to management, supervisors, next of kin, when there are issues relating to a persons whereabouts, or their health, or time to or from and at an appointment. This service can be provided using existing mobile phone technology, so no capital outlay and depending on the technology deployed it can even give you resource management as well as the traditional “man down” or “assistance required” types of activations. Our suite of ArchAngel Services cater for the most simplest monitoring of employees needs through to full BS8484 emergency response devices. The service sits on the existing mobile phone and provides a “virtual carer” service giving the employee peace of mind and importantly providing the employer with the means to comply with the Law. So whether it’s your duty engineer out late at night, or your daughter, whether it’s an independent senior citizen, a lone parent or even a sales surveyor, there are many reasons why you should review your responsibilities to your employees or next of kin. We have trade costs for our installer channel, enabling you to make a recurring margin on these products and services, so if you’re interested give us a call. Bye for now

Triple mirror PIR for indoor and outdoor intruder applications
The PIR-T15WE from Takex is a triple mirror passive infrared detector designed for both indoor and outdoor intruder applications. With four selectable operation modes including low position, high position, pet, and high density, the PIR-T15WE is capable of reaching distances of up to 15 metres from a mounting height of 2 to 6m throughout 80 degrees of coverage. The triple mirror/three twin-pyro optical system features a geared mirror array allowing detection patterns to be dynamically optimised. Independently controlled pyro devices in each optical unit use signal processing to eliminate nuisance alarms associated with small animals, and the dedicated pet operation mode further enhances discrimination performance against medium-sized animals. Precise detection area adjustment is made possible by projecting coloured LEDs onto the surface of each mirror - visible only from inside the detection zone during the alignment process - allowing sensitive zones to be finetuned to individual site requirements as desired. takex.com
Tailgating and piggybacking detection system
Accurance 3D from Optex is a tailgating and piggybacking detection and prevention system for high-risk environments, working in conjunction with access control systems. Accurance 3D provides an additional layer of security that can be added onto an existing or deployed in conjunction with a new security door system, including swing doors, circular locks and airlock doors. For revolving doors, an OEM version is available for door manufacturers. Buried cable intrusion for covert protection
Microwave intrusion detection system creates protection zone
Microguard from Advanced Perimeter Systems uses microwave beams whereby a transmitter generates a microwave beam in order to create a protection zone. If a difference within that zone is detected by the receiver, the system kicks in with an immediate analysis and an alarm is triggered if the predetermined criteria for an intrusion are met. The range of features includes multi-level sensitivity adjustment, automatic range adjustment and high RFI and EMI immunity. Moreover, the microwave sensitivity is unaffected by adverse weather conditions such as heavy fog, rain and snow. www.aps-perimeter-security.com
MicroTrack II is a buried cable intrusion detection system for covert perimeter protection applications. It is a volumetric, terrain-following sensor that detects and locates walking, running or crawling intruders along a facility’s perimeter. MicroTrack II incorporates digital signal processing (DSP) for detection performance in challenging site conditions. With a coverage range of 400 meters (1312 ft) per processor, the system consists of a MicroTrack II processor unit and two sensor cable pairs that may be buried along a facility’s perimeter in soil, asphalt or concrete. A detection field is created around the sensor cable pair, enabling the detection of intrusions. Intruders can be pin pointed down to 3 metres. Detection zones are set in software, to enable tailor zoning to suit a site’s unique requirements. perimetersecurity.co.uk

Digital microwave detectors create a protection zone of up to 500 metres
The ERMO482X Pro available in the UK from from GPS Perimeter is a bi-static, digital microwave detector for external applications with IP PoE capability. It comprises a transmitter and receiver which, when mounted facing each other, create a protection zone, the dimensions of which vary according to the chosen antenna, the distance between the two units and the selected system sensitivity. The ERMO482X Pro is also available with different ranges from 50 metres range X Band to 500 metres range K Band. The unit monitors the received signal, comparing it with behaviour models using algorithms based on "Fuzzy Logic" to decide if the signal was created by a real intruder or some other factor. The size, shape and rate of change of the signal are continuously monitored and compared with typical stored models. The sensor is able to detect intruders walking, running, crawling or rolling. Every event can be date and time stamped and stored in the onboard memory. The memory can be down-loaded locally or remotely to a PC and analysed to assess the possible causes. The barriers have a 16 channel coding system to prevent interference and simplify any overlap requirements and built in alignment aids and commissioning tools reduce the need for additional set up meters or instruments. The width of the detection pattern can be reduced using the FSTD (Fuzzy Side Target Discrimination) function that allows the ERMO482X Pro to be used in restricted environments. It also has an anti-masking facility that can detect specific forms of attack using low level screens to block the signal. www.gpsperimeter.co.uk
